Foundation of Khankah of Sheikh Noor-u-Din Walli on 26th June

SRINAGAR, June 22: The Minister for Revenue, Relief and Rehabilitation, Mr. Abdul Qayoom today took stock of the arrangements being made for the construction of Khankah of Sheikh Noor-u-Din Walli (RA) at Chrar-i-Sharief today.

The Khankah is being constructed at an estimated cost of Rs. 7 crore. The president of the Muslim Auquaf Trust, Dr. Farooq Abdullah will lay the foundation stone of the Khankah on 26th June.

It is pertinent to mention that Khankah was gutted in a devastating fire, which engulfed the town ship of Chrar-i-Sherief in 1995.

Interacting with the people, the Minister said that the government will take necessary steps to ensure that the Khankah is constructed within shortest possible time. He said it symbolizes the Kashmariyat and composite culture of the State. He asked the people to come forward and participate in the construction of the Khankah.

The Minister was accompanied by the Chairman, Muslim Auquaf Trust, Mr. Ghulam Nabi Kochak and other senior officers of Revenue Department.

The Minister later went round the town and listened to the grievances of the people. He assured them that all their genuine problems would be redressed within shortest possible time.

Shah asks civic bodies to create sound resource base

SRINAGAR, June 22: The Housing and Urban Development Minister, Mr. Ghulam Mohi-ud-Din Shah has called for creating sound resource base to make towns and notified area committees self sustainable by raising income generating assets like shopping complexes. He said this would go a long way in providing upgraded civic amenities to the people living in urban areas.

The Minister was interacting with various deputations belonging to various parts of the State who called on him here today.

The Minister said that government is making all out efforts to provide adequate funds to the towns and notified area committees to improve infrastructure and civic facilities but these institutions will also have to devise ways and means for generating resources. He said under integrated development of small and medium towns Rs. 12.09 crore have been provided under 10th finance commission award for the development of 43 small and medium towns and construction of 300 shoplines in the State. He said 9 town halls, one each at Anantnag, Bandipora, Budgam, Sopore, Shopian, Doda, Udhampur, Nowshera and Kathua have already been completed while work on the construction of 20 more town halls is at the final stage of completion. He said Rs. 7 crore have also been earmarked for construction of 32 shopping complexes in the State and on completion, these will be allotted to the needy.

Referring to the un-employment problem, the Minister asked the un-employed youth to avail the incentives available under various self-employment schemes as government jobs are limited.

A deputation of Tibetan refugee women also met the Minister and apprised him of their problems. He assured them that the government is already alive to their difficulties and steps have been initiated to mitigate these.

SRINAGAR, June 22: As part of Kashmir Vision 2020, a seminar was organised on natural resource development-medicinal and aromatic plants by Forest Department in collaboration with Regional Research Laboratory, Jammu at SKICC, here today.

The Minister for Forests and Environment, Peerzada Ghulam Ahmad presided over the first session while the Chief Secretary, Mr. I. S. Malhi chaired the second session of the seminar.

The Minister while speaking on the occasion, stressed for follow up action on the recommendations of the seminar so that many industries come up in the State and the objective of holding the Kashmir Vision 2020 is realized fully. He said the scientific research undertaken on medicinal and aromatic plants by the Regional Research Laboratory should be utilized to the optimum level to develop this newly emerging sector on commercial lines.

The Director, Regional Research Laboratory, Jammu, Dr. G. N. Qazi in his address threw light on the potential and research conducted so far and said that urgent steps are required to protect and propagate some of the medicinal plants that are facing extinction.

The Chief Conservator of Forests, Mr. A. R. Wadoo presented welcome address that was followed by a resume on natural growing medicinal and aromatic plants on forest department website.

A number of forest scientists, conservationists, environmentalists, researchers and industrialists participated in the deliberations.

SRINAGAR, June 22: Union Minister of State for External Affairs, Mr. Omar Abdullah today called upon academicians, environmentalists and prominent NGOs to frame concrete policies and proposals for the preservation and protection of Lakes and Water Bodies in Jammu and Kashmir.

Inaugurating a 2-day workshop on Lakes and Water Bodies of Western Himalayas organized jointly by Forest Department, J&K Pollution Control Board and Directorate of Environment and Remote Sensing as a part of three day long Kashmir Vision 2020 exercise, he said that the workshop should focus on drawing an action plan that shall contribute towards capacity building and infrastructure development.

