Harsh visits several Ramnagar villages Excelsior Correspondent UDHAMPUR, Oct 16: National Panthers Party MLA from Ramnagar Mr Harsh Dev Singh conducted tour of several villages in his constituency and reviewed the development works. As per a release, Mr Singh paid a flying visit to Ambia Lehar, Bhugtrain, Tapadi, Kathil-Dangu, Mansar, Chadawa, Manwal and adjoining areas. He also addressed meetings at a few places. He was also approached by the deputationists from Chamma, Keil, Barnara, Jansal, Khoon, Chanunta, Dheeran, Rang, Saltian, Bori, Ladana and Basantgarh who projected the problems of their respective areas. Addressing gathering of Sarpanchs, Panchs and general public at Mansar, Mr Singh announced that three road projects of the Majalta block namely Thalora-Tajur road, Dassian-Sail Kori Bair road and Majalta Peoni road have got approved under Gram Sadak Yojana scheme of rural connectivity and an amount of Rs 1.97 crores had been sanctioned for the same. He said that the construction work on the said roads would commence in the current month itself as he had got an assurance in this regard on the floor of legislative assembly. He further announced that important road schemes including Majalta, Kathil, Jansal road, Mansar Barigarh road and Barnara-Jansal road have been conceded for funding through NABARD. He called upon IWDP authorities to ensure early completion of veterinary hospital at Badotu and Vety Dispensary at Bhland besides priority opening of Ramnagar-Dallan-Sathian road in view of wide spread public demand. |
HC directs state not to transfer AEEs to Valley Excelsior Correspondent JAMMU, Oct 16: Justice T S Doabia of Jammu Kashmir High Court, Jammu Wing, has directed the State of Jammu and Kashmir, Principal Secretary, Public Works Department, Chief Engineer Designs Directorate, Chief Engineer PHE Department Jammu and others that Mr K K Trisal, AEE and Mr P N Raina AEE be not shifted from Jammu to Srinagar. The court direction has been passed in a writ petition filed by both petitioners through Advocates Mrs Surinder Kour on the grounds that petitioner K K Trisal who is working in the office of the Design Directorate Jammu was transferred to the office of Superintending Engineer Hydraulic Circle Pulwama Kashmir and Mr P N Raina AEE presently working in the office of Chief Engineer PHE Department Jammu was transferred to PDC Kashmir and posted on newly promoted in place of Mr K K Trisal. In the petition it was alleged that petitioner P K Raina was transferred thrice within a span of nine months and the respondents accommodated their favourites. In his judgement Mr Justice Doabia said that as far as the plea of the petitioner K K Trisal is concerned, if he is transferred to Srinagar then his life and liberty would be put in jeopardy. Such a situation has been taken note of by this court in a number of decisions. The respondent state would examine this aspect of the matter and till the same is settled, the petitioner would not be shifted from Jammu to Srinagar. So far as Mr P N Raina is concerned hid grievance is that the person who has joined at his place was not duly qualified to hold the post, his submission would also be examined by the respondents. Both these issues be examined at an earliest and till that time petitioner No 1 be not shifted from Jammu to Srinagar and so far as Petitioner No 2 is concerned he be permitted to continue at his place of posting. Additional Advocate General Mr H A Siddiqui appeared for the state respondents in this case. |

Excelsior Correspondent JAMMU, Oct 16: A meeting of Village Level Workers Association was held under the chairmanship of Mr Kapoor Singh Jamwal, provincial president. As per a release the association condemned the transfer orders of VLWs issued by Director Rural Development Jammu by violating all the rules and without adopting any criteria. The VLWs who have longest stay have not been transferred while pre-mature transfers have been ordered. It has come to the fore that over 90 percent transfer orders have been kept in abeyance for obvious reasons. The Association alleged that the Director has issued transfer orders which otherwise were under the competence of a Block Development Officer, as a result of which there has been wide-spread chaos and confusion as also favouritism as was visible from the transfer orders. The Association also condemned the promotion of Mr Zameer Rishu APO Doda as BDO Warban in violation of all norms and rules as APOs are employees of DRDA which is a semi-Government agency and the said agency is nothing to do with Rural Development Department, which shows that how the Government is adjusting its kith and kin on higher posts by violating all the rules and regulations. Association warned the Administration to stop mal-practices of making back door entries into the RDD. Association resolved further that the posts of Inspectors Panchayats, Headquarters Assistants etc are lying vacant since long as DPC meetings have not been held due to which promotional avenues of employees have been marred and the employees are retiring at the same post on which they started their career. Association meeting also condemned the DDC Rajouri and AC (D) Rajouri for keeping the funds of SGSY and BADP at the disposal of X-En REW Rajouri while