When Tehsildar smashed a civilian’s head,
SOG killed 2 in cold blood
No Hurriyat, no Azadi; Still blood, bodies

and assault on women

From Ahmed Ali Fayyaz

GAREND (Budgam), May 26: This prosperous village in Budgam district was the headquarters of Syed Salah-ud-din and his Hizbul Mujahideen in 1990-93. Next three years transformed it into a militancy-free zone and the Muslim Major of local Army camp went to the extent of developing a matrimonial affair. Mainstream politicians appeared during canvassing of three elections—1996, 1998, 1999. They never returned with a bit of relief. And, like any other village in the strife-torn Valley, the twin hamlets of Garend Khurd and Garend Kalan are completely un-represented and alienated.

Special Operations Group (SOG) of Jammu & Kashmir Police has obviously no business in peaceful villages like this. But, last evening, the ‘Task Force’ did the task, which appears to be fit for Pakistan’s highest reward. It gunned down two civilians in cold blood, molested women and brought out over 7000 people on streets. Still, the real news is that an executive magistrate smashed the forehead of an unarmed civilian who could not get even medical treatment in SOG’s reign of terror.

People of Garend Khurd, Garend Kalan, Kakanmaran and Farashgund had not assembled to mourn the death of any "Azadi martyrs". They were not even the audience of a separatist Hurriyat leader. They, in fact, had gathered to protect the irrigation water supply to their fields. Tehsildar Settlement Budgam, Abdul Qayum Khan, (who according to people is absent from office even on working days) had reached here ostensibly to implement a court order, on a gazeted holiday. The court order directs him to ensure flow of water to Paimus village.

The court of District & Sessions judge puts a marked rider to ensure that the Tehsildar did not go partisan in the matter. "Under the garb of orders referred to hereinabove, Tehsildar Settlement Budgam shall not dig out a new canal/Kohl", reads the court order and directs him to "only remove the obstructions" from the flow of water to Paimus.

However, in the garb of the court order, Mr Qayum takes out about 400 men with shovels and spades from Paimus and asks them to dig out the new canal from Kakanmaran. About 5000 residents of Garend and other villages objected to it and made it a point that digging out the new canal was not implementation but, in fact, violation of the court order. During the arguments, the Tehsildar asked his Police and CRPF escort to "teach these fools a lesson". They did not obey.

Next moment, he called a thick SOG contingent over wireless. It began the "task" from the first village, namely Kakanmaran. According to scores of eyewitnesses, Mr Qayum himself tossed a stone on the forehead of 50-year-old Ghulam Mohammad Mir S/o Ali Mir of Kakanmaran and left him bleeding profusely. His eye is severely damaged.

As the Tehsildar —who has recently performed Hajj and sports an Islamic beard— resorted to stone pelting and abusing the residents of Garend and Kakanmaran, the SOG contingent ran amok. A group of 20 women, sitting in the house of Mohammad Rather S/O Ahmed Rather of Kakanmaran were dragged out, beaten up severely, abused and molested. Doors and windows of four residential houses were shattered. According to eye-witnesses, a Task Force official fired upon Abdul Majeed Wani S/o Mohammad Yusuf Wani of Garend Kalan from back, at point blank. The bullet pierced through his heart. Blood gushed out of his mouth and he died on spot. Another SOG soldier fired on the chest of Mohammad Altaf Bhat S/o Mohammad Akram Bhat of Garend Khurd. He breathed his last at a hospital after two hours.

This followed indiscriminate firing and manhandling of civilians. Thirty of them were left wounded. Eight have gunshot wounds. This did not quench the Tehsildar’s and SOG’s thirst. The SOG party rounded up whosoever came its way. Fifteen people, who were dragged into Police vehicles and detained for the night at Police Station Budgam, included 80-year-old Haji Sona Mir of Garend Khurd, who was returning to his home from Srinagar.

In its routine act of misinformation, Police described it all as a "group clash between the residents of Garend and Paimus". There is no evidence to establish the same as not a single person from Paimus is among the injured.

No FIR had been registered at Police Station Budgam even after 24 hours of the carnage. "We are still thinking which kind of FIR we must lodge", said an official in Budgam Police. As the dead bodies were buried today amid strong hatred against for the establishment, neither the authorities/ ruling party activists nor the separatist leaders bothered to pay a lip-service visit to this outraged village.

DC Budgam, Baseer Khan, told EXCELSIOR that "stringent action" would be taken against the guilty officials. He had no hesitation in admitting plainly that the Tehsildar had done "a foolish act, on a gazeted holiday". Khan said that he was himself investigating the matter alongwith additional DC and necessary appropriate action would be taken very soon.

Meanwhile, residents of Garend area levelled allegations that residents of Paimus had collected a huge amount at the rate of Rs 1000 per Kanal and a part of this amount had been sent to the Revenue official’s house on Saturday morning. "That is what made him to reach the spot on a holiday and the birth anniversary of Prophet Mohammad", they alleged. Inspite of repeated attempts, the accused official was not available for comments.

Presence of ‘terrorists’ in Nai Basti
Woman’s misconception puts Police, Army on
tenterhooks

Excelsior Correspondent

JAMMU, May 26: Woman’s misconception created a panic in the Nai Basti locality this afternoon, as a result Army and Police personnel launched massive search and cordon off operation to track down ‘two terrorists’.

Police said that a Bihari woman while moving in the premises of Girls High School, Nai Basti, noticed two persons, who on seeing the woman warned her to flee the spot immediately.

Persuming the said persons as ‘terrorists’, the woman raised alarm which immediately attracted the attention of police personnel deployed on the main road on the movement of some VIPs. The police personnel led by SHO Gandhi Nagar Police Station S S Sambyal immediately cardoned off the school and took position.

