Vajpayee rejects offer for talks on Kashmir

GORAKHPUR, Feb 16: Prime Minister Atal Behari Vajpayee today again rejected Pakistan President Pervez Musharraf’s offer of talks on Kashmir saying there cannot be any dispute on Kashmir as it is an integral part of India.

Addressing an election meeting here this evening Mr Vajpayee said the Jammu and Kashmir Assembly had ratified the accession of the state with India after independence.

India would not talk with Pakistan on any other issue unless Pak sponsored terrorist activities were stopped and peace restored on the borders, the PM said.

Mr Vajpayee said Pakistan had staked a claim for Kashmir on the basis that it was a Muslim-dominated state but did not realise that the Muslim population in India was more than the total population of the Pakistan.

He said Pakistan was already occupying one third of our territory and talks would be held only for that part and not for Kashmir.

The Prime Minister said the leaders at the time of independence divided the country on religious lines. India had honoured the decision and wished to live in peace with its neighbour. However, Pakistan turned the aggressor and attacked India thrice.

Lashing out at President Pervez Musharraf for levelling unfounded allegations against India, Vajpayee said his credibility was at stake and suggested that Osama bin Laden and Mullah Omar could be hiding in Pakistan.

"Musharraf had said in Washington that India was carrying out nuclear test which the administration denied in his face saying we do not have any such reports. After that Musharraf has not said anything," he said at a press conference in Lucknow.

In a further dig at him, Vajpayee said Musharraf had also named India as being involved in the abduction of US journalist Daniel Pearl but "the whole world knows that India has nothing to do with it."

"Once again Musharraf’s credibility is at stake. Whatever Musharraf says is taken with a pinch of salt."

To a question on how long the military buildup on the Indo-Pak border would last, he replied " till such time it is needed."

In reply to another question, he said there was a strong possibility of bin Laden and Omar hiding in Pakistan. "I will not be surprised about such a possibility," he said while maintaining that Pakistan was the safest place for them, adding there should be a "thorough search there". Pakistan should not provide asylum to them, he added.

Mr Vajpayee, who was campaigning for the BJP in the State, said the same party’s rule in the Centre and the State helped timely implementation of projects.

Without naming Bihar, he said sufficient funds were released to the State but they were deposited in banks and the ruling party was enjoying the benefits through interest.

He appealed to the electorate to vote for a party which could deliver the goods. The public had seen the performance of Governments of all major parties and could judge their performance.

He said UP had been ruled by parties which believed in casteism and created mistrust among the people. But the BJP Government, which came to power with the help of like-minded parties, had tried to initiate development work.

Mr Vajpayee said to resolve the problem of annual flooding in the state the Government would initiate discussions with the Nepalese Government, as all the major rivers originate there.

He said the huge stocks of foodgrains had created ‘storage difficulties’. "We are exporting foodgrains to earn foreign exchange," he added. However, India is still far behind in production of pulses and oilseeds and our agriculture scientists must think of increasing production, the PM said.

Mr Vajpayee said the Centre had lifted restrictions on the sale of farm produce to other states and farmers were free to sell their produce for better prices in any part of the country.

On industrial development, he said the Government had changed its policy to attract foreign investment into the country. (agencies)

JAMMU, Feb. 16: Chief Minister Dr Farooq Abdullah today strongly pleaded for devolution of power to states, saying that strong units are imperative for a stable centre.

Addressing big election rallies at Bishnah, Vijaypur and Samba, the Chief Minister said that several states have been advocating more powers, which is an essential ingredient of a true federal structure. He said centralization of powers have weakened the states.

He said the demand for restoration of autonomy is being misconstrued by some as weakening the state’s ties with rest of the country. Lot of propaganda had been made on this vital issue just to derive political mileage and derive electoral gains. But, nobody should forget that restoration of autonomy is to satiate the urges and aspirations of the people as a whole and not for Muslims alone, as is being made out by vested interests.

‘Being proud Indians, we won’t tolerate anything that is detrimental to the interests of Ladakh, Kashmir and Jammu’, Dr Abdullah said while taking strong exception to unfounded propaganda unleashed by opponents on autonomy and resettlement act, saying that National Conference is the frontal organization that has given sacrifices for strengthening national unity.

