Tormenting games of UN

After the accession Indian forces landed in here and started clearing the invaders out. Alongside, India went to the UN asking it to 'stop Pakistan from supporting the invaders.' That was the Indian plaint to the UN. That was also the beginning of a long process of UN, and through it the US and its cohorts, playing tormenting games in Kashmir.

The greatest criticism of Nehru's Kashmir policy has been his taking the issue to the UN. The basis of this criticism has been the unspoken 'Knowledge' that the world body would 'never' have acted fairly and that a statesman like Nehru should have known that. It may be debated whether Nehru should have 'known' that 'truth' about an organization that was just two years old then and which proclaimed itself as fair and unbiased. However, the way UN dealt with the Indian plaint and the Kashmir proved that the world body was not a wise-man of the world but a handmaiden of the political and strategic interests of the powers controlling it. Over the years the basis for the presumption of partiality of UN has been broadening. Instead of a straight answer to the Indian complaint it built plans, resolutions and missions into the simple issue that was presented to it for adjudication. As we look back Nehru's faith in the UN does look naive, but it is only a judgment by hindsight. Nehru may not justifiably have known it but we today know that the UN has played more havoc games with Kashmir, and has unjustifiably, almost maliciously, turned, twisted and tormented the issue.

The latest round in this distressing game has been hit the Chief Military Observer of the United Nations Military Observer Group in India and Pakistan. Coming bare months after the UN Secretary General's categorical statement that the UN resolutions on Kashmir are not implementable, it looks strange that the Military Observer should stray into the issue to renew a plea for the mission's role. Kofi Anan's statement was a reiteration of what the Indo-Pak agreements of the last four decades have explicitly recorded in black and white at places from Tashkent to Simla to Lahore. The situation did not change simply because a new usurper had taken the Pak reigns and was insisting on rewriting the history and agreements of the past fifty years of the nations in his own hand to suit his own personal political imperatives. Those agreements had come not because the of any pressures or compromises but because the Pakistani leaders had to see that it was they and their predecessors who had made the resolutions inoperable by refusing to comply with them at the time they were promulgated.

The UN had to accept that plans and resolutions and all arose out of an Indian complaint. A complaint that arose out of India's right in the State of Jammu and Kashmir and the illegality of the Pakistani occupation of the parts of the State territory. That is why the resolutions had asked Pakistan to vacate PoK and let the Indians ascertain the views of the people of the State in a free and fair manner. The Pakistanis had refused to do that and that was that. The resolutions got rejected not by any Indian non-compliance but by the high Pak refusal. For all the mis-interpretations they had been feeding to their people and their pallbearers in Kashmir, the Pakistani statesmen had to accept that wrongdoing of theirs. They had to enter into new agreements that look the process forwards. Twenty years before Zia, Ayub had enacted a plan similar to his Operation Topac (To Pak) and failed. Thence came Tashkent. A decade later his successors Yahya and Bhutto tried again and lost even East Pakistan. Thence arose Simla. By the late nineties Zia's plan too was coming loose. Thence came Lahore to pass.

Today the terrorism in Kashmir is getting exposed along with Musharraf's high deception there. But the world, the US that is, seems to have gotten too obligated to the Pakistani dictator over the Afghan help. For a variety of reasons ranging from a thanks giving for the assistance over bin Laden, to the need to keep the sagging general in chair in a difficult period, America is finding it obligatory to 'give' some goodies to the general. Kashmir is the cake he has been asking like an inconsolable child. And the UN like true factotums to the world power seems to have stepped in to help it out in its need to keep the military regime in Pakistan happy over the period of the Afghan war. Mark the UN official saying that it is an issue, which 'the US has to resolve'. The Un is again trying to play political games in Kashmir. Had the UN been the just and wise body Nehru expected it to be, Kashmir would have seen no torment. But it did not remain true to its promise and subjected India and Kashmir to ceaseless suffering. The least the UN can do is to keep its soiled fingers out of this pie. And remember Kashmir is not a country. It is a part of the larger, much larger, State of Jammu and Kashmir in the Union of India. But probably the UN missions do not see the realities on ground. They see only the briefs they receive from 'above.'

Is preaching religious hatred consistent with consistent with constitutional right?