BDO is the drawing and Disbursing Officer. Association also condemned the transfer of post of Inspector Panchayats from Poonch to Purmandal block and Ghagwal block to Lohai Malhar due to which the work of the Department is suffering. Association also condemned the promotion of Mr Riaz Ahmed Lone VLW as Inspector Panchayats by AC(D) Doda vide his order No 1835-36 dated 6-6-2001. when he was most junior as per seniority list. Association urged the authorities to concede all their genuine demands within 15 days otherwise the association would be forced to launch an agitation. The meeting was attended among others by Messrs Raj Pal Gupta, Baldev Singh, Som Raj, Nazir Ahmed Shah, Mohd Sadiq, Rajinder Kumar, Subash Chander, Joginder Singh, Surinder Kumar, Qasim Din, Mohinder Singh, Raghubir Singh and Naseeb Chand. |
Border migrants hold dharna in support of their demands Excelsior Correspondent AKHNOOR, Oct 16: Border migrants from Pallanwala sector presently putting up in different camps held protest demonstration and day long dharna in support of their long pending genuine demands, under the chairmanship of Mr Baldev Singh Bhau, Border Migrants Welfare Committee Sector Pallanwala. The border migrants including women folk hailing from all the migrant camps assembled at tehsil headquarters in large numbers and observed sit-in there. Speakers from different camps highlighted their difficulties and demands vis-a-vis apathetic attitude of the Government. They demanded ration, kerosene oil and cash relief, which is being awaited by the border migrants for the past four to five months, immediate replacement of torn out tents, accommodation for schools in camps, equipping each camp with fire tender, repaid of roads of the camps. The chief advisor of the Committee Mr Chajju Ram while addressing said that Chief Minister himself had on November 27 last declared that cash assistance would be provided to all in tune with war periods of 1965 and 1971, but what has happened was contrary to that. The speakers said they were not beggars but demanding their right due from the Government. A set of memoranda was submitted to the Administration through Assistant Commissioner Jammu Mr Manchanda by the Committee Chairman Mr Baldev Singh Bhau highlighting their problems and demands. The Memorandum said situation on border was very tense and not conducive for their rehabilitation as Pak army has continued indiscriminatory and unprovoked firing and shelling of the area which was evident from yesterdays incident. It said with the attack of United States of America on Talibans the conditions in this part of the world have become more alarming and critical. The Memorandum mentioned that the main occupation of people of Zero point is agriculture and cultivable lands of the area fall under the defence occupied area. In such crucial and critical juncture the people cannot cultivate their land till army withdraws to its barracks and no dialogue has been initiated to reach an agreement like 1965 and 1971 between India and Pakistan, neither any step taken for negotiation. The migrants submitted that in place of forcing the migrants rehabilitation in zero point area, they should be provided one room sets at safer place in Tehsil Akhnoor as also implementation of Chief Ministers commitment announced in a rally of migrants on November 27, 2000. The memorandum also demanded sanction of next package due from November 2001 to onward at an earliest. The memorandum submitted further that in case of negotiation for permanent solution like in 1965 and 1971 between India and Pakistan and package of settlement should be considered with Rs 1.5 lakh for those who have to undertake repairing of the house, Rs 1 lakh for those whose houses are intact, Rs 3 lakh for those whose houses have been damaged and grant of Rs 50,000 and interest free loan for furniture upto Rs 1.2 lakh, Backward area status to residents of zero point area of LoC, compensation in lieu of killed and lost animals, implementation of insurance scheme for property, livestock, cattle, crops and human beings, improvement work of land and provision for bullock, seed and fertilizer, special assistance to craftsmen, traders and other business establishment holders to restore their business and craft and waiving off of all kind of loans. Other demands mentioned in the memorandum included construction of Pacca one room accommodation at safer places, enhancement in ration scale from 9kg to 15 kg,, increase in cash assistance from Rs 200 per head to Rs 400 per person, cash assistance to families of the employees, except for serving employees, special recruitment drive for educated youth, backward area status to people residing within 5 km area of border from Kathua to Leh. The memorandum submitted by Mr Bhau, expressed concern over inaction of the Government towards conceding the genuine demands of the uprooted people. The Committee hoped that all the genuine demands projected by it shall be considered sympathetically considered by the Government at the helm of affairs. |

