JAMMU,
Nov 30: Taking strong exception to
reports that Congress state chief, Mr Ghulam Nabi
Azad will head the Coordination Committee of
coalition partners, the National Panthers Party
(NPP) president, Prof Bhim Singh said that no
discussion has been made over the issue among the
coalition partners as yet.
While talking to
mediapersons here this evening, Prof Singh said
that Azad was himself making the statements that
he will head the Coordination Committee as no
talks on the issue have been so far held among
the coalition partners.
Lashing out at the
Pradesh Congress leaders he blamed them for
selling the interests of Jammu and asked them not
to over react beyond their capacity and
capability.
He said the Party
ignored the Dogras of Jammu while nominating two
MLAs to State Assembly. This is the mockery and
Congress is responsible for it, he added.
While asking the
Congress leadership not to take the NPP for
granted, he said they bargained for the post of
Deputy Chief Ministership and four Rajya Sabha
seats. The Party leaders need jobs and share in
power and nothing else, he added.
He said the
Panthers Party has a long history and it fought
from roadside upto the Supreme Court for the
rights of Jammuites.
Taking the
Congress leadership to task he said while framing
the Common Minimum Programme (CMP) on October 26,
Congress did not like inclusion of Resettlement
Act, issues of migrants and refugees of PoK on
whose votes it has been ruling the state in it.
He said the NPP
has made a lot of contribution for the people of
state and it was the only Party which fought
against the decision of former Chief Minister,
Sheikh Mohammed Abdullah who asked the newly
appointed employees way back in eighties to work
on half pay.
Prof Singh also
blamed the Party for abolishing the Numbardari
system but it was the PP which later restored it
, he claimed. The Party also failed to do
anything concrete for the migrants, he added.
He also claimed
that it was on the intervention of NPP that the
Chief Minister decided to provide the Government
jobs to the kins of those killed by terrorists in
Udhampur district.
Showing the
optimism that the Mufti Government will perform
better he asked its detractors to provide the
coalition at least six months time to show
performance.
He however,
strongly condemned the statement of PDP, vice
president, Ms Mehbooba Mufti asking India not to
interfere with Kashmir as highly provocative and
unacceptable. This is the quite violation of the
understanding reached by coalition partners while
framing the Government that there will be no
compromise on three things one is Indian
Constitution, National Flag and Boundary.
Prof Singh also
alleged that coalition partners have not
consulted him on vital issues since Government
formation accept on appointment of Chief
Secretary.
He however
asserted that coalition Government can not afford
to ignore the Panthers Party as they are living
at our mercy.
He also lashed out
at Vishwa Hindu Parishad (VHP) for demanding that
J&K be handed over to army. This is another
drama of the Sangh Parivar which is not only
irresponsible and undesirable but totally
condemnable, he added.
He said entire
world knows that elections were held in a
transparent and fair manner in J&K and
VHPs statement will send wrong signals, he
added.
Making a dig at
Sang Parivar he said after demolishing Babri
Masjid the VHP is using Raghunath Temple and
Jammu for Gujarat elections.
Terming the
statement irresponsible he said there is no need
of army rule in J&K as the elections were
held one month back.

Speaker calls upon youth to
shun drugs

Nov 30: The Speaker, J&K Legislative
Assembly, Mr. Tara Chand has today called upon
the youth to shun drugs and intoxicants which are
harmful for their mental as well as physical
health.
Inaugurating the
Anti-Drug Campaign at a function organised
jointly by the J&K Rural Sports Club and
Nehru Yuva Kendera Jammu at Indira Nagar in
R.S.Pura tehsil of Jammu district, Mr. Tara Chand
said that the youth are future of the nation and
joint efforts should be made to do away with the
menace of drug addiction. The Speaker said that
drugs particularly alcohol has snatched many
precious lives of youth from us. These youth were
so addicted that they could not leave the liquor
and this resulted in slow elimination of their
precious lives, he added. Mr Tara Chand while
referring to the fast growing menace of
alcoholism in the society said that this has
become the main reason for our remaining
backward, both economically and socially.
Recalling the message of great saints and
religious teachers, the Speaker said that no
religion teaches us to consume liquor and create
chaos and disruption in society. He called upon
the people in general and intellectuals in
particular to rise to the occasion and initiate
joint efforts to eliminate the menace of drinking
and use of other drugs like opium, Charas, Ganja
and tobacco etc.
Prof. Anmol Singh,
a renowned Biologist and Principal, Sant Rocha
Singh Degree College, Nanak Nagar while giving
details of metabolic effects of drugs on human
physiology said that one of the major basic
reason of addiction of youth to drugs is the
domestic or social frustration in their minds. If
the parents help them to solve the root causes of
the frustration of the youth, then these young
men will not fall a prey to alcoholism.
MLA Mr. Gharu Ram
Choudhary while speaking on the occasion, said
the unemployment among the youth was one of the
major factor of frustration which compells them
to use intoxicants for forgetting the
frustration. He asked the addicted youth and the
parents to contact village panchayats and NGOs
for seeking treatment for de-addiction.
MLA Smt. Suman
Bhagat announced Rs. one lakh from her
Constituency Development Fund for the
construction of lanes and drains in Indira Nagar.
She called upon the youth to launch an extensive
awareness campaign to educate the people about
the bad effects of the drugs.
Later, the Speaker
inaugurated the Rural Open Badminton Championship
which was played between D.K.Sharma v/s Balvinder
Singh on the occasion.
The students of
adjoining areas presented a cultural programme
and also spoke on the theme of anti-drug and
anti-toxiation. The functions was attended by
Director Nehru Yuva Kendra Jammu, and officers of
various departments. Prizes were also awarded to
the winning students by the Speaker.
Mementos were also
provided to the Speaker and prominent social
workers on the occasion.

