Notorious criminal arrested in Jammu Excelsior Correspondent JAMMU, Nov 1: The police claimed to have arrested a notorious criminal hailing from Gurdaspur in Punjab from Gandhinagar area here the other day. According to SSP Jammu Mr R R Swain, a police party from Gandhinagar under the supervision of SDPO, Abdul Rouf arrested Rajesh Kumar alias Bindu alias Raju, son of Devi Ditta of Dobian Street, Kanak Mandi in Gurdaspur from Gandhinagar area of Jammu city on Oct 27, 2001. He was taken into custody under Section 54 CrPC while he was roaming under mysterious circumstances. The police claimed that during interrogation the criminal has disclosed to have committed three murders, two dacoities, twice escaped from police custody and several other cases criminal intimidation, extortion etc. He committed the murder of one Ramesh Kumar of Gurdaspur in 1986 for which he was convicted with a term of 20 years or rigorous imprisonment. He managed his release on Parole and then went underground. In 1986 he looted a petrol pump at Dhaki in Pathankot along with his associate Amlok Singh and evaded arrest. In 1990, he committed another murder at Gandhi Dham in Gujarat. In 1996, while he was facing trial and was being brought to Gurdaspur from Gujarat under police custody he managed his escape at Ajmer and remained at large. He managed being declared dead by creating circumstances in which Gujarat police was successfully misled. On Sept 21, this year he murdered one Bittoo at Dassuwa with the help of one Sukhdev Singh alias Sukha of Nanak Nagar Jammu. He took Rs 3 lakh for this contract, the police said. The SSP further claimed that this contract killer came to Jammu as he had been invited by one Rakesh Kumar alias Bittoo Kawadia, son of Sain Dass of Rampura (Nai Basti) for eliminating one Anil Mahajan alias Gulla of Shastri Nagar. The contract, however, could not be finalised because one close associate of the criminal namely Sukha intervened as he turned out to be a friend of the target. This professional killerBindu changed sides and after a meeting with Anil Mahajan alias Gulla entered into a contract to eliminate Bittoo Kawadia. During this process of chasing Bittoo, he fell into the dragnet of Gandhi Nagar police. |

The programme was presided over by District Development Commissioner Poonch Mr Aijaz Iqbal presided over who wished Mr Bhagat a happy and prosperous retired life. President Journalists Association Poonch S Harbajan Singh and vice president G M Jafri also recalled their association with Mr Bhagat. District and Sessions Judge Mr Jang Bahadur Singh, CJM Sanjeev Bhagat, Mobile Magistrate Mehmood Choudhary and Munsiff Sarfaraz Hussain Shah also graced the occasion. President Citizens Council S Krishan Singh on behalf of people of Poonch thanked Mr Bhagat for promoting the local language of the region. Excelsior Correspondent JAMMU, Nov 1: In connection with the re-opening of Durbar Move Offices, a joint meeting of legislators, prominent citizens, representatives of various social organisations, chamber of commerce and industries, divisional civil and police officers was convened here today. The Divisional Commissioner, Jammu, Mr Anil Goswami was in the chair. In the meeting various measures in order to maintain law and order situation were discussed. Speaking on the occasion, Mr Goswami sought the suggestions and also hoped that the administration would be given full cooperation by the public in general in maintaining law and order particularly at this juncture when the clouds of war-like situation are seen hovering everywhere. In this situation, it is imperative to maintain the trust of the public in the administration by seeking their cooperation and energizing their capabilities by organising the public as a whole for this purpose. Mr Goswami appreciated the suggestions putforth by various organisations to catalise the administrative machinery in the right perspective so as to ameliorate the sufferings of the public at large. He assured that all possible attempt would be made to maintain law and order and security scenario so as to facilitate the public to live in peace but added that the activities of any nefarious designs would be sternly dealt with. Earlier, legislators, representatives of various social organisations and Chamber of Commerce and Industries spoke on the occasion giving their suggestions for maintaining peace, law and order and communal harmony. It was stressed that in view of the security scenario, the power cut from 8 p.m. to 10 p.m. and even during the night hours should be avoided at any cost. Besides this, various burning problems of people in general and the problems of the people living in border areas in particular were discussed at length by various speakers by highlighting the importance of ensuring security at vital installations, proper procurement of paddy and wheat in lean season from the farmers, activisation