US shows no pause during Ramazan

ISLAMABAD, Nov 17: Amidst conflicting reports of Taliban withdrawal from their stronghold of Kandahar, former Afghanistan President Burhanuddin Rabbani arrived today in Kabul, four days after it was captured by opposition forces, even as US warplanes, showing no pause despite the beginning of Ramazan, pounded militia positions in Kunduz and Kandahar.

The home of a key Taliban commander Jalaluddin Haqqani and a seminary were bombed near the eastern town of Khost, leaving two people dead and many others wounded, Pakistan-based Afghan Islamic Press (AIP) news agency said.

Taliban also confirmed that Osama bin Laden’s deputy Mohammad Atef was killed among seven Al Qaeda members in a US attack three days ago.

Atef is suspected of helping to plan the September 11 attacks on the World Trade Center and Pentagon that killed thousands. He directly planned the embassy bombings in Africa in 1998 that killed 224 people, according to a US indictment that charged him with murder.

Another Taliban Pashtun leader Hamid Karzai told BBC that convoys of Taliban were leaving their main power base Kandihar and moving towards the north. Aid agencies with close links to the region also reported that Taliban forces were moving out of Kandahar.

However, a spokesman of Taliban foreign ministry said Kandahar was in the "complete control" of the militia and reports of the withdrawal of Taliban were "baseless."

Taliban denied that their leader Mullah Mohammad Omar has agreed to surrender the control of Kandahar.

AIP last night reported that Mullah Omar had ordered a pullout from Kandahar to turn it over to two local Pushtun leaders.

Taliban’s request for an intervention to negotiate the surrender of over 20,000 fighters, mostly Arabs and Pakistanis, surrounded by Northern Alliance forces in the militia’s only remaining northern Kunduz province, has been rejected by the world body.

Some Taliban diplomats approached UN officials who expressed their inability to do so saying they were not equipped to negotiate the surrender as they had no presence in Afghanistan, media reported here.

Despite Ramazan US warplanes bombed Taliban positions in Kandahas and Kunduz, where upto 3,000 fighters, thought to be mainly Arabs and Pakistanis, remained encircled by Northern Alliance forces. Taliban also retreated from southwest Farah province and moved to neighbouring Helmund.

With various factions vying for power, Rabbani, who was driven out of power in 1993 by Taliban, arrived in Kabul in a jeep with black windows in a convoy of 15 vehicles accompanied by heavily armed guards.

Representatives of other factions which make up the Northern Alliance were with him in the convoy.

Amidst hectic international diplomatic efforts to establish a transitional administration in Afghanistan, UN envoy Francesc Vendrell arrived in Kabul to persuade all Afghan factions to participate in UN-backed conference next week to discuss the future of the war-ravaged country.

The UN has held out against granting Rabbani any special status and has been trying to set up talks outside Afghanistan.

Vendrell, in an interview to BBC, said that while Rabbani remained head of the Islamic state of Afghanistan, that did no necessarily mean he would be the new President.

Although UN and majority of countries still recognise Rabbani as the country’s President, many Afghan groups reject his authority.

Fears are growing that power vacuum left by Taliban’s removal will plunge Afghanistan into a chaotic power struggle among war lords and rival ethnic groupings.

Vendrell’s warning that Rabbani is not assured of the leadership came after Russia announced that it was also sending a delegation to Afghanistan to make contact with the Northern Alliance. Russia’s Defence Minister Sergei Ivanov has described Northern Alliance as Afghanistan’s legitimate Government.

Northern Alliance said they are ready to hold a gathering of traditional Afghan leaders outside the capital Kabul to set up a provisional administration.

The Alliance also said they do not want foreign troops on the Afghan soil following the arrival of British forces at the Bagram airport, north of Kabul, to secure the area for aid deliveries.

British commandos are operating at the Bagram airbase north of here without the agreement of the Northern Alliance, opposition defence minister Mohammad Quassim Fahim said.

