Diploma engineers hold mass demonstration in Jammu Excelsior Correspondent JAMMU, Oct 13: The activists of All Jammu and Kashmir Diploma Engineers Association today staged a dharna outside the office of Chief Engineer PHE, Jammu division at PHE Complex on B C Road here today. The call for enmass participation in this demonstration was given by the Central body of the Association to impress upon the state authorities for redressal of acute grievances countered by this useful and constructive community which is facing grim promotional problems. President of the Association , Mr R S Jasrotia was leading this mass demonstration which commenced at 11 am today. The gathering was addressed by galaxy of union leaders and executive members of the Association. While speaking on the occasion Mr Jasrotia, appealed the rank and file of the Diploma Engineers to remain united and prepare for mass agitation programme which Association may be forced to announce in case as a relief measure, already agreed upon in parleys of Association with the Government, the vividly expected first time bound promotional plan does not seem to be forthcoming. Vice president of the Association Mr R K Kohli while extending thanks to the Association members for extensive support and faith in them assured to take up the burning issues of the members effectively. He urged upon the authorities not only to enhance the promotion quota up to 40 % at all levels between AE to Xen alongwith the maintenance of cadre strength without which the whole promotion system becomes insignificant. Mr Jugal Kishore, general secretary, Mr V K Trikha chairman Advisory Council and Mr S P Sharma chief organiserdemanded that pay grade of the junior engineers be upgraded from Rs 4500-7000 to Rs 5700-10,100. Time bound promotional system be adopted immediately. Mr R S Soodan- joint secretary, Mr Sunil Sharma- publicity secretary, Paramjit SinghTreasurer, Ashok Gupta, O R Katoch, Ravinder Singh, Pankaj Bhardwaj and others also spoke on the occasion. 2 day workshop organised at Women College Udhampur Excelsior Correspondent UDHAMPUR, Oct 13: Two day workshop was organised on October 12 and 13 at Government College for Women, Udhampur under special activities of NSS (National Service Scheme), sponsored by NSS Coordinator, Prof V K Kapoor, University of Jammu, was the chief guest and Prof Vijay Luxmi, Principal presided over. As per a release in her welcome address Prof Vijay Luxmi asked the volunteers to work with dedication keeping in view the motto "Not me but you". Later on in an interactive discussion Prof Kapoor replied to the different doubt clearing questions of volunteers regarding healthy life style. Prof Ashok Kumar NSS Programme Officer of the College extended his sincere thanks to NSS Coordinator for organising such an educational workshop and for financial support for NS activities. He also thanked the Principal of the College for providing help and valuable guidance, HCD Music Prof Romila Guleria and NSS volunteers for their cooperation. On the second day on October 13, an educative lecture was delivered by Dr B B Anand, Poster making and slogan writing activities were also conducted. PDD staff raids several areas under Janipur Excelsior Correspondent JAMMU, Oct 13: The Power Development Department (PDD) staff today conducted raids in several areas falling under Janipur Sub-Division and seized heaters and found consumers using more electricity than the actual load consumption shown in record. An official spokesman said that following instructions from Chief Engineer PDD (M&RE) Jammu, Mr H S Raina, the PDD staff under the supervision of SE, Circle-I Jammu Mr K B Sharma, AEE Janipur Sub-Division- Mr T S Jamwal and Assistant Engineer- A K Wattal conducted extensive raids in the localities of Vikas Nagar, Lakkad Mandi, Indira Colony of Janipur, Buta Nagar, Ploura, Durga Nagar and Subhash Nagar and seized electric heaters in large number being used by the consumers illegally. It was found that a large number of families were indulging in power theft, causing loss to the Government exchequer and the PDD infrastructure. The team also disconnected several illegal power connections, especially existing in Jhuggi-Jhonparis of these localities. The people were also cautioned to make judicious use of electricity and avoid use of electric heaters |

Excelsior Correspondent SUNDERBANI, Oct 13: The Block Congress Committees, Sunderbani held a rally here today in which the problems of the people of the area were highlighted. As per a release, the Congress activists, youth wing workers, Sarpanches and panches besides the prominent party leaders also participated in the rally which was held under the chairmanship of Capt (retd) Arjan Dass, block president BCC Sunderbani and Mr C L Dogra of the youth wing. Addressing the rally the party leaders stressed on providing free ration, seeds and fertilizers to the draught hit people of Sunderbani Tehsil. They said for this purpose the Government had already kept the funds at the disposal of the administration. The Party leaders also appealed the Government to immediately release the wages to the SPOs who have not been paid the same for last 15 months. The