Ensure healthy baby for healthy society Excelsior Correspondent JAMMU, Nov 16: The doctors and para-medical staff have a crucial role in ensuring healthy babies for a healthy society and a strong nation. This was stated by the Principal Secretary, Health and Medical Education, Mr HL Kadalbaju while inaugurating the Newborn Week at an impressive function at SMGS hospital, here today. He stressed the need for medical services in the Jammu and Kashmir especially in far-flung and to the weaker sections was pivotal for success of such a programme. The Newborn Week being observed from November 15 to 21 has been organised by the Department of Paediatrics, Government Medical College, Jammu. A week-long programme of seminars, discussions, lectures, field visits and camps has been drawn up for creating awareness about safe delivery, adequate neo-natal care and health of growth of infants. Mr Kadalbaju emphasised the importance of prompt and adequate management of the newborn in improving peri-natal survival and qualities of human life. Expressing concern over decline in female population, he said and added all segments of society should ensure safety and security of girl child. The Principal Secretary lamented that far-flung areas are still without much-needed medical services and called upon the medical profession to volunteer for making available such service to the people. In his welcome address, the Principal, GMC, Prof H L Goswami said all out efforts should be made by the medical profession in this critical area. He underscored need for creating neonatology awareness among the general public and secure their co-operation in this task. Prof D B Sharma, Head, Department of Paediatrics, GMC, Jammu and president, J&K Chapter of Indian Association of Paediatrics stated that objective of weeklong celebrations is to focus attention on need for safe delibvery service and sensitise the people about preventive aspects for healthful new borns. Dr Sharma, who is co-ordiinator of NNF, disclosed that high mortality in India is a challenge indeed which has to be met squarely. Besides high death rate, many are left with handicaps. So urgency of taking proper care of new borns. The week-long programme has been organised in collaboration with different agencies, official and non-official, to highlight significance of safety measures. A village is being adopted for this programme, painting and quiz competitions organised in some schools. The Director Health Service, Dr Jasbir Singh called for firm commitment by the medical profession to carry on such welfare programmes in the rural areas as well. The Director, Family Welfare and RCH, Dr P K Jandial, said reducing mortality of infants can lead to stabilising the population. He gave details of RCH services. Prof Suraj Gupte, Dr Jatinder Arora, Dr Sheetal Singh, Dr Kum Kum Sharma, Dr MP Gupta were among a large number of senior faculty members who were present. Dr G M Bhat. appointments in SKICC Excelsior Correspondent JAMMU, Nov 16: Special Judge Anti-Corruption Jammu, Mr R K Magotra today referred a corruption case against Mrs Tanveer Jahan, Director Sher-e-Kashmir International Conference Centre (SKICC) to SSP Vigilance. In the complaint, Mrs Jahan has been charged with indulging into illegal and backdoor appointments in the organisation in contravention of the rules. The complaint has been filed by Dalip Kumar Bangotra of Akhnoor wherein it has been alleged that Mrs Tanveer Jahan in her capacity as Director SKICC appointed Arshad Hussain Mir of Salar Anantnag as Conference Coordinator. She also appointed one Shahnawaz Ahmad of Ashumuqam, Anantnag as Research Officer without inviting applications. It was pointed in the complaint that on the similar ground, the Vigilance Organisation registered an FIR against several Heads of Departments for making illegal and backdoor appointments. It was submitted that a case be registered against Mrs Tanveer and other officials who resorted to illegal practices in appointing their blue-eyed boys by misusing official position. |

for fool proof monitoring, execution of centrally Excelsior Correspondent JAMMU, November 16: Appreciating performance in the implementation of various centrally sponsored schemes in Jammu and Kashmir during past two years, the Chief Secretary, Mr. Ashok Jaitly today stressed for ensuring cent per cent utilisation of funds available under these schemes this year for intensifying development effort in the State. This calls for sustained and coordinated efforts of various agencies in achieving targets, the Chief Secretary said while reviewing the status of various schemes at a meeting of the monitoring committee on centrally sponsored schemes, here yesterday afternoon. The Chief Secretary exhorted the executing agencies to lay focus on completion of various schemes