Modified Leprosy Elimination Campaign Excelsior Correspondent JAMMU, Oct 2: To commemorate the Gandhi Jayanti, a month-long Modified Leprosy Elimination Campaign (MLEC) was launched here today. The Director Health Services, Jammu, Dr. Jasbir Singh inaugurated the campaign by flagging off a Kusht Mukti Rath. The Kusht Mukti Rath started from the Directorate of Health Services complex was decorated with banners about leprosy and plied throughout the main bazars and streets of Jammu city. During the campaign, an intensive leprosy awareness programme will be carried out by involving the common masses which will lost for 28 days while efforts will be made to detect hidden leprosy cases and put them on Multi Drug Treatment (MDT) during the rest of two days of the campaign. Speaking on the occasion, Dr. Jasbir Singh said that any person in the community having any type of patch on the skin with loss of sensation or complaint of numbness in limbs or with visible deformity of hand or foot can be a leprosy patient. He advised such patients to consult the doctor immediately for timely treatment. The Director Health Services further said that the MDT is a time-tested treatment, which cures leprosy completely. He revealed that Multi Drug Treatment is available free of cost at all health institutions in the State and leprosy patients should take full advantage of this facility. Among others, senior officers of the department, doctors, CMO, Jammu and prominent citizens were also present on the occasion. |

Yatri Bhawan makes special Excelsior Correspondent JAMMU, Oct 2: Jammu Yatri Bhawan which is near its completion at Haridwar has made special arrangements for pilgrims to take holy dip in the Ganga. It was on the occasion of "Purshotam Mass" that Jyotshi Mahraj Krishan lighted the "Akhand Jyoti" to make the beginning of the month long pilgrimage. A life size statue of God Vishnu was also unveiled by Mahant Baldev Dass Ji at the Yatri Bhawan. A big hall in the memory of Mr Anant Ram Abrol of Pahalwan Di Hatti was also inaugurated on the occasion in which a life size statue of Mr Abrol was also unveiled. The donation for construction of the hall was given by Pahalwan Di Hatti. The month long programme will include reciting of Kirtan and Bhandara for the yatris as well as Sadhus. The "Puran Ahuti" will be performed on October 16, a release issued here today said. The Executive members of the Jammu Yatri Bhawan under the chairmanship of Mr Sat Pal Langer, trustee president are looking after the arrangements to ensure that the pilgrims do not suffer for want of basic amenities. A meeting of the trustees of Jammu Yatri Bhawan also reviewed the ongoing construction work at Haridwar and decided to visit the place next week to take the stock of the developments. Mr Pawan Shastri has assured that all possible efforts are being made to ensure that pilgrims visiting Haridwar are provided with home like comforts so that they do not feel themselves out of place. It may be recalled that Jammu Yatri Bhawan Samiti came into existence on April 26, 1995 with an objective to construct a Yatri Bhawan at Haridwar. The construction of Yatri Bhawan started on May 30, 1998 after acquisition of 40,000 sq ft of land. The Samiti has also decided to construct an old age home the work on which will start soon. |

terror attack cast gloom over wildlife function Excelsior Correspondent SRINAGAR, Oct 2: The yesterdays terror attack cast a gloomy spell on the inauguration of the Wildlife Week. Taking off with a gloomy note the participants stood for a two-minute silence in memory of those who perished in the dastardly terror strike on legislature complex here yesterday. Thirty-four persons were killed in the barbaric attack, the Chief Minister said while giving the account of human misery that was at galore following the blast. Among those killed, he said, were officials, security personnel, civilians and an 11th standard girl student. He said the State has been unabatedly witnessing humanity bleeding for over a decade. Referring to the global security scenario in the wake of terrorist attack on WTC in New York, the Chief Minister said that action in Afghanistan would result in colossal destruction with innocents getting killed. He said those perpetrating violence have no religion and regretted that the great religion of Islam was being presented in a bad light. He said history is testimony to the fact that even worst adversaries have been won over by compassion, reason, love and honesty in approach. Islam did not flourish at gunpoint, he said, adding that those indulging in violence in the name of religion were in fact doing dis-service to it. He said in a pluralistic society of America, no finger was raised against Muslims who are part of that society. But following the terrorist attacks, the Muslims feel insecure in the US, Dr Abdullah added. Stressing the need for afforestation and preservation of wildlife, the Chief Minister said that natural habitat is imperative for survival of precious and rare wildlife. He said the ecological balance