JAMMU, Aug 25: Chairman, Maa Shakti, an organization working for the development of children and youth, Swami Paul today strongly advocated for accountability and transparency in the distribution of funds by the Government among the Non Governmental Organizations (NGOs) in the country.

Talking to media persons here this afternoon, Swami Paul said the Government should also ascertain whether the funds given to these NGOs have properly been utilized for the development and welfare of the people or otherwise.

He, however, regretted that some NGOs have been granted crores of rupees as aid by the Government for welfare schemes but they totally misutilised in absence of proper check and accountability.

Swami Paul expressed grave concern over the growing unemployment and the problems being faced by the youth and children and asserted that he has the solution to solve the unemployment problem within five years.

Holding the politicians responsible for the prevailing mess in the country, he said they divide the people on communal, caste and regional lines thereby spreading the seeds of hatred among the masses. " They want people to become loyal to their parties than the nation" which is dangerous for the country, he added.

Making a scathing attack on politicians, he said the ministers and legislatures have no moral right to take salary as they are the social workers. If they (politicians) are really interested in the welfare of masses they in turn should spend this money for the betterment of youth and children to make this nation happy and prosperous, he added.

While pleading the case of Cine Star, Sanjay Dutt son of Sunil Dutt a patriot who is undergoing trial for possessing the unlicensed gun, Swami Paul said the family who has throughout the life given ‘sacrifices’ for the nation does not deserve such a treatment.

He said it is unfortunate that Sanjay Dutt whose mother Nargis Dutt the great actress of yester years, has been made a scapegoat for political vendetta. He said Nargis Dutt had performed a remarkable role in "Mother India"and the nation has issued a postal stamp in recognition of her services. But it is unfortunate that loyalty of her son is being questioned today.

Demanding that the young actor be given a fair deal he said when there is no harm in talking to Pak militants and terrorists and all efforts are being made to bring them in main stream, why Sanjay Dutt is given a shabby treatment. He wanted to know when 150 persons are allegedly involved in the case why the name of Sanjay Dutt is on top just to intimidate the family as he is the son of Sunil Dutt.

Swami Paul maintained that he is against cruelty towards any youth not only in the country but throughout the world and this is the reason that he is pleading Sanjay Dutt’s case in the court of public.

Lambasting the Central Government he said when Deputy Prime Minister and other BJP leaders gave a clean chit to Pramod Mahajan in Shivani murder case saying he is innocent why can’t the politicians take the same stand on Sanjay Dutt. He also blamed the present Government at Centre for adopting the double standards by ignoring the war victims of 1965 and 1971 in providing them the petrol pump licenses.

He alleged Pardeep Kumar whose father Faqir Chand laid down his life in 1965 war is still hankering for a Government job despite the fact that then Prime Minister, Mr Lal Bhadur Shastri had acknowledged his sacrifice by writing a personnel letter to the bereaved family.

Swami Paul wanted to know why this young man was not provided a license under the Kargil war victims quota. He said why the Government gave only preference to the Kargil war victims and ignored the victims of other three wars.

He said likewise some employees of J&K Bank who have been terminated from services in 1987 are running from pillar to post for justice but the authorities have not bothered to settle their case or revoke the orders.

These employees need justice as their families and children are in great distress and pain. The authorities at the helm of affairs should take a lenient view and revoke the dismissal orders.

Swami Paul also stressed on reforms in educational system saying the small children are today over burdened with books and syllabus which needs a change. He said instead of incorporating the lessons about region, State and Country a third standard student is today asked to know about the latitude and longitude or about London and Washington which is no use to him.

He said though politicians can play an important role in transformation of society yet they shirk their responsibility for obvious reasons. In response to a question Swami Paul said if he is compelled by the circumstances tomorrow he may even think about joining politics for reformation of the prevailing system.

However, he maintained that about tomorrow only God knows every thing better.

Allegedly harassed, senior doctor quits job to join electoral fray

JAMMU, Aug 25: Allegedly harassed and victimised by the local legislator-cum-Minister, a senior doctor has resigned from the Government services—over 13 years before his scheduled retirement—to take on the Minister in political battlefield from the prestigious Akhnoor Assembly segment.

Dr Gafoor Ahmed, who had his last posting as Medical Officer in the sub district hospital, Akhnoor had sought voluntary retirement from the services at the age of 45 few days back and his request has been accepted by the Government.

"The only reason behind my premature retirement is to teach a lesson to Minister of State for Flood Control and Irrigation Pt Govind Ram Sharma, MLA Akhnoor, who subjected me to harassment and mental agony during last six years", Dr Gafoor told EXCELSIOR today while confirming that he had relinquished the Government job.

