JAMMU, Oct 18: Even as the Congress always treat Bharatiya Janta Party (BJP) as untouchable but the state unit of the BJP has decided to join hands with local Congress unit to observe Jammu bandh on the first day of opening of Civil Secretariat in the winter capital.

Addressing a press conference, state president of the BJP, Mr Daya Krishan Kotwal announced that his party has decided to observe Jammu bandh on November 5 to lodge protest against discriminatory policies of the National Conference Government.

When his attention was drawn towards bandh call already given by the Congress, Mr Kotwal claimed that it was BJP which has first given call and Congress has later followed suit. "We have given call a month before", he claimed, adding, "we welcome every group which will support our fight against anti-people policies of the State Government".

Coming down heavily on National Conference Government for, what he alleged, meting out step-motherly treatment with Jammu region, Mr Kotwal announced that BJP has decided to launch agitation against policies of the State Government. "It is a high time to get the people rid of the yoke of National Conference", he observed and asserted that his party, through its agitation programme, will force the State Government to give justice to the people of Jammu and Ladakh.

"For the last five years people of the state have been facing lots of hardship", he said and charged the State Government with maintaining a blind eye and deaf ear towards the miseries of masses. BJP state president said that Centre has given adequate funds to the State Government for the development and upliftment of the state but these funds were diverted towards unproductive sector.

"Crores and crores of rupees have been spent for the luxuries of the Ministers and ruling elite", he said and alleged that funds meant for various welfare schemes have been pocketed by the NC leaders.

Taking strong exception to the statement of the Chief Minister, Dr Farooq Abdullah on the floor of the House in which he has stated that Kashmiris have become sandwich between India and Pakistan. "Dr Abdullah should avoid giving such types of statements and should keep in mind that Kashmir is part and parcel of India", he said and regretted, "Chief Minister’s statement on the floor of House indicate that Kashmir is a separate nation ".

Replying to a question regarding agitation of the youth wing of the BJP against power curtailment, Mr Kotwal said that his party will very soon start second phase of the agitation. He made it clear that BJP has decided to intensify agitation to force the State Government to reduce power curtailment. He warned the State Government against taking services of some ‘touts’ to stifle voice of the people.

"The way authorities have instigated certain employees of the PDD was a clear indication that State Government was patronising some corrupt elements to snub people", he said and demanded action against those employees who had switched off all feeders without any reason. "The said employees’ leaders are touts of National Conference", he said and charged the State Government with doling out licence to such leaders to adopt all illegal means to make more and more money. He said that such leaders had openly campaigned for NC candidates in 1996 Assembly elections and demanded probe into their assets.

HC gives direction on change of criteria for
interviews of AEE

JAMMU, Oct 18: Mr Justice T S Doabia of Jammu and Kashmir High Court Jammu wing has held that change of criteria for interview for the post of Assistant Engineers Electrical to be bad and directed the Public Service Commission to interview all the candidates in view of the decision already taken.

With these directions, the writ petition filed by Rahul Sharma and other and J&K Electrical Engineering Graduates Association and others allowed. The court, however, made clear that in case by candidate is bracketed so far as the merit is concern and if any addition is required to be made in that regard, the PSC will be within its right to call the bracketed candidates for interview.

These directions were passed in the two writ petition which were filed challenging the criteria fixed by the PSC for the 22 vacancies of Assistant Engineers (Electrical).

While allowing the petitions, Mr Justice Doabia observed that once a list has been notified and selection process has commenced then to change the criteria and enlarge the zone of consideration would be open to serious objection. This would give an impression that this had been done with a view to accommodate certain candidates who were not coming with zone of consideration. When this was initially limited to three candidates against one post and thereafter the zone of consideration was sought to be enlarged, it would be taken that this has been done with a view to accommodate certain candidates with a view to help them. This impression even if wrong has not be dispelled and it can be dispelled only in the commission sticks to its earlier decision.