Mr. Abdullah said that vision 2020, which also presupposes perfect harmony and unison of human development vis-à-vis mother nature carries alongwith it jargon, "a right proposal and right mindset can get the required finances". Finances, he asserted would never be a constraint in safe guarding these natural resources provided we have a right policy and proper implementation which is practically feasible. He said philanthropist organizations, multinational companies and other world aid agencies are ever ready to lend their helping hand for safeguarding the nature especially the water bodies.

Mr. Abdullah said Water being a key resource for all development activities, its protection and preservation assumes special significance particularly, when the same are being polluted on the pretext of reviving tourism in the State. He said that although tourism forms the backbone of the State’s economy but when it comes to choosing between tourism and Water bodies, the latter would be obvious preference because tourism anywhere in the world depends and thrives on water resources.

Jammu and Kashmir, he added is bestowed and blessed with vast potential of water bodies numbering 1248 as per the latest survey done in 1998. Therefore, the onus of protection and preservation of these water resources does not lie on the government authorities or to a particular class of persons but the responsibility vests with each and every citizen. People, he added cannot sly away from their duties as lakes and water bodies are not the ownership or property of a class of persons.

Expressing, his concern over the shrinking of various lakes especially, Wular and Dal which shrunk from 200 Sq. Kms to 65 Sq. Kms and 27 Sq. Kms to 11 Sq. Kms respectively has sent warning signals for the whole mankind. Not only, this the pathetic is that Anchar lake has almost vanished and very little is left but still we are not awakened, regretted Mr. Abdullah.

Mooting various suggestions on the preservation of the lakes, Mr. Abdullah made a passing reference towards the old proverb- Preservation is better than cure and added that water is under great pressure. Need of the hour today, he said is to spread awareness among the younger generation for preserving forests and environment. "Make children adopt forests", he said while citing the example of National Capital-New Delhi where children checked the rising level of toxic gases in air through their sustained campaign on not to ignite crackers and fireworks on festive occasions. The student fraternity can drive home this point most effectively, said Mr. Abdullah.

Chairing the technical session on Lakes and Water Bodies, the Minister for Forests and Environment, Mr. Peerzada Ghulam Ahmed Shah said that the workshop should focus on two-fold strategy. Firstly, placing forests and forest products in the category of essential commodities and secondly, according top priority to forest protection by planning department of the central government so that the necessary finances flow in for their preservation. He advised delegates to frame a comprehensive resolution on these grounds at the end of the workshop which would be handed over to the union government for their consideration.

Chief Secretary, Mr. I.S. Malhi who chaired the technical session on Trans Himalayan Water Bodies stressed on the issues of management of water bodies especially, of the trans Himalayan region. These, he said are fast disappearing and shaping into nallahs or small rivulets.

Deliberating, on the management of the Water Bodies he said, they must be managed in their totality with treatment of land resources and other natural preserves.

Linking, mis-management and pollution of water bodies with social disequilibria, Mr. Malhi emphasized that water is so fundamental to human life that probably the next war on the globe would be for water and not for petrol or hydrocarbons.

The Chief Secretary also invited recommendations from the eminent scientists, academicians and environmentalists on the management of water resources in context of future needs of the society in an equitable manner whereby mankind is able to live in harmony with available resources.

Additional Principal Chief Conservator of Forests, Mr. S.D. Swantantra who also spoke on the occasion laid stress on treating lakes and their catchments areas simultaneously. Lakes and its catchment areas, he said ought to be treated as one ecological unit, while emphasizing on the development of common perception amongst people for preservation of water bodies.

Eminent scientist, S. Gurcharan Singh presented his paper on Ramsar lake conservation.

Others who spoke on the occasion included, Principal Chief Conservator of Forests, Mr. P.P. Sharma, Chairman Pollution Control Board, Mr. P. Patnik, Ex- V.C. Jammu University, Mr. Y.R. JAMMU, June 22: Small Scale Industries Association (SSIA) of Industrial Estate Digiana, Jammu has urged upon the Central Government to give special attention towards the industrialists of this militancy infested state and also bring some amendments in the ‘ so called’ special package offered recently.

