conducive for electoral process: Lyngdoh Excelsior Correspondent JAMMU, Aug 19: Chief Election Commissioner J M Lyngdoh today ruled out postponement of Assembly elections saying the situation was conducive for undertaking the four-phased electoral process in the State. Talking informally to a group of newsmen at Guest House here soon after his arrival from Srinagar this afternoon, Lyngdoh, who was flanked by two other Election Commissioners T S Krishnamurthy and B B Tandon and Chief Electoral Officer, J&K, Parmod Jain, said :"the full Election Commission is here to review situation in the State for three days. We have assessed the law and order situation which appeared conducive for holding the Assembly elections". Lyngdoh said he was satisfied with the security arrangements made for the upcoming elections. "The security is okay in the present context," he added in reply to a question on whether more security forces were required for smooth conduct of polls. "We will go ahead with the election schedule, which has already been announced. There is no question of a change in our stand", he said setting at rest all speculations regarding postponement of the elections. It may be recalled that Kashmir Committee chairman Ram Jethmalani had also demanded postponement of the elections to rope in more separatist group to join the electoral fray. He clarified that any decision on elections postponement can be taken by the Centre only and pointed out that notification for first phase of the polls would be issued on August 22. He said the voters list would also be published in Hindi and slammed Jammu district administration for not publishing the list so far. Asked about the Centres decision to seek Supreme Court advice through Presidential reference on Election Commissions decision on Gujarat elections, Lyngdoh quipped :"in democracy, everyone has a right to putforth its view point". He declined to elaborate. The CEC said it would be Commissions endeavour to ensure that people of the State feel free in exercising their franchise. "We will take all steps to ensure a free & fair poll," he added. Meanwhile, the Centre today also ruled out postponement of the four-phased elections to the Jammu and Kashmir Assembly, a demand made by the Kashmir Committee headed by Ram Jethmalani. The demand was rejected by Deputy Prime Minister L K Advani. Advani, in interviews to TV channels, also said that those organisations with affinity to Pakistan would not take part in the elections. "I dont think that postponement of polls would ensure wider participation because it is clear that there are elements under Pakistans influence due to financial reasons or fear. They will not participate. Advani said, "it has to be kept in mind that changing the dates which have already been announced will provoke a reaction among certain sections of the people." Jurist Jethmalani, who is heading an unofficial peace initiative on Kashmir, said on his return from the Valley yesterday that except for the ruling National Conference, all quarters in Kashmir wanted the polls to be postponed so that it could result in wider participation. Earlier speaking to newsmen in Srinagar, Lyngdoh said, "we are not concerned with the elections postponement. That is the political side." "There are lots of political noises. We are not concerned. We are ready," he said adding, "we hope we have a good election." Meanwhile, Chief Electoral Officer Parmod Jain has also said there would be no change in the election schedule announced by the Election Commission. "As part of our efforts, we have drawn from Uttar Pradesh and Punjab around 5,000 officers who have already functioned as polling officers, to eliminate any bias factor," Jain added. He said four officials would be deputed at each polling station - two from outside and two from the State - by a random selection process. On the reported discrepancies in electoral rolls and issue of electoral photo-identity cards, Jain said "we are in the process of rectifying them. We should leave some margin for error when such a massive exercise is undertaken." Asked if any political party had sought deferment of polls, Jain replied in the negative saying "no political party has met the Election Commissioner due to paucity of time." Jain said over 13 lakh applications for photo-identity cards had been received throughout the State, out of which six lakh cards had already been issued and another two lakhs were under process. He said there "may be some discrepancies (in electoral rolls)." When asked if any punitive action would be taken against those providing false information, he said "I dont think so." In the evening, the full Election Commission visited R.S. Pura and Miran Sahib to take stock of the preparations being made for the election. |