PDP holds meeting at Marh

JAMMU, Oct 18: Jammu and Kashmir Peoples Democratic Party zonal president Mr Balwan Singh organised a meeting at village Kangrail block Marh. The meeting was presided over by Mr Trilok Singh Bajwa, general secretary. Mr Sukhvinder Singh, labour cell president of the party was also present.

While addressing a public meeting, Mr Bajwa pointed out the faith of the people in the democracy has eroded due to the wrong policies of National Conference Government. He regretted that during the last five years National Conference has done nothing for the welfare of the masses.

He assured the people that PDP will wipe out corruption from the state if come to power. "We are not for power but to change fate of the people", he said.

Provincial president of the labour cell, Mr Sukhvinder Singh in his address exhorted the people to strengthen hands of Mufti Mohammed Sayed to throw out worst ever corrupt government. He criticised the State Government for not release COLA for the public sector employees. He accused the State Government of adopting anti-employees policies.

Zonal president of the PDP Marh, in his address, highlighted woes of the local people. He flayed the authorities not maintaining a criminal silence over the woes of masses.

Cong workers protest re-induction of George

JAMMU, Oct 18: Activists of Pradesh Congress Committee today held a protest demonstration here in protest against the re-induction of Mr George Fernandes in the Union cabinet who resigned from the Defence ministerial post after his involvement in the defence deal scandal.

The Party activists led by general secretary Th.Hari Singh took out a huge procession from Party headquarters at Shahidi Chowk. The procession passed through various markets and returned to the Shahidi Chowk. Mr Singh said that the protest was part of All India programme of the party today. The demonstrators were carrying placards in their hands and chanting slogans against the NDA Government in the Centre.

While addressing the demonstrators, Mr Singh strongly criticised the Prime Minister Atal Behari Vajpayee for his decision to re-induct Mr George as Defence Minister whose alleged involvement in the defence deals was exposed by the Tehlka.com in the recent past. He further pointed out that Venkta Swami Commission has not cleared the name of Mr George from the scandal.

Former Minister GM Mir Poonchi alleged that re-induction of Mr George in the cabinet is the mockery of justice. It has exposed the corrupts and the corruption at the highest level and the NDA Government was now trying to cover up the case.

JU-SSP discuss Campus security

JAMMU, Oct 18: For the proposed deployment of local police on the Jammu University Campus, a police officer of DySP rank will be deputed to assess the work load for fool-proof security of the premises.

This was stated by the Senior Superintendent of Police Mr R R Swain during a meeting with the University authorities, today wherein various security points were discussed threadware for safety of the premier education institution in view of intelligence inputs regarding possibility of militants’ strikes here.

The meeting, which was held at the Registrar’s chamber here today, was attended by JU Registrar Prof Zahur-ud-Din, Provost Hostels Lokesh Verma, Dean Students Welfare Prof R D Sharma and Chief Security Officer Major Harnam Singh.

According to University sources, the crucial meeting discussed various measures to beef-up security of the Campus and requirements for the fool-proof arrangements for the same.

A University official even suggested the SSP that Jammu University should be guarded on the pattern of Kashmir University where an entire Company of J&K Police has been deployed.

The suggestion was, however, rejected by Mr Sawain on the ground that the security situation was much different in Jammu from the Valley, added the sources.

The SSP, however, announced that he would soon depute an officer of DySP rank to analyse the work load for fool-proof security of the Campus. The deputed police officer will discuss various security points with the University authorities and submit a report on the requirement of local police for its deployment on the Campus.

It may be mentioned here that JU authorities have sought the help of local police for security of the Campus and demanded permanent deployment of cops at the University premises.

DAHWA chief given warm reception at Ramnagar

JAMMU, Oct 18: Mr Surat Singh Sumbria, founder president of J&K Destitute And Handicapped Welfare Association (DAHWA) and Project Director of TLC, who received National Literacy Mission Award from UNESCO, was accorded a warm welcome at tehsil headquarters of Ramnagar in Udhampur district.

