Slathia announces reduction of power curtailment

JAMMU, Nov 3: Announcing reduction in power curtailment from nine hours to five and half hours throughout the state from tomorrow, the Power Minister, Mr S S Slathia today said that there will be no night curtailment from 9 pm onwards.

The Minister who was interacting with the members Chamber of Commerce and Industries here today, said the new curtailment schedule will be uniform for the entire state.

He said the decision was taken after the procurement of 300 mw more power from Northern Grid keeping in view the consistent demand of the people of the Jammu region and the forthcoming fasting month of Ramzan.

With the procurement of additional 300 mws the available capacity of power in the state will touch to 730 mws, Mr Slathia said, adding the procured electricity will be distributed equally in all the three regions.

He however, said the actual requirement of the state is 1460 mws and prior to additional procurement our availability was only 430 to 470 mws which means that the state was facing a shortage of over 1000 mws. But with the additional procurement this shortage has been further slashed to 730 mws he added.

This is for the first time that 300 mw additional allocation has been made during the last ten years to the state, he said, adding this was only possible due to the efforts of Chief Minister Dr Farooq Abdullah.

He however, complimented the Union Minister for Power Mr Suresh Prabhu for taking keen interest in providing additional power allocation to the state.

Seeking the cooperation of the people the Minister said his all efforts are to improve the power supply in the state and solve this problem for ever. But this can not be achieved single handedly without the cooperation of the people, he added while asking the people to refrain from misusing the electricity.

He also announced that the industrial units will be supplied 16 hours power daily and the schedule in this regard will be framed by the PDD authorities in a meeting with leaders of various industrial units here on Monday.

Admitting that the J&K State was lagging behind in power sector he said generation of electricity has been the first priority with our Government now as it is most needed to boost the industry in the state.

He said now some new projects have been taken up in hand and after the commissioning of Bhagaliyar, Upper Sind and Sewa Hydel projects this shortage will decrease.

Mr Slathia denied the charges that State Government had withheld the money of the Northern Grid and asserted that "we are the best paymasters in the country and have no shortage of money to pay the arrears to Northern Grid".

The Minister assigned the climatic conditions and decrease in water level in rivers as the main cause for the low generation of power in the state.

Warning action against the Departmental officials involved in power theft and loss of revenue, he asked the people to come with definite proof of your complaints in this regard which should be supported by an affidavit. He assured them the movement they provide him this information, he will lose no time in dismissing the official.

He said strong measures are being taken to curtail the pilferage of power and loss of revenue in the state. In the first instance tamper -proof meters will be installed outside the premises of all the domestic consumers from November 15.

The metre readers and inspectors can thus take the reading from outside and the consumer will be served the bill accordingly. This will not only improve the revenue generation but also help in curtailing the power theft as the power to consumers will be supplied as per the metre, he said.

He however, maintained that the consumer as well as the employees are responsible for the loss of revenue and the situation will not improve till both do not realise their duty. Till people are educated not to misuse the electricity we can not over come the problem, the Minister added.

He said despite the enhancement of power tariff the Government was still paying Rs 6.5 crore subsidy to people. After purchasing the per unit of power for Rs 3.35 the Government is selling it at Rs 1.35, he added.

He said many steps were taken up by the National Conference Government for the bettering of power supply in the state and the receiving Stations of Janipur, Power House Canal, Hiranagar and Udhampur were upgraded.

Regarding the pending cases of industrialists before the Department the Minister gave on spot instructions to the Development Commissioner Power to take up these cases for settlement.

Earlier highlighting the problems of the people and industry faced due to power curtailments, the president Jammu Chamber of Commerce and Industry, Mr Ram Sahai demanded certain concessions be given to the sick unit holders.

He maintained that providing of the infrastructural facilities to the industry is the prime responsibility of the Government. He demanded the sick industry holders be asked to pay the tariff on the basis of metre readings.

He also demanded that the power curtailment scheduled for Gangyal and Brahmanah be reduced to four hours a day and complete elimination of power cut during night hours. He also stressed on encouragement of non conservation of energy.

JAMMU, Nov 3: Showing least respect to the Court directive and also its own order, the officials of the Custodian Department today demolished the property and construction work of one Prem Kumar at Dilli by pass Kunjawani area.

The demolition squad was led by Deputy Custodian Abdul Majid Wani who in violation of the court directive, headed the operation.