between mother and father Excelsior Correspondent JAMMU, Oct 16: First Additional District Judge Jammu Mr D C Sagotra today restrained Mohit Mahajan of Gandhi Nagar for taking the possession of minor child forcibly from Mrs Radha Mahajan, wife of Rohit Mahajan as well as to interfere in the studies of minor child Rishab and his free movements. This direction has been passed in an application filed by the mother of the minor child against the order of City Judge Jammu passed on September 28, 2001 whereby the temporary injuction was vacated and in this way by vacating the stay order father of the minor has been allowed to take the minor child forcibly from the mother of child without due course of law. In the application filed through advocate Kulwant Singh it was submitted that Radha is a duly wedded wife of Mohit Mahajan. The marriage was solemnized on March 8, 1991. Appellant was not treated decently by her husband Mohit Mahajan. A male child was born out of the wed-lock on February 16, 1992. The husband turned out the appellant and the minor for the reason that the appellant could not met the dowry demand of her husband. The appellant alongwith her minor child living with her mother, the husband threatened to snatched the minor from the custody of the appellant provided she does not give her consent for a mutual divorce. The appellant filed a suit for restraining the respondent from the taking custody of minor. An order for temporary injuction was passed whereby the husband was restrained from taking custody of the minor. On filing the objections by the husband the City judge vacated the temporary injuction and allowed the husband to take the minor child forcibly from the mother without due course of law. Against this order Mrs Radha Mahajan filed this application whereby the First Additional District Judge Jammu stayed the operation of order passed by the City Judge on September 28, 2001 till next date of hearing. |
VARSITY NOTE By Nishikant Khajuria Taking serious note of certain intelligence as well as newspaper reports that Jammu University is among the soft targets of Pakistan sponsored militants in Jammu and Kashmir, the University authorities have geared up to further strengthen security of the Campus and sought help of the local police in this connection. According to the University sources, the Vice-Chancellor Prof R R Sharma has apprised IGP Jammu Mr R V Raju regarding the security concern and sought permanent deployment of Jammu and Kashmir Police on the Campus. The IGP has also reportedly acknowledged the Vice-Chancellors concern and offered to provide the services of Special Police Officers (SPOs) of J&K Police for the Campus security. Sources said a meeting of the University authorities with SSP Jammu Mr R R Swain was scheduled to be held today on the Campus to chalk out the modalities in this connection and finalize the decision. The meeting, however, could not take place due to the busy schedule of Mr Swain and the same is likely to be held in next two or three days, added the sources. University authorities feel that besides ensuring security, the deployment of SPOs on the Campus would also make the premier educational institution free from criminal and rotten elements. It is also pertinent to mention here that inadequacy of the University security staff is being listed as a major reason behind the failure to maintain law and order in the JU premises. Presently, the Jammu University has only thirty security guards and four head security guards to man law and order on the Campus. * * * * * * Jammu University Council meet is going to be held tentatively in first week of next month after getting the consent of Chief Minister Dr Farooq Abdullah and Governor Mr Girish Chander Saxena, who are pro-Chancellor and Chancellor of JU respectively. According to the University sources, certain important matters, regarding the JU affairs, would be taken up for discussion in the purposed meet which include pending cases of Professors who have been promoted under the Career Advancement Scheme of the University Grants Commission. The Council meet is also likely to take a final decision on the date of effect which is to be provided to the newly promoted lecturers to the post of senior lecturer. Besides this, the meet would also discuss the National Accreditation and Assessment Committee (NAAC) report which has reportedly placed the Jammu University on 25th place at the all India level. * * * * * * Following the Vice-Chancellor Prof R R Sharmas assurance to the University students that the Campus auditorium would be again made available to them for organising the cultural programmes, Department of Students Welfare has reversed its previous controversial order. The auditorium has now been made available again to the University students for the colourful introduction-parties and other cultural programmes though with some restrictions and guidelines from the Dean Students Welfare. According to these guidelines, the organisores of any cultural programme have been strictly prohibited from displaying commercial banners in the auditorium thus debarring students from getting sponsors for the cultural functions. * * * * * * On the request of the National Council for Co-operative Training, New Delhi, the JU Department of Students Welfare is going to organize an inter-college/departmental debating competition on Co-operation at the University auditorium on October 29. Subject of the debate is Cooperative movement in India can not succeed without accepting the challenge of liberalisation and globalisation. Language of the debate is English or Hindi and the debaters will be given maximum five minutes each to express their views on the topic. The competition is open to the colleges, running degree course and teaching departments of the University. Each college, department can depute only one team of two debaters to this competition - one speaking for and other against the motion. The winners will be eligible to participate in the National Debate which will be conducted separately in Hindi and English languages by the NCCT. On the basis of performance in the Inter-college/departmental Debate, the University will select two team one for English and other for Hindi language National Debate. |
