Arrangements finalised for Mata Vaishno Devi festival

JAMMU, Oct 14: The overall number of pilgrims visiting the Holy Shrine of Mata Vaishno Devi increased by over one lakh during the last nine months as compared to corresponding period in previous year.

This was revealed by Mr M K Dividi, Additional Chief Executive Officer, Mata Vaishno, Devi Shrine Board and Chairman Navratra Festival Committee, while talking to mediamen here today.

He said 38,52,500 pilgrims visited the Shrine during the first nine months last year while the figure touched 39,74,540 during the first nine months this year.

However, the number declined by 70,000 during last two months after the enactment of Disturbed Areas Act and killings at Railway Station, he admitted.

Giving further details, Mr Dividi said all arrangements have been finalised for the Navratra Festival which will be held from October 17 to 25 at Katra township. He expressed the hope that four lakh pilgrims will visit the Shrine during the festival period this time.

He said the Festival will be organised by the Shrine Board in collaboration with J&K Tourism Department.

Mr Dividi said as part of rituals the "Durga Shatchandi Path" will also start from October 17 on the day of first Navratra and it will continue till October 25. The eminent scholars and Pandits will perform "pooja" through these days at Darbar and Bhawan.

He said the Mata Shrine Board intends to declare Katra township as the Festival Capital of Northern India and efforts will be made through this festival to attract more and more pilgrims.

He said for this purpose different cultural programmes will be organised during the festival in which the artists belonging to various disciplines from different areas of the country will participate.

He said various NGOs are participating in the festival and the Sanskar Bharti which has extensive net work all across the country will also be taking part in it.

He said the nine days festival will be filled with colours, fanfare and devotion with the help of decorated and daily cultural processions and cultural shows to be organised by school children and by different NGOs invited for the purpose.

Mr Dividi said prizes amounting to Rs three lakh will be given away to the artists performing in the festival and the first prize will be of Rs one lakh. The rest will be the consolation prizes, he added.

He said during the Navratra days Jhankis will be taken out in Katra town every day. Besides an exhibition will also be held in which over 40 stalls will be installed, he added.

This year special arrangements for pilgrims security have been made and there will be fool proof security for them, he said, adding the number of security personnel has been doubled than last year this time.

He said red alert has been sounded for the festival period and there will be no security lapse.

JAMMU, Oct 14: A general meeting of the Television/Radio casual announcers, interviewers, news-casters, readers, translators, monitors Jammu was held today under the chairmanship of Dr Nirmal Vinod.

According to a press release, it was decided in a meeting to form an Association with sole aim for the welfare of fellow members, promotion of local culture and languages and to fight for the social cause in the present scenario.

Mr Shiv Kumar Mengi was elected as president, Naresh Sharma as general secretary, Narinder Sharma as chief organisor, Javed Rahi and Suneela Sharma as vice-presidents and Rakhi Sharma as secretary.

Speaking on the occasion, president of the Association, Mr Mengi sought the cooperation of all the members.

Dr Nirmal Vinod in his address, called for unity, sincerity and honesty amongst the members.

Newly elected office bearers while speaking in the meeting, stressed on the need of dedication and selfless service by the members. They exhorted the members to remain united and work with dedication.

Governor, CM felicitate people on Shab-i-Miraj

SRINAGAR, Oct 14: The Governor, Mr Girish Chander Saxena and Chief Minister, Dr Farooq Abdullah felicitated people of the State on the occasion of Shab-i-Miraj.

In a message on the occasion, the Governor said that teachings of prophet Mohammed and the prophet’s message of peace, tolerance, amity and universal brotherhood provided guidance to mankind in seeking realisation of the ultimate truth and showed the path for establishing an enlightened social order.

On this auspicious occasion, Mr Saxena expressed the hope that people will derive inspiration from the teaching of Islam to promote values of compassion, love and mutual respect among fellow human beings.

Jammu, Oct.14: The Minister of State for Rural Development, Mr. Ajay Sadhotra has called upon the people to coordinate the Government for accelerating the pace of progress in rural areas maintaining that it was committed for all round development of three regions of the state.

