JAMMU, Nov 5: Without naming anyone, Mr Daya Krishan Kotwal, president of State BJP today said that those who were against the bandh were playing at the hands of Chief Minister Dr Farooq Abdullah.

Addressing a hurriedly called news-conference, president of State BJP Mr Daya Krishan Kotwal said that the bandh call was opposed by only those persons who are touts of Dr Farooq Abdullah and despite being aware of the fact that bandh was against the discrimination being given to Jammu and Ladakh regions, they opposed it.

"They opposed the bandh as they are being black-mailed by Dr Abdullah by different means", he alleged and said that notices have been issued by State Government to a number of persons regarding cancellation of their State Subjects and fearing cancellation of State Subjects representatives of some organisations gave statements against this bandh call to appease the Chief Minister.

Mr Kotwal said that the successful bandh in whole of the Jammu province in protest against the regional disparity is a slap on the face of National Conference Government and its touts. "Despite stiff opposition from different quarters there was complete bandh in whole Jammu province without any violence and added that Government took many steps to make this bandh flop but all in vain as people have supported this bandh whole heartedly.

Kashmiri rulers, he said, have become a big burden on Jammu and Ladakh regions and added that the discrimination which people of both the regions have been facing for the last so many years is the creation of Congress and National Conference.

"Chief Minister Dr Farooq Abdullah had assured to bring an end to discrimination within six months after he assumed office in 1996 but even after passing off six years nothing has been done in this regard", he maintained.

Commenting on the statement of Chief Minister, Mr Kotwal said that greater autonomy is a very dangerous thing and added that the statement of Farooq was misleading as none of the political party is supporting the demand of autonomy. "None will give autonomy to Farooq in this world thus the statement is bogus and misleading", president of State BJP said, adding only discrimination is responsible for demand of statehood being raised by some organisations.

"Farooq wants to divide the State on communal lines as according to autonomy report state would be divided into seven portions", he said, adding ISI has also divided the state into seven portions by way of appointing seven commanders. Mr Kotwal further said that Dr Farooq is working on the lines of ISI but made it clear that ill-designs of National Conference would not be allowed to materailize.

He said that Jammu people have now realised the blackmaling tactics of National Conference and will not tolerated it any more and added that the intensity of discrimination can be guaged from the fact that Farooq had been playing with the sentiments of refugees of 1947 by repeatedly giving only statements and doing nothing.

About the reduction in power curtailment, Mr Kotwal said that reduction in power-cuts is enforced due to direct intervention by Home Minister L K Advani. "Mr S S Slathia is trying to add feather into his cap by making anouncement of reduction in power cuts but the facts are that Advani made arrangements for additional 350 KW power for Jammu", he claimed and added that where was Mr Slathia when employees of PDD had put the whole Jammu province at ransom by switching off the power supply recently.

Messrs Ashok Khajuria, Hans Raj Dogra, Choudhary Piara Singh, all MLAs, Chander Mohan Sharma, vice-president State BJP, Satish Sharma, president BJYM were among others who were present in the conference.

JAMMU, Nov 5: President Pradesh Congress Committee (PCC), Mr Mohammed Shafi Qureshi today claimed that his party sponsored Jammu bandh was total and peaceful.

Talking to mediapersons at PCC Headquarters here this afternoon, Mr Qureshi disputed the BJP claim that today’s bandh was observed on the call of that party saying that BJP’s call was useless as people are fully aware that the Party is in hand in glove with NC.

He said BJP is unnecessarily creating a confusion among the masses by giving the bandh calls against the NC Government in the State as the Party is in alliance with the (NC) at Centre.

He while thanking the people for supporting his party and making the bandh call a total success said, Congress has given the call one month back.

He said it should be now made clear that who is with whom instead of creating a confusion among the masses of the state and misleading them as is being done by BJP. "NC has a coalition with BJP as Mr Omar Abdullah is a Minister in Vajpayee Government and three MPs of the Party are supporting NDA Government at Centre.

