JAMMU, Aug 7: In one of the rare occurrence, a woman delivered a ‘monster baby’ last night in SMGS Hospital. The monster, however died after one hour of delivery while woman was saved by a team of doctors.

Even renowned Gynecologists were astonished to see a woman delivering ‘monster baby’ weighing 9.5 kg and said that they have not seen such a case in their decades of career.

Giving details, Dr Chanchal Gupta, Head of the Unit (HOU) said that the unusual congenitally malformed baby was born to one Fatima Begum, wife of Hussain of Gho Manahasan in the Department of Obstetrics and Gynaecology, SMGS Hospital last night around 2200 hours.

The ‘monster’ was delivered through caesarean performed by a team of specialists namely Dr Jyoti Hak, Dr Anila Koul and Dr Gigoo headed by Prof (Dr) Chanchal Gupta.

Talking to visiting EXCELSIOR Correspondent, Dr Anila Koul said that had the woman been allowed for a normal delivery, particularly at home, rupture of uterus and even death would have been the eventuality and added that on the seeing the foot of the baby they presumed that it might be the case of twin babies or some little bit abnormalities.

"But after the operation some doctors got frightened to see baby opening mouth in very horrifying manner", Dr Koul disclosed and said that the same woman had delivered two male babies earlier and there was no abnormalities.

When asked about the causes, Dr Chanchal Gupta, Head of the Unit (HoU) said that the probable cause of the abnormality could have been the intake of some indigenous drugs during the first three months of pregnancy and there is every possibility of some fatal chromosomal abnormality.

"Such unpleasant conceptions can be diagnosed and dealt with if the pregnant woman comes for regular check ups", said Dr Chanchal and emphasised that Department is doing extensive work, particularly amongst rural women in educating them to utilise latest diagnostic techniques to avoid such unpleasant pregnancies.

Dr Chanchal Gupta said that nodoubt congenital abnormalities is a routine affair but the abnormality which came into light in this case is rarest of the rare.

She disclosed that even there is no specific mention about such case in any of the books related to this field and said that during her more than 30 years of career she has not seen such a delivery case. She has urged the authorities concerned to preserve the ‘monster baby’ for research work and added that the baby could have been the topic of discussion between renowned gynaecologists.

Dalai Lama accorded rousing reception

LEH, Aug 7: A rousing reception was accorded to Tibetan spiritual leader —Dalai Lama who arrived here today.

Thousands of people in traditional dresses coming from Leh and surrounding area were lined up on both sides of road from Leh airport to Choglamsar having taken flowers and Khataks in their hands. A large number of students drawn from various schools were among those to greet Dalai Lama.

Not only Buddhists, but several prominent Muslims from the area had also arrived to greet the great religious leader. The students from Islamiya Public School, Leh and Immamiya Modern school were also present.

While interacting with the leaders of different religious and senior Ladakh Autonomous Hill Development Council members and senior officers of the Administration, Dalai Lama evinced his keen interest in education of children and acquainted himself with a number of schools and students.

In a message to the people of Ladakh the great religious leader appealed them to respect the religion of each other and work unitedly for peace and amity.

Bargotra reiterates demand for imposition

Talking to media persons here today, he also held the Central Government responsible for this carnage and asked the Deputy Prime Minister to quit on moral grounds.

Bargotra while expressing concern over the increasing terrorist attacks in the State has demanded attack on terrorist camps in Pakistan.

Criticising what he termed the weak kneed policy of the NDA Government he said Centre should take a bold decision against the Pakistan which is sponsoring terrorism in the State and not succumb to the pressure of US.

United States did not care for the world opinion when it attacked the Afghanistan so why should India care for her, he asked. He said increasing terrorism has hit the Vaishnav Devi pilgrimage and trade in Jammu.

Expressing his sympathy with the farmers who have been affected by a severe spell of drought this year he urged the Government to declare a package for the farmers of the region immediately.