The death of a single Sikh from a misdirected hate crime in America has compelled noted columnist Khushwant Singh to recognise that "Islam has more ghazis and jehadis than others.. motivated.. more by hate of infidels.. Amongst their many targets is India because it is predominantly non-Muslim. What can we do but to defend ourselves as best as we can without poisoning our minds with hate?"

With this skillful admonition, Mr. Singh has brushed aside his post- 1984 animosity towards Hindus and belief in the affinity between Sikhism and Islam. He has also highlighted what we ignore at our peril – that jihad is a basic principle of Islam, not an extreme position of fringe groups. Islam accords special respect, even a special title, to those who kill non-believers who do not convert to the faith (ghazi). This is a living concept even today, and is motivating Muslim youth across countries to confront America, even as their governments run for cover before Uncle Sam’s awesome military might.

In my view, the events following the attack on the World Trade Centre in New York beckon us to abandon our civilisational neutrality and anchor our nationhood in our ancient ethos. Indeed, this is what the United States did instinctively even as it reeled under the shock of the unfolding tragedy. On the face of it, a multi-cultural nation unitedly condemned the barbarity and swore vengeance, but few in that hour of crisis doubted which group, religion and culture constituted the "core" of American nationhood.

The white Christian, mainly Protestant, immigrants from Europe and Britain are the heart of America; they give the nation it’s identity and ethos. They wrote a ‘secular’ constitution to avoid sectarian strife among the Protestant groups, but Christian values deeply pervade the national ethos. Their values of freedom, equality, capitalism, and democracy constitute the American way of life. Other citizens – Afro-Americans, Hispanics, Jews, Arabs, Hindus, Sikha, Muslims, position themselves around this core, enjoy equality before law and full benefits of citizenship.

Concerned Indians, specially the diaspora which is making heroic adjustments with other national cultures, should ponder if it is natural and appropriate that a dominant religion and culture define the contours of nationhood in a land. If so, may we conclude that such a religion and culture is a valid, indeed valuable, component of nationhood, and legitimately constitutes its foundational ethos?

I am reminded of conversation with Prof Arvind Sharma, renowned scholar of Hinduism (McGill University, Montreal). Attending a lecture on philosophy as a student in the US, he asked the speaker to explain the defference between religion and culture. The speaker asked his country of origin, and learning he was from India, remarked, "for you there is no difference, your religion and culture derive from the same source. For us (the west), we take our religion from the Middle East and culture from ancient Greece and Rome".

As heir to the world’s greatest living religion-culture-civilisation that has survived centuries of assault, India should be free to determine her nationhood in terms of her own genius. India’s dharma (way of life) is inspired by the ideal of universal welfare of all beings. It shuns absolutism and renews itself eternally in response to changing times, and is compatible with the values of the modern world. India is innately secular and has never denied recognition and space to other religious and ethnic groups, and witnessed by the freedom enjoyed by Parsis, Jews, Christians, Muslims and Bahais, The hallmark of dharma is its non-monotheistic character; it does not view others as intolerable.

I believe that continued failure to properly honour its dominant cultural-civilisational ethos will be destructive for India, especially for the diaspora which is anxious to present a non-threatening identity to the "core tradition" of its adopted lands. Already a disturbing number of Sikhs, even children, have been attacked in the US, and Hindu and Jain temples damaged in the US and Canada. Diaspora. Indians, anxious to explain that they are not Arabs or Muslims, will have to position themselves on the dharmic continuum; but this spectrum will hold only if India unholds it. Sikhs, for instance, represent the best of India’s dharmic traditions. Created as the sword-arm of dharma during a painful epoch, they are renowned equally for their valour and peacetime qualities as hard-working, law-abiding citizens. As such, they epitomise the eternal Hindu edict –Iahimsa parmo dharma, dharma himsa thathaiva cha (non-violence is the highest dharma; violence in the defence of dharma is equally dharma). Indians are not impressed by the plea that Sikhas can be mistaken for Arabs and assaulted by white goons. President Bush has promised to ensure their safety; he has a special duty to protect innocent non-Muslims from white fury, failing which he should consider reparations on the lines recently suggested at Durban.

Within India, we must not permit Leftists, secularists and Muslim intellectuals to demonise the innocent Hindu community in order to turn the spotlight away from Islam. As world attention focuses on the American response to the "unseen enemy" (which, though not an identifiable nation, consists of concentric groups of terrorists of a specific religious persuasion), I would like to draw attention to some disturbing incidents the secular press has tried to downplay.

