Draw up integrated crisis management
plans Excelsior Correspondent JAMMU, Oct 15: " Crisis Management " was the topic of deliberations at an interaction organised jointly by the Chamber of Commerce and Industry (CCI) and J&K State Institute of Public Opinion (IPO), here this evening. Various speakers underscored the need for drawing up strategy and preparing blueprint plans for dealing, effectively and efficiently, with any crisis situation. In view of the prevailing security environs, it was essential that action plans are drawn up well in advance to meet critical situations, experts opined. Speaking on the occasion, Mr Ram Sahai, president, Chamber of Commerce and Industry, who is also chairman, Institute of Public Opinion said that integrated contingency plans should be prepared and put into action at the time of emergency situation. For well co-ordinated and concerted implementation, regular rehearsals should be conducted and the people involved in such exercises. Underling the importance of the subject, the IPO chief lamented that despite consent to participate in the interaction on crisis management a number of important officers did not attend it. Mr Sahai disclosed that top officers: Mr SS Ali, DG Fire Services, Mr Anil Goswami, Divisional Commissioner, Mr R V Raju, IGP, Jammu, DIG Jammu-Kathua Range, and Deputy Commissioner, Jammu, as also Railway Station Master, Chief General Manager, Indian Oil Corporation were conspicuous by their absence because of one reason or the other. Mr Sahai stated that a seminar on "Disaster Management " would be arranged by the Indian Institute of Public Administration shortly in Jammu. Preparations are afoot to organise such a seminar, he added. Dr H L Goswami, Principal, Government Medical College stated that a Disaster Management has already by prepared for providing medical services during a crisis situation. There is stock of medicines, he said adding that medical personnel can also be promptly called to duty to attend the patients in a crisis situation. The principal asked the people to co-operate during the crisis and let the medical men do their job un-hindered. Dr Keshav Sharma spoke at length about the crisis management plans to meet any challenging situation created by man-made as well as natural disaster. Mr Prem Kumar, DIG, Crimes and Railways and Mr AM Anjum detailed steps taken to ensure safety at the Railway station. Mr R S Sodhi, Joint Director, Fire Services spoke about the fire fighting measures envisaged for the crisis situation. Mr M N Sehgal discussed strategy for crisis management. Dr AN Sadhu, Prof Ashok Aima, Mr KK Gupta, Vikram Gaur, Mr MM Dogra, Mrs Renu Azad also paricipated in the interaction and presented their viewpoint. Besides CCI and IPO members, a number of officials and prominent citizens were present. While Maj Gen (retd) B N Dhar conducted the proceedings, Mr Rajindra Motial, general secretary, Chamber of Commerce and Industry presented the vote of thanks. |

As per a release, it was resolved in a meeting of the committee members held here today under the chairmanship of Mr Om Parkash Jandial. The arrangements for the forthcoming Pingla Devi Yatra were reviewed. Mr Jandial said Jyoti Yatra will commence on Oct 17 from Ramnagar and will leave for Mata Pingla Shrine alongwith large number of devotees. A large number of people are expected to visit the shrine during Navratras, he added. |

From Tashi Morup Leh, Oct 15: After a year of its formation Regional Congress Committee (RCC) led by Haji Mohammad Hassan Commander held a huge daylong convention that was attended by over a thousand people from all over Ladakh including both Leh and Kargil districts today at Kangri Hotel in Leh city. First of this sort the convention aimed towards strengthening Indian National Congress (INC) with its secular credential in Ladakh also witnessed the presence of 32 representatives from Kargil including senior Congress members besides top Congress leaders of both Muslim and Buddhist communities. The whole day debate and speeches by various representatives ended with the passing of three-point resolution. The RCC resolved to fight against anti-Jammu and anti-Ladakh policies of NC government while strongly demanding just and equitable share of development programmes and also rightful place for Ladakh where its people could survive with dignity. This was moved by Thupstan Chhewang, Chairman LAHDC and seconded by Hassan Commander, former MP. Chering Dorje MLA moved the second resolution seconded by Mohammad Yaqoob, Senior Vice-President DCC Leh condemns and resolves to fight against the recent enactment of Roshni bill. It stated that the bill seeks to vest land legally and formally in those occupants who had occupied