Sadhbhavna Women's Hostel inaugurated at Leh From Tashi Morup Leh, Oct 16: A grand function attended by Army and Civilian dignitaries marked the opening of Sadbhavna Womens Hostel in Leh today following the Saturdays inaugural of Vocational Training Center (VTC) at Chushot village under the Lt. Gen. Arjun Ray led 14 Corps 14-months-old Operation Sadbhavna. Thupstan Chhewang Chairman LAHDC inaugurated the 25-bed hostel adorned with a great sophistication. Councilor Spalzes Angmo Supervisor Managing Committee of the hostel while thanking the Army said that this accommodation facility for the women is a dream-come-true. Now women from all walks of life especially coming from remote areas seeking further studies, jobs etc. in Leh city can stay here paying minimal 450 rupees a month fees that includes both boarding and lodging. Five seats are reserved for minority community, she said. But for now they have selected 25 girl students from Nubra, Changthang and other far off places to start with. Once the capacity is increased to 100 as they have a plan other women too would be included. The elegant touch to this home-like hostel is to give a rub to the womens ambitious nature. And just two-days ago a VTC at Chushot came into being. On the occasion Gen. Ray reiterated the women -empowerment connotation attached to such centers in Ladakh unlike other such centers in India. Besides skills such as knitting, weaving, sewing women would also be given computer education while providing arrangement to finish unfinished schooling through National Open School. Begum Khalida Bari President Ladakh Women Center in her address expressed her joy over realization of such a center, which was an urgent need in a place like Chushot. Meanwhile popular artiste Phonsok Ladakhi is making a documentary film on Sadbhavna Operation titled Dastane Sadbhavna, which, he said, should be ready by in a months time. Sadbhavna is an ancient Indian word for goodwill because goodwill is the key to harmony with this theme the film has a wide coverage of the success stories of Operation Sadbhavna. Phonsok has his own narration: "When Gen. Ray took charge two years ago border situation in Ladakh was very delicate because 21 people in Turtuk were arrested with arms and ammunition and three monks were killed in Zanskar and symptoms of militancy to spread in Ladakh was very obvious. Gen. Ray had to take a decision to deal with it either by means of military ruthlessness or with human goodness. He sensed the gap between the border population of Ladakh and the Army and launched Sadbhavna to win the heart of people. Five main point of Sadbhavna included primary education, health care, women-empowerment through VTCs, computer education and community development. This he did in 1200-kilometer border across Drass to Turtuk and also in peace area of Leh including Karu and Nemo villages. Moved by the success of Sadbhavna and impact of Gen. Ray and 14 Corps I was inspired to make a film on it. My film covers all the schools, medical centers and VTCs and the beneficiaries who have been helped by the Army. The success story of Sadbhavna is to be heard and contemplated but more to be seen and experienced by interacting with the public of Ladakh. No amount of explanation will justify the benefit of Sadbhavna in terms of border management, border security through human security. I intend to put it on every available channel in the country." |

Excelsior Correspondent Jammu, Oct.16: The Minister for Employment, Labour and Sports, S. Harbans Singh has expressed hope that the present global campaign against terrorism will bring peace in the State. The Minister was inaugurating the Trikuta Nagar extension link road and laying foundation stone of Chhani Beja link road in Trikuta Nagar area yesterday. The Trikuta Nagar extension link road has been completed at a cost of Rs. 3 lakh. The Chhani Beja link road will be constructed at a cost of Rs. 3.50 lakh for which funds have been provided by Mrs. Bimla Luthra, MLA from her constituency fund. The Minister said that the State has been facing the terrorism sponsored by Pakistan for the last 12 years. During this period, thousands of innocent people including women and children have been killed. Among them are hundres of workers of the National Conference who laid down their lives for the solidarity and integrity of the country. Having faced defeats in three wars with India, Pakistan wanted to grab Kashmir through militancy. After September 11 terrorist attacks in the USA, the President of