"I have suffered a lot for six years and not it’s time for me to take revenge", Dr Gafoor, who enjoyed wide respect among the people of entire Akhnoor tehsil for providing ‘cheap and best’ treatment to the poor and down-trodden people, thundered.

Gafoor, who was most likely to get the mandate of Bahujan Samaj Party (BSP), is probably the only doctor in Medical Officer’s rank in the State, who used to charge just Rs 10 as consultation fee in his clinic named Chowdhary Nursing Home, located in Akhnoor town. And the fee of Rs 10 is also charged only from 50 per cent of the patients while rest of the patients, who are drawn from far off areas of Akhnoor and are not in a position to pay even this much of meager amount, are examined free of cost.

BSP president Sheikh Abdul Rehman confirmed to EXCELSIOR that Dr Gafoor was being considered by the BSP for party mandate from Akhnoor. "The doctor’s name is under active consideration of the party but a final decision was expected to be announced in the presence of BSP supremo Kanshi Ram, who was in the town for last three days", he said is determined to contest the election from Akhnoor segment at any cost. While he was confident of getting the BSP mandate but maintained that even if he was not given the ticket, he would go ahead and contest against Govind Ram Sharma as an independent candidate.

Dr Gafoor, who had sacrificed his due promotion as Block Medical Officer (BMO) about five years back to avoid transfer and serve the people of Akhnoor, alleged that as soon as Govind Ram Sharma took over as Minister of State for Health he got me transferred to Rajouri. "But as a Court stayed my transfer, I was posted at Chowki Choura where he (the Minister) tried to get me suspended. From there, I was again transferred to Jogma, right on the international border", he said.

Dr Gafoor attributed his harassment to his growing popularity among the people of Akhnoor in view of cheap medicare provided to the people which, according to him, was not liked by the Minister. Dr Gafoor, whose clinic as well as well-equipped nursing home always remained packed with the patients mostly drawn from Akhnoor tehsil, was confident of sharply cutting into NC’s vote bank.

In 1996 Assembly elections, Govind Ram Sharma had won Akhnoor seat by a margin of about 250 votes over his nearest rival of BJP’s Chowdhary Ram Swaroop. The then BSP candidate Lakhbir Singh had finished third—just 900 votes behind the winner. Congress (I) nominee Dharampal Sharma had finished fourth while Congress (I) rebel Kuldeep Sharma had polled about 5000 votes to came fifth.

However, the charges levelled by Dr Gafoor were denied by the NC candidate Pt Govind Ram Sharma. "The charges are purely political", he said describing them as ‘baseless’.

Justice Sethi questions necessity of Evacuee Property Act

JAMMU, Aug 25: Former Supreme Court Judge Mr Justice (Retd) R P Sethi has questioned the necessity of the Evacuee Property Act and said the Evacuee Property Department has outlived its existance since long.

Addressing a function organised by SOS International Organisation for PoK Refugees to honour him, Mr Justice (Retd) Sethi termed the act as the enemy protection act and pointed out that those who migrated to Pakistan-occupied-Kashmir (PoK) have not come back. He lamented that the condition of those refugees who migrated from PoK have remained pitiable as no worthy help has been extended to them by both State and Central Governments so far.

"We are all in some way or the other responsible in not bettering their (PoK refugees) lot and the Government also cannot be absolved of this fault," he said.

He said the Human Rights Organisations have also remained stunningly silent on these issues and it was time they raise their voice in favour of these people.

In his address, Mr Rajiv Chuni, Chairman of SOS International Organisation for PoK Refugees, highlighted the problems of PoK refugees and criticised both the State and Central Governments for not paying any heed to the problems of refugees.

"PoK refugees have also been discriminated by the successive State and Central Governments and till today no step has been initiated to mitigate their sufferings", he alleged and said that it is the need of the hour to unitedly fight for the cause of these hapless people.

Criticising the State Government for raising the issue of Resettlement Bill and implementing SRO 215, Mr Chuni questioned why Chief Minister Dr Farooq Abdullah is interested in calling back the people who have been settled in Pakistan and said that Dr Abdullah is least concerned about the settlement of PoK Refugees.

"These Government have always made PoK Refugees scape-goat and promised moon during elections but after winning the elections none came forward to listen to the grievences of PoK refugees", he further alleged and said that even Prime Minister of India Mr Atal Behari Vajpayee always adopted discriminatory policy towards these people which is evident from the fact that during his recent visit to the State he announced package for Kashmiri migrants but not for PoK refugees.