"The British forces perhaps have an agreement with the UN but not with us," he said. In Washington, US Defence Secretary Donald Rumsfeld cautioned that despite their recent losses, "the Taliban are still there."-

He said American special forces are active in Afghanistan shooting Taliban fighters and members of Al Qaeda network.

"They are killing Taliban that won’t surrender and Al Qaeda that are trying to move from one place to another, he told reporters.

The Defence Secretary also said there was every reason to believe that Osama bin Laden was still in Afghanistan. (PTI)

PM to hold talks with opposition
No consensus on POTO at CMs meet

NEW DELHI, Nov 17: With the fate of the anti-terrorism ordinance in Parliament remaining uncertain, Prime Minister Atal Bihari Vajpayee today told a conference of Chief Ministers that he will initiate talks with opposition parties on the issue even as it failed to arrive at a consensus though it agreed on the need for a special law to combat terrorism.

The Prime Minister’s decision came after a strident criticism by opposition Chief Ministers who felt that some of the provisions of Prevention of Terrorism Ordinance (POTO) were "too harsh" and could be misused. They were also unhappy that States were not consulted on the measure.

Briefing reporters on the day-long conference on internal security, Home Minister L K Advani said there was no consensus on Prime Minister’s suggestion for establishing a federal agency to pursue and combat cases of terrorism on its own across the country.

"Most Chief Ministers were in favour of an anti-terrorism law. Some Chief Ministers while accepting the need for an anti-terrorism legislation felt that the Centre should have brought this ordinance after prior consultations with all parties," Advani said adding the States also felt there should be necessary safeguards to prevent abuse of the proposed law by the executive.

He parried a question as to whether Vajpayee would hold discussions with the opposition on POTO or a new legislation on terrorism saying it was for the Prime Minister to decide the form of his interaction.

Advani said the conference saw Government indicating its readiness for discussion with opposition parties and its "willingess to accept any suggestion to make our battle against terrorism more effective".

Asked whether Government was ready to review POTO, he said Government has all along maintained that it was open to suggestions.

Admitting that POTO became the focus of discussion at the conference, he said he was "pleasantly surprised that there were not too many differences on the (proposed) statute itself".

The "most outstanding feature" of the deliberations was uniformly constructive approach and the need to rise above party to meet the challenges of the situation as one man, he said.

About a dozen Congress ruled States as also the Left ruled West Bengal opposed POTO with Bihar going a step further by demanding its total withdrawal.

Andhra Pradesh, Tamil Nadu, Jammu and Kashmir and Haryana as also BJP ruled Gujarat, Uttar Pradesh and Himachal Pradesh came out in support of POTO, but some of them felt that there should be adequate safeguards. Interestingly, Congress partner in the Maharashtra coalition supported POTO.

Andhra Pradesh Chief Minister N Chandra Babu Naidu felt that two sections which could affect freedom of the press needed to be modified.

Asked whether the failure of the States to agree to the proposal for a federal agency was a setback to Government’s efforts on POTO, Advani shot back that the two issues were totally different and should not be mixed up.

"On federal agency, there was no agreement last time also and same was the situation this time", he said.

He sought to dismiss criticism by opposition ruled States that the issue of combating terrorism was a State subject saying it fell within the domain of residuary powers of the Constitution and was within the ambit of the Centre.

On the demand for increase in Central assistance for modernisation of State police forces, Advani said that the scheme under which the Centre was giving Rs 1,000 crores per year to the States would be reviewed next year while keeping constraints and suggestions of the Chief Ministers in view.

On the issue of citizens identity cards, he said the Centre was contemplating talks with the opposition in a bid to arrive on a consensus on it.

Replying to a question, he said that to make issuance of identity cards more effective, the Government would also consider a Central statute.

The day-long conference took note of the growing spread of organised crime and the linkages it had developed with terrorism. The need for States to enact special legislation on the lines of the Maharashtra Control of Organised Crimes Act was accepted. (PTI)

6 BSF men injured in Tral encounter
BSF cook, militant, ex-militant killed

SRINAGAR, Nov 17: While as six BSF personnel sustained injuries in a militant attack in Tral, one BSF personnel, one militant and one former militant died in different militancy-related incidents in Kashmir valley today.