Shekhawat sworn-in 12th Vice President NEW DELHI, Aug 19: Veteran BJP leader Bhairon Singh Shekhawat was today sworn in the countrys 12th Vice President making him the first party stalwart to occupy this high office. At a brief ceremony at the imposing Ashok Hall of Rashtrapati Bhavan, President A P J Abdul Kalam administered the oath of office to 79-year-old Shekhawat. The former Rajasthan Chief Minister took oath in Hindi. Shekhawat succeeds Krishan Kant, who passed away days before his tenure was to end. He had defeated senior Congress leader Shushil Kumar Shinde by a margin of 149 votes. A host of dignitaries including former President K R Narayanan, Prime Minister Atal Bihari Vajpayee, former Prime Ministers P V Narasimha Rao, Chandrasekhar and I K Gujral, Deputy Prime Minister L K Advani, leader of opposition Sonia Gandhi, Chief Ministers J Jayalalitha, Farooq Abdullah and Ashok Gehlot, Trinamool Congress leader Mamata Banerjee and Union Ministers attended the ceremony. Shekhawat, who was elected to the post on August 12, told reporters after being sworn in that he would rise above party lines and ensure that major issues facing the country were thoroughly debated in the Rajya Sabha of which he would be the Chairman. "I will rise above political affiliation and see that debates take place in the Rajya Sabha on main issues before the country and make efforts to resolve them," he said. The ruling NDA does not have a majority in the Upper House. In a bid to demonstrate his affinity to his home State Rajasthan, Shekhawat brought Rajasthan Chief Minister Gehlot in front of the stand of the camera persons and posed for photographs. He also posed for photographs with Vajpayee, Gandhi, Farooq Abdullah and Jayalalitha. While Mamata Banerjee occupied a seat meant for journalists, Defence Minister George Fernandes took chair at the extreme end of the hall where guests were seated. Shinde also attended the function. Earlier, Home Secretary Kamal Pande read out the notification of the Election Commission declaring the election of Shekhawat. Lt Col, ultra killed ; jawan injured in Nowshera battle Excelsior Correspondent RAJOURI, Aug 19: An officiating Commanding Officer (CO) Lt Col Kanwal Jaideep Singh and a terrorist were killed and a body-guard of the CO were injured in a heavy exchange of firing on the Line of Control (LoC) at Mira post in Nowshera sector last night. Five other terrorists retrieved to Pakistan. In another encounter in Surankote tehsil of Poonch district, the troops eliminated a terrorist and were hunting his associates in Snehi forests this evening. Official sources said Lt Col Kanwal Jaideep Singh, who hailed from Gurdaspur district in Punjab, had gone to Mira post from Garhi base of Dogra Regiment alongwith six to seven army personnel to take stock of the situation prevailing on the LoC. The Commanding Officer observed a group of six terrorists trying to infiltrate into Indian territory through the LoC and alerted the jawans in all surrounding posts. A heavy exchange of firing started between the two sides. In the meantime, Pakistan army also started targeting Indian posts in an attempt to give cover to the sneaking ultras. The Commanding Officer, who was leading his troops right from the front, was hit by a bullet on his neck. He succumbed to his injuries while being evacuated to hospital. His body-guard Parmeshwar Kumar was also injured and has been hospitalised. Sources said a terrorist was also killed in the exchange of firing but his five associates managed to escape back to Pakistan taking cover of darkness. From the scene of encounter, army recovered three rucksacks, five hand grenades, 376 rounds of AK-47 rifle, one water bottle, two religious books and packets of medicines and goods. Identity of the slain terrorist hasnt been established but he was believed to be a Pakistani having affiliation with Lashkar-e-Toiba (LeT) outfit. Body of Lt Col Kanwal Jaideep Singh, who was an awardee of Sewa Medal and Shaurya Chakra, was kept in an army formation where army officers and jawans paid him glowing tributes. Later, his body was sent to his home town of Gurdaspur with full military honours. Lt Col Singh became the first Commanding Officer to be killed in an action in Rajouri district. Few days back, Capt Reddy was killed in an encounter in DC Colony in which four terrorists were also eliminated by the troops. Meanwhile, army today gunned down a terrorist during a search operation in village Snehi in Surankote tehsil of Poonch district. According to sources, the troops raided a hideout of the terrorists in wee hours of this morning and engaged them in an encounter. Cross-firing led to the killing of one terrorist while his associates escaped to Snehi forests. Troops continued a hunt for the terrorists in Snehi forests but they remained untraced till tonight. Army didnt suffer any casualties in the operation. One AK-56 rifle, two magazines, one radio set, one hand grenade and some ammunition was recovered from the scene of encounter. Identity of the slain terrorist hasnt been carried out so far. |