Partymen however appreciated the role of MLA Nowshera who they said has taken personnel initiative for accelerating the pace of development works. The prominent persons who addressed the rally include Capt (retd) Arjan Dass, Messrs G L Dogra, Mulkh Raj Sharma, Sarpanch Bajwal, Tara Chand, Capt (retd) Mohinder Singh, S Munsha Singh, K L Soodan, Om Parkash, Som Dutt Sharma and Krishan Lal Sharma. enquiry case Excelsior Correspondent JAMMU, Oct 13: Mr Justice R C Gandhi of Jammu and Kashmir High Court Jammu wing has issued notice to state of Jammu and Kashmir, Mr Justice A G Parray ( Retired) Chairman Commission of Enquiry State Subject Certificates, S Mohinder Singh retired District and Sessions Judge Member of the Commission and others to show cause to why the writ petition be not admitted to hearing. The court also directed the Registry to list this petition on October 31, 2001. These notices have been issued in a writ petition filed by the Choudhary Piara Singh MLA BJP and Anil Gupta , son of Mr Narsing Dass of Trikuta Nagar through advocate B L Kalgotra, challenging the constitution of commission of inquiry for the verification of state subject certificates on the grounds that the commission is appointed without jurisdiction. The Section 3 of the Commission of the Enquiry Act does not authorised a Government to appoint a commission of enquiry in the acquisition of statutory rights of the permanent resident certificates. It further submitted that in a Commission of Enquiry Act, Government can appoint commission only into the matters to deal with matters where no statutory law or procedure and authorities are available. The Commission of Enquiry can be appointed into the matters like misuse of power by minister or to inquire into the incident where the excess of police were involved. In the present case there is statutory law in dealing with issuance of permanent resident certificates. There is statutory provision existing in law to deal with such cases. It would amounts to abuse of powers by the Government. It has also been alleged that Government has not mentioned any reason for appointment of any such commission which is a sine-qua-non and pre-requisite to exercise of power under section 3 of the Commission of Enquiry Act. It has been prayed to quash SRO 146 and 340 of 1999 and also to issue public notices by the Commission. |
Nation can never forget sacrifices of martyrs: Shah Excelsior Correspondent JAMMU, Oct 13: The Minister for Housing and Urban Development, Mr Ghulam Mohi-ud-Din Shah today said that the nation can never forget the sacrifices made by valiant soldiers who laid down their lives while fighting against the enemy in order to achieve freedom, peace and prosperity of the nation. Speaking at a largely attended function after inauguration of the development works of Rajinder Vihar named after Brig Rajinder Singh, the first recipient of Mahavir Chakra for his sacrifices against Pak invaders in Kashmir during 1947, the Minister said entire nation is highly indebted to the patriots for their sacrifices and achievements. The Minister said that there was an intense need of inculcating spirit of patriotism and social service among the people especially the younger generation in the prevailing global socio- political circumstances. In order to remember heroic services of Brig Rajinder Singh this colony is being set up which will be a great tribute by the people of the State towards the great hero of Kashmir. Mr Shah added that the people of Kashmir had taken a right decision in 1947 against the two nation theory and expressed their full faith in the values of secularism, democracy and socialism which are the spirit behind Indian Constitution. He said that the people of all the faiths, religions regions and languages have got equal opportunities to go ahead in all the spheres of life. Mr Shah assured that Government will provide all possible help for the development of the Colony which should be a model for other localities also. He called upon the people to maintain the colony and exhorted upon the ex-servicemen league to make the colony a model town. The president J&K Ex-Servicemen League retd Gen G S Jamwal disclosed that the Rajinder Vihar has so far acquired 4500 kanal of land where as 1500 kanals have been acquired for Kargil Vihar Colony. The welcome address was read by the Gen Secretary , Ex Service League, (retd) Lt. Col. J S Jasrotia who highlighted the activities of League being extended for the development of Rajinder Vihar. The Minister also unveiled a statue of Brig Rajinder Singh. |

