SRINAGAR, Aug 17: The Holy Mace (Charri Mubarak) of Swami Amarnath Ji led by Mahant Depender Giri left the Srinagar for Cave Shrine of Amarnath from Dashnami Akhara under tight security arrangements here this morning.

Before leaving for the Cave Shrine the Charri Poojan was held in a traditional way by Mahant Depinder Giri alongwith a large number of devotees and dignitaries at historic Dashnami Akhara.

As the Charri left the Akhara the slogans like Bum Bum Boley and Swami Amarnath ki Jai rent the air

Enroute the Charri Pujan was held at Durga Nag, Pampore, Awanti Pora Bijebehara, Anantnag and Martan Temples by the devotees.

Among others the National Conference MLC, Mr Bhushan Lal Bhat was also accompanying the Holy Mace which reached Pahalgam late in the evening.

After staying at Pahalgam for two days, the Charri Mubarak will leave for Chandanwari on August 19. It will reach Sheshnag on August 20, Panchtarni on August 21 and have darshan in the Holy Cave next day that will led to culmination of month long Amarnath yatra which started on July 19.

At different places enroute to Pahalgam, the local people welcomed the Charri Mubarak. A large number of devotees had assembled at Martand to receive the Holy Mace and pay their obeisance to it.

According to an official spokesman 1, 06,574 yatris have reached Kashmir Valley so far out of which 1,04,408 pilgrims have performed the darshan of Icy Lingam in the Cave Shrine.

The spokesman further said 1,00,273 pilgrims have left Kashmir Valley for their homes. He said the sky from Pahalgam and Baltal to Holy Cave was partially cloudy.

Our Jammu Correspondent adds that as the month long yatra is coming to close, the pilgrims rush has now reached to lowest ebb. Today only a batch of 524 yatris left for the Nunwan from MA Stadium, Base Camp under the tight security arrangements in a cavalcade of 26 vehicles. These pilgrims include 354 male members, 62 females, 10 children and 108 Sadhus.

This was the lowest number of pilgrims which left for the Holy Cave since the Yatra started on July 19. These pilgrims have reached the Nunwan Camp late in the evening, the spokesman added.

JAMMU, Aug 17: Chairman National Panthers Party (NPP), Prof Bhim Singh has strongly reacted to the double standards adopted by the Election Commission (EC) of India vis a vis its policy of holding elections in Jammu and Kashmir and Gujarat.

In a statement issued here today, Prof Bhim Singh demanded postponement of elections in J&K on the same analogy, principle and logic as has been done in case of Gujarat in the interests of national unity and integrity.

He also demanded holding of free and fair elections in Jammu and Kashmir state as has been promised by echelons of power in Union Capital and Election Commission.

He said the electoral rolls have not been completed in J&K which has been admitted by the Election Commission in its notification of August 2 that the rolls were prepared last in 1988 and that have not been completed as yet. Moreover, there are no rolls in Hindi either which is the language read in Jammu region.

Prof Bhim Singh said the Centre and State Governments have admitted before the Supreme Court in their affidavits that thousands of displaced persons from the International border and Line of Control (LoC),are not traceable and nearly one million voters are shelterless with no idea about their whereabouts.

He said the Chief Electoral Officer of J&K has himself admitted that nearly 2000 polling stations are hypersensitive and about 1,500 sensitive which creates apprehensions of holding free and fair elections in the State.

Prof Bhim Singh said the J&K has much worst position than Gujarat. In Gujarat it is only the voters lists whereas in J&K it is I Cards, Hindi lists, dangerous situation on the half of the polling stations as admitted by CEO. If the EC can postpone elections in Gujarat, they shall have to adopt the same yardsticks and policy on J&K.

He appealed all parties to stand united to seek postponement of elections in the State till comprehensive voters lists are prepared in the interests of the integrity of the nation and the credibility of the polls.

JAMMU, Aug 1: Three hundred and sixty one consumers from Valley, whose liability is more than rupees one lakh, owe rupees 46 crore in aggregate to the State’s Electricity Department as power tariff. The list of defaulters mainly include top hotel owners and prominent establishments besides the Government departments.

This was stated by Chief Engineer M&RE Kashmir, Moulvi Manzoor Ahmad who submitted an affidavit in the State High Court here in a Public Interest Litigation (PIL) filed by Association of Self Help and Awareness Jammu. The list of defaulters have been submitted in pursuance to the directions of the High Court, wherein the Judge had earlier directed both Chief Engineers of Jammu and Kashmir divisions to submit the list of the consumers who owe more than rupees one lakh to the department.

This list of the defaulters from the valley include hotels, mills, Government Departments, Army installations, stone crushers, Government silk mills and small industrial units.

