Lone for greater transparency

Jammu, May 29: The Minister of State for Home, Mr. Mushtaq Ahmed Lone has underlined the need for greater transparency and accountability in curbing the crime in the State.

Presiding over a meeting of senior police officers here today, Mr. Lone said that it was the duty of the police force to protect the life and property of the people. Asking the police force to be more vigilant, he said that for solving the crime cases more promptly, the force should maintain close rapport with the people especially in the rural and backward areas. At the same tine the force should be people friendly and redress all their genuine grievances. By doing so, Mr. Lone said the crime graph in the State will decline.

Referring to the border fencing, Mr. Lone said the Government was conscious that Pakistan would create all hurdles in the execution of the job. He was confident the security forces will not allow the Pakistan designs to succeed and the fencing of the border will be completed.

The Minister also touched upon the traffic accidents and said that most of the accidents take place due to negligent and rash driving. He asked the concerned agencies to increase the number of traffic check posts on the national highway.

Present in the meeting, among others, were the IGP Crime and Railways, Mr. Masood Chaudhary, DIG Police Crime and Railways, Mr. P.L.Gupta, DIG, CID, Mr. Naveen Agarwal, SSP’s of Jammu and Kathua and SSP crime & Railway and S.P. Border.

Farooq reviews arrangements at Dargah Sharief Hazratbal

SRINAGAR, May 29: Chief Minister Dr Farooq Abdullah today visited Dargah Sharief Hazratbal on the banks of world famous Dal Lake here and took stock of the arrangements made for Annual Urs on June 5.

The Shab Khwani in the shrine would be held on the intervening night of June 4 and 5. The devotees from all over the State throng the famous shrine in large numbers on Id Miladul Nabi every year.

The Chief Minister gave instructions for improving various facilities and inspected the newly constructed prayer hall on the southern side of the shrine. An archway, over 5000 square feet, has been constructed by the Muslim Auqaf Trust (MAT) at a cost of Rs 45 lakhs. This has been built for women devotees to offer prayers. The prayer hall has a capacity to accommodate 1000 persons.

Dr Abdullah, who is also the Chairman of the MAT, gave instructions for removing the structures adjacent to the prayer hall and asked the management to ensure proper sanitation in the shrine complex and monitor other facilities for the devotees.

He also desired improvement of Baba Demb, which is enroute to Hazratbal.

The office bearers of the MAT briefed the Chief Minister about the arrangements made for the annual Urs.

One of the most revered shrines of Kashmir valley, Hazratbal shrine is situated at the left bank of the famous Dal Lake in Srinagar. The unmatched reverence of the people for the shrine is anchored in the love and respect for the Prophet Mohammad (PBUH) whose Moi-e-Muqqadas, (Holy relic) is preserved here.

The shrine is known by many names including Hazratbal, Assar-eSharief, Madinat-us-Sani, Dargah Sharief and Dargah.

The history of the shrine goes back to early 17th century when the Mughal emperor Shah Jahan’s Subedar, Sadiq Khan, laid out a garden here and constructed a palatial building, Ishrat Mahal or pleasure house in 1623. However, the Emperor, during his visit in 1634, ordered the building to be converted into a prayer house with some additions and alterations. During the time of Aurangzeb, when Moi-e-Muqqadas (SAW), arrived in Kashmir in 1699, it was first kept in the shrine of Naqashband in the heart of the city. Since the place was found to be insufficient in view of the unprecedented rush of the people, who thronged the place to have a glimpse of the Moi-e-Muqqadas, it was decided to shift it to Hazratbal, then known as Sadiqabad.

The construction of the present marble structure was started by the MAT headed by Sher-e-Kashmir Sheikh Mohammad Abdullah in 1968 and completed in 1979. The expansion of the shrine on the southern side has been completed recently.

The Moi-e-Muqqadas (SAW) is displayed on various occasions related with the life of the Prophet (SAW) and his four holy companions.

SRINAGAR, May 29: Terming industry as a viable answer to tackle unemployment in Jammu and Kashmir, Chief Minister Dr Farooq Abdullah today said the Centre would be vigorously pursued to help in rapid industrialization in the State.