has been disturbed due to callousness and human greed as deforestation over the years has played havoc with the green gold. Conservation of forests and preservation of wildlife is our sacred duty, he declared. Pointing to the presence of large number of school children, the Chief Minister said this demonstrates their urge for bio-diversity and love for environment and animal world. He said the Government is planning to involve the student community living near forests for massive afforestation. Each child will grow a plant and nurse it to flourish. This will be the most ideal contribution to the mankind by children, the future of humanity. In case you fail to preserve wildlife, these will remain alive for posterity in pictures alone, he said. Dr Abdullah had an advice for the youngsters too. He asked them to keep away from addiction and concentrate on games along side academics, saying that physical education is equally important for overall human growth. Referring to the problems confronted by leather goods manufacturers, the Chief Minister said that the Centre has not kept its commitment of allocating funds for procuring the stocks from them. While the State Government is ready to provide its share of Rs 4 crore for the purpose, the Centre too has to release the matching grant for their rehabilitation. Presiding over the function, Forest Minister Peerzada Ghulam Ahmed Shah said the area coverage for wildlife promotion in the State has been increased from 11 per cent to 15 per cent. Priority is being accorded to preserve natural habitat, availability of water and fodder in national parks and sanctuaries, fencing, wetland development for preserving migratory birds from poaching. The Minister released Rs 1.95 crore for the preservation of wildlife during the current financial year. On the occasion, the school-goers were apprised about the measures being taken for preservation of wildlife. The theme of the week is the leopard and gees, think of us without these. Mr Safdar Ali Beg, MLA, Chief Wildlife Warden and Principal Chief Conservator of Forests were present at the inaugural function that was attended in large number by students of various schools. |
| Army opens another VTC in Ladakh Excelsior Correspondent LEH, Oct 2: To provide training facility to women in computer literacy, tailoring, knitting and carpentry Lt Gen. Arjun Ray , 14 Core Commander today inaugurated a Vocational Training Center (VTC) at Karu, 14 kilometers from here. This is the 10th Vocational Training Center installed by the army in a short span of two years period after the Operation Sadbhavana was taken up in hand. The sole aim of the Operation is the empowerment of women so that they can seek the jobs in the far flung and remote areas of Ladakh region and to inculcate among the women and youth a sense of self reliance. On the occasion a grand function was organised by 18 Mechanised Infantry Battalion in which besides top army officers, prominent citizens and a large number of people took part. So far 500 girls have been imparted the training under various trades in these training centers and about 40 girls will be trained at the Karu Center. The army intends to open another such center at Leh in near future. The welfare programmes taken up in hand by army under the operation Sadbhavana has generated a confidence among the local people living in the far flung areas of the region. But some citizens are sceptical whether these centers will sustain in future or not especially after the transfer of Lt. Gen Arjun Ray. |
Diabetes , heart awareness prog marks Gandhi Jyanti Excelsior Correspondent JAMMU, Oct 2: To commemorate the Gandhi Jyanti, an awareness programme on diabetes and heart was organised by Central Government Pensioners Welfare Association in collaboration with Red Cross and Rotary Club Jammu here today. Dr Jitendra Singh a renowned Diabetologist of the country, Dr Mohan Lal, Senior Cardiologist and Dr Ayushman Bhat senior Physician were invited to offer specialised counseling and advise on the occasion. The persons attending the camp were registered and given a card after which they were subject to general physical check up as well as blood sugar and blood group, tests. There after they were examined by physician and if required referred to super specialists. Over 150 persons attended the programme. Among those present were Messrs M N Sehgal, president Central Government Pensioners Association and the office bearers of Red Cross and Rotary Club include Rotary Club chief, Mr Munshi, Harish Gulati its former president, Dr Dara Singh also an ex president of the Club, Dr Dushhant Choudhary, Mr Tandon and Mrs Mangotra. The Rotary Club and Red Cross on the occasion also distributed free medicines among the patients. The senior specialists in their speeches stressed on holding of such awareness camps. They said the NGOs and voluntary organizations can play a vital role in fighting out the deadly diseases. |