Informed sources told EXCELSIOR that this afternoon militants lobbed a hand grenade on a BSF cavalcade at Magam, on Srinagar-Tangmarg road, when men of Nishat-based BSF 40 Bn were on way to their training camp in Tangmarg. The grenade fell inside the targeted vehicle and exploded. BSF’s cook, Aneek Raj died on spot and five soldiers sustained critical injuries. They were all rushed to hospital. Fearing retaliatory firing, people at the crowded bus-stand ran helter skelter. However, troops observed restraint and there was no reaction.

In wee hours today, a group of four militants attacked a camp of BSF 120 Bn near SOG headquarters at Tral. Militants fired grenades and made unsuccessful attempts to storm the formation. However, the vigilant sentries retaliated gunfire and forced the militants retreat. Blood-stains outside indicated that one militant escaped with gunshot wounds. Two BSF men sustained splinter injuries and four more were injured due to falling and crawling.

Reports from Tral added that BSF disarmed and took in custody for questioning three Auxilliary Police guards posted at the nearby Munsiff Court. Police officials have expressed their resentment but the guards had not been let off till late in the afternoon.

Later in the day, militants ambushed a patrol party of BSF 138 Bn at Pastoona, Wagad, in Tral area. BSF and the militants exchanged fire for half-an-hour. Militants were chased away but they managed to escape unharmed.

Reports from Budgam said troops of Rashtriya Rifles 35 claimed to have killed one Abdur Rasheed Ganai of Chak Sheer in an encounter at Mujpathri Raiyar. He was described as a militant.

Official sources said that in wee hours today, troops of RR 22 Bn in ambush opened fire on a suspicious movement at Hadipora, in Sopore area. One person died on spot. Later, he was identified as Khizar Mohammad Khan S/o Noor Khan of Narihal, Rafeeabad. Inquiries revealed that he was a petty timber-smuggler who was returning on horseback to his village.

Sources said that last evening unidentified gunmen shot dead a former militant of Hizbul Mujahideen, Abdur Rasheed Parray S/o Habibullah Parray of Tulmulla near Baba Hyder Sahib shrine when he was returning to his home in Ganderbal area. While as an official bulletin held the militants responsible for the killing, a Hurriyat statement alleged that Parray had been ambushed and gunned down by men of CIB. The statement claimed that a large number of people participated in Parray’s funeral and staged protest against CIB for killing an innocent person.

Ultras getting salary every month, courtesy financiers
Financial transactions worth lakhs revealed
in Hizb militant’s diary

JAMMU, Nov 17: Financial transactions worth several lakhs have been reported by a militant outfit among its cadre and harbourers—both overground and underground—in Doda district during last couple of years. Transactions by pro-Pakistan Hizbul Mujahideen were made possible by certain influential persons of the district, who arranged funds for the outfit leadership.

In a one particular month, an approximated Rs 22 lakh were distributed by ‘financial chief’ of the outfit (now dead) as monthly salaries among the Hizbul Mujahideen militants, ‘source fund’ to civilians, payments to the families of killed ultras (named as ‘shaheed fund’) and lavish expenditure of the outfit leadership.

The transactions were revealed in a diary recovered from Hizbul Mujahideen’s ‘financial chief’ Manzoor Ahmed Wani alias Karnal Nasir Khan Afridee, hailing from village Bhalla in Thathri area of Doda district. The self-styled Karnal as well as financial chief of the outfit was eliminated by STF Doda a month back in upper reaches of Marwah in Kishtwar tehsil.

Much to the surprise of Doda police, ‘Karnal Nasir’, though being a hardcore and most wanted ultra of the district was, having a visa and passport besides a credit card. As per the seized diary, which was now in possession of the district police, Karnal Nasir was having Visa No 2034678910 and Passport No. 78910. His credit card number was 3378, Bank account No 23967 and telephone No. 23766.