He announced that his Party will contest the elections on all the seats in J&K. He however maintained that efforts will be made to have alliance with like minded parties. In response to a question he said his Party will not hesitate in joining hands with Congress, BJP and BSP if they too are determined to defeat the National Conference Govt in the state.

He also announced joining of Mr Inderjit Khajuria (retd) DFO and president Hotel Association Jammu in the JD Secular and nominated him as the senior vice president of the Party, incharge press.

Among other Party leaders Sat Paul Sharma and Mrs Balwinder Kour were also present in the press conference.

JAMMU, Aug 7: Confederation of Jammu Lawyers (CJL) has asked the two mainstream political parties Congress and Bharatiya Janata Party (BJP) to clear their stand on the demand of separate statehood to Jammu.

Addressing a press conference here today, president, Mr D K Khajuria along with other office bearers of the Association including general secretary, Rameshwar Singh Jamwal and S S Lehar, senior advocate declared that if any political party at national level supports this demand the CJL will give a clarion call to voters of Jammu to support that Party.

He warned that if the political parties oppose this genuine issue then CJL reserves the option of taking some other measures including participation in election, in consultation with like minded groups.

He said the CJL will mobilize the public opinion for the statehood demand and ask the people to seek a reply from the leaders of these political parties that what they have done for Jammu during last 50 years and what they propose to do in future if elected.

The CJL leader alleged that Central Government has decided to bring Farooq Abdullah back to power and Election Commission of India , willingly or unwillingly has helped in this by announcing polls at this crucial juncture when there was a possibility of some breakthrough.

Khajuria while strongly advocating for imposition of Governor’s rule in the state said the peoples opinion must be respected. He maintained that the elections will be totally meaningless and farce if held under the present dispensation.

He also appealed the people to boycott these elections if they are not held under Governor’s rule and give a free hand to Centre in handing over the Govt of the State to Dr Farooq Abdullah. This way at least the blood shed of innocent people and security personnel will be avoided, he added.

He blamed the NC for changing the demographic character of the Jammu region and said after coming to power it will continue its anti Jammu policies.

Khajuria maintained that the main object of the CJL is to fight for the cause of Jammu. "We are not a political party but being residents of the region we are concerned about its fate", he added.

In response to a question that separate statehood to Jammu means strengthening of secessionism in Kashmir, he said this is a bogey created by Kashmiri rulers for their vested interests. "Bihar, UP and MP has been divided., Was that division based on secessionism," he quipped.

He asked was the division of Assam into seven states based on communal lines. The statehood movement is not aimed on communal lines but on regional lines, he added. On the creation of Regional Council for Jammu he said we have seen result of such a Council in Leh.

He said the advocates of Jammu region have passed a resolution for granting statehood to Jammu in January 2000 in a seminar which was attended by 500 lawyers from the region as the Kashmiri rulers have ignored the region in all spheres of life.

Police Academy Udhampur turns Computer savvy

SRINAGAR, Aug 7: The trainees and faculty of Sher-e-Kashmir Police Academy (SKPA), Udhampur will now be able to get access to the Internet. Director General of Police, Mr AK Suri inaugurated a computer network and specifically designed software package during his visit to SKPA yesterday.

The network has a 2-fold purpose-one to get connectivity to other Police Training Institutions including the National Police Academy to share information on training courses, course material as well as on line lectures and the other is a local area network within the campus through which subscribers can have access to all information regarding the training courses, bio-data of trainees, curriculum of various courses and functioning of various administrative units in the Academy.

Free & fair elections must to contain militancy: JD(U)

JAMMU, Aug 7: All India General Secretary of Janata Dal United Mr Arun Shrivastav has said that the free and fair elections involving all the sections and groups in the Jammu and Kashmir are must to contain militancy in the State.

Addressing a press conference here today the party general secretary said that Election Commission of India seems to be in hurry in announcing elections as the process of preparing electoral rolls, Photo-Identity cards etc. has not been completed here.

