Plea to CM
Sir,
To start with the
words of Martin Luther King "injustice any
where is a threat to justice everywhere". I
on behalf of the displaced promote Teachers Forum
camp Jammu want to bring your kind attention
towards the woes of internally Displaced Teachers
of Kashmir valley.
Why this
microscopic community is facing humiliation on
the part of State administration though your
being self has always come to our rescue? The
instruction and orders issued by your kind self
time and again since 12.01.99 regarding release
of promotional benefits to migrant employees who
could not resume their new assignments in the
Valley after promoting them to the next cadres.
On 18.08.2001
while taking on the spot assessment of the
problems of Kashmiri migrant camps your goodself
was once kind enough and directed the Chief
Secretary, who was also present, to have the
rules released to the extent that it may be
applicable to migrant employees even without
joining their new place of postings in the
Valley.
The biased order
No. 362-GAD of 1992 dt. 29.04.92 has put the
teacher community in confusion. On one hand this
order allows the promotion to migrant employee
but at the same time its para (b) snatches the
promotion. The ideology woven against us by this
Govt. order is a malignant approach directed
towards the service career of migrant employees
which has resulted in hypertension, depression
and allied diseases which is against natural
justice. The failure of the State administration
in discharging their statutory duties in bringing
the process of modification of the above
mentioned Govt order (supra) is the root cause of
our sufferings. Due to inability of promotee
Teachers in assuming their duties in the Valley
for reasons beyond control, the benefit of
promotion which has not been allowed till date
have resulted in supersession at the hands of
juniors merely on account of their posting in
areas other than Valley.
Justice, equity
and fair-play demand that the matter may be
resolved without delaying tactics. If our
legitimate demand is not meted out then we the
senior most Teachers of minority community would
suffer irreparable loss and hardships which we do
not expect from our beloved leader who is at pins
to redress the sufferings of his subjects. This
demand does not involve huge finances. It will
not be out of place to mention here that finance
department vide its circular No. A/72 (92)-II/BGT
dt. 07-08-99 followed by many reminder to the
heads of all departments to furnish the financial
implication of those migrant employee who were
promoted after migration and could not avail the
same due to turmoil. The Education department was
kind enough in sending the same information vide
Director School Education Jammu's No.
DSEJ/Mig/2008 dt. 27-09-99. But the case is still
pending. Hope you would intervene personally in
the matter.