Addressing a public meeting at Chani Mowalian village in Marh block of Jammu district today Mr. Sadhotra said that it was the duty of every democratic Government to provide basic amenities of life to each citizen. He said the Government has initiated a number of steps to ameliorate the socio-economic standard of the people but it was imperative that people should also cooperate the Government in its efforts of poverty removal.

Mr. Sadhotra asked the people to remain vigilant against the nefarious propaganda launched by certain vested interests to get political mileage. He said the Government led by Dr. Farooq Abdullah was fully determined to bring spectacular developments in various spheres of life. He asked the NGOs to come forward and seek benefits from the schemes launched by the Government for emancipation of rural poor..

JAMMU, Oct 14: Works Minister, Mr Ali Mohammed Sagar today called upon the engineers and workers to defeat the designs of the forces inimical to the country’s progress and prosperity.

Addressing an inauguration function of photo exhibition at J&KPCC Head Quarters here this morning in connection with five years achievements of Public Works Department in Jammu Division, he said our detractors want to destablise peace and give an economic setback to Jammu also.

He said we have to work unitedly and defeat the designs of such forces so that progress is not hampered. Mr Sagar said during the last five years of NC Government a land mark achievement was made in the developmental field and called for united efforts for taking the state forward.

He said we should not boast of our achievements on the occasion but use this opportunity for introspection that what we have achieved and what not.

Adoption of honest approach. "As we have to go a long way still, we should be always honest in our approach" , he added.

He said those engineers who worked with honesty and dedication are still remembered by the people and respected a lot by them.

While assuring the people that left over works of Fly Over will be completed within three months, he declared that lighting arrangements will be made on entire Fly Over soon.

The Minister also urged the Chief Engineer and Superintending Engineer PHE to take steps for supply of water to Transport Nagar and Fruit Mandi.

While highlighting the performance of his Ministry, he said to tape the natural resources of water special attention was paid to ground water after people faced the drinking water scarcity due to draught.

He said NC Government is fully aware of peoples problems and recently he took up with the Union Finance Minister, Mr Yashwant Sinha the water supply project for Greater Jammu.

The Minister complimented the people of Jammu for extending their whole hearted cooperation to him. He however, maintained that the Chief Minister, Dr Farooq Abdullah has played main role in improving the water supply to Jammu after giving a free hand to us.

He while maintaining that NC Government is alive to peoples problems said the officers who showed the poor performance will be shown the door and asked the executive engineers that instead of being dependent on their junior engineers they should work for public welfare so that the credibility of the Department is not hit.

He also warned those officers indulged in corrupt practices and working for their self interests saying that they all are under watch.

He said during last five years of the NC rule a revolution has been made in road sector and this is an example in itself. He declared that for the overall development of Jammu roads a project has been framed.

He announced that the new bridge on River Tawi will be completed next year while maintaining that Dr Abdullah is taking personnel interest in the development of the state. His only concern is the development of the State and this is the reason that Chief Minister goes to Delhi with a begging bowl which no other CM has done so far, he added.

He maintained that with the release of more money we can construct more tube wells and said that efforts are effort to supply two times water to people in Jammu.

Hailing the performance of J&KPCC he said the organisation will be given the more work and the Railways are thinking to entrust it the construction of Project in Kashmir. This is the Corporation which bears its all expenses itself.

He however exhorted its officers to search for the work themselves saying the DD has entrusted it (JKPCC) the construction project and this way more Central Government offices will follow.

He said the launching of website by the JKPCC will be very useful in this regard.

He said the JKPCC has to set an example of progress among PSUs so that the other non performing units of Public Sector will follow suit.

He said though some Public Sector units are at the verge of closure due to their non performance but the Chief Minister is appreciating the JKPCC for its good performance.

Earlier the Principal Secretary Works, Mr B R Kundal highlighted the achievements of the works Department in the five year period since the popular Government took over office in 1996.

He said that a remarkable achievement has been made in the developmental field during this period.