Similarly, he said, some leaders are creating unnecessary apprehensions in the public mind about resettlement act. People are being made to believe that under the garb of this act, anti-national people would be rehabilitated. But the fact is that nobody can even visit Jammu and Kashmir unless visa by New Delhi or become a citizen of the country without the approval of Home Ministry, the National Conference president said.

Lashing out at Prof. Bhim Singh, he said that he was creating unnecessary and unfounded apprehensions to mislead the people.

The CM took to task Mufti Mohammad Syed and Congress leaders for their duplicity and said that everybody is aware of the role of the former Union Home Minister who compromised with national interest for seeking the release of his daughter from the ultras. These leaders are leveling charges of corruption on National Conference and claiming that the party will resort to rigging. Such allegations come from those who have no standing in the electorate, he said, adding that where was Mr Mohammad Shafi Qureshi when his party was giving sacrifices to strengthen the roots of democracy during turbulent times.

‘The frustrated leaders, anticipating their poll debacle, have started singing tunes of rigging’, he lamented.

Dispelling apprehensions about discriminating any region of the State, the Chief Minister said National Conference had a cherished agenda of providing equal opportunities and avenues of development to all the regions and sub-regions, and this goal is being pursued single-mindedly.

Coming heavily on Pakistan for unleashing a proxy war on India and making innocent people of Jammu and Kashmir target of their brutalities, the Chief Minister referred to the observations of an eminent diplomat whom the Pak generals had confined that even if Kashmir is resolved, yet Pakistan will create reasons for hostilities with India. India bashing, he said, suits well to Pak army junta that has developed a vested interest in the country’s politics.

He said over decade long militancy has raised suspicions among the people about their fellow brethren. Some people tend to suspect others for their religious and regional affiliations. He also referred to the initiatives taken by Prime Minister Atal Behari Vajpayee that were reciprocated by Pakistan by Kargil and lot many massacres. In this context he referred to killing of 35 Sikhs in Chittisingpora during the visit of President Bill Clinton to New Delhi and another 22 civilians in Rajouri during Mr Vajpayee’s Lahore sojourn.

Dr Abdullah said that the proxy war and border shelling has caused havoc in Jammu and Kashmir and in the wake of border build up the hapless people were uprooted from borders who have been left to fend for their sustenance as they had been deprived of carrying on their usual farming etc. This situation has to be changed, as the people cannot afford any more excesses at the hands of either ultras or Pakistan. India, he said, does not want war but Pakistan too must realize the international sentiment against terrorism and stop pushing in mercenaries to this side, Dr Abdullah said.

He, however, expressed optimism about walls of hatred between the neighbours falling, enabling people of the two countries to lead a prosperous life.

Dr Abdullah dwelt on various subjects, ranging from devolution of power to grass root democratic institutions in the State, representation of women in Panchayats, performance of the Government in the past five years and said that power will be vested to Panchayats from April this year.

He made a fervent appeal to voters to choose a right person who could take their voice to the Lok Sabha.

Among others, Minister of State for External Affairs, Mr Omar Abdullah addressed the meeting at Bishnah, Power Minister, Mr S S Slathia at Vijaypur and Minister of State for Works and Power, Mr Qamar Ali Akhoon at Samba.

Several party leaders also addressed the gathering.

No dialogue with Pak till terrorism ends: Omar

POONCH, Feb. 16: Anticipating a major shift in Islamabad sponsored terrorism in next few months, Minister of State for External Affairs today ruled out talks with Pakistan until the cross border terrorism is completely stopped.

‘World is convinced about India’s view point on Pak involvement in terrorism and the US has put our concerns into the ears of President Musharraf just a few days back’, Mr Omar told largely attended election rallies in Mandi and Surankote areas of this district. He said India took several diplomatic initatives to apprise the world about Pak game-plan in Jammu and Kashmir and this has yielded better results with international community appreciating India’s concerns.

He laid a precondition of stopping infiltration by Pakistan for any dialogue and said that India is capable of taking on those ultras active in Jammu and Kashmir or elsewhere in the country. With containing militancy, the clouds of the fear would certainly wane away, leaving a conducive atmosphere for people to vote in the next assembly elections in the State, Mr. Abdullah added.

