SRINAGAR, Oct 31: Chief Minister designate Mufti Mohd Sayeed will keep Home portfolio with him after taking the oath of office and secrecy on November 2.

Authoritative sources said the issue of the Chief Minister keeping Home portfolio with him has been decided by the coalition partners. This has been done in view of the tradition in Jammu and Kashmir where Home portfolio was always held by the Chief Minister.

However, a Minister of State for Home will be appointed at a later date, they said.

Initially, a small Ministry will be sworn-in on Saturday. Alongwith Mufti Mohd Sayeed, veteran Congress (I) leader Pt. Mangat Ram Sharma, who was elected from Jammu West Assembly segment, will be sworn-in as Deputy Chief Minister.

Sharma will be only Congress representative in the Government. However, some PDP members will be made the Ministers on November 2 itself. Other Congress (I) members will be inducted in the Cabinet in the second reshuffle at a later date, the sources said.

PCC (I) president Ghulam Nabi Azad today left for New Delhi to have consultations with the senior party leaders on the Government formation. He will return to Srinagar tomorrow to be present during the oath ceremony on Saturday. AICC (I) president Sonia Gandhi was also scheduled to attend the ceremony.

Meanwhile, a day after staking claim to form Government, the Congress (I), PDP, CPM and other coalition partners in the State began exercise for ministry making and allocation of portfolios.

The day began with CPM leader Mohammed Yousuf Tarigami, who is leading a six-member alliance of CPM and independents, meeting Sayeed at his residence to discuss the issue of Government formation.

Tarigami also met State Congress chief Ghulam Nabi Azad before he left for New Delhi.

PTI adds from New Delhi: the CPI-M will not be joining the PDP-headed coalition Government in Jammu and Kashmir on Saturday, but is keeping the option open for a later date.

The party will, however, join the proposed coordination committee on implementation of the Common Minimum Programme (CMP), CPI-M sources said.

The polit bureau at a meeting tonight is understood to have taken this decision.

CPI-M sources said the party supported the CMP drawn out by the Congress and PDP but felt that a political dialogue should continue and its central focus should be the issue of autonomy.

The CPI-M, which has two members in the new assembly and is heading the seven-member People’s Democratic Forum comprising independent MLAs, felt that since it had played a role in Government formation in the State, the party should be represented in the coordination committee which would oversee implementation of the CMP.

However, on the issue of joining the Government in the State, the party is understood to be adopting a cautious approach and would wait for its central committee meeting in November.

It also feels that the decision not to join the National Conference Government in 1996 had helped the party to increase its tally by one.

Epicentre of terrorism shifting to Pak: Advani

HYDERABAD, Oct 31: Warning that the epicenter of terrorism has now shifted to Pakistan, Deputy Prime Minister L K Advani today said growing realisation across the world about this shifting base of terror was resulting in greater isolation of Islamabad.

"Irrespective of what the world says and does, we are determined to see that we will win this proxy war being waged by Pakistan... We will see that perpetrators of proxy war are defeated finally and firmly," Advani said in a brief interaction with the media at National Police Academy (NPA) near here.

Advani earlier reviewed passing out parade of the 54th batch of 33 IPS officer trainees, including four women officers, and two Palestine security officers.

Asserting that Pakistan was unable to reconcile to the decision of the people of Jammu and Kashmir to be part of secular India and their firm rejection of theocracy, he said, Islamabad had tasted a series of debacles in its open war strategy and was now resorting to proxy war through terrorism.

"Pakistan’s strategy to internationalise Kashmir issue could not be taken far as senior United Nations officials have said that UN Security Council resolution (on Kashmir) has become outdated and is no longer relevant," Advani, who also holds Home portfolio, said.

Advani said Islamabad had adopted three strategies— open wars, internationalise Kashmir issue and finally proxy war—to "undo the decision" of the people of Jammu and Kashmir.

"The open wars in 1947, 1965 and 1971 had proved disastrous for Pakistan as it was unable to grab Kashmir but in the process lost even Bangladesh," he said.

