Senior Cong leaders visit Makandpur Basti Excelsior Correspondent JAMMU, Oct 3: Mr Dharam Pal Sharma, former MP and senior Congress leader visited Makandpur Basti in Hiranagar tehsil to take the stock of various problems being faced by the refugees of 1965 putting up in this Basti. As per a release, the meeting of Mr Dharam Pal Sharma with refugees was organised by Kasturi Lal wherein representatives of various Bastis took part. The refugees apprised the senior Congress leader of their demands which included, immediate release of second installment of cash compensation in lieu of deficiency in allotable units of land in favour of 699 displaced families whose claims were passed by the Central and State Governments during 1990 and sanction of supplement list of left out families for payment of cash compensation in lieu of deficiency in their allotable units of land as per the present prevailing rates for kanal. The other demands of the refugees were grant of proprietor rights over the residence/agricultural land allotment to DPS of 1965, 3 percent reservation quota to the wards of the Chhamb displaced person of 1965 and 1971 in professional colleges and Government service considering, separate allocation of funds for the development of displaced community and building of Bund of Mukundpur on river Ujjh and over Tarnah nullah. Addressing the gathering, Mr Dharam Pal Sharma assured the refugees to take up their demands with Divisional Commissioner, Jammu for necessary action. He criticised the State as well as Central Government for their failure to provide security to the people and held them responsible for the attack on Assembly in Srinagar. Others who were present on the occasion were Messrs Darshan Lal, Rikhi Ram, Chuni Lal, Kewal Krishan, Manga Ram, Kuldeep Kumar, Munshi Ram, Janak Singh, Narayan Chand, Nek Singh, Kartar Chand and Baldev Raj. |
Multi lingual Sheeraza Ghoshti organised Excelsior Correspondent JAMMU, Oct 3: A multi-lingual Sheeraza Ghoshti was organised in the premises of J&K Academy of Art, Culture and Languages, Jammu. As per a release, this Ghoshthi was presided over by a noted Punjabi writer Dr Baljit Raina while Mr O P Sharma, reputed Dogri writer was the chief guest on the occasion. Dr Baljit Raina while delivering his presidential address welcomed the initiative of the respective editors of Sub-Office, Jammu for starting such type of multi-lingual Sheeraza Ghosthies and said that this will help the writers to interact with each other irrespective of their lingual bearers. Mr O P Sharma, while speaking on the occasion said that Cultural Academy is a central place for all the writers of Punjabi, Dogri, Hindi, Urdu, Pahari and Gojri languages and this multi-lingual Sheeraza Ghoshthi will lead to exchange the creative literature being written in all the regional languages spokes in Jammu region. He also appealed the writer community to actively participate and make it a great success. Earlier, Dr Baljit Raina and Mr O P Sharma presented their short stories in Punjabi and Dogri languages which was followed by a discussion. The writers and intellectuals present in the Ghoshthi said that both the short stories are the representative literary pieces in their respective languages. Ghoshthi was followed by a multi-lingual Mushaira and the poets who recited their poems included Padam Nath, Ashok Kumar, Kuldeep Singh, C D Magotra, Dr Gian Singh, Sham Talib, Shankuntala Devi, Rajesh Ajnabi, Romesh Singh Bablia, Ajay Kumar, Omesh Singh, Anupma Wazir, Akram Khan, Brij Mohan and Surinder. Week celebrations Excelsior Correspondent JAMMU, Oct 3: On the second day of Wildlife Week Celebrations2001, a nature trip to Nandni Wildlife Sanctuary was organised by the Department of Wildlife Protection J&K Government. As per a release, about 60 children from different schools accompanied by their teachers were taken to Nandni Wildlife Sanctuary where a flag march was conducted to stress upon the importance of wildlife conservation. The children were later taken on a trek to Nandni Wildlife Sanctuary, where they were explained the various aspects of wildlife and importance of wildlife conservation. Addressing the students, Mr Manoj Pant, IFS, Regional Wildlife Warden Jammu explained the purpose of celebration of wildlife week and various aspects of wildlife and its conservation. The Trek was organised as a part of Wildlife Week celebrations, which is being celebrated all over the country from October 2 to 8. Various function are being organised to create awareness among the people in general and school children in particular about wildlife conservation at different locations all over the state by the Department of Wildlife Protection in association with various schools and Non-Governmental Organisations (NGos). The Wildlife Week was inaugurated in Jammu region at Mansar, Kishtwar and Rajouri. At Mansar, a painting competition was organised among the school children in which about 50 children from different schools of neighbouring areas participated. Asha Thakur of Class 8th of DIP School Manwal got the first prize where as Puran Chand of Class 9th of GHS Surinsar was awarded second prize and Dittar Singh of Class 9th of GHS Mansar was awarded third prize. Consolation prize was given to Sona Thakur of Class 4th of DIP School Manwal. The prizes were distributed to the winners of Mr Subash Singh. |
