ways NEW DELHI, July 25: J&K Chief Minister Farooq Abdullah today squarely charged the RSS and VHP with unwittingly aiding the Pakistani design by making inflammatory speeches on Quran and demographic composition of his State. "The Amarnath yatra is on and the state police assisted by the Central security forces are toiling round-the-clock to prevent Pakistan from disrupting the pilgrimage so that communal tension does not escalate...But what are these leaders doing," Abdullah, who is recovering after a minor operation, wondered. The Chief Minister reacted sharply to the statement of VHP leader Acharya Giriraj Kishore and RSS chief K Sudershan asking Muslims to amend their "holy Quran". "What are we heading for...Why is that such leaders have to off and on ignite the communal tension between Hindus and Muslims. Such people are responsible for destablising the country by driving communities to plunge into riots. They should mend their ways before people lose their temper," Abdullah told PTI here. He said while the State and the Central Governments were busy countering the Pakistani propaganda spreading communal tension in the State, RSS and VHP leaders were "busy helping the anti-national elements in completing their unfinished task." The reaction from Chief Minister came amidst protests by students in south Kashmir over the remarks made by these leaders about the holy book. The Chief Minister said that it was not wise for the political leaders to drag religion into politics for "their personal benefit." "Such leaders can never win an electoral battle and actually thrive on communalised politics and rule over dead bodies," Abdullah said. He said the environment in the State was already tense because of decades of militancy and these leaders, who claim to be nationalists, should "behave" and help the State and Central administration in conducting a smooth pilgrimage. The Chief Minister said that "certain vested interests" were hell bent on creating a tension in one way or the other. "Initially, they started by criticising the State Government over the arrangements. After failing to find any loopholes, they have now struck to the communal lines," he added. He appealed to the people of his State to maintain communal harmony and keep a tight vigil not only against Pakistan but also against "such people, who claim to be Indians, but were actually helping Islamabads regime." Referring to the recent statement of VHP leader Ashok Singhal that discrimination had taken place against Jammu, he said "I have already made it clear on the floor of State Assembly that Centre should appoint anyone to probe such frivolous charges." One killed, 10 injured in car-bus collision Excelsior Correspondent JAMMU, July 25: One person was killed and 10 others were injured in collision between a Maruti car and a bus at Jakh on Jammu-Pathankot National Highway. According to police, the deceased was the driver of Maruti car bearing registration number DDD-2733 while the injured were the passengers of bus number JK02D-8199. Both the vehicles were coming from opposite direction when collided each other and after collision driver of bus lost control over the steering as a result of which bus turned turtle. Getting the report of accident, a police party from Bari Brahamana Police Station led by SHO Kuldeep Khajuria rushed to the spot and started rescue operation. All the injured were rushed to Government Medical College and Hospital where doctors pronounced driver of Maruti car Krishan Lal, son of H R Sharma of Janipur Colony as brought dead. Few of the injured were discharged after first-aid treatment. Those admitted in hospital have been identified as Ravinder, son of Prem Nath of Toph Sher Khanian, Jeevan Lata, wife of Kanthu Ram of Talab Tillo, Neelam, wife of Madan Lal of Purani Mandi, Mangat Ram, son of Bakilo Ram of Jourian, Santosh Kumari, wife of Mangat Ram of Jourian and Daneshwar, son of Jatinder Dev of Gandhi Nagar. Meanwhile, one Mohinder Singh, son of Babu Ram of Udhampur, who was admitted in GMC Jammu for treatment of critical burn injuries yesterday, succumbed to his injuries today. In another road accident, two persons were injured in collision between autorickshaw and Maruti Zen at Narwal. Identified as Prithvi Raj, son of Balak Ram and Asha Devi, wife of Bhagat Ram of Phalayan Mandal, they were rushed to hospital and their condition was stated to be out of danger. One Jagdev Singh, son of Sandhu Singh of Kotli Bhagwan allegedly made abortive attempt to end his life by consuming some poisonous substance at his residence. He was rushed to hospital when spotted unconscious by family members and doctors attending on him immediately provided him stomach wash treatment followed by other medicare. His condition was stated to be out of danger. The cause behind this extreme step was not immediately known. |