Though Pakistan’s designs to raise Kashmir issue at international fora had inititally created "some illusion" among people who were not familiar with the history of Indian States, the strategy could not be taken far, he said.

"Now it (Pakistan) is resorting to terrorism... Killing innocent people and create terror in the country particularly in Jammu and Kashmir," Advani said.

However, there was a growing realisation now across the world that the same terror could be directed against any other country, he said adding, "just like how we had won the open wars, we are determined to win this proxy war".

Earlier, addressing IPS officer trainees after reviewing the parade, Advani said the Governments should have the capacity to take hard decisions in matters of national unity and integrity and recalled how the "iron man", Sardar Vallabh Bhai Patel, had overcome daunting challenges in the immediate aftermath of partition and succeeded in integrating princely States into Indian Union.

Referring to Jammu and Kashmir issue, Advani said India, being a democratic country, did not believe that war could be a solution to the problem.

"Pakistan is unable to digest the fact that Kashmiri people had firmly rejected the two-nation theory that formed the basis of its formation. Since then, our neighbouring country has been creating problems for us," the Deputy Prime Minister said.

Exhorting the young police officers to strive for a strong moral character, Advani decried tendency among various wings of administration to resort to the "blame game" and "seek scapegoats for their mistakes".

"Each service has its own responsibilities and is accountable to people. Do not make others scapegoats for your failures and mistakes," he said.

Stating that security and development were the two most important components for the country’s progress, Advani called for combined efforts by Governments and NGOs in these areas.

Responding favourably to the demand, made earlier by NPA Director Ganeshwar Jha, for augmeting funds for research activities of NPA, Advani directed his ministry to take measures "without any delay" to increase the fellowship amount from Rs 80,000 to Rs 1.5 lakh.

Advani also gave away trophies to outstanding IPS probationers. Vipul Agarwal received the baton and Home Ministry’s revolver for being adjudged the best all-round officer trainee.

The Deputy Prime Minister also released a book "A compendium on good practices in police" brought out by the academy. (PTI)

12 BJP MLAs withdraw support
Mayawati Govt reduced to minority

LUCKNOW, Oct 31: The crisis in the Mayawati-led BSP-BJP coalition Government in Uttar Pradesh deepened today after 12 dissident BJP MLAs withdrew support and demanded a special session of the Assembly for a trial of strength.

The rebel MLAs decided to withdraw support to the Government after the BJP Coordination Committee today announced the suspension of one of them, Kovid Kumar Singh, for alleged anti-party activities.

The rebels met Governor Vishnu Kant Shastri at Raj Bhawan this evening and informed him of their decision in writing.

After meeting the Governor, Mr Kovid Kumar Singh told newsmen at Raj Bhawan that the BSP-BJP alliance was in a minority now as it had the support of only 198 MLAs against the required strength of 202.

They urged the Governor to direct Chief Minister Mayawati to seek a fresh vote of confidence in the wake of their decision.

Mr Kovid Kumar Singh claimed that more Party MLAs would withdraw support in the coming days.

The rebel MLAs were willing to form an alternative Government with the Samajwadi Party support to avert mid-term Assembly polls, he added.

Earlier, seven independent MLAs had withdrawn support from the Government on October 25.

Meanwhile, Ms Mayawati ruled out any threat to the BSP-BJP Coalition Government. "The efforts of the Samajwadi Party (SP) to topple the Government would never succeed," she said. According to a Raj Bhawan communique, the MLAs, while expressing dissatisfaction over the working of the present Government, demanded restoration of democratic conventions and adherence to constitutional norms. They asked for summoning the Legislative Assembly to seek the Government’s explanation on certain issues besides reaffirmation of faith in the ruling alliance.

The communique, however, added that the delegation of dissident MLAs, on being asked specifically by the Governor, did not say anything about either the withdrawal of support to the Government or the coalition losing its majority in the House.

UP Assembly Speaker Keshri Nath Tripathi told UNI that the State Government enjoyed a majority in the Vidhan Sabha records as he had not yet received any official word from the rebel legislators.