The Youth National Conference president said that India has been facing the brunt of terrorism for the past 20 years, starting from Punjab, that took the alarming dimensions in the wake of terror attack on Parliament. This necessitated border build up, though India is against war, as it brings only destruction. However, he asserted that India will not lag behind in meeting any challenge posed to the national integrity and nobody should test its patience. ‘We are optimistic of good days to come’, he hoped.

Mr Omar Abdullah ridiculed the formation of election commission by Hurriyat Conference, saying that if they are confident of their mass base why should there be pre-conditions. Hurriyat must face the people and honour their verdict. About the future Chief Minister, he said, that the people will decide it and not selected by Delhi or anybody else. In a democratic set up, the elected representatives of the people choose their Chief Minister.

The Minister said that nobody should nurture any iota of doubt on the fairness of the Indian election commission. ‘How about other parties forming their own election commissions like the one constituted by the Hurriyat conference’, he wondered.

Criticizing the demand of trifurcation, the young National Conference leader said that his party is against seeking votes on region or religion. He said National Conference is a secular party that has withstood the test of times. He, however, asked the people to elect their representative as the Jammu based candidates had so far represented the Jammu-Poonch constituency only. ‘Now is the time that a youthful leader from this area represents the constituency to highlight the problems of the people’, he said, while giving an indication of his return back to State politics. In that event, a youthful representative is necessary to project the cause of the State, Mr. Omar said.

Mr Omar Abdullah charged opponents for castigating National Conference and even dubbing its leaders as traitors, but when it comes to representing the nation abroad to convince the world about the Pak sponsored terrorism, the leaders of this party are deputed. He said though some leaders oppose currently the NC, but when it comes to raising the issues pertaining to Jammu and Kashmir with the PM or the Home Minister, NC leaders are in the forefront. He said his party enjoys good relationship with the national parties in Delhi.

He expressed his party’s gratitude to the electorate for giving massive mandate to National Conference in the last elections and hoped that this time it will be hundred per cent. ‘Remember, while preparing for the assembly elections, don’t forget the ongoing parliamentary elections that are as good as a test for the political parties’, he said and appealed to the voters to come and put their seal on the plough, the symbol of National Conference.

Mr Abdullah enumerated the progress and development registered during the past five years by his party’s Government and said though much has been done, still enough is required to be done for which the Government is committed.

Several other leaders of the party addressed the rallies that were attended by a large number of people of the border areas.

Two terrorists, jawan killed; 4 hurt

RAJOURI, Feb 16: Two hardcore terrorists and an army jawan were killed and four other soldiers were injured in an encounter at village Chrung in Khablan area of Thanna Mandi this evening while people stoned Darhal police station and observed a shutdown to protest the killing of a woman yesterday.

Troops carried out a search operation in Chrung village under Thanna Mandi police station’s jurisdiction this evening. The operation was launched on a tip off about the movement of a group of terrorists in the area.

A contact with the terrorists was established at 1700 hours today resulting into an exchange of gun fighting for about one hour, official sources said, adding that two terrorists and one army jawan were killed in the encounter.

Four army soldiers were seriously injured in the operation. Injured jawans were immediately evacuated from the firing site and airlifted to Military Hospital.

According to sources, two other terrorists managed to escape during the encounter and remained untraced. Slain ultras have been identified as Mohd Ikhlaq and Aftaab, both Pakistanis. Deceased army jawan was identified as Mattu Raj.

Two AK-56 rifles, three magazines, 14 rounds, one wireless set and three grenades were recovered from the scene of encounter.

With the killing of two terrorists, a total of 16 ultras have been killed in the twin border districts of Poonch and Rajouri during the last two days. Nine infiltrators were gunned down by army on the LoC in Mendhar sector while five terrorists were killed in Dara Sangla, Surankot in Poonch district yesterday.

Meanwhile, people from Topa village marched to Darhal town in Rajouri district this morning alongwith dead body of a woman Lal Begum, who was killed in the exchange of firing between security personnel and the terrorists at Topa yesterday.