The militant had written the name of Dr M A Attamash, Saleem Senior and Ramzan Rather of Baramulla, Kashmir as his important contacts in the diary. He wrote his designation (in the diary) as ‘Mujahid’.

Another important clue gathered by police from the diary pertained to payment of salaries to the militants of Hizbul Mujahideen outfit after every two months. Proper record of the salaries paid to the ultras was maintained in the diary.

For making payment of salaries and other expenditures, the Hizbul ‘financial chief’ used to get payments every month or, in some cases on alternate months, from influential persons of Doda. Entire record of the payments made by the important persons to the militant leadership was maintained in the diary and was been investigated by district police officers.

Some of the financiers of the militants, whose names were written in the diary alongwith the amount paid by them, were identified as Cheeran (15,000) , Bhagwan (48,000), Abbas Ganie (12,000), Sajjad Sheikh (12,000), Majed Saheb (48,000), Umar Sahib (48,000), Akram Khan (48,000), Mehboob (11,500), Sadiq (11,500), Abid Mehmood (12,000), Dillawar Khan, Riyaz Ahmed, Shahnawaz and Tantray (all 12,000 each). Total amount paid by these persons in two consecutive months was Rs 3,94,500 and 1,68,000 respectively.

A particular personality of Doda made payment ranging between Rs 90,000 to Rs two lakh after every alternate month to the militants. Name of this important person also figured in the diary.

Salaries paid to the militants per month ranged between Rs 1000 to Rs 1800. In addition to the salaries, they were paid ration and other food items. The diary also revealed frequent purchase of non-vegetarian food, dry fruits and other costlier items by the militants.

After every fifth or sixth page of the diary, Karnal Nasir mentioned the purchase of New Clinic All Clear Dandruff Shampoo and Hair Oil. According to police sources, the name might have been used by Nasir as a ‘code’ for some kind of frequently used item.

Besides salaries to the militants, the Hizbul Mujahideen leadership also used to pay monthly emoluments to a number of families under ‘Shaheed Fund’. Investigations by police revealed that payment under ‘Shaheed Fund’ was made to the families of the local militants killed by security forces across Doda district.

The ‘family pension’ ranged from Rs 300 to 800 per month, depending on the rank of the slain terrorists. The families getting payments under ‘Shaheed Fund’ have also been identified by police with the help of diary.

In addition, the Hizbul Mujahideen leadership had also set up a ‘source fund’. Under this fund, the outfit paid a certain amount to some overground harbourers of the militants for providing ‘useful information’.

Police said they have come across a vast network, overt and covert, of Hizbul Mujahideen outfit in Doda district with help of the seized diary. Besides identifying the overground supporters of the militants and their financiers including prominent persons, the diary has also helped in locating Hizbul Mujahideen’s cadre.

The diary, a mixture of English and Urdu writing, has also exposed the lavish lifestyle of the militants. Record maintained in the diary revealed that the ultras purchased all costlier and luxurious items from the payment made to them by their financers in Doda. However, the Hizbul ‘financial chief’ was courteous enough in acknowledging the expenditure of the payment made by the individuals.

Chicken, desi ghee, makhan, whiskey, shampoos and costlier soaps were purchased by the militants frequently and their entries made in the diary.

Police said they were awaiting a nod from their top brass to lay hands on the militants’ supporters and financiers.

It may be recalled that earlier also, Doda police had recovered a diary from another slain militant in which names of some important persons, who used to held the ultras, had figured.

NEW DELHI, Nov 17: The Intelligence Bureau (IB) has discovered the nexus between pro-Pakistan militants and several journalists in India. The sensational discovery is said to be the product of electronic surveillance resorted to by the IB.

The Intelligence Bureau is also said to have received a go-ahead signal from the Union Home Ministry to close in on all those journalists in the country who are being used by pro-Pakistan militants.

According to the IB’s findings, several journalists are being used by the militants in different areas, particularly in Jammu and Kashmir, Delhi, Lucknow, Hyderabad, Bangalore and Mumbai, to close in on their VIP targets.