To a query, he said that at present, he had no role to play.

About invoking the anti-defection law against the 12 MLAs, Mr Tripathi said his work would begin only after he receives a complaint from the parent party against the rebel legislators.

In the national capital, Mr Kalraj Mishra, senior BJP leader and incharge of Uttar Pradesh affairs, said there was no threat to the Mayawati-led Government in the state as the membership of all 12 Party legislators would be terminated.

He said the Government would still be in a majority even if the dissident group withdrew its support as they would no longer be Party members. BJP Legislature Party leader in the state Lalji Tandon claimed the Government still possessed a majority in the House and faced no kind of threat to its stability. He also opined that the rebels should have aired their grievances before the Party’s Central leadership rather than washing dirty linen in public.

On the action against the three legislators— Ramashish Rai, Ganga Bhakt Singh and Kovid Kumar Singh, he said no one was above Party discipline and action was taken after long deliberations.

The Central Party leadership also played down the threat to the U P Government. Party general secretary Mukhtar Abbas Naqvi said while the party High Command was keeping a watch over the situation, there was no apparent threat to the Government.

The 12 BJP MLAs who met the Governor were Chandrakant Mani Singh, Kovid Kumar Singh, Sarvesh Singh, Ravindra Pundir, Indradev Singh, Ram Pratap Singh, Anil Verma, D S Verma, Puran Singh Bundela, Ganga Bux Singh, Narendra Singh Sisodia and Markandey Kumar Singh.

The seven independent MLAs who had withdrawn support from the Government on Friday were Raghuraj Pratap Singh ‘Raja Bhaiyya’, Dhananjay Singh, Pappu Jaiswal, Rajaram Pandey, Ramnath Saroj, R K Chowdhry and Durga Prasad Mishra.

Mr Kovid Kumar Singh is the third rebel BJP legislator to be suspended after Ganga Bhakt Singh and Ramasheesh Rai.

The decision to suspend Mr Singh was taken at the Party’s Coordination Committee meeting here today, state unit president Vinay Katiyar told reporters. (UNI)

NEW DELHI, Oct 31: Lt. Gen. NC Vij will be India’s new Chief of Army Staff. He will succeed the present incumbent, Gen. S Padmanabhan, after the latter’s retirement from active service in December.

Lt. Gen. Vij is currently the Vice-Chief of Army Staff. He will occupy the ‘hot seat’ in Delhi’s South Block on December 31, on the eve of the beginning of calender year 2003.

Lt. Gen. Vij, leading military strategist, hails from Jammu, the land of Dogras in the north Indian State. The Government of India, on Thursday, announced his appointment as the next Chief of Army Staff.

Jammu, in the Indian defence circles,is known as the home of the gallant Dogras. Lt. Gen. Vij was born at Jammu in January 1943. He was awarded the Uttam Yudh Seva Medal for directing the Kargil operations in his key appointment of Director-General Military Operations.

Lt. Gen. Vij has also the rare distinction of having commanded an anti-insurgency Mountain Corps as well as one of three strike corps in the country.

After the Kargil conflict, he held the appointment of Army Commander, Southern Command, from October 2000 to September 2001. He took over as Vice-Chief of Army Staff in October 2001. He was awarded Param Vishisht Seva Medal (PVSM) in 1999 and Ati Vishisht Seval Medal (AVSM) in 1977.

Lt. Gen. Vij, an alumni of the National Defence Academy (NDA), was commissioned in the Dogra Regiment on December 11, 1962. Besides being a graduate of the Defence Services Staff College, Wellington, he has done senior command course, higher command course and the prestigious National Defence College (NDC) course.

According to competent defence analysts, the elevation of Lt. Gen. Vij as the Chief of Army Staff would be followed by a major reshuffle in the top Army hierarchy. Lt. Gen. Shantanu Choudhary, presently GOC-in-C of Army Training Command (Shimla), is likely to be the new Vice-Chief of Army Staff.