Act on warfooting to curb terrorism; AKPSC asks Govt Excelsior Correspondent JAMMU, Oct 3: All Kashmir Pandit Solidarity Conference (AKPSC) in its meeting here today while expressing its grave concern over the car bomb blast in State Legislature on Monday said the state Government should read the writing on the wall and act in a warfooting manner. In a statement issued here today, the AKPSC leaders welcomed the statement of Union Home Minister, Mr L K Advani asking US to put ban on Kashmiri outfits who are responsible for onslaught on the democratic institutions. The KP leaders said this is the second blackest day in the modern history of Kashmir after January 19, 1990 when over 3.5 lakh inhabitants of Kashmir Valley i e KPs were forced to flee from their homes and hearths. The KP leaders also demanded a white paper to expose the designs of the people who have been terming this terrorist movement in Kashmir as a freedoms struggle. The statement demanded severe action against these people and ban on Madrasas in the state as was done during the reign of Late Sheikh Mohammed Abdullah. The AKPSC leaders said the need of the hour is to plug the channels where from these fundamentalists are being financed for spread of terrorism and demanded confestication of properties of those preaching the terrorism and indulging in anti national activities. Besides, it said the properties of those who have publicly claimed of having killed innocent people should also be confesticated. The KP leaders also appealed the democratic forces in the country to unitedly fight out the menace of terrorism. Two minutes silence was also observed in the memory of the people killed in the Srinagar blast. Kalpana Kala Kendra marks entry into 25th year Excelsior Correspondent JAMMU, Oct 3: Kalpana Kala Kendra an institute of Music and dance has achieved a landmark by entering into the 25th year of its existence. It was on Gandhi Jayanti in 1977 when the Institute was founded and established by Mr Virender Langoo and Ms Anupurrna Langoo at Ganpatyar, Srinagar, Kashmir. As per a release although being visually handicapped, the brother and sister duo have nurtured that small dream into a practical reality and rendered their services in the promotion and propagation of music especially amongst handicaps. Today kalpana Kala Kendra is an Institute of Music and Dance and is being aided by J&K Academy of Art, Culture and Languages and by Sangeet Natak Akademi, New Delhi. The Kendra has a constitution of its own and the aims and objectives set therein are being implemented by a Governing Body and a working committee which are functional at Jammu and Delhi. The October 2, 2001, marks the entry of kalpana Kala Kendra into 25th year of its foundation and as per secretary of the Kendra Mrs Anita Langoo, the Kendra is to commemorate the silver jubilee celebrations by organising a series of programmes during 2001 to October 2002. The Kendra proposes to stage a grand cultural bonanza at Abhinav Theatre Jammu on October 2, 2002 with National Integration as its theme. The inaugural programme was presented yesterday at the Kendras Rajinder Nagar, Canal Road Branch where Mr P L Handoo, Deputy Director DDK Jammu was the chief guest. At the outset Mr P N Koul (Sayil) vice president of the Governing Body gave a warm welcome to the chief guest and gave a brief sketch of Kendras back-ground and its activities. As per a release thousands of people including Sarpanch and panches gathered in Durga Mandir complex at Gujroo Nagrota who included school children of Government High School, Gujroo Nagrota, Boys and Girls Middle Schools Gujroo Nagrota, Girls Primary School Thira Talab zone Babey, Indira Shishu Mandir Nagrota Gujroo and Primary School Salone. Speaking on the occasion, the Chairman Legislative Council, Mr. Abdul Rashid Dar said the entire world has now rouse to fight the terrorism and weedout its roots once for all. He said the yesterdays attack on State Legislature Complex cannot scare the people of the State who are determined to combat the terrorism. He extends heartfelt condolence to the bereaved families. Condemning the killings, Mr Mohammad Yousuf Taing said the people of the State are witnessing the terrorism sponsored by our neighbour for the last 12 years. He said with such barbaric acts the enemy cannot succeed to grab Kashmir and has to bow before the will of the people of the State. He said, infact since 1947 Pakistan has made desperate attempts to break the will and determination of the people in a bid to grab this land. Expressing grief and anguish over the loss of precious lives in the Mondays carnage, Prof. Y.R. Malhotra and Mr G S Jamwal urged the Government to extend all possible help to the next of kin of the deceased. Terming the incident as gruesome act of terrorism, Dr. Naseer Ahmad said that such act is dreaded attack on the Independence of the people and an attempt to weaken the democratic system in our State, which we will not allow at any cost. What will be the plight of families whose bread earners left homes for not to return? These were the posers of emotionally choked Chief Minister Dr Farooq Abdullah while expressing his anguish over 1st Oct killings in and around Jammu and Kashmir legislature complex in Srinagar. Dr Abdullah raised these and many more questions during his nearly 40 minute most touching speech in the house, on the concluding day of its autumn session that was marred by the gruesome terror attack killing 38 persons. They included officials, security