HC directs Govt to release Rs 50 lakh for constructing hospital at Kulgam

JAMMU, Dec 2: The State High Court has directed Government to release rupees 50 lakh within two months for the construction of Sub District Hospital at Kulgam.

The direction was passed in two Public Interest Litigations (PILs) filed by Mohd Yousuf Tarigami, MLA Kulgam and other inhabitants of the constituency, wherein they had sought the direction to the State Government for the construction of Sub District Hospital at Kulgam for the benefit of the public at large, as it was asserted that inadequate health care facilities were available there.

Division Bench of the State High Court comprising Justice T S Doabia and Justice Brij Lal Bhat, in a significant judgment, directed the Government to fulfill its commitment and provide the funds. "This shall be done within a period of two months by the respondent State. Once a copy of this order becomes available to the State, then the sum of rupees 50 lakh would be made available to the concerned authorities for taking in hand the construction activity so far as the construction activity is concerned. It is only after making a concrete provision in this regard, any other expenditure would be incurred for any development work in Anantnag district. It is also made clear that in case these funds are not made available within the stipulated time period of two months, then this amount would be charged on the State funds and this charge would be discharged before any other amount is incurred by the State Government", the court held.

In the 13 page judgment written by Justice Doabia for the DB, it was observed that there is a settled law that when a communication is sent by the competent authority and it is made public and duly published, then it assumes the shape of the Government order and it has to be observed in letter and spirit.

The DB also drew the attention of the Government towards State Constitution, wherein Section 19 of the State Constitution provides that State shall within the limits of its economic capacity and development, make effective provision for securing the health and strength of the workers, men and women and the tender age of the children are not abused. Section 21 provides a right to the children to have a happy childhood with adequate medicare and attention. The State shall make every effort to safeguard and promote the health of the people by advancing public hygiene and by prevention of disease through sanitation pest and vermin control propaganda and other measures and ensure wide-spread, efficient and free medical service throughout the State with particular emphasis in its remote and backward regions’’.

The DB directed the Government to allocate the funds to the extent of Rs 50 lakh for the construction of Kulgam hospital and the land which was to be utilized for the hospital was clearly earmarked and as a matter of fact, the sum of rupees 30 lakh was to be spent for acquisition of the land.

The DB while deciding both the PILs, observed that the directions have been given keeping in view the fact that the funds which were made available for the public purpose more than three years ago, have not been utilized for that purpose, but used for the purpose whose information has not been given by the Government to this court, even though positive directions were given in the interim order passed by the High Court.

3 of a family wounded by Kale Kache Wale

JAMMU, Dec 2: Members of Kale Kache Wale gang struck at village Jalochak under the jurisdiction of Gangyal Police Station on the intervening night of December 1 and 2 and escaped with gold ornaments and cash by critically wounding three members of a family including two women.

Police said that a group of four to five persons, most probably, the members of Kale Kache Wale gang entered Jalochak village and targetted the family of Yashpal Singh.

Before attacking Yashpal’s family, they bolted all the adjoining houses from outside so that none could come for their rescue. Later, the members of Kale Kache Wale gang made their forcible entry into the house of Yashpal and attacked three members of the family, including two women with sharp-edged weapons.

After critically wounding Arti Devi, wife of Yashpal, Vidya Devi, wife of Baldev Singh and Vijay Singh, son of Baldev Singh, the gang members decamped with all the gold ornaments and cash.

Getting the report of incident, a police party led by Sub-Divisional Police Officer (SDPO) Anand Jain and SHO Khalil-Ullah Rehman swung into action and shifted all the injured to Government Medical College and Hospital.

Though all had sustained injuries on their heads yet condition of Arti Devi was stated to be critical when reports last came in.

A case has been registered in this connection at Gangyal Police Station and hunt was on to nab the culprits.

Meanwhile, Dr R N Kaw was seriously stabbed by some inhabitants of Amar Colony, Gole Gujaral under the jurisdiction of Pouni Chak Police Post.

Dr Kaw and some inhabitants reportedly entered into verbal dual over encroachment of piece of land purchased by the victim. After heated exchanges, some residents brought out sharp-edged weapons and stabbed the doctor.

The critically injured Dr Kaw was rushed to hospital and his condition was stated to be critical when reports last came in.

A case has been registered in this connection and hunt was on to nab the assailants. But no arrest was made till late this evening.

JAMMU, Dec 2: Jammu State Morcha in a meeting of its workers under the chairmanship of Mr Shri Kumar decided to hold public meeting on December 3 at 5 pm, the 10th day of terrorist strike at Raghunath Chowk, in memory of martyrs.

Addressing participants Mr Shri Kumar said that Jammu with the installation of coalition Government led by Mufti Mohd Sayeed has become more vulnerable to the attacks by terrorists since releasing militants and providing jobs to their families is being considered as a ‘healing touch’ in the highly volatile situation created by the enemy of the country.

Mr Shri Kumar further said that attacks on temple is a calculated game-plan of Pakistan to create communal disturbances in our country, more particularly in Jammu and Kashmir so that minority population of this state migrate to other parts of the country enabling the enemy country to further its agenda of annexing entire Jammu and Kashmir.