He demanded that Governor’s rule be imposed here so that elections could be held in free and fair manner. It is necessary to restore the confidence of the people here and everybody should exercise democratic right of franchise in the State for assembly polls.

The JD leader said elections in J&K were never held free and fair in the past and it has given rise to the militancy in this State. If this exercise is completed in a free and fair manner, then over eighty percent problem of terrorism will be resolved here. He regretted that several groups who were earlier interested in contesting elections have now decided to boycott elections. Now doubt the elections are being held at the due time but it was necessary to take care of the aspirations of the other groups who abstained from it.

Mr Shrivastav said he has come here to discuss in detail the elections modalities and review the party affairs in the J&K and also to chalk out strategy in view of the coming elections. Responding to a question he said the decision about the participation in elections and also to contest total number of seats will be taken after meeting with the J&K Governor, G C Saxena tomorrow at Srinagar.

Party president for state Mr Sanjesh Kumar while reacting to the Election Commissions’ decision to announce elections here said that the Commission has taken the decision in haste.

The Central Govt and also the Commission seems to be under the influence of United States of America and other foreign powers. The lists of electoral rolls are not complete and process of issuance of I-cards to voters is still a mockery. There is no security to the JD leaders and even the NC Govt has withdrawn the security from the JD office at Jammu and Srinagar as well. The NC is trying its best to keep other political parties away and retain the power with it by any means.

When asked about the damage caused to the Party after its five elected MLAs abandoned party in J&K and joined NC and Congress, Mr Arun said "though credibility of such leaders has lost but we don’t think that party reputation has spoiled. Interestingly, he claimed that even after abandoning the Party by its former state president Maqbool Dar no much damage has been caused to the Party.

Law Enforcement Directorate conducts
inspection of fertilizer godowns

SRINAGAR, Aug 7: The Director, Law Enforcement, Mrs Vinod Bala Sharma, accompanied by Assistant Director, Law Enforcement and Inspectors of Jammu region, inspected various godowns of National Fertilizers Limited, IFFCO and Yamuna Fertilizers at Bishnah, Miran Sahib and Bari-Brahamana.

During the inspection of National Fertilizer Limited, the inspecting party found some quantity of leftover fertilizers and took some samples for analysis. In the mean time, the Enforcement Directorate has ordered stoppage of sale of the leftover stocks. Similar orders were passed in respect of the stocks of UREA found lying in the IFFCO godowns.

The party also inspected a number of retail outlets of fertilizers, seeds and pesticides in Kathua district. The party took 15 samples, which were sent outside State laboratories to check their quality and standard. The party also stopped sale proceeds in respect of three pesticide dealers and one seed dealer.

The Director, Enforcement while interacting with the field functionaries asked them to keep a close watch over the entry of sub-standard fertilizers, pesticides and seeds into the State. She also warned the dealers to abstain from black marketing and strictly adhere to price lists and quality standards. The dealers were asked to display the rate lists prominently at their sale outlets for maintaining transparency.

JAMMU, Aug 7: Three Panchayat members, including two Sarpanches and a Panch, resigned today following militant threats and lack of security in Gandoh belt of Doda district.

Two Sarpanches - Sher Mohammad, Gulam Qadir and a Panch Mohammad Ramzan resigned due to "want of a security guard" after they received threatening letters from militants to disassociate themselves from the Panchayat office, official sources said.

The Panchayat officials had met the District’s Development Commissioner and demanded security due to threats from militants, the sources said.

With the latest resignations, a total of 14 sarpanches have resigned in Baderwah and Gandoh tehsil of Doda district in Jammu division in the last three weeks, the sources said.

State Crime Branch cracks down on doctors

SRINAGAR, Aug 7: The Crime Branch Kashmir have launched a drive to detect doctors possessing fake certificates and practicing in the garb of specialists in eletro-homeopathy/electropathy/alternative medicine in Kashmir valley.

According to spokesman of the Crime Branch, the matter has been taken with Central Council of Homeopathy, a statutory body under the Ministry of Health and Family Welfare, Department of Indian System of Medicine and Homeopathy, Government of India.