Frenzied mob subjected Darhal police station to stone pelting. They blamed the cops for the killing of Lal Begum. A complete bandh was observed in Darhal and traffic stayed off the roads against the killing.

At about 1530 hours, local civil and police officers succeeded in persuading the people to give up their protest. An ex-gratia of Rs one lakh was also handed over to the kins of the victim by the authorities. Body of Lal Begum was buried by the people at 1630 hours.

As reported the middle-aged woman Lal Begum was working in her field when she was trapped in the cross-firing between security personnel and a group of terrorists at Top. She died on spot. The terrorists had managed to escape.

Local people, however, alleged that the woman was killed due to negligence of police and security personnel and were demanding action against them.

100 Kgs of PETN recovered , 16 militants arrested
SOG crackdown brings thaw to Srinagar violence

SRINAGAR, Feb 16: With the arrest of 16 militants and recovery of 100 kgs of the high grade explosive PETN, Police today claimed that the drastic improvement in situation, in the capital city of Srinagar, was the result of a major offensive launched by Special Operations Group (SOG).

While addressing a news conference here this evening, DIG Srinagar Dr Sheshpal Vaid and SSP Srinagar Rashmi Ranjan Swain claimed that SOG Srinagar had caused a severe setback to three major militant outfits in the capital city during the last two months. SP Operations Srinagar, Sheikh Mehmood, displayed how dangerous was the PETN explosive, 100 Kgs of which had been seized by SOG on Friday in Srinagar-Ganderbal area. He said that the explosive, recovered from Bashir Ahmed Bhat of Khwaja Bazar and Farooq Ahmed Gojri of Sayeedakadal, was being transported to the Chief Minister’s constituency of Ganderbal for disrupting the forthcoming Assembly elections and campaigning.

Dr Vaid claimed that it was for the first time in the history of the Kashmir operations that the deadliest yellow colour PETN had been recovered and that too in a large quantity in Jammu & Kashmir.. He said that just a few grams of the explosive were sufficient enough to explode and destroy a large structure.

In addition to the two gunny bags of the explosive powder, SOG Srinagar has also recovered six AK-56 rifles, 10 Chinese pistols, 19 Chinese grenades, 13 rifle grenades, two rockets, two wireless sets and a large quantity of assorted ammunition. Cash worth Rs 20 Lakh and a bus, which was being used for transportation of arms and ammunition, has also been seized.

The senior Police officials said that SOG Srinagar had launched a major offensive against three pro-Pakistan militant organisations and 16 of the wanted militants had been arrested during the last two months. At least eight of them have already been detained under POTO provisions. The detainees included Al-Badr Mujahideen’s commander, Mudassar Hussain Hajam of Hyderpora, who, according to the Police officials, led a group of Al-Badr militants in throwing grenades and making sneak attacks on Police and security forces in the capital city.

A 5-member group of Hizbul Mujahideen militants, which has been apprehended by SOG, was headed by Ashfaq Ahmed Bhat of Chinkral Mohalla Habbakadal. It, according to Police, had carried out a number of grenade attacks in the civil lines area. One group of the detainees belongs to Al-Fatah Force.

The DIG and SSP refused to guess the number of militants still operating in the capital city but asserted that there had been a "remarkable decrease" in the militancy-related incidents, particularly grenade throwing and shooting incidents, in the capital city during the last two months.

On this occasion, SSP Srinagar said that Police had taken a many measures to restore the confidence of the common man in the administrative machinery. He announced that he would issue a circular to all SHOs in his jurisdiction making it mandatory to report the detention of every individual and seizure of every vehicle to the SSP and DIG within 15 minutes of such action. There have been abundant complaints that almost all SHOs of Srinagar city have been detaining men and vehicles without any reason and justification. It has been observed that those individuals and vehicles are released in which senior officials or politicians intervene and those who fail to get such recommendations get themselves and their legitimate vehicles released from Police stations only after paying particular amounts of money to the SHOs. Most notorious of the lot is an SHO who, in recent past, remained behind bars for committing a murder in Tral area. Mr Swain agreed that reporting of all detentions and seizures to the rank of DIG within 15 minutes would leave no scope of extortion to the SHOs against the hapless civilians whose faith in the system had been shattered by the atrocities of a section of officials.