of Muslim Front Excelsior Correspondent JAMMU, Oct 13: To keep the communal elements at bay and maintain peace and amity in Jammu, an All Party meeting was organised by Jammu Muslim Youth Front at Hotel Cosmo this afternoon. This meeting is aimed at refurbishing the image of the Muslim community which is being suspected due to the 12 year long terrorism in the state, said Mr Sheikh Shahid, president of the Front while talking to media persons latter. He said the Front with the cooperation of other parties is trying to create a congenial atmosphere so that Muslim community works shoulder to shoulder with other communities in nation building. He said the need of holding the all parties meeting is an pre-emtive act on the part of the Front to keep the forces inimical to peace at bay and added there was every apprehension that protest call given by Shah-i-Imam of Delhi may result in communal riots. He said had that call not fizzled out there was every apprehension of riots breaking out in some parts of the country. He said it is not the first meeting of this manner but previously such meetings have been held at number of times also. He however, in response to a question on US attacks on Afghanistan said we condemn any kind of terrorism whether sponsored by an individual or country. President Chamber of Commerce and Industries, Mr Ram Sahai while hailing the peace initiative of Jammu Muslim Youth Front (JMYF) said it is a good step. He said the J&K has suffered a lot due to 12 year long terrorism and situation in Jammu region worsened after the Railway Station killings as the tourist industry suffered a severe setback since then. He said the economy of the Jammu is at limping stage at present as influx in Mata Vaishno Devi pilgrims declined to a great extent. Mr Sahai said the trade and industry will prosper only where the peace prevails and this is the reason that we supported the promulgation of Disturbed Areas Act to Jammu that it will help in restoration of peace. He said some elements have become inimical to peace and their designs are to do what the Pakistan could not achieve in last 12 years of terrorism and this is to be defeated unitedly. The Chamber president said he will try to make the Front broad based by seeking the cooperation of other organizations into it so that a good signal goes out side and rush of Mata Vaishno Devi pilgrims picks up as before. Mr Yougesh Gupta president Akhil Bharatiya Shiv Sena while hailing the US attacks on Afghanistan was of the opinion that India should avail this opportunity and attack Pakistan which is directly involved in terrorist activities in J&K for over last 12 years. He said America acted when only few thousand people were killed by terrorists during September 11 strikes and India has the every reason to attack Pak as we have lost thousands of innocent people in 12 year long terrorism sponsored by the neighbour. Aakli Dal president, Mr Gurdev Singh Isher who along with his general secretary was also present in the meeting said US attacks on Afghanistan is not a war against Islam as alleged but against the terrorism. He said the terrorism is a crime and the call given by Syed Omar to all Muslims has created apprehensions that any body may not exploit the people here and indulge in violence. He said in Jammu and Kashmir people are on forefront in maintaining communal harmony and peace and the step taken by the Front is really a good initiative. Warning those who support the Taliban and Osama bin Laden he said such people have no business to be here for disturbing peace and communal amity. They should cross the border and participate in Jehad in Afghanistan. He warned that no body will allow such people to vitiate peaceful atmosphere here and they are all free to go to Afghanistan and we will pay them for that. Mr Singh appealed all people to work for prevalence of peace and harmony as no religion teaches communalism. He said the Sikhism is based on secular principles. He while assuring full support to Mr Shahid said when the people are coming on roads this young man showed the guts to initiate the peace move and it is our duty to support him. The members of other parties who were also present in the meeting include Akhil Bharatiya Yuva Khatriya Maha Sabha, Gujjar United Front, and Yuva Jat Biradri. |
21 more FP Units soon: Peerzada Excelsior Correspondent SRINAGAR, Oct 13: Twenty one more Forest Protection Units are being set up in the State to check illicit felling of trees and timber smuggling. So far, nine units have been set up at various places. This was stated by the Minister for Forests and Environment, Peerzada Ghulam Ahmad Shah while reviewing the performance of Forest Protection Force at a high level meeting held here today. He said 4 more Forest Protection Units will be set up this year at Rajouri, Shopian, Pulwama and Baramulla. He said the concerned the Forest Protection Units in various Forest Divisions will take care of protection of forests in the respective areas. While Provincial level Forest Protection Units will function as flying units in the respective Provinces. The Minister said that 1500 Forest Guards have been recruited in the Protection Force, of whom 731 have already been trained to handle the arms and communication equipments for better functioning. He asked the Director, Forest Protection Force to utilize the capital expenditure with additionality of funds allotted during the current financial year so that the force could be made more functional by providing Guard rooms for the safety of their weapons. The Minister said that the Forest Protection Force is being further strengthened by providing manpower and equipments for this purpose, modalities are being worked out to fill up the post of Assistant Directors. He said a committee for the purpose has already been constituted. While reviewing the construction works of Forest Protection Force at various divisional headquarters and other places, the Minister constituted a committee of officers who examine the works undertaken even completed or under completion at various stages viz-e-viz the quality of material used and also the rates charged for such construction works. Commissioner/Secretary Forests, Mr. B.S. Jaswal, Director, Forest Protection Force, Mr. Saxena and Joint Director, Planning, Mr. Abdul Rashid Khan were also present in the meeting. |