The PCC chief while claiming that the bandh was total and peaceful made a strong dig at the Government for arresting 65 party workers including some top ranking leaders when they tried to take out a procession.

He said today’s bandh call was given in protest against the misgovernance of Farooq Abdullah Government and its failure to redress the grievances of the masses during its five year rule in the state. The bandh showed that people have full faith in the policies of Congress Party and they are fed up with the Dr Abdullah Government, he added.

He while lambasting at the Union Government termed it totally incompetent. He said Centre Government wants to strengthen Dr Farooq Abdullah in the state but they must know that people are not with him. "It is a unpopular Government which is leading the state towards destruction," Qureshi added.

"The Chief Minister has lost the public support and he is dependent on media advertisement now only, he said adding instead of launching an advertisement campaign Dr Abdullah should work for the welfare of masses".

The PCC chief lashed out at Chief Minister’s statement on regional autonomy in response to a question. Terming it nothing except an eyewash he said it is a ploy being used by Dr Abdullah to pass the six months in the Winter Capital.

Ridiculing at CM’s statement, Mr Qureshi said his sincerity in this regard is totally doubtful. "How can one trust a Government which took all the powers under its control in Panchayat Raj can implement the Regional autonomy report", he asked?

NC holds conference at Triath

RAJOURI, Nov 5: National Conference organisational block Committee Triath held one day political conference in which Panches and Sarpanches and other prominent people of the block participated.

As per a release provincial president of National Conference Mr Bodh Raj Bali while addressing congratulated the people of these areas for their role in maintaining peace and communal harmony despite provocations from across the border. He asserted that NC under the dynamic leadership of Dr Farooq Abdullah was committed to improve the living standard of the people of far flung areas in Jammu and Kashmir State. Mr Bali said various schemes have been launched in this regard and called upon the Sarpanch and Panches to come forward and ensure that benefit of these schemes percolate down to the interior areas. Regarding local demands raised by the Sarpanches and Panches Mr Bali assured to get these mitigated by taking up the same with concerned authorities.

Referring to bifurcation of State Mr Bali said this was a dangerous demand, Mr Bali said those making such demand were supporting the idea of Mohammed Ali Jinnah, who had advocated two nation theory. To the demand of some vested interests that forthcoming Assembly elections be held under Governor’s rule Mr Bali asserted that that such people do not believe in democracy. He informed that elections of 1996 were held under the Presidents rule under the guidance of Election Commission of India.

The local demands raised during the one day convention included Niabat for Triath area, construction of a community hall, proper accommodation to security forces which have occupied educational institutions due to which studies of the students was hampering, posting of teaching staff to open closed down schools in far off areas, posting of doctors in dispensaries and grant of OBC status to Pahari people.

Others who spoke in the conference included Messrs Mohd Sharief Tariq, former Minister and MLA Rajouri, Rattan Lal Gupta, provincial vice president, Sheikh Bashir Ahmed provincial secretary, Lt Col D S Trehan, joint secretary, Rachhpal Singh, Vipan Pal Sharma, S Nirman Singh, Bhushan Lal Uppal, Chamail Singh and Ram Lal.

Rape accused sentenced

POONCH, Nov 5: Mr Jang Bahadur Singh Jamwal, Principal District and Sessions Judge Poonch today sentenced one Mohd Sharief, son of Ghulam Hussain Doma, of village Daraba, tehsil Surankote to undergo 5 years rigorous imprisonment and a fine of Rs 10,000 for commission of offence under Section 376 RPC.

The said accused was also sentenced to one year each for for commission of offences under Sections 456, 342 and 380 RPC and a fine of Rs 500 each in default of which the accused shall undergo 6 months rigorous imprisonment.

As per prosecution the accused forcibly trespassed in the dwelling house of one Jamila Begum under guise of a militant, where she was putting up alongwith‘ alongwith her mother-in-law and Sister-in-Law Shamim Akhtar. The accused on the pistol point raped Jamila Begum and also committed forcible sexual intercourse with Shamim Akhtar and thereafter snatched Rs 2000 and a blanket at gun point. The accused seduced Shamim Akhtar three to four times during the night.

