policy Excelsior Correspondent JAMMU, July 3: Lambasting Kashmiri rulers for dubbing trifurcation demand as communal, the All Parties Jammu Statehood Movement (APJSM) today said that demand of reorganisation of State was raised to provide justice to the neglected and discriminated lot of the State. "Demand for trifurcation is not for the benefit of any particular community, but for entire Jammu region which includes three Hindu majority and three Muslim majority districts", Prof Varinder Gupta, chairman presidium of the APJSM said while addressing a press conference. "Our demand is regional in character and has nothing communal in it. The demand is purely secular, national and realistic and in the best interest of the people of all the three regions of the State as well as in the interest of the country as a whole", he said, adding, "with any organisation, whether representing a single community or multi community supporting it, the secular demand does not became communal". Terming Kashmiri leaders as exploiters of Jammu and Ladakh regions, Prof Gupta said, "Mufti, Abdullah and Hurriyat leaders are chips of the same block and their nationalism is conditional to being in power and submission of the country before their blackmail". "Instead of opposing demand of trifurcation, Mufti should expressed his gratitude towards people of Jammu region who had elected him as MLA from R S Pura when Kashmiri people threw him out from the Valley", he said and added that Kashmiris never wanted to liberate their "colonies" Jammu and Ladakh. "The negative response from the ruling NC to the development is the outcome of their feeling unnerved and frustrated over the prospects of their losing hegemony over Jammu and Ladakh, whom they have been treating as their colonies and exploiting these socially, economically and politically", he said, adding, "their machination and method to interpret it in terms of Hindu- Muslim divide betrays their own communal mindset". Charging Congress and BJP leaders of double talk, APJSM said, "while in private and in individual capacity leaders from Jammu in these parties support the demand, at party level they hesitate to speak in its favour. He warned that if BJP and Congress failed to learn from their debacle in the recently held by- election to Lok Sabha from Jammu-Poonch, they will be routed out in the forthcoming election. APJSM also flayed Deputy Prime Minister, L K Advanis statement rejecting demand for reorganisation of the Jammu and Kashmir. APJSM also expressed its deep concern over the conspiracies being hatched by the State Government to create communal divide in Jammu region and inject communal virus in this traditionally secular region. "Various devices are being adopted by the ruling dispensation in this regard. These include moves to set up separate colonies for members of a particular community from Kashmir in Jammu, including in the periphery of Jammu city, by illegally transferring the forest land to JDA and to contrive to convert the forest land use for residential purposes by setting the forest on fire and gutting of thousands of green trees, thus depriving Jammu of green gold", Prof Gupta said. |

Colleges performance astonishes all By Mohinder Verma JAMMU, July 3: Astonished over the dominating performance by Kathua college in the result of BA/BSc/BCom Part-III, the Principals of various Colleges of Jammu have attributed their dismal performance in position tally to lack of infrastructure and over crowding of institutions. But at the same time they are expressing satisfaction over the pass percentage. Notwithstanding the claims of Principals, the dusky performance has forced them to say that positions dont matter as it is the pass percentage which brings name and fame to the institutions. Their mindset that competition is only between Jammu colleges has also proved wrong and now they have started admitting that competition is between all the colleges of Jammu province. Talking to EXCELSIOR, Prof Roop Krishan Aima, second in command after Principal of Government College for Women, Parade Ground has admitted that College has not performed well in Arts and Science streams but expressed satisfaction over the performance by students in Commerce stream. "As compared to last year our performance of this year in Arts and Science streams is not upto mark but there are certain reasons which have contributed to unexpected performance in these streams", he said, adding "the over crowding and lack of infrastructure are the factors responsible for the College not getting positions in Arts and Science streams. Prof Aima is of the opinion that due to overcrowding teachers could not pay proper attention towards students but despite that they are doing at their best. "Students mostly opt for Arts due to their academic weaknesses in earlier classes and in Science stream drop out rate is very high", he said and hoped that next year College will perform well in all the streams. Dr M K Dhar, Vice-Principal of GGM Science College, which got only two positions in Science stream, claimed that there is no decline in pass percentage