Problem of power-cuts

I want to draw the attention of the authorities of PDD. Their act of calculated power curtailment in Jammu, have made the life of the people a curse. The revised schedule of power cut in which power eludes people in the wee hours of the day, which spoils the whole day. In this height of Summer, the people in general and the old, the ailing and the students community are the worst sufferers. Neither they can complete their full quota of healthy sleep nor the students, who are preparing for the forthcoming competitive examinations can study in "Amrit Vella". One more drawback of this cut is that the supplies of water by the PHE deptt. Occurs in these hours. These supplies are of very short durations, that too with very low pressure, resulting in water crisis, what to talk about lifting the water to over house reserviors? A readymade excuse of PHE Deptt. is audible. Let these power cuts be not played by other essential services. There is a suggestion for the authorities to be people friendly as they are consumers and are paying for the services. Devise a mechanism, in which the majority's views of a locality are invited/preferred for curtailment schedule.

Let there be a survey asking people for choosing the proper curtailment schedule for their locality with thorough transparency. Let the officials of PDD be made accountable for their negligencies. The punishment for their ommissions too, be choosen by the people. This way we can made people more democratic which is the base of a democratic nation.

Central grades for teachers

Sir,

The Central Government implemented the 5th Pay Commission Recommendations in favour of its employees including that of teachers with effect from 1.1.1996 and the teaching staff was placed under below mentioned grades vis-a-vis their qualifications as per 5th CPC-Central Civil Services (CCS) Pay rules 1997.

Post graduate teachers (PGT) Rs. 6500-200-10500, Trained Graduate Teachers (TGT) Rs. 5500-175-9000 and Primary School Teachers (PRT) Rs. 4500-125-7000.

As against it, in our J&K State which implemented the aforesaid Pay Commission recommendations in favour of its employees except that of teachers as all the teachers appointed upto 30.3.1992 right from Middle pass upto M.Phill/P.hD. Degree were placed in the pay scale of just Rs. 4000-100-6000 and the teachers appointed after 30.3.1992 were placed in the pay scale of just Rs. 3050-75-4590/Rs. 4000-100-6000 vide SRO 18 which is below in the level of the pay of the Primary school teachers (PRT) in the Centre when the qualification and the working hours etc. is the same and the Govt was supposed to grant the grades to the J&K State teachers according to 5th Pay Commission Recommendations as has been done in the case of all other categories of employees. Needless to mention it here while issuing SRO 75/SRO 45 only the teachers were deprived of Their genuine benefits. It is not an open discrimination with the teachers who are regarded as the Nation Builders? This has created unrest and lack of interest among the Highly qualified teachers of the J&K State and has reduced their status etc. How can good talented and efficient teachers be attracted towards the J&K Education Department and how can the Educational Standard be improved under such circumstances? This all needs immediate remedy.

Not only this, but the initial higher start for which the teachers of the J&K State are entitled vis-a-vis their qualifications under Rule (10) and (12) of SRO 370 of July 1987 and Hon'ble High Court of J&K order under SWP No. 875/95 dated 27.7.1998 and Hon'ble High Court of J&K Judgement dated July 9, 2001 was denied by some DDO (S) when many DDOs are very rightly drawing this incentive at present in favour of the teachers working under their kind control since 1.1.1992/1998 October November vide above quoted SRO and Hon'ble High Court of J&K Judgement order.

Therefore, it is quite evident from the above facts and figures that the J&K State teachers have always been deprived, ignored to their genuine due benefit and incentives in almost all the SROs (Except that of SRO 370 of July 1987 for no fault on their part.

As such it is humbly requested to the J&K State Chief Minister Dr. Farooq Abdullah, Education Minister, Mr. Mohd Shafi Uri, Chief Secretary Mr. I S Malhi and Commissioner/Secretary to Govt. J&K Education Department to kindly remove this open discrimination with the qualified teachers of the J&K State by immediately ordering Central Grades, PRT, PGT, TGT grades for State teachers and to immediately implement Hon'ble High Court of J&K Judgement dated July 9, 2001 regarding release of initial higher start in the interests of justice and not to force the teachers to move to the court of law again to seek justice.