The spokesman said the Crime Branch has taken up investigation in number of cases and consulted the Central Council of Homeopathy and found that the doctors claiming to be having the qualification in certain disciplines including electro-homeopathy, electropathy, alternative medicines are not recognized system of medicines from Central Government or any State Government.

The investigation of the cases taken in hand is shortly being completed as the department have already presented challan against the culprits. Similarly the matter has been brought into the notice of Director, Health, Kashmir and Director, Indian System of Medicine for getting the clinics run by these fake doctors closed so that the menace is brought to a check.

Qayoom reviews drought conditions

JAMMU, Aug 7: The Minister for Revenue, Mr. Abdul Qayoom at an officers meeting held here reviewed the prevailing drought conditions in Jammu division today.

The meeting was attended by the Financial Commissioner(Revenue), Mr. S.D. Singh, Divisional Commissioner, Jammu, Mr. R.K.Jerath, Deputy Commissioner, Udhampur, Mr. Shalindra Kumar, Deputy Commissioner, Kathua, Mr. B. D. Sharma, Additional Deputy Commissioners of Jammu, Rajouri and Poonch districts. The Director Agriculture, Joint Director of Information, Regional Director, Central Ground Water, Officer Incharge, Meteorological Department, Jammu and Chief Engineers, PHE and Irrigation.

The meeting discussed in detail the damage caused to Kharief crops due to constant dry spell in the division. Various solutions to minimize the damage were also discussed by the departmental experts. The meeting was apprised that a considerable chunk of agriculture land could not be brought under paddy cultivation due to drought. Similarly the crop of Maize and pulses have also been effected due to paucity of rains. The problem of Parthenium or congress grass was also highlighted.

JSM intensifies movement for statehood to Jammu

JAMMU, Aug 7: Jammu State Morcha’s (JSM) Digiana unit organised a march from Rani Talab to Sanjay Chowk in which 300 Morcha workers and sympathisers took part. The marchers were raising slogans in favour of Statehood for Jammu.

At Sanjay Chowk the gathering was addressed by Morcha chairman Mr Shri Kumar, co-chairman Prof Virinder Gupta, general secretary Tilak Raj Sharma, vice chairman Ramesh Sabherwal and local leaders. The Morcha highlighted the discrimination with Jammu and Ladakh perpetuated by Kashmiri rulers during the past 55 years and called upon the people to rise to undo the system for their welfare by getting a separate Jammu State, the only solution to redress their grievances.

They charged the Government with fanning communalism for their vested interests and explained that Jammu is a symbol of communal harmony and Jammu state will strengthen it further. The gathering took a pledge to make August 9 ‘Mukti Divas’ a big success.

At Rajiv Nagar a largely attended gathering of youth was addressed by State co-chairman Prof Virinder Gupta who praised the people of Jammu as also local police for gunning down the two terrorists responsible for Rajiv Nagar massacre but criticised the policies of the State Government which has been responsible for terrorism in the State and repeated massacres.

Prof Gupta stressed for reorganisation of Jammu and Kashmir and making Jammu a separate state wherein there will be social, political and developmental justice and it will be a terrorism free State. Rajiv Charak and Bablu Rishant also addressed the gathering.

Besides a big meeting of prominent citizens was held at Sainik Colony which was addressed by Mr Shri Kumar, Morcha chairman who was critical of the State Government, particularly Dr Farooq Abdullah for continued repression against the people of Jammu on political, social, economic and development fronts. Mr Shri Kumar also laid stress on reorganisation of the State carving out Jammu province as a separate State and assured of equitable participation of all the districts and sections of the people in the development of the newly formed State. the ex-servicemen assured of their full cooperation for the mission.

IGNOU special study centre set up in Srinagar central jail

SRINAGAR, Aug 7: The Chairman, State Human Rights Commission (SHRC), Mr. Justice A.Q. Parray inaugurated IGNOU special study centre at Central Jail, Srinagar today, which is another landmark in the history of Jammu and Kashmir Prisons Department.