Lady Doctor Shamim Bhatti, who medically examined both the victims opined that Shamin Akhtar was subjected to sexual intercourse whereas no definite opinion regarding the sexual intercourse with Jamila Begum was formed by her.

The prosecution led the evidence which the court found reliable, cogent and convincing. Both the ladies have corroborated the statements made by them during the investigation.

The learned Sessions Judge observed that while implainting conviction the description has to be exercised in a manner and in consonance with the concept of law so as to subserve the ends of justice. The awarding of higher punishment, sentence though is within the ambit of jurisdiction of the court, does not impress upon the court to be always harsh while exercising the selection of imposition of sentence indiscriminately. Ours is a civilised society and a tooth for a tooth and an eye for an eye should not be the criteria. The function of the law courts is that of judicial reforms and the question of deterrent punishment would not arise since society would otherwise be burdened to such violent act or activities by reasons of the fact that with the advancement age the mental frame of the boys of tender age always go on changing and any arrogance being developed or a sense of revenge creeping in the society, the society will perish to the determent of its people.

Hepatitis B vaccination on 10th and 11th November

JAMMU, Nov 5: The first doze of hepatitis ‘B’ vaccination will be given to the people of Jammu and Kathua districts of Jammu province on 10th and 11th November 2001.

This was disclosed at a meeting of senior officers of health and medical Education Department chaired by the Principal secretary, Health and medical Education Department, Mr H L Kadalbaju here today and reviewed the functioning of various centrally sponsored schemes.

While reviewing the progress of National programme for control of Blindness, National Leprosy Control Programme, National TB Control programme and Aids Control programme he enjoined upon the concerned to achieve the fixed targets without any fail.

He said that in order to check female foeticides and as a sequel to the Supreme Court order the State Government is vigorously going to introduce Female Foeticides Act effectively. Interim orders to this effect have already been issued. He said Directors of Health Services Kashmir/Jammu have been asked to ensure the order to this effect are implemented in letter and spirit.

The meeting was informed that in order to keep pace with the national health policy, a draft memorandum has already been prepared for approval of State Cabinet.

He said that in order to check the smoking at public place, offices and educational institutions the State government has already issued instructions and its implementation would be ensured strictly.

Regarding administrative control of SKIMS by Health and Medical Education Department, he said that a review meeting of the functioning of the SKIMS will be taken on 17th November.

Similarly, decisions with regard to the implementation of RCH and AIDS Control Programmes were also taken in the meeting.

Primer for teaching Dogri language finalised

JAMMU, Nov 5: The Primer alongwith the Teachers Training Manual for teaching Dogri language at elementary level was finalized in a meeting chaired by Minister for Education, Mr Mohd Shafi here today.

The exercise book compiled by BOSE in consultation with Dogri Department Jammu University would be taught in the 4th and 5th standard to the students having Dogri as their mother tongue. Similar text books would be taught at primary level from the ensuing session following the Governments decision of introducing regional languages in Government schools.

Speaking on the occasion, the Minister said that two to three thousand teachers would be trained through Orientation courses in different areas to teach particular regional language in the primary schools.

The meeting was informed that text books for teaching other regional languages are also being complied by the BOSE.

The meeting was attended by Principal Secretary Education, Mr Vijay Bakiya, Chairman Board of School Education, Prof M A Charoo, Secretary BOSE Prof. Amar Rathore, Director Schools , Mr M S Khan, President Dogri Sanstha, Prof. Lalit Magotra, HOD Dogri Department JU, Prof. Veena Gupta and Retd. Prof. Champa Sharma.

Jandial given warm send-off

JAMMU, Nov 5: S Narinder Singh today took over as the new Director of Information while the officers and staff gave Mr K B Jandial, the outgoing Director, a warm send off on his posting as Administrator, Jammu Municipality.

Mr Singh has served the department in various capacities earlier also. He worked as a provincial officer and remained Joint Director of Information in the Directorate.

