HC admits BCCI appeal in Jadejas matter NEW DELHI, Nov 6 : The Delhi High Court today admitted an appeal by the cricket board against its earlier order holding that cricketer Ajay Jadejas writ petition challenging the five-year ban on him for his alleged involvement in the match fixing scandal was maintainable. While admitting BCCIs revision petition against the single judge bench order stating that "prima facie" the board is an instrumentality of the State and courts writ jurisdiction under Article 226 of the Constitution could be extended to it, a division bench comprising Justice Arun Kumar and Justice R C Chopra said it needed to be heard in detail. Stating that though it was not expressing any opinion about the status of BCCI, the division bench said "the board is discharing such functions, which have to be discharged by the state." "Whatever maybe the technical position, yes! the board must consider that it is performing an all India function so far as managment of cricket is concerned," the court observed. Senior advocate K K Venugopal, appearing for the board in his brief arguments, said the single judge bench order has been challenged on the grounds that BCCI is a registered society and no writ direction could be issued against it by the court under Article 226 of the Constitution. The single judge bench in its iterim order on September 17 had said that Jadejas petition was maintainable and needed to be heard on merit. The division bench, however declined to stay the order of single judge bench today and said the date for hearing the matter would be fixed later. (PTI) |

BLOEMFONTEIN (South Africa), Nov 6: Unable to give up their suicidal tendencies, Indian batsmen once again fell prey on the fast and bouncy pitches as they failed in their second innings too to give South Africa an easy nine-wicket victory in the first test here today and a 1-0 lead in the three-match series. Resuming at their overnight score of 96 for one, the Indian second innings folded at 237 midway through the second session on the fourth day today with most of the batsmen falling to rash shots. First innings centurions Sachin Tendulkar and Virender Sehwag could not rework their magic this time and were out for 15 and 31 respectively, as India set a modest 54 run victory target for the home team after wiping out a huge first innings lead of 184. The South Africans, who had scored 563 in their first innings, knocked off the required runs without any trouble though the visitors had the consolation of picking up the early wicket of Herschelle Gibbs. South African captain grabbed six wickets in the second innings to claim his first 10-wicket haul in a match. The slide for India started right in the second over of the day when V V S Laxman yet again paid the price for fishing outside the off-stump. Shiv Sunder Das had started on a fluent note hitting Jacques Kallis for two boundaries in the first over and Laxman followed suit with his trademark cut to backward point fence off the first ball of the second over. But two balls later he tried to repeat that shot on a rising delivery from Pollock and only managed to give a simple catch to Kallis at second slip. Laxman made 29. Then Das did worse. He chased the first ball of the next over by Mornantu Hayward that was way outside the off-stump and snicked it to wicketkeeper Mark Boucher. That brought an inglorious end to what had been an impressive knock of 62 runs by opener from Orissa who hit 13 fours in his 96-ball stay. That score of 62 remained the highest of the innings as the other batsmen simply did not last long enough to contribute anything substantial to the Indian total. With the pitch behaving inconsistently, captain Sourav Ganguly and Tendulkar were troubled by the uneven bounce. In fact, Tendulkar was hit on his knuckles by the very first ball he faced and required treatment. The loss of two quick wickets brought the scoring to a halt as Tendulkar and Ganguly waited to get a feel of the pitch. An exquisite shot off the backfoot through the covers for four by Tendulkar moved the scoreboard for the first time after four overs. Ganguly too got off the mark in the next over off Hayward with a slash over gully which went scurrying to the fence. Two balls later, Ganguly played an on-drive and the Indians ran for the first time since the morning. Hayward gave Ganguly the width to play his shots and the Indian captain capitalised on that hitting him for three of his five fours. However, the duo had added just 46 runs for the fourth wicket when the Indians received a severe jolt. Tendulkar too fell while chasing a widish delivery, caught at gully by Gibbs off Kallis for just 15. With the Indians still a good 30 runs in deficit, the home team started eyeing victory. Tendulkar was the 100th test victim of Kallis who became the first South African and the eighth all-rounder in the world to complete the double of 3,000 runs and 100 wickets. He joined the exclusive club led by Kapil Dev and including Ravi Shastri, apart from Tony Greig and Ian Botham of England, Gary Sobers of West Indies, Imran Khan of Pakistan and Sir Richard Hadlee of New Zealand. Ganguly and Sehwag then helped India wipe out the deficit - a gentle push on the backfoot by the captain which pierced fielders at mid-on and covers on way to the boundary saw the total cross 184 - but could not remain long enough to ensure a healthy lead. Ganguly was hit on his