carrying out attacks in Jammu to JAMMU, July 25: Ultras have adopted a three-pronged strategy to intensify militancy in Jammu, including carrying out killings here ahead of the forthcoming Assembly elections to whip up communal tensions, a senior police official warned today. "Militants, mostly foreign mercenaries, have adopted a three-pronged strategy to bring the otherwise peaceful Jammu belt in the militancy map of the state under a new gameplan," Jammu zone IGP P L Gupta told PTI today. Jammu has a population of over 16 lakhs, 93 per cent of whom are Hindus. It is also the main financial backbone of the state. Militants engineered their first attack on the historic Ragunath Temple in April this year followed by the Kaluchak carnage in May and the recent Rajiv Nagar massacre as part of this strategy, Gupta said. "The killing of nearly 70 people of a particular community in these massacres was aimed at creating communal violence and disturb tranquility of Jammu," said Gupta, who is looking after operations in the six districts - Doda, Jammu, Kathua, Rajouri, Poonch and Udhampur - of Jammu division. Not only would these massacres help terrorists in bringing Jammu on the terrorist map but also serve to destabilise the election process, he said. Gupta said security forces would have a difficult time to stop these attacks "since a suicide squad member, who does not care for life, can do anything because his aim is death and destruction." The police official said while militants mostly targetted Government establishments in Kashmir division, they were attacking civilians in Jammu division to put pressure on security forces. He said local militants had mostly gone underground in Jammu division but foreign mercenaries were very active. "These mercenaries constitute 80-90 per cent of cadres in outfits like Jaish-e-Mohammad, Lashker-e-Toiba, Harkat-ul-Jehadi-Islami, Hizbul-Mujahideen-Pir Panchal Regiment and Hizbul Mujahideen operating in these areas," he said. "They are particularly brutal and mutilate their victims bodies," he added. (PTI) |

aided technical Excelsior Correspondent Srinagar, July 25: The Education Minister, Mr. Mohammad Shafi has called for a broader perspective planning for faculty improvement in polytechnics adding that these institutions should develop a linkage with the best technical institutes in the world to upgrade technical education in the State. Speaking at the first meeting of the empowered committee for implementation of world bank assisted technical education project for upgradation of technical education in J&K here the other day, the Minister laid an emphasis on curriculum development in polytechnics to make it at par with the syllabus of countrys best polytechnics. Emphasizing on quality improvement in technology techniques, Mr. Shafi also called for increasing intake capacity in the polytechnics adding this would help produce adequate manpower meet future requirement of trained computer engineers as the computer education is being introduced in all 1200 government higher and higher secondary schools of the State in a big way. He also assured the concerned officers to take speedy measures for introducing seven new a level computer training courses in the polytechnic colleges. The Minister asked for internal resource generation in polytechnics, which could be utilized for introducing shift systems for imparting computer education to everyone desiring to get the training. While stressing for utilizing the equipment procured under the project in best possible way, the Minister suggested to constructed new buildings with central heating system for running training programmes round the year even during hostile weather condition of white period. He asked the engineers to concentrate on beautification, landscaping and aesthetic aspects while construction on various buildings for polytechnics under the project. Mr. Shafi impressed upon the functionaries to make all out efforts for the successful implementation of Rs 65 crore prestigious project to be completed in five years. He also stressed for engaging qualified staff for the existing and new courses and optimum utilization of the equipment and machinery procured under the project. He urged for imparting training in 60 new based courses so that trained diploma holder do not find it difficult to get jobs particularly in private sector. The meeting was informed that an amount of Rs 18.46 crore are being spend on various developmental works under the projects during the current financial year against Rs 9.38 crore expanded during last fiscal. |