Messrs Ashok Khajuria, Ch Piara Singh, Hans Raj Dogra and Bimla Luthra all MLAs, S M Gill, CH Mohammed Sain, MLCs and Mr Ram Sahai president Chamber of Commerce hailed the Minister for taking personnel interest in redressing the grievances of the people.

Ch Piara Singh also expressed concern over the role of mafia in execution of works and demanded action against the contractors who harass the officers and have established their monopoly in the Department.

Later the Minister witnessed the exhibition. he was accompanied by Mr Kundal and other officers of engineering wing and MLAs from Jammu.

Trade body highlights CPLs’ grievances, warns agitation

JAMMU, Oct 14: Highlighting the problems of Casual Paid Labours (CPLs) of Border Road Organisation, Jammu and Kashmir State Council All India Trade Union Congress has threatened to launch a vigorous agitation from the next month if the Government does not take immediate steps to improve the working conditions of CPLs.

Addressing a press conference, here today, president of JKSC AITUC Mr Atam Jeet Singh demanded regularisation of CPLs without any further delay and stressed that directions of Jammu and Kashmir High Court in this regard be implemented.

He also demanded implementation of strict recruitment policy in BRO and stressed that no fresh and direct recruitment be done until all the CPLs are absorbed as ‘Pioneers’ throughout Jammu and Kashmir State, "CPLs be covered either under the Army Act as BRO claims its control is exercised by Ministry of Defence or they be provided full legal cover under the existing labour laws," the JKSCAITUC leader stressed.

It may be mentioned here that apart from regular workers called ‘Pioneers’ in the BRO, thousands of civilian labourers too are engaged in the road building activities in the Jammu and Kashmir. While the ‘Pioneers’ are regulars and enjoy all the benefits of service, the civilian labour called ‘CPLs’ are denied even protection under the labour laws.

"There are 20 to 25 thousand civilian labours engaged by BRO since years but are still working as casual labours," Mr Singh said. Voicing his concern over the BRO’s offensive against CPLs in the various forms, he demanded that retrenchment of CPLs be stopped forthwith and all retrenched CPLs belonging to 99 RCC, 69 RCC and 52 RCC be taken back on work immediately.

Mr Singh listed some other problems and demands of civilian labours such as; service records of CPLs be maintained at RCC level, CPLs be covered under provisions of Gratuity Act, Employees Provident Fund and other Social Labour Acts.

"All CPLs be covered under Insurance scheme, the bonus arrears be cleared and the illegal engagement of CPLs for domestic services of officers be stopped," he added.

The JKSCAITUC leader warned that their Union, which has been working hard to get improved the working conditions of the civilian labours, would be forced to launch a massive agitation if the Government does not look into the matter and solve the grievances of CPLs.

"From first of November, we are going to begin a chain hunger strike which will be followed by a massive sit-in in front of BRO Chief Engineers’ office, disclosed Mr Singh who was accompanied by Baba Ram, Comrade Kamal Dev, Atam Jeet Singh, D R Sharma and other leaders of JKSCAITUC in the press conference.

Mahant inaugurates office of Shiromani Akali Dal

JAMMU, Oct 14: Mahant Manjit Singh of Dera Nangali Sahib, Poonch inaugurated the office of Shiromani Akali Dal in the complex of Digiana Ashram to enable the SAD to serve the Sikh masses of Jammu and Kashmir under the patronage of Mahant Sahib.

As per a release the Dal shall have its branches all over the state and Kashmir province shall be represented by Senior Vice President of State and provincial presidents for both the regions will remain incharge of their provinces respectively. Block level units shall be set up to facilitate the work.

Mahant Manjit Singh blessed the organisation for success and courage to highlight the problems faced by the Sikh masses in J&K State.

S Gurdev Singh Isher, President Shiromani Akali Dal Jammu and Kashmir while addressing pledged to serve the cause of Sikh masses with great dedication and honest effects. He appealed all the respectable workers of SAD to exert with maximum strength for welfare of Sikh community. He anticipated full cooperation from the workers.

S Sudershan Singh Wazir, president J&K Gurdwara Prabandhak Board also addressed and assured full cooperation with Dal and desired that SAD should work devotedly for the betterment of the people in a democratic manner.

