protection in JU Excelsior Correspondent JAMMU, Oct 12: Minister for Agriculture and Cooperatives Ch Mohammed Ramzan has stressed the need for sustainable and integrated pest management for the plant protection and better production of food grains and other agriculture and horticulture produce. Inaugurating two-day National Symposium on plant protection at Jammu University here today, the Agriculture Minister said the country has achieved a record production of food grains to the tune of 203 million tonnes but there is still need of improvement and overcome about 25-30 loss caused by insect pests in the fields as well as stores. The produce at this time may be sufficient but by the year 2030, a double production of the existing one is required to meet the national challenge. Referring to the indiscriminate use of pesticides which had created more serious problems such as pesticide residue in most of the fruits, vegetables, development of pest resistance and emergence of minor pests as major ones. He pointed out that generally field problems and the needs of growers either are neglected or taken for granted. He stressed the need for demonstration at the farm level with real feed back from from the field. This programme/ symposium on " Plant Protection Strategies for Sustainable Agri-horticulture" is being organised jointly by Sher-e-Kashmir University of Agriculture Sciences, Jammu and society of Plant Protection Sciences, New Delhi. The major theme of the symposium is to identify and evaluate management practices against agricultural crop pests, diseases and nematodes in different agro-ecological regions, identify newer possibilities or combinations of compatible methods of management and provide common forum for plant protection scientists working on different group of pests and diseases to develop an effective IPM strategy. The chief guest also released SKUAST Souvenir on plant protection on this occasion. Addressing galaxy of scientists from various parts of the country at symposium, Prof H U Khan vice-chancellor of SKUAST- Jammu emphasised the need to evolve IPM strategies for sustainable crop production which will check heavy yield loss caused by insect pests. By resorting to this prevention method, the food grains amounting to approximately Rs 26,000 crores per year can be saved. Mr Khan further said that indiscriminate and over exhorbitant use of pesticides has led to many problems like adverse effects on parasitoids, predators, pollinators and toxic residue, causing various health hazards. In his welcome address Prof Rangil Singh spoke on various problems being faced in agriculture production fields in the country. He stressed the need for more research work in the field of agriculture and minimum use of pesticides to avoid its harmful effect on the health. Toxic chemicals spray several times on crop definitely effects the produce and integrated approach is required to overcome this growing problem. Dr S N Puri in his brain storming lecture spoke on various aspects. He said for the population of about 103 crores in the country this time sufficient food grain production to the tune of about 203 million tonnes has been achieved. But there is need to increase the production every year to meet the challenge ahead. The World Trade Organisations agreement recently will change the whole scenario. Variouis type of food products will be entering the country and it will pose major challenge to the Indian produce. The country produce will face the world competition on account of this produce. He acknowledged about the most harmful impact of pesticides and stressed the need of rapid methods of estimation of quality of foodgrains or other produce. A lot is yet to be done in this field and more emphasis is needed or research work. Seventeen scientists from all over the country were honoured on this occasion for this distinguished work. Samba organises environment awareness Excelsior Correspondent JAMMU, Oct 12: Principal K V Samba, Mr A N Thaker and Club Advisor Miss Neelam planned series of environment awareness activities in association with WWF-India and Ministry of Environment and Forest during the months of September, October and December-2001. As per a release, in the month of September inter-school easy writing competition and inter-school painting competition were organised in the school premises. Six schools participated in the competition. On October 11, a debate competition was organised in the school premises. Six schools took part in the competition. The programme stated with Saraswati Bandana by a group of 20 school children. It was followed by a debate competition on afforestation, soil conservation, wildlife and man and role of United Nations in conservation. In the end, prizes were given in eassy writing competition, on spot painting competition, class and house cleanliness competition. Vikas Kumar of Class IX of Army School Samba got first position, Devyani Dass of Class VIII of K V Samba got second position and Ankaksha Ahluwalia-VIII of Army School, Samba bagged third position in Group A. In Group B, Miss Supeeti Gupta of XII of Government Girls Higher Secondary School Samba and Miss Sandhya of XI of K V Samba secured first position, Suresh Katoch of Class XI, Adarsh Vidyapeeth of Higher Secondary School Samba got second and Monika Thapa of Class XI of K V Samba secured third position. Master Ankush Khajuria of Class X of Lord Krishna Public School Samba