The Prime Minister of India's entourage is not as elaborated as the US president's air force on escort, but it is not an bare as it used to be only sometime back. Even as late as seventies the Indian Prime Minister used to travel by the commercial aircraft. The country began to get...shall we say, rich? Rich or not, the Prime Minister of India's is an influential office. For, India is a force on the world scene. Of course, there is the legacy of a half-a-century's statemanship begun by Nehru and carried it out ably by his successors. And, all that development, the burgeoning markets and rising consumerism, the atomic and space prowess, have contributed their mites. It is an acknowledgment of a great nation as well as his personal stature. And today, the world listens to the Indian viewpoint with respect and reliance. This regard for India was borne out repeatedly during the recent tour of the Prime Minister. Whether it was Moscow or Washington or London, Vajpayee was listened to with deference and admiration. He spoke of the concerns of his nation as well as the region, but the elocution invariably was a spokesman-ship of the world.

Easily, the most respected politician of the world, a poet at heart and a preceptor by practice, Vajpayee is most suited for that sagely role. His grasp of the world scene is deep and sympathetic. His understanding is not belabored with any prejudice nor clouded by hypocrisy. It is a voice that is naturally respected and listened to . His telephonic communion with the world leaders is just one indication of it. His articulation of the world's worries is thus not only expected and unaffected but is also potent and true. Equally elaborate is his analysis of the domestic scene, its politics and compulsions. The democrat that he is, he is deeply concerned that the people should get involved in the nation building and that the views of all should find expression in the national perspective. Perhaps, that is the reason why he has been easily able to communicate to even his detractors. Collecting two-dozen political opinions under one banner is not a mean task as this nation has discovered in the late nineties. But them, carrying disparate shades of opinion with his has been his characteristic, whether one is speaking of the national or international level.

Government committed for speedy rural
development: Sadhotra

JAMMU, Nov 22: The Minister of State for Rural Development, Mr. Ajay Sadhotra today laid the foundation stone of the village road being constructed from Makol to Batta Talla with an estimated cost of Rs 1.34 crore in Sunderbani block of district Rajouri.

Speaking on the occasion, the Minister said that with the completion of this road the socio-economic standard of the people would improve. For providing better amenities to the villagers, he said that despite the prevailing turmoil the Government under the stewardship of Chief Minister, Dr. Farooq Abdullah is committed to accelerate the development activities in the rural areas of the State.

Later, a delegation of panchs and sarpanchs led by the National Conference District President, Mr Vipan Pal apprised the Minister about their problems. They demanded early availability of better supply of sowing seeds, irrigation facilities and provision for safe drinking water by installation of hands pumps.

On the occasion, the Minister distributed cheques amounting to Rs 1.82 lakh among the 14 houseless families under the Indra Awas Yojana.

An amount of Rs 1.88 crore has been spent in the Sunderbani block through various State and centrally sponsored schemes. Moreover, more than 84 works were generated under EAS scheme. Two medical sub-centres and a passenger shed too were completed at a cost of Rs. 6.63 lakh. Nearly, 85,000 maydays are being generated in the block during the current financial year.

The District Development Commissioner, Mr K A Khan, Assistant Development Commissioner and Executive Engineer, were also present.

Accountability, transparency imperative in
democratic polity: Speaker

JAMMU, Nov 22: The Speaker, Legislative Assembly, Mr. Abdul Ahad Vakil today said that transparency and accountability are imperative in a democratic polity and hoped that all institutions will strive to achieve the cherished goal of serving the people.

Addressing a joint meeting of chairmen of financial and other committees of the House and senior officers here this morning, the Speaker said that it is our constitutional obligation to strengthen the democratic set up so that we come up to the expectations of the people of the State.

Mr Vakil stressed for ensuring timely replies to the reports of the consultative committees so that problems of people are tackled on top priority. He asked the officers to ensure reply of action taken reports to the concerned committees by end of next month.

The Speaker also impressed for framing the rules regulating payment of medical allowance to the legislators at the earliest as an Act for the purpose has already been passed.

Mr Vakil said that a provision should be made to make the sanctioned travel expenses amount for MLAs non-lapsable as is the case with the members of parliament.