S Dayal Singh Wazir, general secretary of Shiromani Akali Dal said with the blessings of Mahant Manjit Singh, SAD will leave no stone unturned in fulfilling the hopes of the community.. He said further that the office shall remain open from 10 am to 2 pm to receive the complaints of the community, without any hesitation. He thanked Mahant Manjit Singh and others for their participation in the programme.

Dr Prince Mohan Sharma stressed on the need of starting TLC programme in Chenani block of Udhampur district and appreciated the role of Mr S S Sumbria, who started this mission with effect from February 1976 for upliftment of down trodden people. He underlined the need to cooperate DAHWA organisation of Mr Sumbria for starting TLC programme in Chenani block. Principal Government HSS Mr Parshotam Chand, Capt Jagdev Singh (Retd), Nanak Chand, prominent social worker, M L Sharma, joint secretary DAHWA, Vishwa Nath Sharma, prominent social worker, president Ramnagar block of DAHWA also spoke on the occasion. They all appreciated the role of Mr Sumbria who has been conferred with International Award for his outstanding contribution and starting TLC programme. Mr Sumbria was assured all out help for starting TLC programme in Chenani block.

A cultural programme was also held by the troop of Basant Viyogi and few songs written by Mr Sumbria in Dogri were also sung. Mr Sumbria while addressing appreciated the team of DAHWA for its cooperation in the mission of TLC viz Jago Jagao; Parho Parhao. He sought cooperation of the people in making the TLC programme a success in Chenani block also. He told the people that TLC Programme in some blocks of Udhampur has been completed and PLC has started in which 48 vocational training centres have been started. Gujjars demand representation in legislature, allege misuse of funds

JAMMU, Oct 14: Various Gujjar leaders today raised the problems of the community and alleged discrimination with them by the ruling State Government at various levels.

They were speaking at one day Gujjars Sarpanchs and Panches conference held at Wazarat Road in Jammu today. The conference which was attended by a large number of prominent Gujjar leaders and women had been organised by J&K Gujjars United Front, headed by Anwar Choudhary advocate.

Various speakers raised the problems of the community members and sought immediate redressal. Mr Anwar while giving brief account of the organisation disclosed that United Front is a premier socio-political organisation of the Gujjars and Bakkerwals who constitute the third largest social group in the State after Kashmiri Muslims and Jammu Dogras (Hindus). It was launched in 1993 in order to highlight the cause and fight for the civil and political rights of grossly neglected over 15 lakh population of Gujjars and Bakkerwals in J&K.

He pointed out that this community had been declared as a Scheduled Tribe in April 1991 but unfortunately but the Government has not allowed this community to enjoy even those meager concessions to which it was constitutionally entitled that eventful year. This can be seen from the fact that even after the lapse of a decade, the State Government has not cared to provide political reservation to the community in the legislature, parliament and the local bodies.

Another Gujjar leader Din Mohd Chitah alleged that State Government is totally indifferent to this community which can be seen from the fact it is represented in the state assembly by a paltry two Gujjars. But these are just two of the several such instances which show that their life has never been one of political and economic aspirations but of toil and penury.

Mr Cheetah said that about five lakh Gujjars and Bakkerwals have no homes and shelter of their own. A large number of them live in the temporarily built huts which also house their sheep, goats and cattle. The hard fact is that life is nothing but a veritable hell on earth. A number of states in the country have launched several housing schemes for the STs but the State Government has not taken any step whatsoever to meet even this basic need of the most neglected and backward section of the society.

Another senior Gujjar politician, Mr Lal Mohd Sabir while speaking on the occasion said that strong resentment is brewing among the community members as they are being deprived of their rights in the state. Under ST status, they are enjoying several benefits outside the state but in J&K they are being discriminated. The dishonest and highly biased political elements in Valley and Kashmiri dominated administration, unnerved by the grant of ST Status to the Gujjars and Bakkerwals, have adopted policies which only debar the latter from obtaining their legitimate due in the service sector and educational institutions including Medical, engineering and Agricultural colleges and the economic establishments.