Addressing separate meetings of Jammu Chamber of Commerce and Industry, Federation Chamber of Industries, Kashmir and Association of Small Scale Industries, Jammu here this morning, the Chief Minister said that counselling for new entrepreneurs should be made available at Srinagar and Jammu in the first instance and priority accorded to locally based raw material units.

He said upgradation of District Industries Centres in the capital cities of Jammu and Srinagar into model centres with internet facilities would go a long way in creating awareness among entrepreneurs about latest trends in industrial development. He called for dissemination of all relevant information to the entrepreneurs on industrial scenario, particularly the incentives being offered by various agencies and departments.

Dr Abdullah, while responding to the demand for releasing incentives, agreed to provide Rs 9 crore and said that other issues like streamlining allotment of power supply, upgrading infrastructural facilities in the industrial estates and ensuring loaning facilities to the budding industrialists would be taken care of. He asked the industries department to take measures for completion of Udhyog Bhawan at Jammu expeditiously and stressed for making it a commercial complex for generating revenue.

The Chief Minister also urged for counselling the plastic manufacturing units about alternate units as plastic is considered to be a major environmental hazard. He said the LPG line is proposed to be extended upto Udhampur.

Finance Minister Mr Abdul Rahim Rather said that a special sub committee has been set up by the State Level Coordination Committee of Banks for reviewing the bank cases. He also briefed the meetings about the status of Lakhanpur toll plaza and said a blue print has been formulated for development of Lakhanpur, the entry point to Jammu and Kashmir, first phase of which is estimated to cost Rs 4.50 crore.

The Chief Minister was shown the development plan of Lakhanpur, which envisages construction of commercial complex, education institutions, health centre, laying of green belts and nurseries, etc.

Minister for Industries and Commerce Dr Sheikh Mustafa Kamal said that the Director General Supplies and Disposals has reduced the registration fee of Jammu and Kashmir industrial units from Rs 500 to Rs 250. The registration can now be done at Srinagar and Jammu also as earlier the unit holders of the State were required to visit Delhi for the purpose.

The issues that came up for discussion during the meetings, inter alia, included, power supply, sanctioning of loans and release of incentives, strengthening and upgradation of industrial estates, occupation of estates by security forces, marketing, price preference by government departments to SSI produce, study tours of unit holders, role of pollution control board, etc.

Financial Commissioner Planning, Mr K B Pillai, Principal Secretary Industries and Commerce Mr Mohammad Shafi Pandit and Development Commissioner, Power, Mr. Vinod Sharma were also present.

Besides, Mr Jan Mohammad Kakroo, President, Federation Chamber of Industries Kashmir, Mr Ram Sahai, President, Jammu Chamber of Commerce and Industries, Mr B M Sharma, President Bari Brahmana Industries Association, Mr A K Wadhera, President, Association of Small Scale Industries, Jammu, Mr Kuldeep Dogra, President, Small Scale Industries Association, Jammu were among those present in the meetings.

Sikh factions flay AD Badal, welcome talks on Kashmir

JAMMU, May 29: Jammu and Kashmir State Akali Dal headed by Mr Jagdev Singh and other Sikh factions have severely criticised the functioning of Akali Dal (AD) Badal.

Addressing a joint press conference here today, Messrs Jagdev Singh, S Paramjit Singh, president AISSF, S Kulwant Singh, chief advisor Sikh Naojawan Sabha, S Mohinder Singh, chief organisor Bhai Kanihya Nishkam, Sewa Society and S Balbir Singh general secretary J&K State Akali Dal blamed the A D Badal for playing second fiddle to BJP at the cost of Sikh Panth.

They said the Shrimoni Akali Dal was the organisation of pious persons who contributed in various field of life during their life time. But it is a matter of concern that at present SAD is represented by the persons who lack all those spirits which are basic for Sikh Panth, they added.

In an appeal to Mr P S Badal, Chief Minister of Punjab the Sikh leaders urged him to visit Jammu and Kashmir personally to see the plight of Sikhs in the Valley.

