Jammu,
Dec 3: Like other parts of the country,
the World Disabled Day was observed in Jammu and
Kashmir today.
In this
connection, an impressive function was held at
Abhinav Theatre here this afternoon. The function
organized by Jammu and Kashmir Handicapped
Welfare Association was sponsored by Jammu and
Kashmir Bank.
The Deputy Chief
Minister, Mr. Mangat Ram Sharma presided over the
function. The Chairman of Jammu and Kashmir Bank,
Mr. M. Y. Khan was the chief guest.
Students of
various schools, particularly the Jeevan Dhara
and Sahara, which are devoted to the cause of
handicapped, presented a variety of cultural
items including Dogri group dance and a skit. The
students, mostly the handicapped exhibited their
skill and proved that they are not lagging for
behind the hale and hearty youth. Their programme
received thunderous applause from the large crowd
present there.
Speaking on the
occasion, the Deputy Chief Minister assured the
Association of all possible Government assistance
for the disabled and said that the Government led
by Mufti Mohammad Sayeed has recently taken a
decision where under the pension of the disabled
has been increased from Rs. 150 to Rs. 200 per
month. It has also been decided to send the
relief to the disabled through money orders as
otherwise they had to spent large amount for
collection of this petty amount. He said
Government would consider to enhance the relief
to Rs. 500 per month in a phased manner.
Mr. Sharma said
that Government was seized of the problems of the
disabled and would ensure that their pending
demands, including implementation of various
provisions laid down in the Disabled Act of 1998
envisaging certain concessions to disabled would
be considered sympathetically. . He assured the
association that he would be soon holding a
meeting of the concerned agencies to discuss and
sort out the problems of the disabled. The
disabled are as good citizens of the society as
others and therefore, the Government would not
lack behind in providing them better
opportunities of life and avenues in employment,
he added.
Mr. M. Y. Khan
said that bank would soon hold a camp at Jammu
for the disabled where artificial limbs and other
help would be provided to them. He assured all
help and assistance from the bank to the disabled
saying that the bank has adopted various orphans
of the state who are being provided free of cost
education and other facilities.
President of the
association Mr. R. C. Sharma highlighted the
problems of the disabled and presented a charter
of demands to the Deputy Chief Minister.
Later, Mr. Sharma
presented mementoes to the children who took part
in the cultural programme. The first prize was
bagged by a disabled student of Jeevan Dhara
School, while the second and third prize went to
students of N. S. M. College of Education. The
best appreciation award was bagged by Shrishta
Devi, while Miss Babli won the disabled award of
the year. Mr. Niaz Ahmad Mir, Mr. Flair Singh and
Mr. Manvir Singh Samiyal were also awarded for
their good work in the organization.

One killed, 19 injured in
mishaps

JAMMU,
Dec 3: One person was killed and 19
others injured in separate road accidents while
as two persons allegedly made attempts to end
their lives.
According to
police, one Fatima Begum, wife of Noor Ahmed of
Dharam Kote, Billawar, who was injured in road
accident on November 30, succumbed to her
injuries at Government Medical College Hospital.
The body was
handed over to family members for last rites
after post-mortem.
In another road
accident, 13 persons were injured when a mini-bus
number JK14-6182, they were travelling in,
skidded off the road and rolled down near Battal
under the jurisdiction of Majalta Police Station.
All the injured
were rushed to District Hospital Udhampur and
condition of two of them was stated to be
critical.
In yet another
accident, three persons were injured when they
were hit by a speeding and negligently driven
truck at Sainik Colony. The critically injured
pedistrians were immediately rushed to hospital
and their condition was stated to be serious when
reports last came in.
They have been
identified as Chamail Singh, son of Mulkook
Singh, Digvijay Singh, son of Chamail Singh, both
the residents of Akhnoor and Raj Singh, son of
Kartar Singh of Choudhi.
Meanwhile, a
couple received critically injuries after a
scooter, they were riding on, collided with a
Crane number JK01-3757 on National Highway near
Ritznor Hotel, Channi Himmat.
Both have been
hospitalised and their condition was stated to be
critical. They have been identified as Bansi Lal
Sharma, son of Badri Nath of Nagrota and his
wife.
A constable of
JKAP 7th Battalion was injured after he was
knocked down by a scooter at Trikuta Nagar Sector
3. He has been hospitalised.
Meanwhile, two
persons allegedly made abortive attempts to end
their lives by consuming some poisonous substance
at their residence.
Identified as
Munna of Panama Chowk and Dalip Singh of Kathua,
they were rushed to hospital when spotted
unconscious by family members. Doctors attending
on them immediately provided them stomach wash
treatment.
Their condition
was stated to be out of danger when reports last
came in.

