SRINAGAR, Oct 13: Believe it or not, none of the 130 militant outfits that existed in the State during the last 13 years of turmoil is outlawed in Jammu & Kashmir. Since darkness is the antonym of light, one can easily argue that all militant outfits, operating in the State, are ‘lawful’. The legal position is that even Harkat-ul-Ansar, Harkat-ul-Mujahideen and Jaish-e-Mohammad — which have been declared as "international terrorists" by USA and UK Governments — can lawfully establish their offices, apply for telephone connections and manage their finances in Srinagar, Jammu or any other place in Jammu & Kashmir.....................more