Mr Kumar exhorted the youth to see through the unholy intentions of the enemy, both outside and inside and unite themselves to face the challenge posed on us in spirit of brotherhood and bravery. "We have to be extra vigilant at all levels and foil the attempts of all such forces which are hell-bent to destroy us", said Mr Kumar.

The meeting further resolved that after paying tributes to the departed souls, a torch procession will be taken out.

JAMMU, Dec 2: As part of the observance of World AIDS Day a symposium "stigma and discrimination" with slogan of "live and let live" was organized by Health Education Bureau Directorate of Health Services Jammu at College of Education Havard near here this afternoon.

The Deputy Chief Minister, Mr. Mangat Ram Sharma inaugurated the symposium by liting the traditional lamp.

Eight students of different B.Ed colleges of Jammu region took part in the symposium. Mr. Rakesh Sharma of Havard College of Education was adjudged the best speaker and won the first prize, while Ms Manu Sharma of Dogra College of Education stood 2nd. The third prize was jointly bagged by Ms. Anuradha Sabharwal of Khalsa College of Education and Ms. Sunana Kumar of Adarash College of Education.

Speaking at the seminar, the Dy. Chief Minister assured all possible help from the government in preventing the spread of the deadly AIDS disease which has taken an alarming proposition in the country and has its impact in Jammu and Kashmir on a large scale.

Mr. Sharma stressed the need for holding such programmes at district and tehsil levels for creating awareness among the masses about the adverse effects of the disease. He said Panches and Sarpanches should also be involved at the grass root level for educating the people about the preventive measures needed to be taken for eradication of the disease. He also sought cooperation from the social and voluntary organisations in generating awareness among the masses saying that though the disease is incurable yet it could be checked by preventive measures.

Director Health Services Jammu, Dr. Jasbir Singh also spoke on the occasion and said that the disease like AIDS cannot be prevented by words but by action. He said we have to be sympathetic towards those undergoing stigma and own them in our society.

The Project Director AIDS Prevention and Control Society, Dr. M.A. Wani stressed the need for introducing sex education in schools besides creating awareness among the masses. He said great responsibility lies on the medical professionals and the teachers in disseminating information about the HIV and its preventive measures.

The Chairman of the college and the President Gurudwara Prabandak Committee, Mr. S S Wazir said that awareness education about the AIDS would be started from Gurudwaras throughout the State from this year. He said if we fail in eradicating this disease, the human race will not survive for long. He said we should not be scared of the disease but should take care of those affected by it

The Principal of the College, Mrs Usha Koul in her welcome address highlighted the significance of creating awareness at the grass root levels saying that this could lead to check the spread of disease to a large extent.

World AIDS Day observed throughout Jammu region

JAMMU, Dec 2: As part of World AIDS Day observations a number of functions were held at district and tehsil headquarters throughout the Jammu region to create awareness among the masses about this dreaded disease.

At Udhampur, a rally of about 500 children of town was flagged off by the District Development Commissioner, Udhampur, Mr. Atal Dullo at Bhagat Singh Park here today.

The participants carrying banners and placards depicting slogans of dreaded disease and its preventive measures passed through main bazar of the town and culminated near CMO, Office.

Speaking on the occasion, Mr. Dullo called upon the youth to be fully aware about ill effects of this disease and said that they can play a major role in educating the people about its cause of spread and preventive measures required to control it. He said the people should come forward for their medical check up in the district hospital where the facilities for conducting HIV tests are available.

The Chief Medical Officer, Udhampur said that debating contests on the topic are being organised in all the nine medical blocks of the district in which the students of respective educational institutions will take part to aware the masses about AIDS.

The District Coordinator, Department of Science and Technology, Udhampur also organised a function on the World AIDS Day.

At Doda a function was organised by the Health Department at AMT School, which was inaugurated by the Chief Medical Officer, Doda. The main theme of the programme was "STIGMA AND DISCRIMINATION" and its slogan was "Live and Let Live".

Besides experts, about 14 students drawn from various educational institutions spoke on the subject and threw light on the causes of spreading of this fatal disease and suggested various precautionary measures to prevent AIDS.

Earlier, a student rally was also taken out through the main road of Doda town.

At poonch an impressive rally was taken out by the NCC cadets of Higher Secondary School, Poonch in collaboration with the district health services authorities. The rally was flagged off by the Assistant Commissioner, Poonch from the premises of Girls Higher Secondary School, Poonch and march through the main market and culminated at District Hospital, Poonch.

Pamphlets and posters showing the various causes and prevention of AIDS were distributed among the citizens by the NCC cadets. The aim of the rally was to create awareness among the masses about this disease.

At Katra a symposium on the topic "Live and Let Live" was organised by the Community Health Centre at Government Higher Secondary School, Katra today.

The Principal of the school presided.

In all, 17 students drawn from different schools participated. Miss Rubya Khajuria, Miss Vandana Sharma and Miss Sunana Sharma all students of 12th class of Higher Secondary School, Katra were adjudged first, second and third respectively.

The prizes were distributed among the participants by the chief guest.