Dec 3: On 10th day of terrorists
strike at Raghunath temple, Jammu State Morcha
(JSM) took out a torch light procession in the
city, here this evening.
Shouting slogans
against Mufti Government and Pakistan, the JSM
activists carrying mashals, passed
through Raghunath Bazar, City Chowk and Purani
Mandi areas.
Earlier, a number
of JSM activists assembled in front of the
Raghunath temple and paid tributes to the people
killed in Fidayeen attack on November 24 at
Raghunath Temple and Shivalaya.
While addressing
the gathering, JSM convenor Mr Shri Kumar
strongly criticised Mufti Governments soft
attitude towards secessionists and alleged that
militancy has increased in Jammu and Kashmir
after installation of new Government in the
State.
He alleged that
terrorists attacks on temple and religious
places of Hindus, was a deep rooted conspiracy of
Pakistans ISI to trigger migration of
minority community from the State.
Demanding a free
hand to army and security forces to crush
militancy, the JSM leader stressed that creation
of a separate Jammu State was the only solution
to check ongoing violence of Pak sponsored
terrorists in the region.
JSM co-chairman
Prof Varinder Gupta, after paying tributes to the
people killed in November 24 attack, alleged that
the Mufti Government was virtually supporting
ongoing militancy in the State by releasing
terrorists and secessionists from the jails.
"Time has
come when people of the region should shed their
political differences and extend support to
separate Jammu movement to have their own
Government, own Chief Minister and an
administration which could defend their
interests," he said.
JSM women wing
president, Mrs Sneh Lata Bali, while addressing,
also exhorted people to come forward and defeat
pro-Pak forces in the State. She also urged
Central Governments intervention to stop
Chief Minister Mufti Sayeed from taking
controversial and pro-secessionist steps.
Others who
addressed the gathering included senior JSM
leader Mr Amarnath Gupta, Ramesh Sabharwal and
Digvijay Singh.

Wani demands comprehensive
road improvement plan

Dec 3: Mr Abdul Majid Wani MLA, Doda
has asked the State Government to formulate a
comprehensive plan for improving road network in
the district Doda.
In a statement
issued here today, Mr Wani said the roads in the
entire Doda district are in a worst condition and
they need immediate renovation.
He also asked the
authorities to streamline the traffic system in
the district as many road mishaps have taken
place due to road mismanagement.
Mr Wani who
visited the site of accident and Doda Hospital to
inquire about the conditions of the people who
were injured in the recent accident, appreciated
the efforts of the doctors of the Hospital for
the dedication shown by them that resulted in
saving of many precious lives.
Expressing concern
over the non-availability of modern equipments in
the Doda Hospital, the MLA assured the people
that this matter will be taken up with the
authorities concerned and adequate staff will be
posted in the Hospital. Besides the Hospital will
be equipped with modern equipments, he added.
He informed the
people that on his request the Deputy Chief
Minister, Mr Mangat Ram Sharma has sanctioned Rs
five lakh for purchase of an ambulance for the
Hospital. He also asked the Hospital authorities
to provide best possible treatment to the injured
people. He urged his workers to make themselves
available in the Hospital and assist the families
of injured persons.
The MLA also
expressed his shock over the killing of 35 people
in the road mishap and said that the matter will
be taken up with the concerned authorities to
provide them the adequate exgratia relief.

announces results of lucky draw schemes

Dec 3: The Bharat Sanchar Nigam Limited
(BSNL) today announced results of the lucky draw
schemes launched by the BSNL for the payment of
bills during the period of September 1, 2002 to
October 31, 2002 for early payment of bills and
payment of bills arrears.
For early payment
of bills, a total of 59207 customers from Jammu,
41151 from Srinagar and 8511 from Udhampur were
eligible. Draw was taken and the three customers
won the prizes who are entitled to be awarded
with ITC cards of Rs 5,000 each.
Winner of early
payment of bills category are Bashir Ahmed Mir
son of Ahmedullah, 61 Khan Colony, Channa Pora,
Srinagar phone number 2434483, Mohinder Gupta,

which was drawn at circle level under this scheme

cleared to the tune of Rs 13000 and below, a
total number of 4179 customers of Jammu, 13000
customers from Srinagar and 993 customers of
Rajouri and 3038 customers of Udhampur were
eligible. Those who won prizes are allowed rebate
to the tune of 20 percent of the arrear cleared.

Government
will appoint 3350 teachers under SSA and EGS
soon: Harshdev

Jammu,
Dec. 3: With an endeavour to stream-line
the functioning of Education Department, the
Government would soon appoint 3350 teachers under
Serva Shikshya Abhiyan (SSA) and Education
Guarantee Scheme(EGS) the decision was taken at
an officers meeting held here today. The Minister
for School Education, Mr. Harshdev Singh
presided.
Addressing the
officers, the Minister said that to provide
standard education, basic material infrastructure
is required to be built up for the emergence of
disciplined society. He further said that the
present government is committed to pursue a
pragmatic education policy so that in the growing
competitive world, out children could face the
challanges with confidence and made their
presence felt by the attainment of quality
education.
He enjoined upon
the officers, to direct all education officers to
process the appointment under SSA and EGS on the
pattern of Rehbre-e-Taleem Scheme which is
already prevalent in the department before
December 31st,2002.
He said that
teachers selected under the schemes would be
imparted preliminary training in the month of
January next year at the block level.
Providing better
accommodation facilities and ensuring community
involvement under SSA Scheme, he said that
village level education committee would be
entrusted with the responsibility for the
construction of the buildings and funds would be
available to these committees. The concerned
agency engaged in the construction of the
buildings would be asked to speed up the work, he
added.
To make these
schemes result oriented, he said that teaching
and learning material would also be furnished in
these schools by the department as enshrined in
the common minimum programme of the present
Government.
The Minister
expressed his satisfaction over the introduction
of Dogri and Kashmiri, languages in the schools
and called upon the Board of School Education
(BOSE) authorities to come up with the primers in
the languages of Pahari, Gojri and Punjabi so
that these languages could be brought in the
school curriculum.
The meeting
decided that under the computerization , all the
schools in the State would have computer lab and
to begin with 50 per cent schools would be
equipped with computer lab and other related
infrastructure by the next academic year.

present.