knees by a low delivery from Hayward and in the next over, the last before lunch break, he was dismissed off the very first ball. Ganguly once again exposed his weakness against the rising delivery and failed to get away from a well-directed short ball by Makhaya Ntini which kissed his bat on its way to Boucher. Sehwag, hit some crackling strokes and batted confidently as he overtook Ganguly, later out for 30, in the twenties. He was lucky to have survived though when Neil McKenzie dropped him at square leg when he was on 16 and the total 170 for 4. India took lunch at 191 for five, seven runs ahead of the South African total. But immediately after the break, Sehwag was dismissed and that started a collapse that saw the next three wickets fall in space of 11 runs. Sehwag, who looked to be continuing from his superlative first innings knock, was caught in two minds whether to play at a Pollock delivery or not and the indecision led to an inside edge that crashed into his stumps. Sehwag made 31. Kumble and Deep Dasgupta, who scored four runs each, could justifiably claim to have been at the receiving end of unfortunate decisions by umpires but that could hardly have made any difference to Indias fortunes. Kumble was adjudged leg before wicket to a Hayward delivery that was clearly going down the leg-stump while Dasgupta was given out caught behind when even the wicketkeeper was not sure of the edge. India were nine down at 206 before a cameo partnership between Javagal Srinath and Ashish Nehra added 31 runs for the last wicket. The two showed remarkable application and hit a couple of good looking shots. But they could only prolong the inevitable as a target of 54 was anything but challenging. Srinath was finally out for 16 while Nehra remained unbeaten on 16. 50th All India Police
Hockey Championship Excelsior Sports Correspondent JAMMU, Nov 6: Having conceded no goal and remaining the highest goal scorer upto quarter-finals, Jammu and Kashmir Police, however, failed to maintain the same spirit for the first time today as they were knocked out of the tournament by Central Industrial Security Force (CISF) in the semifinals of 50th All India Police Hockey championship played at KK Hakhu Stadium here tomorrow. Punjab Police that beat Border Security Force (BSF) in the second semifinals, will take on CISF in the final of the tournament being played tomorrow at 3 pm. The Jammu and Kashmir Police, who scored highest 29 goals against and conceded none, were considered to be an equally well side in the semi-finals wherein they faced the CISF. However, underdogs CISF, with high spirit after beating BSF in the quarter-finals, turned the tables against the hosts J&K Police beating latter by two goals to nil this afternoon. Jammu and Kashmir which had made a start with beating of drums by home crowd spread all over the jam-packed Stadium failed to full-fill desires of the crowd when they lost control over their game after conceding first goal of the tournament. Whileas, the CISF side who had noticed the weak points of the hosts and spotted the crucial positions occupied by Mandeep Singh and Gurjeet Singh, spared little chance for the J&K Police to reduce the margin and take lead. Cyril Ekka, who played a crucial game for the CISF against BSF, created panic in the hosts camp as and when he entered the goal area with ball right under his stick. Young Mandeep, who too came to the rescue of the hosts whenever latter faced difficult moments, was being taken seriously by the CISF defence, who never allowed him to act inside the circle. However, Mandeep got a chance of scoring the first goal for J&K, when a scoop attempt made by him from the left flank went out of the net just touching the goal bar in 10th minute. Smelling more similar attacks form Mandeep, CISF started playing long passes to avoid any confrontation inside their goal area. And it took CISF a few minutes to take control of the game resulting into three goal attempts made by Cyril Ekka within five minutes play. His first move was foiled by goal-keeper Mohd Amin, followed by second, which again got the similar treatment inside the circle. Success came for the Cyril Ekka in the 19th minute when he attempted a direct hit from the centre of the circle touching the goal-keepers right hand. After going down by one goal, J&K turned defensive, which helped them in protecting their goal area, but later it proved costlier for them when CISF continued their attacks and got a couple of penalty corners. Soon the time came for the second goal against J&K Police when Arvind Sharma converted a penalty corner into the goal in the 30th minute of the making it 2-0 at the end of the first half. After the breather, both sides played a dilly dallying battle, which lacked proper finishing from both sides, for 25 minutes, but in the remaining ten minutes, J&K put-in best of their efforts to make some change on the board, but it was too late to fight back and their dream for the final berth got shattered. Shakil Qureshi and R V Shelar were umpires in this match, wherein CISF had won the toss and choose the side. Earlier, in the first semi-final played this morning, BSF played the game and Punjab Police scored the goals making it 4-0 victory and a berth in the final. BSF men fought well the star-studded side of Punjab Police but their poor finish haunted them throughout. While on the other hand, Punjab Police never missed the