24 seats of JK Assembly be given to PoK refugees: SOS

JAMMU, Oct 23: An international organisation for PoK refugees namely- SOS has warned of constitutional crisis if the 24 seats in the J&K Legislative Assembly are not filled up and provided to those migrated from PoK in 1948.

Addressing a press conference here today, Mr Rajiv Chunni Chairman of the organisation said that a major constitutional crisis may arise if in 11-seat Assembly House of J&K, 24 seats of PoK people are left unfilled. He pointed out that over fifty thousand Sikh and Hindu families were forced to flee the PoK areas including Mirpur, Kotli, Muzaffrabad and Bhimber and for the last 54 years, they have not given representation in the Assembly.

If the Kashmiri migrants putting up in Jammu, Udhampur and Delhi are using postal ballot system during elections then, why the thousands of PoK families are not being given representation in the State assembly on the same pattern, Mr Chunni observed.

He said the organisation will fill fight for justice and demanded registration of their property and land which they left behind in PoK. If the J&K Government can create separate Custodian Department for those who left behind their land and houses in PoK, then why it ignored to have a department which may register the claim and properties statement left over by the PoK refugees.

He pointed out that SOS comprising of thirty petitioners including Mr Inderjit Singh retired Chief Engineer, Yashpal Gupta, Ram Lal, DIG P L Gupta, S. Sohan Singh retired Conservator of Forests, Rajinder Gupta, R K Kohli, Mr Jitender Dev and others have knocked the doors of Supreme Court of India for seeking justice. The petitioners were compelled to do so after the Government refused to act according to the directions of National Human Rights Commission and also the recommendations of a Commission in 1978.

Now the NHRC has freed the NGO to move to the Court after refusal of the Government to accept the recommendations. Mr Chunni has appealed the members of the Mirpur community and others from PoK to fight unitedly for the cause and also contribute for the case which has already been filed in the Supreme Court.

The vice-chairman Mr Yash Paul Gupta demanded that refugees be given Rs 5000 per family and for last 54 years Rs 20 lakh relief be given as the Kashmiri refugees are getting it since long and other benefits also. They should also be provided accommodation/ government quarters etc.

Commenting on the situation in 1947, he said "We are not displaced due to partition in 1947 but were the victims of ethnic cleansing in the hands of Muslim fundamentalists/ Pakistani raiders who forced us to flee for safety. We lost a large number of our dear ones during attack and could not bring any belongings with us,’’ he maintained.

Mr Ram Lal Verma another member said that Custodian department should cease to function as it has completed 12 years and as per the law of the land, the families which are possessing these properties be given the ownership rights.

Centre committed to removepoverty: Gupta

Katra Oct 23: The Union Minister of State for Food Processing and Industries, Prof. C.L.Gupta has said that the Centre Government was making concerted efforts to bridge the gap between rich and poor by taking up various poverty alleviation schemes in the country.

The Minister was speaking at the concluding day function of 10-day multi media awareness campaign on unity and development at Katra as part of Navratra festivals.

The Minister regretted that while the country got independence 53 years ago, yet there is shortage of drinking water, power, education and other basic amenities. He urged the people to extend full cooperation to the government in making the development policies and programme successful so that the central funds earmarked for rural development are fully used for all round development. He said that the Central Government frames the policies for the development while their implementation rests with the State Government. He said that 85 per cent of the population of the country resides in villages. Therefore all-out efforts should be made in improving the rural economy.

While appreciating the efforts of the Field Publicity Department in organising this publicity campaign, Prof. Gupta however felt that there was further scope for improvement in displaying the achievements made in the recent times in various development sectors.

Emphasising the need for fostering the spirit of untiy and integrity among the fellow citizens, the Minister recalled his visit to Udhampur with Prime Minister, Mr. Atal Behari Yajpayee during Kargil war and said, that the injured in the war belonged to different states of the country. One of them was a 23 year old Sikh youth who had lost both the eyes but was too happy to fight against the enemy, he added.

Later the Minister distributed prizes among the students who secured 3 positions in various competitions.

The Additional Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, who is also chairman of navratra festival committee presented vote of thanks on the occasion.