Tarigami helps in agreement Baghliar workers call off strike

JAMMU, Dec 2: Over 13,500 workers of Baghliar hydel project, Chanderkoot called off their strike today following an agreement reached with the project management through CPM leader and MLA Mohd Yusuf Tarigami.

Mr Tarigami had specially gone to Chanderkoot in Ramban tehsil of Doda district to meet the striking workers. He arranged a meeting among representatives of the workers, project management, Labour Commission officers, Additional DC Ramban and other officers.

The management agreed to increase the wages of employees by Rs 10 per day and compensation for the employees, who get killed or injured while working at the project site. As far as the problem of local people regarding compensation for their land was concerned, Additional DC agreed to look into the cases individually.

Following the agreement, over 13,500 workers—both skilled and unskilled—called off their strike.

Addressing the workers, Mr Tarigami said the State Government was concerned about welfare of the workers and continuation of the project.

CM’s greetings on Shab-e-Qadar

JAMMU, Dec 2: Chief Minister Mufti Mohammad Sayeed has extended felicitations to the people on the auspicious occasion of Shab-e-Qadar.

In a message, Mufti Sayeed said during the month of Ramazan the holy Quran Sharief was bestowed on Prophet Mohammad (PBUH) for enlightenment and guidance of the humanity. This month has special significance as the people observe fasts to attain spiritual bliss and by observing the Shab-e-Khani, on Shab-e-Qadar the fasting devotees seek the blessings of Allah.

The Chief Minister hoped the holy month would usher in peace, prosperity and harmony in the country.

Measures for face lifting of city on anvil: Mir

SRINAGAR, Dec 2: As a follow up action to the implementation of decisions taken at Cabinet- cum- District Development Board meeting Srinagar last month, the Minister for Housing and Urban Development, Mr. Ghulam Hassan Mir convened a joint meeting of Legislators of Srinagar district and officers of divisional administration here today.

The Divisional Commissioner, Kashmir, Mr. Parvez Dewan and District Development Commissioner, Srinagar, Mr. Abdul Hamid apprised the Minister about the steps taken for improvement, renovation and repairs of various city roads besides removing bottlenecks on circular road.

The Legislators, Mr. Mohammad Shafi Bhat, Qazi Mohammad Afzal and Mr Shahjahan Dar projected several works to be taken in the interest of public. In response to the demands, the Minister directed Administrator, Srinagar Municipality to include all these demands in the works programme of SMC.

Later, the Minister visited Hazratbal shrine and Jamia Masjid, Srinagar and took stock of the arrangements being made to facilitate the devotees for offering prayers and to attend religious congregations of Shab-I-Qadar and Idd-ul-fitre. He directed the authorities to extend all facilities to the devotees on the festival days.

The Minister in response to the demand of management Jamia Masjid, Srinagar, the Minister directed SMC authorities to immediately take up the construction of two lavatory blocks in complex of the mosque.

The Minister also directed PHE authorities to augment water supply facilities for the inhabitants of tibatian and Davi Angan colonies during his visit to the areas. He gave patient hearing to the people during his visit to a number of downtown localities and directed SMC authorities to improve sanitation facilities in these areas.

‘College demand being communalised’

MAGAM/BEERWAH, Nov 2: Situated on Srinagar-Gulmarg highway, the township of Magam has emerged as a commercial hub in the area while people call it economic nerve centre in vast Tangmarg-Pattan-Beerwah belt. It is visibly evident from the rapid growth of shopping malls and other commercial establishments that have come not only on the either side of the highway but also in the peripheries.

Inspite of all these qualifications for even being a district centre, the area continues to reel under political neglect and administrative apathy.

"Magam was a full-fledged constituency till 1967 and the area had an advantage having the local MLA. He would be available in the constituency all the time providing a sort of political cushioning. Now the area no longer enjoys the same status and eversince people feel alienated," says a retired Professor Qasim Ali, who is being seen as a respectable teacher and guide in the entire area. He argues that the area is not only constituency now but has not even block status. "In terms of population and other demographic factors Magam deserved a better deal but for the reasons best known to the political setup, it has always met a raw deal," adds he.

Situated at a distance of 11 kilometres from Beerwah, 14 kilometres from Khag, 15 kilometres from Tangmarg, 10 kilometres from Pattan and seven kilometres from Narbal, this township on the banks of famous Ferozpora Nalla serves as a nearby central point for all these areas.

"However, all these qualifications mean nothing and all political establishments in the State have neglected our area in toto," says an elderly, Mohammad Asghar.

But in the recent past Magam has been in the news for its all out demand for a degree college subsequently echoed by Tangmarg, Pattan, Narbal, Khag and some pockets of Beerwah. The senior citizens of these areas have constituted a coordination committee, headed by Mohammad Ibrahim Mir of Magam to look into the various pros and cons of the demand and accordingly chart out a programme.

"Magam has a higher school, which was established way back in 1962. But since then there hasn’t been much headway in the situation. Although during all these years the population has multiplied manifold, but in terms of educational infrastructure the area continues to get a raw deal," informs a retired headmaster, Ghulam Hassan Baba, a widely respected teacher in the area.

Adds he: "Even if the Institution works in shifts and is unable to meet the educational needs and requirements of the area. The Girls High School if upgraded to the higher secondary will do the needful."