reviews sanitations

Administrator, Jammu Municipality, S.Narinder
Singh alongwith Xen, Health Officer and other
officers of Jammu Municipality inspected W.No.9
(Mohalla Afgana, Tanga Wali Gali etc.) today.
Administrator issued on the spot orders for
restoration of the loose tiles in the streets and
for improvement of the sanitation of the area.
Administrator also ordered for initiating door to
door garbage collection scheme in the area so
that the sanitation can be improved. The
residents also demanded for demolition of a
building which was already declared dangerous by
Jammu Municipality. Administrator asked the
Executive Engineer Jammu Municipality to make
necessary arrangements for demolition of the
building.
Earlier
Administrator also visited the site of works
taken by Jammu Municipality at Mohalla Chowgan
Salathian, Panjtirthi, Gali Aganihotri, Gali
Khilona and Gali Tanga Wali. The Administrator
told the residents of the locality that the
Municipality would remodel the drains of the
locality to ensure smooth flow of the water to
avoid blockage of the drains. People of the
respective areas thanked the administrator for
his visit. They also appreciated the decision for
introducing door to door garbage collection
scheme in the Mohalla Afghana. Administrator also
visited Vishal Nagar, Bohari Talab Tilloo, Panj
Peer, Mohalla Dalpatian, Gujjar Nagar, New Plots,
Sarwal, Bhawani Nagar, Janipur etc. and reviewed
the sanitation and development activities
undertaken by the municipality.

HC issues bailable warrants
against DC, Addl DC Rajouri

JAMMU,
Nov 30: Mr Justice R C Gandhi of Jammu
Kashmir High Court, Jammu wing has directed the
Registry to issue bailable warrants against Mr K
A Khan and Mr Sat Pal Bhardwaj Deputy
Commissioner and Additional Deputy Commissioner
respectively of Rajouri in the sum of Rs 5000 for
securing their presence as the contempt
proceedings are stalled.
The warrants shall
be executed through DIG Rajouri-Poonch range.
While issuing bailable warrants court observed
that despite the service of the respondents they
were not present in the contempt petition filed
against them.
These bailable
warrants have been issued in a contempt petition
filed by Ashok Kumar and others through Advocate
Surinder Kour with Advocate Chakshu Sawhney in
which the petitioners submitted that they were
appointed as drivers on adhoc basis and the
respondents are extracting work from the
petitioners like regular employees whereas the
petitioners were appointed against vacant posts.
The petitioners were appointed in the year 1995
and 1996 whereas the respondents have
regularized/ adjusted one Iftikhar Ahmed Wani as
driver who was also working on adhoc basis but
the respondents have not considered the case of
petitioners for regularisation.
The petitioners
filed a writ petition in the State High Court
which was decided on October 11, 2001 whereby the
court directed the respondents that claims of the
petitioners be considered for regularisation in
terms of policy decision. In the meanwhile wages
due to the petitioners be paid by November 30,
2001. In case wages are not paid petitioners
shall get interest at the rate of 12 percent.
In the petition it
was submitted that petitioners have completed
more than seven years and are fully entitled and
eligible for regularisation under the provisions
of SRO 64/94. The respondents have not
implemented the order passed by the High Court
till date, while the petitioners approached the
respondents from time to time. The posts are also
available and the petitioners are working against
the clear vacant posts.
In the petition it
was alleged that the respondents willfully and
knowingly disobeyed the court order as such
committed contempt of the court and prayed for
initiating contempt proceedings against the
respondents.

