: 4 policemen were killed and 23 others injured when militants attacked the American centre building situated in the heart of Kolkata on January 22. : In a major terrorist strike, heavily armed militants today shot dead 34 people, including 22 armymen and their family members, after storming a military camp and firing indiscriminately on a passenger bus from Himachal Pradesh near Kaluchak in Jammu region. Atleast 39 others were also injured, some of them critically, in the attack. (PTI)

Parliament should apologise for Operation Blue Star: Cong

NEW DELHI, May 14: The Lok Sabha witnessed a curious spectacle today when the Congress joined Akali Dal (Amritsar) MP Simranjit Singh Mann in demanding that Parliament apologise to the Sikh community for desecrating the Golden Temple during Operation Blue Star, but the ruling party members opposed the move saying it was already done during Indira Gandhi’s regime.

The issue figured during zero hour when Congress member Jagmit Singh Brar supported Mr Mann’s demand that Parliament express apology for Operation Blue Star and for the 1984 riots in the aftermath of Indira Gandhi’s assassination. Several BJP members were on their feet questioning the Congress’s motive behind the demand saying the whole episode was perpetrated during its regime.

Union Minister Vijay Goel said the Congress has two faces — that of an organiser of something and that of someone demanding apology later for what it did. He demanded that the Congress sack some of its leaders who were indicted by judicial commissions for their involvement in the 1984 riots. Samajwadi party member Mulayam Singh Yadav countered Mr Goel’s charge saying if the Congress has two faces, then the BJP has ten faces from the Sangh Parivar — the RSS, Vishwa Hindu Parishad, Bajrang Dal and a host of others.

The house witnessed procedural wrangles over whether a minister could speak on behalf of the Government alone or for the party he belongs to as well. The issue was raised by Congress member S Jaipal Reddy through a point of order. Speaker Manohar Joshi, however, overruled Mr Reddy’s objection and said there is precedence in the house that ministers could speak on behalf of their parties.

Mr Reddy’s colleague, Mr Priya Ranjan Das Munshi, however, took exception to Mr Goel’s intervention on another ground. He said the minister is party to the setting up of the Nanavati Commission to probe afresh into the 1984 riots. When the Commission is in the middle of its work, the minister had no business to say that Congress leaders were behind the riots, he said. He could also say that the Rashtriya Swayam Sevak Sangh had a major role in the riots, he added. Earlier, raising the issue Mr Mann said Parliament should apologies to the Sikh community for the desecration of the Golden Temple citing several instances where Governments have done so to assuage the feelings of the affected people.

He said the Americans have apologised to the Japanese for the Second World War excesses, the japanese to the South Koreans for their soldiers’ misbehaviour towards women and Germans to the jews for the holocaust during the Second World War.

He said the Indian Army committed excesses during Operation Blue Star and stole artifacts from the temple premises.

Speaking about the war clouds in the India-Pakistan border, Mr Mann urged the defence establishments of both the countries not to bomb Sikh holy cities of Amritsar and lahore. He cited the instance of how the allied forces desisted from attacking the Vatican City during the Second World War. (UNI)

HC stays Bofors trial till May 28, seeks CVC reply

NEW DELHI, May 14: Trial proceedings in the Bofors payoff case was today stayed till May 28 by Delhi High Court awaiting the reply of Central Vigilance Commission (CVC) to a petition filed by Hinduja brothers seeking quashing of the chargesheet against them on the ground that the same was filed by CBI without getting clearance from CVC.

Justice R S Sodhi stayed proceedings before the trial court after counsel for Hinduja brothers, senior advocate and former Law Minister Ram Jethmalani, submitted that non-staying of the proceedings would embarass the trial judge. He did not elaborate as to why the trial judge would be put to embarassment.

Significantly, the trial of the 12-year-old case was proceeded day to day on a directive of the Supreme Court.

Justice Sodhi inquired from CBI counsel N Natarajan whether he had informed the trial court about the petition filed by the Hindujas in the high court and the counsel replied in the affirmative.

Meanwhile, solicitor general Garish Salve, appearing for CBI, sought adjournment of the case saying he was not aware whether notice had been served on CVC and added that he would seek instruction from CVC regarding the next course of action. The Hinduja brothers had sought quashing of the CBI chargesheet against them in the bofors case saying it was illegal and unconstitutional because it did not have the prior approval of the commission. NDA constituents vie for lone Rajya Sabha seat

RANCHI, May 14: The ruling coalition in Jharkhand is vying for the lone Rajya Sabha seat in the State.

The BJP, a major constituent of the ruling coalition, has fielded party state chief Abhay Kant Prasad for the polls scheduled on May 30. The Samata Party has fielded senior leader Raj Kishore Mahato with the support of the opposition Jharkhand Mukti Morcha.

The Samata Party, which is banking on the support of the JMM, is opposing the latter in the bypolls to the Dumka parliamentary seat slated for May 31. The BJP is contesting the Dumka seat against 13 nominees, incluing JMM’s veteran leader Shibu Soren and Congress candidate Simon Marandi. The CPI and the Bahujan Samaj Party have fielded their candidates for the Dumka polls.