Hurriyat's participation was always in doubt : Advani NEW DELHI, Aug 19: Asserting that the Hurriyat Conferences participation in the ensuing Assembly elections in Jammu and Kashmir had always been in doubt, Deputy Prime Minister L K Advani today said President Pervez Musharrafs recent statements were a "direction" to pro-Pak elements not to participate in the polls. "I think those elements who have some affinity with Pakistan will not take part in these elections... Gen Musharrafs statements on Kashmir elections are a kind of an order to these elements not to participate in the poll process," Advani told TV channels here. Even if these elements were earlier inclined to take part, they "later decided not to do so", he said. To questions on the Hurriyat Conferences participation in the polls, he said it was "always in doubt. I feel Hurriyat is influenced by Pakistan". Asked whether he thought Pakistan was behind the fatal attack on APHC leader Abdul Ghani Lone and whether such attacks were a message to those who wanted to take part in the polls, he said "correct, there is no doubt about it". The "murderous attacks" against those who favoured the elections were meant to send a message to these sections "not to participate in the polls by putting their lives in danger", he said. Asked whether the Centre favoured holding election in J and K under Governors rule, Advani said "it is for them (State Government) to decide. We will not impose anything on J&K". "Not only should the elections be free and fair, but they should also seem free and fair," he said. On the issue of autonomy and more powers to the State, he said Prime Minister Atal Bihari Vajpayee had recently said that Government would discuss with the newly elected representatives the relations "between New Delhi and Srinagar, and between Srinagar and other parts of J and K". He said efforts were on to ensure mass participation in the elections and several individuals and groups were trying to work in that direction, hinting at Kashmir Committee headed by Ram Jethmalani. groups fall in ambush Excelsior Special Correspondent SRINAGAR, Aug 19: While as in north Kashmir district of Kupwara, security forces have intercepted three more infiltrating groups and eliminated at least six militants, one militant, one lady SPO and a CRPF soldier have died in other militancy-related incidents since last evening. Informed official sources told EXCELSIOR that, since last evening, security forces have intercepted three more groups of infiltrating militants, near LoC, in Kupwara district. Sources said that troops of 18-Madras spotted a group of infiltrating militants near Eagle Base, in Karnah (Tangdar) sector. They were engaged in a fierce gunbattle. At least three militants got killed. Search was on to trace other members of the group who are believed to have escaped from the cordoned area. Troops of 01-Assam, intercepted yet another group of infiltrating militants at Kanthwali Gali, near Sonapindi, in Kalaroos area of Kupwara district. In the fierce gunbattle, two militants died. Other members of the group are believed to have escaped and a search operation was in progress to trace them in Kalaroos area. In one more gunbattle, troops of 7-Special Force (7-Para) eliminated one more unidentified militant near Kamdor Naar in Nowshera area. However, Defence sources claimed that, in all 10 infiltrators, had been killed by security forces along LoC in Kupwara district since last evening. However, thorough checks of information by EXCELSIOR revealed that only six infiltrators had been killed. Death of two militants, killed in Dooraswani area of Lolab, has since been reported in this newspaper. On Saturday night, EXCELSIOR had exclusively reported killing of seven infiltrating militants in Keran sector. With todays incidents, a total of 15 militants have been killed by security forces in the last three days in Kupwara district. Reports available from south Kashmir said that, during last night, troops of Rashtriya Rifles 01 Bn eliminated one local militant of Lashkar-e-Toiba at Lariyar Wachi, in Zainapora area of Pulwama district. Two residential houses got damaged in the gunbattle. Reports said that, during last night, militants barged into the house of a lady SPO, namely Tahira W/o Manzoor Ahmed Hakim R/o Nayid Mohalla, Bijbehara, and fired upon her. With critical injuries, she was rushed to hospital where she succumbed. A civilian has been similarly left injured at Ashajipora, Anantnag. Here in the capital city, militants fired upon a CRPF party at Hari Singh High Street, in civil lines area, at 1845 hours this evening. Two CRPF soldiers sustained injuries. Both of them were rushed to hospital where one succumbed to injuries. He was identified