decides 23 appeals filed against judgement of
single judge

JAMMU,
Nov 30: The Division Bench of Jammu Kashmir
High Court, Jammu wing, comprising Chief Justice
Mr B C Patel and Mr Justice S K Gupta, has
decided 23 Letter Patent Appeals in which 22
appeals were filed by the J&K Service
Selection Board and one filed by Ravinder Kumar
and others against the judgement of single judge
passed on June 1, 1999 whereby the Single Judge
in his decision said that criteria of residence
adopted is not in accordance with the law and
there cannot be zonal-wise selection as per the
judgement of the Apex Court.
However the single
judge instead of quashing and setting aside the
entire selection process further observed that
the petitioners were within their right to
contend that they may be appointed against the
available vacancies and the petition was disposed
of by giving direction to the State to appoint
the petitioners against the available vacancies
in different districts without disturbing the
selection already made. Against this judgement
the present appeals were filed.
In much awaited
judgement written by the Chief Justice observed
that the court has no power to direct the State
to make appointments more than the vacancies
available for selection at the relevant point of
time., as it involves financial implications and
so decisions, if any, in this regard cannot be
taken by the State Government.
If the process of
selection is not in accordance with law, same
should be set aside with a direction to follow
the procedure in accordance with law and to
appoint the persons.
The Division bench
while modifying the order made by the Single
Judge, further ordered to re-draw the merit list
state-wise within a period of three months from
the date of the copy of this judgement is
received. The court also directed that on
re-drawing of the merit list, if the candidates
who have been selected/ appointed and come within
the merit zone, they would not be disturbed, but
their seniority would be determined in accordance
with merit list, to be finally prepared. It was
also directed that State Government shall take an
undertaking from the selected candidates that
they would join at the places as per allocation
made by the State on the basis of their merit
position.
In view of the
above observation the order made by the single
judge in so far as appointments are concerned, is
required to be quashed and set aside. However the
DB at the same time issued directions to the
State to re-draw merit list of the candidates
according to their merit by preparing state-wise
list and directing the candidates to join duties
at particular places after taking undertakings
from candidates. For the appellants Advocate
Sindhu Sharma appeared while for respondents
Advocates D C Raina, R K Gupta, Surinder Kour,
Sudershan Sharma and Ravi Dogra appeared in the
court.

Talks
under Indian Constitution not
acceptable: Mirwaiz
NEW DELHI, Nov 30: Reiterating that talks
with the centre under the Indian Constituion were
not acceptable to separatists, former All Party
Hurriyat Conference (APHC) Chairman Mirwaiz Omar
Farooq has said the Government was not sincere in
addressing the Kashmir issue.
"What has the
Government done in the past to address this
problem? the centre doesnt even recognise
it as a dispute. It has to show flexibility... It
has to give us some concessions on the ground, so
that people can really believe that the
Government is sincere in addressing their
problems," the Mirwaiz said in an interview
to the BBC.
"They have
said they are willing to talk under the Indian
Constitution. Our problem cannot be resolved
under the Indian Constitution. They have held
elections in Kashmir since 1947 but the outcome
has been absolutely zero. The problem remains
where it was in 1947," he added.
He said the
separatists amalgam was ready to work towards
peace with militants provided the centre came to
the negotiating table accepting, in principle,
that Kashmir is a dispute.
"The Hurriyat
has maintained that if the Government is ready to
talk to us, we will talk to militants and
convince them that they renounce violence for a
certain time. But for that they have to alow us
to go to Pakistan first."
"The Centre
has to respond in a certain way to that and come
up with a political process to address the
issue."
The talks
involve three parties India, Pakistan and
the people of Jammu and Kashmir but,
ultimately, it is the people of Kashmir who will
decide their own future, the former APHC Chairman
said.
"India and
Pakistan can facilitate the process where both
sides of Kashmiri people are able to sit together
and then they will be able to maybe give some
ideas like a buffer state to an independent state
to the Dixon plan... People talk about a broader
autonomous region of Jammu and Kashmir. We have
this committee also in the us called the Kashmir
Committee. The study group, they have also come
up with some proposals. We are saying that we are
willing to discuss all these options."
Charging that the recently held polls, in which
the 23-party separatist alliance did not
participate, were not "free and fair",
he claimed that only 20 per cent people took part
in the democratic process.
"Elections
under the Indian Constitution are not acceptable.
We had said we were ready to participate provided
international observers were there and if any
neutral process was agreed upon... But we were
not provided with an opening ... Elections are
not going to address the key problem in Kashmir.
It is not an electoral problem."
The Mirwaiz said
elections could not be a substitute for self
determination and the right of the people to
decide their future had to be recognised.
"We did
choose the elections. In 1987, the Hurriyat
Conference was not in its proper shape as we are
this year. We fought the elections, but what was
the outcome? the elections were rigged," he
added.
The modalities of
the elections were not discussed, he added.
"The Hurriyat
Conferences point of view is very clear. We
are for a political solution to the Kashmir
problem through dialogue. We believe there are
two ways to resolve the problem - either through
the implementation of the UN resolution, or
through tri-partite dialogue, involving India,
Pakistan and people of Jammu and Kashmir,"
he said
Stating that the
"human dimension" of the Kashmir issue
was totally being ignored, he said peace should
be restored so that people could live with honour
and dignity.
"People are
divided, families are divided. I mean more than
half of my family is in
Pakistan-occupied-Kashmir. We want reunification
of Kashmir and then the problem to be addressed.
It has a human dimension too, which unfortunately
is getting totally overlooked by the world
community," he lamented.
On whether he
would settle for something less than full
reunification with PoK, the Mirwaiz said,
"there is a possibility -if India and
Pakistan reach an agreement and we are given
access to people in Azad Kashmir, the borders are
opened. It depends on what will be the ultimate

