JAMMU, Nov 1: Bahujan Samaj Party state unit president and former MLA Sheikh Abdul Rehman has alleged that about 30 per cent legislators elected this time to the J&K Assembly, particularly from PDP and Congress have either won with the support of militants.

Addressing a press conference here today, Mr Rehman said that a fractured verdict of the people in the recently concluded Assembly elections , mainly against the ruling dispensation has brought in the representatives belonging to various schools of thoughts. The new Government comprising of various political parties and groups is coming up after long drawn parleys for one post and now there will be multi-dimensional pulls for ministerial berths.

Now how long this arrangement will last in the state as an experience of first of its kind should not put any one in doubt and the people must prepare themselves for mid term assembly polls, alongwith Lok Sabha polls in the country. It is also true that PDP with the support of militants and also former militants has managed to get so much seats. Besides this, the money distribution factor has also played great role.

He pointed out that some of the commitments reflected in the common minimum programme are welcome but public would like to see the practical achievement rather than promises made. It is unfortunate that some of the burning issues have not found place in the CMP. There is no mention of Chenab Valley Hill Development Council, Lok Pal Bill, Delimitation, political reservation to STs/ 27 % reservation to OBCs and implementation of Wazir Commission report.

Mr Rehman said there is urgent need for delimitation at Block and District level. Wazir Commission report which aims at creating districts at Kishtwar, Ramban, Reasi and Bahu-Samba. Similarly, there is no commitment to the delimitation of New Assembly segments on the basis of population , area and backwardness.

The BSP chief said that Party attributes its dismal performance to the black money bags, communal and caste factor besides support from militants to PDP and Congress. A detailed report about the poor performance in the just concluded assembly elections and short comings has been sent to the Central Party high command, he added.

Dogri serial "Bhaiya Jee" gaining popularity

JAMMU, Nov 1: Dogri serial "Bhaiya Jee" being telecast on Jammu Doordarshan has been gaining popularity as the problems which are being confronted by every individual have been highlighted effectively.

The serial is based on the day-to-day problems of the people like increase in corruption, lack of development, theft of power and blackmailing etc.

The story revolves around a Sarpanch, who has been given a Personal Security Officer (PSO) by the Government. The PSO indulges in mal-practices and exploits the innocent villagers on the behest of Sarpanch.

It is purely a sattire but educative also particularly for the rural people. The serial is also making rural and uneducated people about their democratic and fundamental rights which are being denied to them by the influential persons.

The serial comprising of 13 episodes which telecast every Saturday at 7.30 PM on Jammu Doordarshan. The serial is gaining popularity among the viewers, particularly in the rural areas.

The serial is produced, directed and edited by Dr Nasib Singh Manhas, a renowned Doordarshan producer. Prominent Doordarshan approved artists who performed in the serial include Surinder Goel, Janak Khajuria, Trilochana Jamwal, Sanjay Kapil, Rajinder Narang, Subash Singh, Ashok Sodhi and Romi Sharma.

Aviation Corps celebrates 17th raising day

JAMMU, Nov 1: Army aviation today celebrated its 17th Corps day remembering gallant aviators who sacrificed their lives to fulfill missions under very difficult conditions.

This fledging arm was initially raised on August 15, 1947 as air observation post, an illustrious wing of the artillery, a defence spokesman of Northern Command said here.

The Air OP went ‘unarmed into battle’ but that did not deter the brave aviators who demonstrated rare courage in the face of enemy and won many a laurel and awards. "In both 1965 and 1971 conflicts, the unit with maximum decorations in the whole army were Air OP squadrons," he said.

This tradition continued even after the army aviation became a separate arm. The 1999 conflict in Kargil bore witness to many an act of valour from the gallant aviators, the spokesman said.

Form a humble beginning of two flights at the dawn of independence, the corps has today grown to a vastly increased helicopter fleet including lancer, the light-armed helicopter and the advanced light helicopter.

On November one, 1986, the role and scope of the aviation wing was enhanced to include many other facets of flying duties like aerial reconnaissance and communication when it was de-linked from artillery and made into an independent corps.

In Northern Command alone, the Army Aviation Corps has been providing support to not only the regular army units but also to other elements of security forces.

Cong, JKNPP betrayed Jammu people: Nirmal

JAMMU, Nov 1: Dr Nirmal Singh, general secretary and spokesman of State Bharatiya Janata Party accused both Congress and Jammu and Kashmir National Panther’s Party for playing betrayal with the people of Jammu region for vested interests.

Addressing a party meeting at Gajansoo Marh the other day, Dr Singh accused the Congress describing it as history of playing with the sentiments of Jammuites, since 1947. He added that by agreeing to form a coalition Government under the leadership of Mufti Mohd Syed, as Chief Minister of the state and formulation of Common Minimum Programme (CMP) for governance of the State, the Congress not only back tracked from its election manifesto for giving a Chief Minister for the first time from Jammu region, but betrayed with them.