Ex-Policemen
League holds meeting

A special meeting of the office bearers of
Ex-Policemen League -welfare unit district Jammu,
was held in the office of the League unit.
According to a
press release, main agenda of the meeting was to
chalk out the programme and problems to be
discussed in the regular monthly meeting of the
district unit scheduled to be held on December
12. In the meeting it was decided to form a
committee and its members will visit the
residence of the police officials who were
victimised by the militants recently in Jammu
district. The Committee will inquire about the
difficulties being faced by the families of the
deceased police officials who laid down their
lives while fighting the militancy.
The meeting was
presided over by Mr V I Bhasin while Messrs Anoop
Singh, J L Gupta, Mohammed Saleem, B R Thapa, S S
Samybal, O P Sharma and others attended the
meeting.

Students Federation led by Mr Khaliq Firdous
Choudhary, state president today met Vice
Chancellor of Jammu University, Prof Amitab
Mattoo and congratulated him for his appointment
as Vice-Chancellor.
According to a
press release, delegation apprised him of the
problems and hardship being faced by the students
of Gujjar and Bakerwal communities due to step
motherly treatment of the administration.

were in the delegation included Naseem Javid,

Housing Minister visits Dal
Lake, treatment plant

Dec 3: Minister for Housing and Urban
Development, Mr. Ghulam Hassan Mir today
inspected manual deweeding operation, removal of
encroachments on green belt around world famous
Dal Lake, functioning of Bra Numbal Sewerage
Plant and Ompora Housing colony, Budgam and took
stock of the problems being faced by the
residents of the colony in respect of drinking
water, power supply and transport.
The Minister while
inspecting the works under execution on Dal Lake
by the department of Lakes and Waterways was told
that manual deweeding operation has been started
for the first time in winter months and concerned
authorities were directed to continue this
operation till March end next year.
Mr. Mir also
inspected revival of springs on the Dal periphery
and reconstruction of parks and other
beautification works.
The Vice-chairman
of Lakes and Waterways Development Authority
(LWDA) presented a list of achievements of LWDA
to the Minister on this occasion.
Mr. Mir asked LWDA
authorities to set up a sewage treatment plant on
the periphery of Dal Lake so that the glory lost
is revived.
A high level
committee for granting and examining permission
for constructions and issuing orders for removal
of encroachments on the green belt around Dal
Lake was constituted on this occasion, which will
be headed by Divisional Commissioner, Kashmir and
its member will be Deputy Commissioner, Srinagar
and Member Secretary, Additional Commissioner,
Kashmir.
It was decided
that land will be identified for rehabilitation
of displaced persons of Dal Lake soon. Plate
forms in between the houseboats will also be
removed, it was decided.
Taking stock of
the functioning of sewerage treatment plant, the
Minister said that regular power supply will be
ensured to the plant as necessary fee has already
been deposited with PDD.
Later, the
Minister visited Ompora Housing colony and took
stock of the problems being faced by residents of
the colony with respect to drinking water, power
supply and transport.
The Minister
issued on the spot orders for arranging water
tankers for uninterrupted drinking water supply
to the colony and also adequate power supply.
The concerned
officers were asked to ensure all the basic
facilities including medicare and other
facilities to the inhabitants soon.

Party organises meet at Rajbagh

Dec 3: A meeting of the workers of the
Jammu and Kashmir National Panthers Party of
district Kathua was held at Rajbagh. The meeting
was presided over by Panthers Party chief Prof
Bhim Singh. State president, Sardar Mushtaq Khan,
party MLAs Faqir Nath and Yashpal Kundal also
participated in the meeting.
According to a
press release, while addressing the meeting, Prof
Singh made it clear that it was the fore most
duty of the Panthers Party- a partner in the
coalition Government, to impress upon
implementation of the points in the Common
Minimum Programme. He said that the party is
working as watch dog to see that
there is no deviation from the CMP and the people
of Jammu get justice in every field of
development and discrimination meted out to them
are not be repeated. Mr Singh urged upon the
workers to unite and work for the benefit of the
people.
Prof Singh further
said that district committees will be formed in
such a way that representation from each corner,
community and society will be safe guarded.
MLAs of the party,
Messrs Faqir Nath and Yashpal Kundal pledged
their full support to the people of district
Kathua and said that they will work for the
development and upliftment of backward areas of
Kathua district also.

passes strictures, dismisses
appeal with Rs 2,000 cost

JAMMU,
Dec 3: Division Bench of the State High
Court comprising Chief Justice BC Patel and
Justice Muzaffar Jan, has passed strictures
against Managing Director J&K Sheep and Sheep
Products Development Board, General Manager and
Manager of the same Board, while observing that
the appeal is nothing but an abuse of process of
the court.
In the judgment,
written by Chief Justice for the Bench, it was
observed that the present appeal has been
preferred by Sheep Husbandry Department and
others against the order of the Single Bench
dated February 19, 2002, whereby the Judge had
heard the couple of matters together and recorded
no finding and by indicating the precise case of
each petitioner, had given a direction to
consider the grievances.
"When the
officers were not deciding the matter of the
persons concerned, they are required to approach
the court. When the court gives direction to the
concerned officer to decide the mater, unfair
approach is adopted by these officers by
preferring an appeal", the DB held.
Government
Advocate Shaista Hakim appearing for the
appellants, fairly stated that the Single Judge
has recorded no findings and in view of the
status quo, none of the petitioners being in
service, there is no adverse order against the
State. The appellants are required to be
considered and decide the case and have to convey
the decision to the concerned respondents. The DB
didnt find any reason to interfere with the
impugned order.
The DB took a
serious note and said that when an employer is
approached, it becomes the duty of employer, more
particularly when it is the State, to answer the
employee concern.
With these
observations, the DB dismissed Latters Patent
Appeal (LPA) with a cost of rupees 2,000 to be
deposited in Advocates Welfare Fund.