The people while welcoming Mr Sumbria escorted him to the venue of the public meeting amidst beating of brass band tunes depicting the message of DAHWA about total literacy mission, upto the place of public meeting.

At the venue Mr S S Sumbria was received by a large number of gathering who profusely garlanded him. Tehsildar Ramnagar, Mr S R Kapoor presented two shawls, one each to Mr Sumbria and Mrs Sumbria as a token of respect for the contribution made by Mr Sumbria.

The speakers applauded the efforts of Mr Sumbria who took to social work even at the cost of his own family members and never looked back, which has paid him back with added coins.

JAMMU, Oct 18: Mr Dharam Pal Sharma, senior Congress leader and former MP conducted a three day hectic tour of Akhnoor tehsil and acquainted himself with the difficulties and problems being faced by the people.

As per a release at village Taryai Panch Ram Dass Bawa and youth leaders Joginder Lal, Chajju Ram, Swaran Kumar, Rakesh Paul and Sain Ram told Mr Sharma about acute scarcity of drinking water and demanded two dug wells to meet the situation. They complained that in the sanctioned health Sub Centre only one female Nursing Orderly was attending to the Centre and demanded that all the three employees should attend to their duties. Other demands included upgradation of existing Primary School to Middle Standard, disbursement of pending drought relief for two months and seed and fertilizer free of cost to them.

At village Jad Sarpanch Subash Chander and Panches Hem Raj and Pritam Lal as also Rajesh Kumar and Dheru Ram while welcoming Mr Sharma demanded construction of road under NABARD scheme upto Balwal. Alleging acute shortage of water they demanded that a bigger water tank be constructed at Jad and water supplied through Balwal. They urged the Government for immediate repair to school building and also demanded free seed and fertilizer.

At Choura village Mr Sharma was welcomed by Sarpanch Chuni Lal and Messrs Padam Dev, ex-Sarpanch, Khajoor Singh, Kamal Panch, Balak Ram, Badri Nath and Dwarka Nath. They demanded construction of road from Chowki Choura to Sandal via Ghar Majoor under NABARD scheme, immediate filling up of 10 posts of teachers at High School Chowki Choura. Other demands included power supply to Badoon areas which are yet to electrified as also adequate supply of drinking water. They also demanded linking of Knah Basava road with main road.

At Jourian the speakers who accorded a rousing reception to Mr Sharma demanded filling up of seven posts of lecturers falling vacant in Government Higher Secondary School Jourian. The speakers who included Messrs Devinder, Ashok Kumar, Lajju Ram and Bodh Raj, also demanded immediate measures to make functional the science laboratory of the School. The people held that there were 60 to 70 euclyptus trees at Panchayat Ghar Jourian , which are about to fall and have endangered the lives of adjoining area people. They demanded that the said trees may be auctioned. They also demanded a small bridge over canal near Shamshan Ghat and boundary wall around tubewell.

The people also demanded construction of road from Jourian to Maniwala.

Speaking at all the placed Mr Sharma criticised the NC Government for failing on all fronts. He said while the corruption was rampant there was no control of administration in the matter of law and order and maladministration was galore and no developmental work in sight during the past five years of NC mis-rule. He appealed the Government to mitigate the sufferings of the people at an earliest.

Governor, CM stress on eradicating crop diseases

SRINAGAR, October 18 : The Governor, Mr Girish Chandra Saxena today called upon the scientists of Sher-i-Kashmir University of Agriculture Sciences and Technology to devise scientific ways and means to have an agriculture revolution in the State by way of eradicating various diseases which has affected the crops in the State.

The Governor was speaking at the 13th University Council meeting at SKUAST(K) here this morning.

Chief Minister Dr Farooq Abdullah and Agriculture Minister Ch Mohammad Ramzan also attended the meeting.