Dr Singh said the CMP contains some very objectionable and dangerous moves such a dissolving SOG, release of militants, payment of ex-gratia grants to the dependent family members of the killed militants and absorbing them in the Government service. Such moves he said were detrimental to the cause of the Nation and will discourage both the security and and nationalistic elements.

Ch Sukhnandan while speaking on the occasion accused the JKNPP supremo Prof Bhim Singh for changing his stance on the chief Minister issue with vested interests.

JAMMU, Nov 1: Jammu and Kashmir National Panthers Party youth wing chairman Mr Bansi Lal Sharma, advocate, while addressing executive body meeting discussed various result oriented schemes and proposals to be submitted to Coalition Government for their immediate resolve.

As per a release it was impressed upon the new Government through the resolution to create employment oriented programmes and schemes and a detailed project to be discussed with Central Government to create jobs for educated unemployed youth of the State including professional graduates in different disciplines.

The meeting further suggested constitution of a high power commission to probe the illegal assets and other properties raised by Dr Farooq Abdullah and his ministerial colleagues and other senior bureaucrats loyal to Dr Farooq Abdullah. A demand was raised that all illegal assets should be seized and put to auction and the funds raised thereof utilized for providing employment to the youth of the State.

Issuance of a white paper was also suggested for all the funds utilized by the National Conference Government, which were meant for the welfare of the people also development of the State.

The meeting was attended by Messrs Ashok Kumar Bhagat, Jagdev Singh, Surinder Singh Chib, Rakesh Gupta, Rajesh Gondhi, Ch Shukar Din, Ali Mohammed, T S Massih, Subash Chander Bhagat, Ashok Kumar Masha, Tarsem Sharma, Jaipal Singh, Ms Anita Thakur, Amit Manhas, Shanker Singh Chib, Shyam Mehra and S Harbhajan Singh Advocate.

MFJ alleged step-motherly treatment to Muslim youth

JAMMU, Nov 1: Muslim Federation Jammu has strongly condemned the step motherly treatment being meted out to the Muslims of Jammu in every sphere of life.

As per a release Mr Talat Niaz Qazi, district Jammu president of the Federation has alleged that in all the selections for services, the Muslims are being completely ignored. He alleged that recent select list of para-medical staff (Medical Assistants) is without any Muslim candidate.

Mr Qazi alleged further that a list of such candidates issued from the office of the Chief Medical Officer Jammu comprises 65 candidates but unfortunately there is not even a single Muslim candidate though a large number of Muslims had applied for the same.

Mr Qazi said such a step-motherly treatment should be checked at once and the instant select list should be quashed and reframed by giving due representation to Muslims in the list.

He threatened that in case the list issued on August 1, 2002 is not quashed, Muslim Federation will stage a dharna on the opening of secretariat, consequences of which shall fall heavily on the authorities concerned.

JKPDA demands official quarter for DD Director

JAMMU, Nov 1: J&K Producers and Directors Association (JKPDA) has voiced concern over the delay in vacation of official quarter of Doordarshan Srinagar Kendra Director in Srinagar by a former Director.

In a release issued here, the Association leader Muzaffar Ali said that the quarter was now meant for Doordarshan Srinagar Kendra Director Mr Shiraz Qureshi while it was still occupied by his predecessor. The release said it was responsibility of the State Government to get the quarter vacated and hand it over to its genuine occupant i.e. Mr Shiraz Qureshi.

The release hoped that illegal occupant of the quarter will himself vacate it or, otherwise, the Government should intervene to restore law of the land.

JU students’ outfit floated

JAMMU, Nov 1: To effectively highlight the grievances and demands of Jammu University students, an outfit of the Campus students was floated today.

Christened as Jammu University Students Welfare Association (JUSWA), this is the first ever organisation of exclusively JU students and it would have no political affiliation or ideology. The formal announcement in this connection was made by several representatives of the University students during a press conference, here on the Campus.

National Conference Students Union (NSUI) president for Jammu University Mr Amit Sharma, Akhil Bhartiya Vidyarthi Parishad City president Mr Vikas Sharma and Jammu State Morcha students wing leader Mr Vivek Sharma, were also present on the occasion. Both Amit and Vikas are also Joint Secretaries of the JU Students Cultural Council.

"We are floating JUSWA to effectively highlight problems of the University students and its activities will remain limited to the Campus," said Mr Parveen Singh ‘Lucky’ who is Secretary of the Jammu University Students Cultural Council.

He disclosed that executive body and office bearers of JUSWA will be announced soon and each department of the University will be given due representation in the body.