Pro-Pakistan militants, who are cash-rich, are also using ‘aspiring’ scribes to gain access to high-security zones for possible strikes. Highly-placed sources told EXCELSIOR that half a dozen centres had been identified as being "most vulnerable" to terrorist attacks.

These centres are Srinagar, Jammu, Delhi, Lucknow, Mumbai and Hyderabad. Sources divulged that field commanders of Lashkar-e-Toiba and Jaish-e-Mohammed have developed subtle contacts with a group of "small-time journalists".

In some cases, the ‘hired’ scribes have been provided with cellphones with cash cards. Some others, according to the IB’s findings, are given a monthly honorarium ranging between Rs 5,000 and Rs 10,000. And field commanders of the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) have promised attractive financial perks for those whose services are found "very useful".

The Intelligence Bureau is learnt to have shortlisted 15 scribes in Jammu and Kashmir as against 13 in Uttar Pradesh having a "suspicious background". The IB’s report is said to contain laudatory references to a handful of Kashmiri politicians, including the Chief Minister, Dr Farooq Abdullah, for their "valuable help" while identifying a set of J&K-based scribes.

Some senior journalists in Lucknow were equally helpful, facilitating the task of the IB functionaries in identifying those scribes who have been drawing pecuniary advantages from the pro-Pak militants. One of the three persons arrested in connection with a ‘conspiracy’ to eliminate the Home Minister, Mr LK Advani, in Lucknow recently carried a Press Information Bureau (PIB) card, issued from New Delhi under a fake name.

Recently, four small-time journalists were nabbed in Mumbai after they were found to have kept their mobile phones on during a VIP press conference and conveyed all details of VIP movement.

Sustained electronic surveillance, sources said, had revealed that they were regularly passing on sensitive information to a member of Lashkar-e-Toiba.

Cop admits links with ultras, names 3 more

JAMMU, Nov 17: A police constable, detained by Poonch police for his links with the terrorists, has told interrogators that atleast three police personnel of Surankot were aware of his anti-national activities.

The constable Fareed Mohd of Mahore, posted in District Police Lines (DPL) Poonch, has confessed his links with Pakistan-sponsored ultras, police sources from Poonch told EXCELSIOR today, adding the cop was being formally arrested.

"He (Fareed Mohd) has named three police constables of Surankot, who were aware of his (Fareed’s) links with the militants. The trio have been summoned to Poonch by police officials for questioning and ascertain their role in the militancy", the sources said describing the detained cop as a ‘prize catch’.

They said Fareed Mohd had ‘contacts and important links’ with a number of terrorists from Pakistan as well as local ultras of Poonch and Rajouri districts. Fareed has confessed having passed on ‘important information’ (pertaining to Police Department) to the militants, they added.

Sources said the interrogation of Fareed Mohd was still at a preliminary stage and could yield more vital clues regarding other police personnel’s links with the terrorists and network of the ultras in the border district of Poonch.

According to sources, about 40 photographs of the militants, which were recovered from the possession of Fareed Mohd, were also being closely investigated by the investigating officials of Poonch police.

In one of the photograph, Fareed Mohd posed with a hardcore Pakistani terrorist, the sources said. Further investigations in the case were being carried out by senior police officers.

Heavy mortar shelling in Nowshera
Barshalla massacre accused among 4 terrorists killed

JAMMU, Nov 17: An accused of Barshalla massacre in 1998 was among four terrorists killed across Doda and Rajouri district today while Pak army resorted to heavy shelling in Nowshera sector overnight, creating panic among the villagers.

Official sources said troops of 8 Rashtriya Rifles and Special Task Force (STF) Doda trapped a hardcore Hizbul Mujahideen terrorist in a hideout at village Gundana in Kishtwar tehsil this morning. After a heavy exchange of firing, the security personnel eliminated the terrorist identified as Mohd Rafiq Khandey son of Ghulam Mohd Khandey, a resident of Gundana and a ‘tehsil commander’ of Harkat-ul-Jehad Islami (HUJI) outfit.

Khandey, according to sources, was one of the accused in the massacre of 16 members of the minority community at Barshalla in Doda district in the year 1998. He was active in militancy for last six years.