Among others, Lala Shiv Charan Gupta MLA and Joint Director Field Publicity, Mrs. Bharti Vaid were present on the occasion.

Katra, Oct 23: On the sixth-day of the Navratra festival Katra Mr. Mool Raj of Bhaderwah clinched the first position in the All India devotional songs competition held in Chintamani temple last evening. The 2nd and 3rd position were bagged by Ravi Sharma and party of Jammu and Ayub Khan, a singer from Delhi respectively. In all 20 singers from inside as well as outside the State participated in the competition.

The president Hotel and Restaurants Association, Katra, Mr. Shiv Kumar Sharma was the chief guest on the occasion who presented cheques worth of Rs. 5000, Rs.3000 and Rs.2000 to the winners.

The competition is jointly arranged by the Shrine Board and Tourism Department as part of the ongoing Navratra celebrations in the Katra town.

Besides a large number of people including Mata Vaishno Devi pilgrims witnessed the colourful programme organised by the Song and Drama Division and Sanskar Bharti in the Higher Secondary School, Katra. A variety of folk songs of Rajasthan, Maharashtra, Bihar and Assam states with Bhawya, Kaudi, Sarthal and Bihu dances and songs were presented on the occasion which enthralled the audience. Different facets of Shri Mata Vaishno Devi were presented in classical manner. Other religious function was the recitation of Shri Bhagwad Katha held in Shri Raghunath Mandir premises where large number of devotees turned up.

In the evening, an illustrious cavalcade replica of Shri Mata Vaishno Devi Shrine, Baba Jitto, Dhianu Bhagat, Kud Dance( Sirjandhaar), Guru-Shishya tradition, Tribal life, Camel riding passed through the main bazar, marking a major attraction for the visiting devotees.

The procession started in the evening after the Additional DC Udhampur, Mr. J.K.Sawhney, lit the traditional lamp before the start of procession. The procession proceeded towards Government Higher Secondary School, Katra, the venue for the cultural programme. The bazaar was decked up with large and beautiful welcome gates and banners on Navratra festival. A large number of pilgrims lined up on both sides of the route to witness the procession.

The officers of various departments, members of the Navratra Festival Celebration Committee and prominent citizens accompanied the procession, which created a atmosphere of spirituality, devotion and faith in the almighty.

Meanwhile over 16,000 pilgrims are these days visiting the holy cave shrine daily.

BSP organises one day conference at Dansal

JAMMU, Oct 23: Activists of Bahujan Samaj Party block Dansal held a one day conference at Dansal town where several problems of the residents of the area were discussed.

The conference was held under the chairmanship of Hans Raj Chargotra, vice-president BSP state unit. Mr Girdhari Lal Bhagat senior vice-president was the chief guest. MLA Samba Mr Som Nath, Roop Lal advocate, Mr K A Qazi, secretary BSP state unit were the guests of honour.

The BSP leaders during meeting strongly condemned the NC and NDA Governments for their failure to mitigate the problems of the people of the State. The rural people have been neglected totally and there is no development there.

The BSP resolved to start awareness programme in Nagrota constituency to awaken the people of their rights. They alleged that NC Government is anti-SCs/ STs and OBCs. They are not getting reservation as being given in other State Governments. The BSP also demanded exclusion reservation of ALC and Backward Area from the category of socially and educationally backward classes.

Several other party leaders addressed the gathering and appealed the people and the workers to make the party strong.

JMM launches awareness campaign in R S Pura

JAMMU, Oct 23: Several public meetings were organised by Jammu Mukti Morcha activists at villages Mokhey, Nai Basti, Badyal Qazian, Kerian, Balachak, Sidhar, Satriyan and Bajachak where people of these villages were apprised about the Jammu statehood demand and movement started by the Morcha.

Addressing gathering at these villages, Prof Virender Gupta president JMM stressed the need for fighting against over five decades old Kashmiri domination over Jammu region. He high-lighted the step motherly treatment meted out to the people of Jammu region in-respect of development in providing government services , disparity in allocation of seats in professional colleges, inadequate allocation of funds for development in all the sectors including agriculture, horticulture, tourism, industry, communication etc. of Jammu region as compared to Valley.