Dy
CM lays foundation stone of ARTO Complex at
Lakhanpur

Nov 30: Deputy Chief Minister, Mr. Mangat
Ram Saharma today laid the foundation stone of
the Assistant Regional Transport Office (ARTO)
Complex at Lakhanpur, the gateway of Jammu and
Kashmir State.
The complex
involving a cost of nearly Rs. 56 lakhs would be
completed in two phases. The first phase would be
completed in April next while the entire complex
would be ready by next year
Addressing a large
gathering present on the occasion, the Dy. Chief
Minister said that ARTO would be upgraded to
full-fledged RTOs office in near future to
meet the heavy rush of incoming and outgoing
vehicles. He said every effort would be made to
strengthen the motor vehicles department, which
is one of the major revenue generating
organizations of the state.
Mr. Sharma said
that the coalition government is committed to
give healing touch to the people of the state to
win over their hearts as they have suffered
immensely due to the decade long insurgency.
However, he made it clear that militancy would be
crushed with heavy hands and reiterated the
governments determination to restore
permanent peace and tranquility in the State.
The Deputy Chief
Minister said that Government is committed to
implement the Wazir Commission recommendations
and go in for delimitation of constituencies in
the State. This, he said, would help to mitigate
the grievances of the Jammu region. He said there
is a feeling among the people that Kathua
district known as the life line of Jammu and
Kashmir, has been ignored in the past in the
spheres of development and assured that all
possible measures would be taken to develop it on
sound lines.
Referring to the
problems of border and kandi areas, Mr. Sharma
said that the government has decided to provide
shelter sheds to the people living on the zero
line to minimize the causalities caused as a
result of frequent shelling from across the
border. He said the government has also decided
to provide Rs. 500 as financial assistance to
those rendered disabled as a result of firing. He
said the next of the kin of those killed in
firing from across the border would be provided
jobs under SRO 43. Similarly, the government is
also providing relief to the farmers whose crops
were damaged due to drought.
Mr. Sharma said
that panchayats are being empowered shortly to
make them fully functional. He said elections to
the remaining panchayat halqas would be conducted
as early as possible. The basic aim to strengthen
the panchayats is to involve the people ate grass
roots level in development and plan formulation,
Mr Sharma added.
The Deputy Chief
Minister listed the measures taken during the
last 20 days by the government to streamline the
administration. He said the government wants to
provide a clean, transparent and honest
administration to the people that would help to
overcome the problems confronting the people of
the state. While the honest and dedicated
officers would be rewarded, those indulging
dereliction of duty would be severely punished.

and Mr. Babu Singh, MLAs. Principal Secretary
Transport, Mr. A. S. Sidhu, Transport
Commissioner, Mr. A. C. Chaturvedi, Joint
Transport Commissioner, S. Inderjeet Singh,

Commissioner, Kathua, Mr. B. D. Sharma were among
others present on the occasion.
Earlier, the
Deputy Chief Minister on his maiden visit to
Kathua after induction into the cabinet, was
accorded warm reception at dozen of places
enroute. Addressing the way side meetings, Mr.
Sharma assured the people that their legitimate
demands like provision of drinking water
facilities, up-gradation of schools and health
centres would receive due consideration. He said
the government would examine the possibility for
upgradation of middle school Jatwal to high
school in the next financial year.
Mr. Sharma called
upon the big business houses of the country to
come forward in a big way and invest in the state
to help it overcome burgeoning unemployment
problem. This, he said will help check alienation
among the youth which is imperative for
restoration of durable peace in the state. He
said that besides attractive incentives available
to the industrialists under central economic
package, the state government has also earmarked
several incentives for the industrialists in its
new industrial policy.
The Deputy Chief
Minister also inaugurated body building and
fabrications unit at Sudan set up in the
private sector. He also garlanded the statue of
Pt. Girdhari Lal Dogra, a veteran freedom
fighter, at Hira Nagar Chowk.
Referring to the
problems of the brick kiln owners of Kathua
district, the Deputy Chief Minister assured that
their genuine demands would be thoroughly
discussed in a meeting of the concerned officers
during next week and every effort would be made
to mitigate their grievances. He also addressed
the panches and sarpanches of Kathua district who
felicitated Mr. Sharma on his induction in the,
cabinet as Deputy Chief Minister.