Two days after the Manhattan carnage, terrorists shot at and injured nine-year-old Akshaya Sikarvar at school in Agra, and left behind a note warning India not to support the US "otherwise no Hindu will survive". The next day, 10-year-old Koushik Day was hospitalised in Birbhum, West Bengal, after his Urdu teacher thrashed him severely for criticising Osama bin Laden during a discussion on the terrorist attack. Not one Muslim has acknowledged these incidents; not one Hindu has dared seek an explanation.

Apologists of Islam have perfected a two-pronged defence. When a crime is committed (Manhattan, Kashmir), they say there is no single, unified Islam, and hence Islam should not be demonised as a violent faith. But when a Muslim group is seen as being victimsied (Palestine, Iraq) they coalesce into a unified group. Post- Manhattan, this strategy of running with the hares and hunting with the hounds is no longer acceptable.

Ibn Warraq, a Pakistani Muslim who has left the faith has advised Muslims to honestly examine why their faith lends itself to violence and extremism. Indeed, it is legitimate to ask that if violence, suicide, and killing innocents is un-Islamic, why has not a single mullah issued a fatwa (religious decree) against bin Laden and his followers?

Given the importance of religion in the lives of human beings and nations alike, I feel the United Nations should take the initiative to ensure that all religions are consistent with the goals of human rights, especially the right to life. Muslim countries, especially those in which Islam is the official state religion, should be encouraged to take a more enlightened view and disregard portions of the Quran dealing with jihad and attack on kafirs (non-believers). Unless this is done, the world will remain at the mercy of fanatical ulema and madrasas (religious schools). India, a long-suffering victim of Islamic fundamentalism, could take the lead in this respect, but Mr. Vajpayee’s geriatric regime is not up to the task. However, the courts and the Constitutional Review Committee could ponder whether preaching religious hatred is consistent with the constitutional right to freedom of religion. INAV

Frame anti-poverty policies in J&K

Afghanistan had been made to dubiously rise high in the name of Jehad by the religious groups. The poor and innocent believers in religion have been crushed to near death by their leadership. No doubt the economy of Afghanistan to day is no economy worth mentioning. World community in general and Indians in particular should take immediate lessons from Afghanistan. Groups with malafide intentions are already active in J&K, they have already attempted to exploit economic weaknesses and backwardness (socio-geographical) in the name of religion in J&K, some damage has already been done in J&K for cracking the socio-religious matrix and if not checked with a hard social effort immediately, the damage could be too large.

Political and social insecurities also sometimes make economically insecure sections of a society vulnerable to undue exploitation by the negative forces who could carry them along in the name of religion or injustice or neglect.

We must reach effectively the rural, backward and poor so as to defeat the designs of the enemy as well as defeat the irresponsibile leaders from conventional arena who keep on issuing misleading and confusing statements and hence help the enemy for keeping the anti India Pot Boiling.

People in the rural, far flung and backward areas do not feel so secure in the capacity of the police. They feel more secure in execution of militant writs.

Utmost important needs to be given to measures required to be taken to check those elements who could nourish their ill designs more easily amongst the neglected, economically weak, backward, unemployed as well as under employed subjects of any society. Many examples of such evil designs having been used could be seen in tribal, frontier, hilly, and far flung areas India.

The innocent unemployed (those who are poor and needy) have also often provided strong work force to the anti-national groups and India has enough of experience of such designs in militancy hit states of Punjab, J&K. Signals emitting from remote mountainous zones of even Jammu Region of J&K call for very immediate and serious attention of government of India before the poverty and unemployment are exploited to the ultimate by the anti India forces.

Hard Facts:

Many a times revolutions of the type of insurgency have been brought by the anti people forces by exploiting the strength of the innocent poor. The objectivity may rest in religious or political ends. Even the religious reforms as well as social reforms have always been directed towards the groups from economically weaker sections and the response from such sections has been very positive. But it may not be always true that those who promote such games are really concerned for the welfare of the target groups forming the material strength of their movement. Anti forces have many a time is used such target groups from with in or outside against the government of the day or against the Government of some sovereign opponent for fulfilling some ambitions at times by agitating weaker sections(materially) who always form the bulk mass of any society of one religion against other religion or some times with in the same religion.