Mr. Justice Parray also commissioned candle making semi automatic machines in the jail premises for providing training to the prisoners as well as for commercial production.

The Chairman, SHRC also delivered a lecturer on human rights to a large audience comprising officials of prisons, para-military forces and students from the Law Department of University of Kashmir.

Justice Parray in his address said that every human being has right to live with dignity, which is the crux of the human rights. He also appreciated the prison authorities in bringing out State Jail Manual, describing it as a fine document that needs implementation in toto.

Several speakers lauded the efforts of Director General, Prisons, Mr. S.S. Ali for making vocational training a regular feature in jails.

The Superintendent, Central Jail, Srinagar, Dr. M.S. Lone explained the objective of organizing the seminar while HoD Law, University of Kashmir, Prof. Qadiri threw light on the concept of human rights.

The Superintendent, District Jail, Jammu, Mirza Saleem Beg presented vote of thanks.

Among others present on the occasion were Assistant Director, IGNOU, Mr. Saklani and several other officers of prisons and various other departments.

JAMMU, Aug 7: A petition has been filed in the High Court by a retired Master, Mohan Lal, a recipient of Rashtrapati Medal for the meritorious services and excellent performance in Education department, wherein he sought action against Mohan Prakash Gupta alias " Nayaloo", presently Principal Higher Secondary School Jaganoo, Udhampur.

Justice BL Bhat after hearing the Advocate Nitin Bhasin appearing for the petitioner, issued notice to the Commissioner Education, Director School Education Jammu, Chief Education Officer Udhampur and the concerned Principal. These notices were accepted by WS Nargal appearing on behalf of Education Department.

In the petition, it has been alleged that the Principal Government Higher Secondary School Jaganoo was chargesheeted by Director School Education with respect of his integrity for mismanagement in the purchase and other lapses during the year 1998-99. The petitioner alleged that no action was initiated by the Education Department.

It was also alleged in the petition that Director School Education constituted a committee consisting of Joint Director Elementary Education, Assistant Accounts Officer and Section Officer. The said committee submitted its report and no action was taken on the basis of this inquiry report against the said Principal. The petitioner submitted that despite having committed grave irregularities, no action has been taken and rather he has been rewarded with prize postings.

In the petition, it has been prayed hat the State Government be directed to take action against the Principal in pursuance of the inquiry report submitted by the Committee constituted by the Director School Education Jammu.

Amendment in IT Act creates confusion: CCI

JAMMU, Aug 7: President Chamber of Commerce and Industry Mr Ram Sahai has said that recent amendment in section 269-T of the Income Tax Act has caused a lot of confusion among the business community.

In a letter written to Union Finance Minister regarding withdrawal of recent amendment in section 269 T of Income Tax Act as the different IT authorities are giving different interpretations for the said amendments, Mr Sahai maintained that this amendment has caused lot of confusion and problem for the trading community.

From the face of it, it seems that CC account should not be taken as loan account because in CC account one has to deposit the cash received by way of daily sales/ recoveries from the parties and if this account is also included as is being said will create lot of inconvenience and harassment to the business community thus, hampering the normal business activity. Moreover, this amendment is in contravention to section 269 SS regarding mode of taking or accepting certain loans and deposits.

He pointed out that the said Act which is supposed to be in vogue from Ist June 2002 has not been widely publicised and circulated due to which after a lapse of more than two months the business community came to know this amendment and thus will be faced with equal amount of penalty as proposed in the said amendment.

Mr Sahai impressed upon the Union Finance Minister to withdraw the said Act or modify the same to exempt Government, Banks and Financial institutions from the purview of loan account and the intervening period till such decision is taken be exempted from the penalty section.

Ex-Policemen League holds meeting

JAMMU, Aug 7: Regular monthly meeting of the Ex-Policemen League, Jammu district unit was held in the District Police Lines, Jammu.