Pakistan is making efforts to come out of the web of militancy which was woven by him. Referring to the development, the Minister said that with the increase in population, the demands for basic needs like road communication, drinking water, electricity, education and better health facilities have increased considerably. The present Government headed by Dr. Farooq Abdullah has recorded tremendous progress during the past five years in various sectors despite over a decade long militancy. On the participation of women in developmental activities, the Minister said the State Government is committed to give 33 per cent reservation to the women so that they are actively involved in the development process. The Minister also announced Rs. 2 lakh from his constituency development fund for the development of the area. Smt. Bimla Luthra, MLA also spoke on the occasion. |
Kashmir is an integral part of secular India: Suharwardy Excelsior Correspondent Doda, Oct.16: The Minister of State for Home, Khalid Najeeb Suharwardy has said "when we say Kashmir is an integral part of secular India, it invariably suggests that people of the State irrespective of caste and creed are equally inseparable part of composite cultural ethos of this great nation". Addressing a public meeting at Kanthi, a remote area of Marmat about 44 kms. from here during his two-day tour of Doda district yesterday, the Minister said the people of the State living in nook and corner of this militancy infested state were the real strength with the cooperation of whom we can fight militancy more resolutely and steer the state back on the path of peace, prosperity and progress. Expressing Governments determination to fight the militancy with iron fist, he cautioned the security forces and police personnel to ensure that no human rights violations occur during combating militancy. "We have to protect the human rights and to distinguish between friends and foes", he added. Overcome by emotions, the Minister in choked voice said that innocent people of rural areas have already suffered immensely and require a healing touch both from the security forces and administration. He said that no one is above the law of the land and excesses if any committed under the provision of Disturbed Area Act will have to be justified. He said that government is contemplating to set up Human Rights Sub offices at district headquarters to keep an eye on the alleged excesses whatsoever. Setting up of civilian committee is yet another step to coordinate working of the district administration on various matters, he said. The Minister expressed satisfaction over the communal harmony, faternity and mutual brotherhood prevailing in the district despite being militancy infested. Mr. Suharawardy said that Government is fully alive to the problems of the people of these far-flung areas and is devising ways and means to minimise them. He said that the extending of road communication to other parts of Marmat beyond the construction work of road links has been resumed in other parts of Marmat beyond village Goha, notwithstanding militancy. MLC Marwah, Kh. Abdul Aziz Wani who was also present on the occasion gave away Rs. 1.50 lakh out of his constituency development fund for the re-construction of Primary School building, Kanthi which was burnt by the militants. Among others present on the occasion include, Additional Director General of Police, Mr. Kuldeep Khuda, IGP Jammu, Mr. R.V. Raju, District Development Commissioner, Doda, Mr. Shailendra Kumar besides a number of district officers. Later the Minister visited Marwah area of the district as well. |
Srinagar-Leh highway
to remain open till Nov 15 Excelsior Correspondent Srinagar; Oct 16: Nearly ninety five percent of the requirement of essential commodities like rice, atta, sugar, kerosene oil , petroleum products have been stocked in cold desert region of Ladakh so far, which remains cut off from rest of the world for most of the period during winter months. This was disclosed at a meeting of the officers of the concerned departments held here today to take stock of the supply and stock position of essential supplies in the border districts of Leh and Kargil districts. The Minister for Transport and Information, Mr. Ajatshatru Singh presided. The Minister of State for PWD, Mr. Qamar Ali Akhoon and the Minister of State for Agriculture, Mr. T. Namgyal were also present. The Commissioner Secretary Transport and Information, Mr. Mushtaq Ahmad Ganai, Managing Director, Transport, RTO, Kashmir, representatives from Beacons, Forests, PWD, Food and Supplies, Planning, IOC and other allied departments also attended the meeting. It was also revealed in the meeting by the Beacon authorities that in order to ensure despatch of full requirements of the essential commodities, Srinagar-Leh road would remain open till November 15 this year. However, the highway will remain closed for all vehicular traffic on all Mondays. It was stated that presently 30 to 35 truckloads carrying essential supplies are being desptached to Leh and Kargil on daily basis. Over 5,388 MTs of rice, and 1,745 MTs of atta have been dumped at Leh alone while 4,499 MTs of rice and 2,382 MTs of atta have been stocked at Kargil. Over 1,360 tones of sugar has also been stocked at