such land prior to 1990 after realizing money from such people at market rate. Finally the District Congress Committee Kargil resolved to approach the Government of India through this forum to request for enhancement of BADP fund for Indo-Pak border areas of Ladakh region in the wake of irreparable loss and damage to the lives and properties in these areas. Nasirullah, President DCC Kargil moved this resolution and Raza General Secretary RCC Ladakh seconded it. All the three resolutions were unanimously adopted in the convention. Earlier in his address former Union Minister P Namgyal reiterated DCC separation from J&K PCC a year ago when the members met Sonia Gandhi in Delhi and asked for the approval to form a territorial Committee like the one in Bombay within Maharastra. However, such a case for Ladakh being against the Congress constitutional parameter she rather told the members from Ladakh to go ahead with a regional committee for Leh and Kargil that would be directly under AICC. And todays convention marked the first meeting between leaders of Kargil and Leh after a long gap. Speakers raised many issues including Kargil-Leh rift in the post-division of the region into two districts, Roshni bill, discriminatory stance against Ladakh by NC government, basic need crisis such as power and water and so on. Thupstan Chhewang in his address at the end lamented the rift developed between Kargil and Leh in both political and administrative domains and described the RCC objective as to annihilate that misunderstanding and revive the good old relations to bring in back the common identity of Ladakhiat. Implementation of Mandal Commission Report demanded Excelsior Correspondent RAJOURI, Oct 15: A meeting of the district unit of the Other Backward Classes Union Rajouri was held at village Palma under the chairmanship of Sofi Mohammed Hussain of Kotedhara. According to a press release, meeting stressed upon the State Government to implement Judgement of the Apex Court regarding implementation of the Mandal Commission Report to grant 27 percent to the socially and educationally backward classes. It was also stressed upon the Government to cancel the RBA, ALC and Ex-Servicemen category from the notification of SRO 126 of 1994 as there was no such category ever notified or recommended by the Government of India or the Commission duly appointed by it. A committee for villages Palma, Kotedhara, Charhan, Peeri, Kurhad, Chambi, Trar, Sankari and Manoor Gala was constituted to work for the cause of poor and down trodden populace of the backward class. Two days Symposium on plant protection strategies held Excelsior Correspondent JAMMU, Oct 15: A two day symposium on plant protection strategies for sustainable agri-horticulture jointly organised by Division of Entomology, SKUAST-J and Society of Plant Protection Sciences, New Delhi. According to a press release, five technical sessions were held and scientists assembled here from length and breadth of the country deliberated upon the major issues concerning the judicious use of pesticides and adverse effects on the crop growth, environment and human health. Role of biotechnology approaches in controlling the cotton insect mainly Helicoverpa armigera has been recommended. Even the resistant gene Bt-cry IAC has been identified which will open a new vistas in pest management. One Mycoinsecticide (extracts from fungi) has been identified as one of the components of IPM. Prof Rangil Singh, Director Research and chairperson of the Plenary Session in his concluding remarks cautioned the scientists to reduce dependence on pesticides and laid emphasis on the gene manipulations via transgenic approaches which could be against pests and diseases in imparting resistance. He also stressed the need for quick chemical residue testing laboratories which otherwise could affect the import-export of produce under WTO regime. |

The exhibition was inaugurated by Mr Yash Paul Gupta, president Central Mahajan Sabha, Jammu. Other dignitaries who graced the occasion of inauguration included Prof J K Gupta vice-president, Kailsh Langer, K K Gupta and Vir Kanta, C P Gupta, Kuldeep Gupta Ravi Mahajan, Krishana Gupta, Raj Gupta, Reeta Bhasin, Dimple Chopra and others. Earlier, the portrait of Lala Hans Raj Mahajan, founder of Mahajan Sabha was garlanded by the president and his colleagues, office bearers who were present on the occasion. This was followed by inspection of the products of the exhibition. The president accompanied by his team members inspected each exhibit with keen interest. Excelsior Correspondent JAMMU, Oct 15: A First Information Report (FIR) has been lodged against Pop star Jassi for allegedly misbehaving and assaulting media persons