Lt.
Gen D P Sehgal visits Jammu

Lt. Gen. DP Sehgal,ADC Signal Officer in Chief
(SO-in-C) and Senior Colonel Commandant of the
Corps of Signals, visited the Jammu Region for
Three days.
The Signal
Officer-in Chief visited Headquarters of 16 Corps
and reviewed the operational communications. He
also visited the Signal units in the region and
interacted with officers and all ranks. The
General Officer expressed his satisfaction with
the communication support being provided and
efforts towards modernization.
Majalta Police
solve robbery case

UDHAMPUR,
Dec 3: Majalta Police claimed to have
solved robbery case in which five robbers had
looted a sum of Rs one lakh and seventy one
thousands from Puran Chand, a salesman of M/s J K
Oil Mills, Bari-Brahamana on August 20, 2002 at
Gambir Bridge Dhar-Road National Highway.
Majalata Police
under the leadership of SHO Majalata Mahesh
Sharma and his team worked out the case after a
particular information given by the SSP,
Udhampur, Mr Deepak Kumar. A special team was
constituted under his and Dy SP HQ Goverdan
Singhs supervision which included Mahesh
Sharma and Sanjeev Gupta incharge Police Post
Mansar.
The police has
also recovered full looted amount, some sharp
edged weapons, one LML scooter without number,
one Enfield Motorcycle bearing number 1166-JK02D.
Five accused namely Gulcharan Singh R/o Raghunath
Pura, Ward No 7, Udhampur, Vikram Singh, Ranjeev
Singh, Sanjeev Kumar, Kaka Singh all residents of
village Balli, Udhampur. Vikram Singh alias Vikru
was a PSA detenue and Gulcharan Singh alias Raju
is a chain snatcher.

seeks Commissioners suggestions for
improvement of Puranimandi Park

JAMMU,
Dec 3: In a case of Public Interest
Litigation (PIL), considered by the High Court on
a letter written by the residents of Puranimandi,
the Division Bench has asked Commissioner
(appointed by the Court) to make suggestions for
the improvement of the area adjoining the park.
"These
suggestions be made within a period of two
weeks", the DB asked Advocate DC Raina (
Commissioner), who was earlier deputed to have an
on-spot inspection of the area for making a
report regarding the encroachments etc.
In his report, Mr
Raina has submitted that at the time of
inspecting the area alongwith some officers of
Jammu Municipality, no encroachment was noticed
within or outside the area adjoining Puranimandi
Park. Fencing by iron grills upon boundary wall
was found on-spot and there was no rehri found
adjoining the Park and also no parking around the
Park.
In his report, Mr
Raina had, however, submitted that much more is
needed to be done if the area earmarked for Park,
is required to be developed.
After the
submission of the Report, the DB comprising Chief
Justice BC Patel and Justice Muzaffar Jan
observed that Advocate DC Raina, being conversant
with the area, is requested to make suggestions
in this matter.
It may be
mentioned here that the residents of Puranimandi
had written a letter to Chief Justice of the
State High Court, wherein it was alleged that
encroachments galore in the area, particularly at
the site of Park, where commercial activities
were going on unabated. This letter was treated
as PIL and various orders have been sofar passed
in this case.

Association flays
Municipality decision

Dec 3: The president Jammu Motor and
Machinery Parts Dealers Association and other
shopkeepers of Parade Ground have expressed
concern over the construction of paid parking
place in front of shops at Brahman Sabha Chowk,
Parade.
In a statement
issued here today, the Association said the move
will certainly deprive the business community of
the area of its livelihood. The Association said
in view of the heavy rush of the public which has
increased over last one decade, the construction
of paid parking place will certainly and surely
affect the common people as well as business
establishments surrounding the area. To avoid any
hardship and inconvenience, the Association
appealed the Municipal authorities that pre paid
parking place be constructed as per the proposal
of the Association to avoid the hardships to be
faced by the common masses and business
establishments who have been running their
business for last over 50 years in the area.
This move will not
deprive the business community of their lively
hood but also affect the college going students,
it said and added that in case the proposal was
not changed the Association will be forced to
chalk the future course of action.