Kamal-Sagar re-launches bailey
bridge Excelsior Correspondent SRINAGAR, Oct 13: The Industries and Commerce Minister, Dr. Mustafa Kamaal in presence of the Works Minister, Mr. Ali Mohammad Sagar re-launched 150 feet span bailey bridge over Ferozpora nallah at Tangmarg this morning. The bridge had collapsed due to movement of heavy trailer loaded with dozer on 27th August this year and was repaired within a record period of 20 days at a cost of Rs. 50 lakhs. The bridge was re-launched by the 107-Engineers Regiment of Army while the damaged components for the bridge were made available by the R&B Department. An additional length of 10 feet has been added to the new bridge. The bridge has also been strengthened by way of providing double reinforced structure to sustain 24 tonnes of weight which was earlier designed for 18 tonnes only. Speaking on the occasion, Dr. Mustafa announced that a new bridge would be constructed over Ferozpora nallah in the vicinity of the existing bailey bridge as its abutments are too old constructed way back in 1930. He said upgraded road communication in the area was very vital as it links the world famous tourist resort of Gulmarg to other parts of the State. He also announced that a foot bridge at Khazpora in Tangmarg would be constructed at a cost of Rs.10 lakhs. Rs.5 lakhs would be incurred on the bridge during this year, he added. The Industries Minister also announced that a new school building at Chanil Wanigam would be constructed at a cost of Rs.23 lakhs. Government have released Rs.10 lakhs for this purpose in the first instance. He also gave detailed account of the achievements of the Government during last 5 years and said that R&B Department alone has incurred an amount of Rs.16 crore on various developmental works in the Tangmarg constituency. He said R&B Department has submitted 9 road upgradation projects costing Rs.15.69 crore in the Tangmarg area to NABARD for financial assistance. These works include upgradation of Ferozpora-Mayan road, Kunzar-Hardshoora road, Khaipora-Sheikhpora road, Seriwarpora-Chukar road, Druroo Shrai-Wanigam Baderkote link, Wussan Karihama-Kachmatipora via Bongam road, Mangloora-Lalpora via Wanikhal road, Dobiwan-Tarhama including Karhama road and Dooru Panditpora-Mulgam road. He said 22 road projects have been formulated under PMs Gram Sadak Yojna in the area. He said road upgradation is one of the priorities of the Government as communication facilities are vital for economic prosperity of the State. He expressed optimism that changing world scenario will have positive impact on prevailing situation in J&K and the present Government would accomplish its promises made to the people during its remaining one year. The Works Minister, Mr. Ali Mohammad Sagar said that service to the people is the sacred mission of National Conference and it will keep on this agenda relentlessly. He said the present Government will focus its attention on providing employment to unemployed youth during the remaining one year period. He said present Government has made many big strides during past 5 years and much more is to be done as yet. Tele-medicining on anvil Excelsior Correspondent SRINAGAR, Oct 13: The Industries and Commerce Minister, Dr. Mustafa Kamal has stressed for a vigorous training programme and awareness campaign about e-governance and said that computer education should be a compulsory component of school curriculum. He also sought budgetary support from the Centre for implementing the agenda of E-governance in the states. The Minister was making observations on a lecture session on e-governance at SKICC here last evening. The lecture was organised by the Indian Institute of Public Administration (IIPA) J&K Regional Branch, Srinagar to provide first hand information about application of e-governance in various fields of administration to the higher authorities of the State administration. Dr. Kamal said that e-governance is infact age of human civilization and a part of evolution of human race. He said the eco-friendly environs of J&K are best suited for promotion of software industry. However, he said, J&K should make a humble beginning in this regard with selective applications in a phased manner. He said our march towards IT application should be gradual with caution that machines should not replace human emotions. He asked the authorities concerned to seek as to what extent application of e-governance could be integrated and dove-tailed with the Panchayat Raj system in which a village is conceived the basic unit of governance and planning. Earlier, the Joint Secretary, Union Ministry of Information Technology, Mr. Subir Hari Singh in his guest