The Court of First Civil Subordinate Judge Jammu, in its judgment today, had restrained Custodian Evacuee Property and Deputy Custodian Evacuee Property from interfering into the suit property till the next date of hearing and had listed the case for November 26, 2001.

Even the Office of the Deputy Custodian EP Jammu in its order dated November 2, 2001 had issued a show cause notice to the plaintiff to explain the position vis-a-vis the " construction work on Evacuee property" and also submit the explanation by November 5, 2001.

However, violating the court directive and also its own direction, the office of Deputy Custodian Jammu today undertook the demolition work and caused heavy damage to the construction work.

It may be recalled here that Prem Kumar was served a show cause notice that he had "started the construction of a shopping complex at Dilli by pass concerning khasra number 373 illegally. The same was challenged by the plaintiff and even showed the papers to Police Station Gangyal , who was also satisfied with the genuinety of the papers.

In the meantime, the plaintiff had moved the court and managed to obtain the stay. The office of the Custodian Department had also given time upto November 5 to the plaintiff to explain his position.

However, ignoring the court directive as well its own order, the Custodian Department "sleuths" swung into action and undertook the demolition work today.

Jammu Statehood Movement presidium holds meet

JAMMU, Nov 3: The presidium and other office bearers of All Parties Jammu Statehood Movement who met here today appreciated the concern expressed by Chamber of Commerce and Industry and some other trade organizations over frequent and uncalled for calls for bandh over trifles as these hit hard the economy and cause hardships to the common man.

As per a release APJSM however emphasized that bandh call for November 5 has special significance as it is being observed to lodge protest against continuous discriminations with Jammu region and raw deal meted out to it at the hands of powers that be in the State, dominated by Kashmiri rulers.

The bandh is being observed to press the demand for Jammu statehood, the achievement of which alone can lead to all round development of Jammu region and boost its economy in the long run and mitigate the sufferings of common man here, the movement leaders emphasized and added to achieve some high objective for the ultimate benefit of the people at large some sacrifices have to be made. The leaders said the trading community has not lagged behind other citizens of the region in making sacrifices and undergoing sufferings for the betterment of the region and well being of its people.

The movement leaders appealed the Chamber that keeping in with its long tradition of espousing the public causes and indentifying itself with the regional aspirations of Jammu, it should fully cooperate and help in making the bandh on November 5 a great success.

The meeting also decided that on November 5 the members of Movement and other activists will hold protest demonstration and take out a rally on scooters and cars and other vehicles starting from outside the office of Jammu Statehood Movement, Mian Deedo Chowk, Ambphalla, which after passing through the main streets of the city shall culminate into a demonstration at Shalamar Chowk in which various local demands would be highlighted..

Successful observance of bandh will strengthen Jammu regions solidarity and unity and serve as a warning to kashmir rulers against continuous exploitation of the people of this region in all fields and denying them their due. It will be a step towards achievement of goal of separate state of jammu, which is the only solution to all the problems of Jammu, the Movement leaders said adding that the rally shall start at 10 am on November 5.

UDHAMPUR, Nov 3: Water Works (PHE) Employees Association, district Udhampur in its working committee meeting under the chairmanship of Mr Som Nath, district president and secretary provincial body of the Association, strongly urged the Government to sanction posts also for the new water supply schemes otherwise the purpose of the said scheme gets defeated.

As per a release Mr Som Nath while speaking in the meeting said that the Works Minister Mr Ali Mohd Sagar has on various occasions in the past committed to concede the genuine demands which however have remained unfilled till date. He said that merely cutting of ribbons to inaugurate the Water supply schemes cannot serve the purpose, as man power is also required to run these schemes which are executed after spending crores of rupees.

Mr Som Nath said the daily wagers of the PHE Department have been awaiting their regularisation despite putting in more than 13 to 14 years of regular services in the Department while their counterparts in Kashmir valley despite having a meagre service at their disposal stand regularized for reasons better known to the Government.

Mr Som Nath said that the Government has adopted anti-employees policy that is why there are 202 persons engaged in Udhampur on the monthly wages of Rs 200, 9 persons at the rate of Rs 300 per month, 37 at the rate of Rs 400 per month, 3 at the rate of Rs 450, 24 persons at the rate of Rs 500 per month, five persons at the rate of Rs 600, two at the rate of Rs Rs 700 and an equal number at the rate of Rs 900 per month as also 8 persons at the rate of Rs 1350 per month, which was a crude joke with the daily rated workers as the Government has fixed minimum daily wage rate at Rs 60 per day.

