Top criminal from Gurdaspur arrested Excelsior Correspondent JAMMU, Oct 31: The police claimed to have arrested a notorious criminal hailing from Gurdaspur in Punjab from Gandhinagar area here the other day. Giving detail SSP Jammu Mr R R Swain said a police party from Gandhinagar under the supervision of SDPO, Abdul Rouf arrested Rajesh Kumar alias Bindu alias Raju, son of Devi Ditta of Dobian Street, Kanak Mandi in Gurdaspur from Gandhinagar area of Jammu city on Oct 27, 2001. He was taken into custody under Section 54 CrPC while he was roaming under mysterious circumstances. The police claimed that during interrogation the criminal has disclosed to have committed three murders, two dacoities, twice escaped from police custody and several other cases criminal intimidation, extortion etc. He committed the murder of one Ramesh Kumar of Gurdaspur in 1986 for which he was convicted with a term of 20 years or rigorous imprisonment. He managed his release on Parole and then went underground. In 1986 he looted a petrol pump at Dhaki in Pathankot along with his associate Amlok Singh and evaded arrest. In 1990, he committed another murder at Gandhi Dham in Gujarat. In 1996, while he was facing trial and was being brought to Gurdaspur from Gujarat under police custody he managed his escape at Ajmer and remained at large. He managed being declared dead by creating circumstances in which Gujarat police was successfully misled. On Sept 21, this year he murdered one Bittoo at Dassuwa with the help of one Sukhdev Singh alias Sukha of Nanak Nagar Jammu. He took Rs 3 lakh for this contract, the police said. The SSP further claimed that this contract killer came to Jammu as he had been invited by one Rakesh Kumar alias Bittoo Kawadia, son of Sain Dass of Rampura (Nai Basti) for eliminating one Anil Mahajan alias Gulla of Shastri Nagar. The contract, however, could not be finalised because one close associate of the criminal namely Sukha intervened as he turned out to be a friend of the target. This professional killerBindu changed sides and after a meeting with Anil Mahajan alias Gulla entered into a contract to eliminate Bittoo Kawadia. During this process of chasing Bittoo, he fell into the dragnet of Gandhi Nagar police. |

Indira Gandhi today. The commemoration function was presided over by former Member Parliament Pt Mangat Ram Sharma. Paying rich tributes to Smt Indira Gandhi, the Congress leaders expressed that Indira Gandhis place in the history is secure as she achieved much else in her time. They said that she secured the merger of Sikkim into the Indian Union and thereby plugged a big gap in Indias security arrangements in the Himalayas and she presided over the peaceful underground nuclear explosion which proclaimed Indias capability to join the nuclear explosion. Governor mourns Nehrus demise Excelsior Correspondent JAMMU, Oct 31: Governor, Mr Girish Chander Saxena has expressed his profound grief and sorrow over the demise of Mr B K Nehru, former Governor of the state. In his condolence message Mr Saxena said, Mr Nehru had a special affinity with the J&K and genuine affection for its people, their way of life and culture. He said, Mr Nehru had held several high offices with distinction and was widely admired for his wisdom, uprightness, high principles and strong conviction. The Governor while extending his deepest condolences to Mrs Nehru and the other members of the bereaved family said the demise of Mr Nehru is a personnel loss to him. of order demanded Excelsior Correspondent JAMMU, Oct 31: An all party delegation comprising of social activists and leaders of different political parties led by Mrs Khushwinder Bhatia called on Director Health Services Jammu and apprised him of the grave situation arising out of shifting of Urban Health Unit from Talab Tillo to Birpur in Vijaypur Block. The delegation which also comprised of Messrs Bansi Lal Gupta of BJP and Vinay Kumar of Congress demanded immediate withdrawal of the order in the general interests of the people of the Talab Tillo and adjoining areas. They apprised the Director Health Services of the grave problem of Health Care in absence of Health Unit in this entire area and said that an estimated population of 50,000 people from Jewel to Udheywalla are being care taken for curative and preventive health purposes by the institution in an area of six kilometers stretch. They said instead of updating the institution as has been the general demand of the public, the Government is going to do a lot of disservice to the people of the area by shifting it. They warned that if the order will not be withdrawn the people will resort to agitational path and will not hesitate in launching the hunger strike. Meanwhile , the State High Court on a PIL filed by Mr Tara Chand challenging the order has served a show cause notice to the Department urged the Director Health to submit the relevant records of the case to the Court at an early date. |