Mission Delhi succeeds
Centre revives hope for
J&K peace talks

JAMMU: It
looked like a one-day cricket match, with New
Delhi playing as host on Monday, December 2. And
at the end of the event, Mufti Mohammed Sayeed
found himself to be the Man of the
Match, simply because of his improved
skills in bating and bowling in the field of
politics.
As an old player
in the field of politics, the Mufti, now going
about as the new Chief Minister of Jammu and
Kashmir, sentit was certainly not his
intentionalarm bells ringing, in the
initial stages of the birth of his Government,
with his loud utterances against the continuing
"alienation" of Kashmiri masses and
incarceration of a number of locals with no
serious charges against them.
And when his
administration initiated the move, which
culminated in the release of a handful of
political prisoners, his foes found it convenient
to give currency to reports about "growing
displeasure" in Delhis power corridors
at the J&K Governments "soft"
line vis-a-vis militants. This phenomenon did
trigger doubts and suspicion in relation to the
shape the Centre-State relationship would take as
days and weeks roll by.
These doubts
seemed deepening in the wake of some fiery
statements and comments by a section of
Delhis political class against Mufti
Sayeeds choice of operations in relation to
the victims of militancy as well as to the talk
of "unconditional" talks with
separatists. And when senior Central leaders,
such as the Deputy Prime Minister,Mr LK
Advani,Minister of State for Home, Mr ID Swami,
the BJP chief, Mr Venkaiah Naidu, and New
Delhis interlocutor on J&K, Mr Arun
Jaitley, voiced reservations on the State
Governments line of action, the
Muftis adversaries seemed to have been
further encouraged while pursuing a campaign of
disaffection against him.
So much so,
Mufti Sayeeds statements, first in the
Legislative Assembly and then in the Legislative
Council, before the conclusion of the special
session of the Legislature, were interpreted
differently by different people. It, at the same
time, did not suggest that the J&K Chief
Minister and his men were on a weaker wicket.
The "Big
Brother" in Delhi, Mr Atal Behari Vajpayee,
was quietly monitoring the J&K situation as
well as the principal characters on the scene,
prominent among them being the Mufti himself. On
his part, the Mufti, too, had, without any
fanfare, kept his channel with Delhi wide
openindeed, he did send out clear signals
about his "Mission Delhi", which, it
was reiterated, would commence soon after the end
of the session of the State Legislature in Jammu.
The Prime Minister
and his Ministerial colleagues, namely, Mr
Advani, Mr George Fernandes and Mr Jaswant Singh,
besides the Deputy Chairman of the Planning
Commission, Mr KC Pant, got sufficient time
between the third week of November and December 1
(when Mufti Sayeed arrived in the Union capital)
to work out the NDA Governments responses
to the J&K Governments new demands.
During the period, if some men of consequence in
the BJP-led coalition Government chose not to
offer bouquets to Kashmirs new Chief
Minister, the Prime Minister played his
Kashmir card very well, without, of
course, allowing anyone on the J&K scene to
provoke him to say anything in the absence of his
meeting with the Mufti.
Both of
themthat is, the Mufti and Mr
Vajpayeebaffled the Delhi-based
Kashmir-watchers. Officers from Jammu and
Kashmir, presently on deputation and posted to
different departments of the Union Government in
Delhi, were taken aback when Mufti Sayeed allowed
himself to be the States first Chief
Minister to have interacted with them shortly
after he landed there on December 1. Mr Vajpayee
on the other hand created moments of restlessness
among these watchers, though for a short time
after the sundown the same day, by keeping his
cards close to his chest.
The lid was
finally off the pot, after the 60-minute meeting
Mr Vajpayee had with Mufti Sayeed. The Prime
Minister accepted the Muftis point of view
that the Centre should honour its commitment to
talk to the newly-elected MLAs and other parties
in the State. That the Kashmir leader was
satisfied with the success of his "Mission
Delhi" was borne out by three striking
developments.
First, of course,
was the responsive approach adopted by the Deputy
Prime Minister, the Defence Minister, the Finance
Minister and the Deputy Chairman of the Planning
Commission during their separate meetings with
the J&K Chief Minister.
Second, the Mufti
managed to extract promises of assistance,
including a Rs 130 crore aid covering the power
and other sectors. Third, he succeeded in
extracting a commitment from the Union Government
for raising of an Army battalion to absorb
unemployed youth in J&K. And the rest is
history!

Sharma
inaugurates blood donation camp

Dec 3 : The Young Blood Association,
Jammu and Kashmir Chapter, Jammu organized a
blood donation camp at SMGS hospital here today
in which 21 persons voluntarily donated blood.
The Deputy Chief
Minister, Mr. Mangat Ram Sharma who was the chief
guest inaugurated the camp.
The main purpose
of organizing the camp was to create awareness
among the people about the importance of blood
donation.
On this occasion,
the Association also organized a painting
competition in which nearly two dozen children of
various schools of Jammu city participated.
Speaking on the
occasion, Mr. Sharma said that donating blood is
a noble cause and everyone should come forward to
provide his helping hand in creating awareness
about its importance and the need for donation.
Mr. Sharma laid
stress on strengthening the blood banks to meet
the growing demand of needy and poor people. He
called upon the youth to create awareness among
the people about the importance of blood donation
and said by donating blood one could save the
life of others. He allayed the misconception that
blood donation result in weakness or other
ailments. He asked the blood bank authorities to
build up sufficient stocks of blood that could be
used in times of emergency.
Mr. Sharma
complimented the Association for creating
awareness among the people and hoped that it
would open its branches at district headquarters.
He asked the voluntary and social organizations
to organize such camps in remote and far-flung
areas in a big way and also create awareness
about its importance.

Government Medical College, Jammu, Dr. H. L.
Goswami, Director Health Services, Jammu, Dr.
Jasbir Singh and President of the Association,
Mr. Bharat Bushan Raina also spoke on the
occasion.
Later, Mr. Sharma
presented awards to the students who were
adjudged the best in the painting competition.
Mr. Ankush Mangotra of S.D.Higher Secondary
School, Julaka Mohalla bagged the gold medal. Ms
Supersha Kher of Jagriti Nikeetan School won the
silver while Ms Shafali Kalra of Presentation
Convent School bagged the bronze medal.