The prominent defaulters include Hotel Needous (Rs 24.7 lakh), Hotel Sindhya (Rs 11.2 lakh), Hotel International Sonawar (Rs 10.2 lakh), Hotel Regina (Rs 6.2 lakh), Hotel Taj, Budshah (Rs 7.4 lakh), Hotel Centaur lake (Rs 128.8 lakh), Centuar Housing Colony Chesmashai ( Rs 19 lakh), Hotel Grand Palace Chesmashai ( Rs 10 lakh), Hotel Kabir Nehru Park ( over Rs 15 lakh), Hotel Santar Kral Sangari (Rs 35.4 lakh), Hotel Tramboo ( Rs 8.5 lakh), Hotel Brown Palace (Rs 8.8 lakh), Hotel Pari Mahal ( Rs 6.68 lakh) Hotel Dawn ( about Rs 3 lakh), Hotel Rigadon (About Rs 4 lakh) and Hotel Jehangir, Srinagar ( Rs 15.5 lakh).

It may be mentioned that Chief Engineer Jammu has already submitted the list of the defaulters of the same category, wherein the total amount sought is over Rs 13 crore as against Rs 46 crore from Kashmir.

In the PIL, it has been demanded an un-interrupted power supply besides recovery of arrears and stopping of illegal power connections. It has been gathered that there are over 20,000 illegal connections in Jammu province which stand disconnected, while’s similar action is likely to be taken in the valley.

JM introduces performance linked incentives for staff

JAMMU, Aug 17 : The Jammu Municipality has announced performance linked incentive scheme for its employees to mop up resources and improve their functioning to achieve the target.

The Administrator, Jammu Municipality Mr. K. B. Jandial at an Independence Day function at Town Hall announced this. He said that to encourage the revenue staff for higher collection, the Municipality has decided to give 1% of the collection to the team of officials who exceed the target for the year. A committee has been constituted comprising Executive Officer, Chief Accounts Officer, Secretary and Health Officer of Jammu Municipality to examine and decide these cases for this incentive. A similar committee shall also receive nominations and decide award for meritorious work of employees annually. The Administrator also announced that to check the unauthorized constructions in the city and to motivate Khilafwarzi staff to take stren steps to prevent Khilafwarzis, a cash award of Rs. 25,000/- shall be given to a team which ensures zero Khilafwarzi in their area. The Administrator shall give this award/incentive on August 15 and January 26 on every year. Dare devil acts of Khilafwarzi staff in demolishing structures shall also be taken into consideration. He also announced increase of Rs. 10/- per head per month for safai karamcharis.

Referring to the development works, the Administrator said that despite paucity of funds, the Municipality still completed more than 300 works in the city during last year.

The Administrator also thanked the staff for giving him co-operation in improving things during the last 8 - 9 months and hoped that it will be available to him in a greater measure in future. He said that the people have lot of expectations from Jammu Municipality and they will have to strive hard to come up to these. He made a special mention of the Revenue Officers Messrs S.D. Tak, Satish Khahjuria & Ravi Sharma who have exceeded their target during last year.

On the occasion, Mr. M. L. Padha, Executive Officer said that Jammu Municipality has achieved a record revenue collection of Rs. 2.68 crores during 2001-2002 and improved the functioning of every discipline. For good work done on sanitation front, 2 Sanitary Inspectors and 6 safai karamcharis were given awards by the Administrator at the function. They are :- Messrs Sanjeev Sharma & Parshotam Kumar, Sanitary Inspectors Messrs Barsa S/o Hira, Sanju S/o Shiv Singh, Vicky S/o Manga, Major S/o Sardar, Prabh Daya S/o Thoru & Richwa W/o Aizak, Safai Karamcharis.

Natrang stages 2 plays at Abhinav

JAMMU, Aug 17: Natrang in collaboration with North Zone Cultural Centre Patiala staged its two plays Mere hisse ki dhoop kahan hai and Aap Hamare hain kaun at Abhinav Theatre here today .

As per a release, both these plays have been staged over 50 times in different parts of the country.

Going through the response of the audience it was quite visible that people of Jammu have the realization of the fact that Natrang is their cultural identity and they have a special love and regard for this institution.

The first play of the evening was Mere Hisse Ki dhoop kahan hai. A play by Balwant Thakur which has been produced in a theatre workshop with new artists , new children by Natrang. The play deals with the hazards of population explosion and very subtly highlights its every deplorable aspect. The irony which the children have to live with, the obstacles they have to face are brought out in an intrepid manner. The play warns one and all with the imminent threat of disaster and destruction if this malady is not immediately arrested. The play ends with thought provoking questions by children, like why we were brought in this world? and where is our share of Sunlight?