President of the Association, Mr Kuldip Dogra in a press statement issued here today said that Government of India has given a unique package of incentives for Industry to attract investments from big Industrialist houses of the country. But there are certain major problems like power crisis, poor communication etc. which the Government here has failed to improve.

The Government claims to overcome these difficulties but it has yet to decide as to what type of Industry should come up in the State. It must be kept in mind that package of incentives is meant for the people of the state to alleviate the all prevailing unemployment through attracting the educated youth to get involved in the industrial activity. As the Government seemed to be giving much attention towards major industries, it is understood that a tiny or the small scale unit can not thrive on its own in this era of cut throat competition.

Mr Dogra pointed out that there is nothing in the so called industrial policy for helping the tiny sector. The Central Excise exemption is already available to SSI sector and so is the income tax and yet the tiny and small sector is languishing. Neither our policy makers not the so called well comers who boast of getting this industrial package from Government on India have ever thought of first pin pointing the ailment and then suggesting the remedy which is appropriate for our region.

Besides, nothing has been suggested for the existing units who will perish once the new units start coming in. One must not forget that no unit can sustain a competition in the market with a price difference of 24 % ( 16 % Excise Duty Plus 8 % ST). There are many aspects and fall out of this ‘package’ that Government must reactivate its Industrial Advisory Committee to reassess to priorities and ask from the Central Government some amendments in the package before it is too late. There is no direct benefit to to the tiny sector/ small scale both for the new as well as the existing units.

Muslims arrange Hindu wedding in Srinagar

SRINAGAR, June 22: It was probably first Hindu wedding at Tankipora in the old Srinagar area since 1990 and the Muslims made all arrangements for it.

There are only few Kashmiri Pandit families left in the area after the exodus of 1990 so the Muslims of the area helped the family make arrangements for the wedding.

"We were at loss on how to celebrate the marriage but our Muslim brethren came and made all arrangements," a bridegroom’s relative said.

Muslim women sang ‘Vanvon’ (Kashmiri wedding songs).

The bridegroom later left for South Kashmir along with Baratis, most of them Muslims, to bring his bride.

"We will again come in the evening to receive the bride and bridegroom," Muslims of the area said.

"This is not the first time when Muslims have helped Pandits," a Kashmiri Pandit said recalling a number of cases when Muslims performed last rites of Hindus who died a natural death during all these years of turmoil. (UNI)

1500 phones rendered faulty due to burning of cables

JAMMU, June 22: More than 1500 telephone lines catering to the needs of the subscribers of New Plots, Sarwal, Talli Morh and B C Road were rendered faulty due to burning of Telephone Underground Cables near National Garages, B C Road.

As per a release the Municipal Field workers had thrown garbage over the cable and set it on fire around Friday evening resulting in melting and subsequent burning of all the cables passing through that area.

Last month also such an interruption was caused in Janipura area when 500 telephone connections were rendered faulty by setting on fire the garbage collected behind a Telecom Cabinet damaging the cabinet and all the cables terminated in it.

Jammu Municipal authorities have been apprised of these damages and have repeatedly been requested to instruct their field staff to abstain from collecting garbage near telephone poles and other cables and cabinets etc and then setting the same on fire but no action seems to have been taken in this direction so far.

Today also the Administrator Jammu Municipality was personally approached by the DE Phones Jammu and the spot was visited by all the Municipal authorities who assured that suitable instructions will be circulated to the concerned staff immediately.

The restoration work has been taken up on war footing and complete restoration of all the telephones is expected by June 25 evening. Inconvenience caused to the esteemed subscribers is regretted, said the release.

Kashmiri Pandits demand constituencies in exile

JAMMU, June 22: All State Kashmiri Pandit Conference (ASKPC) while reiterating its demand for constituencies in exile for the displaced Pandits form the Valley so that the KPs participation in the ensuing Assembly election process will become meaningful.

The Working Committee of the organization which met here today under the chairmanship of A N Vaishnavi also appealed the Election Commission that community be allowed to exercise their franchise like the other citizens of the country.

Addressing the meeting H L Chatta general secretary ASKPC termed the postal ballot as defective and cumbersome. He said it has been in past misused by the vested interests for their advantage making the poll process a total mockery.