Mr Shah Mohd and Ghulam Rasool Asgar while speaking on the occasion alleged that Central Government sanctions funds worth crores every year for the welfare of the ST people but State Government diverts these funds to other sectors. Not only this, no MLA or the MP spends even a single penny in the areas inhabited by the ST people. They further pointed that National Commission for Scheduled Castes and Scheduled Tribes has set up its Sub-Office in all most all the states of the Union but no such office has been opened in J&K, with the result the State Government always misuses the Central funds earmarked under the Tribal Sub-Plan. They also demanded inclusion of Gojri language in the 8th Schedule of Indian Constitution. A separate Tribal Ministry be formed in the state which may work for the development of members of this community.

Their other demands raised by different speakers included—action against official issuing fake ST certificates, inclusion of Gojri in 8th Schedule of Constitution, starting of Gojri news bulletin from AIR and Doordarshan, J&K State Advisory Board for development of Gujjars and Bakkerwals be given a statutory status and Gujjar members be given representation in Central Minorities Commission.

Gurmat Samagam held at Talab Tillo

JAMMU, Oct 14: A grand Gurmat Samagam was organised by 108 Baba Ravinder Singh Ji at Dera Dukh Niwaran, Pucca Talab Jammu. Thousands of devotees from J&K, Punjab, Haryana and Delhi participated.

Attack terrorists training camps in Pakistan: Bhalla

JAMMU, Oct 14: Senior Congress leader, Mr Raman Bhalla has asked the Union Government to attack terrorist training camps in Pakistan and destroy them for ever.

While addressing a public meeting at Rampura Mohalla of Gandhi Nagar constituency, Mr Bhalla flayed Central Government to adopting soft policy towards militancy. "USA can attack Afghanistan to eliminate Osama bin Laden, why not our Government destroy training camps of terrorists", he said and added that India must take revenge of 12 years long destruction and bloodshed.

Coming down heavily on Union Home Minister, L K Advani for only speaking of pro-active policy, he said that Advani should learn lesson from US about pro-active policy. He said that instead of ‘speaking’ Advani should act practically and give order to the forces to attack training camps.

Demanding dismissal of the Farooq Government, Mr Bhalla said that State Government has miserable failed to solve woes of the masses. He said that thousands of people have been so far killed in the militancy but till date State Government has not formulate any comprehensive policy of protect lives of the people. "Since 1990, Centre has provided 1880 crores to the State for taking steps to deal militancy but these funds were diverted to provide luxuries to the Ministers", he said and flayed BJP for blindly supporting wrong policies of NC Government. "For the lust of power BJP has maintained a criminal silence over wrong policies of NC Government", he said and asked the people to give a befitting reply to the BJP for its policies.

Reacting to the statement of Union Home Minister’s statement regarding handing over of dreaded terrorist Azhar Mehmood, he said had the Centre acted wisely during hijack drama this situation would not have emerged. He said that Centre was failed to conduct commando operations when plan was landed at Amritsar Airport. He said that it was sheer incompetence of Central Government.

Cong holds NC responsible for rise in militancy

JAMMU, Oct 14: Senior Congress leader and former Member of Parliament Pt Mangat Ram Sharma today said that National Conference Goverment headed by Dr Farooq Abdullah was responsible for rising graph of militancy in the State.

Addressing a public meeting at Shame-Chak, he said that anti-people policies of National Conference are proving most dangerous for the development of the people in all the three regions of the State.

He further said that State is presently passing through a dangerous situation and flayed the NDA Government at Centre and National Conference Government at State for pursuing wrong policies which have compelled and forced lakhs of people to migrate to safer places.

He said that both the Governments have failed to contain militancy and protect the lives and property of innocent people.

Speaking on the occasion, senior Congress leader and PCC member Mrs Laxmi Datta said that under the directions of Ministers funds meant for development activities are being received by the concerned official in Marh block at the fag end of the financial year and these funds are siphoned by the agents of the Ministers.

She said that there is good number of vacant posts in Rehab-e-Taleem scheme but the Minister concerned is not allowing concerned officers to fill up the posts.