The growing demand for a degree college received fresh impetus when various villages of Tangmarg Tehsil joined hands with Khag, Aripanthan, Pattan, Narbal and other peripheral villages in supporting the people of Magam and formed a coordination committee to formally put forth the issue before the Government.

A meeting of the about 200 prominent citizens of these areas held at the Idara Abul Fazal Abbas’s conference hall at Magam recently, unanimously agreed that a degree college at Magam, will benefit a vast population of Tangmarg, Khag, Aripanthan, Pattan, Narbal, Soibugh and scores of other peripheral villages.

Magam, being predominantly a Shia-populated area "has all along been meted out a raw deal," observed one of the speakers in the meeting. "Given the centrality and commercial importance of the area, it should have been given the district headquarter status," added another speaker from Tangmarg.

While as the people of Beerwah are demanding a degree college in that area, those of Magam have been able to muster the support of other areas in the vicinity. "Why should someone from Pattan or Tangmarg or Narbal change three buses to reach Beerwah for the college?" asked another speaker, adding that if a college was situated at Magam, it will be almost "equidistant" for all.

However, Mohammed Ibrahim Mir of Magam, who was unanimously nominated to head the coordination committee to formally take up the demand with the Government dismissed any prejudice against the Beerwah. "We are not against Beerwah getting a degree college. Let it also have one. But our demand is that there must be a degree college at Magam as it has been a long pending demand of the people of the area," he observed.

Though Mir avoided muddling in politicians, Peoples Democratic Party district vice-president for Baramulla Abdul Aziz Dar was loud in criticizing the previous Government for denying Magam its due "purely on communal considerations".

"Who says people of Magam want Degree College - it is we the people of Tangmarg, Pattan, Narbal, Khag and other areas wanting a college and we want it to be situated at Magam," Dar said. He added that previous Governments have all along been biased against Magam because of their vote-bank politics. "In fact why only a degree college," continued Dar, "We want district status for Magam, which is a demand here since 1984."

However, the demands of the people in these areas have met a scathing criticism from, what people say, their own nominee. Although, people of Beerwah have also been demanding a degree college for Beerwah, they have been joined by the local MLA. However, the alliance has proved "unholy" as the demand is more being given a communal colour.

"It is very unfortunate that the local MLA’s two sons have been sowing the seeds of communal passions in the area. They have crossed all the limits of decency while their politician father is a mute spectator," remarks Mohammad Ismail, a resident of Beerwah who swears by communal harmony.

Adds yet another octogenarian resident: "Politics is all about a responsibility. The MLA’s sons must behave and avoid giving the demands a communal colour. Especially his ex-militant son who in a very bad taste thundered recently that he had come as a demon of death for Magam people."

1.64 lakh hectares being brought under HYV seeds

Jammu, Dec 2: The Agriculture department has initiated re-vitalized measures to bring maximum possible area under cultivation of high yielding variety (HYV) of Rabi and Kharief crops by introducing latest scientific agriculture technology in Jammu district.

For the purpose, impetus and priority is being provided to distribute HYV seeds of different cereals, chemical fertilizers, initiating measures for plant protection with technical grade material, intensifying extension and training programme, activating laboratory activities and popularizing kitchen gardening in all the blocks of the district.

Thrust is being given to bring hither to un-covered agriculture land under cultivation and using HYV seeds on it. The department has fixed a target of bringing 46,100 hectares of land in five tehsils of the district under HYV seeds of paddy. Special efforts have been initiated to promote cultivation of Basmati rice in R.S.Pura and Bishnah tehsils known as Rice bowls of the State during the year.

In addition, 70,000 hectares are also being brought under wheat cultivation whereas a gigantic programme to promote pulses cultivation on 10,000 hectares is also being taken up during this year. For this piurpose, vegetable and potato seeds are also being sown on 8500 hectares. Impetus has been provided to produce high quality and nutritious fodder for the bovine population of the district. For the purpose, 1190 hectares of R.S.Pura, Marh, Akhnoor, Samba and Bishnah tehsils is also being brought under the HYV of the fodder seeds. The Kandi belt constituting blocks of Bhalwal, Dansal, Akhnoor, Chhamb, Purmandal and Majalta has been provided priority in production of bajra. HYV seed of bajra has been sown in 3,000 hectares. The process of sowing mustard seed on 4500 hectares has also started vigorously.

Measures have been initiated to distribute HYV seeds among the progressive farmers of the district at their door steps. 2635 quintals of paddy, 254 quintals of maize, 14,000 quintals of wheat, 3,150 quintals of pulses, 250 quintals of mustard and 531 quintals seeds of vegetables are being distributed to the farmers during the year.

Priority has also been accorded to make available different soil friendly chemical fertilizers to the farmers of the district at appropriate time. A target of distributing 15,700 tonnes of urea, 8750 tonnes of DAP and 2,000 tonnes of MOP fertilizer has been fixed for the district. In addition, supply of green manure to the farmers is also being promoted by the department. Measures have also been initiated to protect the crop from various diseases. For the purpose, spray pumps are also being distributed in addition to fumigation of about 2500 tonnes of food-grains. Over 16,000 hectares area is being brought under Plant Protection Measures this year.