as Constable Sher Singh of CRPF 70 Bn. Earlier today, militants lobbed a hand grenade near Tehsil Office at Beerwah, in Budgam district. A large number of civilians, who were busy in making and taking their Voters Photo Identity Cards seemed to be the target. In the explosion two civilian sustained injuries. They were identified as Ghulam Hassan Ganai S/o Ghulam Rasool Ganai R/O Hanjibug and Jalal-ud-din of Lassipora. They were both rushed to the local hospital for medical treatment. An Army jawan was attacked and killed by a wild bear while security forces were conducting searches in a forest in Anantnag district of south Kashmir last night, official sources said. The jawan of Rashtriya Rifles was attacked by the bear in Batpora forest, they said. Troops entered the forest following specific information that some militants were hiding there. |
Assembly Election 2002 By Dinesh Manhotra JAMMU, Aug 19: Amidst hot-exchanges between some members, the Election Committee of the Bharatiya Janata Party (BJP) today short-listed panels of the potential candidates for the forthcoming Assembly elections. These short-listed panels will be handed over to party general secretary and incharge Jammu and Kashmir affairs, Mr Rajnath Singh tomorrow after public meetings at Kathua and Zannana Park here. Names of the party candidates will be finalised by Parliamentary Board of the BJP on August 21. After six hour long marathon meeting, the 15 members Election Committee today finalised panels for Kathua, Udhampur, Poonch, Rajouri and Doda districts. According to sources, Hiranagar reserved seat names of sitting MLA Prem Lal and Gopal Dass were included in the panel while for the Kathua seat names of Lal Chand, Th Ranjit Singh, Narinder Singh Jasrotia and Kulbhushan figured in the panel. Committee included names of former MLA Jagdish Sapolia and Ravinder Sharmas names in the panel for Basohli seat and for Bani seat, names of Master Lal Chand, Billa Shah and B D Sharma (Retired Justice) were approved by the panel. For Billawar seat names of Kashmira Singh, Satish Sharma, Th Ranjit Singh and Som Nath Gupta figured in the panel. Election Committee has had to hold marathon discussion for two hours before finalising panels for Udhampur district. For the prestigious Udhampur seat, name of Dr Kanu Sharma, daughter- in- law of late BJP MP, Vaid Vaishno Dutt also figured. Others who were in the panel included Pawan Gupta, son of sitting MLA Lala Shiv Charan Gupta, Rama Nand Baria, president Beopar Mandal Udhampur and Rakesh Gupta. The Committee has approved names of sitting MLA, Prithivi Chand and Dina Nath Bhagat for the Chenani reserved seat while for the Ramnagar seat names of Hans Raj Gupta and Mohan Lal Gupta figured. Names of Mr Baldev Sharma and Krishan Dev Singh were finalised for Reasi seat. Names of sitting party MLA Bali Bhagat and Tej Ram figured in panel of Ramban reserved seat and for Bhaderwah seat, name of party president Mr Daya Krishan Kotwal and along with Kishori Lal was included in the panel. Sources further said that names for the panels of all the 13 seats of Jammu district were already approved by the Committee in its first meeting which was held on Saturday. For the prestigious Jammu East seat, name of sitting MLA Mr Ashok Khajuria figured with Chander Mohan Sharma while for Jammu West constitutency it was former BJYM president Kavinder Gupta and sitting MLA Hans Raj Dogra who were conisidered by the panelalists. Sitting MLA for Gandhi Nagar constituency, Ch Piara Singh along with Prithipal Singh and Banarasi Dass Gupta were in the panel. For reserved Samba seat Subash Bhagat and Neelam Devi are in panel while for Vijaypur seat names of Chander Parkash and Satish Sharma were finalised for panel. For Khour reserved seat Election Committee has finalised names of Tej Ram, Chaman Lal, Amar Nath and Ludhermani for the panel. For another reserved seat of Raipur Domana names of Bansi Lal Bharti and Subash Bhagat were finalised for the panel. However, panels of candidates for Surankote, Poonch, Banihal and Doda will be finalised later. Jethmalani meets Advani on talks with Hurriyat NEW DELHI, Aug 19: Mr Ram Jethmalani, Chairman of the Kashmir Committee this evening met Deputy Prime Minister L K Advani and apprised him of his talks with the Hurriyat and other separatist leaders in kashmir. Besides advocating Governors rule in the State and postponing the September-October elections there, Mr Jethmalani told Mr Advani that this was necessary to enable various secessionist groups to take part in the polls. Mr Jethmalani, who was accompanied by several members of the committee, during his hour long meeting with the Deputy PM, gave his impressions on Hurriyats response to the tallks as well as its participation in the coming elections. Mr Advani, who is leaving tomorrow morning on a official visit to United Kingdom, told