59th meeting of SLBC Excelsior Correspondent SRINAGAR, July 4: The Chief Secretary, Mr. I. S. Malhi today called upon the bankers to minimize the gap between credit and deposit ration and bring it at par with the national level by extending liberal credit facilities to the critical sectors of economy to tackle un-employment problem in Jammu and Kashmir. Speaking at 59th meeting of State level bankers committee organized by Convener J&K Bank, Mr. Malhi said that all the Government departments and banks should extend their cooperation to the needy people applying for loans. He stressed upon the concerned departments to ensure that each loan application received be forwarded to the respective banks during first or at the most in second quarter every year. He, however, said that set September 2002 cut of date for forwarding such applications for the current financial year, as the credit plan for this year was finalized late. He said normally disbursement should be ensured during the third quarter. To achieve the targets under this year credit plan of Rs 5000 crore, is a big challenge, he said and added that bankers should strive hard to achieve the targets. He said efforts should be made to increase the states credit deposit percentage from 30 per cent and strive to emulate with the national level of 50 per cent credit deposit. While reviewing the achievements of last year he appreciated the role of few bankers in accomplishing their fixed targets and admonished those who failed to even achieve 50 per cent of the targets fixed and exhorted for improvement. He said unless a mindset having feeling of empathy towards creditors created among the authorities, it is very difficult to achieve the cent percent target in credit deposit. The Chief Secretary said our State have different class of loanees and applicant should be treated in same manner while sanctioning loans, he said that every citizen in the secular country has equal rights. Mr. Malhi said that though bankers have their busy schedule of working but they should spare some time to visit to the rural areas and apprise the villagers about the procedure of applying several loan schemes, which would prove beneficial for them. Sangh
Parivar fanning regional, communal Excelsior Correspondent SRINAGAR, July 4: The Minister for Works, Mr. Ali Mohammad Sagar has accused the Sangh Parivar of fanning communal and regional passions by issuing irresponsible statements over various sensitive issues including Jammu and Kashmir. Addressing a largely attended public meeting at Safapora in district Baramulla today, the Minister said by raising the demand for trifurcation of Jammu and Kashmir, RSS and its sister organizations were trying to isolate Kashmiris which would have dangerous consequences for the whole country. He said such demand would not only add to complete alienation of Kashmiris but could lead to fragmentation of the whole country on regional and religious lines. He said instead of helping the State Government in its efforts to restore complete peace and normalcy in the State, such elements were out to destabilize the whole country to further their communal agenda. Such efforts, he said, would only stoke the communal fires in the State and could lead to the repetition of the gory incidents of the partition era of 1947. Jammu and Kashmir, he said, is not the personal property of the Sangh Parivar that they will start dividing it on regional lines. He said it is the people of Jammu and Kashmir who have to decide how they are going to safeguard the interests of the State. The people of all the three regions of the State, he said, have already expressed their resentment over the RSS statement and have vowed to fight against any move aimed at disintegration of the State on regional and religious lines. Mr. Sagar said the National Conference is the only political party, which has offered sacrifices for restoration of peace in the State. "Ironically, the some party has today become a target of conspiracies and several fronts have been opened to weaken NC which represents the urges and aspirations of the people of Jammu and Kashmir," he said and reminded the BJP that they had to send Mr. Murli Manohar Joshi escorted by thousands of troops to hoist national flag in Lal Chowk in 1992. "With the efforts of the present Government, the same flag is flying high in every part of the State today," he said. Mr. G. N. Shaheen, MLC and provincial president of NC also addressed the meeting. Earlier, the Minister inaugurated water supply scheme Cheshma Manasbal at Manasbal. Completed at a cost of Rs. 42 lakh, the scheme would benefit a population of 5,000 souls of three villages of the area. BJP leaders allege
suppression of Kashmiris Excelsior Correspondent JAMMU, July 4: The continued suppression of the Kashmiri rulers of Jammu and Ladakh has forced the people of the Jammu and Ladakh regions to demand trifurcation of the State of Jammu and Kashmir, said party vice president Mr Ashok Khajuria MLA and the chief whip of the BJP Legislature Party, Choudhary Piara Singh while addressing a public gathering here. These leaders said during all these 53 years of independence the State Government under the Kashmiri rulers had been treating the Jammu region and cold desert Ladakh as second fiddle to Kashmir. Both added that no consideration, whatsoever, of the developmental works and more, even the funds meant for Jammu and Ladakh regions have been diverted towards Valley. The BJP leaders said almost all the headquarters of various corporations have been located in Kashmir region and there is very little or no representation to the people of Jammu and Ladakh regions in State Government services. They said that all these Jammu has become base for fighting Pakistan sponsored and aided terrorism but still the Government leaders have the Valley into their consideration. They wondered that till date no one was listening and today even separatists are speaking double talk of opposing the resolutions adopted by Nationalist forces like RSS. "There had been movements in the region aimed at getting justice for people of Jammu and Ladakh regions and their share in all the sphere including that of polity of the State that has been made by the rulers of Kashmir to suit their ends of having a supremacy on these regions where Jammu region has almost equal population and that it has very high and difficult terrain but has been allotted very less seats in the legislature while it has more number in upper house of the State. The leaders said that the demand for reorganization of the State has in it discriminative attitude of the successive Kashmiri dominated rulers otherwise it is a well known fact that Dr Shyama Prashad Mukherji laid his life in Kashmir for the unity and integrity of the country when nationalist forces under Praja Parishad had launched a movement in 1953. The leaders appealed the people and the nationalist forces to stand united and foil nefarious designs of the vested interests. |
