President gives away awards to defence personnel

NEW DELHI, Nov 2: President A P J Abdul Kalam today gave away gallantry awards to defence personnel, most of whom had displayed exceptional devotion to duty or courage in fighting Pakistan-sponsored terrorism.

At a defence investiture ceremony at the Darbar Hall of Rashtrapati Bhavan, 76 defence personnel from the three services were decorated with meritorious medals by the President.

The 75-minute ceremony was attended by Prime Minister Atal Bihari Vajpayee, Deputy Prime Minister L K Advani, Defence Minister George Fernandes, Minister of State for Defence Production Harin Pathak, the three service chiefs, Marshal of the Indian Air Force (IAF) Arjan Singh and senior military and civil officials.

A total of eight Param Vishisht Seva Medals, four Kirti Chakras, 25 Ati Vishisht Seva Medals, three Vir Chakras, one bar to Shaurya Chakra and 36 Shaurya Chakras were awarded.

The gathering applauded every award-winning defence personnel who saluted the president and walked up to the dais to collect his medal. The ceremony also witnessed poignant scenes when young widows of some of the personnel collected awards given to their husbands postumously.

This was the second defence investiture ceremony. The President had given away awards to 76 defence personnel on Tuesday. The PVSMs were awarded to eight senior officials from the three services. They were: Air Marshal Teja Mohan Asthana, Air Marshal Manek Bomanshaw Madon, Lt Gen Tejinder Singh Shergill, Lt Gen Surendra Kumar Jain, Lt Gen Dattatray Balajirao Shekatkar, Lt Gen Harcharan Singh, Vice-Admiral Hara Prasad Mukherjee and Air Marshal Sriperumbudur Raghavan.

The Kirti Chakras were awarded to Capt Pankaj Dhayani, corporal Akhilesh Kumar Mishra, Lance Havildar Jora Singh (postumous) and Havildar Lashkar Singh (posthumous).

LIC development officer arrested for fraud

MOGA, Nov 2: Faridkot Police have arrested one Kuldeep Singh Matharoo, Development Officer with the Life Insurance Corporation of India on alleged charge of committing fraud with the corporation whereas his coaccused LIC agent Vijay Kumar Malhotra was still at large, police sources said today.

Matharoo was produced in the court at Faridkot and remanded to police custody for a day.

According to SSP Harinder Singh Chahal the LIC officer got one lady Gyan Kaur of Bir Bholuwala insured of Rs five lakh whereas the real Gyan Kaur had already died in January 1999 and the both the LIC officials in connivance managed another lady for the purpose named as Gyan Kaur and also got her medically examined in the same name and got her insured.

When the matter was reported to the headquarter of LIC, the zonal office of LIC Jalandhar lodged a complaint with the Faridkot Police and after probing the whole affairs the police registered a case in the matter. (PTI)

Cong to explore possibility of pack with secular forces

NEW DELHI, Nov 2: The Congress will explore the possibility of electoral understanding with secular forces for the December 12 Gujarat Assembly elections.

Replying to questions from mediapersons here, AICC general secretary incharge of Gujarat Kamal Nath said the parties with which the Congress would consider forging an alliance included Samajwadi Party, Nationalist Congrss Party, Lok Janashakti and Left parties. The local leaders of the Congress were already in touch with the NCP leaders in the State, he added.

The election campaign would be launched by the party on November 11 at Karmasad near Anand in Gujarat,the birth place of late Sardar Vallabh Bhai Patel. Congress president Sonia Gandhi would be the main camapaigner for the party. Mr Kamal Nath said in the course of the campaign, which would include several rallies addressed by Congress president Sonia Gandhi, the party would promise to fight corruption and expose the ill deeds of the BJP Government. A pledge to set up special courts to try members of the current Government associated with various scams would be one of the main planks of the Congress during the election campaign.

The foremost among the scams indulged in by the Modi Government was the controversial failure of 15 cooperative banks and misappropiration of relief supplies and funds earmarked for victims of natural calamity.

Gujarat Pradesh Congress president Shankar Sinh Vaghela said the Congress campaign would focus attention on the scam ridden rule of the Modi Government. Terming as "hypocrisy" Narendra Modi’s Gaurav Yatra, he said the State Government had gone bankrupt and was surviving on overdrafts. There was no money to carry on development works, he alleged.