got consolation prize. In the inter-school on the spot drawing competition, Group A, Sushila Bharti Class IV of Lord Krishna High School bagged first prize, Treasa Baby of Army School Samba Class IV got second and Reshu Class V, K V Samba and Monika Devi Class IV of Army School Samba bagged third position while as consolation prize went to Anadika Khajuria of Class IV of Army School Samba. Variety products of NGOs attract many to Exhibition Excelsior Correspondent JAMMU, Oct 12: With the active cooperation and assistance of Jammu Urban Development Agency (JUDA), various Non-Governmental Organisations (NGOs) have organised an exhibition at Gole Market in Gandhinagar. The products prepared locally by the workers associated with the NGOs/Societies have been displayed at the exhibition where sale shops/ stalls have also been set up for the public convenience. Most of the items, prepared by the Society members and NGOs are being sold at no profit no loss basis, said Ms Parveen Gupta of Modern Silai Society. Members of Nari Niketan, J&K Women Society, Handloom Cooperative Society and other NGOs are participating actively. The Exhibition which was inaugurated by Chairman of the JUDA- Housing and Urban Development Minister Ghulam Mohi-ud-Din Shah on October 11, will be continued up to October 15. The exhibition has attracted a large number of people and especially the women folk of the city for its variety of products displayed and being sold at very reasonable rates. The stalls have also been set by J&K Handicrafts Department and Handloom Corporation Samba. In these 13 stalls set up at the site just near Pahalwans Shop at Gole Market, items like bamboo furniture, stuff toys, show pieces, flower pots, paintings, crewel embroidery, candles, chalks card board boxes, block printing material, woolen items and khadi items are at display. Chief Executive Officer JUDA, Mrs Chandra Gupta when contacted by Excelsior correspondent disclosed that an outlet has been provided to the members of various societies and NGOs to sell their products and display the variety in order to highlight their work. She pointed out that Central Ministry of Housing and Urban Development has sponsored several schemes through JUDA and similar other agencies for the betterment and development of those living below poverty line and the slum areas. Mrs Gupta further disclosed that schemes of Swarn Jayanti, Shehri Rozgar Yojna and National Slum Development Programme are being implemented by the agency. She said under SJSRY, 39 thrift and credit societies have been created so far and each such society has 10-12 members. The purpose of such societies is to make the women self reliant. The CEO pointed out that 950 cases under USEP and 12 cases under DWCUA components of SJSRY have been sponsored ending September to the Banks for sanctioning composite loan. Under NSDP , 8 pre-schools centres and four Adult centres have been opened. President, J&K Women Society of All India Women Conference, Mrs Nirmal Padha who is also prominent social activist-highlighted the functioning of the NGOs and other societies connected with the JUDA. She said that women are educated and awareness is being created among them regarding benefits of various Centrally sponsored schemes. She said that agency is providing every possible assistance including training arrangement of various women and other unemployed people to set up their own income generating establishments. She also referred to the problems being faced by the Society members and NGOs during clearance of their cases through banks. She regretted unnecessary delay some times which cause harassment and discouragement to the workers. |

Excelsior Correspondent JAMMU, Oct 12: The Minister for Labour, Employment and Sports, S Harbans Singh said today that the Government was alive to the problems being faced by the farmers particularly those living close to the border. Addressing a public meeting at village Bera in R S Pura tehsil, Mr Singh said various steps were taken for the betterment of the farmers. Jammu and Kashmir, he said, is the only state in the country where revolutionary policy of land to the tiller was adopted under the towering leadership of Sher-e-Kashmir Sheikh Mohammad Abdullah after independence. During the last five years, numerous schemes were launched for improving the socio-economic condition of the farmers. He said the Government is fully abreast with the problem of people living in border areas and every endeavour is being made for their redressal. Number of development schemes he said have been launched to develop the border areas. The development activities launched by the Government during the last five year particularly in border areas are quite visible to everybody , he added. S.Harbans Singh said that the people living in border areas are witnessing Pak-hostility in the shape of border firing, cross border terrorism and killing of civilians. He said the Government will leave no stone unturned to mitigate the suffering of the border people. Referring to the local problem projected by the people, the Minister assured them that there problems will be discussed in the District Development Board meeting being held next month next. To the demand of Tanga Union regarding reduction of licence fees, the Minister said that the matter will be discussed with the concerned authorities. Reminding the Sarpanchs and Panch of their responsibilities, Mr. Singh exhorted them to