Kanshi hints at replacing BSP chief

JAMMU, Feb 16: Not satisfied with the performance of State unit of of his cadre, Bahujan Samaj Party supremo Mr Kanshi Ram said here today that he is going to conduct over hauling of the State unit and may change the party president in J&K if necessary for the betterment of the cadre.

Addressing a press conference here today, Mr Kanshi Ram who arrived here to campaign for BSP candidate, Mr Sheikh Abdul Rehman for Jammu-Poonch Lok Sabha seat said that he was dissatisfied with the performance of State unit of the Party. " I have failed to give desired leadership to the Party in J&K and I have to think about it soon," he maintained.

Responding to a question, he claimed that he was planning to change the State leadership of the Party in J&K before Assembly elections. He held the State leadership of the party responsible for poor performance and maintained that BSP in other states is doing well and has emerged as strong enough.

When asked about the performance of the Party in UP, Mr Kanshi Ram said that BSP will certainly get at least 200 Assembly seats in Utter Pradesh in these elections and will be able to form Government with the support of other party. He did not give any indication of joining hands with any specific party in UP but maintained that it will be decided when the poll results are declared and preparations are initiated for forming Government.

Mr Kanshi Ram further claimed that he received 900 applications for the party ticket from the candidates of upper castes in UP and provided 37 seats to the candidates of Brahmin community. Responding to a question on his double standards in context of upper class, Mr Kanshi quipped, " I have given 15 % political reservation to the candidates of upper castes. Now, BSP believes in giving reservation and not demanding it from the others," he maintained.

Referring to the role of BJP and National Conference in J&K, he said that Farooq Abdullah has sent his son in the fold of Atal Behari Vajpayee and the candidate who will win among these two parties will go to Vajpayee’s lap. If BSP candidate wins, he will sit in the opposition. The BJP and NC have failed to mitigate the problems of people and therefore, the people have lost faith. He said his party position is also sound in Punjab and BJP-Badal alliance is at the verge of getting a major jolt there.

Commenting on role of Mayawati in UP, Mr Kanshi Ram said that he has been able to give alternative after him. It took over 38 long years to give a leadership to the Dalits after passing away of Dr Bhim Rao Ambdekar. Therefore, he has created a dedicated leader of the Dalits and down trodden and consider her as real heir of the Party after him. He, however, hoped that his party has the potential to do better in these elections.

By-election a verdict on PM's Kashmir policy: Dhumal

JAMMU, Feb 16: Shifting all blames on successive Congress governments for the vexed Kashmir problem, Chief Minister of Himachal Pradesh, Mr Prem Kumar Dhumal today said that forthcoming by-election for the Jammu-Poonch Lok Sabha seat will be a verdict on the Kashmir policy of Prime Minister Mr Atal Behari Vajpayee.

Addressing an election meeting in heart of the walled city, Mr Dhumal recalled how the first Prime Minister, late Pandit Jawahar Lal Nehru had supported secessionist policies of the Sheikh Mohammed Abdullah.

"For the sake of his personnel friendship with Sheikh Mohammed Abdullah, he (Pt. Nehru) had sacrificed interest of the nation", he regretted and added that Nehru’s wrong policies were responsible for Kashmir problem.

"On number of occasions, since 1947, India has lost many opportunities to solve Kashmir problem forever but the then governments had miserably failed to avail that opportunities", he regretted and recounted how India lost the opportunity after 1971 war. "Although our soldiers have won battles on ground but we lost on diplomatic fronts", he said, adding, "successive Congress governments are responsible for our diplomatic defeats".

Terming Kargil victory as ‘historical win’, Mr Dhumal said that first time in the history of independent India, country won both on battle ground and on diplomatic front. "It is all due to the foresighted and wise policies of Prime Minister Atal Behari Vajpayee that Pakistan has been isolated on all international fronts", he said, adding, "today Pakistani President is desperate to hold dialogue with our Prime Minister but Mr Vajpayee has taken a bold stand".