Congress Legislature Party chief Amrs Singh Chaudhary said the BJP in the State was indulging in faction fighting over the spoils of office. As a result, Gujarat, which used to be one of the most prosperous states, had to make do without electricity, water and the basic amenities, he added. (UNI)

SRINAGAR, Nov 2: Harsh Dev Singh, an MLA of Panthers’ Party, made history by becoming the first minister from his party in a Jammu and Kashmir Cabinet.

Thirty-nine-year-old Singh was elected to the State Assembly for the second time from Ramnagar constituency of Udhampur district.

A law graduate, Singh has been conferred the best legislator award by the State Assembly and lauded across party lines for his debating skills.

Muzzaffar Hussain Beig: A Master’s degree holder in Law from Havard Law School in the United States, Beig was vice president of Peoples’ Conference, a constituent of Hurriyat, from 1980-84.

He had been practising in the Supreme Court from 1988 before becoming vice-president of PDP. He later participated actively in the Government formation.

A former Advocate General of the State, 52-year old Beig began his political career in 1998 by unsucessfully contesting in the Parliamentary elections from Baramulla.

Mangat Ram Sharma: A senior Congress leader, he is the second Deputy Chief Minister of the State from Jammu region after Devi Das Thakur, who held the post in the ministry of Ghulam Mohammed Shah, estranged brother-in-law of Farooq Abdullah.

Sharma, who became a member of Parliament in 1996, was the Speaker of the State Legislative Assembly from 1984 to 1987 and a Minister of State from 1975 to 1977.

He was believed to have lost the race to another senior Congress leader Tara Chand, but the party high command cleared his name for the post last evening.

Peerzada Mohammed Sayeed: A seasoned Congress politician, he braved the threat of militants from volatile Kokernag Assembly constituency in south Kashmir and made it to the State Cabinet on account of his loyality to the party.

A Minister of State in the National Conference-Congress Government in 1987, 55-year-old Sayeed began his political career in 1968 by becoming the district president of Congress.

Ghulam Hassan Mir: Senior vice president of PDP, got elected from Gulmarg Assembly seat, and was a major contendar for the Cabinet post.

A law graduate from Aligarh, 51-year-old Mir served as the State’s Law Minister in the G M Shah ministry in 1984.

Mulla Ram: A Cabinet minister in 1987, 49-year-old Ram was a surprise entrant in the Cabinet as his name was doing rounds for the Speaker’s post. (PTI)

Punjabi bodies urge Centre-Delhi Govt meeting over language

NEW DELHI, Nov 2: Upset after Delhi BJP chief Madan Lal Khurana’s remarks that the Centre has withheld its approval to Punjabi’s second official language status in the capital, top Punjabi organisations today urged an immediate meeting between Delhi and Central authorities over the decades old issue.

Mr Khurana, whose party leads the NDA coalition at the Centre, told UNI that the Centre has returned a Delhi Assembly bill, passed in 2000, with some queries.

"It’s a lie that the Union Government has approved a second official designation for Punjabi and Urdu in the capital," Mr Khurana said yesterday.

Delhi Chief Minister Sheila Dikshit, news reports earlier said, had "confirmed" to having received the (Centre-approved) bill a week earlier. The report, appearing in a section of the Delhi press on October 24, also attributed to her its early notification by the Delhi Government.

A second official language designation for Punjabi in Delhi has been hanging in the balance for almost 37 years now.

"It is unfortunate that the demand for a second official language designation for Punjabi, which is spoken by nearly four million residents of the capital, is caught up in politics between the BJP and the Congress," International Council of Punjabis chief Manjit Singh said.

He called for coordination between Delhi’s Congress Government and the BJP-led NDA alliance at the Centre towards resolving the issue.

An irked World Punjabi Organisation (WPO) also expressed its resentment over a nearly four-decade old administrative delay in granting an official status to the language.

"It’s high time both the Congress and the BJP Governments held a joint meeting to sort out the issue central to Delhi’s large Punjabi population," WPO secretary-general Vikramjit Singh Sahney said.

The Akalis, alliance partners of the BJP, however, flayed Delhi’s Congress Government for what they called "its two-in-one policy of seeking to garner both Punjabi, especially Sikh, and Muslim support in the name of Urdu and Punjabi".

"How can both Urdu Pnd punjabi be granted a second official language status? I think Delhi’s Congress Government messed up with the bill by including Urdu in its 1994 original text," Akali leader Onkar Singh Thapar said.