Listing the reasons for creation of an organisation of JU students exclusively, Mr Lucky alleged that despite having existence of several prominent student bodies on the Campus, problems of the University students were never highlighted jointly and effectively. "We don’t criticise anyone but it is a fact that all the students organisations have failed to highlight our problems effectively," he said.

Mr Lucky claimed that JUSWA would have no political ideology even as the outfit members will be free to have dual membership. "JUSWA members will not cease to have association with other outfits provided their activities do not harm JU students’ interests," he elaborated.

NSUI president for JU wing, Mr Amit Sharma, who was also present in the press conference, further clarified that notwithstanding their affiliation with different outfits, they will now work unitedly under the banner of JUSWA for the cause of JU students.

Mr Lucky said that besides effectively highlighting genuine problems of the JU students, their organisation will also struggle against alleged dictatorial attitude of the University authorities who used to amend JU rules without consulting the students.

3 killed, 9 injured in road accidents

JAMMU, Nov 1: Three persons were killed and nine other injured, four of them critically, in separate road accidents.

According to police, a scooterist was killed when he was hit by a speeding bus bearing registration number JKU-2304 at Gagian under the jurisdiction of R S Pura Police Station.

The critically injured scooterist was immediately rushed to Sub-District Hospital (SDH) R S Pura by some pedestrians but he succumbed to his injuries soon after his admission in the hospital.

The deceased has been identified as Jeet Raj, son of Gian Chand of Tanda.

A case of causing death due to rash and negligent driving has been registered against erring bus driver at R S Pura Police Station.

In another road accident, one Naresh alias Nisha, son of Milkhi Ram of Seri Pandita was killed after he was knocked down by a speeding unidentified vehicle at Talab Tillo Chowk.

He was reportedly walking on the road side when suddenly a speeding vehicle knocked him from behind. He was rushed to Government Medical College and Hospital where he succumbed to his injuries.

The body was handed over to family members for last rites after post-mortem.

In yet another road accident, driver was killed when a tractor being driven by him skidded off the road and rolled down at Chanuta under the jurisdiction of Ramnagar Police Station.

Identified as Sham Singh, son of Jagat Ram of Dandal Ramnagar, he was rushed to Sub-District Hospital Ramnagar but he succumbed to his injuries while being shifted to hospital.

A case has been registered in this connection and further investigations were on.

Meanwhile, nine persons were injured, four of them critically, in collision between a bus number JK02D-6411 and a mini-bus at Patoli Morh near TV Tower on Jammu-Poonch Road.

Getting the report of accident, police party from nearby police station immediately rushed to the spot and started rescue operation. All the injured were immediately rushed to Government Medical College and Hospital and condition of four of them was stated to be critical.

The injured have been identified as Kamal Dev, Mashood Ahmed, Racham Verma, Mohd Wazir, Mohd Rashid, Rashid Ahmed, Mohd Sadiq, Kartar Chand and Baldev Singh.

Congress has let down Jammu: Sangma

NEW DELHI, Nov 1: The Nationalist Congress Party (NCP) has strongly opposed the choice of operations employed by the Congress party in Jammu and Kashmir in the course of bringing about an alliance with other political groups.

NCP general secretary and former Speaker of Lok Sabha, Mr PA Sangma, in fact, attacked the Congress party for having let down the people of Jammu region.

Addressing a news confernce here on Friday, Mr Sangma regretted that the Congress had "let down and betrayed" the people of Jammu by what he termed as "surrendering" the Chief Ministership to the People’s Democratic Party (PDP) leader, Mufti Mohammed Sayeed.

Mr Sangma justified his statement in support of the aspirations of the people of Jammu by making a pointed reference to the poll results. He said that the Congress party had secured votes in Jammu region on the promise that the region’s representative would be the Chief Minister.

Migrants protest against Revenue Department order

JAMMU, Nov 1: Kashmiri Pandit Youth Front (KPYF) staged a demonstration in front of Relief Commissioner’s Office here today to lodge its protest against what it called the unjustified order regarding the enhancement of cash relief by the Revenue Department.

The protestants raising slogans against the administration termed the order a total fraud with the displaced community. They alleged that the migrants have been totally cheated by the Government which had earlier promised to enhance the cash relief from Rs 600 to Rs 750 per soul.

They said the Prime Minister, Mr Atal Behari Vajpayee’s announcement during his visit to J&K was also on the same lines but the Revenue Department order is a total negation of that. This order is totally negation of the all previous norms and procedures set by the Government from time to time for the distribution of relief among the Kashmiri migrants alleged Mr Rakesh Kaul, vice president of the Front.

He lambasted the State Government and asked it to shun its anti Kashmiri Pandit attitude as this will have serious repercussions in future. This way the administration has proved that it is biased against the hapless community, he added.