Rather cautions people against political opportunists Excelsior Correspondent BUDGAM, July 25 : The Finance Minister, Mr A R Rather, has cautioned the people against political opportunists who, he said, frequently change colours to suit their self-interests. Addressing a public meeting at Watakaloo, a far flung area of Budgam district, the Minister said the spectacular progress registered by the present Government under the dynamic leadership of Chief Minister, Dr Farooq Abdullah during the last six years has made such elements panicky. They have unleashed a tirade of false propaganda to create misgivings and mistrust among the people. This, the Finance Minister said is being done keeping in view the forthcoming Assembly elections. But the people are fully aware of such gimmicks and will give them a befitting reply. This time too these opportunists will have no other fate than that of the past. It could be even worse, Mr Rather said. Mr Rather said the period of last six years witnessed unprecedented increase in the State's internal resources generation which resulted in greater spendings on developmental programmes as also for speeding up the execution of plans and programmes specially launched for the upliftment of the neglected, backward and Kandi areas of the State. Terming the restoration of peace in the State as one of the biggest achievements of the present Government, the Finance Minister said it has helped in launching of massive developmental programmes in the State. He said before the present Government took over in 1996, the peace of the State was worst hit. We however took this as a challenge and with firm courage and determination restored the peaceful atmosphere in the State. Special schemes were launched for upgradation of roads, extending educational, medical and allied facilities with increased allocations. Improvement of roads was given special thrust as the roads had been badly damaged during the period of turmoil and with the increased population these needed expansions. Reconstruction work of damaged infrastructure was initiated on top priority and carried on war-footing. The results are for everybody to see. The period of six years of the present Government, Mr Rather said can be summed up as an era of peace, progress and development. He said upgradation programme of roads in the area is presently under execution and most of these will be completed by the close of the current year. This will provide one of the best road net works in the district. He said for Watakaloo a circular road is proposed to be constructed which will meet the requirements of all the people of the area. He said Chalyan Chuntinar road which has to pass through difficult terrains is presently under construction and the pace of work on this vital communication link will be acclerated in days to come so that the people of the area are in a position to tread on the path of progress and development. Agreeing to the need of further augumentation of the drinking water facilities in the area, the Minister said some immediate remedial measures will be taken to meet the present demand. He said as a long term measure a new scheme dooting about as 60 lakhs has already been formulated and funds for the same have been alloted. Work on the scheme will start shortly. Funds for the same have already been released. Referring to extension of educational facilities in the area the Minister said the Primary School Watakaloo has been upgraded to the level of Middle School and will start function as such from the next academic session. The present school building built at a cost of over Rs 8 lakhs was inaugurated by the Minister during the tour. Regarding demand of creating more space in the school building, he said another three rooms will be added to it this year. About the demand of transfer of administrative control of schools in six villages of the area from Charar-i-Sharief to nagam zone, the Minister said that district administration will take care of this problem. Mr Farooq Inderabi also addressed the public meeting and highlighted the measures taken by the present Government for upliftment of the people and speeding up developmental programme. |
DCC to start agitation against SRO 215 Excelsior Correspondent JAMMU, July 25: A meeting of Block Congress presidents of District Congress Committee, Jammu Rural in a meeting held at PCC Headquarters today highlighted the problems of their blocks. As per a release, the meeting was chaired by Mr Madan Lal Sharma, former Minister and president DCC Jammu rural and attended by Mr Parduman Singh Azad, former MLA and Incharge general administration PCC and Mr Gulchain Singh Charak, former MLC and senior Congress leader. The speakers criticised the latest Government order issued vide SRO 215 against which the poor tenants of EP houses in the rural and urban area and the agriculturist who have been leased EP land in villages, are forced to sign fresh lease deeds to enhance the rent and the production of the land. Meanwhile, Mr Balbinder Singh Sambyal, working president of DCC Jammu Rural said that NC Government should withdraw immediately SRO 215 with regard to custodian property and if it was not withdrawn within weeks time, the DCC Jammu Rural will adopt the