The MLAs pleaded for timely release of the stipulated amount provided under constituency development fund for early completion of projects launched under the scheme. They, inter-alia, demanded enhancement in the salary of their personal assistants. The Speaker wanted to know from the concerned departments the reasons for non-release of two installments of the constituency development fund for the years 1997-98 and 1998-99.

The meeting, among others, was attended by Deputy Speaker, Legislative Assembly, Malik Ghulam Hyder, Chief Whip of NC, Mr Mubarak Gul, Chairperson of various committees, Sheikh Abdul Rehman, Mr Mohammad Dilawar Mir, Mr Jagjivan Lal, Mirza Safdar Ali Beigh, Syed Abdul Rashid, Mr Ali Mohammad Dar, Mr Tara Chand and Mr A R Veeri.

Peerzada reviews working of Corporation

JAMMU, Nov 22: The J&K State Forest Corporation has registered increase of Rs. 1.50 crore in its revenue this year. Its revenue has touched Rs. 14.90 crore by ending October against Rs. 13.40 crore during the corresponding period last year. It sold 7.90 lakh cft timber this year against 7.42 lakh cft last year in Jammu region alone. In addition, the corporation has also sold timber worth Rs. 7.90 crore at its sale depot in Pathankot.

This was stated at a review meeting of J&K State Forest Corporation held here today with the Minister for Forests, Environment and Fisheries, Peerzada Ghulam Ahmad in chair.

The meeting was told that the Corporation has extracted 14 lakh cft timber, dry and fallen, this year upto end of October against 9.40 lakh cft extracted during the corresponding period last year. It also transported 7.53 lakhs cft from various loading points in Jammu sales depots during the same period. The meeting was also informed that transportation of the timber will be geared up to its full speed to make up the targets. The Minister was apprised that about 70 compartments were handed back to the Forest Department by SFC and more compartment are being handed over in due course of time to the Forest Department for maintenance.

The Minister while reviewing the working of the corporation impressed upon the officers to work with added zeal so as to achieve the fixed targets in time. He said the officers are accountable before public for their working and they must realise their duties and have to change their work cultural with the changing time.

Peerzada emphasized that the Jammu and Kashmir State Forest Corporation is the only corporation which is making its salaries within its own resources for a large number of staff, besides, paying royalty to the Government as well.

The Minister directed the officers to work for the betterment of the forests. He hoped the corporation will make efforts to earn more profits and will become a viable and sustainable public sector in the State.

The Managing Director, SFC, Mr. Jagdesh Kashwan while giving the resume about the working of the corporation assured the Minister that there will be no laxity in meeting the targets.

Among others, the meeting was attended by the Commissioner/Secretary Forests, Mr B S Jaswal, General Managers, Regional Managers and other senior officers of the corporation.

JAMMU, Nov 22: The Works Minister, Mr Ali Mohammad Sagar today said a new drinking water augmentation project costing Rs 540 crore for Greater Jammu would be launched next year. The Centre, he said has approved the project and assured release of funds for this purpose under Master Plan Phase-II.

Addressing a public meeting after the inauguration of Water Supply Scheme at Shastri Nagar today, the Minister said that the project was discussed with the Union Minister for Finance, Mr. Yashwant Sinha during his visit to the State recently. Mr. Sagar said that the Union Finance Minister has assured the Chief Minister, Dr. Farooq Abdullah that the funds for the project would be released shortly. He said as soon as the State Government receives the funds, work would be started immediately on the project. He said as per the project report, the water of river Chenab would be lifted near Akhnoor for supply to greater Jammu after treatment. Mr Sagar said with the completion of the project, the gap in supply and demand of the potable water in greater Jammu would be reduced to a large extent.

The Minister asked the people to make judicious use of water as the surface water resources in the State were depleting fast due to the prolonged dry spells facing the State for the past couple of years. He said the thrust now was on the exploration of ground water to augment the potable water supply in the State. He said as a part of this programme 27 tube wells were taken up for execution in greater Jammu at a cost of Rs.25 crore. Out of these, 25 tube wells have been completed while 2 more are ready for commissioning. He said 30 more tube wells are being taken up in greater Jammu under phase-II.