so that benefits of development percolate down to the people expeditiously. He said all the departments must channelise resources at their command to intensify development effort in the State. Mr. Jaitly called for framing schemes and tailoring strategies well in advance so that execution is started with the commencement of the financial year itself. Otherwise, most of the time of a particular fiscal goes on preparing blue print, leaving very little time for execution, which is hardly desirable, particularly in a State having limited working season due to climatic conditions. The Chief Secretary observed that lack of coordination also leads to minimal utilisation of funds and stressed for improving resource availability and expenditure monitoring mechanism. He specifically sought quick utilisation of the unspent balance of various centrally sponsored schemes, wherever available. Mr. Jaitly asked for adhering to the stages set for availing of funds under centrally sponsored programmes. These include information and awareness; preparation of projects; pursuing to get sanctions; providing of State share quickly; release of State and Central share by the Finance Department; incurring expenditure; issuance of utilisation certificates; and chasing cases for getting released remaining installments of centrally sponsored schemes for better results, he added. Referring to the mechanism of releasing central share for schemes under centrally sponsored programmes, the Chief Secretary instructed for allocating the State share by various departments immediately after plan allocations are finalised. This should be their first charge for ensuring perennial flow of central funds, he said. Various executing agencies, he emphasised, must reconcile their accounts with the Planning and Development Department within 15 days. The Planning Department must hold monthly meetings of various departments to take stock of the availability and expenditure of the funds in different sectors of the centrally sponsored schemes. This will give boost to the implementation of this programme, he added. The Chief Secretary said that some funds under the programme, particularly in Rural Development, Social Welfare and Health Department are needed to be spent through NGOs and since this movement is not that strong at various places, the Panchayats could be charged with this onerous responsibility in order to benefit from the schemes. |

stone of swimming pool in DPS laid Excelsior Correspondent JAMMU, Nov 16 : The Union Minister of State for Food Processing, Prof. Chaman Lal Gupta has underscored the need for imparting value based education to the children, the future of the mighty India. Addressing a function organised in connection with the foundation laying stone of a swimming pool in the premier educational institution, Delhi Public School (DPS), here this morning, Prof. Gupta said that imparting education should not mean conferring degrees alone but it must imbibe among youngsters the commitment towards the nation and the society for giving a new direction to this great country. He said since independence over five decades back, the literacy rate has not picked up to the desired level and the country has to go many miles to achieve cent per cent literacy rate. Despite spread of education, 40 per cent population continues to live below the poverty line. The nation has a great potential, which needs to be tapped properly for achieving new heights in the field of education, he added. The function began with the lighting of the traditional lamp. The Minister for Information and Transport, Mr. Ajatshatru Singh, Minister of State for Education, Aga Syed Mehmood, parents of the students, prominent citizens, teachers and students were present on the occasion. The Vice-Chairperson, Mrs. Sharadha Nayak and Pro Vice Chairperson, DPS, Mrs. K. Ritu Singh were also present. Prof. Gupta said Jammu and Kashmir has suffered immensely due to militancy resulting in loss of thousands of precious human lives rendering hundreds of children orphan, who have no source to persue their studies. He hoped that the DPS Society, devoted to the cause of spreading quality education, would come forward to adopt these children and help them to persue studies. He sought an arrangement by DPS to enable such hapless students in remote areas to attain standard education. He expressed his happiness over the excellence achieved in different fields by the school in short span of three years. Earlier, the Chairman, DPS Society, Mr. Narendra Kumar laid the foundation stone of the Swimming Pool. The swimming pool, which will be the half of the size of the Olympic swimming pool is being constructed at a cost of Rs. 15 lakhs and would be ready by April next. In his address, Mr. Narendra Kumar said that DPS Society which is running 74 