On receiving the information about the incident, SP South Raghubir Singh and SDPO IPS Nitish Kumar also reached the spot alongwith more reinforcement. Within no time the whole Nai Basti area was converted into fotress and search operation was started.

SHO alongwith other policemen made their entry inside the School and found two persons sitting there. On their questioning, the said persons disclosed that they were sitting in the school premises and they warned the Bihari woman keeping in mind that her stay in the school premises alongwith them would invite trouble.

Before the SHO could narrate the fact to senior police officers, around 25 Army jawans also reached the spot and took positions. Even Army helicopter started hovering over the locality to assist troops on ground. But Army personnel were told by police officers that it was only the misconception of a woman that created panic.

After complete search of the school premises and adjoining area, the army and police personnel left the spot. But by that time the ‘news’ of presence of ‘terrorists’ had spreaded in the entire city.

The panic stricken people also rang up offices of news-papers and Police Control Room (PCR) in a bid to know the exact details about the happening.

Ultras to target Jammu-Pathankot road
India to have new positions along border

By B L Kak

NEW DELHI, May 26: New positions are being created by Indian soldiers along the vital Jammu-Poonch sector in preparation for action against the continuing infiltration of terrorists and jihadis from across the border. In fact, work has begun all along the Indo-Pakistan border for what top Government sources termed as "defensive purpose of setting up new positions".

New bunkers, defence lines and trenches are coming up, primarily to ensure safety of troops amid the increased mortar shelling, rocket attacks and heavy firing by Pakistani forces on Indian positions. And Government sources have confirmed that Pakistani troops, in recent days, have targeted Indian Border Outposts (BOPs), bunkers, observation towers and listening posts (LPs) as well as shelled civilian villages.

The Indian Army has been provoked by Pakistanis to complete even a second line defence all along the border right from Jammu to Punjab. Cannons have been moved right upto the city of Amritsar. After destruction of a number of houses by Pakistani shelling in villages close to the International Border (IB) in Jammu sector in the past some days, Indian troops, now in war fatigue, have intensified round-the-clock patrolling along the border with Pakistan. Multiple nakas and ambushes have been set up for the infiltrating armed militants from across the border.

It was officially stated that Gen Parvez Musharraf, while talking about peace, had shown little interest in efforts to ease tension. And the official argument, in fact, ran thus: Since the Pakistani troops, in greater numbers, were stationed all along the border, it would be foolhardy to even think of any force reduction along the Line of Control (LoC) and International Border.

The 60-day deadline set by the Prime Minister, Mr Atal Behari Vajpayee, notwithstanding, Indian authorities anticipate some kind of hot events in the coming one week or ten days. Latest intelligence inputs as well as radio intercepts clearly suggest the possibility of more terrorist strikes in Jammu and Kashmir in the next some days. Major militant groups in the State, according to these inputs, have planned to continue their offensive against Indian forces and their camps and convoys.

A message from Union Government to the authorities in J&K and Punjab has highlighted the need for "prompt and effective" measures against terrorist strikes on the vital Jammu-Pathankot highway. Pakistan’s ISI wants to target the highway as well as rail link with Jammu and Pathankot. Reason: Jammu-Pathankot highway and rail link was Jammu are the only all-weather connections between region and the rest of India.

Militants and their sympathizers in J&K are under mounting pressure from India security forces. But as several areas in the State have not been completely sensitized, possibility of terrorist action on Army base camps through suicide hits is not ruled out. What makes these camps more vulnerable is the fact that, in most cases, all units have been virtually sent to forward locations in anticipation of further action on the border. According to official circles in Delhi, inflow of weapons and explosives from Pakistan and Pakistan occupied Kashmir (PoK) has largely got blocked in view of the armies of India and Pakistan currently positioned along the border in an eyeball to eyeball confrontation. But militant groups, operating within J&K, have, over the years, learnt the trick of obtaining arms and ammunition from their cadres elsewhere in India.

As per a release after approval of the minutes of the last meeting Mr Khurshid Kazmi, Anjuman secretary expressing grave regrets over the lackadaisical attitude of the Government towards Urdu language, supposed to be the official language of the State, told the members about love for the language in Russia.

Quoting an article by a writer from Tashkent (Uzbekistan) it was pointed out that though Urdu language was being read in that country with interest right after the independence of the Indian sub-continent when Progressive Writers Movement gained momentum, but lately it has rather become craze especially amongst Uzbekistanis. At present Urdu is a compulsory subject in three universities, three colleges and two high schools. As many as 700 Urdu scholars have passed out from these institutions during the last 50 years. Every aspect of Urdu literature including grammar, history of the language is taught there. Many writers of Uzbek have translated works of Ghalib, Iqbal, Sardar Jaffri, Josh Malihabadi, Faiz Ahmed Faiz, Abdul Haleem Sharar , Prem Chand, Krishan Chander, Saadat Hussain Minto and Khawaja Ahmed Abbas. Even the original works of these writers and poets of Indo-Pak origin sell like hot cakes in that country.

The members were informed that as is being asserted in various meetings it is imperative that if anybody wants to enter the arena of Urdu poetry, one has to know its ABC. there are hundreds of Urdu poets throughout the country but the standard of the poetry is not that satisfactory. Infact many so-called poets who believe in escapism because they do not want to involve themselves in true niceties of the poetry are responsible for the low standard of Shairi which is a concern for Urdu literature.

Mohd Sultan Arif read out his two stories. The poets who read out their poetic compositions included Khurshid Kazmi, Amin Banihali, Om Vidyarthi, Maharaj Krishan, Nargis Sitara, Amin Sabunia, Betab Jaipuri, Malik Ram Anand and Khurshid Kazmi.