According to a press release, Mr V I Bhasin, Dy S P (Retd) district president requested Mr Parkash Sharma, S P (Retd), general secretary of the All J&K Ex-Policemen League to preside over the meeting. A resolution was passed to pay respect to the departed police personnels who laid down their lives bravely while fighting the militancy in the Raika forests. Two minutes silence was observed in their memory.

The main agenda of the todays meeting was that long pending orders for the recruitment of the wards of the needy retired police personnels and the medical facility from the Police Hospital was put before the members present in the meeting by Mr V K Bhasin, district president.

PNB employees congratulate V K Gupta

JAMMU, Aug 7: All India PNB Officers Association of J&K zone has congratulated Mr V K Gupta on his elevation as Deputy General Manager of Punjab National Bank.

According to a press release, the Association has commended management for acknowledging the pioneering work of Mr Gupta in J&K region during his tenure of 18 months. Mr Gupta hailed from Jammu and is a son of the soil. Mr Gupta was the first banker to ISO accreditation for any administrative office while working as Regional Manager at Jodhpur.

Mr Gupta is concerned about the welfare of the staff and it is during his tenure as Senior Regional Manager that maximum promotions took place in all cadres. Mr Gupta has ensured that employees are placed comfortably even at the time of transfers so that they are able to contribute maximum to the development of business. The Officers Association has lauded the efforts of Mr Gupta and wished him further progress in the Bank.

In another executive meeting PNB Staff Union was held at branch office Raghunath Bazar Jammu today. Apart from conducting the routine organisational business Mr Ashwani Pradhan congratulated Mr V K Gupta, Senior Regional Manager, J&K Region on his promotion as Deputy General Manager of the Bank. Mr Ashwani Pradhan expressed hope that with the elevation of Mr Gupta to the rank of Deputy General Manager, working conditions of the employees will also be improved and their problems be reduced.

‘People are the best judge of your performance’
-DGP to Police Officers

UDHAMPUR, Aug 7: Director General of Police, Mr. A.K.Suri has called upon police officers to respond to the urges and expectations of people and be caring to the genuine concerns of their subordinates, saying people and subordinates are the best judge of the performance of a police officer.

Addressing trainee officers comprising Dy. Superintendents of Police, Prosecuting Officers, Sub-Inspectors and NGO trainees at Sher-e-Kashmir Police Academy, here, the DGP dwelt at length on image building and qualities of a good leader exhorting the officers to imbibe them. Integrity, not only financial but also mental, decisiveness, generous in giving the pat for good work and vertical as well as horizontal communications were cited as some of the attributes of a good leader. A leader, he said should not only find faults but should be able to get things done and the common objective of the leader and the team should be clear. Personal touch particularly in knowing about the family and welfare of the subordinates can do wonders to motivate them, the DGP said

Mr.Suri exhorted officers to have close liaison with public and dedicate themselves to the service of people. He wanted officers not to hide their mistakes and admit shortcomings. The DGP also advised officers to spare time for physical exercises like sports and PT.

Referring to the sacrifices of state police in fighting Pak-sponsored terrorism, the DGP said that more than 600 officers and jawans have lost their lives so far in the proxy- war. He wanted the families of the martyrs to be properly looked after. A two minute silence was also observed at the beginning of the programme in memory of police officers and men who laid down their lives for the unity and integrity of the country.

The DGP expressed his gratitude to the Chief Minister, Dr. Farooq Abdullah for being generous in acceding to various proposals mooted for the betterment of the Police force. The Govt, he said has recently enhanced the Kit Maintenance Allowance from Rs.15/- to Rs.40/- per month and a number of medals for gallantry and meritorious service have also been approved by the State Govt. The DGP disclosed that the State Govt. has agreed to award "Desh Sewa Balidaan Padak" to the next of kin of those officers and men who die while fighting terrorists.