He further stated that cultural identity, development of Jammu region and future of the coming generation is not secure under the present set up. Vikram Gaur, general secretary added that although Jammu region is geographically almost twice the Kashmir region, yet the allocation of funds between Jammu versus Kashmir has been in the reverse ratio. It is high time that people of Jammu region stood up and fought for a separate statehood.

The speakers including majority of locals agreed that it was the correct time to demand a separate state so that the people of this region become master of their own destiny. They felt that the coming generation would not spare them in future if the statehood was not achieved now.

JAMMU, Oct 23: Election to office-bearers of Medical Employees Union of Government Hospital, Sarwal, was conducted here today.

As per release, Mr Om Parkash Gupta was elected as president, Mr Rajinder Sharma becomes senior vice-president; Ms Sarla Koul is vice president, Mr Rajinder Gupta as general secretary and Rakesh Mahajan is treasurer.

Besides, Jia Lal was declared elected as joint secretary; Rajnesh Kumar as organising secretary, while Charanjit Massih becomes publicity secretary.

A 7-member Executive Committee has been also constituted. The members are: Ms Sunita Manohri, Ms Suman Kumari Messrs Som Dutt Sharma, Jawahar Lal, ON Bhat, Baisakhi Ram and Ashok Massih.

The election was held under the supervision of Mr Marks Gill, general secretary, Health Technical Employees Association. While expressing thanks to the electorates, Mr Gill exhorted the elected leaders to work whole-heartedly and unitedly for tackling problems of the employees.

Kerosene-petrol mixing racket at Sidhra

JAMMU, Oct 23: The police raided several hideouts of the kingpin Kuldip Singh of Sidhra and his associates in kerosene—petrol mixing case while two more members of the gang were arrested by police last night.

A top police official told Excelsior that special police parties constituted under the supervision of SSP Jammu Mr R R Swain conducted several raids at the hideouts of the members of the gang in Ramban, Sidhra, Nagrota, Sarwal, Rehari and some other localities of Jammu

in past 24 hours. The prime accused Kuldip Singh, son of Vakil Singh and his Nephew Bhawani Singh are the main mastermind behind this gang operating in Sidhra and city parts since long.

The two more persons arrested have been identified as Surinder Singh of Kalakot and Suram Surinder Singh of Udhampur. They have been placed under sustained interrogation. He said the police also raided the hideouts of Sudhir Kumar alias Pappu Comrade of near Sarwal (Rehari Colony) but he managed to slip away. The police said that some accused persons including partners of Choudhary Oil Company of Gandhinagar whose names have figured in the case are trying to manage anti-cipatory bail.

The tanker No. 9353/ JKQ seized by police which carried 12,000 litres of kerosene oil and seized from Sidhra in the premises of Kuldip Singh is owned by the firm of Sh Mukha Singh. This tanker is also registered with IOC and was destined to Choudhary Oil Company Gandhinagar. The supplies were diverted with the connivance of gangsters and some members of the firm. A retired DIG’s son is also connected with the case, the police said. Tanker No. 7661/ JKR is also owned by Kuldip and was registered with IOC. It managed diesel supply from the IOC depot and accused were mixing petrol with diesel. It was destined to the firm M/S Chinab Oil Company, which is again owned by Kuldip Singh at Ramban.

The verification of record from the Indian Oil Corporation has revealed some startling disclosures about the names of a few well to do persons of Jammu including a son of retired DIG residing in Gandhinagar area and a politician of Sarwal area. The record has shown that of the four oil tankers seized, three belonged to Kuldip Singh of Sidhra. The IOC official told police that supplies to the tanker No. 4163/ JKS owned by Kuldip Singh, had been stopped by the Corporation on Feb 28, 2001 onwards after it was found involved in similar activity of adulteration. It was being verified how it managed the supplies. The other tanker No.9235/ JKR, seized by police is not registered with IOC but huge quantity of adulterated stuff was filled in it and the goods were destined to Ramban.