The Minister said the Jammu and Kashmir has already surpassed the national average of adding 50 lakh gallons of potable water per year, as during the last five years around 70 lakh to 1 crore gallons have been added in the State on an average. He said there was still shortage of drinking water in some areas of the State especially in Jammu region. He, however, appreciated the people of the region for being content with the potable water being supplied to them.

Mr Sagar said that despite heavy odds the present Government has achieved several milestones on the development front during the past five years. He said hundreds of bridges, school buildings, hospitals and other Government buildings destroyed during the militancy have been reconstructed besides, upgradation and construction of thousands of kilometers of roads. He said even the far flung and remote areas of the State were provided with road communication links and safe drinking water. Mr. Sagar said despite facing bombs, bullets and threats, the Chief Minister and his team of Ministers are visiting every nook and corner of the State to have on the spot assessment of the people’s problems and redress their grievances. He said even the detractors of the present Government have acknowledged the fact that tangible development has taken place on the infrastructural front in the State.

The Minister said although clandestine efforts have been made both within and outside to weaken the National Conference, the party has always upheld the secular and democratic character in the State. He said it is because of its belief in secularism and its concern for the people of the State that the party has always become a target of conspiracies. "But our enemies have always failed to deter us from fighting for the rights of our people and restoration of their honour and dignity ", Mr. Sagar said and added that the party will continue to remain at the services of the people in future as well and no power on earth can shake its resolve in this regard.

Mr Sagar cautioned against the efforts being made to divide the State on religious and regional lines. He said given its rich cultural heritage, multi-religious and multi-ethnic composition, Jammu and Kashmir is a miniature India and any effort to disintegrate it on religious lines would prove disastrous for the whole country. Mr. Sagar said the divisive forces were not the well wishers of the country but were its enemies as their aim is to disintegrate the whole nation on religious and regional basis. He asked the people to be cautious of nefarious designs of such divisive elements and foil their attempts to disintegrate the State.

Responding to the demand of the MLA Gandhi Nagar, Ch. Piara Singh, the Minister said that more tube wells would be installed in the area to further augment the potable water supply. He said for the smooth functioning of the newly commissioned water supply schemes, adequate staff would be recruited shortly with the consent of the concerned MLAs.

Speaking on the occasion, the Minister for Labour and Sports, S. Harbans Singh said that the achievements recorded by the present Government are before the people and they know what was the fate of the State prior to NC rule. He complimented Mr. Sagar for his untiring efforts to mitigate the sufferings of the people and said that it was due to his efforts that people in every part of the State today have better roads and adequate potable water. He called upon the NGOs, Mohalla Committees and Social Welfare Organisations to educate the people about the judicious use of potable water.

Addressing the function, Ch Piara Singh expressed gratitude to Mr. Sagar for installation of 10 tube wells in his constituency. Mr Singh said even being in opposition he had no hesitation in appreciating the commendable job done by Mr. Sagar to extend basic amenities of life to the people of the State. He also appreciated the engineers and staff of the PHE Department, Jammu.

The Minister earlier arrived to a rousing reception for the inauguration of the tube well at Shastri Nagar, which has been completed at a cost of Rs.50 lakh. The tube well would provide 4 lakh gallons of potable water per day and the areas benefiting from it include Shastri Nagar, Nanak Nagar, Patel Nagar, Rampura, Haji Pura, Last Morh Gandhi Nagar and Shastri Nagar Extension.

The Minister was accompanied by Legislators Mrs. Zubaida Salaria and Smt. Bimla Luthura besides senior officers of various engineering departments and local politicians.

JAMMU, November 22: The State Financial Corporation has sanctioned loans to the tune of Rs 66.37 crores during the last five years. Of these, Rs 19.07 crores were sanctioned in 2000-01. This year, the Corporation has a target of advancing loans of Rs 25 crores.

This was stated at the 208th meeting of the Board of Directors of the Corporation held here today. The Finance Minister, Mr. Abdul Rahim Rather, who is the Chairman of the Corporation, presided. Financial Commissioner Finance, Mr. Jalil Ahmad Khan was also present.