agitational path against the SRO 215 at block level. He further said that it is only Congress party which since 1947 provided land and evacue houses without charging any rent to the refugees of 1947. The Minister was inaugurating Chanu Chak link road and laying foundation stone of Ladore-Halqa Marh link road at Chanu Chak and Ladore in Marh block yestereday. The link road from main road to village Chanu Chak has been constructed at a cost of RS.3.50 lakhs while the link road Ladore-Halqa Marh will be completed with an estimated cost of Rs.43.53 lakhs. The Minister said that immediately after assuming power, the present Government headed by Dr. Farooq Abdullah laid thrust on the development of rual and backward areas in the state so that the inhabitants could also avail the benefits of basic amenities likewise provided to the urban area populace. Cautioning the people against the propaganda of vested interests the Minister said that these leaders are now bent up to mislead the people about the policies and programmes of the present Government for gaining sympathies. He said that they are also creating an atmosphere of confusion among various sections of the society in order to achieve political mileage. The Chief Executive Councillor while appreciating the endeavours of the vegetable growers of Kharoo village and the efforts of Agriculture and Cooperative Department to help conceive the concept of cold storage among the progressive farmers said that soil of Kharoo and the surrounding villages was conducive to vegetables of different variety especially potato and fodder grass. He said that Army stationed in Ladakh is the main market for such vegetables and Ladakh can meet the need of the entire vegetable requirement of Army for which vegetable growers have to play a big role and in reply they can improve their economy a lot. He emphasised the need for the introduction of such cold storage in other parts of the district which may go a long way in storing the vegetables for longer periods and could save the vegetables from getting rotten. He also stressed upon the introduction of local technology in preparation of cold storage and cellers. The Deputy Registrar Cooperatives Mr Tadpar Joldan said that marketing Society Kharoo has sold vegetables worth Rs 50 lakh to the Army last year and Society proposeds to sell more vegetables to Army during coming winter season. Mr Tadpar Joldan said that Kharoo Marketing Society has also sold fodder worth Rs 70 lakh to Army and other commuters. He further said that vegetables worth Rs 3 crore are sold to Army annually by different marketing societies of Leh district. The said cold storage has been constructed near a running stream while making a big pit of dimension of8x10x6 feet, fitted with iron pipes in which the stream water runs in pipes without the help of power. The progressive farmers of Kharoo while appreciating the efforts of Agriculture and Cooperative department requested the district administration to formulate a more effective action plan for marketing their fodder and vegetables. |

Food store workers to go on strike from July 29 Excelsior Correspondent JAMMU, July 25: The Food and Allied Workers Union Jammu and Kashmir in meeting held here today took stock of the burning problems of the workers of the Food and Supplies department. As per a release, the meeting in this connection was held here today under the chairmanship of Mr Bishan Dass. It was alleged that employees are a frustrated lot due to callous attitude of the senior officers in the Administration. It was pointed out that the work done by the Workers of Food and supplies department and those of FCI is similar but this great disparity has caused discontent and anxiety among the workers of the Food and Supplies department. Those working with FCI are getting Rs 116 per day but those with the Food & Supplies are still getting Rs 36 per day which is great injustice to them. The rate of loading and unloading of bags which was Rs 1.33 per bag in 1996 has not been revised till today whereas FCI workers are getting Rs 2.05 per bag.The issues were taken up with the Concerned F&S Director but nothing has been done so far. The workers of Food stores have threatened to go on strike from July 29 if the immediate decision was not taken by the higher authorities in this connection. They maintained that several times the issue was taken up with the Directors concerned in last 4-5 years but they never bothered to resolve the issue. The workers have been compelled to launch indefinite strike. |