Rs. 68 crore sanctioned for drought relief: CS Excelsior Correspondent Srinagar, Oct 2: The Government has sanctioned Rs. 68 crore for providing relief to the drought-affected farmers of the State during the current financial year so far. This was stated at a meeting of the Natural Calamity Relief Fund committee chaired by the Chief Secretary, Mr. Ashok Jaitly, here yesterday. It was decided that Revenue Department will give assessment of kharief crop to the committee before 20th October to enable it formulate an action plan for the drought- affected people. The meeting also discussed the measures for making available seeds and fertilizers to the farmers for the ensuing rabi crop. The committee also authorised Divisional Commissioner, Kashmir to pay ex-gratia relief of Rs. one lakh to the next of kins of each killed in Sopore hotel fire incident on last Thursday night. The Chief Secretary asked the Revenue Department to complete by 15th of October special Girdawari being conducted to know the exact magnitude of crop damage caused due to paddy blast disease in Anantnag district. He said a detailed analysis should reveal how Anantnag district has been mainly affected with paddy blast this year. The meeting, among others, was attended by Financial Commissioner, Agriculture and Rural Development, Mr. I.S. Malhi, Financial Commissioner, Finance, Mr. J. A. Excelsior Correspondent SRINAGAR, Oct 2: The mortal remains of Mr Rouf Ahmed Khan, Assistant Information Officer were laid to rest at his ancestral graveyard last evening while another Information department employee, Mr. Bashir Ahmed Tibu was bade tearful adieu this morning. Mr Rouf and Mr Tibu were among 34 persons who were killed in yesterdays terrorist attack on Assembly. The officers and employees of the Information department besides a large number of relatives and well wishers of the deceased were present during the burial. The colleagues of the departed souls kept thronging to the residences of their colleagues to personally condole their tragic death and to console the bereaved families. Director Information, K B Jandial was among those who visited the bereaved families this morning. Meanwhile, reports of condolence meetings at various district and tehsil information centres all over the state are pouring in. At Jammu, Srinagar, Delhi and Jalandhar the employees of the Information department paid glowing tributes to their comrades. At the Directorate, a condolence meeting presided by Director of Information was held here today to mourn the death of Rouf Ahmad Khan and Bashir Ahmad Tibu. Two minutes silence was observed in memory of the deceased employees. The meeting prayed for the eternal peace of the departed souls and expressed heartfelt sympathies with the bereaved families. Mr Rouf joined the department with fresh fragrance of professionalism only recently and was quick to make friends due to his politeness, sobriety and dedication. Ever smiling Rouf never shirked the assignments even at odd beats. A product mass communication department of Kashmir University, Rouf excelled in journalism while working with some reputed newspapers of the valley. His colleagues remember him as a true professional who always sought excellence and perfection in whatever he did. Bashir Ahmed Tibu was a great help in public relations wing of Kashmir division. From computer programming to disseminating news through various modes of communication channel, Tibu, as was he popularly known by colleagues, never shirked his responsibilities. He was a darling of journalists and colleagues in the office. Tibu had a burning desire to be a columnist that he could not be. Destiny, alas! |

shocked over bloodshed Excelsior Correspondent SRINAGAR, Oct 2: Various political parities and leaders have condemned yesterdays attack on State Legislative Assembly. Expressing his anguish and grief over the bloodshed caused in the explosion on Monday, J&K Democratic Liberation Party (DLP) supremo, Hashim Qureshi, has said that such an act defies the basic principles of Islam and freedom struggle". In a statement issued here this afternoon, Qureshi said that the innocent killing of civilians was not only against humanity but also contrary to to Islamic teachings. He added that again the worst sufferer were the hapless common Kashmiris. He appealed the public to resist any form of violence tooth and nail. Communist Party of India, J&K State Council has also sharply reacted to yesterdays attack. In a statement today, CPI spokesman while terming the attack as a barbaric and unacceptable act said such criminal acts would lead the attackers to no where. He asked the perpatutators of such deeds as to what they were after to achieve in killing innocent people. The spokesman appealed the all thinking and patriotic persons to unite and expose such elements. J&K National Conference while condemning the attack, said that an emergency meeting of the Party workers was held under the chairmanship of provincial president, G N Shaheen. Speaking on the meeting he said that this kind of inhuman act violates every principle of human right and expressed his deep sorrow on the killing of innocent people. Shaheen also demanded