one day bandh Excelsior Correspondent JAMMU, Oct 31: Voicing its seriouis concern over the frequent bandh calls in Jammu region, the Tax Payers Association of J&K today termed the bandhs as a curse for economy and called for other measures of highlighting the public resentment and grievances. These views were expressed by Messrs Pawan Kesar, senior vice president of the Association, Prof A N Sadhu and A K Khanna its two members at a joint press conference here this afternoon who said Rs 28 crore per day business is lost by a bandh call in Jammu. Opposing the bandh calls Mr Kesar said the entire economy activity of the region comes to a stand still with a bandh and this way the business community is affected totally. It has become a trend to give a bandh call without thinking that how serious economic drawbacks it will have on the region, he said, adding if this is not checked we will be wiped of tourism especially religious tourism. "We are controlled by hooligans and due to their terror we do no dare to open out business houses," he said, "adding we appreciate the concern of the person giving the bandh call for the society and the region but the next morning the most of them forget the same concern after finding their names in the headlines of news papers". He said "by giving a bandh call frequently we are serving the enemy who is bent upon to cripple our economy and we should not allow him to succeed in his designs," he added. He said what we are achieving by giving the bandh calls after darbar move. Our works get hampered as we cannot pursue them in Secretariat when the offices are at our door steps, he added. He said first the organizations which are giving the bandh call are themselves divided over the issue and if all the persons, the parties and associations are really interested to do some thing for society, they should unitedly chalkout the problems faced by the public and devise ways and means for their redressal. He said instead of a bandh call, the other means of expressing the grievances like organization of peace marches and human chins, wearing of black badges and displaying banners be adopted. It should be followed by a protest march towards the residences of Governor and Chief Minister in a democratic and civilized way. He said the non cooperation can be another option in case these peace marches fail to yield results. Denying that the Association was a subsidiary of the Chamber of Commerce, Prof A N Sadhu said apart from speaking about tax our Association also talks about the social issues. He while opposing the bandh calls said "this way we are serving those who have placed us in this position. They want us to do these things and give a setback to our economy, he added. Prof Sadhu said besides the bandh causes a lot of inconvenience to pilgrims visiting the Mata Vaishno Devi Shrine from different corners of the country who feel harassed by these bandh calls and hence it kills the basic purpose of the bandh. Calling for withholding of taxes and other revenue to Government as an alternative method of protest to highlight the grievances, Mr A K Khanna said we pay taxes for our betterment to get some basic amenities in lieu of it from the Government. But the basic problem we face is that of electricity. This problem has not been solved and the reason is not that there is shortage of power but the State Government does not want to pay money to Centre, he added. |
Sagar lays foundation of MLIS IV Excelsior Correspondent Budgam, Oct 31: The Works Minister, Mr. Ali Muhammad Sagar today laid foundation stone of Marvel Lift Irrigation Scheme (MLIS) phase-IV at Budgam, Chadoora. The scheme, on completion, would irrigate 20,000 acres of 59 villages of Budgam and Pulwama districts. The three phases of the MLIS have a command area of 51 acres of irrigation land in 59 villages of the twin districts. The Minister also inaugurated water supply scheme, Budgam completed at a cost of Rs.75 lakhs which would benefit 4000 souls of the area. Later, addressing a public meeting, Mr. Sagar enumerated the achievements of the Government during the last five years and said people should judge the performance of the government on ground and not be mislead by the statements of opposition leaders who criticize the Government for the sake of criticism. About the demands of local people, the Minister said that six water supply schemes in Chadoora tehsil have been completed at a cost of Rs.2.38 crore and the remodeling and updating of defunct and insufficient water supply schemes is being taken up in 9 phased manner. Legislators, Mr. Ghulam Hassan Geelani, Mr. Ali Muhammad Dar, Mr. Abdul Gani Naseem besides Mr. Ghulam Nabi Mir also spoke on the occasion. The District Development Commissioner, Budgam, Chief Engineers of PHE and Irrigation departments were also present on the occasion. |