work with dedication and honestly for the development of their areas. Excelsior Correspondent JAMMU, Oct 12: A senior Nationalist Congress Party leader who contested last Lok Sabha elections from Udhampur- Doda constituency unsuccessfully, Mr Pardeep Singh Parihar has joined Indian National Congress. According to a release issued from PCC headquarters here, Mr Pardeep who was state general secretary in the NCP, has been widely welcomed back in the Congress fold. Mr Yogesh Sahni, state Youth Congress president has nominated him as State Youth Congress general secretary. Following meeting with the former Minister and MP Ghulam Nabi Azad, Mr Parihar a young leader from Kishtwar tehsil of Doda has been inducted to Youth Congress. Mr Parihar in his statement said that Congress is the only replacement of NC in the state. He stressed the need to strengthen the party at gross-root level. |
Pace of development in Khalsi reviewed Excelsior Correspondent LEH, Oct 12: The pace of implementation of various development works in the Khalsi Sib-Division in Ladakh was discussed at a meeting of LAHDC, here today. The meeting was chaired by the Chief Executive Councillor, LAHDC, Mr Thupstan Chhewang and was attended by the Executive Councillors, Mr Rigzin Jora, Mr Tsultim Phunstog and Mr Rigzim Spalbar and Councillors of Khalsi Sub-Division. The District Development Commissioner, Mr Dheeraj Gupta and other officers participated in the review meeting. It was revealed in the meeting that against outlay of Rs 24.40 crores earmarked for the Sub-Division during the current financial year, Rs 19.72 crore are being spent under R&B followed by Rs 30 lakhs under health sector, Rs 10.5 lakhs for education and Rs 7 lakh are allocated for construction of staff quarters. Addressing the meeting the Chief Executive Councillor said that while the main source of funding is annual plan but from recent years now the Border Area Development Programme, Tribal Sub Plan (TSP) and other different Centrally sponsored schemes for Khalsi Sub-Division. Rs 62 lakhs have been provided under Border Area Development Programme, Rs 76 lakh under the Centrally sponsored schemes and some other programmes also are underway, it was disclosed in the meeting. Mr Chhewang impressed upon the councillors to identify such schemes which would be of maximum benefit to the people. He also stressed upon the officials to shoulder greater responsibility to meet the developmental aspirations of the people. The Councillors of the Khalsi sub-division pinpointed problems and demands of this part of the Ladakh region. The Deputy Commissioner, Leh asked the officers to work in a co-ordinated approach with the public representatives to achieve optimum results of developmental and welfare schemes. anvil, Jammu Excelsor Correspondent SRINAGAR, Oct 12: To provide adequate marketing support to the world famous Kashmir art and craft, an Urban Haat is being set up in Srinagar soon. Similar Haat is nearing completion in Jammu that will be ready by December this year for display of local crafts to the wide spectrum of clientele. Briefing the Chief Minister Dr Farooq Abdullah about the location and design of the proposed Haat in Srinagar, the Minister for Industries and Commerce Dr Sheikh Mustafa Kamal said the facility will go a long way to eliminate middlemenship and exploitation of craftsmen. The Principal Secretary, Industries and Commerce, Mr Mohammad Shafi Pandit said that Jammu Haat will be ready in December at a cost of Rs 1.37 crore. The Centre, he said, has agreed in principle to provide 70 per cent of the estimated cost of Rs 1.88 crore for the proposed Haat at Srinagar. Located in the premises of industrial exhibitions, both at Jammu and Srinagar, the Haats will give fillip to productivity besides enabling vast chunk of artisans to improve their economic status. Later, the Chief Minister was shown the blue print of the Srinagar Haat. |
Purchases to be made by SPD only: Sagar Excelsior Correspondent SRINAGAR Oct 12: The procurement of stores material for various wings of the works department would be, in future, made through the Stores Procurement Department only. This was decided at a review meeting of the engineering departments held here yesterday under the chairmanship of Minister for Works, Mr. Ali Mohammad Sagar. Speaking at the meeting, the Minister said, the decision to channalize the procurement of stores material through a single department has been taken to overcome the inordinate delay in the supply of material for execution of schemes in the works sector. Mr. Sagar said the procurement wings of all the engineering departments would be wined up and the purchases of stores material, equipment and machinery would be made by the stores Procurement department only. The Minister said, the practice of procuring stores material by different engineering departments on their own was causing unnecessary delay in the execution of schemes as a lot of time was wasted in the procurement process. He said funds would be allotted to the stores procurement department in advance for purchase of stores material so that the engineering departments do not face any difficulty in getting the required material in time. The Minister expressed grave concern over the delay in execution of developmental schemes especially in the PHE sector under ARWSP. " Wherever the money has been released, the scheme should be completed within the stipulated time,". Mr. Sagar said and warned up stern disciplinary action against the officials who fail to complete the schemes within the stipulated time. The Minister also expressed serious reservations over the heavy cost revision of PHE schemes and said that such practice should be done away with immediately. He asked the engineers to come up with perfect project proposals while submitting the projects so that there is no need to go for cost revision at a later stage. The Minister said cost revision would be only allowed after on the spot assessment of the scheme by a technical committee. On the instruction of the Minister a team of officers, headed by Joint Development Commissioner, Works was constituted for the assessment of the schemes where the cost revision has been projected. |