Second play of the evening Aap hamare hain kaun was the all time hit of Natrang. This play has been written and directed by Balwant Thakur. The play shakes parents, educationists, guardians of society for materialism, consumerism and unbridled desires.

The play compels elders to look around and clean the mess they have created due to their own ambitions. Parents see in their children an extension of their unfulfilled dreams and force them to become stereotypes and kill bountiful charm in them.

Jethmalani may return empty-handed: Soz

SRINAGAR, Aug 17: Former Union Minister Saifuddin Soz, who recently joined Congress, today said the Ram Jethmalani-led Kashmir Committee which is holding talks with separatists would not be able to end the stalemate on Kashmir issue.

"Ram (Jethmalani) is a sincere man and he understands sufferings of the people of Jammu and Kashmir. He is meeting people and listening to them but his instruments are not in shape to end the stalemate on Kashmir," Soz told a press conference here.

Soz said linking the dialogue process with the coming Assembly polls in the State might prove to be a fallacy of Jethmalani’s mission.

"On one hand, you want to hold a dialogue and at the same time you are pushing ahead with elections. What is the urgency to hold elections if you want to resolve the issue. It may take three years to resolve the problem but talk first," he said.

Soz said the pre-condition of participation of separatists in the polls might not be feasible as Hurriyat conference with its 23 constituents had different compulsions.

Soz said when Jethmalani boards a flight to Delhi tomorrow, he might return "empty-handed".

Asked whether he supported the demand for imposition of Governor’s rule in the State, Soz said there should be an impartial dispensation ahead of the polls.

"I do not know why National Conference is opposing it. It will be good for them if they emerge triumphant under the Governor’s rule," he said.

Flaying the National Conference for all the "wrongs" in the State, Soz said the party had lost a chance to redeem itself by aligning with "fascist" BJP at the Centre.

"I thought the events in Gujarat will awaken the conscience of the National Conference but the party proved me wrong."

On his joining Congress, Soz said it was the only party capable of countering "communal and divisive" BJP and Sangh Parivar.

"BJP’s communal and divisive agenda needs to be countered effectively," he said.

Soz said National Conference lost a golden opportunity in 1996 after they were elected to power with a majority. They represented all the three regions of the State but indulged in compromise politics on their principles.

"National Conference now cannot play any decisive role in the resolution of Kashmir issue giving unconditional support to the BJP-led Government at the Centre as part of its political opportunism," he added.

Criticising the governance of the ruling party, Soz claimed that people of Jammu and Kashmir were more alienated from the National Conference than from India.

"If the National Conference dispensation would have been good, there would have been development in the State. I am a student of economics and I do not see any development here," Soz, who joined the congress recently, said. (PTI)

Mr. Malhi was addressing a meeting of Deputy Commissioners and SSPs of the valley here today. Chief Electoral Officer, Mr. Pramod Jain, Divisional Commissioner, Kashmir, Mr. Parvez Dewan and Inspector General of Police, Kashmir, Mr. K. Rajindra also attended the meeting.

The meeting reviewed the poll preparedness of District Election Officers of the valley for the Ensuing assembly elections. Mr. Malhi asked the Deputy Commissioners to arrange display of electoral rolls at district, tehsil and block headquarters for the information of general masses. He said that obtaining photo Identity Cards by electors is a voluntary exercise and votes could be cast without the possession of this card subject to the inclusion of the voter in the electoral rolls.

Regarding mobility of the polling staff, he said a transport plan has been formulated. Similarly, accommodation for civil, police and para-military forces has also been arranged. He said to augment the effort, polling personnel would also be brought from Uttar Pradesh and Bihar.

JAMMU, Aug 17 : The Building Operation Controlling Authority (BOCA) for Municipal area, (Jammu Municipality) has so for cleared 178 building permission cases this year against 117 cases cleared in the corresponding period last year. These included 17 cases cleared by the Committee at its meeting held here yesterday under the Chairmanship of Administrator, Jammu Municipality, Mr. K. B. Jandial.

This year, nearly 66% increase in clearance of building permission cases has been recorded over the last year’s figure.

Similarly, the number of building permission cases received by JM this year has also shown significant increase. As against 172 cases of last year, Jammu Municipality received 215 cases during these 4 months.

During 2001-2002, Jammu Municipality had received 466 building permission cases, of which 356 cases were approved. The number of cases cleared last year accounts for 76% of the total cases submitted by citizens to JM. As against this percentage, this year so far, clearance percentage has increased to 83% .