Mr. A. K. Suri witnessed a cultural programme presented by trainees and staff of the Academy after which he interacted with the trainee Dy. Superintendents of Police. He also witnessed an exhibition basket ball match between trainee Dy. Superintendents of Police and trainee Sub-Inspectors which was won by the latter.

The Director of the Academy, Dr. A. K. Bhan welcomed the DGP and informed that the Academy was engaged in making the trainees good investigators, proficient in carrying-out anti-terrorist operations and well equipped to defend themselves as also protected persons and places including Police complexes. He expressed his gratitude to the DGP for readily accepting various requests made for the development of infrastructure and improving of training facilities.

DGP also laid foundation stone of the extension of faculty block.

Food, Allied Workers Union suspend stir

JAMMU, Aug 7: Food and Allied Workers Union has suspended its indefinite strike, after the Minister for Food and Supplies agreed in principal that the demands of workers were genuine and assured a sympathetic action at an earliest.

As per a release state president of the Union Mr Bishan Dass alongwith other leaders of the Union and leaders of FCI Workers Union met the Minister for Food and Supplies Mr B A Nengroo in Srinagar today, where senior officers of the department in the secretariat as also Director Food and Supplies Kashmir was also present

After threadbare discussions the authorities assured to resolve the demands within seven days. The Minister asked the Union leaders to also take into account the sufferings of the common masses. Mr Nengroo said the demands raised by the union were very genuine and should have been resolved way back.

In view the discussions with the authorities and assurances given by Minister for Food and Supplies, the Union decided to suspend its on-going general strike which was resolved in a meeting of the Union after the delegation negotiated the issues with Minister for Food and Supplies and other senior officers.

It was also decided unanimously in the meeting that in case these demands were not conceded by the authorities within stipulated time, the union will be forced to resume its strike and the concerned authorities would be responsible for the consequences.

The meeting was also attended by Messrs Jamat Ali, Charanjit Singh, Abdul Hamid Dar from FCI Workers Union and Messrs Mohd Sadeeq, Ghulam Nabi Dar and other Union leaders.

Family Qtrs of Prison Deptt are vulnerable

JAMMU, Aug 7: Following noticing of two terrorists by people in forest areas of Gharota village and interception of messages by intelligence agencies, Prison Department has started patrolling of areas surrounding high-security Kot Bhalwah Jail by personnel of Central Researve Police Force (CRPF).

Reliable sources told EXCELSIOR that the intelligence agencies deployed in and around highly fortified Kot Bhalwal Jail have intercepted some messages of ultras and came to know that some terrorists are present in forest areas of Seri Pandita, Chak Bhalwal and Gharota.

"The presence of terrorists in these areas is definitely a threat to Kot Bhawal Jail where both foreign and local hard-core terrorists have been lodged ", the sources pointed out and said that keeping in mind the security threat, the Prison Department has ordered round the clock patrolling by CRPF personnel in these areas particulaly forests surrounding jail.

After August 5 when people noticed terrorists in Gharota, the CRPF personnel were deployed to patrol the areas falling under three kilometre radius from jail but after the interception of messages even surprise checking in the surrounding villages with the assistance of police has also started.

It is for the first time during the last so many years that Prison Department had to order patrolling of the areas surrounding the high-security jail. Even after the jail break attempts no step was taken to start patrolling outside the prison.

According to sources, the Prison Department is also planning to enhance security inside the prison in view of threat perception and added that hawk’s eye is being maintained in surrounding areas through central tower where Light Machine Guns (LMGs) have been installed to give befitting reply to any sort of terrorists attack

They further said that night vigil has been intensified and thrust is being laid on armed patrolling during night and added that the security personnel deployed in jail are equipped enough to effectively repulse any sort of attack even during night.

Sources said that it is pity that security agencies are being asked to lay thrust only on the security of the prison but family quarters of Prison Department at Kot Bhalwal are being ignored. "The quarters where 40 families including that of Superintendent of Jail and Deputy Commandants of CRPF have been residing are most vulnerable to attack due to lack of any sort of security there", they disclosed.