Two more senior Corps Commanders, Lt. Gen. JJ Singh and Lt. Gen. Hari Prasad, are also expected to experience changes in their respective areas of operations. Lt. Gen. Singh is slated to move as Commander of the Army Training Command, while Lt. Gen. Prasad is likely to take over as Army Commander of Northern Army Command in place of Lt. Gen. RK Nanavaty, who retires in February.

Meanwhile, Lt Gen Satish Satpute assumed charge as Chief of Staff Hqs Southern Command today.

Lt Gen Satpute took over charge from Lt Gen M A Gurbaxani who retired today after 40 years of distinguished service in the army.

Lt Gen Satpute belongs to the Maratha Light Infantry. He had raised 12 Maratha in Belgaum on May one, 1982, and later commanded it in Solan.

The General has been an instructor to the Royal Bhutan Army and was also an instructor on a course of tactics and administration in the senior officers wing of the College of Combat, Mhow.

As a brigadier, he commanded an infantry brigade at Tangdhar in Kashmir. Thereafter, he was Deputy Military Secretary in the MS branch at Army Hqs. He commanded 23 Infantry Division and, thereafter, was Chief of Staff of 21 Corps and headed it through operation Parakram.

Centre firm to complete border fencing
9 km IB stretch fenced during border build-up

JAMMU, Oct 31: Nothwithstanding provocations from Pakistan, India is firm in its resolve to fence the 185-kilometre-long International Border (IB) in Jammu sector.

This has been illustrated by the involvement of Indian personnel in the task of providing barbed wire fencing even during the 10-month- long standoff between the two countries after the terrorist attack on Indian Parliament on December 13, 2001.

The Border Security Force (BSF) has been assigned the task of accomplishing the target—that is, to have the Jammu frontier fenced. Highly placed sources in the BSF told EXCELSIOR that undeterred by the volatile situation along the border, BSF personnel got nine kilometre stretch of IB fenced with barbed wire from January to October this year.

In this nine kilometre stretch selected areas in R S Pura, Samba and Akhnoor sectors were covered, the sources said and added that the actual time taken to fence the nine-kilometre-track during build-up on either side of the Indo-Pak border was five to six months. The work also remained suspended for sometime during this period due to some unavoidable reasons.

According to the sources, during the fencing work on 16-kilometre- track which was completed in the month of November last year a number of attempts were made by the Pakistani troops to render ineffective Indian operations. Even pillars were also blasted in some areas during the period. But during the fencing work which was completed during build-up there were very few attempts by Pakistan to disrupt the task.

"In the first phase the BSF has to complete fencing work on 40 kilometre track of International Border and it has yet to fence 15 kilometre track", the sources said and added that the first phase is likely to be completed by mid next year.

Moreover, in this period BSF has also completed the work of installation of electric poles all along the 16 kilometre track which was completely fenced by November 2001. "The poles have been erected and very soon all the 16 kilometre track will be illuminated", the sources said and disclosed that the task of illuminating 9 kilometre area which was fenced during build-up has not yet been started.

"The illumination of fenced border is really going to help BSF in checking the infiltration from across the border and flow of arms", the sources said.

In the remaining 15 kilometre track there are certain points both in R S Pura and Samba sectors which are likely to be targetted by the Pakistani troops when BSF will start fencing work. This is because the areas are very close to border. But BSF is confident enough to get the remaining portion of the border fenced as per schedule.

"The completion of fencing work on 9-kilometre-track even during hightened tension between the two countries clearly showed that BSF personnel were deadset to get as much area fenced as possible", the source said and added that in Jammu the fencing work was taking much more time as compared to that in Punjab as in Jammu the area between the two lines of fencing is being filled with concrete.

"Presently it has not been decided as to how much kilometre area of the International Border will be covered during the second phase", the sources said and added that work is going on in full swing.

Breakthrough in examination scam
Kingpin identified, Board involvement established

JAMMU, Oct 31: In a major breakthrough, City police today identified a kingpin involved in the examination scam and detected a link between him and senior officers of the J&K Board of School Education as police parties continued raids to hunt down the culprits, all of whom now have been identified.