A 1994 Delhi Assembly cabinet first introduced a bill granting a second official designation to Punjabi. The Sheila Dikshit Government later passed it in 2000 but with inclusion of Urdu as a modification in the original text. (UNI)

Nandankanan zoo hurtles towards disaster

BHUBANESWAR, Nov 2: Years of neglect and insensitiveness have pushed the Nandankanan zoo to the brink of yet another disaster, threatening the very existence of hundreds of birds and animals.

It was the 1999 super cyclone that upset the ecology and devastated the park.

But now the zoo is heading towards another disaster due to the sheer negligence and lack of interest of the authorities in tackling the multiple problems being faced by the zoo, the home to the largest number of white tigers and lions.

Several projects cleared by the central zoo authority( CZA)for restoration of the park were yet to be implemented even three years after the super cyclone hit the zoo, official sources said.

A major amount of Rs 3.25 crores sanctioned by the eleventh Finance Commission was still lying unutilised due to the apathetic attitude of the park authority.

The master plan and design of the water bird aviary, leopard enclosure, hippo enclosure, exotic species enclosure, primate enclosure and the feeding cubicle of the lion saffari approved by the CZA since 2000, were yet to be taken up.

The work on few projects started with the funds from the eleventh finance commission had to be stopped at the instruction of chief conservator of forest without any valid reason. Official sources said a major amount of the funds sanctioned by the eleventh finance commission would lapse and the park would be deprived of further grant in the near future for non-utilisation of the sanctioned fund.

This would not only upset the park management but also lead to a major crisis in the zoo. There could be a disaster any time if proper steps were not initiated by the authority to preserve the ecology, a zoo official warned.

Ironically, the zoo, one of the biggest in the country, is being looked after by an assistant conservator of forest as both the zoo director and wildlife conservation officer, operate from Bhubaneswar, about 15 kms away from the zoo, instead of functioning from within the zoo. They hardly bother to supervise its day-to-day functioning.

What has worried the wildlife officials is that the 50-acre lake inside the zoo is covered with wild weeds and is decaying.

Though the lake is considered to be the major water source for the park, no attempt has been made for its reclamation, despite funds being earmarked for it.

Wildlife officials apprehended that in the absence of reclamation of the lake, there is possibility of water-borne diseases being spread inside the zoo, threatening the very survival of the birds and animals. The lake attracts thousands of migratory birds during winter every year, converting the zoo into a birds’ paradise. But this year the migratory birds might divert their route due to submergence of acquatic food with the growth of weed.

Sources said the District Rural Development Agency (DRDA) had offered to release funds for cleaning and dredging of the lake, but the zoo authorities did not accept the funds on the pretext that such work would destroy the ecology and environment of the zoo, sources said.

The proposal for construction of a bird aviary and a primate enclosure was lying in the cold storage. The CZA had sanctioned a separate leopard enclosure for the park to allow the leopards a secluded sorrounding for breeding. But the authority had taken little interest in the scheme.

The officials said tuberculosis could spread among the animals due to callous attitude of the authorities in continuing with the mass anti-TB treatment on the deer.

The zoo had been witnessing heavy casualty of deer every year due to a contagious disease among, but due to administration of the anti TB treatment, the casualty had been almost checked since 2001.

However, this year the authorities had shown no concern for continuing with the anti-TB treatment on the 60-odd deer even though a technical committee had cleared it.

Wildlife officials warned that the whole process of conserving the animals in the park would be futile if the drugs were withdrawan or discontinued. The disease could also spread to other animals and human beings, they cautioned. (UNI)

Hindutva concept misinterpreted: DPM

NEW DELHI, Nov 2: The concepts of ‘Dharma’ and ‘Hindutva’ have been misinterpreted as religion and Hindu religion, but these are actually "a way of life", Deputy Prime Minister L K Advani said tonight.

"The english translation of `Dharma’ as religion gives a wrong meaning to the concept. It is good that the Supreme Court gave the correct interpretation that `Hindutva’ was not the name of a religion but a way of life," Advani said after releasing a book - `Dharma: Vishwa Sadachara Samhita’ - by Jharkhand Governor M Rama Jois here.

"In India, jurisprudence and the legal system have been rooted in `Dharma’ since ages and `Dharma’ has been applicable to all sections of the people," he said.

Stating that the "distorted opinion" of these two concepts needed to be corrected, the DPM referred to instances when some Members of Parliament in early 1970s had approached the then President, S Radhakrishnan, to stop broadcast of `Bhakti Sangeet’ on the All India Radio on the grounds that India was a secular nation.