Lavishing all praise on Prime Minister, Atal Behari Vajpayee for taking a bold stand against Pakistan and terrorism, Mr Dhumal said that country has launched a decisive war against terrorism. "It is hightime to strengthen hands of Prime Minister, Atal Behari Vajpayee who has been leading the country in this crucial time", he said and appealed the voters to cast vote in favour of BJP candidate, Dr Nirmal Singh.

"Entire world is looking towards you. You have to take a wise decision as this election is a verdict on the Kashmir policy being adopted by the Prime Minister Atal Behari Vajpayee", he told the gathering and asked them to cast vote in favour of Dr Nirmal Singh to eradicate menace of terrorism and to liberate Pakistan occupied Kashmir (PoK).

Coming down heavily on National Conference Government for bringing out Resettlement Act from the cold storage, Mr Dhumal assured the people that BJP will not allow this Act to be implemented at any cost. "Instead of re-settling those who were migrated to Pakistan, State Government should rehabilitate those lakhs of families which had migrated to India during partition", he suggested and expressed surprise that those migrated to this side during partition have not given citizenship even after 54 years of independence. "National Conference Government should settle them instead of resettling Pakistani nationals", he said.

National general secretary of the BJP, Prof O P Kohli while speaking in the function, exhorted the people to cast their votes in favour of BJP candidate. "Dr Nirmal Singh is contesting election to fulfill unfinished task of former BJP MP late Vaid Vaishnu Dutt", he said while paying tributes to Vaidji.

Highlighting miseries being faced by the residents of Jammu and Kashmir, Prof Kohli said that mis-governance of National Conference was responsible for the prevailing chaos in the State. "There is virtually chaos and confusion in the State and Government is only of the name", he said and added that only achievements of National Conference was legitimisation of corruption. He exhorted the people to teach a lesson to those who were responsible for their woes.

BJP candidate, Dr Nirmal Singh, party vice-president, Mr Chander Mohan Sharma local MLA Ashok Khajuria and other leaders addressed the ‘largely attended’ meeting which was organised by the incharge of the Jammu East constituency for Lok Sabha by-election.

AAC to participate in elections

SRINAGAR, Feb 16: The Awami Action Committee (AAC), a major constituent of the All Party Hurriyat Conference (APHC) has said it was not against participation in the Jammu and Kashmir Assembly elections provided the exercise helped in resolving the Kashmir issue as per the wishes of the people.

"AAC is ready to contest the elections only when it was aimed at finding a peaceful and long lasting solution to the Kashmir problem," party general secretary G M Bhat said while addressing the Friday congregation at Jama Masjid in Downtown Srinagar yesterday.

He said the AAC, headed by Mirwaiz Moulvi Umer Farooq was, in principle, not opposed to elections. "Elections are an exercise in democracy and help in gauging the popularity of a party or organisation."

"They are also the touchstone to test people’s confidence," Bhat said, adding that elections were not a forbidden fruit.

However, he clarified AAC’s participation in any electoral exercise was based on the condition of a permanent, lasting and peaceful resolution of the vexed Jammu and Kashmir issue.

Bhat said despite elections in the past, the issue remained unresolved. "We can join the fray only when the Kashmir issue is solved in keeping with the wishes of the people", he added. (UNI)

Geelani, Qureshi under house arrest

SRINAGAR, Feb 16: Senior Executive member of Hurriyat Conference Syed Ali Shah Geelani and Democratic Liberation Party president Hashim Qureshi were put under house arrest today as a precautionary measure following Hurriyat Conference’s call for staging a strike in the Valley, official sources said.

The two secessionist leaders were arrested as a precautionary measure in view of the strike called by Hurriyat to protest the killing of a Government employee, Abdul Ahad Bhat, in Baramulla district on Feb 13, they said.

The sources said Geelani and Qureshi had planned to visit Baramulla today to express solidarity with Bhat’s family.

Geelani was placed under house arrest early today when a posse of policemen encircled his Hyderpora residence on the outskirts of Srinagar, they said.

A police officer, who visited the residence of Qureshi at Batmaloo in Central Srinagar asked him to stay indoors, the sources said. Qureshi, when contacted, expressed surprise over placing of restrictions on his movement and said "I am preaching non-violence during my public meetings."