Leh and Kargil. As regards petroleum products, it was stated that the entire quantity of 7,300 kls of high speed diesel and 1,800 kls of motor spirit has been fully stocked at both the places. Against the total requirement of 5,100 kls of k.oil and 2,35,400 LPG cylinders, 4880 kls of kerosene oil and 2,16,434 LPG cylinders respectively have been stocked at Leh and Kargil. The meeting was informed that 727 MTs of fertilizers have also been stocked while another 172 MTs of DAP and MOP are being despatched within this fortnight. As regards cement it was stated that against the total requirement of 2.23 lakh bags, 1.54 lakh bags have already been despatched to the region while the rest of the quantity is being despatched before the closure of the highway. To meet the requirement of timber and firewood, it was stated that out of the total requirement of 7,000 qunitals of firewood nearly 6,300 quintals have already been stocked while the remaining quantity is being despatched within next few days. So far timber is concerned, the State Forest Corporation has already desptached 1600 cft to meet the entire requirements of the people of both the districts. The meeting decided to build up buffer stocks of all essential commodities at Kargil itself before Srinagar-Kargil highway is closed for traffic. The stocks built up at Kargil could later on be despatched to other destinations according to their requirements, as the highway beyond Kargil remains open during the winter. The Minister asked the Managing Director, SRTC and RTO, Kashmir to make available sufficient number of trucks to the concerned departments so that the supplies required for winter months in both the districts of Leh and Kargil are stocked before the closure of the highway. |
OBC status for paharis soon: Bukhari Excelsior Correspondent Srinagar, Oct 16: The Government is contemplating to introduce a bill in the Legislature for bringing the pahari speaking people under the ambit of other backward classes (OBC), so that the educated youth of the community get their due share in Government jobs. This was stated by the Minister of State for Social Welfare, Mr. Mushtaq Ahmad Bukhari while addressing a one-day conference of Pahari cultural and welfare forum at Kupwara yesterday. The Minister said that the Government is committed to take steps for the social and economic upliftment of Paharis. He said that the Government will also introduce a new schemes so that the economic and social condition of the Paharis gets a boost and they contribute their mite in the development of society and nation as a whole. He said that the present Government has also recommended to the Central Government for giving a ST status to the Paharis and in this regard the Chief Minister has also taken up the matter with the Centre. He appealed the people to come-forward and avail the various welfare schemes. He asked the people to actively cooperate in the implementation of these schemes Later the Minister also participated in the review meeting of the social welfare department. The local Legislatures and senior officers of the department and district administration also participated. The meeting was informed that an amount of Rs 1.12 crore have been spent under various social welfare schemes like ISS and National Old Age Pension Scheme. The Minister sanctioned an additional amount of Rs 2 lakh as pre-matric scholarship to the students of under preveliged sections, an amount of Rs 2.5 lakh already stands sanctioned. |
'Ownership
rights of state land upto Excelsior Correspondent Srinagar, Oct 16: The Government is regularizing posssession of illegal occupation of State land in favour of those who are possessing till 1990 under Roshni Scheme and granting ownership rights to them on payment of market value of the land. The funds thus generated shall be utilised for funding power generation projects. This was stated by the Minister for Revenue and Rehabilitation, Mr. Abdul Qayoom here today while presiding over a high level meeting of the Revenue officers. The meeting was informed that a Bill of "Roshni" vesting powers for regulation of State Land on payment in favour of those occupants upto 1990 was introduced in the State Legislative Assembly which has been passed by the Legislature. It was stated in the meeting that there is about 8 lakh kanals of State land in Jammu division and 2 lakh kanals in the Kashmir division which will come into the ambit of the "Roshni Law". The ownership rights will be vested to the occupants only after getting recovery of market value of the said land, which will generate income to the State Government for funding the power generation projects. All the Deputy Commissioners were directed by the Revenue Minister to frame a committee of officers who will determine the market value of the State land in their respective districts, which will be reviewed yearly and registry stamp fee is accordingly evaluated. After receiving the full amount for the said State land from the occupant, the mutation shall have to be made in his favour within 3 months and thereafter he is declared owner of the State land. The Deputy commissioners were further directed that they should ensure Girdawaries upto 1990 of their respective tehsils which should be got deposited in the Land