To this, Radhakrishnan told them that he listened to air only when these songs were played and asked "do you want me to stop even that", Advani said adding that the values projected by these songs were not at all communal in nature.

Former President R Venkataraman said ‘Dharma’ was a concept which had several meanings, including righteousness, charity, justice, equity, fairplay and morality.

Jois, who authored the book originally in English, said secularism was part of the overall concept of ‘Dharma’ and added that even the concept of secularism has been "wrongly interpreted as ‘Dharma-Nirapekshata".

Jurist and former Indian Envoy L M Singhvi said ‘Dharma’ was duty as also justice and elaborated on the concept of ‘Rajdharma’. (PTI)

No threat to Mayawati Government in UP: Ajit

JAIPUR, Nov 2: Union Minister for Agriculture Ajit Singh today said there was no threat to Mayawati Government in Uttar Pradesh as the opposition was not united to be able to pose any problems for the ruling combine.

"The opposition is not united to pose any threat to the Mayawati-led BSP-BJP coalition Government," he told reporters here.

Singh expressed the hope that the problems created by BJP dissidents would be solved soon.

On assistance to drought-hit Rajasthan from the national calamity fund, he said the central team that visited the state had given its report and the task force would meet next week to decide on the quantum of assistance.

The State Government had submitted a memorandum to the team seeking central assistance of over Rs 6,000 crores.

Singh said "the centre would consider ending the distinction between families living below poverty line and those above it and also withdrawal of the five per cent increase in the cost of chemical fertilisers". Singh said there had also been scarcity of fodder not only in Rajasthan but its neighbouring states also. However, Punjab had assured to provide fodder to the state, he said.

He said the Centre had given rs 60 lakh for fodder enrichment in Rajasthan last year but the State Government "failed" to utilise it. However, in view of scarcity of fodder this year the centre had again sanctioned Rs three crores.

Rejecting the State Government’s charge that the centre was playing politics and not providing enough assistance to congress-ruled states, the minister said as soon as the state lifts the two-lakh tonne of wheat alloted to it, a fresh quota will be released.

He said all states were being extended full central assistance as per the norms fixed by the Finance Commission. (PTI)

Mayawati rules out special Assembly session

LUCKNOW, Nov 2: Uttar Pradesh Chief Minister Mayawati today ruled out a special session of the State Assembly and indicated that the BSP and BJP would jointly contest mid-term polls, if they were "forced" on the state.

Addressing a press conference here to mark six months in office, Ms Mayawati denied any threat to her Government and said there was no reason to call a special session of the Assembly when the coalition enjoyed a majority in the Vidhan Sabha.

She also ruled out mid-term polls in the state, averring that her Government would complete its full term. However, if mid-term Assembly polls were held, the BSP would certainly go in for an alliance with the BJP, she added.

Terming dissident activities (in the BJP) as an intra- party issue, the BSP vice- president said it was unfortunate that Samajwadi Party leaders were trying to exploit the opportunity for their vested interest. She said the current crisis was temporary.

She termed the SP’s claim of support of 37 BJP MLAs a hoax. "If they had the support of these dissident MLAs, then why did they not give their names and signatures to the Governor," she queried. Terming the crisis in BJP as an internal matter of that party, Mayawati said it was a temporary phase and it would be resolved soon.

"All parties have faced similar problems in the past and it should not not be construed as if the BJP was on the verge of split", she said.

Hailing Congress president Sonia Gandhi for taking a "mature stand" on SP’s request to extend support to it to topple the BSP-BJP coaltion Government in the state, Mayawati said even after betraying the congress twice in the past SP president did not hesitate in knocking the doors of that party in its lust for power.

She said as per records all the parties which have joined hands with the SP have suffered great losses. "We too had joined hands with the SP and faced a lot of difficulties", she said .

Mayawati said Samajwadi Party has been predicting the fall of her Government ever since it was installed in May. "This time too SP’s all out efforts to gain power in the state would yield no results", she claimed.

Mayawati termed SP leader Amar Singh’s meeting with Governor during which he submitted a list of 204 MLAs claiming their suppoty as a "face saving device".

"Mulayam Singh’s statistics are far from truth", she said. Media to had come under his influence but has now begun to see the reality that Yadav would not be able to succeed in his mission of pulling down my Government, the Chief Minister claimed.

Asked about the reported victimisation of MLAs who had publicly opposed her Government, Mayawati said the action against some of them was part of the legal exercise and was not guided by political consideration.