"Our survival totally depends on the relief and we have been demanding the enhancement of cash assistance in view of rising prices of essential commodities, said Mr Ashok Barbazoo president of the Front". But this order has ignored our demand as a family upto four members and below will not get any benefit, he added.

He said the Front has given a ‘Delhi chalo’ call to launch the protest in Union Capital to press its demand for enhancement of monthly cash relief to Rs 5,000.

Lashing out at the administration and the Revenue Department Mr Basant Kumar another leader of the Front made it categorical that the order was not acceptable to the migrants at all. He threatened that migrants will lauch a joint battle to protest against the order.

Meanwhile, Mr Shadi Lal Pandita, president Nove Soan Kashmir Front has also assured full support to Youth Front in its struggle. He expressed the hope that the good sense will prevail on the administration and it will rescind the order immediately.

While inspection of Pragati Vihar (Channi Rama) Housing Colony, he issued instructions to the engineering staff to gear up and accelerate the pace of work, in view of the commitment the Organization has made with the allottees.

During his tour of Udhampur, Mr Dhar directed the revenue staff to immediately accelerate acquisition proceedings for development of the proposed Housing colony at Rathian (along newly constructed by-pass road) and simultaneously directed the engineering staff to finalize the layout plan and workout feasibility of Electric and water Supply to the proposed colony.

Man accused of Rubbaiya abduction granted bail

SRINAGAR, Nov 1: A militant accused of kidnapping the daughter of Jammu and Kashmir Chief Minister-designate Mufti Mohammed Sayeed was today granted bail by a trial court after he spent 12 years in jail.

Showkat Bakshi, 35, was produced before a Sessions Court which released him on bail.

Bakshi was arrested on April eight, 1990 in downtown Srinagar and was charged by the police with kidnapping Rubbaiya Sayeed, the doctor daughter of Mufti Sayeed, the then Union Home Minister.

The release of the militant, who was also charged with hatching a criminal conspiracy and carrying out an attack on officials of Indian Air Force which left five IAF men dead, came a day before Mufti Sayeed takes over as Chief Minister.

As an eighth class student, Bakshi was involved in digging the cricket pitch in 1987 during a West Indies-India one day international match.

Mushtaq-ul-Islam, an accused in pitch-digging case who is in jail for the last 12 years, was sent to 14 more days in judicial custody and his bail application would be heard on November 16 by the court. (PTI)

Malik not produced in Court, case adjourned

JAMMU, Nov 1: Police today failed to produce Mohd Yaseen Mali, the supremo of Jammu an Kashmir Liberation Front (JKLF), facing trial in one lakh US dollars case and presently lodged in Kot Bhalwal Jail here under Public Safety Act (PSA).

Mohd Yasin Malik was granted bail by Designated POTA Court on July 20, 2002, but was booked later under PSA.

Today, POTA Court fixed the case for hearing, on the issue of framing charges, when the Police informed the Court that the accused could not be presented in the court. The case was later adjourned.

In the meanwhile, Shamima Khan, who was one of the accused in one lakh US dollars case, has filed her bail application through Advocate Yogesh Bakshi, on the health grounds and also submitted that the allegation leveled against her don’t fall under POTA.

It was submitted that the money recovered from her was not meant for any terrorist activity.

She has stated that she was suffering from mental torture, and also needs proper medical facilities. Shamima Khan stated that she is a graduate, a young lady of 29 years and her continued detention could mar her future.

Shamima alias Shazia alongwitrh Mushtaq Dar was arrested on March 23, 2002 by Kud Police when they were on way to Srinagar from Kathmandu. From their possession, Police recovered one lakh US dollars, which were stated to be given to JKLF supremo Yasin Malik.

A case was registered against Malik under POTA. He, however, got the bail when the Designated Court ruled that in the present case, neither the money had reached to Malik nor did he use the same for any activity. Dar and Shamima are still facing charges.

Death anniversary of Mahant Bichatter Singh on Nov 3

JAMMU, Nov 1: The 11th death anniversary of late Mahant Bichatter Singh Ji will be held on November 3 at Digiana Asharam Jammu under the chairmanship of Mahant Manjit Singh of Shiromani Dera Nangali Sahib, Poonch.

According to a press release, leaders of political, social and religious nature, within and outside the State, will participate in this Gurmat Samagam. Prominent among those who are visiting that day day included Gurcharan Singh Tohra, Jathedar and president of the Sarva Hind Akali Dal and MP, Jathedar Bhai Ranjit Singh, ex-Jathedar of Shri Akal Takhat Sahib, Manjit Singh Calcutta, Bhai Harminder Singh Gill, national president of the All India Sikh Students Federation, Sucha Singh Chotepur and others.