Fruit
production dwindles in J&K
Growers wary against Govt,
globalisation

JAMMU,
Dec 3: The failure of State Government
to formulate a comprehensive policy for boosting
the fruit and vegetable trade, coupled with
globalisation of agriculture under the World
Trade Organization (WTO), the fruit industry of
J&K which has sustained its economy even
during the last 13 years of turmoil is facing a
bleak future.
Formulation of the
policy concerning production, distribution and
market infrastructure facilities and pricing of
fruit and vegetables has been the main concern
over the years for the hapless growers and
traders from the state.
Moreover, the
recent globalisation has hit the industry worstly
as the fruit growers from the state are in a dock
since the quota restrictions on foreign
agriculture products have been completely
abolished.
According to Mr
Ghulam Rasool Bhat, vice chairman, J&K Fruit
and Vegetable Growers cum Dealers Association
since the implementation of new fruit import
policy which was declared under the WTO that came
into being since April 1 last year, the fruit
growers of the state are facing the cut throat
competition in several Indian markets. This
industry was already affected as foreign apple
have made their way to various country markets
under the earlier quota system from Newzealand
and Australia, he added.
Mr Rasool said
the foreign firms are now eyeing the different
Indian markets to sell their apple and other
fruits and this will add another nail to the
coffin as the indigenous produce is facing a
slump and our production has dwindled and export
decreased, he added.
He said till a
comprehensive agriculture policy is not announced
the fruit industry in the state will continue to
remain in doldrums and face this problem.
If Government is
interested that this industry should flourish and
world famous Kashmiri apple should continue its
dominance in the market, it should announce a
package in the form of latest technology i.e cold
chain like refrigerator vans, cold stores, C A
Stores, refrigated railway bogies, air facilities
for transportation of fruit, latest marketing
mechanism and guarantee of minimum support price
to the growers, Mr Rasool said.
Elaborating his
point, Mr Ghulam Mustafa, chairman of the
Association said establishing of juice and jam
factories and their sale to armed forces, primary
schools and Anganwari centers run by the Social
Welfare Department for the mid-day meals, Railway
and Airlines can go a long way in boosting the
fruit industry of J&K provided the same is
incorporated in Agriculture policy.
Besides use of
information technology like web sites etc in the
sale of Kashmiri fruit on global level is needed,
he said, adding educating growers and dealers in
the latest technology in fruit production,
packing management and marketing is a dire
necessity.
Moreover, the
production has decreased due to the supply of
substandard fertilizers, pesticides, fungicides
and insecticides, alleged Haji Mohammed Shaban
Loan, President Kashmir Fruit Growers and Dealers
Association who along with J&K Vegetable and
Fruit Growers and Dealers Association recently
submitted a memorandum to Chief Minister, Mufti
Mohammed Syeed regarding their problems.
He said since the
privatization of the pesticides and fertilizers
Government lacked quality control over them and
the supply of substandard medicines has resulted
into spread of more diseases and decrease in
production.
He stressed on
passing of appropriate legislation for strict
punishment to persons and factories who are
involved in distribution and production of
superious chemicals.
Infact such
chemicals need to be checked before their entry
in the state, he said adding the license of
storage, trade, sale and distribution of these
chemicals be given only to unemployed agriculture
graduates.
He also alleged
that the credit policy plan for agriculture and
horticulture sector is not also implemented
properly and the directives given by the RBI are
totally violated. Despite the Banks
instructions that four percent interest be
charged on agriculture loans from the individuals
growers, traders and cooperative members, the 14
to 18 per cent interest is being charged by the
commercial banks from them.
Moreover, instead
of Rs 120 and 130 which is the production cum
marketing cost component per box of fruit to the
destination like Delhi excluding the labour and
other charges, a meager advancement of Rs 20 to
30 is being made by the bankers. This forces the
growers and traders to be dependent on the money
lenders and other middle men to meet up the
finances on high interest.
The debt relief
scheme enhanced by Government of India few years
back to Rs 10,000 and the recently announcement
of debt relief scheme by Prime Minister upto Rs
50,000 have not been extended to the agriculture
loans in J&K State, said Abdul Jabar Parey,
president Fruit Growers Sopore.
He said the fruit
industry in the State has received serious
setback due to refusal of financial institutions
particularly the cooperative societies to make
the advancement of loans to the growers and
dealers since 1989.
He said the
various steps which the Government should take
for promotion of this industry is abolition of
Toll Tax, waving of bad debts, declaration of
fruit as industry, introduction of market
intervention scheme for horticulture produce,
introduction of crop insurance scheme, issuance
of license for export of fruit to state growers,
establishment of fruit mandis and markets at
district level and provision for allocation of
subsidy incentives on different agriculture
inputs.

Mula
Ram distributes Rs 21.54 lakh among poor

JAMMU,
Dec 3 : The Minister for Social Welfare,
Mr. Mula Ram distributed relief amounting Rs.
21.54 lakh among the needy under various state
and centrally sponsored schemes at Vijaypur here
today.
Scholarship of Rs.
16.40 lakh was provided to 7842 SC/ST students
while 1088 old aged persons were provided Rs.
3.24 lakh under National Old Age Pension scheme.
Likewise, under National Family Benefit Scheme,
Rs. 1 lakh were distributed among 11
beneficiaries.
Under Social
Welfare Stipend scheme, Rs. 90,000 were disbursed
to 150 beneficiaries. Besides 2114 beneficiaries
were covered under ISSS.
Appreciating the
efforts of the concerned authorities in
mitigating the sufferings of the poor, he
exhorted them to further emulate their services
to meet the inconveniences caused to the people
He said that the Government is endeavouring a lot
to formulate and implement all schemes in
consultations with the local MLAs irrespective of
the party affiliation. He extolled that that
Commission for Backward Classes and Gujjar and
Bakerwals Board were already functioning for
their betterment.
The Minister said
that the Government have already decided that
relief to the handicapped, senior citizens,
widows and destitutes will be provided at their
doorsteps through money orders. He added that the
matter regarding enhancement of scholarships to
the poor and meritorious students would be taken
up with the concerned at the earliest.
Earlier, Mr. Mula
Ram was accorded a warm reception at Bari
Brahamna, Vijaypur, Ramgarh and Nandpur on his
induction as a Cabinet Minister in the newly
formed Government. The people assured their
wholehearted cooperation to the Government in
implementing various welfare schemes meant for
the development of the area.
Speaking at Kabir
Nagar, Bari Brahamna, the Minister said that the
newly formed Government would fully live upto the
expectations of the people. He asserted that
under the Common Minimum Programme of the
coalition Government equitable development will
be done of all the three regions of the state.
Referring to the
passing of Accountability Bill by the Government,
he hoped that more transparency and
accountability will be ensured to meet the long
pending aspirations of the people of the state.
Responding to the
demand of the declaration of "Kabir
Appearance Day" as a gazetted holiday, the
Minister assured that the matter would be taken
up with the Government soon. Besides, opening of
social welfare centre, he assured that it will be
established at the earliest.
Similarly, at
Vijaypur the people highlighted their demands
which include renovation of link road from main
bazar to Railway station, completion of lift
irrigation Raya which is lying pending for the
last several years and early disbursement of
compensation for their land occupied by the Army
and drought hit area.
Accompanying the
Minister, Mr. Yesh Pal Kundal, MLA, Samba, Mr.
Manjeet Singh, MLA, Vijaypur, Mr. Ghouri Shankar,
and Mr. Parkash Sharma both ex-MLAs also spoke on
the occasion.