of Red Cross Societies, Re-organisation of mohalla committees, civil defence committees, distribution of seeds among the farmers, organisation of Blood Donation camps and maintaining a close rapport between the people and the administrative machinery at the grass root level. Referring to the bandh call on November 5 which incidentally coincide the reopening of winter secretariat. Various speakers opposed the move for the bandh. The President of Chamber of Commerce and Industries at this juncture also opposed the bandh call given by various organisations as the frequent bandhs have been detrimental and damaging to the business class and industrialists in general and the poor and petty labourers in particular who are supposed to earn their livelihood by mere toiling every day. Various speakers appreciated the divisional administration for timely calling the meetings of the citizens and evolving appropriate strategy to ameliorate the lot of the people. Petition challenging removal of CJM Leh admitted Excelsior Correspondent JAMMU, Nov 1: Justice T S Doabia of the State High Court after hearing the counsels appearing for the former Chief Judicial Magistrate Leh, who was removed from the services on August 29, 2000 on the recommendations of the High Court, admitted the petition to hearing and fixed November 3 , 2001 for further orders. Earlier, the High Court issued notices to the State of Jammu and Kashmir through Commissioner/Secretary to Law Department and Registrar General J&K High Court returnable after eight weeks. Mr Vijay Kumar Atri, the then Chief Judicial Magistrate Leh was removed from the services by order of the Governor J&K on the recommendations of the State High Court on August 29, 2000. The petitioner challenged the termination on various grounds that the removal order passed was against law and acts whereas the inquiry in the allegations was conducted by then Judge Justice V K Gupta, who in the conclusion had mentioned that although the charges have not been proved strictly except two charges " yet I believe that the strict action is needed" According the petitioner, strict action doesnt mean removal. It can be transfer or other punishment. |

Puran Singh visits far-off areas of Billawar, Hiranagar Excelsior Correspondent JAMMU, Nov 1: Thakur Puran Singh, senior leader of Congress and former MLA, visited Billawar and Hiranagar and was astonished to note that no developmental works are being taken in hand and hospitals are working without medicines and adequate staff. As per a release, Mr Singh observed that school buildings were in bad shape and the condition of roads is dilapidated. He alleged that MP and MLAs funds are being misused and the people are not being provided with the basic facilities such as water and electricity and said that Government has failed to provide second and third instalment to the farmers in terms of wheat sanctioned by the Central Government on account of drought last year. While addressing series of public meetings, Thakur Puran Singh urged the Government to provide free seed and fertilizer to the drought hit farmers immediately in lieu of five kg wheat per member of the family. Mr Singh also urged the Government to deploy more companies of CRPF and BSF to restore the confidence among the people of Billawar tehsil as the people have become very panicky and have lost faith upon the National Conference and NDA Governments. He urged the Government to beef up security scenario in Kathua district and upgrade Middle School Maila. The villages visited by Mr Singh were Kahra, Dhasua, Galak, Lakhari, Arnota, Barota, Durang, Dongara, Dharamkote, Dadwara, Aglidhar, Dewal, Malti, Thain, Rampur, Dramani, Chanrodian, Tandori and Sallan. Excelsior Correspondent JAMMU, Nov 1: National Panthers Party MLA from Ramnagar, Mr Harshdev Singh has criticised the Government for non-release of funds in pursuance of decisions taken in cabinet-cum- District Development Board meeting held in Udhampur in September. In a press statement issued here today, Mr Harshdev said that during the said meeting the Chief Minister had assured the release of Rs 10 crores as additional supplement the normal district plan but regretted that not a penny had been released and neither had any of the assured works been taken up for construction. Mr Singh further said that uncertainty loomed large over the other resolutions adopted in the said meeting which included upgradation of certain schools, opening of Health Centres, Social Welfare Centres, Handicrafts Centres and construction of various roads and buildings as no action had been initiated by the concerned departments. |