Mr Singh has held important assignments like Special Assistant to Director General of Police in difficult times, Jammu and Kashmir’s Public Relations Officer in Mumbai for seven year in two stints, Additional Secretary, Food and Supplies and Deputy Commissioner, Vigilance in the Relief Organization.

After assuming the charge, Mr Singh hoped that the officers and employees would continue to work with zeal and devotion and fulfill their onerous task in projecting policies and programmes of the Government.

Meanwhile, the officers and employees of the Information Department have welcomed the posting of Mr. Singh as Director Information and assured him all cooperation.

DGP takes round of PHQ

JAMMU, Nov 5: The Director General of Police, Mr A K Suri on the eve of reopening of Civil Secretariat and other move offices here today made a round of the Police Headquarters. He visited every room to take the stock of the lay out of the records.

Interacting with the heads manning different sections and other employees working at PHQ, the DGP inquired individually from them about the accommodation and other problems. During the inspection Mr Suri asked the police functionaries to invariably put up name plates on their uniform.

Earlier at his arrival at PHQ, the DGP was received by Additional DGP (Hqrs), Mr Rajan Bakshi, Additional D G Armed Force, Mr Gopal Sharma, IGP Jammu, Mr R V Raju, IGP Crime and Railways, Mr Masood Choudhary, DIG Jammu-Kathua Range , Mr S P Vaid and other senior police officers.

JAMMU Nov 5: Senior Superintendent of Police (SSP) Traffic has filed compliance report, on the directive of the State High Court, for regulating traffic effectively in the city here.

It was revealed in the compliance report that 6033 scooterist have been challaned for driving without crash-helmets, 556 two-wheelers booked for having double pillion riders, 6264 matadors/buses challaned for wrong parking and 511 conductors booked for leaping out of the vehicles.

Similarly, 433 vehicles have been challaned for crossing the white line and 743 vehicle seized for wrong parking/dropping of passengers.

It was further mentioned that 810 vehicles have been challaned for excessive smoke or plying without pollution control certificates. Also, 984 mini-buses have been booked for over-loading. Over 200 drivers have been found during vehicles without valid driving licenses.

In the compliance report, it was submitted that some steps need to be taken by agencies like RTO, PWD and JDA to ensure more effectiveness in regulating traffic.

This compliance report has been submitted by Traffic Police as per the directives of the State High Court.

Employees hold conference

RAJOURI, Nov 5: Employees held one day conference under the banner of J&K National Trade Union Front to discuss the burning problems of the State employees and workers like release of due DA instalment, regularisation of daily wagers as per SRO 64, proper GP Fund accounts and other related demands.

As per a release while addressing the conference the Minister Sayeed Mushtaq Ahmed Bukhari explained and replied the demands one by one and assured on behalf of the Government for speedy actions on their demands. He assured further to personally take up the matter with State Finance Minister for immediate settlement of the demands of Scheduled Tribe status for Pahari speaking people of Rajouri and Poonch and implementation of regional autonomy report. He said as a representative of people he was committed to support both these demands at appropriate level in the Government.

While addressing the conference Mr Mohd Gafoor Dar, state president of the Front stressed on the Government to settle all the pending genuine issues which required immediate attention of the State Government. Mr Dar urged Mr Bukhari to use his good offices for the benefit of the State employees particularly of Poonch and Rajouri districts.

Senior leaders of the Front Messrs Darshan Mangotra, Karamat Malik and others congratulated the employees for their enmass participation in the Front conference and stressed on the workers to work hard with more dedication.

Vigilance awareness week observed in RBI

JAMMU, Nov 5: "Right to information must be made a fundamental right in order to curb the corruption that has taken deep roots in our political and administrative system", this was stated by noted scholar and public figure Mr Balraj Puri while speaking on the topic of corruption in a function organised by Reserve Bank of India Jammu in connection with the Vigilance Awareness Week.

According to press release, dismissing the statements like corruption acts as a lubricant in the machinery of development or corruption is a global phenomenon’ that seek seek to justify this menace, he stressed upon the need to adopt practical, rather idealistic, measures to curb this practice. Every office must have an autonomous and independent body or mechanism that can audit the accounts and systems of that organisation without the interference of even the highest official of that institution, he said. He further added that in order to ensure a clean and honest working environment in this country, we must break the nexus of bussiness, politics and bureaucracy.