Kukka Parrays concern
over rise in terror strikes

JAMMU,
Dec 3:
President Jammu and Kashmir Awami League Mr Kukka Parray
has expressed serious concern over escalation of terror
strikes, killing of innocent and return of suicide squads
in the State which clearly demonstrate that Pakistan is
bent upon to derail peace process by creating an internal
strife.
As per a release in an
hour long meeting with Governor of Jammu and Kashmir
State, Mr G C Saxena, the awami League leader discussed
the recent terror attacks on Raghunath Temple and other
places. He said JKAL was the first to have raised voice
against gun culture and militancy and also has the credit
of setting the political process in the State in motion,
for which the organisation has paid much higher price for
achieving peace.
It was further deposed
that with the frantic efforts of Awami League, the
current elections in the state were a total success,
which has provided a big blow to the prevailing
militancy. The emergence of popular Government by virtue
of this election stands testimony to the fact that the
people of the State are totally opposed to gun culture.
Mr Parray showed concern
regarding upliftment of counter insurgents, who have been
instrumental in curbing militancy.
The plight of the migrants
from the Valley and other border areas of the State,
deprived of their homes and hearths, also came up for
discussion, to which the Governor has assured that all
steps shall be taken to facilitate the migrants by way of
relief package, recruitment drive and return to their
native places in due course of time.
It was further deliberated
upon that it was high time that an effective dynamics is
evolved by organizing the forces of peace to meet the
challenges of cross border terrorism and militancy.
Others accompanying Mr
Parray included S K Dhar, R L Bhan, Charanjeet Singh and
Ranjeet Singh Manhas.
J&K Govt still to
appoint nominee for Kashmir talks
NEW DELHI, Dec 3: The newly-elected Government of
Jammu and Kashmir is still to designate a nominee to hold
talks with the centre on devolution of powers and matters
related to it, the Lok Sabha was told today.
Minister of State for Home
Ch Vidyasagar Rao said in a written reply that two
preliminary rounds had been held with the nominee of
Farooq Abdullah Government on July 25 and August nine.
Meanwhile, Minister of
State for Home I D Swami refused to divulge in
public interest details of the set of proposals by
the Nationalist Socialist Council of Nagaland (Issac
Muivaah) while confirming that the notification declaring
this group as unlawful had expired on November 26. The
order had been issued under the Unlawful Activities
(Prevention) Act 1967. The peace talks with the group are
continuing, he said in reply to another question.
The minister said that the
Government was committed to the restoration of peace in
the North-East and has extended an invitation to all
those who have strayed from the paths of togetherness to
give up the path of violence and come forward for talks
"within the four corners of the constitution".
Meanwhile, Mr Rao said in
a reply that the Prevention of Terrorism Act 2002
extended to the entire country as stipulated under
Section 1(2) and therefore it was incumbent on all State
Governments to implement its provisions.
He added that there is no
proposal to amend the Prevention of Terrorism Act 2002,
and no representation had been received from any state or
political party to review its provisions.
Replying to another
question he said that a sum of Rs 66.44 crore has been
utilised out of the Rs 121.19 sanctioned from the package
of Rs 150 crore announced by the Prime Minister for
relief and rehabilitation in Gujarat in the aftermath of

High level probe needed
into temple attack: Shabir

Dec 3:
The Chairman of Democratic Freedom Party (DFP) Shabir
Ahmad Shah has demanded a high level- probe through human
rights organisations like Amnesty International or Asia
Watch to find out the truth behind the recent attack on
historic Raghunath Temple on November 24 by the
Fidayeens.
Talking to reporters after
touring the temple complex this afternoon, he said
"those who attacked a place of worship and killed
innocent persons while performing Pooja in the temple
could not be human beings.
Mr Shah, who arrived here
this afternoon from Kashmir, further said "it can be
a game plan of politicians who want to create a communal
wedge between people of Jammu and Kashmir,
adding "I wanted to visit the temple earlier but
police has not allowed me to do so".
The Chairman of DFP also
expressed sympathy with the bereaved families and said
that "they are killers not human beings who carried
out the carnage in the temple, I salute the people of
Jammu for their patience and for maintaining communal
harmony after the attack on Raghunath temple in the
city"."Killer is a killer, we must condemn
it", Mr Shah added.
"Jammu is ours, we
will live and die together", Mr Shah said.
In reply to a question on
Gujarat, he said politicians had created a communal
tension in the state for their vested interests and were
now demanding votes on religion.
On Kashmir he said that
the root cause of Kashmir issue should be resolved
through dialogue.
Mr Shah was briefed about
the incident by SP City Prabhat Singh and priests of the
temple.
Unemployed PETs meet Director