Police investigations during last six days revealed that the examination scam was not a new phenomenon and was going on for last several years with ‘clandestine involvement’ of the Board authorities. So far, police have confirmed involvement of three officers of the Board including a deputy secretary but said more heads could roll during the course of further investigations.

A senior police officer told EXCELSIOR today that kingpin of the scam has been identified as one Sushil Kumar. Sushil Kumar, whose house on outskirts of the City was raided by the police twice during last two days, had gone underground soon after the scam was detected on October 26 evening during a raid carried out by City police in a private house at Karan Nagar.

Sushil Kumar was acting as a conduit among the students, the invigilators and a section of the Board authorities to facilitate the cheating. He used to charge Rs 5,000 per paper from the students. The money was shared by the invigilators, Board officers and Sushil himself.

A telephone call made by Sushil to his house yesterday was traced to Chandigarh, the officer said, adding that immediately thereafter a police party was dispatched to the Union territory to arrest him. However, he remained elusive till late tonight but police was hopeful of getting him very shortly.

In the scam, Sushil Kumar was being assisted by Master Inderjeet Singh. He too had gone into hiding and couldn’t be traced despite the raids carried out at his residence and other suspected hideouts.

Yet another teacher, whose involvement has figured in the scam which, according to police, fetched several lakhs of rupees in every exam conducted by the Board after six months, was Jai Krishan Raina. Presently, posted in the Government Girls Higher Secondary School at Canal Road, Raina had been assigned the exam duty at Dewan Badri Nath Vidya Mandir School.

A brass seal No. 266, allotted to Raina, was found used on the seal covers in which the answer sheets of the students, who were helped by the invigilators to re-write their sheets after completion of the exam timings in a private house, were packed again.

In addition, three invigilators of the rank of Superintendent were also prime accused in the scam. They had been identified as Rajinder Parsad, Superintendent, Shankar Singh, Deputy Superintendent and Yusaf Khokhar, Assistant Superintendent. While Khokhar has been arrested by police, two others were still at large. Khokhar’s interrogation has also yielded very important clues in the scam, police said.

As per modus operandi of the scam detected by police during the investigations, Sushil Kumar used to arrange the gullible students, appearing in both annual and bi-annual examinations of the Board, who unable to clear the examinations on their own opted for ‘the other means’.

Sushil and Inderjeet Singh then used to tie-up with the invigilators and the Board officers promising them a handsome amount. As per the statement of Khokhar to police, an invigilators was paid Rs 20,000 and a row man Rs 10,000 after completion of the exams. A senior Board officer was paid Rs two lakh while the officials on duty in strongroom of the Board, where the answer sheets are deposited, were paid Rs 50,000 each.

Police said the students were asked by the invigilators to keep their answer sheets either blank or write only one or two pages in their official examination centre. After the examination timings, the students, interested in writing their answer sheets again, were asked to reach at a rented room, where the invigilators used to break three seals of the pack, bring out the sheets and give two hours to the students to write the answers using guides and other available material.

Thereupon, police said, the answer sheets were again packed and sealed using a brass seal allotted to Jai Krishan Raina. Surprisingly, the packets carrying answer sheets used to be deposited in strongroom of the Board not by the invigilators but by Sushil Kumar. This fact has also been admitted by Yusaf Khokhar during the investigations.

As per the official norms, the answer sheets had to be deposited in strongroom of the Board within half an hour after completion of the exam which, in the case of higher secondary Part-II examinations, was 1730 hours. However, the sheets were deposited in the strongroom as late as 2130 hours, police said and added that ‘this was a very clear instance of the involvement of the Board authorities especially the staff on duty in the strongroom in the scam’. Receipt of the answer sheets was handed over to the Superintendent by Sushil Kumar the next day.

"Such a major scam by no means could be possible without connivance of the Board authorities especially one or two officers", the police said. They added that investigations of the scam have so far confirmed involvement of a senior officer of the Board. Involvement of other officers could surface during subsequent investigations.

According to police, five question papers of the students appearing in St Peter’s examination centre of higher secondary part-II class had already been held in the private examination centre at Karan Nagar by tampering with the answer sheets. These sheets had later been submitted to the Board office.