In his presidential address, Mr J B Bhoria, Regional Manager, Reserve Bank of India said that the menace of corruption is eating into the vitals of Indian society and concerted and relentless efforts are needed in order to eliminate this disease. He also added that even the richest people could not, in the long run, find solace in earning more money or spending lavishly. The ultimate satisfaction can only be derived from leading a simple lifestyle and true service of the humanity. Mr Y P Mahajan, Deputy General Manager proposed a vote of thanks.

Customers’ cheating- a common practice

While purchasing any product from the market, a conscious consumer generally seeks a valid bill and other relevant documents including the guaranty and warranty slip etc from the dealer or the shopkeeper where from he has made the purchasing so that he is not put to any trouble later on. On production of these documents the consumer can seek the services of the dealer or get the product replaced or repaired in case it becomes inoperational or develops a snag during the warranty period.

Every dealer or shopkeeper is liable to get the product replaced or repaired in case it becomes non functional within the warranty period and generally the reputed firms and businessmen do that. On receiving the compliant from their customers regarding the disfunctioning of the product these dealers lose no time in getting the same replaced or repaired.

But some black sheep in business community do not adhere to this principle. No doubt they lure the customer through advertisements regarding their products, show total courtesy to him the moment he visits their showroom or shop for making the purchasing. To lure the consumer he is told that their product has multi dimensional uses. Besides giving him an offer of making payment in installments he is also given a handsome discount.

To make the consumer fully convinced he is also given a copy of vouchers and other relevant documents including the warranty and guaranty slip. This is done so tactfully by the dealer or his agent that the consumer can never see through their trick. And how come this way a consumer will come to know that he has been cheated and has to pay through the nose as the product purchased by him will become non functional just after working for a month or so.

But even the conscious consumers get deceived and cheated some times. Taking a valid voucher or bill with the guaranty slip is not enough and you have to ensure that the dealer has mentioned the proper batch number and product number in the warranty and guaranty slip so that your case becomes more forceful in the event of any dispute regarding the non functioning of the product later.

This way you will get rid of cheating by the business community members as it is a common practice now that some members of the community are totally involved in this malpractice and default. Otherwise when the product becomes non functional, the dealer instead of replacing or repairing it adopts avoiding tactics by making excuses. They even try to buy time till the warranty or guaranty period ends.

Such businessmen despite fully knowing that they are liable to punishment under the Consumer Protection Act if proved guilty of cheating and defraud never mend their ways.

In such type of a case, a Mosfit Inverter along with the Exide battery was purchased by a customer from Inmos Energy India, Nanak Nagar on November 11 last year for Rs 9200. The mode of payment was in installments. The customer in addition to the voucher of the payment made to dealer was also given a one year’s warranty on the both the products which however became disfunctional after few days.

The inverter which did not function even few days after installation was replaced by the dealer with another one and after working for few months its battery became non functional. The customer this time again lodged a complaint with the dealer asking him to replace the same which he however, never did.

Since then the customer has made hundreds of trips to the dealer with the plea to replace the battery but to no avail. This way the consumer has not only lost his precious time but the money as well and he was put to great harassment and humiliation. But every time the concerned dealer dodged him on one pretext or the other.

The customer complaints that the battery was not functioning properly the day he purchased it and out of six batteries two were defective from the beginning.

Even the main battery dealer who had supplied the product to Inmos Energy did not agree to replace the battery for unknown reasons. This way the poor customer who has paid his hard earned money for purchasing the product has been totally cheated and deceived by the dealer.

Such cheating cases by the certain members of the business community have been reported number of times forcing the consumers to knock the doors of consumer court for justice.

It is not understood why these businessmen resort to such methods of cheating as they are fully aware that they have to yield once the matter is dragged in a consumer court as there are umpteen laws to protect the rights of consumer.
