
Functioning of
Govt. Hospitals
Sir,
This is in
reference to the letter of one Mr. Adil Shaheen
on behalf of the Public of Doda District
published in Mail Column of your esteemed Daily
September 27, 2001 in which he has stated that
Doda District Hospital has become a open business
market where poor patients especially from far
flung areas are forced to do all the
investigation required for surgery etc. from
private clinics and even unnecessary examinations
are advised to these rural illiterate patients.
Not only this but the poor patients have to pay
in advance the fixed rates for the operation viz
Rs. 500/- for spinal anaesthesia, General
anaesthesia Rs. 800/-, Romoval of Uterus Rs.
1000/-, Rs. 2000/- for Gynaecologist and Rs.
500/- after operation to theatre and other staff
for shifting the patient to ward. In case poor
patient is unable to pay the said amount he is
declared medically unfit or high risk operation
by the anaesthetist resulting untimely death of
the patient otherwise the operation is postponed
for one reason or the other. Besides, the items
available in the Hospital are not provided to the
poor patients but instead they are given list of
the same to make Purchase from the selected
medico in the open market. This is not the
condition only in Distt. Hospital Doda but in all
other big or small Govt. Hospitals and not to
speak of other rural dispensaries The Minister,
MP, MLAs and other VIPs themselves go to
expensive private hospitals in India or abroad
for treatment and as such there is every
likelihood that the running of Govt. Hospitals
might further deteriorate and this trend can only
bring more sufferings for those helpless citizens
who cannot claim the perks and privileges of this
category people. At present no politician or VIPs
have national interest but their only motto is
eat, drink, enjoy and be merry and as such the
society has failed to produce true leaders.

Irregularity in
Question paper
Sir,
I would invite the
attention of the Joint Secretary (Exam), Jammu
& Kashmir Board of School Education (Jmu) to
a representation given by the students of class
9th and their English teachers. They referred
some irrelevant questions put in English Question
Paper set for first term (TI) coded as
IXJOTI-100/A/E-1. They say that the questions Sr.
No. 18-21 (I-III) and Q22 (II) are not from the
prescribed syllabus. Rather Q.18, Q.21 (I-III)
and Q22(II) are to be asked in the second Term
(T2) commencing in March -April 2002. Q. 19 has
been set on the lines of unit 49 of Essential
English Grammar by Raymond Murphy recommended by
J&K Board, but this unit 49 is neither
included in (T1) nor in (T2) syllabus.
I do have gone
through the syllabus book and realised that some
irregularity has had happened in the
paper-setting and apprehend the students reaction
and anger as genuine.
I, therefore,
would request your goodself to kindly look into
the matter and direct me how to grade these
questions in evaluation. Yours decision and
directions are hopefully awaited.

Live and let
live
Sir,
The United States
of America is blaming Osama-bin-Laden for the
September, 11, 2001 terrorists attack on America,
but the USA is forgetting the fact that Osama is
its own creation. Had the USA not provided Osama
with arms to fight Soviet occupation, the world
would have been different today.
There is no point
in blaming Osama alone. The US is also
responsible for these destructions because it was
done by its creation.
It is a lesson
that no one should help or support to destroy
other person. It is also a lesson for other
countries, especially those countries which are
aiding the terrorists to destroy other country.
They should not create or help such person having
inhuman tendency.
Always help those
who are working for the betterment of other, and
we should not forget the universally accepted
idiom, 'Live and let live.'

Stamp out
terrorism
Sir,
There are no words
to convey shock and sorrow for the thousands of
victims and their families of the four separate
acts of terror that rocked the United States of
America on September 11. Though the terrorist
attacks on US cities, may not witness a long-term
adverse impact, in India it is imperative that
all countries come together to by pooling in
their intelligence resources. To tackle the
malaise of terrorism at the grassroots, beyond
close networking of various security forces,
essentially the community at the household level
needs to be sensitised so that they coordinate
with the local police. However with the threat of
terrorist camps operating in some of Indias
immediate neighbourhood, the situation calls for
red alert always.
It needs to be
reiterated that only stringent security measures
can help in keeping many unscrupulous elements at
bay.Above all since the implications of terrorism
can be far reaching, it is essential to modernise
and strengthen the entire intelligence set up
across the country.