personnel and innocent pedestrians. The magnitude of the killings might not be as horrendous as that of world trade centre at New York but the agony and sufferings of bereaved kin are certainly no less either. Kab tak, we will continue to suffer at the hands of terrorists? Kab tak, innocents will fall prey to terrorism? Kab tak, women would be dishonoured and widowed, children rendered orphan? Advani inspects Legislature Complex Excelsior Correspondent SRINAGAR, Oct 3: The Union Home Minister, Mr L K Advani today visited the State Legislature complex which was the target of terrorists attack on Monday and personally assessed the situation. Mr Advani arrived here on a days visit. He was accompanied by a high level central team including the Union Minister of State for Home, Mr Vidhya Sagar Rao, Home Secretary, Mr Kamal Pandey and Special Secretary, Home , Mr Ashok Bhandari.. The Minister who was received at the airport by Governor, Mr. Girish Chander Saxana and Chief Minister, Dr Farooq Abdullah, straight away drove to the legislature Complex. The Governor, Mr Girish Chander Saxena and Chief Minister, Dr Farooq Abdullah also accompanied him. The Chief Minister, the Speaker Legislative Assembly, Mr A A Vakil and Chairman, Legislative Council, Mr Abdul Rasheed Dar briefed Mr. Advani about the incident. Mr Advani was shown the spot were IED laden vehicle was blown up by the militants in which many pedestrians were also killed. The Minister also saw the gutted portion of the complex which was put on fire by the militants. He saw the repairs and renovation work which was in progress to restore the complex for ensuring resumption of disrupted administrative work. The Chief Minister informed Mr Advani about the casualty suffered by the employees of the State legislature and other departments besides civilians. |

He stressed on the need for unity of Hindu Samaj for the well being of the world as a whole by chanting of vedic hymns and quoting of Shalokas from Bhagwat Gita. The devotees were asked to get rid of the day to day routines by involving themselves in the true work of serving the cause of society, which according to Sant Subash Shastri Ji is the true service to the God. Apex court dismiss SLP in Enggs promotion case Excelsior Correspondent JAMMU, Oct 3: Supreme Court has dismissed a Special Leave Petition (SLP) filed by the J&K Public Works department against the order passed by single judge of J&K High Court, Mr Justice Arun Kumar Goel (presently Judge of Himachal Pradesh High Court) on May 31, in a contempt petition filed by Vinod Gupta and some degree holder junior engineers. A division bench of the Supreme Court comprising Mr Justice Syed Shah Mohammed Quadri and Mr Justice K G Balakrishanan dismissed the SLP filed by Mr B R Kundal, Principal Secretary to Government (Works) J&K against the order of J&K High Court whereby the single judge ordered that respondents will report compliance with the orders passed by the High Court on or before July 15. The Supreme Court on July 13, stayed the contempt proceedings. The SLP was adjourned on several dates of hearing. The Bench observed" we are not inclined to grant any further time in the circumstances we have no other option but to conclude that the order of High Court in the said writ petition has not been complied with. We find no justifiable reason to interfere with the order under challenge. The SLP is dismissed with cost." As per the facts of the case, degree holder engineers working as JEs in Works department filed a petition seeking promotion to the post of AEs and also seeking direction to fill up all the vacant posts of AEs including the backlog vacancies of 115 posts in 60 % promotion quota as envisaged under SRO 209. It the petition, it was submitted that under this SRO, the criteria for the promotion to the post of AEs from the Junior Engineers the quota was fixed 60 % by promotion, 20 % direct recruitment from Degree holders and 20 % from Diploma holders. |

of Mandal Report demanded Excelsior Correspondent JAMMU, Oct 3: A meeting of the state BSP unit was held under the chairmanship of Mr Pawan Kumar Maini, general secretary of BSP wherein Mr Hansraj Chargotra, vice-president was the chief guest. According to a press release, both the leaders condemned the State Government for its failure to implement the verdict of Supreme Court in Mandal Commission, which provides 27 percent reservation to the people of Socially and Educationally Backward Class (OBCs). It was further regretted in the meeting that NC Government led by Dr Farooq Abdullah has neither taken any steps to implement the Mandal Commission Report in the State nor made any provisions for reservations for Socially and Educationally Backward Classes, on the basis of the Castes. BSP leaders regretted that Jammu and Kashmir State is the only State where Mandal Commission Report has not implemented. They said that it seems that State Government has deliberately adopted a criminal silence over the just legislature and constitutional right of backward classes. They further said that recently issued selection list of KAS has further exposed the anti OBCs policies of NC Government. "As the State Government and the Public Service Commission have even snatched the existing 2 percent reservations meant for the Socially and Educationally Backward Classes in KAS appointments and the said list is against the provisions of J&K Services Rules framed vide SRO 126 dated 26-6-1994", BSP leaders stated. BSP state unit strongly condemned the State Government for depriving the OBCs from reservation provided under the statute and also condemned the State Government for meting out step-motherly treatment with OBCs. BSP demanded a judicial probe into the matter and also demand proper reservation as per due share of social castes in KAS selections. |