Neglect could be disastrous :

It would have been a rare incident to remember when the first mass gathering of a political, social or a religious leader comprised that of those from the economically rich class ( may be there were some on the dais or stage or accompanying the leader to the stage). Hence any carelessness or neglect in this regard could be disastrous for any society or nation. No such weak centers should be allowed to the nourished any where and particularly in the remote and backward areas.

It is a hard fact that Muslim Gujjars of J&K form about 17 to 19 percent of the population (major concentration is in Jammu Region).

They have been nomads over the years. Majority of them still rear sheep. Goat and buffalo. They live in huts which remain deserted during a part of the year. Their children are seen living with their animals. Their literacy level is almost Zero. In the recent past even the power seats tried to make use of these innocent poor for the political gains and have been showing concern in ordering some reservations in colleges or services and by construction of Hostels.Daddies who are mostly Hindu too have remained neglected over the years and they could be also miscarried by their own people or even by the enemy agents in disguise. The Hindu shepherds (Gaddi) have too been experiencing negligence like Muslim Gujjars and they too could be carried to wrong path by mischievous elements of other class to create disturbances.

They are mistaken :

Those who feel that by simply showing concern for the Muslim Gujjars and attributing their backwardness to intentional neglect by the Sunni Muslims (Kashmiri in particular) or attributing it to the partisan designs of Hindu leaders of India one could check swell of anti India forces or could also rear anti India seedlings on same lines as was done in Kashmir region over last fifty years are under wishful imaginations but such elements could surely disturb the peace loving innocent segments of our society. And hence government of India must take note of this and save the innocent people of J&K from social disntegration. Pumping money to J&K has not paid in the past and will surely not pay in future also.

Before it becomes difficult :

Policies that divide the people by promoting hatred have to be defeated. Those who have attempted to sway Kashmir away from India have not and will not hesitate to inform the innocent Kashmiri youth that the backwardness of the rural and the poor is due India being a Hindu majority state. All are aware that the local leadership of J&K (Kashmir Valley in particular) has survived over the years and still finds life in accusing the Government of India for eroding thye identity of Kashmiris and falling from some commitments made with Kashmiri at the time of 1947 accession of J&K with India. The insurgent elements could say so, but unfortunately even those who accept J&K as integral part of India to do not find it easy to survive with accusing government of India for having done some thing wrong. The common man is miscarried both by Anti India/Anti accession as well as the pro accession forces (it does not matter what is the extent) to feel that there is surely some issue of dispute or for resettlement as regards J&K. Damage has already been there but before it becomes a bomb Government of India will have to wake up. All illiteracy. all poverty, all backwardness, all unemployment and even the killings could be attributed to the bad intentions of Hindu and India by such like talks. Enough of such like views and statements have been in the air after the foundation of Pants Mission Kashmir was laid by Vajpayee Government.

Hence we need to win people through right information, love and liking for our self and through the power of money (subsidies/grants' reliefs) or promoting hatred for others. Before the conditions become more difficult like Kashmir region, in Jammu region as well government must act at least now.

Pakistan without Musharraf

The worst threat that the Western Alliance particularly the US and India face today is not Talibans but a Pakistan without Musharraf. If he is eliminated by a fundamentalist coup or assassinated, it could lead to a fundamentalist Pakistan government by Jamate Islami, Jehadi groups, supported by OIC (Organisation of Islamic Countries), driven with an Islamic mission to liberate Kashmir and to unfurl its flag at the Red Fort. In such a situation, Pakistan will immediately refuse to cooperate with the US and even threaten US presence in the gulf supported by Iran : Conversely, General Musharraf wants to create a modern Islamic state like Turkey that can interact with the comity of nations at the International level with a friendly regime in Afghanistan.

Accordingly, he is under tremendous pressure from the many fundamentalist groups who want him to forget about cooperation with the US or to remove the Talibans or restoration of democracy and to wage a war against the infidels in India and not only on Kashmir.