They termed the announcement made by Mr Badal and his faction of Akali Dal at the time of Chattisingpora carnage merely an eye wash to befool the community.

The Sikh leaders while welcoming the visit of Pak Military ruler Gen Pervez Musharaf to India on the invitation of Prime Minister, Mr A B Vajpayee demanded unification of the entire J&K including the portion lying in the occupation of China.

They also warned the State Government that the Sikh community will not at any cost tolerate the interference of the Government in its religious affairs saying that the State Gurdwara Parbhandak Committee (SGPC) is a representative body of the Sikhs which looks after the Gurdwara affairs.

They alleged that Badal faction of Akali Dal is not the member of Gurdwara Committees any where in J&K and chairman of the SGPC is the supreme authority to look after the Panthic affairs.

They while welcoming the Vajpayee’s Kashmir policy demanded that the Sikhs be also involved in the talks .

However they urged the Centre to clarify its stand on Kashmir and alleged that both India and Pakistan were playing as puppets in the hands of USA in this regard. The Sikh leaders alleged that those politicians who were saying that Kashmiri is the integral part of India are today inviting Musharaf for talks.

Two PK factions decide to unite

JAMMU, May 29: Quick on the heels of Centre’s initiative to hold parlays with the various political and non political groups of Jammu and Kashmir to solve the vexed Kashmir issue and visit of Centre’s interlocutor, Mr K C Pant to Kashmir Valley the two factions of Kashmiri Pandit organizations have reached an agreement to function unitedly.

According to sources two KP factions Panun Kashmir and Panun Kashmir Movement (PKM) have resolved to hammer out their differences and end the several years of their estrangement to provide a strong representation to the Community in view of the changing political scenario in the Sub Continent with its focus on Kashmir.

The sources said the move was afloat over a month now and various developments regarding Kashmir has forced the leadership of the two factions to think and act decisively.

The sources said Dr K N Pandita a renowned personality who earns respect in both the PK groups has initiated the move by holding a number rounds with the leadership of both the organizations.

Initially Dr Pandita had written a letter to the leadership of both the factions appealing them to unite. Both Dr Agnishekahr convenor Panun Kashmir and Mr Ashwani K Charangoo, president PKM while welcoming the move agreed to set up a Joint Working Council of the authorised representatives of the two groups which will function as the Apex body.

It was also agreed by the leadership of the both groups that the Joint Working Council will be the top policy making body which will devise the further strategy and plan of action. The insiders have confirmed that the lot of modalities of working together have already been finalized and the crucial issue of political response is under consideration.

The sources said though the new combination has agreed to be guided by the spirit of Margdarshan resolution of "Homeland", yet there seems to be some areas which require further elaboration.

Later confirming it both Dr Agnishekahr and Mr Ashwani Chrangoo said the unity exercise of PK and PKM will be a significant political move which will have an everlasting impact on various fisciperous tendencies within the KP community.

The sources said since the political ideology of the both the groups is focused on Homeland philosophy, the move has the potential to activate a large number of activists presently dormant.

Already the meetings of the representatives of the two bodies including Dr K L Choudhary , Messrs B L Koul, S L Bakshi and Sanjay Raina and others has already taken place which consequently has given rise to the Joint Working Council.

The sources said that the leaders of the two factions who had several rounds of meetings in last over one month kept the deliberations a secret deliberately . The two groups are planing to rope in more key figures in the new combination.

The sources further said that in this entire exercise the role of certain key figures at Jammu and outside Jammu and particularly those based overseas has been important.

Public outcry against malfunctioning of phones

With the Bharatiya Sanchar Nigam Limited (BSNL) sleeping over the issue of making the organisation fully responsive, there is no one to hear the woes of the telephone consumers who have been facing the acute problems since a pretty long time now. Though the BSNL is boasting of its achievements every now and then, but it is a pity that the Corporation is not paying the attention to improve the functioning of the system. Moreover, the promises made by it with the consumers from time to time like making the entire system fool proof are barely fulfilled.