high level problem into the incident. Member Legislative Council, and chief patron of Nations Security Organisation (NSO) Javed Ahmed Shah while condemning the attack has expressed serious concern over the security lapse. According to press release, in a meeting of NSO today, Shah said that NSO was all set to uproot violence in the state. Expressing his grief over the killing of M Shafi, Deputy Secretary Legislative Council and Abdul Qayoom Under Secretary he said that it was the personal loss. J&K Pradesh Congress Committee has also condemned the attack and expressed its sorrow on the innocent killings. In a press release, the party spokesman said that the attack was a sheer inhuman act and who soever executed it be brought to book. He demanded immediate compensation for those killed or injured in the incident and sympathised with the bereaved families. |
Youth kidnapped, released after severe thrashing Excelsior Correspondent JAMMU, Oct 2: A youth was allegedly kidnapped by some scooter borne youths from the Raghunath Mandir Chowk last night and later released after beating severely. According to police, a youth identified as Sanjay Kumar, son of Balbir Partap of Chowk Chabotra was allegedly kidnapped by three scooter borne youths from the Raghunath Mandir chowk when he was passing through the area. The kidnappers took Sanjay Kumar to a house and beat him severely resulting into multiple fracture on the body of kidnapped youth. The kidnappers allegedly got signed some stamp-papers from Sanjay Kumar and threw him on Residency Road at mid night. The seriously injured Sanjay Kumar was shifted to Government Medical College Hospital and was discharged after treatment. The youth in a statement to police said that he was taken away by three youthsNiku, Sona and Pinka. The kidnapping was masterminded by Pinka and he was taken away to the house of Niku where they got stamp-papers signed from him after beating him severely. Pinka, who is the resident of Darugira Mohalla, had to take Rs 12,000 from Sanjay Kumar. Police have registered a case in this connection and started investigation to nab the accused. But no arrest was made till reports last came in. Meanwhile, a youth who was injured in a clash at cricket ground in village Chak Salaria under the jurisdiction of Ramgarh Police Station succumbed to his injuries at hospital. He has been identified as Tejinder Singh alias Babbu R/o Chak Salaria. Police has also succeeded in apprehending one of two accused who were absconding. The third arrested youth has been identified as Sunil Kumar. |

compensation for victims demanded Excelsior Correspondent JAMMU, Oct 2: Various political, social and religious organisations have widely condemned the terrorists attack on Assembly in Srinagar in which 38 persons were killed and more than 70 wounded. BJP leaders strongly condemned the militants attack on State Legislature House at Srinagar and denounced the State Government and its intelligence agencies failure and held them responsible for the attack. Mr Daya Krishan Kowal in a meeting of the party leaders expressed concern that while the terrorists were planing fresh strategies to execute more killings, the State Government was busy in making statements that terrorists were on their way to Pakistan and Afghanistan after suspending their terrorist operations in the State. He observed that had the State Government remained vigilant, the precious lives could have been saved. He accused the Pakistan for pursing double standard and said that Pakistan on one side extending support to America in its fight against terrorism and on the other side encouraging and abetting cross border terrorism. The meeting called upon the Union Govt to act appropriately against the cross border terrorism and smash all the dens of terrorists in Pakistan and PoK at an earliest. Mr R S Sharma, MLA condemned the terrorist attack on the Legislative Assembly in Srinagar and described it as a dastardly act by the militants in desperation. He said that the loss of so many precious lives of innocent people deserved condemnation from the world. He asked the security forces to be more vigilant to protect the lives of the people and to instill a sense of security among the people. A meeting of State Scheduled Tribe, Bhartiya Janata Party was held under the chairmanship of Haji Mohd Sardar Khatana in which shock was expressed over the death of 38 innocent people in attack on Assembly at Srinagar. The meeting said that lack of security arrangements in the valley was responsible for the attack. He demanded immediate compensation to the families of victims. Mr M L Munshi, Secretary, National Conference Minority Cell condemned the militants attack on Assembly in which more than 38 persons were killed and 70 wounded. In a condolence meeting convened by Mr Bodh Raj Bali, provincial president NC all the workers condemned the attack on Legislature and said that the attack showed that there has been frustration among rank and file of militants. He appealed the people to maintain peace in the State. A meeting of