PKM
committee holds meet

Nov 30: Committee on political affairs of
Panun Kashmir Movement (PKM) which met here under
the chairmanship of Mr B L Koul and addressed
among others by PKM president Mr Ashwani Kumar
Chrungoo, took stock of the present
socio-political scenario today.
Describing the
recent statement of Chief Minister Mufti Mohd
Sayeed as significant that Kashmiri Pandits are a
natural part of J&K State and that there is
need to create "conducive atmosphere"
in Kashmir valley before Pandits are asked to
return and live in Valley.
The PKM meeting
stated that there was never a conducive
atmosphere for Pandits in the Valley right from
1947 as the community continued to be put in
miserable conditions and various upheavals in the
past over fifty years is a testimony to this
ground reality.
About the
"healing touch" policy of the State
Government, the PKM leaders held that Kashmiri
Pandit community stands first in the line to need
a `healing touch.
"In order to
live a full life in the valley, the Kashmiri
Pandits need compact living as a single unit in
Kashmir with the necessary constitutional and
political dispensation. Moreover KPs have
territorial, political and cultural concerns in
the Valley. It is a wholesome territorial,
constitutional and political solution that can
create actual `conducive atmosphere for the
Pandits in the Valley. Therefore PKM reiterates
demand for establishment of homeland for Kashmiri
Pandits in the Valley by creating a Union
Territory on the east and north of river Jehlum
in Kashmir. It has not only a promise to
establish the `conducive atmosphere forever
in the Valley for Kashmiri Pandits but has also a
promise to retain them permanently in the
Valley", said the statement of PKM issued in
the meeting.
The PKM has also
decided to launch a public awareness drive in the
month of December and January. In this connection
programmes shall be held at Delhi, Jammu,
Chandigarh and other places in these months. This
campaign shall continue upto 10th annual general
meeting of PKM which is to be held in April, 2003
at Jammu.

Sharma
expresses grief over tragic bus accident

Sharma has expressed grief over the tragic bus
accident in Khalleni area of Doda district today
in which several lives have been lost.
Mr Sharma in a
message conveyed his heart-felt condolences to
the bereaved families and expressed sympathies
with the injured. He has asked the administration
to provide all possible medicare to the injured.
DGP visits Arnas, Mahore
and Rajouri

K. Suri accompanied by Inspector General of
Police, Jammu Zone, Mr. P. L. Gupta visited
Arnas, Mahore and Rajouri today and held Darbars
with officers and jawans of Police there.
Addressing
Darbars, the DGP exhorted the men and officers to
work with dedication, sincerity and an element of
responsibility so that state ushers in an era of
peace and normalcy.
Commending the
role of Police in its fight against militants,
the DGP emphasized that basic police work should
be attended to and monitored closely so that the
guilty are punished. Noting with concern a
tendency to ignore some finer aspects of
investigation, Mr. Suri called upon all
supervisory officers to visit remote police units
and monitor their working so that a sense of
satisfaction amongst public could be generated.