Increasing response of the citizens for authorized constructions and higher percentage of clearance of cases is mainly attributed to the simplification of procedure undertaken by the Municipality and BOCA to minimize delay and inconvenience to the citizens.

There are instances where the BOCA has cleared cases within a period of one week of submission of their building plans as they had valid documents and conformed to byelaws.

The Administrator, Jammu Municipality has appealed to the people to desist from taking up unauthorized construction as they will be put to embarrassment as well as heavy penalty in the shape of compounding fee before the J&K Special Tribunal, if caught by our Khilafwarzi staff or complaint by any citizen.

During the last 4 months, the Municipality has registered 150 cases of Khilafwarzi where prosecution has been launched

All Parties Jammu Statehood Movement, a conglomerate of various organisations has reconstituted its organisational structure with the coming of old allies.

The conglomerate will have seven-members presidium comprising representatives like Col K S Jamwal from Rajput Sabha, Mr D K Khajuria president Confederation of Jammu Lawyers, Yash Bhasin- a senior journalist, Inderjit Khajuria senior vice-president state unit of Janata Dal Secular, Sanjesh Gupta JD (U), Surinder Singh president District Gurdwara Parbandhak Committee and Rajiv Chunni president SOS, an organisation of PoK refugees.

Movement Mr Yash Bhasin said there were lot of apprehensions among the minds of the people after formation of new Jammu State Morcha that one particular group may take unnecessary advantage and for this some of people who were already associated with the All Party Statehood Movement and a few from the new Morcha (JSM) decided to reconstitute the old organisational structure. He claimed that JKNPP will also be the associate member of the conglomerate.

He maintained that Movement has dissociated itself to contest elections though Jammu State Morcha has already declared to contest the same. He however, claimed that their group will render support to the candidates contesting on the agenda of separate Jammu State.

Responding to a question, Mr Bhasin said , "we have no differences with the JSM, they are also fighting for the separate Jammu and we too, are demanding statehood status for Jammu. The need for carrying on the movement from this front was felt as wrong signal was going into the public after recent developments.

When asked about the strong criticism among the public regarding hijacking of Movement by the RSS and BJP people who otherwise are losing ground in Jammu due their reputation as opposition and poor performance, Mr Bhasin said RSS should not have done so because a wrong signal has gone into the public mind and some secular parties may bound to dissociate. Responding to yet another question, Mr Bhasin claimed the movement will not be weakened rather both the fronts will continue their struggle for the liberation of Jammu from the domination of Kashmiri rulers.

Meanwhile, Jammu State Morcha convenor, Shri Kumar was not available for comments when contacted by this correspondent.

JDA acquiring 130 kanals of Bachan depot’s
Forest land for MLAs’ plots

JAMMU, Aug 17: After taking over 623 kanals of Forest land in Sidhra area on the outskirts of Jammu, the Jammu Development Authority (JDA) has initiated the process of taking over 130 kanals of Bachan depot’s Forest land, adjoining Qasim Nagar for raising palatial plots for the legislators and other VIPs under Bagh-e-Bahu police jurisdiction.

A large number of green trees are going to be felled and the vegetative cover damaged on the outskirts of the city with the acquiring of this land by the Housing and Urban Development authorities. With the vanishing of more trees and vegetative cover around the city of temples its surrounding environment is being extensively damaged while the process of acquiring forest lands is going on unchecked in violation of the Supreme Court rulings.

A special committee of the legislators led by Deputy Speaker J&K Legislative Assembly and senior NC leader Ghulam Hyder Malik who had visited the two- three areas on Sidhra Bypass road and even Roop Nagar, had selected this prime land just adjoining Qasim Nagar. This area is closer to the Railway Station and with the construction of new bridge at river Tawi near Bahu Fort, it has direct road communication with the old city and the bus stand area. Moreover, the area is also connected with the By-Pass road.

The sources within the JDA said that the top officials in the organisation were also looking for some more land in the same area as 130 kanals of land is not sufficient to accommodate a large number of legislators and few ministers. The efforts are continued to manage some land in the adjoining localities to accommodate these VIPs.

The legislators have even applied for the plots in the area identified by the the committee members. More than 30 canals of land has been proposed to be kept for park and road communication. Not only the entire land but about 60 kanals of land has been proposed to be kept for the depot but the SFC has turned down keeping this much of land on the plea that it was not sufficient for their purpose, moreover, it will not be wise and safe to keep timber depot near the residential area, especially where VIPs are going to be accommodated.

A senior SFC official told on the condition of anonymity that earlier, Management Board of Corporation under the chairmanship of Forest Minister had decided in its meeting about two years back to raise commercial complex in the area and even the agency JKPCC had been asked to prepare designs for the same but unfortunately following some political pressure the process was stalled and in the meanwhile JDA intervened and came out with a proposal to acquire this land for the plots of VIPs and the legislators.