Impetus has been given to promote scientific agriculture in the district through involvement of progressive farmers. A target of setting 18 demonstration plots in the district has been formulated for the current financial year. Extension and Training Programme has also been accorded priority. Under it extensive farmers agriculture and awareness training programme has been started at the grass root level. The farmers training camps, fairs, exhibitions, film shows, distribution of implements are being held throughout district. Under the Thrust programme, setting up of bee-colonies, distribution of beehives, production of honey are being encouraged.

Under Mushroom development scheme, a target of distributing 42,000 trays and production of 1700 kgs nutritious mushroom have been fixed by the department.

Soil testing has also been made compulsory for every progressive farmers before sowing of any crop on it. Under Vegetable Development Programme, potato seed distribution is being accelerated and kitchen garden kits are being distributed. A target of distributing 6.9 quintals vegetable seeds has also been fixed.

HC directs Govt not to permit Dr Wasim Qureshi to work as MS

JAMMU, Dec 2: The Jammu Wing of High Court has directed the Chief Secretary and Principal Secretary, Medical and Health Education not to permit Dr Wasim Qureshi to work as Medical Superintendent.

After hearing Mrs Sindhu Sharma, counsel for the petitioners, Mr Justice R C Gandhi directed Chief Secretary and Principal Secretary, Medical and Health Education Department not to permit Dr Wasim Qureshi to work as Medical Superintendent, Children Hospital, Srinagar, if he is not in possession of the qualification and experience as provided in the J&K Medical Education (Gazetted) Service Recruitment Rules, 1979 as Deputy Medical Superintendent.

The High Court further directed the respondents not to disturb the substantive status of the petitioner—Dr Ramesh Gupta, Medical Superintendent and Dr Yash Pal Sharma, Deputy Medical Superintendent, Government Medical College Hospital Jammu—till next date.

Dr Gupta and Dr Sharma in a petition filed under Article 226 of the Constitution of India and Section 103 of Jammu and Kashmir Constitution apprised the court that Health Department has promoted and inducted Deputy Medical Superintendent of Children Hospital Dr Wasim Qureshi by ignoring them.

They mentioned in the petition that they are senior to Dr Wasim Qureshi and possessed requisite qualification and experience to be inducted into Health and Medical Education Department. But the Department by by-passing them inducted and subsequently promoted Dr Wasim Qureshi.

Withdraw hike in telephone rent: JDS to BSNL

JAMMU, Nov 2: State Janata Dal Secular (JDS) has expressed its serious concern over the hike in telephone rent by the Bharatiya Sanchar Nigam Limited (BSNL) and demanded that the order be immediately withdrawn to provide a succor to hapless consumers.

Talking to mediapersons here today, the JDS state chief, Mr Dhanraj Bargotra warned that in case the decision was not withdrawn his Party will stage a dharna in protest against the hike.

Mr Bargotra expressed the hope that new Government will keep up its promise and give the Jammu region its due share in administration, development, employment and political field.

He alleged that the Region has been constantly neglected by previous governments as it has not more than 10 per cent share in Secretariat employment. Moreover, the number of Assembly and Parliament seats in the region are less than Kashmir Valley which speaks volumes about the discrimination which this region met throughout the years.

Strongly advocating for separate statehood demand to Jammu region, he said the movement is gaining ground and in the recently held elections a large section of people positively responded to the demand made by different pro- statehood organizations.

He said the vote percentage increased in favour of statehood parties and some candidates also won elections on the name of statehood. However, the struggle will accelerate in future,he added.

On the policies of new Government in the state, Mr Bargotra said it has taken some good steps and hailed the passing of accountability Bill in the state legislature.

He said we hope that the action will be taken against the corrupt persons and they will be dealt under the law. "Till this Government will not act against the corruption how the people will come to know that they are serious", he asked.

He expressed grave shock and grief over the terrorists attack on sacred Raghunath Temple and held the Central Government equally responsible for the security lapses.

While lashing out at Deputy Prime Minister, Mr L K Advani for his failure to contain the militancy he alleged that it was during his tenure as Home Minister of India that Jammu region was also gripped by terrorism.

He urged the Chief Minister that while talking of healing touch he should also take the plight of Jammu people in consideration who have suffered a lot during the 13 year long turmoil.

Bhalla lauds efforts of Kawa Institute

J&K RD Deptt bags Ist prize for Handicraft sales at IITF

Jammu Dec 2: The Jammu and Kashmir, Rural Development Department has bagged first prize for registering highest sales of Rs. 44 lakhs on handicraft products during India International Trade Fair 2002 at Pragati Maidan, New Delhi.

This was revealed when, Principal Secretary Rural Development, Mr. Amit Khuoshari handed over the trophy and certificate received by the department to Minister for Rural Development, Peerzada Mohammad Sayeed at a function here today.

The highest demand from J&K outlets were for paper mashie, shawls, leather goods, jackets, phirons, embroidered lady suits, zari garments, bed sheets etc. The department also arranged sale of saffron kehwa in India Food Section.

The department had deputed two state level officers for smooth ad successful coordination of the venture.