Excelsior Correspondent Srinagar, Oct.31: National Fish Seed Farm (NFSF) first of its kind in Kashmir valley is coming up at a cost of Rs.10 crore at Manasbal and its completion is expected within next two years with joint coordination of State and Central Government. This information was given to the Minister for Forests and Environment, Peerzada Ghulam Ahmad Shah during his visit of the Farm today by the Commissioner Development Fisheries, Dr. Nissar Ahmad Jan. He was told that on its completion, the Farm would produce high quality of fish seed on scientific lines like katala mergal, Gross crop, silver crop or common crop. The facilities in National seed Farm will include ponds, china type hatcheries, modern laboratory, tube well and also training centres for farmers, the Minister was informed. Farm would produce high quality one lakh finger lings annually, the Minister was told. The Minister exhorted upon the concerned officials to expedite the acquisition of 100-kanal land and completion of the project in stipulated time. The Minister was accompanied by Conservator of Forests, Director Soil Conservation and other officers of Forest department. |
Shah reviews Pulwama Master Plan Excelsior Correspondent Pulwama, Oct 31: Pulwama town is being developed in accordance to the Master Plan already formulated. The plan was discussed threadbare at a joint meeting of officers, town planning experts and prominent citizens. The Minister for Housing and Urban Development, Mr. Ghulam Mohi-ud-Din Shah, chaired while Minister of State for Food and Supplies, Mr. Bashir Ahmad Nengroo also participated in the meeting. The draft master plan envisages development of the town proposed to spread over an area of 20 square kilometres. The salient features of the plan include identification of residential, government offices, commercial office complexes, better civic amenities and interior link road communication facilities. The Minister said that six towns of the Valley are being developed under small and medium town development scheme. He said all major towns of the state are proposed to be developed under Master Plan during next 20 years. He welcomed the suggestions of people and town planners for improving draft master plans and said that there valid suggestions would be given proper weightage at the time of finalization of Master Plans. |

Excelsior Correspondent BAJALTA, Oct 31: Shifting all blames on National Conference for, what he called, prevailing mess in the State, president of the Jammu and Kashmir Peoples Democratic Party (PDP) supremo, Mufti Mohammed Sayed today said that only achievement of the Farooq Government was legitimisation of corruption in the state. Addressing a largely attended public meeting at this backward town, Mufti alleged that Chief Minister, Dr Farooq Abdullah has doled out permit to its Ministers to adopt corrupt practices to make money. "The Chief Minister himself has amassed huge property by illegal means so how can he stopped his Ministers from adopting illegal means", he said while pointing towards the palatial house of Chief Minister at Bhithindi. "With a hope that democratic elected government will mitigate their woes, people of the State expressed their faith in ballot during the last Assembly elections", PDP chief recalled but regretted that instead of solving woes of the masses National Conference Government has further compounded miseries of the people due to its anti-poor policies. Disputing State Governments claim of providing one lakh jobs to unemployed youth of the State, Mufti charged the State Government with selling government jobs. "Jobs were not provided but sold in open market", he said, adding, "Chief Minister has authorised his Ministers and touts of his party to make money through selling government jobs". He alleged that deserving unemployed youth were denied jobs but relatives of NC leaders were selected. Taking strong exception of the statement of Defence Minister, George Fernandes in which he has stated to deal militancy ruthlessly Mufti asked the Union Ministers to desist from giving provocating statements. He asked the Union Minister that what they were doing for the last two years. He reiterated his partys stand that dialogue between different sections of the society was only way to solve the problem. Exhorting the people to throw out, what he called, worst ever corrupt regime of Farooq Abdullah, Mufti said that PDP was committed to mitigate woes of the masses. "We have formulated regional party only to solve problems of the people of Jammu and Kashmir", he said and assured the people that PDP will eradicate corruption if come to power. "We are not for power but to change the fate of people of this trouble torn state", he said and exhorted the people to join PDP which, according to him, is more than a political party. "It is movement to fulfill aspirations and wishes of all the three regions of the State", he said. Mahila wing president of the PDP, Mrs Shanti Devi, who has organised this rally, highlighted local problems and accused that Ministers to maintaining a criminal silence over woes of the masses. She said that residents of this backward area have been confronting with the problem of the acute shortage of drinking water and power supply. She said that most the power transformers installed in this area are defunct. Mrs Shanti Devi, who have been working this belt for the last two years, accused the ruling party leaders of adopting corrupt practices in distributing ration for the people living below poverty line. Prominent Gujjar leader, Master Tassaduq Hussain, in his address, accused the State Government of discriminating with Gujjars, Bakerwals and other weaker sections of the