this year as compared to last year but hastened to add that this year College got less positions as compared to last year. "It is only pass percentage which matters not positions because positions is not a real test", he said and added that it is very unfortunate that College could not get more positions. He said that Science College is also facing all those problems which the other colleges have been facing. When asked about the reason that Science College got only two positions in Science stream, he said in Science stream cream of the students used to switch over to Engineering and only average students are left with the College to bring name and fame. Expressing satisfaction over the performance by SPMR Commerce College, Principal Prof Rita Munshi said positions dont matter much but overall general improvement of the College which matters. "Our College is too facing problem of lack of infrastructure and overcrowding and teachers have to teach a class of about 400 students", she said, adding "since there is always scope for improvement, I hope Commerce College will dominate the show next year". Principal of Government College for Women, Gandhi Nagar, Ms Gurdeep Kour admitted that Colleges performance in streams other than Arts was not upto mark but at the same time said that marks of all the students in Commerce and Science streams are good. "Earlier it was the notion that competition is only between Jammu Colleges but this time the dominating performance by Degree College Kathua in Science Stream has changed our that opinion", she said and added that now there is tough competition between Colleges of Jammu province to figure in position tally. She is of the opinion that lack of infrastructure and over crowding of institution is affecting the studies of students. Principal of MAM College Prof R R Sharma was the only Principal who was completely satisfied with the performance by institution in Part-III result and said that last year we didnt have any position but this year we have entered the fray. Mr Ram Modi Sharma, Vice-Principal of the Degree College Kathua said that the keen interest taken by teachers is the basic factor which helped College to clinch top three positions in Science Stream. "It is for the first time that our College has bagged top positions in Science", he said and added that overcrowding and lack of infrastructure, which is the problem of all the Colleges of Jammu province, doesnt mean teachers stop paying attention towards students. "Basically, the will of students coupled with interest of teachers can bring name and fame to any institution", he maintained. |

NC not averse to observers
for Assembly Excelsior Correspondent SRINAGAR, July 3 : The Minister of State for Home, Mr. Khalid Najeeb Suharwardy has said that National Conference is not averse to the observers from any part of the country during the ensuing Assembly elections. The Minister was addressing a meeting after inaugurating a fire station at Tikipora in Lolab constituency. The Minister of State for Law and Parliamentary Affairs, Mr. Mushtaq Ahmad Lone, who also accompanied Mr. Suharwardy, laid foundation stone of Health Centre to be constructed there at a cost of Rs.50 lakh. Mr. Suharwardy said NC has always upheld the democratic values high and it welcomes the observers including world media to see for themselves the free and fairness of the election process in Jammu and Kashmir. He said NC enjoys unflinching support of the people throughout the State and it would not be affected by the elements who are flouting baseless allegations to malign its image. Ridiculing the demand of some politicians of holding elections under Governor rule, Mr. Suharwardy said it seems that they have forgotten that the elections in 1996 were held under governors rule and NC won hands down. The last five years of NC rule have further strengthened its roots by registering significant achievements on every front he said and added that inspite of unfavourable conditions, the development graph in the State has witnessed highest ever-upward trend during the period. The success of NC he said lies in its sincerity towards accomplishment of its commitments made to the people. Speaking on the occasion, Mr. Lone gave a detailed resume of development works undertaken in the area. He also pointed out some significant sectors including irrigation, water supply, education and road connectivity for which Government has formulated plans and submitted the same to various agencies for funding. He said, the health centre proposed to be constructed would have all facilities including X-ray and other diagnostic equipment. The Minister ordered immediate completion of work on the high school building under construction in Tikipora. The Minister said that work on three roads connecting Tikipora with the adjoining villages would be taken up soon. Government has sanctioned Rs.3 crore for this purpose. |