The Board was informed that the loans provided by the Corporation during the period has created direct employment for 7790 persons, besides indirect employment to about 13,000 persons.

The Corporation after the installation of the popular government in October 1996 has been striving hard to help and activate the economic development and to achieve this various schemes for the entrepreneurs, particularly for educated unemployed youth and artisans have been taken. New schemes for setting up of industrial units and promoting transport sector have been introduced besides raising the limit of National Equity Fund (NEF) scheme under which assistance on liberalized terms by way of term loan and soft loan are being provided to entrepreneurs with limited source for setting up of industrial units. Financing under transport sector has increased substantially.

The meeting was told that Recovery of Rs 126.28 crores has been effected during the period of five years by the Corporation. Number of measures were taken to speed up the recoveries to enable to increase the finances of the corporation and providing more loans to the new entrepreneurs. The Corporation, has also during the period from October 96 to October 2001 provided relief as waiver of interest to 2493 loanees of Rs 120 crores under various scheme of settlement and rehabilitation.

The losses of the Corporation, the Board was informed have also registered considerable decrease during the period. As against the losses of Rs 6.69 crores in 1996-97 these losses have now come down about to Rs 30 lakhs and efforts are on to wipe out these losses and run the Corporation on healthy and profitable lines.

Mr Rather called for prioritizing the recovery drive as this is very essential for overall financial health of the Corporation and he hoped that the Corporation will rise to the occasion and launch a special drive for maximum recoveries during the remaining period of the current year. So far the corporation has so far recovered 43 per cent of the recovery target fixed for the current financial year.

He emphasised for abreasting the people especially living in rural, backward and far-flung areas with the various schemes of the Corporation and the incentives available so that the maximum people are benefited from these schemes. There is a great scope for expanding the industrial base in the State. The State Financial Corporation and other financial institutions, he said can play a very important and effective role in promoting industrial culture, he added

The Managing Director of the Corporation, Mr. Vinod Gupta apprised the Board of Directors about the measures, which has helped the Corporation to sanction and disburse and record loans and speeding up the recoveries during the past five years. Measures, which resulted in reducing losses of the Corporation were also highlighted by him. Mr Gupta also gave an account of the steps that Corporation contemplates for further improving the working of the corporation.

NHPC organizes road show

JAMMU, Nov 21: National Hydroelectric Power Corporation (NHPC) Dulhasti Hydro Electric Project organised a road show at Town Hall Udhampur today.

As per a release, the show was organised as a part of mission 2012" Power For All" to educate and make aware the masses that the power is critical infrastructure and if the country has to take the advantage of revolution in information technology and to realize its dream of becoming super power it has to turn around the power sector.

Besides the Chief Engineer, Electrical Dulhasti Project, senior officers of district administration, officers from J&K Power Development Department, prominent citizens and school children participated in the road show.

Speaking on the occasion, Mr Jatinder Singh, Chief Engineer apprised the audience regarding present power scenario in the country and solicited their cooperation in implementing the blue print of the power sector development prepared by Ministry of Power Suresh Prabhu and Minister of State for Power Jayawanti Mehata. The slide projections were also presented in question and answer session. The entire presentation was very interactive and lauded by the audience.

Besides Dr R L Shant, president of the Sampriti, the well known and renowned literally figures including Prof Rehman Rahi, Prof Amin Kamili, Shafi Shauq, Dr Amar Malmohi, R L Talashi, Moti Lal Kemo and A D Majboor will read the papers in the seminar which will be of two sessions on November 24 and one session on November 25.

A Kashmiri drama under the title "Aashaq Tu Gupali" (Lover and beloved) to be presented by National Bhand Theatre, Wahthora, Kashmir will be staged on November 24 afternoon.

A Kashmiri Mushaira will also take place in which besides Mrs Bimla Raina, Messrs M L Aash, ML Kanwal, R L Jawhar, Tej Rawal, Bal Krishan Sanyasi, P N Shad, J N Sagar, Ashok Kaul, Prof A N Dhar and J L Saroor will recite their poems.

JAMMU, Nov 22: District Governor of Lion Club 321-D, Mr Vinod Mahajan last evening inaugurated and installed Lions Club Jammu City in the presence of Vice-District Governor Mr J B Singh Chowdhary and Past District Governor.