As such, the removal or elimination of Musharraf by a fundamentalist leader from within or outside the Army, supported by Talibans and Mujahideens, with a nuclear button in its hands and a dream to annex Kashmir, could spell serious trouble for New Delhi and Washington. Thus, Musharraf with his avowed objectives of opposing Terrorism, supporting America and modernisation, remains the best bet for doing business in Pakistan. Even on completion of two years in office, the Pakistan media continues to come down heavily on Musharraf and the military regime. In their view, he has lost much of the goodwill he had earned on takling over. Sacking nearly 16 judges for refusing to take a fresh oath under the military regime, exclusion of judges and the military officers from investigation by the National Accountablity Board, presence of intelligence personnel inside the court when Nawaz Sharif’s case was to be beard and now going against Talibans, are some of the causes for public disenchantment.

Further, according to the CIA, differences have cropped up between Musharraf, the Army chief and the ISI chief, which could lead to a split within the Army. The ISI chief stands removed after his abortive mission to Kandahar alongwith two other senior Army officers, Earlier, super-cession of nearby six Air Force officers for the appointment of Air Chief and equal number of Major Generals for promotion has further aggravated the discontent. In addition, a Grand Defence Alliance (GIDA) of nearer all opposition parties in Pakistan has rejected the provisional constitution order, the National Accountability Board and the Anti-Terrorist Act promulgated by the military regime. They intend to challenge these in the court. They have drawn attention to cases where relatives of Army’s senior hierarchy are being selectively promoted in the services. Or for that matter biased appointment of judges. The ministers in the cabinet and other VIPs continue to enjoy special perks and privileges, while the country is passing through bankruptcy. The GDA has demanded an independent election commission and a specific date for restoration of democracy. According to them, the military regime has not succeeded in getting a single loan from the International Monetary Fund or the World Bank and after much hype, the amount recovered from loan does not exceed Rs 100 crores.

But US intervention in Afghanistan and economic support given to Musharraf such as rescheduling of loans and lifting of economic sanctions have saved the situation to some extent.

There is a veiled threat from the Mohajir Quami Movement leader Altaf Hussein- now in London, that he may soon announce the launching of a movement for an independent mohajir state with third party assistance. Although, currently he has supported anti terrorist measures. Nevertheless, this has given rise to fears that India's RAW might use this opportunity to wage a proxy war inside Pakistan to support the Mohajirs. Further, to top it, the constitution of an Indo-US Anti-terrorism joint working group to combat terrorism in the region details of which were discussed in New Delhi on February 7 and 8, 2000 and in subsequent meetings cannot but cause additional concern to the chief executive.

The US continues to consider J&K a disputed territory and does not, at least ostensibly, see a voluntary mediatory role. But there are valid reasons to believe that Musharraf has made certain demands concerning Kashmir in return for assistance to the US. This suits the current military regime in Pakistan and the All Party Hurriyat Conference in Kashmir.

There is also a view that currently both Pakistan and the US want to install a Government in Kashmir that is amenable to them after Afghanistan is reduced to a client state. Musharraf is already embroiled with religious leaders, the many Mujahideen organisations like Lashkar-e-Toiba, Harkat-ul-Nissar and Markaz Dawa-ul-Islam etc. All of them want Musharraf to forget about restoration of democracy and instead to focus on strengthening Pakistan as an Islamic fundamentalist state. They do not see any peaceful resolution of the Kashmir dispute. Instead, they want to use Kashmir as a base and then move forward. They even want him to sell nuclear and missile technologies to other Muslim countries.

Prior to the Terrorist attacks on Sep 11, 2001 in New York and Washington, there was a feeling that the US was drifting away from Pakistan. But the Scenario has changed totally. Once again Pakistan and US are partners on the race to restore a friendly regime in Kabul.

But the scenario can once again change immediately, should Musharraf fail. After the Agra summit, New Delhi has once again closed its doors to Pakistan and thereby strengthened te hands of fundamentalists. SAARC has been postponed repeatedly and in the past India vociferously campaigned for expulsion of Pakistan from the Common-wealth Conference.

The reason given was that it would have amounted to the recognition of a military regime. But then, the Indo-Pak Agra summit was held. And now, New Delhi is prepared to talk to Pakistan unless it stops cross border terrorism and creates a conducive environment. India and Pakistan thus continue to remain poised for a brutal cold war and an arms race-thus increasing the scope for their respective arms suppliers, Russia, China and now the US. But as the dust settles down in Afghanistan, there is every reason to believe that US' next step would be to launch the initiative for mediation in Kashmir. On the other hand, should a fundamentalist leader replace Musharraf, India may not be in a position to open negotiations at all the US will have no chance to mediate.