Office building inaugurated Excelsior Correspondent JAMMU, Oct 12: Making a scathing attack on Pakistan for perpetrating terrorism in Jammu and Kashmir, the Minister for Urban Development, Mr Ghulam Mohi-u-Din Shah said she is presently reaping the fruits of what she has done in Kashmir. Inaugurating the new Municipal Veterinary Clinic and office building at Dogra Chowk here this afternoon, the Minister said the position of Pakistan has become totally awkward at present and she is helpless to fight against the Taliban who are her creation. Holding the Pakistan responsible for overthrowing the Government of Rubani by installing the Taliban regime in Afghanistan, he said she has been punished for her own sins. The Minister asserted that had Pakistan not nourished the terrorism in Kashmir, the situation could have been better at present as lot of destruction has been faced over these years. Referring to the present volatile situation in Kashmir which is the creation of Pakistan, he said we are sitting on an explosive and no body knows when it will explode. But instead of escaping we are committed to bring the state out of present mess, he asserted. He said the situation has become so critical that no body knows whether he will return in the evening or not but still the escapism is no solution to the problem. Terming the accession final, he said Pakistan failed to grab Kashmir during the 1947 aggression as the people of the state who had resolved to accede with the secular India of Nehru and Gandhi resisted strongly to Pak invaders. Their rejection of two nation theory dealt a strong blow to Pakistan , as we believe in the secular philosophy he said, adding later in other two wars when Pakistan also failed to grab the Kashmir, she perpetrated a proxy war. Mr Shah also maintained that some blunders have also been committed by us which are the cause of present turmoil. He however, expressed the hope that the day is not far away when normalcy will be restored in the State. The Minister asserted that the situation has changed a lot in the State since 1996 when we took over the reigns of the Government. He said the situation was so disturbing when NC took over that even the police was not cooperating with the Government at that time. He while lambasting the communalist forces said all religions are equal and all creations of God are one before Him. There is no inferior or superior, he added. Stressing on religious tolerance and coexistence he said those spreading canards that Hinduism or Islam are in danger are the enemies of mankind. Such people perish with the tide of time and those who realize the reality progress and take the nation forward. Mr Shah also asked the people not to believe in regional discrimination and maintained that there is no dominance of one region over other. He while saying the State is facing many constraints expressed the hope that the time is not far away when we will overcome all our problems. Appreciating the role of Jammu Municipality, he said despite constraints it is tirelessly working for the welfare of people. He made an appeal to all the MLAs of Jammu district to donate a certain amount from constituency Development Fund to Civic Body for the purchase of tipper and loaders. He said the Veterinary clinic constructed here is the fourth in the country. He congratulated the Jammu Municipality for taking steps for treatment of animals also. He said in foreign countries the animals are given the same treatment as human beings but we lack such facilities in India. He said like the hospitals for humans they have hospitals for the animals also. At another function held earlier the Minister inaugurated the new Municipal Sub Office building at Nagrota Park, near Jambolochan Community Hall at Karan Nagar. He was accompanied by Ch. Piara Singh, Mr Hans Raj Dogra and Begum Salaria all MLAs, Messrs K R Padha, Secretary Housing and Urban Development, Pawan Kotwal, Administrator Jammu Municipality, M L Padha Executive Officer and Kiran Wattal Executive Engineer Jammu Municipality. Highlighting the achievements of the Jammu Municipality, Mr Kotwal said the inauguration of the new Municipal Veterinary is a major milestone in the history of JM. This is the first step,towards the realization of our dream of having a full fledged veterinary Hospital for the Municipality. He said the process started in July last year when Municipality was faced with increased population of stray dogs. He said due to the legal restrictions imposed on killing of dogs, the Municipality thought of launching the animal birth control-programme. He said this proved a revolutionary step and till date 510 operations have been conducted. |