According to Samata Party state chief Ramesh Singh Munda, the party has decided to field Raj Kishore Mahato for the Rajya Sabha seat which has fallen vacant due to the sudden demise of party representative D N Sahay.

Claiming support of the other non-BJP constituents of the NDA, he said, "we have already been assured by the All Jharkhand Students Union and the Jharkhand Vananchal Congress which together have four votes in the electoral college."

Meanwhile, JD(U) State chief Gautam Sagar Rana, an aspirant for the lone Rajya Sabha seat, has denied having been contacted so far by the Samata Party regarding the elections to the Upper House. "We are presently busy finalising the strategy of the NDA partners in Dumka to ensure the victory of the alliance candidate Ramesh Hembrom of the BJP," he added. JMM senior leader and leader of opposition in State Assembly Stephen Marandi said he had been approached by the Samata Party in connection with the Rajya Sabha elections and the Morcha had decided to back a non-BJP candidate without the support of the BJP.

Meanwhile, the RJD has announced to field its nominee for the Rajya Sabha elections with the support of the opposition parties, including the Congress, the Left and the JMM.

The numerical strength of the parties in the 81-member assembly gives a clear edge to the ruling NDA which together enjoyed the strength of 45 members as against the 12 of the opposition’s Jharkhand Mukti Morcha, 11 of the Congress, nine of the RJD and four of the Left parties, including the CPI and the CPI(ML).

Among the constituents of the ruling NDA the BJP holds the key with 33 members followed by five of the Samata Party, three of the JD(U) and two each of the AJSU and the Jharkhand Vananchal Congress.

According to political observers, the NDA is expected to get the magic figure of 41 votes to wrest the lone Rajya Sabha seat in the House. (UNI)

Corporatisation of CPI-M gains momentum in Kerala

THIRUVANANTHAPURAM, May 14: The Communist Party of India (Marxist), giving the green signal to certain fresh business proposals like launching Information Technology parks and amusement parks under party sponsorship in Kerala, has crossed yet another milestone towards corporatisation.

The CPI-M State Committee, which met here last week, according to highly placed sources in the party, decided to seriously consider the proposed ventures.

CPI-M state secretary Pinarayi Vijayan has been entrusted with the task of preparing the groundwork for the launch of infotech parks and amusement parks. The proposal is to start one IT park each in every district headquarters while the proposed amusement parks will be confined to only two districts initially.

The Party State Committee was of the view that the proposed projects should never fail to avail of all the facilities and fiscal benefits announced by the state Government for industrial promotion.

Although many eyebrows outside the party would be raised over the corporatisation process, the party rank and file are not surprised, the sources said. This is because the process had already begun when the party launched a Malayalam Television channel and sponsored a tourism project at Tellicherry.

Besides, the party, during its previous tenure in office, had started and successfully completed a mega building project with posh flats in the state capital to house senior comrades.

There was also a proposal to float a finance company which was, however, dropped. Significantly, the fresh business proposals have been given the nod by the party when the controversy over the launch of the television channel is still raging.

Kairali channel is owned and operated by Malayalam Communications Ltd, a public limited company launched by the CPM for the purpose. Shares were collected from among the party workers and the public for funding the channel company.

This had led to several allegations. Many a time, the party leadership had tried to disown the channel and the company stating that the party had nothing to do with them. Lately, within the party, there has been criticism about the style of functioning of the channel.

At last week’s state committee meeting also, the Kairali Channel came under attack, party sources said.

The CPI-M plans to float separate independent companies for running the proposed IT parks and amusement parks. There will be initially only two amusement parks. But there will be half a dozen IT parks.

Professionals will be engaged for the management of these projects. The overall control will be vested with a panel of party functionaries to be nominated later. The fiscal structure and other details are also to be worked out later. It has not been decided whether to go in for mobilisation of shares for the ventures.

CPI-M state secretary Pinarayi Vijayan was not available for comment. Certain other leaders who were contacted were reluctant either to confirm or deny the reported state committee clearance for new business ventures.

Incidentally, Vijayan, under whose stewardship the alleged corporatisation of the party is being accelerated, is abroad at present.

According to CPM sources, he is ‘’holidaying’’ in Singapore. The detractors of the party and the dissidents within the party link the foreign jaunt of the party secretary to certain business ventures.

Nevertheless, party Politburo member V S Achuthanandan defended his comrade’s tour stating that the tickets for the air travel were obtained free of cost.(UNI)

Bangkok meet ‘positive’: Naga Hoho

KOHIMA, May 14: Naga Hoho president M Vero today said the meeting between the NSCN (IM) and the Naga leaders in Bangkok recently was a "positive step" towards the solution of Naga political problem.

Mr Vero, who returned here yesterday after attending the consultative meeting at Bangkok, said the NSCN(IM) leadership told the consultative meeting on the issue of "strengthening of the peace strategy" that they were having a "very crucial" discussion with the Government of India, but did not elaborate the details.