especially cameramen, who were covering his show at Satyam Resorts tonight. Trouble erupted during the show at about 2230 hours when Jassis troupe objected to use of video cameras by the mediamen, covering the show. One of the cameraman was assaulted while another photographer was slapped by the troupe members of Jassi. Media persons took serious note of attack on their colleagues and immediately stopped coverage of the event. They marched to Channi Himmat police station and submitted a written complaint to SHO Suman Gupta alleging misbehaviour and assault on their colleagues. Besides, they said, Jassi also misused the mike in his hand to voice his ire against the media. Police have lodged an FIR against Jassi. Media fraternity demanded that action should be taken against Pop star. |
LJSP demands probe into assets of NC ministers Excelsior Correspondent JAMMU, Oct 15: Lok Jan Shakti Party state unit president Peerzada Abdul Hamid has demanded inquiry into the assets of the ruling National Conference Ministers and alleged that Central funds worth crores are being misused in the State. Addressing a press conference here today, Peerzada said that corruption was at its peak and Farooq Government seems to be non-serious over the basic problems being faced by the people of the State. The people are crying for water and electricity. Development works are shown merely on papers and the Central funds ment for development works and welfares of some sectors are being diverted to other department. While the Government claims massive achievements during "popular rule", most of the people are not happy with the report card of the Farooq dispensation. The Government claims financial crunch for the last several years but the Ministers are spending lavishly on their bungalows, visits and other comforts. A large number of back door appointments have been made by the ruling party and deserving candidates have been placed on the back seat. The people are power starved and the Government has failed to provide uninterrupted supply of electricity to the people despite the fact that they are regularly paying power bills. Development works have been suspended and no accountability has been observed from the Administration and the Ministers. The people are not being provided with the basic amenities. The LJSP leader demanded dismissal of Farooq Government and maintained that it has no moral right to stay on any more. The Education system has crumbled. Several schools are without adequate staff and several schools are lying closed and some could not be reopened. Peerzada further disclosed that one B K Bhat has been appointed as president Migrant Cell of state Lok Jan Shakti and Joginder Singh Manhas as president of the Youth wing. He also disclosed that new office bearers of the state unit have been announced after dissolving the old body. |

Audio cassette of devotional songs released Excelsior Correspondent JAMMU, Oct 15: An audio cassette of devotional songs "Maan Tumhare Kitne Dhaam" was released today in the function at Central Park, Mubarak Mandi Jammu. According to a press release, Mr Bodh Raj Bali, former Minister was chief guest and Mr Anil Goswami, Divisional Commissioner Jammu presided over the function in which Mrs Bimla Luthra, MLA was guest of honour. Noted Bollywood singer Suresh Wadekar, Sadhana Sargam, Vinod Rathore and local artist Anita Sharma rendered these numbers. Music of the cassette has been composed by Ravi Sharma-the only Santoor player of Jammu region as well as approved Music composer of Prasar Bharti, Radio Kashmir Jammu and Doordarshan. There are total 8 songs in the cassette, two have been written by Naresh Bali, who has to his credit number of songs for Radio and Television, five songs have been penned down by Vijay Atri, noted, stage, Radio and Doordarshan personality. Excelsior Correspondent JAMMU, Oct 15: Mystery shrouds the death of a labourer who died due to critical head injuries in Nishan Oil Factory at Bari-Brahamana late last night. The death of labourer identified as Kameshwar, son of Madan Lal of Bari Brahamana due to severe head injury that too in a factory at around 0230 hours raised suspicion in every ones mind including police personnel at Police Post in Government Medical College Hospital Jammu. Police personnel at Medical College said that last night two persons brought Kameshwar in a mini-truck with critical head injury and got him admitted. At around 0004 hours, the injured person succumbed to his injuries and SHO Bari Brahamana Police Station Mohd Rafiq was immediately informed. It has also been alleged that the persons who brought labourer to hospital disappeared soon after getting him admitted after one and half hour of admission labourer