Addressing the gathering, before installating office bearers of Lions Club Jammu City, District Governor Mr Vinod Mahajan said that for any club of the Lions Club criteria of 20 members has been fixed and added that Lions Club Jammu Greater has done a great job by adding a new club and new members.

"This new club is an attractive gift for me and president of Lions Club Jammu Greater Sanjeev Goyal has taken one more step to achieve the purpose of International Association of Lions club", the District Governor said, adding "Lions Club was forced to spread message of brotherhood and communal harmony".

Mr Mahajan further said that Lions Club is not just a club like others but a big family with a large number of members. "Presently Lions Club is functioning in 187 countries across the world", he disclosed and said that in India Club has 1,60,000 members.

Cong accuses NC, BJP of befooling masses

JAMMU, Nov 22: Several senior Congress leaders today came down heavily on the National Conference leaders for their attempts to take political mileage over the return of presidential reference by the Apex Court regarding the Resettlement Act, 1982.

Terming as "absurd" the claims of vindication of stand by National Conference leaders, the Congress leaders said that the Supreme Court has simply shown its inability to answer the reference, when the controversial Bill had became an Act in 1982.

Looking to relevant extract of Supreme Court wording "having regard to the fact that the Bill became an Act in 1982, it appears to us inexpedient to answer the question in the affirmative. We would be unable to strike down the Act in this proceeding", the Congress leaders questioned where is the vindication of National Conference stand.

They said that both National Conference and Bharatiya Janata Party (BJP) are trying to befool the masses on the eve of elections to exploit their respective vote banks and added that Congress party is determined to defeat the opportunistic designs of National Conference and BJP which are attempting to hide their failures and misdeeds.

They further said that Congress will not allow the Act to be enforced, since there is strong public opinion against the same. It was rejected by the people of the State when it was enacted and now when the situation has altogether changed and the State and the nation are fighting a proxy war, it is simply foolish to think of implementing such a law.

The National Conference has failed to rehabilitate permanently and settle those who are living with us for over 54 years, after migrating from Pakistan and Pakistan-occupied-Kashmir (PoK) leaving behind everything.

Squarely blaming the BJP and NC for the alarming increase in the terrorist activities in the State particularly in Jammu region, the Congress leaders advised the BJP and NC to concentrate on containing terrorism and other burning problems concerning the people of the State instead of hiding their misdeeds and further by raking up such sensitive and controversial issues, said the joint statement of Congress leaders.

JAMMU, Nov 22: Mrs Swarn Lata, general secretary Pradesh Congress Committee (I) visited Parmandal and Samba blocks and addressed a series of public meetings at village Mandal, Sangarh and Lovely in Parmandal block and Katli, Pungth and Sordhi in Samba block.

As per a release, the people complained that inspite of repeated representations to different authorities, the Government has neglected them and did not hear their demands which included compound wall of Primary School, Higher Secondary School for Sangarh village, Primary School to Middle School at Lovely, posting of adequate staff in dispensary at Mandal and upgradation of Primary Kotli to Middle Standard.

Addressing the meetings, Mrs Swarn Lata said that National Conference wants to divide people by raising autonomy issue with the help of BJP Government and to uproot the local as well as refugees from the land allotted to them by implementing Resettlement Act which is very dangerous not only for the State but for the whole country.

She appealed the people to oppose both autonomy and Resettlement Act and said that the revenue agencies have failed to distribute compensation amount among the drought hit farmers.

She appealed the Government to provide compensation to refugees of 1947, 1965 and 1971 and atleast Rs 25,000 be sanctioned for each family.

She further said that Samba is the oldest and biggest tehsil of Jammu division and students of Samba and surrounding 300 villages have to come to Jammu for post-matric studies due to non-availability of degree college in Samba.

She appealed the authorities concerned and Chief Minister Dr Farooq Abdullah to intervene in the matter and immediately sanction Government Degree College at Samba.

Harbans for harmonious civil-military relationship

JAMMU, Nov 22: A delegation of the elected members of the Cantonment Board led by its Vice President, Chaudhary Shamsher Singh met the Minister for Labour and Sports, S. Harbans Singh toady and apprised him about lax attitude of the officials which has deprived the Cantonment of development.