Youth National Conference, Kathua was held under the chairmanship of senior vice-president Mr Dharam Paul wherein attack of militants at Assembly in Srinagar was condemned. He appealed the Government to take appropriate and stern action against such anti-social elements, The meeting paid tributes to those died in attack and prayed for the speedy recovery of injured persons. President of Jammu and Kashmir Samaj Sudhar Committee Mohd Yusuf Wani condemned the brutal attack of militants on Assembly in Srinagar. He appealed the people to remain unite to fight against the militancy prevailing in the State. He asked the Chief Minister Dr Farooq Abdullah to leave the chair for Governor rule as he has failed to stop the killings of innocent people. Mr Mohinder Singh, chief organisor of Bhai Kanahiya Jee Nishkam Seva Society condemned the militants attack on Assembly in which 38 persons were killed and more than 70 injured. He said that it was very surprising on the part of the Government that Chief Minister always speaking about the security and safety of the general masses and questioned where was the security at that time when militants blasted the vehicle in front of the Assembly and went inside. He demanded high-level enquiry to look into the lapses in the security system and criticised the Union Home Minister Mr L K Advani for making statements that normalcy has been returning back to Valley. He further said that such type of statements by none other than Union Home Minister proved that he has no information about the ground realities in the State. Mr Atul Bakshi, district vice-president of Youth National Panthers Party and vice-president Mr Deepak Sharma condemned the killings of 38 innocent people in militants attack on Assembly in Srinagar. They lambasted the State Government for lack of consciousness and sense of duty to avoid such suicidal attacks. He demanded adequate compensation for the families of victims. A meeting of Dogra Sadar Sabha was held under the chairmanship of Mr Gulchain Singh Charak wherein speakers vehemently condemned the dastardly attack of militants on Assembly killing 38 persons and wounding 70 others. Mr Charak impressed upon the Central Government to remove the State Government and impose Governors rule in the State. Dr Kulwant Singh, convenor State Forum for Justice and Human Rights expressed profound grief and shock over the suicidal attack on Assembly in Srinagar. He held top police brass responsible for total failure in protecting the most important and high security premises of State Assembly. Akhil Bhartiya Anusuchit Jati Parishad in a meeting held under the chairmanship of Mr H L Hitaishi condemned the terrorist attack on Assembly in Srinagar wherein 38 persons were killed and over 70 wounded. He urged the State Government to take up this most alarming quite war type issue with Central Government for adopting strongest ever action against terrorists. They said that this is not Jihad but terrorism and this act should be condemned by all. They conveyed sympathies to the bereaved families and prayed for the speedy recovery of those injured in attack. They also demanded adequate compensation for the victims. Mr Bali Bhagat, MLA today demanded snapping of diplomatic ties with Pakistan and smashing of terrorists training camps in Pakistan and PoK in view of yesterdays attack on Assembly in Srinagar. Condemning the incident, Mr Bhagat urged the Prime Minister Mr Atal Behari Vajpayee to immediately stop peace process with Pakistan and get it declared terrorist state. The BJP leader demanded probe by a sitting Supreme Court Judge into the security lapses due to which such inhuman took place. Mr J N Saproo of All India Kashmir Pandit Conference also condemned the terrorists attack on Assembly in Srinagar. He said that this act of terrorism should be condemned by all in strong words. HC decides petition filed
by Acharaya Excelsior Correspondent JAMMU, Oct 2: Justice T S Doabia of the State High Court has decided two writ petitions filed by the students of Acharaya Shri Chandra College of Medical Sciences Jammu seeking 10 grace marks which were given to the students of the Government Medical College Jammu. In his 13 page judgment, Justice Doabia observed that he is of the opinion that the argument is good enough to hold that the petitioners cannot seek parity, however, the further question which has been urged is that the basis on which review has been made by the University is not apt, and is not in accordance with the statute. What is sought to be urged is that if the petitioners cannot get this benefit (grace marks), then this should also not be allowed to the others. By granting 10 grace marks to those who have failed, would steal a march over others who had also failed in the examination. The question would arise as to whether could resort to the procedure under Statute 55 and could rant grace marks. " The further question is as to whether there was sufficient material available with the University to constitute a committee on May 9, 2001.The Committee came to be constituted