He said about 190 kanals of this prime land is the property of State Forest department and there are more than 3000 green trees. This stretch is connected with chain of roads from all the sides. About two dozens of legislators who had visited and identified the site along with Assembly Dy Speaker, had selected it at their first site, keeping in view all the factors and its surrounding environment. Some Kashmir based legislators had suggested also to acquire land on the north east of the By Pass road from this depot but the JDA has its own limitations because the area is already in the possession of the poor members of the society and the labour class.

Managing Director of the SFC, Dr R L Bharti when contacted said that JDA is claiming that land belonged to them , but the fact is that JDA has no claim over it in any way. There is vast SFC depot and the Corporation is generating revenue worth crores every year from this depot. But it is unfortunate that JDA has started interfering and claiming the land. He avoided to comment when asked about any political pressure to the Corporation for this piece of land. Replying to another question regarding taking over the depot land by JDA, the MD said till now no such written request has come from the JDA. Even no direction has come from the Government about handing over land to JDA. He admitted that a proposal is said to be there to acquire land by the JDA and allot it to the legislators.

He disclosed that there was a Government decision in 1978 that entire Nazool land within the 13 kms radius of the city from the Central point (Purani Mandi) will belong to JDA except Forest land. Even by way of that order this land purely belonged to Forest. Even if any such process is initiated, the Forest department will be involved in the process. The vice-chairman JDA was not available for comments, while another senior JDA official preferred to maintain silence over the issue.

Principal Chief Conservator of Forests, Jammu Mr R D Tiwari claimed that it was a cabinet decision to raise a colony there. The department of Housing and Urban Development stated to have initiated such process. He claimed that though Forest department (Territorial) will be involved in the process but SFC will be the major partner. If the land is handed over to JDA, Forest department will struck off that portion from its records. He further claimed that as CCF he will not be able to give present status of the land in question and MD of the Corporation will be the right person to be approached for the same. However, it has been generally felt that Mr Tiwari has been placed here and directed by the Government to clear all the pending deals and agreements regarding acquring lands.

Sainik Welfare Officer listens to the woes of war widows

JAMMU, Aug 17: Zila Sainik Welfare Officer, Jammu, Lt Col Karan Singh accompanied by the staff members visited Jandrah and Kathar Manwal to attend the problems of the war widows, widows and ex-servicemen living in these areas.

According to a handout, the problems of the ex-servicemen and widows were attended to by the Zila Sainik Welfare Officer on the spot and all routine work, like issue of Identity Cards, medical certificates, and completion of different types of relief forms were done.

Lt Col. Singh distributed cash relief to needy widows and ex-servicemen. He also explained the aim of visiting and mentioned that he will be available with his staff at Jandrah and Kathar Manwal on 16th of every month except in the month of March, June, September and December, so that old age widows/ ex-servicemen do not have to travel to Jammu for their routine documentation and welfare activities.

Sub (Hony Capt) Kishan Singh of Jandrah and Capt Dhian Singh, president, Ex-Servicemen Society of Kathar Manwal speaking on the occasion projected the problems like one rank one pension and urged for conducting recruitment rallies in the interiors of these areas and put-forth the issue of weapon licenses.

BVP organises workshop on freedom struggle

As per a release Mr Kalra was speaking at a workshop on ‘Personality Development and Indian Culture’ conducted jointly by the NGO Bharat Vikas Parishad and Maharishi Vidya Mandir High School Sainik Colony.

Earlier the programme commenced with the lighting of traditional lamp by Mr T R Kalra. The Principal of the school Mrs Reeta Sharma welcomed the guests.

Dr Subash Gupta, former Principal, Medical College Jammu delivered a lecture on ‘Eye Care’. Others who spoke included Prof Satish Anand, Prof Santosh Gupta and Prof V R Goswami.

The students of the school participated in a declamation and presented a cultural programme on the theme of ‘Freedom Movement’. The president of Bharat Vikas Parishad, presented the chief guest Mr Kalra with a memento. The function concluded with National Anthem.

Ex-gratia relief for Poonch accident victims demanded

JAMMU, Aug 17: Pradesh Congress Committee and Provincial Committee of National Conference today expressed shock over the bus accident at Poonch wherein 34 persons were killed.

In a statement issued here today, Congress leaders said that this gruesome accident occurred due to the over loading of the mini-bus and added that this shows the gross negligence of the Traffic Police.

Two minutes silence was observed by the Congress leaders in a condolence meeting for the peace to the departed souls and State Government was urged to grant adequate ex-gratia and compensation to the families of victims.