Mr Som Nath stressed on the Government to stop this anti-employees policies and make a policy for equal wages to all the workers. Other demands raised in the meeting pertained to release of 2 percent DA instalment and declaring PHE Department as Essential Services by providing two and a half days extra salary to its staff.

Those who spoke in the meeting included Messrs Shiv Lal Pathania, Arjun Singh, Munshi Ram, Rattan Singh, Jagdish Magotra, Mohinder Singh, Des Raj, Shamsher Singh, Krishan Lal Dubey and others.

Nirankari Samagam preparations gain momentum

DELHI, Nov 3: Thousands of devotees of the Sant Nirankari Mission including volunteers of its Sewa Dal are busy in preparing for their biggest international together in Delhi to rededicate themselves to the most cherished cause—the cause of truth, love and peace.

As per a release, the occasion will be the 54th annual Nirankari Sant Samagam from November 10 to 12 and the venue will be the sprawling grounds on both sides of Burari Road, touching the outer Ring Road. The Samagam will be inaugurated by the spiritual head of the mission Baba Hardev Singh Maharaj.

On the behalf of Chief Minister of Delhi Mrs Sheila Dikshit, Dr A K Walia, Minister of Health and Urban Development visited the venue personally on Tuesday along with senior officers from all the departments and agencies concerned.

He went round the grounds and assured the Samagam Committee that all the installation work will be completed well in advance of the Samagam.

The vast grounds measuring about 400 acres are being converted into a tented township. The land is being levelled and provided with all the amenities and special attention is being paid to the additional area being used for the first time.

Besides arrangements for free food, a number of canteens will be set up by the Samagam Committee and run with the help of the Mission’s own devotees where tea, coffee and snacks will be available at highly subsidized rates.

The main Pandal for holding congregations is also coming up fast. Magnificent gates are being erected to give it a fascinating look. It will be surrounded by various pavilions, including an impressive exhibition on the Mission and its message.

GOL PATTAN/NEW KANACHAK, Nov 3: The fencing of 185 kilometre International Border (IB) has become a big challenge for Border Security Force (BSF) in the light of massive build-up by the Pakistani troops facing Indian border.

Talking to visiting EXCELSIOR Correspondent, senior officers of the BSF said that fencing has now become a challenge for them as rapid build-up along other side of border might be to restrict BSF from completing fencing work but made it clear that BSF is ready to take on any disruption attempt.

"We will make all possible efforts to get whole IB from Pahadpur to Chenab fenced . When the entire IB is fenced, the infiltration will surely end and Pakistan’s proxy war will receive severe set-back", the officers said, adding "our men despite braving high volume of firing including heavy caliber weapons and sabotage activities from across the border, are doing yomen’s job".

The sentinels of BSF said that completion of fencing work on 16 kilometre track in nine months has boosted the morale of jawans who have gained experience.

The BSF officers said "now we have to maintain more strict vigil and extra caution during the task of fencing, after massive build-up by Pakistani troops" and informed that a number of plans are being mooted to speed-up the task of fencing. They (Pakistani rangers) have been continuously monitoring our activities from the area which you are seeing just 30 yards from our BOP of Gol Pattan, the Commandant of the post told visiting news-men.

This Correspondent saw big bullet proof sheets erected wherever fencing work was going on so that any bullet from Pakistan side could not hit labourer and BSF personnel supervising the work. Earlier, BSF had plans to execute all the fencing work on his own but circumstance changed their plans later involved villagers in the task too.

"For flooring and Picketing we have involved local labourers and trained them to adjust to the situation along border", the Commandant disclosed and said that for fencing and concertina coil work, labourers from Punjab are being brought as they are experts in such types of work.

"Under the area of 121 Battalion 5868 metre of picketing has been completed, 5528 metre of flooring, 4670 metre of wire fencing and 1035 metre of concertina coil", the Commandant informed and said that only 300 metre of flooring, 1158 metre of wire fencing and 4833 metre of concertina coil has left in the area allotted to 121 Battalion. Under the area of 66 Battalion picketing and flooring of 2037 metre has been completed.