society. He said that Central Government has allotted huge funds for the upliftment and betterment of the Gujjars and Bakerwals but these funds were pocketed by the ruling party leaders. Most of the funds meant for the development of the Gujjars and Bakerwals were diverted for providing luxuries to the Ministers and other NC leaders", he said. Mr Baldev Slathia, in his address, criticised the State Government for discriminating with Jammu region. He accused the NC Govt to propagating discriminating policies to treat Jammuites as second class citizens. Mr Surinder Singh, while speaking the meeting, flayed the State Government for its failure to protect lives and properties of minorities in the State. He said that killings of the minorities have been increased during the regime of Farooq Abdullah. Mr Trilok Singh Bajwal highlighted problems of the farmers and accused the State Government adopting anti-farmer policies. Mrs Surjit Kour, Balwan Singh, advocate Murtaza Khan, Nazeer Ahmed, Teja Singh Jamwal, Shak Mohammed, Charan Dass, L K Slathia, Pushpa Devi, Anwar Choudhary, Suraj Choudhary, M S Matharra and others addressed the meeting. Later, PDP received a shot in arm when state general secretary of the ST Morcha of the BJP resigned from his party and joined PDP in the presence of Mufti Mohammed Sayed. While announcing his decision to join the PDP, ST Morcha leader accused the BJP of surrendering interest of the people before Farooq Abdullah for the lust of power. Large number of Gujjar leaders also joined PDP. |

Excelsior Correspondent JAMMU, Oct 31: A legal Luminary par excellence a noble human being and the son of the soil, Chief Justice of India, Dr Justice Adarsh Sein Anand, retired today. Born in Jammu on November 1, 1936, Dr Anand entered the legal profession in 1964 when he was called to the Bar, from the Society of the Inner Temple London. In 1997, he was awarded a degree of Doctor of Philosophy by University College London with his subject of study being "Constitutional Law of the Commonwealth". Dr Justice Anand obtained a first class LLB degree and a diploma in Labour Laws in 1960 from Lucknow University. In 1975, he was appointed as Additional Judge of Jammu and Kashmir High Court at the age of 38. Next year, he was made a permanent Judge and later elevated to the Supreme Court on November 18, 1991. Dr Justice Anand took over as the 29th Chief Justice of India on October 10, 1998. His contribution as the Chief Justice of India has been in streamlining and strengthening judiciary. He enthused it with vigorous dynamism and a new direction. Despite his busy schedule, he found time and authored a book "The Constitution of Jammu and Kashmir Its Development and Comments" which has been well received. Dr Justice Anand has also remained involved with the academic world as a part time lecturer at Punjab University Chandigarh; as a member of Jammu University Council and its Faculty of Law; as a member of Board of Studies, Faculty of Laws, Kashmir University; as a member of Governing Body of Islamia College Srinagar and a as a member of Board of Studies, Law Faculty, Jammu University. Dr Justice Anand participated in several important judicial conferences at Manila, Philippines besides SAARC Law Conference in New Delhi and the second Worldwide Common Law Judiciary Conference in Washington in 1997. He was the recipient of many significant academic honours including honorary degree of LLD by Lucknow University. In 1997, he was awarded Fellowship of University College London, the first Indian to be thus honoured. He was unanimously elected President of International Institute of Human Rights Society since 1996 and in 1997 was nominated Executive Chairman of the National Legal Services Authority. In 1998, he was elected as Honorary Benches of the Honorable Society of Inner Temple, London. During his tenure as Chief Justice, with the proper court management and control of cases, the case load was brought down to manageable limits. He gave new imputes and direction to the implementation of "Alternative Dispute Resolution Techniques" and emphasized the importance and significance of Lok Adalats to amicably settle the disputes between the parties.His contribution in the development and growth of law has been remarkable and exceptional. He has remained an upright, bold and courageous Judge. He took cudgels with the mighties in the country when it came to defending and safeguarding the dignity and independence of Judiciary. |

Excelsior Correspondent JAMMU, Oct 31: A team of Central Bureau of Investigations (CBI) Anti-Corruption Branch yesterday caught red handed a senior TTE of Nothern Railways Ludhiana for charging rupees 35 above the scheduled charges for allotting berths in Shalimar Express to the passengers. The trap was laid on a complaint. The team headed by Inspector and two independent witnesses visited Jammu Railway Station and purchased a ticket from Jammu Tawi to New Delhi on the name of one constable Roshan Lal. Raiding team gave rupees 150 to a constable in presence of two witnesses. This constable later requested Kuni Lal, senior TTE of Shalimar Express for allotting him a berth in the train.