Appreciating endeavours made by the University in introducing high yielding variety of seeds of different crops, the Governor who is the Chancellor of the University, said that Jammu and Kashmir State is possessing a diverse soil and climate where multifarious kinds of crop are grown. Now a need has arisen that our agriculture scientists should dedicate themselves to introduce high yielding variety of seeds that are conducive for cultivation in different regions and locations, he added.

The Governor also stressed the need for maximum conduct of laboratory tests and soil demonstration tests of various seeds and referred to the introduction of Zeera, Safran (Saffron) and other commodities in hilly areas in the State.

The Chief Minister, who is also the Pro Chancellor of the University stressed for taking speedy remedial measures to eradicate paddy blast disease in the crops. He said that this dreaded disease has caused enormous damage to the paddy and now has been controlled by the concerted efforts of the scientists and field workers. He assured of providing adequate financial support to various scientific research works and acquiring high tech equipment for laboratory and technical know-how.

The Agriculture Minister Ch Mohammad Ramzan said that the Government has formulated various action plans to introduce high yielding varieties of seeds developed by the SKUAST for achieving better production to make the State a buffer one.

The Vice Chancellor of the University Dr M Y Kamal, while giving a resume of the activities of the SKAUST said that it has taken up the task of addressing the research and education agenda of the region as a challenge and significant strides have been made in this regard.

Earlier, the Governor released the SKUAST annual Newsletter.

Road communication network revolutionised : Sagar

SRINAGAR, Oct 18: The Minister for Works, Mr Ali Mohammad Sagar today inaugurated Rs 1.12 crore bridge at Gund Ibrahim in Pattan area of district Baramulla.

The 32 metre long bridge would provide connectivity to a population of 60,000 souls in nine villages of the area. The villages benefiting from the bridge include Gundi Ibrahim, Zadi Mohalla, Mundiyara, Dusilpora, Herinora, Gadi Khud, Tularzoo, Gamad and Najan. An additional Rs 45 lakh have been spent towards the compensation of land and structures for the approach roads towards the bridge.

Addressing a massive public rally on this occasion, the Minister said a veritable revolution has been brought in the road communication network during the past five years besides extending other basic amenities to the people including schooling, drinking water supply and healthcare. He said over 2500 KM road length has been upgraded under NABARD programme in the rural areas of the State in addition to providing connectivity to around 200 villages. Similarly, in the PHE sector around 700 water supply schemes were commissioned during this period benefiting a huge chunk of State’s population.

The Minister said five road schemes costing Rs 4.22 crore are presently under execution in the Pattan constituency of district Baramulla. He said an amount of Rs 1 crore is being spent under the NABARD programme in the area during the current year. These schemes include Pattan Baba Rishi road, Goshbug Palhalan road , Panzinara Mirgund road, Hanjiwara Shalbooni road and Pattan Trikubal road. He said Rs 6.84 crore have been spent on various developmental works in the R&B sector in Pattan constituency during the past five years.

In the PHE sector, the Minister said 10 water supply schemes are presently under execution in the area. These include Regional Water Supply Scheme Pattan, water supply scheme Gundi Ibrahim, Wanigam Lolipora, Nillah, Babagund, Teligam, Chechijund , Matipora and Hartreth.

Responding to the demand of the locals the Minister said the areas falling in Gundi Ibrahim would be provided potable water from Hanjiwara water supply scheme till the Gundi Ibrahim scheme is completed. He also ordered installation of an irrigation pump in the area at a cost of Rs 15 lakh. The Minister ordered speedy upgradation of Hanjiwara Gund Ibrahim road on which work is in progress.

Tributes paid to martyrs of 1966 Student bodies
observe Shahidi Divas

JAMMU, Oct 18: On conclusion of three-day long Shahidi Divas, in memory of student martyrs of 1966 - who sacrificed their lives for the cause of Jammu region, various student organisation today paid their tributes to the martyrs and remembered their sacrifices.

Jammu Joint Students Federation organised a cultural programme ‘Shaheed-e-Jammu’ at GGM Science College and paid tributes to the martyrs.