The police said that IOC authorities taking serious note of the act have decided to suspend the supplies to these firms and the tankers which have been black-listed.

Additional SP Mr Nissar when contacted said that two constables Rak Kumar and Seraj Din who were injured during stone pelting by Kuldip Singh and his associates during raid at Sidhra, were provided first aid in the local hospital and separate case has been registered in this connection. An FIR No. 136/ 2001 has been registered in the Nagrota police station against the accused persons.

SSP Jammu Mr R R Swain, however, said that concerned police stations have been directed to keep a strict check on the kerosene supplies to various dealers in the city and stop unauthorised down loading/ diversion of kerosene supplies to such points in the city where this illegal activity is going on. He said the Food and Supplies authorities have been asked to take strict action against such dealers and the staff members who are connived with the racketeers.

DAHWA extends TLC Prog to Pouni, Reasi blocks

JAMMU, Oct 23: Jammu and Kashmir Destitute And Handicapped Welfare Association under the chairmanship of Mr S S Sumbria, conducted tour of Bharakh, Pouni and Reasi in connection with starting of Total Literacy Campaign programme in Pouni and Reasi blocks.

As per a release Mr Sumbria was assisted by Dr Prince Mohan Sharma, Education Expert DAHWA, M L Sharma, Joint Secretary, Balram Singh, Supervisor DAHWA and many others participated.

Mr S S Sumbria explained the motive of the visit of his team to the area and held that DAHWA was going to start TLC Programme in Reasi and Pouni blocks so that every person between the age group of 15 to 35 years was able to read and write through TLC programme. He said the entire programme would be carried out by the volunteers of area who are literate and have an urge to serve the society through DAHWA led by Mr S S Sumbria.

Prominent social workers present on the occasion included Messrs Jai Singh, Ex-Sarpanch, Surjeet Singh Panch, Kulwant Singh Sarpanch, Ramesh Chander Panch, Sunil Kumar Magotra, Vikran Singh, Rasvir Singh Arjun, Mohinder Singh, Amar Singh, Kaka Ram, Gian Singh, Kuldeep and Ajeet Singh.

All the social workers gave full support and assurance to Mr Sumbria on behalf of their Panchayats for running TLC programme in both the blocks of Pouni and Reasi. Mr Sumbria on receiving assurance from the social workers assured them that DAHWA would leave no stone unturned in making the people literate through every possible means.

Dr Prince Mohan Sharma, Education Expert of DAHWA, gave on spot training to volunteers and coordinators of the organisation. Prominent office bearers present on the occasion included Messrs Ajeet Singh,, Jai Singh, Ramesh Chander Sharma, Jasvir Singh, Surjeet Singh and Kulwant Singh.

Mr Sumbria thanked all the participants for sparing their valuable time and giving full assurance and cooperation in running TLC programme in Pouni and Reasi blocks.

Minority Committee PDP holds meet

In a statement issued here today the meeting expressed serious concern over the manner the State Government was treating the members of displaced community. It while terming the elections being conducted in the camps a total fraud asked the camp inmates not to participate in them as the process is aimed at dividing the community.

The meeting while terming the elections as Government sponsored said had the Government been sincere towards the community it should not have debarred them from voting in Panchayat elections. He said the present elections are totally futile as a seizable number of the migrants live outside the camps.

NSUI supports Nov 5 bandh

JAMMU, Oct 23: National Students Union of India (NSUI) state unit in its meeting here today chaired by Mr Rajiv Saraf its chief strongly criticised the National Conference (NC) Government for its wrong policies towards the student community.

As per a release, the meeting took Government to task for enhancement of fee in colleges and universities and adoption of fraudulent methods for admission in the MBBS and BDS courses.

The meeting assured full support to bandh call given by the Congress Party on November 5 in Jammu region. It said all colleges will remain closed on that day in the region.

The meeting was attended by all the district presidents including Pankaj Jandial, Rajan Sharma, Sanjeev Pathania, Sanjeev Mango, Vikas Kant Sharma, Iftikar Hussain and Pritam Goswami.

Another meeting was held under the presidentship of Mr Amit Sharma, president NSUI, Jammu University Unit in which full support was extended to November 5 bandh.