Meanwhile, a spokesman of Hurriyat said "...Such tactics won’t deter Kashmiris from their chosen goal of right of self-determination". (PTI)

Mullah hiding in remote mountains, say Afghans

KANDAHAR, AFGHANISTAN, Feb 16: Fugitive Taliban supreme leader Mullah Mohammad Omar is holed up in a remote mountainous region in central Afghanistan, a Kandahar Government official said today.

"We have had certain indications," Engineer Mohammad Yusuf Pashtoon, a senior aide to Kandahar Governor Gul Agha Sherzai, told reporters. "He is still in the same place. We believe he is in the northwestern part of Uruzgan."

Mullah Omar escaped Kandahar in December before the city fell, and Afghanistan’s new interim Government is trying to track him down. But finding him in Uruzgan, a region of rugged mountains and few roads, is no easy task.

"There are major problems. One problem is communications. Also, the terrain and weather are making our efforts more difficult," Pashtoon said.

He said the Afghan authorities were relying on local intelligence to track Mullah Omar, and that, to his knowledge, no US forces were in Uruzgan to hunt for the reclusive, one-eyed Taliban leader. (Agencies)

Delhi police wants Azhar declared as proclaimed offender

NEW DELHI, Feb 16: Delhi Police has moved a city court for declaration of Pakistan-based dreaded terrorists Masood Azhar, Ghazi Baba alias Abu Jehadi and Tariq Ahmed, all belonging to banned Jaish-e-Mohammed outfit, as proclaimed offenders saying they were the mastermind behind the December 13 attack on Parliament.

Designated Judge S N Dhingra, before whom the application was made by the police requesting issuance of notice under Sections 82/83 of Criminal Procedure Code and pasting of the same at a "conspicuous place" in the court, posted the matter for further hearing on March 30.

The police in its application said Masood Azhar, who was an undertrial in Kot Balwal Jail at Jammu but released to save the lives of the passengers of the hijacked Indian Airlines plane to Kandahar in 1999, along with Abu Jehadi and Ahmed had planned the terrorist attack on Parliament.

"The confessional disclosure of statement of the accused Mohammed Afzal and Shaukat Hussain Guru, booked under POTO, have revealed the involvement of these three persons," the police said in its application.

Making things obvious, the police also said that despite its best efforts these three Pak-based terrorists could not be arrested.

The court, after receiving the police application, posted the matter for further hearing on March 30.

Section 82 of the code says "if any court has reason to believe (whether after taking evidence or not) that any person against whom a warrant cannot be issued by it has absconded or is concealing himself so that such warrant cannot be executed, such court may publish a written proclamation requiring him to appear at a specified place and at a specified time not less than 30 days from the date of publishing such proclamation.

Under Section 83, if the accused failed to turn up after the given time, the court could proceed to attach his property. (PTI)

Ansari remanded to CBI custody, returns to Delhi

NEW DELHI, Feb 16: Aftab Ansari, prime accused in the attack on the American Centre in Kolkata, was brought here after a designated court in Radhanpur extended his CBI custody by another seven days in connection with the arms seizure case.

Ansari arrived here in a special plane of Aviation Research Centre and was driven back to CBI headquarters under tight security, CBI sources told PTI.

Earlier, a First Class Judicial Magistrate in Radhanpur of Pattan district in North Gujarat extended his custody by another seven days following CBI’s contention in the court that Ansari had admitted his role in financing the arms consignment seized by CBI last year.

Ansari, who was deported from Dubai and later arrested by the CBI last Saturday, had been remanded to the CBI custody for seven days by Metropolitan Magistrate Kamini Lau on February 10.

The CBI sources said that Ansari would be further questioned in connection with the arms seizure case and identification of Hawala operators.

The CBI had seized a truck in Pattan district and recovered a huge quantity of arms and ammunition from it which included 14 kgs of deadly RDX, four kgs of plastic explosives, two AK-47 rifles, two pistols, two rifles, a radio set, loaded magazines, remote control devices, cordex wire, detonators and timers.

The CBI had registered a case in this connection and arrested four persons - Aqib, a kingpin in the case, Abdul Sultan, Showkat and Yunis - from various places in November last year. (PTI)