Participants drawn from different educational institutions in Jammu, impressed the gathering by their scintillating performance.

The thought provoking and appealing stage items on communal brotherhood kept the audience spell-bound during the programme which was highly appreciated.

An item presented by budding artists from Ladakh, depicting the discrimination with Jammu and Ladakh region by Kashmiri rulers, was the centre of attention and highly appreciated by the audience.

In his welcome address, JJSF chief Mr Rajinder Jamwal, reminded the gathering of sacrifices made by Gurcharan Singh, Gulshan Handa, Subash Chander and Brij Mohan for the cause of Jammu. He further assured that his organisation would leave no stone unturned to get separate Statehood for Jammu region.

The programme was compered by Poornima Behl and conceived by Anuj Tandon, JJSF Jammu City president. They thanked the participants and others who made their contribution for success of the programme.

Others who spoke on the occasion included Dr D N Mehta, Rajinder Sharma, Hari Dutt ‘Shishu’, Raghunandan Billawaria, Preeti Anithal, Sonia Wazir, Rajinder Kour, Sonam Gupta, Vandana, Ajay Choudhary, Mohit Sharma and Sunil Sharma.

Meanwhile, National Students Union of India (NSUI) today also paid tributes to the martyrs of 1966.

According to a press release, a meeting of NSUI was held today under the chairmanship of its president Mr Rajiv Saraf wherein a two minute silence was observed in memory of the martyrs.

Later, Mr Saraf alongwith NSUI activists visited the Shahidi Sathal and paid rich tributes to the martyrs who sacrificed their lives for the cause of Jammu.

Prominent among others who accompanied Mr Saraf included Ashutosh, Ashwani Dubey, Seema Dogra, Archana, Shallu Sehgal, Pritam Goswami, Rajan Sharma, Sanjeev Mangu, Sanjeev Pathania and Satish Sharma.

Activists of All J&K Veterinary Students Association SKUAST-Jammu, also visited the Shahidi Sathal at GGM Science College and paid tributes to the student martyrs who sacrificed their lives while protesting against then Government’s decision of shifting the Agriculture University from Jammu to Kashmir.

The president of the Association Mr Pritam Manhas, while speaking on the occasion, charged the State Government with meting out a step motherly treatment to Jammu region and called upon Jammuites to be conscious and aware about their rights.

He also appealed all the student organisations from Jammu to come together on a common platform for the interest of Jammu region.

According to another press release, the members of Non-Teaching Association of Degree Colleges Jammu Province also visited the Shahidi Sathal and paid tributes to the 1966 martyrs. They also observed silence in honour of the departed souls.

Those who visited the Shahidi Sathal included Ram Pal Anand, Tarsem Kumar Gupta, Rajinder Singh Jamwal, Ravial Kumar, Ali Ahmed, Subash Sharma and Ashok Gupta.

Bollywood style theft in jewellery shop at Aquaf Market

JAMMU, Oct 18: In a bollywood style, a thief struck in a jewellery shop at Aquaf Market, Gandhi Nagar and escaped with gold chains worth Rs 50,000 after throwing chilly powder in the eyes of owner of the shop.

According to police, yesterday two youths came in the Faggu Mal Rattan Chand Jewellery Shop at Aquaf Market and checked a number of gold items on the pretext of buying. They reportedly left the shop after telling the owner that they will come tomorrow.

Today, one of the youth entered the shop and asked the owner to show him gold chains. As soon as owner put gold ornamentals infront of the youth, the latter threw chilly powder in the eyes of owner and fled away from the shop alongwith gold chains worth Rs 50,000.

He reportedly fled on motor-cycle which was kept ready by his companion outside the shop.

The owner of the shop, later, informed the police and a police team from Gandhi Nagar rushed to the shop.

None of the thieves had been arrested when reports last came in. A case has been registered at Gandhi Nagar police station for investigations.