The BSF personnel have to suspend work in night due to more firing from the other side as compared to day time and BSF has to retaliate every time to keep the roaring guns of enemy silent.

To a question, they said fencing in Jammu is different at that of Punjab as in Jammu we are filling the portion between the two lines of fencing with concrete.

"This concrete portion restricts the growing of congress grass which could help us to keep check on infiltration and on any attempt to cut the fence", the officer said, adding at required points to facilitate entry of farmers into their fields gates would be installed. The gates would be of 16 feet length and distance between them would depend on the requirement of farmers. Around six gates falls in the area of 161 Battalion in Gol Pattan BOP.

One main thing is that all this was done by BSF personnel without any experts. "Doing such job that too without any experts is really a praise-worthy work and I have proud on those BSF men who without caring for their lives are working hard to turn our dreams into reality at an earliest", the senior BSF officers said.

As per a release, Mr Paramjit Singh said that due to bandhs all section of society suffering especially the poor and weaker sections, daily wagers, small businessman and the patients.

He further said that there are number of other ways to put before the Government the genuine problems of the people. The leaders should directly talk with the concerned ministers for the redressal of the grievances of general public and also put their demands in the Assembly.

He appealed the Chief Minister Dr Farooq Abdullah to take immediate steps in this regard so that people would not suffer more.

The meeting was also attended by Messrs Mohinder Singh, Kulwant Singh, Ajit Singh, Manmohan Singh, Rajinder Singh and Amrik Singh.

BSP in a meeting held here today reviewed the situation erupted due to bandh call given by different parties on the opening day of Darbar Move in Jammu.

The meeting said that in democracy every individual and organisation has the right to lodge protest in democratic manner but bandh call on the opening day of Darbar Move is not a good step. One should not forget that in 1987 when the Farooq Government decided to have the Secretariat permanently at Srinagar a long agitation was launched by the people in Jammu region.

The precedence of Darbar Move is in the interest of people of the State but the frequent bandh calls causes loss to the daily bread winners and the business community. The BSP appealed all the political and social organisations not to go for bandh on the opening day of Darbar Move.

President of Recognised Private Institutes Association Mr Jugal Kishore Gupta today said that Jammu bandh callers must seriously consider the advice of various bodies including Chamber of Commerce and Industry to withdraw bandh call on the opening day of Darbar Move.

He said that bandh calls need to be avoided in the larger interest of the academic career of the student community.

JAMMU, Nov 3: The Power Minister, Mr Surjeet Singh Slathia appreciated the demonstration of geysers and heaters that work on LPG the demonstration of which was given in front of Chamber of Commerce and Industry headquarters here today.

The representatives of Shri Shakti Alternative Energy Ltd Hyderabad while briefing the Minister about the functioning of the appliances said the geysers are manufactured in Spain and are being marketed in India by their company.

They said there are two types of geysers one is with five litres per minute discharge that is for the domestic use and the another is for domestic hotels and restaurants.

The Minister was informed that one cylinder lasts for whole season with the domestic geyser and for commercial purposes 10 geysers are sufficient for the hotel of 40 rooms.

They said similarly the heaters are also very effective and economical and there is upto 70 per cent saving by using these appliances as compared to the conventional electric geysers and heaters. These products are eco friendly also, they added.

On the occasion Mr Ram Sahai president Chamber of Commerce and Industry suggested that Government should encourage the consumers to use such products that save power and the same power can be used for lighting and other necessities of life.

PIPU demands inquiry into ‘controversial’ JU seminar

JAMMU, Nov 3: Terming the controversial seminar on the the topic ‘Jammu and Kashmir-The Way Ahead,’ organised recently by the 16-Corp of Northern Command in collaboration with Political Science Department of Jammu University, as a mischievous political manoeuvre, the People’s Initiative on Peace and Unity (PIPU), a front of three pro-trifurcation forces, has demanded a high level inquiry into the entire gamut of issues involved in conduct of the seminar.

The PIPU also appealed the Governor of Jammu and Kashmir Mr Girish Chander Saxena, who is also Chancellor of Jammu University, to take cognizance of the suspicious role played by the Political Science Department of JU and its HoD who was co-ordinator of the seminar.

"Far from being a purely academic exercise, the seminar turned out to be a mischievous political manoeuvre which has undermined the national interests and we demand a high level inquiry into the whole exercise," said Mr Ashwani Chrungoo, chairman of the Panun Kashmir - a constituent of PIPU, while addressing a press conference here today.