Police said packets of the answer sheets of first five exams have been summoned by the investigating officers from the Board authorities to examine the brass seals. On all the packets, only one seal (No. 266) had been used after tampering with the original seal.

Investigations also revealed that the examination scam with similar modus operandi was going on in the Board for last several years. "This was not a new phenomenon. It happened after every six months in Matric and part-II exams with the invigilators, Board officials and private persons minting several lakhs of rupees. Several students not only passed out but secured good marks using this illegal process", they asserted.

Meanwhile, police continued searches to recover 20 answer sheets of Physics-A and Political Science-A exams, which were still missing. Some of the students had fled away with the answer sheets when City police had raided the private house at Karan Nagar, where the students were taking their exams. Fiftynine students and invigilators were wanted by police but the raids carried at their houses didn’t yield any results.

Lauding the co-operation being extended in the investigations by Board Secretary J P Singh, police said they were determined to nip in the bud the worstever examination scam, which was a threat to the genuine students, who study day and night for the exams. "Such a scam is a threat to the civilised society and we can’t allow this to happen in future", police said.

They said the interrogation of absconding invigilators and the kingpin, when they were arrested, could go a long way in investigations of the scam.

Another split in JKLF, new group for talks with Centre

SRINAGAR, Oct 31: The Jammu and Kashmir Liberation Front (JKLF) suffered yet another split today as three senior leaders challenged the leadership of acting chairman Javid Ahmad Mir and formed their own outfit under Iqbal Gandroo.

The new group — JKLF— is in favour of holding talks with the centre for the peaceful resolution on the Kashmir issue.

Addressing a press conference here this afternoon Iqbal Gandroo, Qureshi and Khurshed Ahmad said the JKLF had suffered under Mir’s leadership.

They said the JKLF was formed by Mohammad Maqbool Bhat to achieve independence for Jammu and Kashmir. However, after his death, the organisation suffered under the leadership of Amanullah Khan which resulted in the first split, they added.

"Now after Mohammad Yaseen Malik’s detention, the present leadership lacks qualities to lead the organisation."

Maintaining that Malik’s leadership as chairman of the JKLF was not being challenged, they said since he was in jail, Mir’s leadership was not acceptable. They claimed to be representing the "real" JKLF.

Urging militants to accept the Centre’s invitation of talks to resolve the Kashmir issue peacefully, they said the negotiations should be meaningful and result oriented.

Asked if they would accept an invitation from Chief Minister designate Mufti Mohammad Sayeed for talks, they said, "there is no use of holding talks with us and other separatist groups... Militants who have not surrendered arms should be involved in negotiations on the Kashmir issue with the Government," they said.

They said the sacrifice of 80,000 people will not be allowed to go waste. Gandroo, Qureshi and Dar said they would take their next step after the release from jail of chairman of the outfit, Mohammad Yaseen Malik.

They said Malik, whom they met in jail three months ago, was unhappy over the way the organisation was functioning in his absence.

Asked why they have revolted against the leadership of Mir, they said the JKLF was suffering from lack of leadership quality.

To revive its credibility, the JKLF needed a strong and powerful leadership, they said.

"We part ourselves from present JKLF and announce launching of a new JKLF under the leadership of Gandroo," they said.

On the offer of unconditional dialogue by Chief Minister-designate Mufti Mohammed Sayeed to resolve Kashmir problem, they said the Centre had offered talks many times in the past.

"Talks should be initiated with the boys who are carrying arms (militants) and not with political leaders."

They said they were for settlement of Kashmir issue through peaceful dialogue, adding Government should invite militants for talks and resolve the issue to the satisfaction of the people of the State.

They said it, however, depended on militants to respond to the offer of unconditional talks. (Agencies)

Entire staff of Bus Stand PS attached
Son of Bhujbal’s PRO assaulted

JAMMU, Oct 31: All 37 police personnel of Bus Stand police station excepting SHO Sub Inspector Rajesh Sharma have been attached to the Police Lines following assault on the son of a PRO of Maharashtra’s Deputy Chief Minister and Home Minister Chaggan Bhujbal.