when the complaint which is relied upon the objections was not existence." This complaint came to be received on May 12, 2001. Therefore, the question would be that when the complaint was not in existence, could the University authorities visualise as to what would be the nature of the complaint?. The Justice also made many other observations before dismissing these petitions which he said were without merit. Advocates K S Johal and S Sethi appeared for the petitioners Chandan Sehgal and others, Bishan Singh and others, whiles Advocates J P Singh, H A Siddique and A H Qazi appeared for the State Medical Education Department and others. These two writ petitions were filed by the students of Acharaya Shri Chandra College of Medical Sciences, College Jammu for grant of grace marks in the pre-final MBBS regular examination in the subject ENT. These marks were given to the students of Government Medical College Jammu. The students of Private Institutions claimed for the grace marks which have been given to the students of the Government Medical College. The case of the petitioners was opposed by the respondents authority on the plea that the benefit of grace marks was given to the students of the Government Medical College Jammu on account of the fact that the complaint was preferred by the students of the Medical College Jammu. It was submitted that the petitioners belong to the different institutions and as they never complained about the manner in which the examination as conducted, therefore, they cannot claim any parity. |
More political parties condole Scindias demise Excelsior Correspondent JAMMU, Oct 2: Various organisations have condoled the death of senior Congress leader and MP Madhav Rao Scindia in plane crash and extended their sympathy to the bereaved families. Senior vice-president Congress Urban and district president of Vishal Khatri Sabha, Jammu Mrs Lalita Sabarwal paid homage to the senior Congress leader Madhavrao Scindia who was killed in a plane crash. She said that Scindia endeared himself to people of all political and ideological persuation and service to the common man. State general secretary of Janata Dal United, Ms Mohni Mohan and district president Asha Koul (Udhampur) in a joint press statement expressed deep shock over the death of Senior Congress leader and MP Mr Scindia and four jouranalists, who were killed in plane crash in UP. They said the death of very young, dedicated and popular Congress leader has caused loss to the Indian democracy and the people in general. They also extended their sympathy to the Scindia family. Senior Congress leaders from Kathua Pankaj Dogra, Naresh Sharma and Om Parkash condoled the death of eight persons including senior Congress leader Madhava Rao Scindia and four journalists. They said that the death of Mr Scindia is a national loss and the void created due to his death is difficult to fill up. He prayed for the peace to the departed soul and expressed sympathies with the bereaved families. Mr Vinod Sharma, Mr Balwinder Singh Sambyal and other Congress leaders condoled the sad and tragic demise of Madhav Rav Scindia, MP and member of Congress Working Committee in plane crash. They paid rich tributes to the departed leader and recalled his contribution towards the nation as a Union Minister on different portfolios. They said that the nation has lost a very young and dynamic leader. District Udhampur unit of Indian National Trade Union Congress in a meeting under the presidentship of Mr Som Nath expressed deep shock and anguish over the death of a senior Congress leader and held that the void created in his death will never be filled up. |

The whole story of the play Dhak Ghar revolves around the sick and orphan boy Amal who has great urge to see the outer world like birds, rocks, flower and in the same time he has a great zeal and passion to be Postman, Santri, Milkmaid even some time to be flower to serve the whole mankind but unfortunately he is not allowed to move from even one room to another following the strick warning of his ill health. Amal created his own world by imagination through the windows of the room which is the only source to look outside. Amal has also has a great desire to be a postman but his dream can only be fulfilled if the kind appoint him for the job and in the whole play he waits for the letter of king to be appointed as postman. To see his aspiration, people take it ridiculous but at the end instead of sending a letter to Amal, king personally come to see the boy Amal. The play has been directed by Varsha Dogra while Daya Ram Daya is the Associate director. |

Jammu and Kashmir Pradesh Congress Committee celebrated 132 birth anniversary of the Father of the Nation Mahatma Gandhi in a simple but impressive function. The function was held at Satwari Chowk in front of the Gandhi Jis statue. Mr Hari Singh, general secretary PCC presided over the function. Senior leaders and workers of the party paid a floral tributes to Gandhi Ji. J&K Pradesh Congress Seva Dal (I) celebrated birth annivesary of Mahatma Gandhi.