"The entire seminar was conducted in a manner as if to reflect the endorsement of academic fraternity of Jammu as well as the top army brass to the controversial proposals and solutions to the vexed Kashmir issue which have been rejected by the Parliament of India," he added.

"If one goes through the brochure of the seminar, he can guess that fate of the debate had already been sealed," he said and added that the choice of speakers clearly reflected that the entire seminar was predestined to accord legitimacy to the concepts of Greater autonomy and even ‘Azadi’ of the State.

Mr Ajatshatru Singh, general secretary of Jammu Joint Students Federation—another constituent of the PIPU, alleged that only those academicians and intellectuals were invited to the seminar who feel that Indian sovereignty can be debated.

"Notwithstanding the fact that the seminar was hosted by Jammu University, not even a single nationalist academician, intellectual known for his pro-Jammu stance, and any representative of Gujjars as well as Ladakhis was included in the list of speakers," he lamented.

Criticising the role of army in conduct of the controversial seminar and fearing politicisation of top military brass, Mr Chrungoo questioned,"how army can organise a seminar on the suggestions which have already been rejected by the Union Cabinet?"

"When the Government of India says that we can handle Kashmir on our own, the army must desist from organising such controversial seminars which only give an impression that Indian jawans are losing their morale in fight against the terrorism," he opined and disclosed that PIPU was going to send letters of protest to the Prime minister, Defence Minister and Chief of Army Staff General S Padamnabhan, in this regard.

The PIPU leaders stated that they were also not impressed by the apparent ultranationalist and jingoistic stand taken by Chief minister Dr Farooq Abdullah in his address at the seminar and alleged that ruling National Conference was the ultranationalist card to get its autonomy demand fulfilled which is in tune with the principles of two-nation theory.

"Dr Abdullah’s statement in which he said that people of the J&K State were being sandwiched between India and Pakistan, is no different from the statement of the Chief UN Military Observer in J&K describing Jammu and Kashmir as a ‘tormented country’," Mr Chrungoo observed.

"The Political Science Department of Jammu University has virtually become a hub of political subversion and the Governor should take notice of it," he stressed.

JJSF chairman Mr Kuljeet Singh and Panun Kashmir leader Mr Gurdeep Raina were also present in the press conference.

He highly appreciated the role of the institute and the managing committee for providing quality education to the students.

Mr Behari Lal one of the members of the Trust in his address said as the exodus had put the displaced community at cross roads, well meaning members of the community residing at Udhampur established and subsequently registered the Shri Bhat Memorial Trust in 1994 with noble objective of providing the education to displaced community and to preserve and promote rich socio, cultural heritage.

In a statement Dr Dubey said the meeting of senior citizens and highly placed police officers was held with Divisional Commissioner here yesterday to review the security scenario of the Jammu province in view of the increased infliltration and stepped up terrorist activities.

He said the matters like frequent power cuts especially when the security of the region is at stake , illegal land grabbing, swarming of some outsiders in religious places, encroachments of religious lands, non wearing of name plate by police personnel, keeping of long beards by the belt force personnel, search for suspected hide outs for the militants, illegal construction of colonies for a particular community and issue of identity cards of the citizens were the issues which needed to be deliberated upon.

He said but the entire exercise was an eye wash and a formality as the issues were not given the serious thought.

Dr Dubey alleged that in the past meetings it has been observed that the administration was raising these issues but practical results are never forth coming.

He said some good suggestions were put by some senior citizens at the meeting but these were brushed aside and were not attended properly. He said the meeting in fact was to project certain cronies of administration to sabotage the bandh call of November 5 which is being organised against the State Government.

He alleged the State Government is hell bent upon disturbing the normal life in Jammu region by depriving the people of their basic amenities.

State Govt’s touts trying to sabotage bandh call: JKNF

JAMMU, Nov 3: Ever since the Jammu and Kashmir Nationalist Front has given the call for Jammu Bandh on November 5, 2001, on the opening day of Durbar and subsequent support extended by different major political parties and organisations, the Government has been trying to sabotage the unity of the people of Jammu region and with this nefarious motive in mind of the Government, the vested interest of the administration has exerting utmost efforts by way of giving certain statements in the press.

This was alleged by the Jammu and Kashmir Nationalist Front in the press statement.