Attachment of the entire staff comprising one Sub Inspector, one Assistant Sub Inspector (ASI), one Munshi, one Havildar and three head constables has been ordered by SSP Jammu Farooq Khan on the directives of Director General of Police (DGP) A K Suri.

New staff has been sent to the police station from the Police Lines and other places, police sources said.

They said Santosh Ganji, who happened to be the son of Chaggan Bhujbal’s PRO Balaji Ganji, had come to the darshan of Mata Vaishnodevi alongwith his family. When they were boarding a bus for Katra, the base camp of Mata Vaishnodevi shrine, from the Bus Stand, the pocket of Santosh Ganji was picked.

Ganji went to Bus Stand police station to lodge the complaint. He approached from one police personnel to other in the police station but none of them bothered to lodge his report. One of the cop reportedly demanded Rs 500 for lodging the FIR.

As he refused to pay the money, a Munshi slapped him on the face. A dejected Santosh Ganji returned from the police station and rang up his father, who, in turn, brought the matter to the notice of Bhujbal.

Sources said Bhujbal rang up the State DGP and apprised him of the agony of his PRO’s son.

They said no action was taken against the SHO as he was a new comer. Moreover, he was not present in the police station at the time of incident. The SHO after taking over just a week back was trying to set the things right.

Police said the cops of Bus Stand police station had also recently misbehaved with SSP Shafqat Wattali and his wife at a naka. Even as Wattali showed his identity card to the cops, one of them alleged started teasing his wife. Wattali had also brought the incident to the notice of senior Jammu police officers.

Besides this, the shopkeepers, rehriwallas and bus drivers had also complained that the Bus Stand cops were charging ‘hafta’ from them.

4 LeT militants killed in Valley

SRINAGAR, Oct 31: In three different operations in south Kashmir, security forces have eliminated four militants of Lashkar-e-Toiba outfit since last evening.

Informed sources told EXCELSIOR that, on a specific information, troops of a 4-Bihar unit of Army raided the house of one Abdul Majeed Sheikh at Chakora village in Pulwama district. According to the tip-off, some militants were present in Shaikh’s house. During the operation, fierce encounter took place between the holed up militants and security forces. Two militants of Lashkar-e-Toiba got killed. They were identified as Haroon Ahmed Bhat alias Abu Zaraar S/o Abdul Ahad Bhat R/o Hardu-Handow, Shopian, and Abu Akash of Multan, Pakistan.

Two soldiers, identified as Dalip Singh and Om Prakash, sustained injuries in the clash. They were rushed to hospital.

In yet another gunbattle, troops of 2 Para eliminated one local militant of Lashkar-e-Toiba at Chak Sidiq Khan, in Shopian area of Pulwama district. He was identified as Irshad Ahmed Palla S/o Ghulam Qadir R/o Reinipora, Shopian.

One more unidentified militant, believed to be from Lashkar-e-Toiba or Hizbul Mujahideen, has been shot dead by troops of RR 74 Bn in an encounter at Dhanow Kandimarg, Kulgam.

Rangarajan to be 12th Finance Comm Chairman

NEW DELHI, Oct 31: Finance Ministry tonight cleared the name of Andhra Pradesh Governor C Rangarajan to head the 12th Finance Commission, which would recommend sharing of resources from central pool of taxes between Union and States during 2005-10.

Finance Ministry has sent the proposal to Law Ministry for vetting for notifying the appointment of Rangarajan by President A P J Abdul Kalam, official sources told PTI.

The ministry also cleared the names of outgoing Cabinet Secretary T R Prasad and NIPFP economist D K Srivastav, as members of the Commission.

Rangarajan’s 5-year term as Andhra Pradesh Governor expires on November 23, 2002.

Though his appointment is expected to be notified in a day or two, the former Reserve Bank Governor is expected to take over as Twelveth Finance Commission (TFC) Chairman only after the present term ends.