Suspension of 3 Junior Assistants stayed Excelsior Correspondent JAMMU, Oct 12: Justice T S Doabia of the State High Court Jammu wing has stayed the operation of order number 399/E of 2001, dated October 4, 2001 whereby the petitioners were placed under suspension by Director of Agriculture Jammu. The Court admitted the petition and directed to list the petition on November 1, 2001. This direction was passed in a writ petition filed by Rajesh Langer, Rajinder Kumar Sharma and Sandesh Koul, working as Junior Agriculture Assistants. In the petition filed through Advocate Anil Sethi, it was pointed that the petitioners are the office bearers of the employees association and have been highlighting the demands of the members of the Association. The petitioners submitted that the Director initially transferred the employees to far of places and later modified the orders on "monetary considerations". Some of the employees also moved the court. They alleged that as the Association members were highlighting the demands of the employees, they were suspended for the same very reason. The petitioners prayed for quashing of the suspense order issued by Director Agriculture Dr Gurdit Singh who is due to retire shortly. |
World Arthritis Day celebrated in GMC Excelsior Correspondent JAMMU, Oct. 12: A Continued Medical Education (CME) Programme was held in Government Medical College, Jammu on 'World Arthritis Day', Prof H L Goswamy, Principal, Government Medical College, Jammu was the chief guest. The session was chaired by Dr B B Kapoor, Prof & Head Deptt. of Pharmacology, GMC, Jammu. This meet was attended by learned faculty members, residents, postgraduates; house surgeons, interns and other doctors from Government Medical College, Jammu. Dr. Annil Mahajan, a renowned and only trained Rheumatologist in J& State made a scientific presentation on 'Rheumatoid Arthrits-Emerging Therapes.'' Prof Goswamy said that different days are celebrated emphasizing importance of different diseases. Today on 'World Arthritis Day,' we should dedicate our services to arthritis patients but simultaneously suggested to provide medical services equally well on other days of year also. He congratulated Dr Mahajan for organising this programme and said that his presentation Rheumatic Arthritis (RA) has been enlightening. Dr Mahajan highlighted the agony and disabilities caused by arthritis by showing various pictures/photographs of different patients. He said Arthritis produces a great physical, mental and social trauma to the suffering patients and affects all the ages from childhood to old age. Keeping in view the menace of arthritis and socio-economic burden on the society, 'World Arthritis Day' has been declared by World Health Organisation (WHO). Aim is to highlight the dimensions and problems of Arthritis, create awareness in the society, more interaction amongst the medical fraternity and to build more confidence in patients and give them hope regarding control of their disease. Describing Rheumatoid Arthritis, as a crippling disease but assured that disability can be largely prevented. Scientific studies have enormously increased the information and the concept of management has been greatly revolutonized provided the treatment is started aggressively and at the earliest. He suggested that an approach of climbing the pyramid has to be changed and a theory of 'Hit early and Hit hard'' has to be followed in order to get the best results. He appreciated the efforts of Aventis, a leading pharmaceutical house for having helped in organising such an important meet on 'World Arthritis Day.' He also complemented the management of the company for having launched a new drug Arava (Leflunamide) for the patients of Rheumatoid Arthritis. This is another breakthrough after a long time in the management of RA and hoped that this may prove to be a boon to suffering patients. An award of honour in the form of Memento was presented to Dr Mahajan by Principal, Government Medcal College, Jammu. LPEF deputation meets Director Health Excelsior Correspondent JAMMU, Oct 12: A deputation of All J&K Low Paid Government Employees Federation (LPEF) led by Mr Abdul Majid Khan its president called on Director Health Services, Dr Jasbir Singh and discussed the demands of health employees with him. As per a release, the deputation made a strong plea regarding promotion of head and senior assistants to the vacant posts of section officers and head assistants as per the strict seniority. In the memorandum submitted to the Director, Mr Khan said a large number of posts of section officers and head assistants are either lying vacant for a quite long time or have been filled up by temporary promoting the senior incumbents in their own pay and grade since the equal number of trained heads are not available in the Department. He said the Department has failed to depute the present incumbents to under go the Secretariat assistant training course and most of the senior assistants are at the verge of retirement for whom it is not possible to undergo Secretariat training course at this stage. Mr Khan while criticising the system and procedure of Secretariat training course said it lacks to cater to the needs of the Department as well as fulfill the aspirations of the employees. He said some ministerial staff have completed the training course in 1998 but they are yet to appear in the examinations which the PSC has failed to conduct.