Sending right signals on
J&K isnt difficult

Problems become
difficult only when they are handled either
half-heartedly or in the absence of proper
direction, proper perception. There is no denying
that problems in the troubled State of Jammu and
Kashmir have, over the years, become complicated
particularly on the law and order front. But what
has triggered suspicion on the one hand and, on
the other hand,given rise to the number of
critics of Kashmir managers is, it
can be said without any fear of contradiction,
the flow of wrong signals from the authorities
from time to time.
These
Kashmir managers are from the
Government and defence and paramilitary
organisations. There has beenand even now
there isthe pressing need for coordination
among all security and intelligence agencies
across Jammu and Kashmir. Unity of action and of
purpose, practically speaking, leaves little room
for contradictory and conflicting signals,
whether in relation to the infiltration from
across the border or handling of militancy and
insurgency.
After recent
terrorist strikes, particularly the one on the
Raghunath temple in the heart of the Jammu city,
one had anticipated a change among the
Kashmir managersin other words,
new realization in support of the need for right
kind of messages and signals in respect of Jammu
and Kashmir. Alas, there was no such change,
until writing of this column.
The Defence
Minister, Mr George Fernandes, cannot expect men
in uniform under his command to prevent him from
making claims of sorts vis-a-vis the situation
along the Indo-Pakistan border, particularly the
Line of Control (LoC). The Army authorities and
Mr George Fernandes seemed united while making
public, though not on the same day, the
"finding" that the cross-border
infiltration in Jammu and Kashmir had declined.
This claim,
interestingly, couldnt be digested by the
Border Security Force (BSF) higher-ups. Mr
Harshavardhan Raju, acting Inspector-General of
BSF in Kashmir,for example, didnt take long
to come out with a different story, clearly
refuting the Armys claim (it was the
Defence Ministers claim as well) that the
cross-border infiltraion had declined. Obviously,
Mr Raju had been mandated by his bosses in the
CGO Complex in New Delhi to make public on
November 29 that the "intensity" of the
recent militant attacks in Jammu and Srinagar
hinted that ultras had sneaked into the
interiors.
And the BSFs
Director-General, Mr Ajai Raj Sharma, went a step
further (the same day). He was reported to have
stated in a media interview that indications were
by no means uncertain that infiltration from
across the border in J&K would increase in
the coming months. The BSF chief seemed speaking
the language of the ruling BJP that releasing
militants could result in a spurt in militancy in
Kashmir.
At a time when the
power corridors in Delhi and J&K seem unaware
of the dangers inherent in wrong or contradictory
signals vis-a-vis Jammu and Kashmir, a right
signal has poured in from across the border. It
relates to the Lashkar-e-Toibas proposed
line of action in Indian occupied
Kashmir. The Lashkar mouthpiece Jihad
Times has revealed: "Our cadres have
procured latest Chinese-made guns which can be
used against fighter aircraft and to destroy
bridges and buildings".
The jihadi outfit,
in fact, has claimed to have acquired Chinese
anti-aircraft guns and 60mm heavy mortars for use
in J&K. These sophisticated arms, Jihad
Times disclosed, had been pushed into
J&K. The paper also said that the
Lashkar-e-Toiba (LeT) and other jihadi groups had
already begun using mobile phones for
communication with commanders based in Pakistan.
Kashmir-watchers
werent surprised when the Srinagar-based
Deputy Inspector General of BSF, Mr JP Sinha,
displayed a captured satellite telephone, made in
Switzerland, on November 29, after busting a
communication centre of the LeT. Not long ago, in
some operations, Indian security forces had
captured a few sophisticated mobile phone sets
manufactured by the American company, Ericsson,
linked to mobile phone companies operating in
border towns in Pakistan occupied Kashmir (PoK).
Intelligence
specialists have confirmed that the LeT and
Jamait-ul-Mujahideen (JuM) are under orders to
continue "massive" attacks on Indian
forces and their camps and convoys in J&K. If
latest radio intercepts were any guide, coming
days and weeks may witness more incidents of
terrorist violence .
The LeT and JuM
have their powerful bases across the LoC. The
volume of hard evidence showing the
involvement of Pakistan in training and arming
these outfits is substantive enough. Significant
development: LeT has developed working
relationship with the Tanzeemul Ikhwan, an
Islamic movement with hundreds of thousands of
followers.
The entire top
leadership of Tanzeemul Ikhwan is drawn from
retired senior Army officers, and hundreds of
current officers and soldiers attend its
ideological training sessions.

Rally
to create awareness about computer literacy

Nov 30: NIIT students today organised a
motor-bike/car rally to bring awareness among the
masses about the computer literacy.
The rally was
flagged off by the District Development
Commissioner Mr Rohit Kansal. The rally after
passing through New Plots, Janipur, Muthi, Canal
Road, Trikuta Nagar and Nanak Nagar culminated at
Gole Market, infront of NIIT Jammu centre.
Mr Rohit Kansal
appreciated NIIT initiative to bridge the digital
divide and appealed the masses to become the
computer literate as people without knowing
computers will not be able to stand anywhere in
this competitive world. He said that computers
open up new avenues of knowledge, information,
work, entertainment and communication. They
provide the tools to every individual to
radically better quality of life.
NIIT has been
responsible for the diffusion of IT learning
throughout India. Thanks to NIITs efforts
over the past two decades, young Indians can now
aspire to a better life through a career in IT.
There are millions
of Indians, especially those in the smaller towns
and villages and in the lower socio-economic
sections of society who have been left out of the
IT revolution sweeping this country. This has
resulted in the creation of a digital divide
within our country, with a small proportion of
haves, who know computers and a huge section of
have-nots who are not equipped with even basic
computer literacy skills.
World Computer
Literacy Day is being celebrated on December 2.

Completion
of work on community hall demanded

AKHNOOR,
Nov 30: A deputation of Gram Vikas Sangh,
an NGO from border area Khour met the Deputy
Commissioner Jammu Mr Rohit Kansal and demanded
early completion of work of a community hall at
Marchangi.
The NGO members
led by O P Gupta apprised Mr Kansal of their
problems in border area of Khour and drew
Administrations attention towards it. It
was brought to his notice that Executive Engineer
Local Bodies Jammu undertook the work of the
construction of community hall under NAC Khour in
1999. But it is unfortunate that till date it has
not been completed due to the reason best known
to the authorities concerned.
They sought the
intervention of Deputy Commissioner in this
regard. Mr Gupta also apprised the DC about the
activities of his NGO and sought cooperation from
the Administration. The members namely, Karan
Singh, Ravi Singh , Mohan Singh and Sanatan
Sharma stressed that special measures should be
taken for the speedy development of such areas as
lie at the Indo-Pak border.