Revenue Record Rooms. The Minister also reviewed the position of Agrarian Reforms work which was to be completed within 6 months period of its extension. He was informed by the respective Dy. Commissioners that this work has almost been completed and in view of this it was decided that the staff, which becomes available, their services will be utilized in other blocks of the respective tehsils. The Minister stressed upon the officers to work with zeal and dedication for the upliftment of the down trodden people. Those who were present in the meeting include Commissioner/Secretary Revenue, Divisional Commissioner, Jammu, all Dy. Commissioners of Kashmir Valley, Commissioner Settlement Operations, Special Secretary Revenue, Assistant Commissioner Central and representative of Financial Commissioner Revenue. |
Altaf for expeditious completion of development projects Excelsior Correspondent Srinagar, Oct 16: The Minister for Health and Medical Education, Mian Altaf today emphasised the need for the completion of ongoing works before the end of current financial year so that the benefit of development reaches people earnestly. Chairing the meeting of District Development Board, Kupwara here this morning, the Minister, who is also the Chairman of the Board said that funds earmarked for specific works should be utilized judiciously. The meeting was convened to fix the priorities of works within the additional funds of Rs. 10 crore. The District Development Commissioner, Kupwara, Mr. Haq Nawaz said that the current years plan allocation stands finalized at Rs. 40.24 crore that includes Rs. 8.42 crore as capital component, NABARD share of Rs. 6.98 crore and revenue component of Rs.24.83 crore with an additionality of Rs. 10 crore, the plan allocation swells to Rs. 50.24 crore. He said that the additional allocations of Rs. 10 crore were announced by the Chief Minister, Dr. Farooq Abdullah during the meeting by District Development Board-cum-Cabinet meeting Kupwara held recently. Giving resume of development spendings the DDC said that the expenditure of Rs. 14.53 crore has already been incurred, registering 36 per cent expenditure against the total allocation of Rs. 40.24 crore. While projecting the demands under different sectors, he said that under R&B sector over Rs. 1.51 crore would be required for completion of several on going works. Under Health sector Rs. 1.58 crore are required for completion of different schemes. In addition, five X-ray plants are proposed to be purchased for installing one each in five assembly constituencies of the district. Under irrigation sector Rs. 1.59 crore are required for the completion of ongoing works. Under education sector school buildings would be requiring over Rs. 2 crore. Under PHE sector different ongoing water supply scheme in the State would be requiring over Rs. 1.16 crore under power sector estimates Rs. 50 lakhs for providing new replaced transformers have also been projected according to the priorities. Among others Minister of State for Law and parliamentary, Mr. Mushtaq Ahmad Lone, Mr. A. R. Shaheen, Mr. S. D. Shariq, MPs, several legislators, , Mr. M. S. Panditpuri, Mir Saifullah and Mr. Nasir Ahmad Khan were present in the meeting. |
Sub-Offices of SHRC at distt headquarters mooted Excelsior Correspondent Srinagar, Oct 16: The Government is contemplating to set up sub offices of State Human Rights Commission at every district headquarter to take cognizance of the complaints from the people about the violation of their rights. This was stated by the Minister of State for Home, Mr. Khalid Najeeb Suharwardy while addressing a public meetings at Kanthi in Marmat during his two day tour of Doda district. The Minister said, besides setting up of these offices, civilian committees would also be constituted by involving prominent citizens who would coordinate with district administration on various sensitive matters and take measures to infuse confidence among the people. Mr. Suharwardy expressed the determination to fight militancy with iron hand and urged the security forces to exercise extra restrain to ensure that no human rights violation takes place. He asked the misguided youth to shun the path of violence and return to mainstream, so that their energies could be channelized in a positive manner. Recalling the deep rooted traditions of communal harmony, mutual brotherhood prevailing in the area, the Minister asked the people not to get carried away by the nefarious designs of the vested interest who are bent upon creating chaos and confusion in the State. He said people should collectively fight the subversive elements. The Minister said despite the prevalent situation, the Government has undertaken various developmental activities in the area, which include connecting the remote areas of the district to the other parts of the State by roads. MLC, Mr. Abdul Aziz Wani who was also present on the occasion distributed Rs. 1.5 lakh out of his constituency development fund for the reconstruction of gutted primary school building. Among others present on the occasion included Additional DGP Police, Mr. Kuldeep Khuda, IGP, Jammu, Mr. P. V. Raju, District Development Commissioner, Doda, Mr. Shalinder Kumar and other senior officials of police and district administration. |