Dec 3: Unemployed
Physical Education Teachers Association has expressed
concern over non-filling of vacancies of PETs at
different levels which are lying vacant.
As per a release a
deputation of Association led by its president Mr Munesh,
met Director Youth Services and Sports, Mr Bhalla, and
apprised him of the gravity of the situation. Mr Munesh
told Mr Bhalla that out of 12,000 schools functioning in
the State only 2700 Physical Education Teachers (PETs)
are serving there.
Mr Munesh also sought to
draw attention of Mr Bhalla towards the frustration among
unemployed PETs.
Oppn parties to hold dharna
on Ayodhya issue on Thursday
NEW DELHI, Dec 3: MPs of major opposition parties
would hold a sit-in at Parliament house on Thursday to
protest the demolition of Babri Masjid and also raise the
Ayodhya issue as well as "communal outbursts"
by BJP and VHP leaders during Gujarat poll campaign in
both the houses, CPI-M leader Somnath Chatterjee said
today.
A meeting of the parties,
convened by Chatterjee today, also decided to jointly
raise the issues of Dalit killings in Haryana, the
problems faced by agriculture labourers and disinvestment
of profit-making public sector units.
The meeting, attended
among others by leaders of Congress, RJD, JD(S) and four
left parties, expressed grave concern over the
"deliberate attempt at the highest level of BJP and
the Government in rousing the bases communal sentiments
and trying to divide the country on communal and
fundamentalist lines", Chatterjee told reporters
here.
Quoting BJPs Gujarat
election manifesto on setting up "private
armies", he said "these are very serious
developments .... BJP has nothing to offer to the people
or tell them about their performance for the past five
years when they had their control over the administration
in full sway".
Castigating Prime Minister
Atal Behari Vajpayee on his statement about the threat of
more attacks on temples, the CPI-M leader said "it
is unimaginable that such statements are coming from the
highest levels of Government ... Which are creating scare

AGE accorded warm send off on
attaining superannuation

Piara Singh Loh, Assistant Garrison Engineer E/M of
Military Engineer Services, retired on November 30 on
attaining age of superannuation.
As per a release he joined
MES as Superintendent E/M Grade-II during 1967 at Western
Command Shimla. By dint of his hard work and excellent
services he was promoted to the post of Supdt Grade-I in
1980. He was awarded commendation card by
Engineer-in-Chief Army Headquarters, New Delhi during
1995-96.
All wished him a happy and
prosperous post-retirement life.
Punjab CM warns against
nefarious designs of Pak
CHANDIGARH, Dec 3: Punjab Chief Minister Amarinder
Singh today exhorted the State police to equip itself
with latest information technology and armaments to
combat any eventuality caused by the cross border
terrorism, "specially at the behest of our hostile
neighbour Pakistan, bent upon to destabilize our country
in one way or another."
Capt Singh addressing top
brass of the Punjab Police force, said Pakistans
nefarious activities were constantly posing a threat to
the Punjab states internal security in general and
countrys peace and communal harmony in particular.
Earlier Capt Singh had
dedicated Punjab Police website (www.Punjab police.Org)
to the people of Punjab at the state police headquarters
here. He called upon the police officers to be vigilant
and not to be complacent in any case even in the routine
policing.
He asked Police Director
General M S Bhullar to link all the districts and sub-
divisions with the state police headquarters here through
internet in a phased manner to make policing more
efficient, accountable, responsive and vibrant. With the
launching of website, the police force would effectively
maintain law and order situation in the state, he said.
Capt Singh was confident that Punjab now would become a
trendsetter in swiftly disposing off and sorting out
criminal cases like murders, kidnapings, rapes,
molestations, burglaries, robberies and the like crimes,
with the launch of the website.
Additional Police Director
General (Crime) K K Attri said it was really a matter of
pride that the website, which had recorded almost 63,000
hits, and was being accessed by as many as 54 countries
around the globe had been bestowed with the prestigious
golden web award for design, contents, coverage,
presentation and originality by the International
Association of Webmasters and Designers for the year
2002-03.
He said at the click of
a button, any person in any part of the world could
acquaint himself with any aspect of the Punjab Police
including its history, organisational set up. This
included training aspects, a detailed digital map, public
utility information, saga of sacrifices and contributions

Yearly congregation of Sadhotra Biradari is going to be
held on December 8 at Data Dev Talab, Data Dera and Dev
Sthan Birpur.

function will start with Hawan and Pooja and thereafter
Bhandhara will be served. The Biradari organises two
functions annually on the name of Data Ranpat Dev Ji
Maharaj, who sacrificed his life for upholding Dharam and
Truth.

ZSWO visits Dori Dager

Sainik Welfare Officer, Jammu, Lt Col Jaran Singh,visited
Dori Dager and adjoining villages like Chang, Ghar
Majoor, Ambo, Shani Da Danna, Nathel, Balli, Padori, Rah
Salyote, Jogwan and Bordoh.
As per a release a large
number of ex-servicemen, war widows and widows had
gathered at Dori Dager. Col Singh spoke about various
welfare schemes concessions being extended by State and
Central Governments for widows, war widows, dis-abled
soldiers and ex-servicemen.
Col Singh also distributed
cash relief to ex-servicemen. He also visited displaced
ex-servicemen at Thandi Choi and listened to their
problems and attended to their problems.
The ZSWO also visited the
family of Havildar Daler Singh, who sacrificed his life
for the nation on July 1, 1999 during Kargil War and
attended the problems of the family.