chance that came their way. Three of the four goals from Punjab Police were scored by Jagbir Singh in the 5th, 53rd and 68th minute, while the fourth goal came through Sarab Singh in the 16th minute. In this match Shakil Qureshi and Blaise Monterio were the umpires. Now, Jammu and Kashmir Police will meet BSF for the third place in the hard liner at 9 am tomorrow, while the final will be played between Punjab Police and CISF. Asked for his comments, Punjab Police coach and former India captain Pargat Singh said, "no doubt there were series of attack from the BSF, but, except a few, these were not organised attacks on us, but when we took the charge, we attacked right at the target. We set eyes on out target of winning the championship and so we are going towards right direction". It was not the first encounter we had with the BSF, we used to practice together and meet each other on number of occasions in other tournaments also, he further informed. |
IHF lacking professionalism,
says Pargat Singh By Sanjeev Sharma JAMMU, Nov 6: With weak system, non-technical people at the helm of affairs, all is not well with the Indian Hockey Federation thereby required the services of professionals in both marketing and decision making bodies. This was stated by the world recognised hockey figure and Indias pride Pargat Singh in an exclusive interview to EXCELSIOR, here this afternoon. He is here as coach of Punjab Police team which is playing the 50th All India Police Hockey Championship at Jammu. Terming the total hockey system in India as "weak", the hockey wizard said, "the whole system is not working properly at all level. The players energy is mischannelised due to the non-professional approach of the people at the helm of affairs". Pargat felt that IHF must plan domestic tournaments and other programmes on a regular basis, if it really wants to improve the standard of the country. He said the competitions have not been spread to the whole year resulting into a busy schedule for the a couple of months which gave the players nothing but tiredness. However, he was of the opinion that the competitions should be spread to the whole year for which a national calendar of activities is needed. A player gets tired after playing 10 to 15 tournaments within a couple of months, so for the overall development of the game a national consensus should be created for the calendar of activities", said Pargat adding that to give the Federation a face-lift, maximum number of players should be involved in the management of the IHF. While giving stress on the countrywide calendar of activities, Pargat said that there should not be frequent changes in the national team coach. There should be proper structure under a national coach, whose tenure should be for atleast four years. Other coaches at the lower level must come directly under the national coach for smooth functioning of the system and implementation of various guidelines and smooth conduct of various activities throughout the country. "Since we were never organised, the things remained there where these were fifty years back.", he equipped. (The Indian national coachs job is most insecure in world hockey. The IHF has sacked three different national hockey coaches in the past three years-Cedric DSouza for Indias worst-ever Olympic performance in Atlanta (1996), Pargat Singh after one 4-Nation Tournament in Hamburg in 1997 (where he lost all the matches) and Vasudevan Bhaskaran for the 1998 Utrecht World Cup debacle. Interestingly, the same set of IHF officials continued throughout these debacles, with not even one having the moral compulsion to quit). Pargat, who is member of the Rules Advisory Panel of the IHF, said that the IHF has planned to make the game spectator friendly by making it easily understandable and as enjoyable as possible after initiating certain changes in the play. When the game will catch the attention of the public and a big crowd start coming to the ground, the marketing side will automatically improve. However, he stressed the need for involving the top marketing agencies in this regard. Positive thinking Pargat had all praise for the Board of Control for Cricket in India for best sale of their product. He stressed the need of similar professional approach by the IHF in selling their product. Top marketing agencies should be hired to evolve a strategy for the sale and promotion of the national game, he maintained. Pargat, who is presently coach of the Punjab Police team, had all praise for the youngman Jugraj Singh, who mastermind the Indias win in the recently held Junior World Cup as captain of the team. "Jugraj is doing well and we have a lot of expectations from him and Baljeet Singh in the next World Cup to be played at Kaula Lumpur. Jugraj is a man, who can deliver goods in penalty corner conversions, where he will be supported by Baljeet Singh Dhillon, who is master in Swooping". Asked about the Jammu and Kashmir Police team, Pargat said, "the boys, who are good in stamina, needed more competitions and exposure with the top teams of the country.Appreciation of Pargats abilities and his contribution to Indian hockey is unanimous. "Pargat was a class apart from other Indian defenders of his time. He has been a very sincere and dedicated player who maintained his physical fitness and strength by constant practice," the former India team coach Maharaj Kishan Kaushik had said about him. |