Chatta also demanded that KPs be made a party to any future dialogue on Kashmir. He maintained that no solution to the Kashmir problem is possible without the participation of exiled community.

He further said ASKPC stands for carving out a separate State for Kashmiri Pandits within Valley for the fulfillment of geo political aspirations of the community.

The meeting was also attended by Radha Krishan Pandita senior vice president of the organization who criticised the Government for its failure in removing the encroachments from migrants left over property in the Valley.

RBBA alleges conspiracy to sabotage yatra

JAMMU, June 22: The traders of Jammu who claim to have experienced about 90 per cent downfall in the economy graph in last 3-4 months due to increasing incidents of terrorism, smell a deep rooted conspiracy to sabotage Shri Amarnath and Mata Vaishnodevi Yatra by imposing Rs 2000 entry tax on the tourist and pilgrims vehicles from outside the State.

Addressing a press conference here today, Mr Manmohan Singh- general secretary of the Raghunath Bazar Businessmen Association (RBBA) said that Jammu traders are today at the verge of starvation and its economy has been shattered due to impact of militancy and tension along the borders. But the situation went on deteriorating with the terrorists attack at Jammu Railway Station, Ranghunath Temple and now at Kaluchak. These incidents have created fear among the devotees coming from various parts of the country.

But the most unfortunate act on the part of Government is to impose Rs 2000 entry tax on the vehicles coming from outside. It ‘Jazia’ and Rs 1000 as additional charges per day for stay. The Hindu religious and social organisations have taken serious note of the decision of the J&K Government and it may create communal tension in the region if the decision was not reviewed shortly, he added.

The trade activity of the Jammu businessmen is mostly dependent on the Tourism and pilgrimage but non-seriousness on the part of Government to promote tourism, offer good incentives or promotion of tourist resorts etc. has compounded this problem. Exhorbitant levy of tax from the vehicles will discourage the pilgrims and the tourists but the National Conference Government is hell bent to gag the Jammu traders by enforcing this discriminatory decisions.

The matter has already been taken up by the apex body of the traders—Chamber of Commerce and Industry with the Government to withdraw the entry tax hike from Rs 300 to Rs 2000. The VHP, Bajrang Dal, Baba Amarnath Yatra Nyas members have also expressed their strong resentment over the Government decision. It was very unfortunate that for Hajis Government announces special incentives, subsidies and involves the entire Administration and Ministry for elaborate arrangements but Hindus are being discriminated and being treated shabbily by the Farooq Abdullah Government, he maintaiend.

The Opposition parties like BJP and Congress in the state seem to be hand in gloves with the NC and have failed to project the voice of Jammu people. The tourists are switching over to Himachal and Jammu’s economy is being destroyed intentionally. The Jammu leaders in the Party are also not bothered to project the case of its people. While the Transport Minister claims that there will be profit of about Rs 4 crores with this but he should realise that some decisions have to be taken for the welfare of the pilgrims and reviving the tourism. The criminal silence of the Central Government will create communal tension in the region if it ignored timely intervention over this serious issue.

Prominent among others present in the conference included—Senior vice president Virinder Puri, junior vice- president Anoop Jain, Secretary -Satish Mahajan, Treasurer Surinder Mahajan, former presidents—Vinod Awasthi, Vinod Sachdeva and Sudesh Kohli.

Katra hoteliers oppose entry tax on tourism buses

KATRA, June 22: Hotel and Restaurant Association Katra has flayed the State Government for introducing heavy taxes on the entry of tourist buses coming from outside the State.

According to a release, a meeting of the Association was held today under the chairmanship of Mr Shiv Chander Sharma wherein the State Government was criticised for imposing entry tax.

While speaking, Mr Sharma lamented that at the time when tourism industry in the State has already been affected badly due to militancy, the imposition of heavy entry tax at Lakhanpur would further decrease the flow of pilgrims to Mata Vaishno Devi and Baba Amar Nath.

He said that border tension has further decreased the number of Vaishno Devi pilgrims with the result that business of hotel industry in Jammu and Katra has declined ten time. Now the introduction of Rs 2000 as entry tax per bus and penalty of Rs 1000 per day after the stay exceeds 3 days, have added salt to the wounds of tourism industry, he added.

