real cause of the Kashmir
problem. He was of the view that

the seminar, Jammu and
Kashmir: The Way Ahead, Lt
Gen Yadava admitted that Pakistan
has maintained reasonable
restraint on Line of Control
(LoC) since misadventures of any
kind were retaliated instantly
but the infiltration has been
going unabated. "Though
Pakistan has maintained restraint
on LoC but has shifted its
activities on hinter-land",