Army
provides water to border villagers

POONCH,
Nov 30: As a part of its Civic Action
Programme, the army has provided water to some
villages in Poonch sector of Jammu region.
A defence
spokesman said that Army unit Saujjian under
Poonch Brigade is relentlessly striving to
provide basic amenities to forward and remote
villages. The unit has also constructed water
tanks at some places. A functional Water supply
Scheme is now available with the Saujian
villagers. It plans to cover villages
likeBarari, Chhol, Maidan and Chapriyan.
The new project would cost around Rs 12.75 lakhs.
The J&K PHE authorities are also assisting
the Army.

delegation meets DyCM, Education Minister

Nov 30: The members of Jammu Kashmir
Teachers Forum met the Deputy Chief Minister and
the Minister for Education in the form of a
delegation and discussed their problems with them
the other day.
According to a
release, the delegation led by its chairman Abdul
Qayoom Wani met the DyCM, Pt Mangat Ram Sharma
and Minister for Education Mr Harsh Dev Singh.
They also submitted a memorandum to them. The
delegation held a detailed discussion with the
ministers regarding problems of the teachers.
They apprised that the standard of the education
wont improve unless problems of the
teachers are improved.
The Deputy Chief
Minister asked the Education Minister to submit
the file of teachers to the cabinet for early
disposal. In a separate meeting, the Education
Minister, Harsh Dev Singh reminded the leaders of
the Forum that he has always pleaded the cause of
teachers while in opposition and has stressed the
Government to solve their problems. Now he has
taken over the department in his own hands and as
such priority would be given to the issues of
teachers.
The Minister
assured the delegation that issues would be
settled within a month as these are genuine and
legitimate and have always been put aside.
Besides many MLAs, the delegation also called on
Minister for Revenue, Housing & Urban
Development department Mr Ghulam Hassan Mir.

candidates in fray for post of JUTA president

Nov 30:
Total five candidates are in fray for the post of
president of Jammu University Teachers
Association (JUTA) as last date for filing of
nomination passed off today.
For the post of
vice president and secretary, four nominations
each have been filed while for the joint
secretary, only two candidates are in fray.
Interestingly, no one filed nomination for the
post of treasurer.
According to Prof
Sham Singh, EC for the election, Prof Baldev
Sharma of Zoology, Prof N A Ganai (Law), Prof
Rajinder Gupta (Economics), Prof Dhyan Singh Bhau
(Centre for Distance Education) and Prof J R
Panda (Sociology) are in fray for the post of
president while as no nomination form was
rejected during the scrutiny, which was held
today.
Dr Archana Kesar (
PG Department of Dogri), Dr Yograj Sharma (
Political Science), Dr J P Singh Jooral (
Statistics) and Prof Dhyan Singh (Centre for
Distance Education) are contestant for the post
of vice-president while for joint
secretarys post, only Dr Sanjay Gupta (Law)
and Dr Shohab Inayat Malik of Urdu Department,
are in fray.
Nominations of Dr
J P Singh Jooral (Statistics), Sanjay Gupta
(Law), Dr Shohab Inayat Malik (Urdu) and Dr Yog
Raj Sharma (Political Science), have been
received and approved for the post of secretary.
December 2 is the
last date for withdrawal of nominations while the
elections will be held on December 10.

Raina attains superannuation

Nov 30: Development Commissioner Power, Mr
H S Raina attained the superannuation from the
Government service after rendering the services
of 36 years today.
The officers and
other staff members organised a warm fare well in
Mr Rainas honour at the head office here.
Various speakers in the fare well function wished
Mr Raina the happy and healthy retired life.
Born in Chakothi
village of tehsil Uri of Muzaffrabad district
(now in PoK) in 1943, he started his education in
a refugee camp at Yol in Himachal Pradesh. As the
family moved to Batote after some time, he
completed his Middle from Batote in 1956.
Thereafter, he passed Matriculation from Udhampur
and FSc from Gandhi Memorial Science College,
Jammu.
Mr Raina after
completion of his Engineering degree, BE (Elect),
from REC Srinagar joined the Government service
in the State Electricity department as Assistant
Engineer in Sept 1966 on being selected by State
Public Service Commission. He was promoted as
Executive Engineer in 1977 and Superintending
Engineer on April 1, 1995.
He was elevated as
Chief Engineer ( System & Opr) on April 13,
1999 and further promoted as Development
Commissioner Power on July 31, 2002. He took over
various challenging jobs and came out with flying
colours with his dedication and experience.
During the year 2000-2001, revenue target set
forth by the Government for Electric Maintenance
and RE wing Jammu was Rs 120 crore, excluding
State Government departments and the achievement
was Rs 123.5 crores.
In recognition of
the excellent work done by Mr Raina, the State
Government extended his service tenure by one
year. He was also conferred the Best
Citizen of India-2002 Award in recognition
of his outstanding performance.