JRDA organises plantation drive at Muthi village

JAMMU, Aug 17: Jammu Rural Development Association (JRDA) organized plantation drive in Muthi village as a part of Independence Day celebrations. Various species of flowering and shade giving trees were planted by staff and students Government High School Muthi, Government Girls Middle School Muthi, Shining Star Academy and Abhay Public School Muthi.

As per a release Regional Director Social Forestry Project J&K Mr V K Zadoo was the chief guest and eminent educationist Mr Sat Lal Razdan th guest of honour. Sarpanch Mr Suraj Prakash Padha and heads of participating schools planted the trees. The chief guest exhorted on all students to take care of the trees being planted and plant as many trees as possible, not only for themselves but for the posterity.

Paryavaran Certificates sponsored by ICELA were awarded to the participants.

Ecological problems of the area with particular reference to water shortage, depletion of Ozone layer, denundation of forests and water management besides strategy to regreen the villages and schools were discussed. Emphasis was laid on care and protection of the trees.

Mr Sat Lal Razdan asked the participants to plant one sapling every year and atleast five plants per family.

The chief guest assured continuous cooperation to the people of the village, school children and JRDA in all their endeavours to green the environment.

Mahatma Gandhi Forum organised a function at Gandhi Nagar in which National Tricolour was hoisted by Mrs Veena Chowdhary and Mrs Harbans Kour. A large number of participants paid rich tributes to martyrs of freedom struggle. Sweets were distributed at the end of the function.

Yuva Shakti NGO, celebrated I-Day at Patoli Mangotrian, under the presidentship of Mr Surinder Sharma, other participants being Messrs Sukhdev Singh Manhas, Arun Magotra and Bharat Bhushan, vice president, general secretary and joint secretary respectively. The flag was hoisted by Mr S N Sharma DFO (Retired) and Ram Krishan Magotra.

Panic grips interior city over presence of a ‘terrorist’

JAMMU, Aug 17: Panic gripped Pir Kho, Jhullaka Mohalla and Pacci Dhaki localities when a scooterist and a woman spotted a ‘terrorist’ in combat dress at Circular Road at around 1100 hours.

Police sources said that a scooterist, whose identity was kept secret, noticed a person in army dress moving suspiciously on the Circular Road with a sophisticated weapon in his hands.

"On seeing the scooterist, the `terrorist’ fled towards the forest areas adjoining Jullaka Mohalla", the sources said quoting scooterist as saying, adding "in the forest area again the same terrorist was spotted by a woman".

The panic stricken scooterist immediately informed police personnel deployed near Tehsil Office who immediately informed SHO Pacca Danga Police Station.

SP City North Prabhat Singh and DySP City R K Chalotra swung into action and reached the spot soon after getting the information about the presence of a ‘terrorist’ in the forest areas on Circular Road.

The forest area behind Jhullaka Mohalla and Pacci Dhaki and area adjoining Tawi River near Pir Kho was completely cordoned off and thorough searches were started at around 1145 hours. While a police team was carrying out search operation in the forest area on the side of Tawi river, another team had launched thorough search in the forest area behind Jhullaka Mohalla.

Fearing ‘terrorist’ might have entered Jhullaka Mohalla, a police team was also deputed there to carry out house to house search in the locality. Some locals also told police personnel that they had noticed some persons moving suspiciously in Government High School, Jhullaka Mohalla.

But the thorough search of the Mohalla as well as school didn’t yield any result and none was spotted there. At around 1450 hours, senior police officers ordered search operation in the adjoining area and whole of the circular road right from the Tehsil Office to Panjthirthi was sensitized and thorough search of each and every vehicle passing through the road was carried out.

The police party at Panjthirthi near Mini-Bus Stand was alerted and directed to check every vehicle entering the city. The search operation continued till late this evening but none was spotted.

Talking to EXCELSIOR Correspondent who visited the spot, SP City Prabhat Singh ruled out the presence of a terrorist and said that had there been any terrorist, security forces would have succeeded in establishing a contact with him.

"It seems that the report of presence of terrorist was not authentic and noticing of `terrorist’ by some persons might be their misunderstanding", he said and added that despite that, Police will conduct search in the adjoining areas also.

120 litres of illicit liquor seized; one held

KATHUA, Aug 17: A team of Excise Department today raided four villages of the district and seized 120 litre of illicit liquor.

On the receipt of information about thriving business of illicit liquor in some villages, a team of Excise Department under the supervision of ETO S K Sharma and assisted by Local Range Officer Joginder Singh raided villages like Bhudhi, Ghati, Kangual and Chak Drabkhan.