It was further alleged that bureaucracy, at the instance of the Government, is also trying to manipulate the things with the agents of the Government in public to sabotage the bandh call. On the other hand the campaign undertaken by the Jammu and Kashmir Nationalist Front for complete bandh in the entire Jammu region in getting tremendous support through the different trade unions, associations and social groups, transporters and students. The Gujjars and Bakerwal community has also assured full co-operation for bandh call and pledged not to sell even a single drop of milk in the market on that day. The ladies wing of JKNF is also motivating the women folk to fully involve themselves in the ensuring bandh and hold procession and meetings.

It is stated in the statement that JKNF is confident that the bandh on November 5 will be tremendous success with the support of entire Jammu region who are fed up with the governance of Kashmiri ruler since last 54 years and their dream of separate statehood of Jammu is going to be realised.

Mufti condemns attack on Lone

JAMMU, Nov 3: Jammu and Kashmir People’s Democratic Party (PDP) chief Mufti Mohammed Sayed has condemned yesterday’s attack on the life of senior Hurriyat leader, Mr Abdul Gani Lone.

Addressing a workers meeting at party headquarters, PDP president expressed concern over bid on the life of Mr Lone a day after scaling down of his security arrangements.

Taking a strong notice of the decision of the State Government to scale down security of the Hurriyat leader, Mufti criticised the NC Government for not providing security to the Hurriyat leaders despite threats to their lives. He said that keeping in view the circumstances and the threat perspective, security of the leaders requires to be beefed up, but what led the Government to decide reduction of security is not understandable.

Attack on Mr Lone’s house immediately after reduction in the security cover raises eye brows and must be proved into, the PDP president said.

"Doing away with the life of a political leader may bring a pause to his political mission but cannot bring it to a dead end", he said, adding, "such attacks could be the handiwork of those who want to seek Kashmir as a charred carcass of ravish humanity but they must bear in mind that they are playing with fire and may fall prey to it.

Attempts on the lives of political leaders and workers must be checked and dealt with sternly’’.

Mr Ved Mahajan, general secretary of J&K PDP also condemned the attack on Mr Lone’s life and described it an act of frustration.

Others who spoke on the occasion included Mr B K Vaishnavi, Murtaza Khan, Surinder Singh, Mrs Shanti Devi, Surjit Kour, Ashok Sharma and Gernail Singh.

Malhi reviews Darbar Move arrangements

JAMMU, Nov 3: Financial Commissioner, Industries and Commerce, Mr I S Malhi accompanied by Director Estates, Mr M I Kirmani, took stock of arrangements made by Estates Department in connection with Durbar Move.

According to a press release, he visited employees colonies at Poonch House, Talab Tillo, Company Bagh and B C Road Jammu.

Director Estates informed that the Department has been maintaining 3087 residential quarters of all categories at Jammu and out of this existing accommodation of 1800 Move employees have been accommodated. It was also informed that employees, having not provided Government quarters, are being provided special House Rent allowance. He further informed that, during the current financial year till date the Department has realised revenue of Rs 19.00 lacs on account of rent of quarters and other premises belonging to the Estates of Jammu.

Later, the Financial Commissioner also took round of Civil Secretariat and expressed his satisfaction over the arrangements of Department for renovation and face-lifting the Civil Secretariat.

Hashim ill, referred to AIIMS

SRINAGAR, Nov 3: Chairman JK Democratic Liberation Party, (JKDLP) Mr Hashim Qurashi is sick in Harinivas Sub Jail for the last three days. On November 1, he was taken to SKIMS Cardiology Department where the doctors examined him and after the complete check up they referred him to AIIMS New Delhi for further treatment.

They also reviewed his medicines. Hashim Qurashi has history of coronory disease. According to doctors his BP is high and he has a problem of shortness of breath.

The lawyers of Hashim Qurashi produced the doctors report before the session courts for orders of transferring him to AIIMS New Delhi. After the orders of Special Session Judge ,Mr Hashim Qurashi can be taken to New Delhi by air.

A spokesman of the JKDLP appealed the party workers and well wishers to pray for Mr Qurashi’s health.

Hashim Qurashi who had hijacked a Foker Friendship of Indian Airlines in 1971, had returned to New Delhi in December last year.

He surrendered before the authorities and was shifted to Srinagar in connection with old hijacking case. He has been under detention and prosecution since December 27 last year.