Bimla Luthra visits Koulpur

JAMMU, Oct 23: Mrs Bimla Luthra, MLA and National Conference (NC) Women Wing chief today visited village Koulpur in Vijaypur Block to ascertain the problems of the people there.

As per a release, the people who met the MLA during her visited while apprising her of their problems demanded construction of lanes , proper supply of drinking water and relief from power cuts.

The MLA assured them that she will take up the matter with the concerned authorities. In her address Mrs Luthra asked the people to strengthen the State Government headed by Dr Farooq Abdullah.

She also announced that four families of the village living below poverty line will be brought under Indira Awas Yojna (IAY) scheme and money for the same will be provided from her Constituency Development Fund.

The meeting was addressed by Mrs Veena Oberoi, Mrs Manbir Dutta, Mrs Satwant Kour, Mrs Pushpa Devi, Master Tara Chand, Surjeet Singh, Mahal Singh and Mrs Meet Kour.

Lakhanpur Police arrests drug smuggler

KATHUA, Oct 23: Lakhanpur Police on a tip off today arrested a drug smuggler and seized over 400 Proxyvan capsules, equal number of its tablets and 52 bottles of Corex from him.

According to reports the police on a tip off raided a Punjab Road Ways bus which was on its way to Jammu at Lakhanpur and on checking recovered the seditious drug from Amandeep, son of Lal Chand a daily wager of PHE Department of Samba.

He was taken to custody under Drug Act. The raid was conducted under the supervision of SP Kathua Mohan Singh by Dy SP Vinam Tosh who was assisted by SHO Lakhanpur.

Police said that Lal Chand was smuggling the drug from Punjab and selling it to the youth especially school and college going students in Samba.

People had made many complaints in Police against the sale of spurious drugs in the town in past.

In another incident the Lakhanpur Police arrested an eve-teaser who under the influence of liquor tried to molest a girl. He has been identified as Narayan Dutt of Samba. Police has also registered a case under Section 294 and 354 against him.

Praja Pati Sabha holds zonal meetings

KATHUA, Oct 23: The Zonal meetings of All J&K Praja Pati Sabha were held at Lakhanpur, Kathua, Nagri Prol, Chandwana, Hira Nagar, Dinga Amb and Ghagwal today.

As per a release, the meetings were chaired by Messrs Amar Nath, Som Nath Tak, Bachan Lal, Pannu Ram, Manohar Lal and Charan Dass respectively.

The main agenda of the meeting was to make aware the community members about the discriminatory policies of the State Governemnt for not implementing the reservation policy of 27 per cent, cancellation of monthly income ceiling of Rs 750 for granting of scholarship, issuance of social caster certificates and nomination to the members of the community in District Development Board and Corporation.

Mr Ayodhya Kumar Manwa, state president, Des Raj Tyagi, chairman, Judiciary Committee, Amar Chand Convenor, Faqir Chand Satia, Master Darshan Lal, Ashok Kumar and Chuni Lal were the chief guests at these meetings respectively.

The senior leaders expressed their resentment against the callous attitude of the State Government towards the community. They alleged that the Government was deliberately creating delay in implementing the reservation policy for backward classes.

They said the two per cent reservation was a mockery and slap on the backward classes.

Mr G R Daffara spokesman of the Sabha stressed on unity among the community members and urged them to make the delegate convention a success to be held on October 28 at Sant Gora Bhawan, Jammu.

SSI organizes seminar

JAMMU, Oct 23: SSI Education, a pioneer in high end software training and one of the three top software education companies in India organized a seminar on latest IT trends at JKPS School, Kunjwani.

The event laid main stress on programming concepts such as C,C++& Linux and their impact on the next generation. This seminar was organised as part of awareness drive launched by the SSI aiming at imparting knowledge among the younger generation about the information technology, which is having its significance impact on the society.

During the seminar, the students were put through a series of question-answer rounds which were highly informative and reflected students awareness of the current issues. The students were also given prizes on the event for their intelligent participation in the programme.

Mr Hilal Rather, Centre Director SSI, was also present on the occasion.