Despite the lot of public outcry over the malfunctioning of the system and prevailing mismanagement no steps have been taken by the Telecommunication authorities at the helm of affairs to put the organisation on right track.

It was expected that after converting the Telecommunication Department into the Corporation the things will change drastically and there would be an accountability for all omissions and commissions but unfortunately this has not happened and the functioning of the Corporation especially in J&K has taken a worst shape.

Availing the telephone connection in a fast developing city like Jammu has become need of the day but due to the carelessness of the organisation the consumers are so fed up that they instead of facility the consider it (telephone) a big liability as no body bothers to look into their complaints when there is nay technical fault in the line or instrument.

The main problem is faced by the consumers in the localities which have been linked with the new exchanges like Janipur, Bantalab, Damana, Gajansoo and exchanges of other suburban localities.

As these exchanges often develop a snag and remain non functional for hours together the consumers connected with them are totally fed up. They have not even brought the matter in the notice of the higher ups in BSNL but also the Ministry of Telecommunication has been apprised of the problem. But instead of initiating action to better the functioning of these exchanges the concerned Ministry as well as the authorities in BSNL are sleeping over the issue.

There is a common defect with the exchanges of Janipur and Bantalab that they become non functional during a hail storm or cloudy weather. During this time the consumers in case of any emergency can never get any number as the exchanges remain dead for pretty long time.

It has been reported that the officials deputed in the exchange remove cards when the sky is overcast with clouds fearing that the lightning may damage the system as had happened in past at Bantalab Exchange. This is an unfortunate affair that instead of stemming the rot to make the system operational round the clock and provide efficient service to consumers the officials remove the cards to further add to the discomfiture of the consumers.

The BSNL claims of going high tech have totally proved hollow as it is reported that a month is taken to remove a fault developed by the OCD 283 exchanges functioning in Jammu. Even the faults developed by the E 10 B exchanges are not removed for days together.

The sordid state of affairs has reached to such an extent that there is no body to take the initiative to look into the basic problems which trouble the consumers.

The common complaints of the consumers that there is some times no ring when the phone is phone is dialed from opposite side, some times the bell rings but there is no talk or one sided talk. Besides this, long ring, hissing sound, no dial tone, disturbance of radio and grinding are the other main problems faced by the consumers.

This simply reveals that the exchanges constructed by the BSNL are sub standard as the problems mentioned persist since 1992. The fiddling of the cards according to experts is due to the improper earthing system in the exchanges which speaks volumes about bad workmanship.

Why the Telephone Exchange at Bantalab becomes non functional in bad weather while the Receiving Station of PDD which is at Stone’s throw from there and the Radio Station which is also in the same vicinity do not face such problem.

Another main complaint of the consumers against the BSNL authorities is that consumers are being submitted excessive bills and there is no accountability on the part of officials. The consumers allege that the Department is not submitting the account of STD calls and the officials fail to justify where these calls have been made.

Besides the complaints are not entertained after the 5-30 pm or before 8 am. At various places the connections have been given with out laying the DP Boxes with the results the phones remain dead often in these places.

Seminar, debating contest on environment organised

JAMMU, May 29: Progressive Youth Society Ramnagar organised a seminar in connection with National Environmental Awareness Campaign-2000-2001.

The programme was organised in collaboration with World Wide Fund for Nature India and Ministry of Environment and Forests, Government of India, in which students from various schools of Jammu and Ramnagar participated. The programme comprised of lecturers, debate, painting and poster competitions.

Divisional Forest Officer Ramnagar, A K Tickoo was the chief guest, while’s Mohan Lal Sharma, Principal Government Higher Secondary School Ramnagar presided over the function.

The students from Government Girls High School Ramnagar, Emmanuel Mission School Ramnagar, Luthra Academy Jammu, Kendriya Vidyalaya Domana and Dewan Badrinath Vidya Mandir Jammu participated in these competitions.