Excelsior Correspondent JAMMU, July 25: Peoples Democratic Party (PDP) organised a workers meeting at village Magowali of Suchetgarh zone to discuss the present political scenario and chalk out strategy for the coming Assembly election. Problems of the displaced border people and farmers of the area was also discussed in the meeting which was presided over by Mr Tarlok Singh Bajwa, general secretary of the PDP. According to a press release, while addressing the meeting, Mr Bajwa asked the workers to go every home with model of Electronic Voting Machine and educate the people how to vote. He also asked the people to make voter identity card to ensure free and fair elections. Mr Bajwa demanded enhancement of relief material for the displaced people and their mined land. He criticised the NC Government for its failure to mitigate miseries of the masses. Mr Bajwa expressed his grave concern over deteriorating conditions of border migrants and farmers. He asked the State Government to take effective steps to solve problems of the displaced border people. Excelsior Correspondent JAMMU, July 25: A permanent Lok Adalat was held today in the District Court Complex Jammu under the chairmanship of Mr Subash Chander Gupta, Chairman, District Legal Services Authority, Principal District and Sessions Judge Jammu, assisted by Mr Sat Lal Tingloo, Additional District Judge (Bank cases), Jammu to deal with MACT cases of New India Assurance Company to be taken in the said lok Adalat. As per a release second Bench was also held by the Chairman District legal Services Authority, assisted by Additional District Judge (Matrimonial cases), Jammu, to deal with Matrimonial cases. Total 24 cases were taken up, out of which 9 cases were settled through councilation, mediation and negotiation and compensation of Rs 4,55,000 was awarded in MACT cases. Representatives of the Insurance Company, Litigants, Advocates, Prominent Citizens, staff of MACT Court and Staff of Matrimonial Court as also staff of Legal Services Authority were present on the occasion. |

Property hold demonstration Excelsior Correspondent JAMMU, July 25: A protest of Tenants of Evacuees Property led by Mr Banarasi Dass Angral president Evacuees Property Tenants Welfare Society, Rajinder Kumar Sharma, spokesman, Mr Suraj Parkash, general secretary, Himmat Singh, vice-president, Ramesh Chander Sharma, Krishan Lal, chairman Rajinder Bazar Traders Association, Mrs Amina Begum, Shanti Devi, Parveen Sharma, Ajesh Gupta, Rajinder, Shanker Dass and others. According to a press release, the procession was started from Shaheedi Chowk and culminated at City Chowk. Processionists shouted slogans against State Government for issuing SRO 215. Addressing the rally, leaders strongly condemned the State Government for unnecessary harassing the people. They demanded immediate withdraw of SRO 215. They warned the Custodian Department against issuing notices and termed the Evacuee Department as den of corruption. They demanded immediate winding up of the Custodian Department and give property rights to the tenants. |
Govt ignores Press, succumbs to employees strike Excelsior Correspondent SRINAGAR, July 25: Making a mockery of its own governance, the state Government has revoked the attachment order of the controversial Deputy Director of Information Department Mr A G Rather within 24 hours. Incharge of the Governments "Public Relations", Mr Rather had been attached to Directorate of Information for having misbehaved with journalists in the state Assembly last week, on Wednesday only. While the Government was in search of of an officer of good mannerism for the sensitive posting of Dy Director (Public Relations) in the Information Department, Mr Rather asked his colleagues to proceed on "indefinite pen down strike" on Wednesday. His attachment had been ordered by Information Minister, Mr Ajat Shatru Singh, on the complaint of Srinagar-based mediapersons whose demand was that a "suave, sobre and dynamic" official be appointed as head of PR in the Information Department. On the Assembly premises, Mr Rather had misbehaved with journalists and shouted upon them and exchanged vile language with a senior journalist. Immediately after the revocation of the attachment orders, employees of the Information Department resumed work and began work on the pressnotes and pictures of 25 ministers. However, the revocation ordered in view of squatting and sloganeering of the Information Department employeeshas immediately irked the media fraternity here. Most of the working journalists, editors and photojournalists perceived it as the Governments approval of insulting the Press. They remarked that the Information Minister had succumbed to the pressure of pendown strike of his subordinate employees but ignored the demand of the media fraternity with utter contempt. Journalists wondered how a person, known for his temperamental behaviour, had been allowed to hold hostage the entire Public Relations gamut of the state Government and honoured by the revocation order. They said that the whole state of affairs of the "completely defunct" Information Department would be explained to the Chief Minister Dr Farooq Abdullah after his return from the Union capital on Friday. |