Mysterious death of Army jawans wife Excelsior Correspondent JAMMU, July 3: Wife of an Army jawan died mysteriously at rented accomodation in Bakshi Nagar locality this morning under mysterious circumstances. According to police, the victim identified as Varinderjeet Kour, wife of Kulbinder Singh died due to critical burn injuries. Even Army jawan had sustained burn injuries. The owner of house Dina Nath, son of Laxmi Dass, after hearing the cries of woman rang up at Bakshi Nagar Police Station, under whose jurisdiction the area falls. Soon after getting the information, a police party rushed to the spot and found the womans body critically burnt. Her husband who too sustained injuries was sitting near the body of his wife. The body was shifted to Government Medical College and Hospital and was handed over to Army jawan for last rites after post-mortem. A case under Section 174 RPC has been registered in this connection and further investigations were on. Preliminary investigation carried out by police raised some suspicion and it seems that woman was done to death by setting her ablaze. Meanwhile, one Sewak, son of Bisa of Kansapur Jamuna Nagar, Haryana got drowned in Ranbir Canal near Petrol Pump Domana. He was reportedly taking bath at the banks of canal when he lost his balance and fell into deep waters. Some persons, who too were taking bath there, immediately swung into action and fished out the body. Gharota Police today recovered unidentified body of a male from village Chak Maryal under the jurisdiction of Gharota Police Station. The body was shifted to Government Medical College and Hospital and it has been kept in the mortuary for identification. In the meantime, one Krishna Devi, daughter of Mangal Dass of Krishna Nagar allegedly made attempt to end her life by consuming some poisonous drug at her residence. She was rushed to hospital when spotted unconscious by family members and doctors attending on her immediately provided her stomach wash treatment followed by other medicare. Her condition was stated to be out of danger when reports last came in. The cause behind this extreme step was not immediately known. |
Three of marriage party killed, 36 hurt in mishap Excelsior Correspondent KATHUA, July 3: Three persons of a marriage party were killed and 36 others injured, three of them critically when a bus, they were travelling in, skidded off the road and rolled down at Dadwara near Phanter under the jurisdiction of Billawar Police Station late last night. According to police, the ill-fated vehicle bearing registration number JK02M-8945 was on its way from Dadwara to Manpur when driver lost control the vehicle while negotiating share curve resulting into vehicle rolling down. The driver was under the influence of heavy liquor and soon after the accident he fled away from the spot leaving behind the victims bleeding profusely. Getting the report of accident, a police party from Billawar led by SHO S S Chandel swung into action and started rescue operation. All the passengers were brought out of the bus and shifted to Sub-District Hospital (SDH) Billawar. Three of the passengers were declared brought dead at hospital while other three criticaly injured were referred to Government Medical College and Hospital for specialised treatment. The condition of injured admitted in GMC Jammu was stated to be critical when reports last came in. The deceased have been identified as Shangri, wife of Sher Singh of Kotli Billawar, Kamlesh Kumari, wife of Chet Ram of Kalari Basohli. One of the deceased was not identified till late this evening. The injured admittted in GMC have been identified as Bachan Singh of Maanpur, Parkasho Devi of Dher and Suker Ram, son of Tullu Ram of Daipur. |

He further said that a clean and a dedicated team of office bearers will be constituted soon on the lines of ideology given by the Indian national Defence Workers Federation. Mr Sharma while speaking at the occasion expressed grave concern over the non-implementation of orders regarding payment of counter insurgency compensatory allowance. He said J&K has been declared as disturbed area as a whole as such the civilian employees working in defence department are entitled to the grant of full field service concession under the provisions of the Army instructions 7/S/48 but the full field service concessions have not been granted to the civilians working in the Defence departments in the state. He urged upon the Central Government to intervene into the matter and ensure payment of both the counter insurgencies compensatory allowance as well as field service concessions in the J&K as early as possible. Gupta supports J&K poll under Governors rule NEW DELHI, July 3: Newly-appointed Minister of State for Defence Production Chaman Lal Gupta today questioned Jammu and Kashmir Chief Minister Farooq Abdullahs objection to holding the coming Assembly election in the State under the Governors rule. When all parties are demanding that the State should be placed under the Governors rule, why should he (Dr Abdullah) have any objection, especially since he claims that he had got a two thirds majority in the 1996 election when they were conducted under the Governors rule , he told UNI soon after assuming charge of his office at the South Block this morning. In this