razors edge in Marmat area Excelsior Correspondent GUHA (DODA), Oct 3: Amidst thick coniferous forest and snow capped mountain peaks, the bewitching rolling meadows of Seoj Valley, bordering Kathua, Udhampur and Doda districts, turned into an operational hub for militants particularly for those expert in triggering blasts through Improvised Explosive Devises (IEDs). Located at meeting point of three districts, this Valley is become base camp for militants to carry out their actions in the these districts. Most of militants camping in this base camp usually returned to this safe heaven after executing their nefarious designs in area bordering this Valley. Notwithstanding claims of the authorities, far-flung hamlets of this area, particular Marmat belt, comprising population of more than 60,000 is an fertile ground for the recruitment of militants. As this belt remained unattended for years together, militants writ was prevailing in Marmat and other areas. Entire dwellers of this belt, both Hindus and Muslims, had to bow before the diktats of terrorists. "Selective killings, looting, rape and kidnapping were routine affairs in the area", said a fear stricken resident and added that those who dared to refuse directions of militants had faced their wraths. With fear lurking on his face, Rashid, a resident, recalled how terrorist shot dead son-in-law of Asadullah before his daughter and later fired shot on his kneecap turned him handicapped permanently. Situation has improved in some areas after deployment of a full battalion of Army but militants writ is still prevailing in large chunk of Marmat belt. "Our life is on razors edge", feels residents and said that situation has improved but not to such an extend that they can live their own lives. Fear, visible on the faces of inhabitants, indicating that survival is not easy in this area. "Army posts have been established at Muthi, Labbar, Behote, Mehote and some other areas still most villages of Marmat belt remained unattended", said a resident, adding, " neither there is any army post nor picket of Special Task Force". Ahead Guha there are villages namely Behote, Mehote, Parbal, Mangola, Mandol, Beri, Gund, Loga, Bnan, Fantiana, Sanikunt, Jagote, Khatriyar, Dhranga, Batungla, Rta Pani, Batote, Chalot Gigar De Talian. Most of these villages except three or four are without any security cover and dwellers of these hamlets living at the mercy of the militants. "As there is no posts of security forces ahead of Guha entire belt is a safe heaven for militants", admitted an Army officer and informed that large area of this belt is still unattended. Deputy Commissioner of Doda, Mr Shalinder Kumar, too admitted that it was not possible to provide picket at every village. "We have established pickets at some strategic points to keep check on the activities of militants", said Mr Kumar. As this large area is unattended, militants have been using this belt as their operational hub. Defence sources informed that from this base camp militants enter Sudhmahadev, Mantalai, Lattiduna and Ramnagar areas and successfully managed to escape back after executing their nefarious task at these areas. "Taking advantage of non-deployment of forces and coniferous forces militants never find any difficult to return to Marmat area after accomplish their evil tasks in some areas of Udhampur and Kathua", said defence sources and added that most of IED blasts at Sudhmahadev, Mantalai, Lattiduna and Chenani areas were triggered off by the militants of Marmat area. Militants, camping at Marmat areas, managed to infiltrate into Udhampur district through Shali Kund and Sidhani area which is considered as safe route for them. Militants even enter Bani-Basoli area of Kathua district from this operational hub through Usla-Jhopher and usually made good escape after conducting their actions in some areas of Kathua district. As the area is considered as safest place, militants also use this Valley as transit camp. "As Marmat area enroutes Doda, Udhampur and Kathua districts, militants make easy escape into this area in case pressure of forces increased", said sources. This belt is dominated by the pro-Pakistan Hizbul Mujahideen out-fit. Though there are some foreign mercenaries but most of militants operating in Marmat and adjoining belt are local. "Ansari brothers (Farooq Ansari and Shakeel Asnari) had let loos e a reign of terror in the area", sources said and admitted that there was no down fall in the activities of militants even after elimination of Farooq Ansari. Defence sources informed that two years back militants of Hizbul Mujahideens had been only active in this area but now there are reports said that some pan-Islamic militants out-fits like Al-Bader and Lashkar-e-Toiba have also shifted their base in Marmat area. Defence sources disclose that most of Hizbul Mujideen militants operating from this area are expert in triggering blasts with IEDs. "Most of the blasts which took place in Udhampur area are executed by HM militants of Marmat belt", said sources. |