At village Bhudhi, 20 litre of illicit liquor was seized, which was being taken to Lakhanpur on scooter by one Shoki, son of Amru Nath on a scooter. The youth was arrested under Excise Act.

In villages Ghati, Kangyal and Chak Drabkhan, 700 litres of illicit liquor was seized and 5000 litres of Lahan destroyed on the spot.

CM, Kashmir Committee hold meeting; discuss
issues relating to J&K

Srinagar, Aug. 17: The Kashmir Committee, headed by former Union Law Minister, Mr. Ram Jethmalani meet Chief Minister, Dr. Farooq Abdullah and his ministerial colleagues here today. The two sides had free and frank discussion on all issues related to Jammu and Kashmir. The meeting lasted for one and a half-hour.

The conclusion that was drawn at the end of the meeting was that the State Government welcomes the presence of the committee members in the State and their efforts to mobilize greater participation in the ensuing Assembly elections of the people including APHC.

The Chief Minister welcomed the move of the Committee and added that the Government was willing to discuss with the APHC conditions that have to be met for their participation in the elections. He hoped and prayed that the move of the Kashmir Committee will go a long way in bringing peace not only to Jammu and Kashmir but to the whole sub-continent.

with gold ornaments

JAMMU, Aug 17: A retired Deputy Director Prosecution who impersonated himself as an academician and working as Professor at Degree College Kathua, cheated a jewellery shop at Jain bazar by taking away ornaments worth lakhs of rupees.

Police sources said that a retired Deputy Director Prosecution Lok Nath Chadha, had gone to a jewellery shop—Gurbax Rai and Sons at Jain Bazar on August 9 and introduced himself as Dr Adarsh Malhotra of Kathua. "The retired Deputy Director even showed a visiting card of Dr Adarsh Malhotra and expressed his desire to purchase golden ornaments for his married daughters", the sources disclosed.

He alighted from a Ambassador car of State Motor Garrage alongwith his two body guards and one lady in her early 50’s. "The impersonator disclosed that his two daughters namely Arti Ubbat, wife of Mughal Ubbat and Anjali had recently been married and he wants to give some gifts to them", police sources quoting impersonator as saying.

The retired Deputy Director Prosecution purchased golden items worth Rs 1,99,500 from the shop which included four gold sets, two gold ring sets, silver tray and a tea set. "He paid Rs 500 in cash and for the rest of the money he gave a cheque of State Bank of India (SBI), Kathua Branch under Account Number 18388", the sources said.

After handing over the cheque for the rest of the amount, the impersonator left the shop and at the time of leaving the shop, he told shopkeeper that he should not worry about the money as he has enough money in his account.

The said shop-keeper on August 11 himself went to SBI Kathua to clear the check but much to his chagrin he was told by the bank staff that they don’t have account number 18388. The shop-keeper, later, inquired about the address of Dr Adarsh Malhotra and reached his house from where he came to know about that official address of wife of Dr Malhotra, who has been working in Punjab National Bank (PNB), Kathua.

The shop-keeper reached PNB office and asked the lady to give money for the ornaments purchased by her husband but the woman made it clear to the shop-keeper that she and her husband had nothing to do with the purchase of gold items.

When the shop-keeper narrated the whole incident, the woman brought out a photo-graph of impersonator from her purse and showed the same to shop-keeper who immediately identified ‘Dr Malhotra’. The woman informed the shop-keeper of address of Mughal Ubbat and on reaching the residence of Mr Ubbat shopkeeper came to know about the address of impersonator’s residence at Gangyal.

The shop-keeper on reaching back Jammu immediately informed Pacca Danga Police which swung into action and raided the house of impersonator at Gangyal.

From the house, police recovered all the golden items which the retired Deputy Director Prosecution had purchased and handed over the same to shop-keeper. But by that time the cheater had fled from his house and has not been arrested till date.

A case under Section 420 419 and 109 RPC has been registered against retired Deputy Director Proseuction and hunt was on to nab him.

GM Shah retires from politics

SRINAGAR, Aug 17: Former Jammu and Kashmir Chief Minister Ghulam Mohammad Shah today announced his retirement from active politics.

Head of the Awami National Conference (ANC), Mr Shah said he was now too old to shoulder the responsibilities of the party.

"I am now 82. ... I have decided to say goodbye to politics," Mr Shah said.

He said he had taken the decision after a long thought. ‘’my age does not permit me now to carry on in politics,’’ he added.

Asked who will be the next president of ANC, he said it was up to party to decide.

Mr Shah, a close associate of late Sheikh Mohammad Abdullah, played an active role during the ‘Quit Kashmir’ movement and was jailed for nearly eight years during the movement and plebiscite front struggle.