She said an independent MLA and former BSP legislator Mukhtar Ansari had written to her yesterday saying he wanted to extend support to her and she accepted his offer. Ansari was expelled from the party before the Assembly elections.

On the non inclusion of independents in her ministry, Mayawati said she was not given the name of the former Minister Raghuraj Pratap Singh by the BJP and hence he was not inducted in the ministry.

Singh alias Raja Bhaiyya has raised a banner of revolt after being denied a berth in the ministry.

To a question, Mayawati ruled out a major expansion of the ministry but added that as the state BJP president Vinay Katiyar and Urban Development Minister Lalji Tandon have expressed their opinion that BJP and its allies should be given more representation, a couple of ministers might be inducted.

On her relations with former Chief Minister Rajnath Singh, she said whatever problems existed were sorted out before the two parties entered into an understanding for forming a Government in the state.

Mayawati denied reports that BSP supremo Kanshi Ram recently held talks with Congress for contesting the next Lok Sabha elections together. "There is no secret understanding with the Congress and as decided earlier BSP would contest the next Lok Sabha elections in Uttar Pradesh with BJP, she added.

She dismissed allegations that she was luring the SP MLAs in her fold with ministerial berths.

NEW DELHI, Nov 2: The RSS feels economic policies were being framed in a manner that compromises India’s security which it will oppose.

It would also like the oil sector to be treated as a strategic sector and not be privatised. "....There are people in the cabinet who feel disinvestment should not be indiscriminate," RSS chief K S Sudarshan has said.

Giving an insight into the meeting the RSS top brass had with the Prime Minister and other BJP leaders last week, he said in an interview to "India Today" that the press created a hype "as if it were a meeting between President Bush and Saddam Hussain".

"This is a normal process. We gave our suggestions, they pointed out some difficulties. On the basis of this dialogue something will emerge. You develop a mechanism to have an exchange with allied bodies. You must not regard it as criticism. It is a democratic process to apply public pressure on the Government," he said.

To a question whether the Sangh has become too involved in politics in micro-management, Sudershan said it was not so.

"We only speak on issues where the nation’s security and integrity are involved. Today, economic policies are being framed in a manner whereby India’s security is being compromised. We will oppose this. We have spoken on assam, on infiltration," he said.

On privatisation, the RSS chief said oil was a strategic sector which was nationalised because oil companies played mischief in the 1971 Indo-Pak war. Asked how Prime Minister Atal Behari Vajpayee and Deputy Prime Minister L K Advani responded, Sudershan said "we didn’t seek a response. It is for them to decide. But there are people in the cabinet who feel disinvestment should not be indiscriminate."

To a question about the points that the RSS stressed on during the meeting, he said "we said that in villages and cities people ask only one question. Why don’t you act against Pakistan? the Government keeps talking about Aar-Paar Ki Ladayi (decisive battle) and Sabr Ka Bandh Toot Gaya Hai (we have run out of patience.

"Then for months the army stands eyeball-to-eyeball but nothing happens. People ask, why does this Government not do anything at all," he said.

In the talks, Sudershan said the Prime Minister told them that India should have retaliated when Parliament was attacked.

"So why didn’t they do so. We realise they have to keep the international situation in mind. But it all adds up and people expect something to be done," he said.

The RSS chief said they told the Prime Minister that there were two streams of thought in the Government. One which feels that assistance should be got from abroad for development and the other which feels the nation should focus on resources available within in which foreign capital has little use.

Asked whether the Jammu experience, where RSS supported Jammu Statehood Morcha, nullified the Sangh Parivar concept, he said in the media it is called Parivar but each organisation was independent taking inspiration from the Hindu thought process.

He said what went wrong in Jammu was the Government’s reaction to the rss resolution that the state be trifurcated.

"We told the leadership (during last week’s meeting) that they could have said we will study it but they immediately said it was not in the national interest. We have been discussing this for two years. How could they say it was not in the national interest. They may not have agreed but to reject it out of hand...... That is why the BJP’s condition worsened in Jammu. Anyway let bygones be bygones," he said. Queried whether Jammu can be repeated elsewhere, Sudershan said that was not the situation right now but it happens when you take decisions without consulting state units.

Recalling that BJP ignored their suggestion not to tie up with Ramakrishna Hegde in Karnataka and AGP in Assam, Sudershan said "they shouldn’t rely only on sources of information that accrue on the strength of being in power. It would be better if they also asked the local units. They were going to lose so they did. In future it would be better to learn the lessons." (PTI)