What to talk of deployment of security personnel even boundary wall has not been erected around the quarters and recently Director General of Prison S S Ali gave nod to fencing work which would be completed within a period six months.

"The repeated attacks on family quarters by terrorists have failed to wake the authorities from their deep slumber and no step has not been initiated to fortify the residential area of officers and officials of Prison Department as well as of CRPF which can be easily attacked by ultras", the sources disclosed.

A senior officer of Prison Department on the condition of anonymity said that basically these quarters should be under the security on the pattern of army quarters and apprehended any sort of attack on these quarters.

APHC briefs European delegation about Kashmir situation

SRINAGAR, Aug 7: The All Party Hurriyat Conference (APHC) today informed a five-member European delegation that it will not participate in any election which was conducted only to run the Government, without resolving the Kashmir issue.

The delegation members comprising Mr Michel Stenberg and Ms Signi Ropika of Denmark, Mr Estatos Lozos (Greece), Mr Michel Caillite, member of the European Union Commission, and Ms Itala Qcchi (Italy) were told about the Hurriyat’s stand on keeping away from Assembly polls, being held in September and October this year, in a meeting lasting nearly two hours, Hurriyat sources said.

They said it was made clear to the delegation members that the Hurriyat was ready to contest election provided "it is held to resolve the Kashmir issue".

The delegation was told that the people of Jammu and Kashmir had not sacrificed their lives and property to contest for elections but to achieve the goal of freedom, the sources said.

The latest invitation from the Kashmir Committee headed by former Union Law Minister Ram Jethmalani and the Hurriyat response also came up for discussion.

Hurriyat chairman Prof Abdul Gani Bhat talking to UNI yesterday said, "we have accepted the invitation". However, he made it clear that "if the dialogue is to rope us into the election process we are opposed to it.

"But, if it is a sincere effort to make a beginning to find a lasting solution to the Kashmir issue we will participate in it."

A Hurriyat spokesman, confirming the meeting between Hurriyat leaders and the EC delegation at Rajbagh headquarters here, said other issues including human rights violations by the security forces, and detention of Hurriyat and other separatist leaders figured in the meeting.

In reply to a question, he said the Hurriyat Conference put forward its stand on Assembly elections. However, he refused to give any further detail. (UNI)

JMM holds public meet to demand statehood for Jammu

JAMMU, Aug 7: Jammu Mukti Morcha organised a public meeting at Janipur yesterday which was arranged by Jammu West unit of JMM in which large number of local residents from all walks of life participated.

Prof Virinder Gupta, president JMM while addressing gave detailed account of discrimination meted out by the people of Jammu region at the hands of Kashmiri rulers during the past 55 years.

He said all the political parties including the national ones were responsible for step-motherly treatment given to Jammu region, because Government of India and leaders of central parties have always been treating Kashmiri leadership as the sole representatives of J&K State.

All the agreements have been executed with Kashmiri leadership sacrificing the aspirations of people of Jammu region. The patriotic people of Jammu region have always been taken for granted and their interests ignored to appease the Kashmiri leaders and Jammuties reduced to their slaves. Jammu has no place and say in deciding the future of State. Youth of Jammu region were facing employment problem. Out of 100 unemployed youth in the State, 70 to 80 belong to Jammu region.

Out of 1.5 lakh job opportunities provided by the State Government since 1996 merely 15000 youth from Jammu region have got jobs. Jammu students have always been discriminated against in selections for professional institutions. He asked the people of Jammu region to realize that jammuites have no future as long as jammu remains a part of J&K State and appealed the people of Jammu to be prepared for all types of sacrifices to attain a separate Jammu state and give "Jai Jammu" slogan to the people.

Mr Vikram Gour, general secretary of Morcha also explained that this fight was for our future generations. Regional autonomy, Resettlement Bill etc were aimed at changing the demography of Jammu region and pose a great threat to the identity of Jammu region. He charged the State Government with spreading terrorism in this region.