As already announced, D C Srivastav, who is now heading the Tariff Commission, will be the Member Secretary of the Commission.

Usually, the third member of the TFC is nominated from the Planning Commission and its member Sompal is tipped for the post.

Cabinet on Monday cleared the terms of reference of TFC, which has been enlarged for the first time to suggest measures to restructure public finances, restore budgetary balance, reduce debt burden and fiscal deficits and generating surplus for capital investment to achieve macro-economic stability.

The Commission would draw up the final report by july 2004 so that Government would incorporate the recommendations in the budget for 2005-06. (PTI)

RDD employee shot dead

JAMMU, Oct 31: Killing of a Rural Development Department (RDD) employee by the security forces in Manjakote area of Rajouri district last night sparked off tension today leading to the protests and blockade of Rajouri-Poonch road by the agitated people.

In other incidents, security forces gunned down a terrorist in Gool while two Special Task Force (STF) personnel were injured in a blast in Marmat area of Doda district.

Reports said a RDD employee Mohd Munshi Khan, 42, son of Ibrahim was shot dead by two army jawans in his house at village Nayali under Manjakote police station’s jurisdiction in Rajouri district late last night. No reasons could be ascertained behind the killing. Two jawans of 38 Rashtriya Rifles, who killed Khan, had tea with him before shooting him to death.

However, Defence sources said that Khan was a guide of the terrorists and was killed in an ambush laid by the army personnel.

Local people denied the army version. They picked-up body of the civilian and marched to Manjakote town in early hours of this morning. The protesters staged a dharna at Manjakote at 0700 hours disrupting vehicular movement on Rajouri-Poonch road.

Shouting slogans against the security personnel and civil authorities, the people refused to lift their dharna despite persuasions by the local authorities. Later, Deputy Commissioner, Rajouri K A Khan, SSP Prithvi Raj Manhas and MLA Aslam Khan rushed to Manjakote and talked to the mob.

They assured compensation and a Government job for the kins of the deceased. A First Information Report (FIR) was also lodged against army in Manjakote police station after which the people lifted their dharna and returned to Nayali where they buried body of the victim.

Meanwhile, the jawans of BSF’s 172 battalion today eliminated a terrorist at village Dharam near Bhimdasa in Gool area of Udhampur district. The terrorist lobbed a grenade on the BSF patrol party but was killed as the security jawans immediately retaliated.

Slain terrorist has been identified as Abdul Rashid son of Abdul Wahid, a resident of Gool. Two grenades, one 5 kg weight IED and a wireless set were recovered from him, the reports said.

Two STF personnel were injured in an IED blast at village Labbar in hilly Marmat area of Doda district this afternoon. Injured have been evacuated to hospital. They were identified as Asib Din and Mohd Yaqoob, both SPOs.

During subsequent searches in the village, the STF personnel recovered another live IED and defused it. Enforcement of army also reached Labbar and launched a joint operation with the STF to eliminate the terrorists involved in planting the IEDs. However, a contact with the terrorists hadn’t been established so far.

Cong decisions in J&K not positive: BJP

HYDERABAD, Oct 31: Criticising the Congress-PDP combine for adopting certain populist moves in Jammu and Kashmir, BJP today said such steps would be counter productive and against the national interest.

‘Scrapping of Special Operation Groups (SOGs), reservations on the use of POTA besides releasing of terrorists are some of the decisions that do not sound positive’, BJP president M Venkaiah Naidu said at the State council meeting of the party here.

‘Such decisions are not positive and may be counter productive besides being harmful to national interests’, Naidu said adding Congress should take more blame than PDP on the issue.

Describing the move to scrap SOG and other such decisions as ‘political’, he said the new Government should honour the democratic verdict of the people by trying to find a solution to the problem of terrorism in Jammu and Kashmir and not in just trying to score political mileage by taking populist measures.

In a scathing attack on Congress and Left parties for ‘double standards’, Naidu said there was more ‘political space’ available for BJP which should be occupied by propagating the welfare schemes of the Centre and highlighting the double speak of oppositon on various issues. (PTI)