Sharma for massive awareness campaign on AIDS

Jammu, Dec 2: The Dy. Chief Minister, Mr. Mangat Ram Sharma today called upon the social and voluntary organisations in general and the student community in particular to come forward in creating awareness about the AIDS, a dreaded disease that has created an alarming situation all over the globe and thrown open new challenges for the medical professionals.

Addressing a seminar-cum-poster exhibition, organized by J&K State AIDS Prevention Control Society in Government Women College, Gandhinagar this afternoon, the Dy. Chief Minister expressed concern over the spread of AIDS and felt that if the disease is not wiped out the very existence of the society will be at the peril.

Mr. Sharma said though there is no permanent treatment of the disease, yet it can be tackled by adopting various preventive measures. He said the society has rise to the occasion in eliminating stigma and discrimination against AIDS patients, which could be done by changing the mindset

The Deputy Chief Minister stressed the need for identifying the ways and means that could go a long way in preventing the spread of this dreaded disease, which has already taken a heavy toll of human lives all over the world.

The Minister for Education, Mr. Harshdev Singh in his address stressed the need for launching a crusade against this dreaded disease saying that if we have to rid the society from this disease every precaution has to be taken and ensure creating of awareness among the masses about the ill effects of the disease. He said the youth of State can play a pivotal role in this direction and every effort should be made to channelize the resources available in this regard. He said the activities should not be limited to mere holding of seminars, debates, symposiums on a single day but it should be round the year activity wherein every member of the society could be educated about the preventive measures for checking this dreaded disease.

Commissioner/Secretary, Health and Medical Education, Mr. A.R. Parray enumerated the measures taken by the Government to eradicate this dreaded disease and sought cooperation of the society in eliminating the disease completely.

Project Director, J&K State AIDS Prevention and Control Society, Dr. M.A. Wani in his address gave the details about the prevalence of AIDS in different parts of the world and the country. He said the first case of HIV was noticed in 1986 in Chennai. He said there are over 41 million AIDS patients in the world and 21 million deaths take place annually. He said the situation in the country is also alarming as according to the current estimates the country has over four million HIV/AIDS cases at present. He said Jammu and Kashmir is not any exception where the prevalence of AIDS cases is 0.8 per cent, of which 50 per cent HIV infections are noticed in the age group of 15 to 25 years. He gave reasons for the higher rate of HIV infections in the State, which include tourist traffic, migration of labourers and presence of large number of security forces.

Five students of the college took part in the seminar and highlighted the need for eradication and prevention of this dreaded disease.

Director Health Services, Jammu also addressed the seminar while the Principal of the College, Prof. Gurdeep Kour presented the welcome address.

Later, the Dy. Chief Minister and Education Minister presented trophies and certificates of merit among the participating students.

Soni installed president of Lions Club Jammu Royal

JAMMU, Dec 2: Lion Sanjeev Soni has been installed as president of Lions Club Jammu Royal for the Lionstic year 2002-2003.

During an impressive function, Lion Surinder Mahajan, past district governor, district 321-D, installed the president elect and his team . Lion Harsh Mahajan and Lion Partap Mahajan were installed as secretary and treasurer, respectively.

District governor Lion J B Singh Choudhary was chief guest on the occasion while Lion N K Rohmetra was chairman of the ceremony.

In his opening remarks, Choudhary exhorted his fellow Lions to leave no stone unturned for welfare and service of the needy people. He also highlighted various service projects undertaken by the Lions Club and announced some future programmes.

He disclosed that a Polio operation camp would be organised at Jalandhar towards the end of current month wherein polio patients will be treated free of cost. In the month of Januray next, Lions Club will distribute tricycles to handicapped, he added.

President Sanjeev Soni, in his address, thanked all members of the club and sought their further co-operation to continue the social works undertaken by them. Expressing his satisfaction over the welfare projects of Lions Club, he added that a lot more was yet to be done for commoners.

Earlier Lion Sanjay Nagpal presented welcome address while Lion Harsh Mahajan read the secretary report of the last year and highlighted achievements of the club.

VLWs highlight demands

JAMMU, Dec 2: Monthly meeting of All J&K Village level Workers (VLWs) Association held here under the chairmanship of Mr Surinder Kumar, district president, discussed burning demands and hoped that the new Government would resolve the same at an earliest.

As per a release state general secretary of the Association Mr Bodh Raj Gupta was also present in the meeting. Their demands include re-organization of the department, enhancement in Fixed TA, regularisation of incharge BDOs and release of grades.

Rescinding of illegal orders giving promotions to the officials of other departments as BDOs through back-door, enhancement in daily wage rate from Rs 60 to Rs 100, regularisation of daily wagers in the Department, release of DA instalment at the rate of 3 percent and revision of PWD Schedule were the other demands.

Those who attended the meeting included Messrs Baldev Raj, Som Raj, Krishan Singh, Nasib Raj, Purshotam Singh, Saraj-ud-Din, Madan Lal, Ashok Kumar, Pawan Kumar, Om Parkash, Balwant Singh and others.

JNCM demands open library

KATHUA, Dec 2: Jagruk Naujawan Chhatra Morcha (JNCM) members discussed students problems in a meeting held here today.