Besides Barshalla carnage, Khandey was also involved in a series of other killings across the district.

One AK rifle with ammunition and two grenades were recovered from possession of the slain terrorist.

Another encounter took place between a group of terrorists with army and police at village Saji Bagla in Gurjan area of Thanna Mandi in Rajouri district this evening.

The encounter started after troops stormed a hideout of the terrorists and encountered them. After an hour long operation, army and police jawans gunned down three ultras. Identity of the terrorists hasn’t been established but all of them were believed to be foreign mercenaries.

A Pika gun, two AK-56 rifles, their ammunition, one wireless set and eight grenades were recovered by army from the scene of encounter. No casualties were reported on army or police side in the exchange of gun-battle. Police party in the operation was led by SHO Thanna Mandi police station Mohd Amin.

A civilian was injured in exchange of firing between security forces and the terrorists at village Rabtal in Chingus area of Rajouri last night. He has been identified as Abdul Hamid son of Manzoor Hussain. The injured was hospitalised.

Pakistan army shelled forward Indian positions in Janghar and Lam areas of Nowshera sector early this morning. A large number of mortar shells were fired by Pak army targeting defence and civilian locations.

However, no loss of life or damage was reported on Indian side, the sources said.

For few minutes, artillery firing was also reported in Lam. Pak army action was adequately retaliated by Indian side. Shelling and artillery firing created panic among the villagers living in forward areas.

Laden trying to acquire deadly weapons

MOSCOW, Nov 17: Expressing doubts on reports that Osama bin Laden possessed nuclear weapons, Russian Defence Minister Sergei Ivanov today said the international terrorist was trying to acquire deadly weapons, including nuclear, chemical and bacterial.

Speaking to newspersons here, Mr Ivanov said he was sure bin Laden "actually would like to obtain some kind of deadly weapons, be it nuclear, chemical or bacterial", reports Ria Novosti.

However, he expressed doubts that the terrorist actually possessed anything weighty, for example, a nuclear warhead.

Nevertheless, according to Mr Ivanov, "the non-proliferation problem is a threat as a minimum equalling that of terrorism and, possibly, becoming bigger in future."

While talking about non-proliferation of nuclear weapons and preventing them from falling into the hands of international terrorists, the minister stated that "In this respect, our interests are completely coinciding with those of the United States, in this respect we are really allies." (UNI)

5 of a family stabbed, 2 held

JAMMU, Nov 17: Five members of a family including a woman and child were seriously stabbed by a group of miscreants at village Brambhli in Phallain Mandal area under the jurisdiction of Satwari Police Station late last night. Two of the miscreants have been arrested while three others including kingpin are still absconding.

Police said that yesterday night a group of miscreants led by one Karan Singh entered into the house of Chaman Lal, son of Munshi Ram of village Brambhli and attacked him with sharp-edged weapon and ‘Lathis’.

Hearing the cries of Chaman Lal, his two brothers Darshan Lal and Beli Ram came to his rescue but the assailants also inflicted injuries on them with sharp-edged weapons leaving the trio unconscious.

Ram Pyari, wife of Chaman Lal and Des Raj, son of Chaman Lal, who also came for the rescue of Chaman Lal, were too seriously assaulted with Lathis by assailants.

Hearing the cries of whole family, some neighbours rushed to the house of Chaman Lal but by that time all the assailants had fled away from the spot leaving behind the victims bleeding profusely.

All the injured were immediately rushed to Government Medical College Hospital and their condition was stated to be critical when reports last came in.

Getting the report of incident, a police party from Satwari Police Station rushed to the spot to take the cognizance of the incident. SP South Jagdish Lal Sharma also rushed to the spot and deputed police personnel to different areas to arrest the accused. Two of the accused namely Ranjit alias Pinka, son of Ram Dass of Brambhli and Joginder Singh, son of Naseeb Singh of Suhanjana were immediately arrested.

Three other accused including kingpin Karan Singh are absconding. A hunt was on to nab them but no arrest was made when reports last came in.