Power in Jammu to remain effected for 15 days

Jammu, Aug. 25: In connection with the urgent capital maintenance at various 33/11KV Receiving Stations the power supply in Jammu district shall remain effected on the stations one by one for the next fortnight.

According to the Superintending Engineer Electricity Circle-I, Jammu Mr. K.B. Sharma the efforts shall however be made to supply extra power for the effected period so that six hours total curtailment is adhered as here-to-fore.

NGO to provide medical assistance to needy in Valley

SRINAGAR, Aug 25: A Non-Governmental Organisation has decided to provide medical assistance in the form of drugs, surgical equipments and monetary help for expensive medical tests to poor patients admitted in the Sher-i-Kashmir Institute of Medical Sciences at Benima.

"We have decided to adopt poor patients admitted in the hospital who have little sources to fulfil their medical needs," founding chairman of the NGO Friends of Humanity, Farooq Ahmad Bhatt, told reporters at a blood donation camp conducted by it in the hospital premises yesterday.

Thirty-four volunteers, mostly doctors, donated blood at the camp which was inaugurated by Director of the institute Mehraj-ud-Din.

"We choose the hospital for this mission as most of the members of the organisation are serving in it as doctors and para-medical staff," Farooq said.

He said his NGO has organised 65 free medical aid camps throughout Kashmir Valley during the past few years and had treated thousands of patients.

Medicines worth Rs 50 lakh collected from medical companies in the form of free samples were distributed among the patients at these camps, he said.

In addition, crutches, clothing, study material, rice, utensils and other items were given to the deserving people, mostly orphans, widows and physically handicapped persons.

Farooq said the NGO has never approached anybody, including the Government, for financial aid. "It is due to the contribution of my colleagues in the hospital, friends and relatives that the organisation is in the forefront of helping the needy," he said. (PTI)

JAMMU, Aug 25: National Conference is the only party in the State, which can and is in a position to provide stable Government in the State’’, said Minister for Information and Transport Mr Ajat Shatru Singh while addressing series of public meetings at Jandial Thath, Karry and Tung villages of block Bhalwal of Nagrota constituency.

Mr Singh, who is on election tour of the constituency said, "when Dr Farooq Abdullah took over the whole set up was in ruine". "There was no law and order, educational institutions, bridges, building etc were burnt. People in the Valley were not in a position to remain out of their houses after 5 PM but now the story is totally different", he said.

Mr Singh said that conspiracy is being hatched to divide the people of State. He further said that people of State are fully aware and knows better the role played by the National Conference to get people of the State together. He said that it was due to the efforts of our elders who made Jammu, Ladakh and Kashmir as one. The slogan of division raised by vested interests have no stand.

Referring to the youth, Mr Singh said that they have a great responsibility as far as the development of the State was concerned. Mr Singh, said that during the last six years various development works were executed in the State and more is to be done, so that people of the State are self-sufficient in every sector.

Mrs Bimla Luthra, MLA and Haji Mohammed, MLC also spoke in the rallies and stressed upon the people to vote en-mass for NC.

On these occasions Janak Singh, Anwar Khan, (Sarpanch), Mohinder Singh, Sain Khan, Mohammed Sadiq, Sham Lal, Ravinder Singh and Dawarka Nath also spoke.

Appealing the voters to strengthen the hands of Dr Farooq and Omar Abdullah, Mr Sharma told the people that National Conference has fulfilled all the promises made to the people six years ago despite various problems like militancy and financial crunch.

Mr Sharma reminded that the programmes of National Conference are people-friendly and held that the party had programmes and policies, which can bring prosperity in the State. He said many leaders of other parties were joining NC because of its popularity among the people.

Brahman Sabha organises one-day conference

JAMMU, Aug 25: Members of Jammu Central Brahman Sabha organised a one day conference here today to discuss problems confronting the community.

Pt Mool Raj Shastri was the chief guest whereas, Pt Dwarka Nath Shastri and Dr J K Sharma (former Director Health) were the guests of honour.

Mr Khajuria in his address laid stress on the unity of the community, democratic functioning of the Sabha and transparency of funds collected and spend by Sabha. To enlist the support of entire Brahman community for social reforms and strengthening the community bonds a 51 to 101 member-advisory committee of the Sabha comprising prominent scholars religious leaders and prominent personalities was proposed to be constituted. It was also resolved that all the members of the executive of the Sabha will be elected.

For transparency of the accounts, it was resolved to constitute two separate committees one for raising funds and one for its spending on Sabha activities. It was also decided to form audit committee for periodic auditing of the accounts.