According to a release, the meeting was held under the chairmanship of Rajneesh. The students mainly discussed the problem of Library which is being faced by the students of Govt degree College Kathua and make a signature campaigning in favour of " Open Library".

The activists of the Morcha have already launched the signature campaign in favour of the issue of open library because more than 80 % students do not get desired books due to lack of open library.

In this connection, the students also submitted a memorandum to the Principal in this regard. Manesh, Devinder, Vinod and Sandeep Bharti also accompanied Mr Rajneesh. The students also expressed resentment against the system prevailing in the library and maintained that it should be made student friendly. The students be provided the chance to get books in rotation and there should not be favouritism. They also objected the staff members for retaining the required books with them for long.

They urged upon the Principal to mitigate their demands as early as possible otherwise they will be compelled to boycott classes and declare strike.

JM launches drive against Poly bags on HC directive

Jammu, Dec. 2: The Administrator, Jammu Municipality, S.Narinder Singh has exhorted the business establishments dealing with public utility commodities and eatables to ensure the quality and hygenic products so that the consumers get standard commodities. He called for strict observance of Food and Adulteration Act 1959 and said that those violating it would be strictly dealt with.

Mr. Singh visited various areas in Jammu city today heading various squads that conducted checks in various business establishments.

175 business establishments were inspected. During the inspection of milk venders, 12 quintlas of milk was checked of which one quintal unwholesome milk was destroyed. In addition 40 kgs of stale food was also destroyed and 10 kgs of coloured and resealed polythene was seized. The Municipality has stepped up a drive to stop the use of polythene bags at the directives of Hon’ble High Court. The Jammu Municipality has sought the cooperation of trading community in this regard.

During the inspection, 43 cases were compounded and the municipal squads recovered Rs. 11,000 as compounded fee from the defaulters besides a case for violation of Municipal Rules was also challaned. The areas where inspection was conducted include B.C.Road, Talab Tillo, Ambphalla, New Plots, Janipur and Canal road.

The Administrator was accompanied by the Executive Officer, Health Officer and teams of Food Inspectors.

AIDS awareness a mission says Mula Ram

Jammu, Dec 2: The Minister for Social Welfare, Mr Mula Ram today stressed the need for creating awareness about AIDS among jail inmates where people live in isolation and are susceptible to erratic sexual behaviour, HIV, TB and other sexually transmitted diseases. He was speaking at a function organized by J&K State AIDS Prevention and Control Society.

Appreciating the efforts of the J&K State AIDS Prevention and Control Society in combating this disease, the Minister urged the Jail inmates to take up AIDS awareness as a mission and disseminate knowledge about AIDS within their family and among friends. He also threw light on the theme of World AIDS Day, which is ‘Elimination of Stigma and Discrimination against HIV/AIDS patients and adoption of ‘Live and Let Live’ policy. He disclosed that those infected with AIDS are not only the ones who follow erratic sexual behaviour but also those who are innocent victims of un-sterilized needles or infected blood.

Speaking on the occasion, Project Director, Dr. M.A. Wani, gave a detailed lecture on HIV/AIDS and made the jail inmates aware of different aspects of HIV/AIDS. He highlighted that though J&K State falls amongst the low prevalence State yet it is more at risk because it is tourist and pilgrimage destination and also security personnel deployed in the State constitute a potent risk factor. Dr. Wani also informed that 50 percent of the infected population ranges between 15 to 25 years of age and stressed the need for these young people to know about AIDS and the ways.

Dr. M.A. Wani further apprised about the need for taking precautions for jail inmates to prevent themselves against HIV/AIDS. Others who spoke on the occasion include DG (Prison), Mr. S.S. Ali, who extended full support of jail authorities in the implementation of AIDS Control Programme among jail inmates. The Society also organized on AIDS Awareness Rally of NSS Volunteer and a seminar on collaboration with jail authorities to disseminate AIDS awareness.

A rally comprising of NSS volunteers from different schools, colleges and University was also flagged off by the Minister, which portrayed the theme through placards, innovative picture charts and banners made by the participants

HsOP blood transfusion Department, Dr.Kum Kum Sharma, stressed the need for Voluntary Blood Donation and importance of transfusing safe blood. Among others present on the occasion include Dr. H.N. Kar, Dr. Sanjay Mehta and Dr. Sajjad Shafi.

New Govt committed to upliftment of masses: Bhalla

JAMMU, Dec 2: Congress MLA from Gandhinagar Mr Raman Bhalla has said that coalition Government headed by Mufti Mohammed Sayeed was committed to the upliftment of the poor and down trodden people of the society.

Addressing series of public meetings at Ambedkar Nagar, Trikuta Nagar Extension, Nanak Nagar ( Sector 3,5,6), Marakari, Barzalla and Model Town in Gandhinagar constituency today Mr Bhalla said that new coalition Government headed by Mufti Mohammed Sayeed and Pt Mangat Ram Sharma was committed to the upliftment of masses in general and weaker and neglected sections in particular.