connection, Mr Gupta, who represents the Udhampur Lok Sabha constituency in Jammu and Kashmir, referred to Prime Minister Atal Bihari Vajpayees statement in Lucknow recently that the Centre was considering the imposition of Governors rule in the State for conducting the democratic exercise. The Centre is committed to holding a free and fair poll in the State and everything should be done to achieve this objective , he added. Mr Gupta, who was earlier the Minister of State for Food Processing Industries, lambasted Pakistan for continuing to facilitate infiltration. When it was pointed out to him that Pakistan President Pervez Musharraf had promised to permanently stop cross-border terrorism and infiltration, he said you cant take Pakistans promises on their face value...There are so many power centres in Pakistan like the ISI and the Army...We have to continuously monitor the situation on the ground , he added. Mr Gupta asserted that India was determined to crush cross-border terrorism and infiltration. Putting an end to infiltration and trans-border terrorism is the top priority of the Government . Mr Gupta disclosed that the Centre had constituted a Civil-Army combined committee for deciding the compensation to be paid to the farmers, whose lands were taken over by the armed forces due to the deployment on the border. The committee was expected to submit its report by July 8 after which compensation would be paid to the farmers. In this connection, he pointed out that the committee was constituted due to claims and counter-claims being made by the civilian and Army authorities on the quantum of the land taken over by the Armed forces due to the border deployment. While the Army authorities claimed they had taken over 16000 acres of land, the civilians claimed that 70,000 acres of land had been taken over due to the deployment , he added. Mr Gupta said the Centre was also giving cash doles to the families affected due to the deployment. Measures to revamp
educational set up afoot: Shafi Excelsior Correspondent JAMMU, July 3 : In its endeavor to put education back on rails, the State Government is revamping the whole education policy and has initiated several innovative changes to enroll and accommodate more and more students to the regular graduate and post-graduate courses, especially for the schedule caste, tribes and backwards. For this, the Government is setting up course and carrier counseling cells in all the degree colleges of Jammu and Kashmir. Minister for Education, Mr. Mohd. Shafi revealed this at a high powered meeting with the Principals of all the degree colleges. He said establishment of these carrier-counseling cells within the premises of the college will help the students in getting expert advice on the subjects of their suitability and aptitude. Expressing his concern over the steep rise amongst the students wishing to enroll themselves in regular courses and on the limited in take capacity of the colleges, he said that evening classes would be commenced in the colleges to facilitate these students. The staff shortage if any, would also be met, Mr. Shafi added. The meeting also deliberated on the introduction of vocational courses in the colleges. These courses designed to make students competitive and professionals will tune them to compete globally, the Minister said. Few selected colleges of Jammu division will also have some Post-Graduate courses in their academic curricula on the pattern of the having special orientation like deemed universities which will make these colleges as prestigious institutions par excellence, the Minister said. To achieve this Herculean task the State Government, he said, is also planning to make a necessary tie up with the private sector to prepare the students for various state and central competitive exams. Likewise, the laboratory and other infrastructure will also be strengthened on priority bases. Mr. Shafi impressed upon the principles that our motive should not be only to complete the syllabus but extra classes should be conducted for the weak students to better the college results. Deliberations on promoting art and culture, debates, sports and other extra curricular activities were also held during the meeting. The minister exhorted the concerned to adopt a pragmatic approach for maintaining the quality of education. He said that education should not be used as a passport to employment but should be imparted in such a way that could bring all changes in the society. It is only quality education, which can liberate us from the web of ignorance and backwardness, he stressed. For the purpose, he directed them to prepare academic calendars on quarterly bases so as to make a record of performances of the students for yielding more results. The Minister informed that over Rs. 2.02 crore have been expended on the infrastructural development of all the degree colleges in Jammu division during the last financial year. Mr. Shafi enthused and congratulated the Principals for having bettered the results in the current session and on healthy increase in the enrollment of students. Various problems facing the students and the college management were also elucidated in the meeting. The Minister assured that all their problems would be looked into sympathetically for an early redressal. |