Mr Khajuria disclosed that out of the total sum of Rs 43,766 collected by the Central Brahman Sabha for celebration of Bhagwan Parshu Ram Jayanti, a sum of Rs 6250 was spend and a balance amount was lying in the bank. Besides this, a sum of Rs 5100 and ration of 500 quintals was donated by the Sabha in the celebrations. It was resolved that amount lying in the account of the Sabha be contributed for construction of Bhagwan Parshu Ram Bhawans at various places.

Sanskrit week celebrations conclude

As per a release, Dr Jitender Udhampuri, Station Director, Radio Kashmir Jammu was the chief guest on the occasion while Dr G Ganganna, Principal of the Sansthan presided over the function.

In his address, Dr Jitender Udhampuri expressed his pleasure that the institution has been made a Deemed University. He said the measure would go a long way in promoting and improving the quality of Sanskrit teaching.

He said that Sanskrit is the language of our culture and it is the medium through which we can have access to the best of our cultural heritage and knowledge.

Dr G Ganganna appreciated the cooperation extended by the print as well as electronic media in making the programme as success. He showed his pleasure that the function has been graced by the participation of the leading academicians and the intellectuals of the state.

He also expressed his gratitude towards the teaching staff and the administrative staff particularly Mr Ram Krishan and the students for making every effort to make the celebrations a success.

Prizes were distributed among the winners of various competitions held during the week. Kashmiris allege harassment over EPIC

BARAMULLA (KASHMIR), Aug 25: Notwithstanding assurances of the Election Commission that obtaining an Electoral Photo Identity Card (EPIC) was not mandatory for voting in the coming Jammu and Kashmir Assembly polls, people in this north Kashmir border district allege harassment by security forces over non-possession of EPICs.

"Security forces have been repeatedly asking for photo identity cards. They do not honour our existing identity cards and there have been cases where the cards were thrown into the river," Basheer Ahmad, a resident of Baramulla old town said.

The story is no different in Pattan tehsil in the district. The residents allege security forces have been regularly visiting the area and forcing the people to get the EPIC made.

"I do not need the election photo identity card to exercise my franchise during the Assembly polls but to escape the wrath of the security forces I have come to Pattan tehsil office to apply for an EPIC," Ghulam Ahmad Mir from Banjiwara village said.

A defence spokesman denied the allegaStions terming them as baseless.

"We are no way involved in the election process. Our job is only to provide peaceful atmosphere," the spokesman said.

He said "identification is being asked from the people during frisking which is a routine matter and has been going on for so many years."

"We are not specifically asking for the EPIC as sole proof of identification," the spokesman said.

But the police posted at the tehsil office have allegedly made the things even more difficult for them. "They are not allowing us to go in to the tehsil permises to submit our forms. They have threatened to beat us several times if we persist," Mir said.

However, the police personnel maintain they are just complying with the orders of the tehsildar.

Tehsildar Mohammad Shafi Lone passed the buck onto the present security situation in the State.

"A hand grenade was hurled at the tehsildar’s office in Beerwah in Badgam district. How can we be sure of the credentials of the people coming here?" he said.

He said village heads and representatives have been bringing the forms to them in bulk and the issued EPICs were also being handed over to them for distribution.

Asked if the practice would not give rise to the possibility of misuse of the card, Lone said "it is not possible for us to prepare and distribute all these cards individually to all people. We will have to concentrate on one aspect at a time". (PTI)

JAMMU, Aug 25: Jammu and Kashmir Panthers Party, a constituent of Jammu Statehood Front, organised public rallies at Shakti Nagar, Gurah Bakshinagar, Bhagwatinagar and Rehari Colony to muster public support in favour of candidates who have clear cut commitment towards the just cause of Jammu state.

Mr Uday Chand, president JKPP, said that in Assembly election, the people of Jammu have only one point agenda that whether they prefer to elect the people or the parties who are responsible for slavery of Kashmiri rulers for the last 55 years or a person who is fighting for the cause of Jammu State, they only way out to get relieved from exploitation.

JAMMU, Aug 25: To highlight the discrimination and disparities with Jammuites and to start struggle for Jammu people, a Sandesh Yatra was held yesterday by JPF which started from Aap Shambhoo Mandir Chowk, Roopnagar by its president Mr Satish Poonchi in which a large number of people participated.

As per a release before start of Yatra Mr Poonchi pledged to make any sacrifice for the noble cause of obtaining rights of Jammu people. He expressed his resolve to continue Sandesh Yatra to every part of Jammu province to enlighten the people about discrimination being meted out with people of Jammu and aims and objects of JPF.