schools in different parts of the country, is committed to provide best and quality education to the students of all sections of the society including poor and the under privileged. He said the society plans to provide all latest infrastructure to its Jammu school that includes state of art sports stadium besides a swimming pool. In addition, open-air theatre is also proposed to be set up and the society has also an ambitious plan to go in for exchange programme of teachers and students to other parts of the country and abroad to enable them to know the latest trends in field of education and give them wider exposure. Mr. Kumar said the society has decided to set up a new school in Leh in April next and hoped that with the opening of these schools in the State, the students would bring pride and glory for the State in field of education. Responding to the demand of Prof. Chaman Lal Gupta, Mr. Narendra Kumar announced that the society would adopt the children of militancy victims of Doda and Kishtwar and would provide them free of cost education. He hoped that the State government would make available some of its schools in the area which could be adopted by the society for providing free education to the militancy affected children. The Chairman also announced that the society is evolving a mechanism whereunder one million students of the country would be imparted education through distant education system in next three years. The society endeavours to provide all necessary infrastructure and other facilities to the schools run by it. Several measures are being taken to ensure that the students of rural areas and those of poor sections are enrolled in the school for persuing their studies, he added. The Chairman said that what the country has achieved during the past 50-52 years in the field of education is not enough in the changed scenario. We have to devise new ways and means to meet the requirements of the 21st century, he said, adding that greater thrust has to be laid on imparting education that strengthens the great ethos of the nation based on secularism. Mr. Narendra congratulated Mr. Ajatshatru Singh and Mrs. K. Ritu Singh for their keen interest in the development of the school and said that the societys dream for opening up a branch in the city of temples would not have been fulfilled without their active participation and cooperation. He said Mr. Ajatshatrus determination and commitment to provide the best and quality education to the children of the State had prevailed over the Board to decide setting up of this prestigious institution in Jammu. The Vice-Chairperson of DPS society, Mrs. Sharadha Nayak in her address said that students should be provided such education, which would help them to face the competition lying ahead of them. She said the sense of belonging and the sense of values needs to be inculcated among the children from the very beginning and laid stress on maintaining unity among the students as it helps in strengthening the bonds of friendship and oneness. Harbans Singh has complimented the people of twin border districts of Rajouri and Poonch for their exemplary spirit of maintaining the age old traditions of communal harmony despite repeated acts of provocation from across the border saying that these districts represented a mini India in true sense. Speaking at the 23rd Annual Day Celebration of National Public School, Rajouri today, Mr. Singh said that these mountainous border districts are privileged to have given birth to great personalities like the late Prime Minister, Gulzari Lal Nanda, ex-Chief Justice of India, Mr. M.N.Poonchi, the national poet and writer, Mr. Krishan Chander and above all Baba Bandha Bahadur. The Minister said that the people of Poonch and Rajouri have always exhibited a rare example of brotherhood and mutual co-existence since times immemorial. Member Parliament, Mirza Abdual Rashid who was also present announced that a multipurpose community complex would be constructed at Rajouri town with an estimated cost of Rs.50 lakhs. He appealed the people to get benefits from Centrally sponsored schemes aimed at ameliorating the socio economic standard of the people of rural areas. He said that special schemes to provide civic amenities in the towns and the rural areas of these districts are also being taken up shortly. For this purpose, Rs. one crore has been earmarked. He appealed the people to shun political differences and come forward for bringing peace and prosperity in these districts. JKEEGA deputation calls on Slathia Excelsior Correspondent JAMMU, Nov 16: The executive body of Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) under the chairmanship of Mr Suraj Gupta, president of the Association, met Minister of Power, Mr S S Slathia. According to a press release, the association