47 water supply schemes completed in Udhampur Excelsior Correspondent UDHAMPUR, July 3 : Forty seven Water supply Schemes have been completed in Udhampur division, four in Reasi division while work is in progress on 12 schemes. This was disclosed at the District sectoral officers meeting held here today under the chairmanship of District Development Commissioner, Udhampur, Mr. Shailendra Kumar who reviewed the achievements. The District Development Commissioner, asked all the Executive Engineers of Public Health Engineering in the district to speed up work under Pilot project to tide over the water scarcity. He asked them to handover the schemes fully completed to the concerned Panchyats. While discussing the Education Sector, he said that toilet facilities will be provided to every school subject to the contribution of Rs. 1300 by each school from School Development Fund. Additional accommodation would be provided in High Schools, where only three or four room are existing. He asked the Chief Education officer to ensure physical monitoring of 20 to 25 institutions every month. The Chief Education officer on the occasion revealed that with the appointment of 274 fresh teachers in 150 schools to give fillip to Education sector. The SSC said that under Employment Assurance Scheme, the focus will be laid on school buildings. He asked the officers to prepare project reports focussing poverty alleviation schemes. The District Development Commissioner, asked the Social Welfare officer to work out the feasibility for setting up of vocational training centres at the migrant camp in Talwara. He also asked the Chief Education Officer to set up make shift schools for them as the schools at Prankote, Narkote, Dhakikote, Chalad and Panasa have been closed due to militancy. Mr. Shailendra also asked the concerned officers to expedite work on the Mushroom Project, Women College building, Udhampur and Degree College at Reasi. The District Development Commissioner asked the health Department to organise two to three medical camps every month in each block of the district to provide specialised medical treatment at door steps of the people. The Animal Husbandry Department was asked to make home delivery of pure milk produced at its Dairy Farm at the rate of Rs. 12 per kg. |

The new office bearers assured that they will work sincerely, whole-heartedly and effectively in the interest of the party and that they were ready to make any sacrifices in this regard. Mr Devinder Krishan Shastri appealed to all the office bearers and working committee members to work in their respective areas so that coming Assembly elections could be fought successfully and that above all strengthening of the party should be their main objective. Mr Shastri urged the Central Government to impose Governors Rule in the State so that elections are held peacefully and in the right prospective of the people of the State, as this will enable the people to cast their votes freely and fairly and in tune with the democratic set up of the country. He lashed at the NC Government, which, he said, has proved utter failure in containing militancy and putting the people to various arduous conditions. He said NC is trained in playing fraud in elections and held that imposition of Governor Rule will ensure free and fair polls in the State. The Shastri said Shiv Sena will fight coming Assembly elections on its own. He also announced that Shiv Sena will install a free Langer for Amarnath Yatris as per the past practice. While concluding he appealed the public to donate generously for free Langer so as to make it an effective and remarkable event. |
Rural childrens summer vacation camp organised Excelsior Correspondent JAMMU, July 3: Social action unit of Catholic Social Service Society for Bishnah organised one-day summer vacation camp in the village Tindey Khurd tehsil Bishnah on Tuesday. As per a release, the Government school going children from Jinder Khurd, Mehmoodpur, Nowgram, Prithvipur, Ismailpur, Sikenderpur, Awathara, Harsh Dabbar, Sehora, Deoli, Thara Chak, New Colony Bishnah and Phinder assembled at Tindey Khurd to participate in this one day summer camp. Sr Elsa with the committed social workers and also with the technical assistance of Mr Arul Sahayam Rajini, the project of the CSSS, organised this programme. Mrs Amritha Kour CDPO, Bishnah was the chief guest on the occasion. Fr Jose John N, presided over the function. It was organised as a part of the process of implementation of the Integrated Rural Development Programme in the above mentioned target villages. Bishnah Social Action unit of CSSS through its village level social workers takes care of formation of women groups, youth & children groups and farmer clubs. The camp began with the procession by the children who went around the village Tindey Khurd uttering slogans which were based on childrens right to study, right to live, right to health, right to free from child labour and right to equality of sex. The chief guest congratulated the team of social workers for having collected such a number of rural Govt Schools children with a noble cause of organising them for a better future. |