BSNL building inaugurated, new exchange commissioned

UDHAMPUR, Aug 25: New Telephone Exchange building was inaugurated by Chief General Manager Telecommunication (BSNL) J&K Circle here today.

An official spokesman disclosed that the total amount involved in the construction of building is about Rs 60 lakhs.

Mr Chhabra also commissioned 2000-line CDOT new exchange replacing 1400 lines by making inaugural call to Mr Rajinder Singh GM (O&D) J&K Circle.

At present total number of working connections is about 1200 and there has been a waiting list of 163 which is likely to be wiped out with in 1-2 months.

This exchange is having facilities like call waiting, call transfer, morning alarm, abbreviated dialing, ISDN (video conferencing) etc. Channels between Doda and Udhampur shall also be increased from 90 to 150 in order to give smooth access for STD/ISD regional dialing with code 95.

Rich tributes paid to SOG cop

JAMMU, Aug 25: Rich tributes were paid to Mr Rakesh Fotedar an Assistant Sub Inspector of SOG who laid down his life while fighting terrorists in Kupwara district of Kashmir Valley few days back at a meeting here today.

The meeting was chaired by MLC, B L Bhat and among others who paid tributes to the departed soul include Rattan Lal Pandita, Makhan Lal of Youth Wing and Shiban Ji Raina. It said the sacrifice given by this valiant soldier to fight terrorism will always be remembered.

People protest at Mansar

UDHAMPUR, Aug 25: People today held a demonstration at Mansar and disrupted traffic in protest against the highhandedness of Tourism Department’s local authorities.

The people alleged that Tourism Department had imposed unnecessary instructions on movement of local people around the lake. Moreover, they alleged, the local Tourism official always misbehaved with them whenever they approached him in connection with their grievances.

Reports said the local people called off their protest following intervention by police but threatened the protests if action was not taken against the officers.

Power shut down on Tuesday

JAMMU, Aug 25: The power supply shall remain disrupted on August 27 from 7 am to 1 pm to the districts of Poonch and Rajouri due to carrying out urgent works on 132 KV Gladni-Kalakote line.

The shut down shall be subject to fair weather conditions. The Maintenance and RE Circle-I Jammu has regretted the inconvenience to be caused to the public on this account.

All India Megh Sabha holds meet

JAMMU, Aug 25; President of Raipur-Domana unit of All India Megh Sabha, Mr Shanker Lal, has termed the decision of BJP High Command to field Bansi Lal Bharti from the constituency as unfortunate.

As per a release in an emergency meeting Mr Shanker Lal disclosed that the Sabha has apprised the BJP office bearers at the State and Central level not to field three times defeated candidate but no attention was paid towards our requests. He said the policy of BJP to field again and again a defeated candidate will harm the party.

In the meeting chaired by Mr Shanker Lal, it was unanimously decided to protest the candidature of Bansi Lal Bharti.

JKSF forms new unit for Jammu

JAMMU, Aug 25: The J&K Students Federation (JKSF) constituted its Jammu district unit headed by Mr Surjeet Singh today.

As per a release, a meeting in this connection was held here today under the chairmanship of Anuj Tandon state president of the organisation. While Surjeet was elected unit president, Sandeep Sharma- vice president, Bhupinder Singh -general secretary, Devinder Singh —secretary, Ashok Kumar -joint secretary, Atul Singh -chief organiser, Rahul Abrol-organiser, Kuldip as advisor, Pankaj—publicity secretary while Vicky as treasurer.

Telephones out of order for 15 days

HIRANAGAR, Aug 25: The telephones in village Dingamb and its adjoining areas are out of order for the last more than fifteen days.

As per a release, the Panchayat members of the area have alleged that more than hundred telephones in the area remain unattended despite request to the concerned lower staff. The consumers are facing lot of hardships while they are bound to pay the regular rent for the same without proper service. They sought the immediate intervention of CGM, Telecom J&K Circle and action against the staff accountable for it.

Teen-ager missing

UDHAMPUR, Aug 25: Kailash Nath, 17, son of Jodh Ram Bhagat of village Panchote in Kud is reportedly missing from village Tringla near Kud since August 10. He had gone to his sisters house on the fateful day but did not return since then according to an FIR lodged by his father at Police Station Kud on August 19. Kailash is five feet two inch tall with Wheatish colour. He was last seen wearing a white shirt and black pent. Any body having any clue of missing boy may intimate the Police Station Kud or his parents.