the committee that he would hold broad-based and in-depth discussions with them on engaging the Hurriyat and other separatist groups in talks to find a peaceful solution to the Kashmir problem. The former Law Minister told UNI that his meeting with Mr Advani was very fruitful and he gave a patient hearing to them. The Kashmir committee recently concluded its three-day visit to the Valley during which it held extensive talks with the cross-section of people to ascertain their views on the current political and security situation in the State. Mr Jethmalani today also exchanged views with National Security Advisor Brajesh Mishra on his talks with the Kashmiri leaders and expressed the committees determination to persuade all groups in Jammu and Kashmir to come to the negotiationg table and work towards ending violence in the State. Youth gunned down as gang war intensifies Excelsior Correspondent UDHAMPUR, Aug 19: In another case of gang war, a youth involved in four cases of murders and attempt to murder, was shot dead by the rival gangsters at Kaimbal Danga, about 20 kms from here under Rhembal police stations jurisdiction tonight. Abdul Gani Chandel, about 30, son of Hakim Din Chandel R/o Hartayan, Udhampur had just boarded off a bus at Kaimbal Danga alongwith his wife and two daughters on way to his house at Hartayan when one of the three gangsters fired a shot on him with a pistol, police said. As Chandel, who was one of the accused in Dana murder case, fell down, two other gangsters inflicted two deep stab wounds on his person killing him instantly. Chandels wife and daughters raised an alarm attracting attention of locals. Police said the assailants, who were riding on a Hero Honda Splendor motor-cycle No. 6798 JK02G, fled on the bike from the spot. However, they abandoned the motor-cycle at some distance, probably due to a police naka ahead, and fled away. The motor-cycle has been seized by the police. Police shifted body of the victim to the district hospital for post-mortem, which would be conducted tomorrow morning. Police said a search operation has been launched to nab the accused but admitted that no arrests had been made so far. Police attributed the murder to inter-gang rivalry in Udhampur saying the accused was involved in four cases including two murders, one attempt to murder and one pertaining to timber smuggling. Police said Chandel had boarded a bus from Chopra Shop alongwith his wife and two daughters. He was being followed by the gangsters right from Chopra Shop. As soon as he boarded off at Kaimbal Danga, the assailants came into action. Police said their needle of suspicion was hovering around four persons, all of whom were known criminals and belonged to the rival group of Chandel. However, they declined to name them at this stage saying the investigations were at a premature stage. A murder case has been registered at Rhembal police station for further investigations. |
85 Russian soldiers killed in Chechnya MOSCOW, Aug 19: At least 85 Russian soldiers were killed when a transport helicopter with 117 people on board crashed in an attack claimed by Chechen rebels. The MI-26 helicopter crashed two kms from the runway at Khankala, the main base of the Russian forces in Chechnya. Though the Russian military authority said there was no preliminary information to indicate there were casualties and denied that the helicopter had been shot down by the rebels, Interfax and Itar-Tass quoting military sources said at least 85 soldiers were killed Russian President Vladimir Putin has ordered a investigation into the incident. "This catastrophe must be investigated most thoroughly," he said. "According to preliminary information, the helicopter went down after being hit either by a missile or heavy machine gun fire," Interfax quoted a source as saying. However, it also reported that MI-26, worlds largest troop transport helicopter, could have crashed due to engine malfunction. The accident could also have been caused by overloading, the Defence Ministry said. The five-member crew reported an engine fire while making a fourth turn en route from Mozdok to Khankala and requested an emergency landing two km from the military base. The Chechen rebels in a statement published on their internet site claimed they had shot down the Russian helicopter. "According to preliminary information, tens of occupants who were in the helicopter were killed," the statement added. (PTI) |