Rs 11 cr Haj complex coming up at Srinagar: Sagar Excelsior Correspondent SRINAGAR, July 3 : A modern Haj complex, providing all the facilities under single roof, is coming up at Srinagar at a cost of Rs. 11 crore. This information was given at a high level meeting held here today under the chairmanship of Minister for Works, Mr. Ali Mohammad Sagar, who headed the Indian Haj Delegation last year. The meeting was attended by Divisional Commissioner, Kashmir, Mr. Parvez Dewan, District Development Commissioner, Srinagar, Mr. Abdul Hamid, Haj Officer, Sheikh Nazir besides the officers of Srinagar Development Authority. The meeting was informed that 20 kanals of land have been acquired at Bemina for the construction of the prestigious Haj complex, which would provide facilities like immigration clearance, customs clearance, cargo, foreign exchange counters, mosque and other amenities under single roof. The pilgrims would fulfill all the necessary formalities at the Haj complex and would straight way board the flights without any hurdles at the airport. Speaking at the meeting, the Minister said that there was an urgent need to have a Haj complex at Srinagar as all the pilgrims from the State are now airlifted from the Srinagar airport directly to Jeddah. He said for the next 10 years the Haj pilgrimage would be performed during the winters and to save the pilgrims from the hardships of the winter, the necessity of having a Haj House was important. He said Rs. 1.50 crore would be earmarked for the construction of the Haj House during the current year and more funds would be raised for the purpose by asking the legislators to contribute from their Constituency Development Fund. He asked the concerned authorities to start construction of Haj complex immediately. |

Excelsior Correspondent UDHAMPUR, July 3: The district executive body meeting of PHE Employees Association held at PHE Complex here under the presidentship of Mr Som Nath, secretary provincial body of the Association criticised the wrong attitude of the PHE authorities regarding non-fulfilment of their long pending genuine demands. As per a release the demands raised included issuance of wages to daily wagers, part time workers for the past seven months as a result of which daily wage earners have come to the stage of hand to mouth. Association has many a times approached the District Development Commissioner, SE and Executive Engineer of the Department for umpteen times but with dismal progress. Association warned that if wages were not paid within weeks time, it will launch agitation and responsibility will lie on the Government. Other demands highlighted in the meeting pertained to benefit of Essential Services Act, provision of Disturbed Area Allowance, and filling up of vacant posts, regularisation of daily wagers. The association held that proforma given for Jammu division is different and called for revision of proforma as implemented in Kashmir division. Other demands included enhancement of daily wage rate from Rs 60 to Rs 100 and rationalisation of system of issuance of GP Fund Schedule to individual persons without taking any bribe. The meeting demanded that G P Fund Schedules should reach the respective offices without any fail. Others who spoke in the meeting included Messrs S Baldev Singh., Shiv Lal Pathania, Rattan Singh, Raj Krishan, Tilak Raj, Jagdish Raj, Chuni Lal, Krishan Lal Dubey, Des Raj, Kuldeep Singh, Mohinder Singh, Jamait Ali and Vishwa Nath. |

impressive theatrical show Excelsior Correspondent JAMMU, July 3: The Shivani Cultural Society organised a theatrical show of a Hindi play " Suryast", at Abhinav Theatre here this evening. Directed by Mr Arun Verma, the Hindi play has been written by Mr J P Das. Its presentation was impressive and large number of spectators appreciated the performance of the actors. Mr Ajay Khajuria as Dipankars acting was superb, while Vikram Sharma did his part as Sanjay well. Ms Mithali Gupta as Saroj and Ms Usha as Sheela displayed their artistic talent. The dialogue delivery and emotional expressions quite impressive. The play depicts the real life issues and deals delicately with social problems. Prof M R Puri, former Vice Chancellor of Jammu University, who was the chief guest, while speaking on the occasion, appreciated the work being done by the Shivani Cultural Society and the performance of the artists in this play. The play deals with some real life situations and portrays some of Dipankars sweet memories, his unfulfilled dreams, some unkept promises and events taking their own path. Prof Puri shared some of the personal experiences as well. He said that this effective media should be used for creating awareness about social issues and other problems among the people. |