On the occasion, Tickoo presented mementos to Anjana Bandral of Govt Girls HS ramnagar, Tanb Gupta of Emmanuel Mission School Ramnagar and Present Sagar Sharma of K V Domana, who stood first, second and third respectively in the debate competition.

In painting, Digvijay Singh and Deepika Kanwar of Anuradha Public School Jammu bagged second and third position respectively. In poster competition, first three contestants were also awarded with mementos and certificates by GHSS Ramnagar Principal.

A skit on the environment was also staged by Deepika Kanwar, Sunny Atri, Simeriti Pandita, Prashant Sagar and Digvijay Singh.

Joint Council of KPs floated

JAMMU, May 29: An apex organisation under the name and style of "Joint Council of Kashmiri Pandits" has been floated to look into the problems being faced by the K community.

The representatives and leaders of various KP organisations after deliberating on various issues pertaining to the community, felt the need for having a representative body which could deal with the community issues on political front.

Those who represented in these deliberations included All India Kashmiri Pandit Conference, All State Kashmiri Pandit Conference (Yuvak Sabha), Kashmir Pandit Sabha Jammu, Panun Kashmir groups including Panun Kashmir Movement, Action Committee for Return of Migrants, Nao Soan Kashmir, All Kashmiri Pandit Solidarity Conference, All India Kashmiri Samaj, Kashmiri Hindu Minority Conference, Displaced Kashmir Traders Association, Migrant College Teachers Association and representatives of various migrant cells of different political parties.

It was decided that the Council will initially have 150 members from all KP organisations and groups, besides some prominent intellectuals.

An executive of 31 members was framed, headed by a Chairman. Piara Lal Koul Vakil was elected its Chairman, while’s Gopu Kishan Moju will be the convenor.

The Council also decided to hold a seminar in Jammu during the month of July and later in Delhi and Srinagar to evolve a broad strategy on the future of he community.

Militants’ attack on Aslam condemned

JAMMU, May 29: Pradesh Congress Committee has condemned the attack on the residential house of Ch Mohd Aslam, former PCC-I president.

In a meeting held here, the PCC leaders said that such instances speak that militancy was on increase in Poonch and Rajouri and has penerated upto Akhnoor town, with Administration totally failing to curb it.

The PCC-I leaders further said that the security was not being provided to the senior leaders of Congress and they continue to be ignored. This was the third attack involving Ch Ramzan, a PCC statement issued here recalled.

The signitories to the statement include Hari Singh, Madan Lal Sharma, Tara Chand, Suman Bhagat, Swaran Lata, Mula Ram, Om Chopra, Darshan Raina, Vinod Sharma, Jugal Kishore, Maheshwar Singh, Hans Raj Bhagat, Raval Matoo, Anil Pachiala, Vinod Sharma, Vijay Sharma, Bhupinder Singh, Chatter Singh, Rajiv Saraf, Rattan Chand and Naresh Sharma .

Sheikh Nazir asks NC workers to keep liaison with people

JAMMU, May 29: State general secretary of National Conference Sheikh Bashir Ahmed Advocate, who arrived here from Srinagar, has in a brief statement issued here asked for constant liaison by the party office bearers with the people in their respective areas.

As per a release Sheikh Nazir said Assembly elections will come off any time in the prevailing situation and that the NC party workers should not be caught napping.

Sheikh Nazir asserted that party workers should go to the people without losing any time and ensure that their basic demands, especially of those residing in distant areas are met with to their satisfaction.

The basic requirements of the people pertaining to education, medicare, electricity facility and the like should be met with without any hindrance, said Sheikh Nazir Ahmed.

He said the promises made to the public from time to time in respect of their requirements, in the border areas have to be verified and where ever these facilities have not reached people, the process has to be speeded up.

Sheikh Nazir said the National Conference has never lagged behind in ensuring the promised facilities. It is the only party which has always come upto the expectations of the people irrespective of caste, community or religion.

Latti to be developed as tourist spot: Prof Gupta

JAMMU, May 29: The Latti Dhoona area of Udhampur district is being brought on tourist map of India and in this regard every possible step will be taken to develop Latti as tourist spot.