members gave the Minister a charter of demands for the betterment of engineering community at large for providing better service to public in general. The main demands which were highlighted by the Association members were running pay scale, special pay, reorganisation of PDD, separate designation for degree engineers at entry level, amendment in SRO 209, deputation posts to other departments duly filled, transfer policy and regularisation of adhoc promotions through DPC/PSC. The Minister gave a patient hearing to all the problems which power engineers were facing at present and assured to resolve them at minimum possible time. The Association had all praise for the Minister who in a brief period promoted power engineers at every cadre who were stagnating for the last several years, augmented capacity of Grid Station at Janipur, Canal, Bari-Brahamana, Sidhra and reduced the curtailment period by three hours. The Association members while describing the general policy of JKEEGA emphasised that the power engineers in totality were against giving extension to any officer serving at any cadre. Such extensions granted for vested interests sabotage the career of many engineers who are in queue. On the other hand the retirement of one senior most engineer paves the way for promotion of many others. The circumstances under which the PDD is passing does not have any room for such extension. The Minister was apprised that if done so the JKEEGA will be left with no other option but to seek justice from all other quarters. The executive members who attended the meeting included Mr Vinod Gupta, Mr Jameel Ahmed, Mr Manmohan Singh, Mr Neeraj Sharma and Mr R C Sharma. |
Shri Guru Ravi Dass Society holds meeting Excelsior Correspondent JAMMU, Nov 16: A meeting of the executive body of the Shri Guru Ravi Dass Satsang Society, Jammu was held under the convenorship of Mr Kesar Singh Ji in the premises of the Shri Guru Ravi Dass Bhawan, Krishana Nagar Jammu to review the arrangement in connection with one day Manav Kalyan Sant Sammelan being organised on November 25 in the premises of Shri Guru Ravi Dass Bhawan. According to a press release, it was decided in the meeting to facilitate the meritorious children of the biradari who have attained good academic positions during the session 2000-2001 in 8th, 10th and 12th classes. In this regard, the members of the society were requested to sent the biodata of all those children positively by November 22, 2001 to the society office, Krishana Nagar. Akhand Path on the Amrit Vani of Shri Guru Ravi Dass Ji Maharaj will also be organised. The convenor also informed the meeting that prominent saints of different deras of Northern India and Banaras have assured their participation on the day of Sant Sammelan. According to a press release, the foundation stone was laid by Mr Narender Kumar, chairman of the society in the presence of Mrs Sharda Nayak, the vice-chairperson, K Ritu Singh, pro-vice chairperson, M K Ajatshatru, president RCT and Mr S S Sodhi, board member. Prof Chaman Lal Gupta, Union Minister and Mr Aga Sahib MoS Education also graced the occasion. Mr Narendra Kumar expressed his happiness with the overall improvement of the school in the last 3 years. Speaking on the occasion he shared the vision of the society and impressed upon the school community to strive for excellence. He also announced that the school would soon have a sports stadium equipped with all facilities. Speaking on the occasion, Mrs Sharda Nayak, who is herself a product of DPS and the oldest student today dealt at length about the values for which DPS stand. Both Prof Chaman Lal Gupta and Mr Kumar were all praise for MK Ajatshastru and Mrs Ritu Singh for their effort in setting up a school where children can realise their full potential. Dr Ambedkar School Bantalab celebrates Parents Day Excelsior Correspondent JAMMU, Nov 16: Dr Ambedkar Memorial Convent School Bantalab Jammu celebrated second Parents Day in which more than 500 parents, staff members, 600 students and management members participated. According to a press release, Capt Puran Chand was the chief guest while Mr Gian Chand Dogra, founder cum managing director of Dr Ambedkar Group of Schools presided over the function. The other dignitaries included Mr Khadam Hussain Girdhawar, Chaman Lal Hans, Bhushan Kumar, Prabh Dayal, V Balaji, Sunil Arora, Seema Jamwal and other attended the function which started with national anthem and march pass. Souhard Samman to young Hindi writer Excelsior Correspondent JAMMU, Nov 16: Young Hindi writer, poet, journalist and educationist Maharaj Krishan Bharat, has been awarded prestigious Souhard Samman for 2000 by Uttar Pradesh Hindi Sansthan. He has been honoured by this prestigious award for his valuable contribution to enrich the Hindi literature. The award, which includes some cash and certificate, will be presented to Mr Bharat during a big and impressive function at Lucknow. The date for which will be announced soon. Young Bharat has previously been awarded by Chief Minister of J&K, Prime Minister and President of India for his contribution to Hindi literature. He has also been honoured by American Biographical Institute and nominated for IBAs International Directory of Distinguished leadership in 2000 and prestigious category of Man of the Year in 2001. Mr Bharat has so many books at his credit, which have been written and edited by him in Hindi. His poems have also been translated in English, Tamil, Orya and Marathi. |