He served as minister in the Sheikh Abdullah Cabinet before toppling the Government of his brother-in-law Farooq Abdullah in 1984 to become Chief Minister. He was Chief Minister till March 1986 when he was dismissed and Governor’s rule imposed after several of his legislators withdrew support from him.

He formed his own party, the ANC, and made his wife, Khalida Shah, its chairperson.

However, he later became its president but remained inactive during the ten-year-long militancy.

Mr Shah broke his silence two years ago when he and some separatist leaders unitedly challenged the State’s accession to India.

He advocated that the Kashmir issue could be resolved only after all the three parties — India, Pakistan and the people of Kashmir — sat together.

The ANC made an unsuccessful attempt last year to organise a joint meeting of Kashmiri leaders living across the globe to discuss the Kashmir issue.

However, neither Pakistan nor India gave him permission to hold the meeting for which more than 2000 delegates from all over the world, including Pakistan occupied Kashmir, Pakistan, Britain and America, had given their consent to attend.

He had announced that he would hold the meeting this year even if India and Pakistan did not issue travel documents to the participants. (UNI)

SRINAGAR, Aug 17: The Industries and Commerce Minister, Dr Sheikh Mustafa Kamaal has underscored need for preserving and protecting the sovereignty of the country for which our leaders and martyrs offered tremendous sacrifice.

Addressing a function organized by State Information department in connection with Independence Day celebration at Tagore Hall Yesterday evening, the Minister said that unity and communal harmony is needed to be strengthen at all levels to face the challenge posed by terrorism and other divisive forces.

Referring to the rich cultural heritage of J&K, the Minister, the State was a mini India where all religious and cultural flourishing since centuries.

The unity and communal harmony is the hall mark of our rich cultural ethos. He said every effort should be made to promote our composite culture and encourage the budding artistes, which will go a long way to broad-base and stabilize cultural activities in the state.

Dr. Kamaal appreciated the efforts of State Information department in promoting rich cultural heritage of the State by organizing variety cultural programmes depicting culture of all the regions of the State.

ECI directs rescinding appointment orders

SRINAGAR, Aug 17: The Election Commission of India (ECI) has directed the Jammu and Kashmir Government to rescind the adhoc appointment orders issued by Principal, Government Degree College, Rajouri after the election code of conduct had come into force.

Besides, as a follow up of action to the instructions of the ECI, the Chief Engineer Roads and Buildings Jammu has rescinded the transfer orders of 75 Junior Engineers. The rescind order has been issued yesterday maintaining the status quo ante as on August 1, 2002, an official spokesman said.

Meanwhile, the District Election Officer, Jammu has geared up all available resources to ensure proper and timely training of Electronic Voting Machines (EVM) to the poll personnel and representatives of political parties.

He said in this connection, 20 demonstration centres have been set up in suburban areas of Jammu district. These include, Akhnoor, Samba, Bishna, R S Pora, Vijapora, Purmandal, Densal and Marh.

Besides, an equal number of demonstration centres have also been set up in the areas of Jammu Municipal limits. In addition, 295 electoral assistance camps have been set up Panchayat-wise in the district. The roaster about EVM training camps has also been kept available at block development offices.

The district election officer, Budgam has chalked out a detailed schedule of demonstration centres for EVM training for common people and employees at block and tehsil level.

In this connection, as many as 134 demonstration centres have been set up in the nine community blocks of the district.

The training started from this week will conclude on August 31, the detailed roaster of the schedule has been displayed at all prominent places of the district. (UNI)

Students stage demonstration, demand
release of colleagues

RAJOURI, Aug 17: Over 150 students staged a demonstration in Rajouri Town today in protest against the arrest of two students by the police on August 13 and 14.

According to reports, over 150 students belonging to a particular community staged the demonstration and shouted anti Government and anti administration slogans in protest against the police action and demanded immediate release of two students.

The protestants also urged the District administration to let them know under what section their colleagues have been arrested. Two students namely Jahangir and Mehtab were rounded up by the Rajouri Police on August 13 along with 61 youth in the town. However all but Jahangir and Mehtab were released. The two have been shifted to Joint Interrogation Centre (JIC).

A deputation of students had called on the MLA Rajouri, Mr M S Tariq yesterday and sought his intervention in releasing the duo. The MLA after talking to concerned SHO asked the students to meet him who however, declined to talk to the students which led to the today’s agitation.

The agitating students also met Haq Nawaz, Dy SP, Headquarters and Tahir Bhat, Dy SP Dar today and warned to intensify the agitation in case the two arrested students were not released by tomorrow. They have also decided to meet the SP Rajouri tomorrow to seek the release of their colleagues.