Harbans Singh today reiterated the Government resolve to make Jammu and Kashmir as one of the most progressive states in the country in all the fields of development. Stating this after inaugurating the newly constructed road in village Babliana, here constructed at a cost of Rs. 3.10 lakh, he said that National Conference is committed to alleviate the lot of backward, downtrodden and the marginalized sections of the society adding that National Conference is not only a political party but a movement to satiate the democratic aspirations of the people of Jammu and Kashmir. Counting on the achievements made the present Government in its last five and half years of governance, Mr. Singh said that almost all the villages within the periphery of Urban town were linked to these areas under various Centrally and State sponsored programmes. He said that reconstruction and progress were the two mantras, which the present Government adhered to, in the past five years of its governance. "Remodeling and converting every village of Jammu and Kashmir into a model suburb is the dream of national conference", Mr. Singh asserted adding that tremendous progress was made in electrifying every village and ensuring safe drinking water to these areas. Mr. Singh also inquired about the families, which were recently provided financial assistance under Indira Awas Yojana and complimented the receivers of the reformatory Widow pension scheme on the occasion. Devinder Singh who also spoke on the occasion congratulated the people of the area and said that while the Government fulfilled its promise to the people now it becomes our scared duty to maintain these newly constructed lanes/drains by keeping perfect hygiene. Puri assails NC silence over regional autonomy Excelsior Correspondent JAMMU, July 3: Former working chairman of the officially appointed Regional Autonomy Committee, Mr Balraj Puri has taken the ruling National Conference to task for its complete silence on its commitment for regional autonomy at its recent conference in Srinagar. In a press statement, Mr Puri reminded the party that Sheikh Mohd Abdullah, had in a joint statement with Pandit Jawahar Lal Nehru in July 1952, categorically committed to provide regional autonomy in the J&K constitution. It was also promised in the manifesto of the party in the Assembly elections of 1996, he said. It was, in fact commitment of the leadership of the entire spectrum of politics of Kashmir region, he added and claimed that J&K State Peoples Convention, attended by Mirwaiz Moulvi Farooqs Awami Action Committee, G M Karas pro-Pakistan Political Conference, Bakshi Ghulam Mohds National Conference, Jamat-e-Islami and each and every political and social group of Kashmir had unanimously approved his draft on internal constitution of the State which provided for regional autonomy and further devolution of political power to lower level. Mr Puri stressed that there would never be peace in any region of the State till the present unitary and centralised constitution of the State was replaced by a federal and decentralised constitution. DGP inaugurates Police Station Amb Grota Excelsior Correspondent JAMMU, July 3: J&K Police has launched a drive to provide all the police stations and police posts with proper accommodation and equipment. This was stated by Director General of Police (DGP), A K Suri while inaugurating the new building complex of Police Station Amb Grota near here on Tuesday. Till now the staff of this Police Station was working in a make shift temporary accommodation. The building has been constructed by the Construction Division of J&K Police. About 500 people of Amb Grota block participated in the function. The DGP said in the prevailing atmosphere the police and the public have to work together to ensure safety of public and property. He also asked the people to put up the proposals concerning the welfare of the people so that the police can help the public under the civic action programme. Lt Col (rtd) S Jamwal, provincial president Rajput Sabha and sarpanches of Halqa Balwal and Grota also spoke on the occasion. They thanked the DGP for personally visiting the area and listening to their problems. The people appreciated the proposal of DGP for constructing a Primary Health Centre at Grota. A group of sixteen students, drawn from different Higher Secondary Schools in Kashmir Valley, participated in the debate at Government Girls Higher Secondary School, Kothibagh. Divisional Commissioner of Kashmir, Mr Pervez Dewan, gave away prizes among two groups of three students each. DSE Kashmir,Mr G A Pir, Joint Director, Sheikh Noorudddin, Principal Higher Secondary School Kothibagh, Mrs Jawahara, and others were present. Srinagar Bureau Chief of Daily EXCELSIOR, Mr Ahmed Ali Fayyaz, Qurrat-ul-Ain and Zahoor Ahmed Banday, OSD Inspection and Monitoring Wing, acted as judges and assessed the presentation of the speakers. Cultural Education Wing of the Directorate School Education organised the debate. Divisional Commissioner of Kashmir, Pervez Dewan, was the chief guest. Mr Pervez dewan, extremely popular in the Valleys student community, shared his personal experiences in debating with the audiences.