Mr Sharma appealed the State Government to immediately withdraw the entry tax to facilitate the pilgrims as well as tourism in the State.

NEW DELHI, June 22: Mr Eduardo Faleiro, MP has stated that the two Government's of India and Pakistan should stop forthwith their daily war of words which has demeaned both the countries and made them the laughing stock of the international community.

In a statement issued here Mr Eduardo Falerio said the two Government should instead address themselves with a sense of utmost urgency to the task of eliminating religious extremism and the consequent terrorism which threatens the very existence of both India and Pakistan.

He stated that last Sunday, Gen Parvez Musharraf claimed that Pakistan’s nuclear deterrence had stopped India from attacking the country. On Tuesday our Ministry of External Affairs accused Musharraf of "loose talk" and "continued concoction of doomsday theory:. On Wednesday, Presidential candidate Dr Abdul Kalam, who is better qualified than anybody else to speak on the subject, admitted that "the nuclear deterrent on both sides had helped not to engage in a big war and to avoid a nuclear war".

He added, "indeed, the thoughtless nuclear policy of the present Government has nullified the advantage of our over-whelming conventional weapons superiority, brought into play the MAD principle of Mutually Assured Destruction of both the countries in the event of an armed conflict and reduced any possible to a zero-sum game where there can be only loose’s and no winners".

Chief Election Commissioner touring Ladakh region

LEH, June 22: The Chief Election Commissioner, Mr J M Lyngdoh stated that the forthcoming elections to the Jammu and Kashmir Assembly will be free and fair. He announced this while speaking to media persons at here today.

The Chief Election Commissioner accompanied by the Deputy Election Commissioner, Mr S Chaterji and Mr A N Jha is on a 5-day visit of this district.

Referring to electoral rolls, Mr Lyngdoh said that the electoral rolls are being improved and updated. The Election Commission, he pointed out has to do a lot in computerising it especially in Urdu software as Urdu is official language of Jammu and Kashmir. For this task, the Election functionaries have to take help from UP Government and All India Urdu Academy in recording the electoral rolls in Urdu.

Regarding to electronic voting machines (EVM), the Chief Election Commissioner said that these are being used for the first time in the Jammu and Kashmir State. As many as 400 EVMs will be introduced in Leh district and 300 EVMs put in use in Kargil district. So far, 100 such machines have already reached Leh to impart training to election staff.

Mr Lyngdoh also briefed about the photo identity cards to help proper person cast their vote during the Assembly elections.The Election Commission declared that code of conduct would be strictly enforced.

The Chief Electoral Officer, Mr Pramod Jain said that voter slip will be ensured to reach each and every household so that it is convenient for the voter to find his name in the electoral rolls.

The election staff is being imparted training for handling EVMs and other things.

INTUC office bearers nominated

JAMMU, June 22: In order to revitalize the Indian National Trade Union Congress (J&K), some new appointments in the organisation have been made by INTUC State unit president Thakur Sugreev Singh.

According to a release, Mr Shashi Sharma and Thoru Ram Sharma have been nominated as INTUC president for district Jammu (rural) and Tehsil Samba, respectively while Mr Bashir Ahmed Bagwan was appointed as INTUC president for tehsil Kishtwar.

The newly appointed office bearers while assuming the charge, pledged to work dedicately to strengthen the organisation in the State as well as to highlight the problems of employees and labour class in the State, added the release.

Traffic Police challans 74 persons for not wearing safety belts

JAMMU, June 22: Traffic Police Jammu has challaned 74 persons for not wearing the safety belts during the checking at National Highway at Kunjwani near here on Friday.

A traffic Police handout issued here today said an amount of Rs 7,200 was realized as fine on spot and in 68 cases while the remaining six cases were challaned in the Court.

The SSP Traffic, Jammu has said that the checking was conducted as per the recent directives of Supreme Court of India. He said in order to implement the orders in letter and spirit, the checking will be intensified during the days to come.

He said besides in order to curb the visible violation of the provisions of the Motor Vehicles Act, 1988, 184 vehicles were challaned in the City yesterday and an amount of Rs 8400 realized as fine on spot from 146 cases. The remaining 38 cases were challaned in the court of law. Moreover, 15 wrongly parked vehicles were also crane lifted and sent to Traffic Police Lines, Jammu.