Police said that one of the accused was teasing the daughter of Chaman Lal and was repeatedly warned by Chaman Lal. Yesterday Chaman Lal once again objected to the attitude of accused and asked him to desist from teasing his daughter. But accused alongwith other miscreants came to his house in the evening and critically assaulted five persons including Chaman Lal.

Meanwhile, All J&K Guru Ravi Dass Sabha has condemned the barbaric attack on minority community. A deputation of Sabha led by its president Amar Nath called on DIG Jammu-Kathua Range Dr S P Vaid and SP South J L Sharma and demanded stern action against all the assailants.

India to play active role in Afghanistan

NEW DELHI, Nov 17: Prime Minister Atal Behari Vajpayee today said India supported the war against terrorism on the firm belief that the defeat of the Taliban and the Al-Qaeda in Afghanistan was in "our own vital national interest" and declared that it would play an "active" role in establishment of a post-Taliban regime.

"We are satisfied that the war in Afghanistan is now showing all signs of coming to an early and successful conclusion. The Taliban are on the run from city after city in Afghanistan," he told the day-long Chief Ministers’ conference on internal security organised by the Home Ministry.

The Prime Minister said the United Nations was actively trying to put in place a stable, broad-based and representative administration in that country. "India will play an active and positive role in this endeavour."

He said "the audacious nature of the terrorist attacks on September 11 made it inescapable for the US to launch, within the framework of an international coalition, an offensive against Al-Qaeda and the Taliban regime in Afghanistan.

"We in India support this war not only out of a sense of solidarity with the international resolve, but also because of our firm belief that the defeat of the Taliban and dismantling of the Al-Qaeda network is in our own vital national interest".

The meeting was attended by Home Minister L K Advani, Defence Minister George Fernandes, Planning Commission Deputy Chairman K C Pant, Law Minister Arun Jaitley, most Chief Ministers and Union Territory administrators. (PTI)

83 HuM ultras fleeing from Afghanistan held

ISLAMABAD, Nov 17: Amid reports of mass exodus of foreign fighters from the Taliban camps, Pakistani border police today arrested 83 Harkat-ul-Mujahideen ultras, who were attempting to return after deserting the disintegrating militia in the war-ravaged Afghanistan.

The Harkat-ul militants who went to join the Taliban reportedly fought along with the militia in Kabul, until many in the militia suddenly fled from city a few days ago.

Reports reaching from Pakistan border town of Miran Shah said the Pakistan-based jehadi group which went to‘fight in support of Taliban and chief terror suspect Osama bin Laden were arrested by the frontier cops when they tired to enter through Boya check post.

Officials said that this was the first batch of militants who after deserting the Taliban ranks returned to Pakistan. The Government has already denied that a number of Taliban cadres had already sneaked into Pakistan.

The arrested militants were later handed over to local police for custody. They told the local media at Miran Shah that they chose to return following Talibans decision to withdraw from most of the towns and retreat into the countryside.

The ultras said that they were present in Kabul when the Northern Alliance troops entered the city but later managed to retreat in time before the Afghan capital was taken over by the opposition forces. (PTI)

Terrorist camp along Rajasthan borders

JAISALMER, Nov 17: A terrorist training camp has sprung up at Okara in Pakistan’s Punjab province bordering Sriganganagar district of Rajasthan, intelligence inputs received in this border town have said.

Citing the inputs, official sources said Pakistani’s Inter Services Intelligence (ISI) agency had started imparting weapons training to around 400 youth in a mosque in that locality.

Army officers and experts were training ‘Jehadis’, between the ages of 15 and 18, in the use of automatic weapons, remote controlled explosives and IEDs, they said. A few leaders of hard-core Islamist parties were said to have visited the camp in recent months and given anti-India lectures. The sources said new ISI chief Maj Gen Ehsan-ul-Haq had passed instructions to start new terrorist training camps in Pakistan to help step up attacks in Jammu and Kashmir. He had also issued directions to recruit new agents in India and push narcotics, weapons and fake Indian currency notes to this side of the border.
