Gutkha Ban-I

Sir,

After the ban on use of plastic bags by various states in India, now a historic step in being taken by the Maharashtra Govt. to ban the manufacturing and selling of Gutkha products. No doubt that this step taken by the Govt. of Maharashtra will result in loss of crores of rupees revenue to the State but this step has been taken to remove the hazards of tobacco from our society. This step is hailed all over India by Public Health Organizations. This shows the concern of the Govt. towards the health of general public.

Though there is some resentment among the Gutkha users of the State, they at the same time know that it will help keep their coming generations away from various diseases like Cancer which is the result of excess chewing of Gutakha products.

It has been long since use of plastic bags was banned in various States of India is order to save our environment from the hazards of plastic bags, but till date no work has been done in this regard on part of J&K Govt. It is already known that the use of plastic bags and chewing of Gutkha, both are cousing direct or indirect effect on the environment and the health of people. Therefore, the Govt. of J&K should take necessary steps in this regard and impose ban on use of plastic bags and selling of tobacco (Gutakha).

Now its turn of J&K Government to show its concern towards environmental preservation and public health, if its not now then its never. When whole world is united in fighting against terrorism why not we unite to fight for preservation of environment and public health.

Gutkha Ban-II

Sir,

It refers to a welcome ban on manufacture, advertisement and sale of paan masalaa and gutkha in Maharashtra and UP. It is for the Union Health Ministry to implement these public-interest steps in whole of the country. In case Union Government fails to take initiative, the Apex Court can suo-motto order to extend orders of Allahabad High Court to rest of the country also.

Cigarettes are even more dangerous to public health as smoking pollutes the atmosphere adversely affecting health of non-smokers also. In advanced countries like USA, several residential societies have imposed ban on smoking for residents even in their own apartments, while some US courts have imposed unbearable fine on cigarette-manufacturers for causing harm to public health. Such steps have resulted in sharp decline on consumption of cigarettes in that country.

Union and state exchequers in India have to spend much more on smoking-related diseases than the revenue earned from sale of cigarettes. Otherwise also, it is senseless not to ban hazardous cigarettes just for sake of revenue earning. Smoking amongst youngsters starts only out of fashion, later becoming addiction. Even initial puffs cause discomfort to beginners. Union Government must ban manufacture, advertisement and sale of cigarettes in the country. Otherwise, Supreme Court (SC) should take initiative for the purpose. SC directions to prohibit smoking in public places in the case Murli S Deora vs UOI & others are not sufficient. Real objective can be fulfilled only by imposing a total ban on manufacture, advertisement and sale of cigarettes in whole of the country. It is wrong on part of the Union Government to act only when Supreme Court directs!

Trifurcation of the State

Sir,

The demand for the trifurcation of the Jammu and Kashmir State by some social organizations recently published in your esteemed daily, has evoked mixed response in and out side the State.

In this connection I am to say that the demand as stated above is a sensitive and needs some historical back ground of the rise and fall of the J&K State.

Maharaja Gulab Singh was the founder of the State of J&K comprising of an area of 2, 22, 232 Sq. Kms, in the year 1946. In order to save the people from the tribal attacks he conquered the areas falling beyond the river Indus in the North west i.e Gilgat, Chilas Hunza, Nagar, Yasin, Punial, Chitral etc. General Zorawar Singh conquered the hilly and mountainous region in Ladakh upto Tibet. Later, after Maharaja Gulab Singh, his son Maharaja Ranbir Singh (a law giver ruler) checked the growing ambition of Russia to annex the central Asia, provisioned the fort of Shah Dula, a three days journey from the Korakoram pass and was occupied by the Dogra troops. Thus vast empire came into exitences in the lap of Himalayas for the first time, which brought peace and tranquillity after centuries in Kashmir.

The partition of India in 1947 destroyed the equilibrium of the State when ethenic State Pakistan helped armed insurgents of N.W. frontier to attack the State of J&K on 22.10.1947. Ultimately the State lost an area of 120,649 sq. kms due to the cease fire on 1.1.1949 and in 1962 which is under the illegal occupation of Pak and China. Although Maharaja Hari Singh acceded to India by virtue of instrument of accession under the provisions of the act of 1935 as a sovereign ruler of the whole territories yet the GOI could not recover the areas illegally occupied by Pak and China. Our political leaders and the men at the helm of affairs are emerced in acting and doing so much that they have forgotten the duties towards the State so far.

In order to mitigate the sufferings of the people of the State some social organizations demand trifurcation of the State on administrative basis in the three regions of the State, Jammu, Kashmir and Ladakh which is a positive move but it may prove the elephants of porus in the long run. As three regions of J&K on the basis of culture are inhabited by Kashmiris, Dogras, Punjabis, Bakerwals, Ladakhis, Pushwari etc. Their dialects differ, they have different religions, social customs and political loyalties. Apart from this, our selfish political leaders would create indiscipline among the different sections of the society, for achieving their ulterior motives. Above all, keeping in view the sacrifices of the founding fathers of the J&K State since 1846 how can a patriot accept the further distintegration of the State? The present scenario is antagonising corruption and lawlessness in rampant all over, militancy has made the living of the people miserable. The political environment is also surcharged as the elections are fast approaching, any move in the direction of trifurcation would give wrong signals in and out side of the State to help the opponents who are hell bent to create confusion in the peaceful atmosphere of the State.