Traffic restrictions for
Raghunath Bazar area

JAMMU,
Nov 30: In
view of security reasons, Traffic Police has imposed
certain restrictions over parking of vehicles in ever
busy Raghunath Bazar from December 3 and declared the
entire bazar as no parking zone from 8 a.m.
to 12 noon for all types of vehicles.
According to communique,
issued by Senior Superintendent of Police, Traffic Jammu,
the vehicles of customers as well as shopkeepers of the
area, shall be allowed parking in Raghunath Bazar after
12 noon only after paying parking charges.
The mini load carriers
will be permitted to enter the bazar for unloading of
good from 0800 hours to 1200 hours while the handcarts,
which used to create hindrance in the smooth flow of
traffic, will not be allowed to enter Raghunath bazar
area from 1200 hours to 2100 hours.
The decision to impose
certain restrictions on movement and parking of vehicles
in the bazar, was taken after a thorough discussion
between SSP Traffic, Jammu and office bearers of
Raghunath Bazar Businessmen Association, over the issue,
here yesterday.
Teachers JAC threatens
state-wide agitation

JAMMU,
Nov 30: In a
one day session of Central Committee of Jammu Kashmir
Teachers Joint Action Committee, the burning problems of
the teaching community were discussed.
According to a release,
the meeting was held under the chairmanship of Mr Puran
Singh at the provincial office. All the participants
vowed to make the JKTJAC more strong, viable and
effective. The session urged the Govt to issue the formal
orders of all the conceded demands like removal of pay
anamoly, leave encashment, initial higher start,
regularisation of FAT migrant substitute teachers and
Rehbar-e-Taleem teachers.
The members warned the
Government not to follow the anti-teacher policy of the
former Government. In case the Government fails to
mitigate their sufferings, the teachers will be forced to
launch state wide agitation.
The Committee further
asked the Government to withdraw all the false and
fabricated charges against the leaders of the JAC
unconditionally immediately.
Prominent among those who
participated in the meeting includedA Q Wani,
Ganesh Khajuria, Sushil Kumar, Lekh Raj Khajuria, Ghulam
Rasool, G M Hamdard, Satish Kumar, Parveen Kesar, Kapil
Bakshi, Bharat Kumar and others.
VHP criticises release of
militants

JAMMU,
Nov 30:
Vishwa Hindu Parishad, Jammu and Kashmir unit, has
strongly objected to some leaders hailing from the state
and posing as well wishers of Jammuites. They are, in
fact, indirectly supporting the release of militants by
terming it as release of political prisoners.
A release of the VHP
issued here today said that it is very shocking that
these leaders are not differentiating between militant
and political prisoners. Either they are insulting the
political prisoners or encouraging and honouring the
militants, it was pointed out.
The VHP State president,
Mr Rama Kant Dubey stated that number of militants
released, immediately after recent Assembly, election
were detained in militancy related murder of innocent
Hindus in the Valley.
Being one of the partners
in ruling alliance such statements definitely seem to be
at the instance of their high command but these are
disastrous for the masses of Jammu and Kashmir. Before
issuing such statements,these leaders should not take the
masses for granted, Mr Dubey cautioned.
Prof Gupta visits
Hqs of 16-Corps

Minister of State for Defence Prof Chaman Lal Gupta today
visited 16-Corps Headquarters and got himself briefed
over the prevailing situation by the General Officer
Commanding Lt Gen TPS Brar.

operational preparedness and appreciated the high morale

Khelani mishap shocks

Minister of State for Defence, Prof Chaman Lal Gupta has
expressed shock and grief over the loss of many human
lives who were killed in road accident at Khelani Nallah
near Doda today.
As per a release, Prof
Gupta expressed sympathies with the bereaved families and
expressed the hope that concerned Government would
provide proper treatment to the injured and exgratia
relief to the families of the deceased persons.
He has stressed need for
effectively checking over loading and enforcement of the
traffic laws.
BSP state chief and Ex
MLA, Sheikh Abdul Rehman has also expressed the shock and
grief over the bus accident in which many people were
killed and injured.
He also strongly condemned
the overloading in the buses and mini buses and demanded
that this practice be stopped.
MLA Bhadarwah, Mr Mohammed
Sharief Naiz has also expressed his shock and grief over
the accident which claimed many precious lives.
He also expressed his
sympathy with the injured persons and prayed for their
speedy recovery. Mr Naiz demanded ex-gratia relief be
paid to the next kin of deceased persons immediately.