US caught up in a quandary

It acted like the world's supercop, swaying its commanding baton to keep the world under its thumb, throwing a frown here and a smile there as its own interests dictated. Like the fabled King Ozymandias of Egypt, it slightingly proclaimed, "I am Ozymandia's (read US), the King of Kings/look at my works, you mighty, and despair". It took its invincibility (The attribute of God alone) for granted because its cup of pride was filled to the brim. Little did it know that one day it would be caught itself in a shattering quandary.

The attack on the twin trade towers and the Pentagon took the wind out of the swollen sails of the US Government. The unexpected attack came like a thunderbolt and smashed the nation's pride to smithereens, and exploded the myth of invulnerability with a bang. The whole nation was benumbed and traumatised. Nervousness was manifest everywhere on the American soil. This was because of the foolishly conceived nation of invulnerability.

No heed was paid to acts of terrorism in some parts of the world because presumably, the terrorists had the US-government's Covert blessings. Nearer home, India has time and again invited American Government's attention to the Pak sponsored cross border terrorism which has destroyed thousands of lives. But every time the US has looked the other way, or at best offered cosmetic treatments. Here also it wanted to keep the cauldron of turmoil boiling in South Asian region also for its long term interests. It has been talking about the safety of human rights. But human rights for whom? Certainly for the citizens of America. Isn't the US conscious of the ethnic cleansing, effected by the terrorists, of the minority Hindu community-The community of Kashmiri Pandits who were hounded out at gun point from Kashmir? Was this not a violation of the KPs human rights? Yes, but for the hypocritical US, 'No' India's integrity and solidarity have been under constant threat for about fifteen years now because of terrorism, and India persistently expressed its genuine fears that if the transborder terrorism was not effectively dealt with its would spread like cancer to other parts of the world. These fears have come true. But the US Government made light of this fast spreading menace.

What is the position now? The monster of terrorism reached the door steps of the US, causing colossal damage both material and psychological. The shock waves were too intense to be borne. The saying "The higher you rise, the harder you fall" applies appropriately to the United States. Terrorism, whose seeds were sown by the American Government has now hit back like a boomerang and with virulence. After being shaken exceedingly by tasting the bitter fruit of terrorism the US Government started realising that India's forebodings were not in vain, but the irony is that it has yet to decide whether the transborder terrorism should be halted or not. It is because it can't displease the military rulers of Pakistan who have their compulsions of playing the Kashmir card for domestic consumption. The US allows this because it has played the game of give and take with Pakistan. Pakistan who faced sanctions from America which have now been expediently lifted because the former has followed has allowed air space and ground bases to be used by the latter.

America came under attack and started groaning (read weeping) with pain why should not this have happened. It was justified in crying with pain because only the wearer knows where the shoe pinches. Its own skin, delicate skin for that, was touched and so it made frantic appeals to friendly countries for fighting together and rooting out terrorism from the globe (read America). It is using others for its own interests.

President Bush has vowed "make no mistake about it" to wipe out terrorism from all parts of the world. How far he will succeed, time only will show.

In desperation America has been bombing Afghanistan right and left without much success so far. It is looking for bin Laden who has sufficient tenacity, tactic and power to outwit any person, however powerful he may claim to be. He is well versed with the rugged terrains of Afghanistan and its deep maze of ravines. It is as impossible to look for him as to look for a needle lost in a haystack.

Mailing of anthrax to various places in America has added a dangerously new dimensions to the Afghan war. This is a real and extremely potent bio-weapon. It has perplexed the public and Government agencies. All are at a loss to know how to go about stopping this type of warfare. The various intelligence agencies are feverishly working out plans to find the source of this deadly anthrax, but so far there has been no breakthrough. The situation for a common man seems to be going out of control.

It America had adopted the policy of live and let live, things might not have come to such a pass. The whole seems to be endangered by the biological war which may assume alarming propositions, engulfing mostly innocent people. If the US Government reviews its foreign policy and tries to remove the basic cause of terrorism and try to bring peace, the world might heave a sigh of relief. Discretion is definitely the better part of valour.