As per a release this was stated by Union Minister of State for Civil Aviation Prof Chaman Lal Gupta while addressing a rally at Latti in Dudu block, about 150 km from here. He said Latti can attract thousands of tourists every year and added that lack of infrastructural facilities has compelled the area to remain neglected.

Prof Gupta said he would take up the issue of developing Latti as tourist spot will be taken up with Tourism Minister and all possible central assistance will be provided. He said in the initial stage tourist huts would be got constructed at Latti so that tourists could stay there.

The BJP Minister announced that a helipad would be constructed at Latti and efforts would be made to complete it within shortest possible time. Prof Gupta who visited the area for the first expressed concern over lack of development in the area and observed that had the successive Governments in the State paid due attention towards development of the area, it would have emerged as a major tourist spot alongwith Patnitop and in turn given fillip to the economy of the area.

Prof Gupta assured the people that road from Mantalai to Latti will be got constructed under the Prime Minister’s Sadak Yojna and made operational throughout the year. He also announced construction of a Youth Hostel at Latti out of his MP Local Area Development Fund.

Earlier various delegations called on Prof Gupta and apprised him of various problems facing them. He told the delegations that present NDA Government led by Mr Atal Behari Vajpayee was fully aware of the problems being faced by people and assured them every possible effort would be made to solve their problems.

The Minister shared the concern of the local population over spurt in activities of the militants in the area but assured that every possible step would be taken to eliminate militancy completely from the area. He informed the people that steps would be taken to recruit more Special Police Officers and at the same time efforts made to strengthen the Village Defence Committees, who are rendering valuable services by fighting the challenge of militants.

Jammu Kathak dancer awarded national fellowship

JAMMU, May 29: Mr Sanjeev Kumar Sharma, son of Late Puran Chand of village Sainth in Akhnoor tehsil has been selected for an award of scholarship for a period of two years with effect from February 1, 2001 in the field of Kathak Dance.

As per a release the awards carries a scholarship of Rs 2000 for a period of two years from the Ministry of Tourism and Culture, Department of Culture, Government of India, New Delhi.

Sanjeev is a disciple of Prof V N Kohli of the Institute of Music and Fine Arts Jammu and Guru Mrs Nandini Singh of Shri Ram Bharatiya Kala Kendra New Delhi.

He has completed three years Diploma in Honours in National School of Kathak Dance with first position under the able guidance of Guru Rajinder Gangani. Presently he has joined two year Post Graduate Diploma Course in Kathak Kendra under the guidance of Guru Rajinder Gangani in New Delhi.

He is also recipient of Shri Ram Bharatiya Kala Kendra New Delhi and Sahitya Kala Parishad for two years viz 1998-2000. So far he has performed at different functions throughout the country and won applause from the audience.

JAMMU, May 29: Mr Inderjeet Khajuria, president All Jammu Hotel and Lodges Association, has demanded that Bagh-e-Bahu and Amar Mahal Museum, which are great attractions for tourists coming to Jammu for Vaishnodevi Yatra or for visitng hill resorts like Patnitop etc should be kept open on Mondays as well.

As per a release presently both these places remain closed on Monday. Mr Khajuria has also demanded that hours of opening of Amar Mahal Museum should be longer to facilitate the visitors. If the visitors come to round of Amar Mahal Museum during late hours, they can enjoy panoramic view of Tawi and surrounding hills from Amar Mahal premises, which can be a great attraction for tourists.

Jammu Hotel and Lodges Association has also demanded that in view of shortage of potable water at Katra, the pilgrims coming for Vaishnodevi Yatra be encouraged to have stop over and stay for night at Jammu before proceeding to the holy cave. Instead of announcing that there is shortage of water at Katra and pilgrims should not come in good number for Yatra, the authorities should appeal them to to stay at Jammu where the hotels and lodges have adequate accommodation besides arrangement of potable drinking water in their premises.

Similarly Hotels and Lodges Association has also arranged package tours to various visiting spots for the Vaishnodevi pilgrims, which the authorities should publicize, said Mr Khajuria.