The meeting had a joint declaration on four points- to fully support the ongoing political negotiation between the Centre and the National Cocialist Council of Nagalim, to endorse the Naga Hoho, the churches and mass-based organisations, to continue their leadership of the ongoing reconciliation process and to achieve understanding and unity among the Nagas to strengthen the peace process.

Mr Vero said the consultative meetings started from June 1999 at Niuland near Dimapur in Nagaland when the NSCN(IM) collective leadership was here. The second was in Bangkok in February last and the third meeting at Bangkok began from May six to ten. Asked about the visit of NSCN(IM) leaders to India, Mr Vero said they were invited by the Centre for holding talks in New Delhi, but it was up to the leaders to accept it or not. He, however, said it was a good gesture and the NSCN(IM) leaders should accept it.

Regarding the participation of Mizoram Chief Minister Zoramthanga in the consultative meet, he said it was good that he wanted to contribute something to the Naga peace process, but added that the Naga problem was quite different from the Mizo problem.

Mr Vero advocated forming a "third group" as a mediator to negotiate with the Government and the NSCN (IM).

He said the attitude of the NSCN(IM) leaders was "very positive" on the unity of all the sections of Naga people. When asked if the NSCN(IM) leadership had invited any other underground organisation to talk in the peace process, he said invitation was not necessary among family members.

The Hoho also urgently called upon all the groups not to underestimate the importance of consensus of all Nagas and cooperate. (UNI)

Mother Teresa’s beatification likely this year

KOLKATA, May 14: Mother Teresa is likely to be ‘beatified’ this year as the second major step on her way to sainthood and the fact that the local archbishop had a prayer for excorsim said for mother during her illness in 1996 would not come in the way.

Preparation of the ‘positio,’ a comprehensive biography and presentation of how the mother lived the Christian life, was in an advanced stage and would be submitted soon to the assembly of cardinals and bishops at the Vatican, church sources told PTI.

Pointing out that one miracle through her intercession had been recorded by the diocesan inquiry team which concluded its probe on August 15 last year, the sources said that if approved by the Assembly, it would make her beatification even easier.

"With mother’s positive characteristics far outweighing claims of negative ones, her beatification should not take long once the positio is submitted. As far as we can see, it can be done within this year," the sources said.

According to the sources, the fact that local archbishop Henry D’Souza had a prayer for excorcism said for mother during her illness in 1996 would not hinder the beatification. "When there is evidence that someone is being attacked by the devil, it indicates that the person has a special holiness." Rules of the Roman catholic church stipulate that after studying the positio, a commission of theologians and the assembly of bishops and cardinals would report their vote to the pope for his final judgement on the basis of a favourable evaluation of the positio by two-thirds of the members, each of the commission and the Assembly.

If the pope decrees that she lived a heroic Christian life, she will be called the venerable servant of god, mother teresa of Kolkata. So decreed, a miracle by her intercession must be approved for beatification and a subsequent one for cannonisation.

Pope John Paul-II, an admirer of mother’s christian virtues, had already put her sainthood process in the fast track by waiving the mandatory five-year waiting period for starting the process. While he does not want to bypass rules, he is anxious to see the process completed in his lifetime, against centuries taken for persons to be declared saints, the sources said.

Bishops congregating in Rome last year for their world synod had also been reported to have appealed to the pope for an early sainthood for mother.

Sister Nirmala, mother’s successor as superior-general of the Missionaries of Charity had also gone on record as having said that she prayed that mother’s sainthood would be ‘faster’. (PTI)

SOS to set up homes for orphaned children in Gujarat

RAJPURA (PUNJAB), May 14: SOS Children’s Villages would set up temporary homes to take care of children orphaned in the Gujarat riots.

"We are in discussion with the Gujarat Government and waiting for their green signal. SOS Children’s Villages is ready with men and material to provide temporary homes and shelter for the children orphaned in the riot-affected state," the organisation’s president J N Kaul said here today.

We are also planning to set up a permanent village at Bhuj as the state has no SOS Villages at present, Kaul, who was here in connection with a ‘Bal Mitra Utsav’ organised by SOS Village Rajpura, said.(PTI)

Elaborating on the future plans of the village, Kaul said that besides taking care of destitute children, SOS would diversify and look after families living Below the Poverty Line.

Starting from villages like Rajpura, we will look for families which are living Below the Poverty Line and identify 50-75 children who do not go to schools or don’t get enough to eat, he said adding the idea is to bring these children in the fold of our village and give them some basic education.

The village has already started such a programme at Greenfields, Faridabad in April this year.

He said SOS also plans to take care of mentally challenged children.

"We want to create a band of well-trained professionals who will help set up a permanent village for these children," he said adding a large number of mentally challenged children are slow learners who could be cured if they were handled by professionals.

Speaking on the occasion, National Director of SOS Children’s Villages in India, Pradeep Singh, said that the organisation aimed at creating sensitivity among people about children in distress.

He also said that SOS, India, would be opening villages at Hyderabad and Rourkela by the year end.(PTI)