succumbed to his injuries. As the Medico-Legal Case (MLC) was registered it was necessary to conduct post mortem but SHO Police Station Bari Brahamana and owner of the factory were adamant for not conducting post-mortem and were projecting fabricated story of incident. The owner told the police that labourer received critical head injury while working in factory. After the police personnel at Medical College refused to handover the body without conducting post-mortem the owner, somehow, managed the certificate from Deputy Commissioner Jammu Mr R K Goel and received body without post-mortem. When contacted SHO Bari Brahamana said that labourer received injuries while working in factory late last night. He found it difficult to reply when asked as if was it possible that work in the factory was going on at around 0230 hours. He informed that a case under Section 174 RPC has been registered and further investigations were on. About not-conducting post-mortem, he said owner and relative of labourer had made up their mind not to get conducted the post-mortem. There seems to be something fishy in the whole affair and it has been alleged that the labourer was done to death by someone in the factory and police and owner were trying to hush up the case. Meanwhile, a teen-aged girl identified as Rajveer Kour, daughter of Surinder Singh of R S Pura allegedly committed suicide by consuming some poisonous drug at her residence. She was rushed to hospital when spotted unconscious by family members. Doctors attending on her immediately washed her stomach but she could not fight for her life and died. One Sagar, son of Rehmat Gill, who was admitted in hospital on October 13 after he consumed poison at his residence, died this morning. |

affected women demand full Excelsior Correspondent JAMMU, Oct 15: Atmosphere gripped with emotions when militancy affected women narrated their tales of woes during a seminar organised by the Dukhtaran-E-Hind on "Terrorist Atrocities On Women here today. Women folk from different parts of the state attended the seminar and narrated the trauma they have experienced due to the atrocities of militants on them. Women in one voice asked the Union Government to start a full scale war against terrorism to root out this manace. They said that worst victims of militancy are women folk and they have been bearing brunt of this manace. Women narrated how so-called Jehadis, kidnapped women on gun point and committed rape with them. Entire audience stunned into silence when Naseem Choudhary, mother of two children, narrated how militants burnt alive his husband. Belongs to the border district of Rajouri, Nassem said that those who have been killings innocent people are neither Mujideens nor they are fighting for any cause. The woman, whose husband was killed by militant, dubbed the terrorists as criminals having no respect for any religion. "Militants have snatched father of my two minor children with out reason", she said and added that her husband was killed without any fault of him. Sadaf, another militancy victim girl narrated how her family was forced to leave Kashmir and to take shelter in Jammu. "As militants resorted to committing atrocities on women we left with no option but to leave our home and hearth to protect our honour and dignity", she told amidst emotions. With tearing rolling from her eyes, she said that terrorists have snatched her childhood. Another girl, while condemning militants repeated threats to women folk for wearing Burkha, said that it is un-Islamic to impose any thing on any body without his or her consent. Quoting Holy Quran, she said that Islam has given due respect to the womenfolk. Pointing towards atrocities committed by the terrorists, she said that militants neither have any respect for Islam nor for women folk. "Their only religion is to spread terror and to kill innocent people", she said and strongly condemned militants atrocities on women folk. Raja Eijaz Ali, DIG Home Guard and Civil Defence, who was chief guest in the function, said that militants active in the Jammu and Kashmir are not fighting for any cause. "Only aim of the militants is to spread terror", he said and added that militants have nothing to do with religion. Mr Ali, who served on important posts at Kashmir, said that most of militants active in the State are either criminals of Pakistan or drug addicts. Mrs Kauser Naseem, in her address, said that Dukhtaran-E-Hind is an organisation which has always been in the forefront of womens welfare. She said that State of Jammu and Kashmir has been witnessing a great turmoil during the last more than one decade and the people have suffered immensely. She said that women folk are the real victim of the turmoil. |