Excelsior Correspondent UDHAMPUR, Aug 19: Three civilians including a father-son and a woman were shot dead by the terrorists in two separate incidents across Doda and Udhampur districts today. A civilian escaped from the terrorists captivity in an injured condition. Reports received here said a group of unidentified terrorists forced their way into the house of Kala Gujjar at village Bana in Chasana area of Mahore tehsil in Udhampur district late last night and shot dead Kala and his son Zakir Hussain. The duo of father-son were working as porters with army. Terrorists escaped from the village after killing the father-son. Police party reached the spot this morning and sent the bodies for post-mortem. Police have also started a search operation in Bana and surrounding villages to apprehend the terrorists, who were stated to be locals. Another group of ultras shot dead a woman Naseema Begum wife of Feroz Ahmed in her house at Bhat Pura, Charala under Thathri police stations jurisdiction in Doda district. Reasons behind the killing of the woman couldnt be ascertained immediately. Thathri police have registered a case in the killing for investigations. However, no arrests have been made so far. Meanwhile, a civilian Rehmat Ullah son of Mangta Lone, a resident of Maina Jigota, Doda, who had been kidnapped by the terrorists from his house on August 16 night, today managed to escape from the captivity. Reports said Rehmat Ullah was shot at by the terrorists when they noticed him fleeing from the forests, where he had been held hostage. He was admitted in the district hospital of Doda where he was responding to the treatment. A Special Police Officer (SPO) Nazir Ahmed of Balmat Kote, Mahore, who was injured in an encounter with the terrorists at Chasana the other day, was today shifted to the Medical College hospital in Jammu in view of his critical condition. |
Punjab employees refuse J&K poll duty CHANDIGARH, Aug 19: Punjab Government employees have "refused" to go for election duty in Jammu and Kashmir due to "abnormal" situation there. A decision to this effect was taken at a meeting of Punjab Subordinate Services Federation (PSSF) and its 42 affiliates of employees unions of various department here today, PSSF general secretary Ranbir Dhillon said in a statement here. Dhillon regretted that Punjab Government was sending 4,000 employees to Jammu and Kashmir "while the situation was abnormal. Punjab employees would not go there for a month to face the bullets of militants". The release said that 18 employees were shot dead by militants in Punjab during the February 1992 elections to State Assembly "and the administration under Governors rule did nothing for the families". Since Lok Sabha elections in Jammu and Kashmir were conducted by State employees the Assembly elections should also be conducted by them, Dhillon added. The PSSF has decided to oppose the orders of election duty, the release added. (PTI) |
Myanmarese nabbed on way to join terrorism in J&K NEW DELHI, Aug 19: In an indication that even Myanmarese nationals have started joining terrorism in Jammu and Kashmir, a Muslim teenager of that country was arrested here while on his way to the State to join militants, police said today. Rawfeull Qadar (19), hailing from Yangon, was nabbed in the Old Delhi area yesterday by special cell sleuths when he was about to take a bus to Kashmir, Deputy Commissioner of Police (Special Cell) Ashok Chand told PTI. During sustained interrogation, Qadar revealed that he had read articles on "Jehad" and was motivated to join such forces, Chand said. A science graduate and an active member of Burmese Democracy Freedom Group, Qadar along with two associates illegally entered India in December 2000 through Manipur border, he said. He separated from his associates and stayed in various mosques in Imphal, Dimapur, Guwahati, Kolkata and then reached Ranchi where he worked as a casual worker for about a year, Chand said. Qadar reached Delhi on August 8 and kept his belongings in a guest house in the walled city. Delhi Police was tipped off on Qadar by the military intelligence. Qadar has been involved in militant activities in Myanmar where he had organised a group of 100 youth to fight military Government, Chand said. (PTI) |
Exemption of pumps allotted to Kargil martyrs sought NEW DELHI, Aug 19: The Union Government today requested the Supreme Court to exempt the allotment of petrol pumps and LPG dealerships to widows and dependents of Kargil martyrs from the 1996 order of the apex court directing cancellation of all out of turn allotments. A bench comprising Justice G B Pattanaik, Justice Ruma Pal and Justice K G Balakrishnan issued notice to the amicus curiae in the case after hearing Solicitor General Harish Salve. The Solicitor General said the Government was not seeking any modification in the 1996 order of the Supreme Court which directed cancellation and auctioning of all petrol pumps and dealerships allotted from the discretionary quota of the Petroleum Minister. He said as the dependents and widows of Kargil martyrs did not have enough resources to set up petrol pumps or infrastructure required for dealerships, the Government framed a scheme in June 1999 to rehabilitate them by allotting them petrol pumps and LPG dealerships.