During their meeting with the Minister the members revealed that no development activities have been initiated in the region during the past two years. They also alleged rampant corruption by the board officials, which has resulted in the non-execution of development activities and has added to the woes of the common masses. All this has deprived the area and its people to avail the benefits of development. Initiation of stringent action against the erring board officials also figured during their deliberations.

Lack of basic amenities like medicines and non-availability of the same to the patients and ailing persons by the staff, scarcity of safe drinking water, non-augmentation of irrigation facilities, etc. also were focussed upon.

The members informed the Minister that there are six wards falling under the purview of the Cantonment Board. Further, an amount of Rs. 3 crore for undertaking development works was not utilized by the authorities as no major civil works have been initiated till to date. During the current financial year too the board sanctioned work plan of Rs.32 lakh for the betterment of the area and for providing infrastructural facilities to the residents of the region but the same has not seen the light of the day. The members demanded immediate spending of the sanctioned amounts on construction of infrastructure.

The Minister who gave a patient hearing to the board members took a serious note of their allegations. He assured the members that the matter would be deliberated with the concerned authorities for the redressal of their genuine grievances at the earliest.

The matter, he added would also be discussed in the forth coming Civil military liaison conference as the purpose of holding such interactions is to strengthen the civil military relationship and to develop the cantonment and its environs. He also warned of stringent action against the erring officials.

The delegation besides the Vice president included Mr. R.S. Chib, Mr. Bachan Singh, Mr. Prem Singh and Mr. Hans Raj.

APS Udhampur organises Annual Day function

UDHAMPUR, Nov 22: Army Public School Udhampur organised annual day function in the school auditorium here today.

Major General Purshotam Vig, Chairman APS Udhampur was the chief guest on the occasion. Mrs Ritu Vig was also graced the occasion.

The function commenced with the lighting of traditional lamp by the chief guest, supported by Mrs Vig and the Principal of the School Mr K T Ramachandran. The Principal presented annual general report highlighting achievements of the institution.

A hush fell over the audience as the comparers—Roma Gowvardhan and Tushar Menon welcomed the guests in their own inimitable style. The cultural programme commenced immediately after the arrival of Gen Vig and lighting of lamp. The invocation dance to goddess Saraswati set the tempo for the rest of the show and the nimble footed dancers enchanted one and all.

The Nightingales of the school bewitched the audience with their melodious voices and scintillating songs. The environment related musical presented by the juniors of the school conveyed their concern and emphasized the need to take strident measures to save the environment. The audience were impressed with Rajasthani dance, Bhangra and fusion dance. The Hindi skit depicted the morass of corruption that has percolated deep into the society. The English skit War and Peace, illustrated the futility of war, the deprivation and devastation left in its wake, the tribulations and trauma suffered by the maimed and injured.

In the evening, there was impressive prize distribution ceremony and the meritorious students were honoured on this occasion. The recipients of the prestigious Pachauri Medals for the academic year 2000-2001 were—Rashi Sanson from 12th ( Sc), Halas Karma 12th (Com) and Vasundhra Baigra 12th (Arts) for having topped in their respective streams in Board exams. Keshav Benarji received the coveted Pachauri Medal for securing the highest percentage in Class X CBSE and best sportsperson medal was secured by Rajesh Trisal from Class 12th.

Indefinite fast launched by Estates Deptt enters 2nd day

JAMMU, Nov 22: Hunger strike launched by the Estates Government Employees Union against the apathetic attitude of the Department towards the casual and seasonal employees whose services have been terminated after rendering 15 years continuous servives in the Department, has caused wide spread resentment amongst the students.

As per a release various trade unions have expressed their solidarity with the striking employees of Estates Department. While addressing the employees vice president of the Union stated that on the one hand Deputy Director Estates has recommended the names of some of the choicst persons for regularisation of their services.

Addressing the employees S Baldev Singh said that on the one hand Deputy Director Estates has recommended the names of choicist persons while on the other the senior Estates Employees want to grind their own axe under the present conditions.