lecture said that Centre is vehemently persuing a comprehensive National Programme for e-governance, which has in recent times emerged as an important tool for attracting investment and making local industry competitive in the global scenario. Mr. Subir in his lecture while highlighting the relevance of e-governance in present day world said that the world market is now on look out for e-ready industry and the Centre has taken several initiates to implement its agenda in this regard. He said the high power committee (HPC) under the chairmanship of Cabinet Secretary have been constituted to oversee application of Information Technology in administration. He said National Informatics Centre (NIC) having nation wide connectivity has been set up to provide computer based information service to Government departments and Ministry. He said it is contemplated to earmark 2 to 3 per cent of the plan budget for IT related expenditure at Centre level which is likely to be followed by the other states for implementing E-governance in the administration. He said special initiative for north-east states are also underway to give exposure to these states in E-governance. Emphasizing the importance of E-governance Mr. Subir quoted some achievements in E-governance as implemented in some leading and advance countries including Australia, Singapore, U.K. and Thailand. He said while Australia is world leader in E-governance, the Singapore has about 130 services online where E-governance has been initiated way back in 1981. Similarly, U.K. has a target to have all the services online by 2005. He said implementation of E-governance requires broader vision, defined mission, a dear out strategy and district objective. He said Centre is also completing to launch tele-medicine projects in the country to provide latest information about healthcare to the doctors in hospitals and people in general through internet connectivity. He said Pilot Project in E-Governance in various states of the country are also contemplated to be launched soon. These projects would be funded by the Centre. Listing advantages of e-governance, Mr. Subir said that this system provides self service delivery, government online, electronic commerce and also helps in downsizing and privatization besides resulting in citizen improvement through access to information. He said e-governance/IT is a method of converting and data into information based computing techniques and communication. Mr. Subir emphatically dwelt on various aspects of e-governance including approaches of e-governance, Government of India initiative, perception of leading countries on E-governance etc. The session was attended by a galaxy of high level officers including Financial Commissioner, Finance, Mr. Jalil Ahmad Khan, who is also the Chairman of IIPA, Principal Secretary, Industries and Commerce, Mr. Mohammad Shafi Pandit, Principal Divisional Commissioner, Kashmir, Mr. Khurshid Ahmad Ganai, Chief Conservator of Forests, Mr. P.P. Sharma, IG Police, Dr. Ashok Bhan, Professor Khurshid Ali and Dr. G.N.Qasba. Farooq reviews arrangements at Hazratbal shrine Excelsior Correspondent SRINAGAR, Oct 13: Chief Minister Dr Farooq Abdullah today visited Aasaar-e-Sharief Hazratbal to take stock of the arrangements for devotees on the occasion of Shab-i-Miraj. Dr Abdullah discussed with the management of Muslim Auqaf Trust (MAT) the steps taken for providing various amenities to the large number of devotees who throng from various parts of the valley on the occasion. He urged for maintaining health and hygiene and ensuring cleanliness in the shrine periphery and gave on the spot instructions for the upkeep of the Dargah. The MAT Vice Chairman, Mr Ghulam Nabi Kochak and other functionaries briefed the Chief Minister about the arrangements made. One of the most revered and important Muslim shrines in the valley, Hazratbal is situated on the left bank of the scenic Dal lake in Srinagar. The unmatched reverence is anchored in the love and respect of Prophet Mohammad (PBUH), whose Moi-e-Muqqadas (the holy relic) is preserved here. The shrine is also known as Madinat-us-Sani, Dargah Sharief and Dargah. The history of the shrine goes back to the early 17th century when the Mughal Emperor Shahjahans Subedar, Sadiq Khan, laid out a garden here and constructed a palatial building in 1623. However, the Emperor, during his visit in 1634, ordered the building to be converted into a prayer house with some additions and alterations. During the time of Aurangzeb, when the holy relic arrived in Kashmir in 1699, it was first kept in the shrine of Naqashband Sahib in the heart of the city. Since the place was found to be insufficient in view of the unprecedented rush of people, who thronged the place to have a glimpse of the Moi-e-Muqqades, it was decided to shift it to Hazratbal, then known as Sadiqabad. The construction of the present marble structure was started by the MAT headed by Sher-e-Kashmir Sheikh Mohammad Abdullah in 1968 and completed in 1979. The Moi-e-Muqqadas is displayed on various occasions related with the life of the Prophet and his four holy companions. On Shab-i-Miraj, Shabe-Khwani is also performed in the famous shrine. |