two still absconding Excelsior Correspondent JAMMU, Nov 16: With the arrest of one Tanjeeb Singh alias Sunny the police today claimed to have solved the Gandhi Nagar murder case in which one Shakti Partap son of Daulat Ram was murdered by unknown persons at Gandhi Nagar on September 9, 2001. According to police, one Ashwani Kumar alias Kaka, son of Jaswant Rai of Gandhi Nagar Jammu is a known land grabber, who uses a mix of muscle and money and manipulates to grab Government/public land. In this case the plot number 423-A was about 12 marlas situated in posh locality of Gandhi Nagar valuing about more than 15 lakhs at the current rates. This land is all probability a public land. Kaka used deceased Shakti Partap as some kind of chowkidar/agent way back in 1989 to grab this public land by making him physically sit and occupy this land. Having done this, false records were created to legalise this other illegal possession. In this process two owners were artifically created namely Ashwani Kumar himself and one Tejwan with the connivance of some unscrupulous officials of the agency (J&K Housing Board) responsible for managing this particular piece of public land. Incorrect records were created regarding the ownership of this land. One papers a part of land belonging to Tejwan was sold to one Jagmohan who further sold it to Rajinder Parshad. One Dil Bahadur on behalf of another person namely Rajinder Singh son of Mahtam Singh residence of Gurha Slathia purchased the plot in its present shape from these twin owners namely Kaka and Rajinder Prashad. Rajinder Singh further sold the plot to one Shabir Ahmed Goni son of Mohammed Goni R/o Bhaderwah who was financed by the Gulam Nabi Balwan BDO, Chenani. While all these purchasing was going on Shakti Partap, who was originally an agent of Kaka became greedy and started hobnobbing with Government agencies for regularising his physical possession over the said plot with other words he refused to obey his erstwhile master and vacant the occupied plot. In the meantime, Shakti Partap had also constructed some temporary structure. Motive of the murder was, therefore, found that Kaka was anguish over refusal of his henchman to obey his order. Kaka in the meantime had accepted a lot of money from Ghulam Nabi Balwan and was under pressure to physically handover the plot to new party. Therefore he decided to kill Shakti Partap to remove the obstacle. A plot was executed by three persons namely Kaka, Tanjeeb Singh alias Suuny son of Pritam Singh, R/O H N 288/1 sector G, Sainik Colony and Inderjeet Singh alias Munna son of Phullo Singh H N 37 sector 8, Nanak Nagar. On September 23, 2001, all the three came in Santro Car and parked the vehicle at a distance of about 100 yards in the street situated towards west of the disputed plot from where they went to said plot and Kaka shot him dead from point blank range with his licenced pistol. Kaka and Muna are absconding and evading law. |

Speaking on the occasion, Dr Mustafa Kamal said that in this present era of information technology, young generation should adopt IT as field to excell. "The educated youths instead of eyeing on Government jobs should adopt Information Technology field as it is very difficult to provide Government job to each and every educated youth", he said, adding "in this era there has been wide scope for the computer literate persons". The Industries and Commerce Minister further said that with the facility of computer one can easily contact his relatives and friends at far off places through Internet and added that due to internet facility gap between the countries has been reduced. He also informed the gathering about the various schemes being framed by the Government for providing computer related education to the young generation. Mr Rajesh Kaushal said that a number of advanced computer courses are being offered in this institute and he has decided to start more courses shortly. He further said that presently Plus Computer is offering courses like Medical Transcription, advances courses related to IT and special courses for kids and house-wives besides a number of professional courses. |