Mr Bhalla assured that new Government will formulate a comprehensive policy for the betterment of the neglected areas. He said past Government meted out step motherly treatment to the people of Jammu region and the new regime is again committed to the equal development of all the three regions and remove this discrimination. He assured the people that neither State Government would propagate any discriminatory policy not administration will be allowed to do so.

While highlighting one month achievements of the coalition Government , Mr Bhalla said that within one month period State Government has earned a reputation and credibility. The State Government has taken positive steps for the development and upliftment of Jammu region. Welcoming the appointment of Mr S S Bloeria as Chief Secretary, Mr Bhalla said that it is first time that a chief secretary has been appointed from Jammu region.

Earlier, a rousing reception was given to Mr Bhalla in these localities and the Taxi Operators Union members also felicitated him.

Dhian Singh elected unopposed as JUTA vice president

JAMMU, Dec 2: Following withdrawal of some nominations on the last day today, Prof Dhian Singh Bhau of Centre for Distance Education has been elected unopposed as vice-president of the Jammu University Teachers Association (JUTA) while three candidates are left in fray for the post of president.

Prof J R Panda of Sociology, Prof N A Ganai of Law and Prof Rajinder Gupta of Economics will lock horns for the post of JUTA president. Prof Baldev Sharma of Zoology and Prof Dhian Singh Bhau of Centre for Distance Education withdrew their nominations today.

Prof Dhian Singh was elected unopposed as the vice-president as all three candidates for the post withdrew their nominations in his favour.

For the post of secretary, Dr J P Singh Jooral, Dr Shohab Inayat Malik of Urdu Department and Dr Yograj Sharma are in the fray while for the post of joint secretary, there is a direct contest between Dr Shohab Inayat Malik and Dr Sanjay Gupta of Law.

Meanwhile, according to Prof Sham Singh, who is acting as the election commissioner, venue for the voting on December 10, has been changed from Environment Science block to JU Teachers Club on the Campus.

Raj Kapoor’s films, cooking, poetry occupy Vajpayee’s spare time

NEW DELHI, Dec 2: His favourite film is the late showman Raj Kapoor’s ‘Mera Naam Joker’, and his pet lyric is the song ‘Awaara Hoon’ from the film ‘Awaara’ by the same filmmaker.

While the film ‘Mera Naam Joker’ was an Indo-Russian co-production starring an actress from that country, and ‘Awaara Hoon’ has been the favourite Indian song among the Russians, therefore Prime Minister Atal Behari Vajpayee’s comments are bound to please Russian President Vladimir Putin who is arriving here tomorrow.

The Prime Minister says he salutes the Russian people’s sense of music and art and particularly the film and songs of ‘Awaara’, adding that he enjoyed a ‘very good relationship’ with Mr Raj Kapoor and ‘I have been an admirer of his work’. He said ‘all his songs are very good, attractive and appeal to the heart.’

In an interview to Itar-Tass on the eve of the visit, Mr Vajpayee also touched on subjects other than politics and Indo-Russian relations. These included Mr Vajpayee’s days as a young student and later as editor, his palate for good food and expertise in cookery, love for poetry, and his concerns for the future.

Claiming that ‘I am one of the better cooks and people like food prepared by me’, the Prime Minister said he practiced cooking during his student days when he lived in a hostel and had to cook for himself and his father who liked variety in food. He said he preferred cooking ‘Khichdi’ with a little spice.

He said in reply to a question that spicy food was not the norm in India and he himself could not eat much of chillies. ‘But the food should be somewhat spicy. It is necessary.’ When the interviewer pointed out that mention of spicy food reminded him of the interest that he shared with Mr Vajpayee who had earlier been an editor, the Prime Minister said ‘I did not spare anyone in criticizing but always felt that it was my duty to indulge in constructive criticism without crossing the limits. I always tried to work with responsibly. I was in opposition, member of the opposition party. Whatever I wanted to say, I said very clearly, but used to choose such words in a way that the readers or the listeners did not feel it.’

In reply to another question about the variety of cultures and languages that a politician has to face, he said he had learnt from criticism and wherever necessary, changed his policy and behaviour. ‘But there are certain values, which I would like to adhere strictly to. I do not compromise with these values.’

He said he fulfilled his responsibility with the cooperation of all. He had faith in people. He believed in saying the right things and not hiding anything. ‘But I always keep an eye on the collective will of the people and always try to ensure that I am able to establish contact with the common man.’ On being elected eleven times to parliament, he said ‘commitment towards ideals is required, authenticity is needed, and a readiness to work with others and eliciting their cooperation.’

He said that the new generation, and his own generation, had to learn to face the challenges of the new century. ‘Everybody lives for self, but a part of life should be devoted to others too.’

Mr Vajpayee said he had been motivated to write poetry during the freedom struggle, but his writing decreased as his responsibilities increased. But he still pens down something that ‘touches my innermost self’. Even while expressing moments of disappointments, he sees a ray of hope. He recited his popular poem ‘Geet Naya Gaata Hoon’ and emphasized the last stanza which stresses optimism and the will to continue the fight.

Interestingly, Mr Vajpayee said relations with Russia figured in discussions with his father even when he was still a student and the fact that ‘we will maintain a close relationship with Russia’ emerged constantly during these discussions.’ (UNI)