The conference will start on November 2 and will conclude on November 4. Addressing a press conference, Brig Y V Suri, VSM president of the International Trauma Anaesthesia and Critical Care India, said that trauma was an enternal disease since time immemorial. "In the present day circumstances Missiles and Explosive injuries are no more restricted to armed forces but have become a global phenomenon", he said, adding, "theme of the conference is Trauma: Missiles And Explosives, which is appropriate for the present day situation and of interest not only to Surgeons and Anesthesiologists but to almost all practitioners of medical science and para medical staff, associated professionals and the population without any territorial boundary". "With the unprecedent escalation of global terrorism as the most organised crime against civilisation, the terrorist groups use missiles of various dimensions and have access to large stocks of explosive of all varieties", he said and added that the civil population at large in the home turf as well as abroad is equally expose to the menace of missiles and explosive injuries as the armed forces. The conference will be conducted over three days. The venue of the conference will be hostel Asia on November 2 and 3 and Military Hospital Jammu on November 4. It will be attended by approximately 150 delegates from all over India including medical professionals from the armed forces as well as from various medical colleges and institutions. Bali seeks cooperation of women in fighting social evils Excelsior Correspondent JAMMU, Nov 1; Provincial president, National Conference (NC), Mr Bodh Raj Bali has called upon the women to come forward and join hands with the Government to fight against the social evils like dowery, abuse of women rights and other evils which have weakened the society at large. Addressing a one day camp of women organised by Mrs Bimla Luthra, MLA he said Late Begum Sheikh Mohammed Abdullah has played a vital role for the betterment of women folk in the State who in her life time launched many schemes for the upliftment of women folk. Mr Bali said women constitute 50 per cent of total population and the society is incomplete without their active involvement. He said National Conference under the leadership of Dr Farooq Abdullah is committed to provide 33 per cent reservation to women in different social organisations. The gathering was also addressed by Messrs Rattan Lal Gupta, vice president NC, Sheikh Bashir Ahmed, provincial secretary, Jugal Mahajan, Lt Cl D S Trehan and Begum Zubeda Salaria. Meanwhile a cutting and tailoring Centre under the Social Welfare an NGO was inaugurated at Digiana near here by Party general secretary Sheikh Nazir Ahmed yesterday. ABVP constitutes body for Law Deptt Excelsior Correspondent JAMMU, Nov 1: Mr Mandeep Singh Jamwal a student of Third semester of LLB was nominated as president of the Akhil Bharatiya Vidyarthi Parishad (ABVP) for the Law Department while Miss Sonam Bakshi, Inderjeet Chadar and Rohit Gupta were nominated as vice presidents. As per a release, Messrs Abhishek Sharma a student of Third Semester was nominated as secretary. Rohit Khajuria, Neetu Gandotra and Vikas Pankaj were nominated as joint secretaries. Balwan Singh was nominated as cashier and Narinder Kumar as press secretary. This is for the first time in the history that ABVP introduced its unit in the Law Department. Kul Hind Nove Soan Front flays Govt Excelsior Correspondent JAMMU, Nov 1: Kul Hind Nove Soan Kashmir Front has strongly opposed the Government for conducting the elections to development committees in migrant camps. In a statement issued here today, the Front chairman Mr Shadi Lal Pandita said the meetings of the displaced community members were held in various camps in which the grave concern was expressed over the Government move. It termed the move as a conspiracy against the community to make the election of yes men to these bodies. Mr Pandita said the motive of Government is to divide the community and deprive from its rights. He said time and again the community has been demanding the account of developmental funds which the authorities have failed to furnish so far. He also alleged that these elections are malafide as the heads of family were only allowed to exercise their vote while the others were debarred. |

Bhushan Bazaz condemns US raids on Afghanistan Excelsior Correspondent JAMMU, Nov 1: President Jammu and Kashmir Democratic Forum (JKDF) Pandit Bhushan Bazaz has termed the US attacks on Afghanistan as aggression on the Asian Continent with a hidden agenda to establish permanent U S military bases inside and around the South Asia to control the Asian waters, land and strategic range of Himalayas. In a statement issued here today, he said that it was USA that created Osama bin Laden and the Taliban to fight against the pro-Russian forces. It is USA which has been providing finances, arms and logistic support to terrorist groups operating against their legitimate governments in Kosovo and elsewhere in the world, he alleged. He said it is also USA which kidnaped President Mitlosovic of Yugoslavia and has detained him illegally in Hauge.
