‘Both countries desire peace’
Vajpayee asks Hurriyat to talk to Pant before Gen Musharraf

MANALI (HP), May 29: Prime Minister Atal Behari Vajpayee today asked the Hurriyat Conference to talk to Government’s interlocutor K C Pant before pressing for a meeting with Pakistan’s military ruler Gen. Pervez Musharraf.

"Hurriyat leaders were released from jail to enable them to talk to the Indian Government. Pant is in Jammu and Kashmir for talks with various groups and they should come forward for parleys with him," Vajpayee, who is on a sojourn here, told reporters.

"Doosron Ki Bari Baad Mein Aayegi" (the turn of others will come later)," he said when asked about the demand by Pakistan that Hurriyat leaders should be permitted to meet Musharraf during his proposed visit to New Delhi.

Stating that his invitation to Musharraf should not be construed as a "weakness" but a demonstration of India’s self-confidence, Vajpayee said New Delhi always favoured a political solution to the Kashmir issue because it did not consider it a religious matter.

Terming his invitation to Musharraf as a "new initiative" as both countries desired peace, he said it was a "well thought out" one and hoped Islamabad would respond positively.

So far he has not received any communication from Pakistan, he said.

To a question, the Prime Minister recalled Musharraf had stated on several occasions that he was prepared to talk to India any time and anywhere.

Other countries had also favoured resumption of dialogue between India and Pakistan, he said.

He pointed out that India had never said it would not talk to military regime in Pakistan.

Recalling that Islamabad had military rule for long, he said that even after the Kargil conflict, India had maintained full diplomatic relations with Islamabad.

On ceasefire in Jammu and Kashmir, he said it was done to create a right environment in the Valley. The six-month-long ceasefire was called off as it was found that even after three extensions, it had not yielded desirable results, he said. To a question on the killing of 16 BSF soldiers by Bangladesh Rifles last month, Vajpayee said India’s response to the incident was "well considered, appropriate and adequate".

On imposition of a dress code on Hindus by Taliban in Afghanistan, he said it had been condemned by the entire world and India was mobilising international opinion against it. (PTI)

Pant holds talks with Shah

SRINAGAR, May 29: In a follow-up to Government’s efforts to find a solution to Jammu and Kashmir problem, Centre’s interlocutor K C Pant today held detailed discussions with Kashmiri separatist leader Shabir Ahmad Shah and asked other groups to seize the "window opportunity" provided by Prime Minister Atal Behari Vajpayee’s initiative.

After remaining closeted with Pant for nearly 75 minutes, Shah told reporters that Pant heard his views patiently and he was not disappointed with the steps taken by the Centre.

Appreciating Vajpayee’s move to invite Pakistani military ruler Gen Pervez Musharraf for talks, the Jammu and Kashmir Democratic Freedom Party chief said "his actions have shown sincerity."

Pant said "I am here to understand aspirations of people of the State and Shah has a particular place within Kashmiris."

He said the Prime Minister’s intiative provided a "window opportunity" for all the groups to seize.

Pant said there was no room for annoyance and "I believe the process of dialogue will go ahead".

About Shah’s queries on human rights violations in the State, he said "human rights have always been important for us and in a democracy we are sensitive to the issue."

Shah said a lot of ground work was needed to be done before initiating a formal dialogue with the Centre.

"The Government should accept that bilateralism has failed and I hope the present move of New Delhi will be aimed at involving Kashmiris in talks," Shah said.

However, Pant maintained talks with Pakistan and parleys with Kashmiris were two different issues.

Pant said "all groups need to get their act together and move ahead" to resolve the Kashmir issue.

He said Shah was keen on restoration of peace in the entire South Asia and "I have taken note of it".

Admitting there were differences with Shah, Pant said "in a democracy differences are bound to take place and dialogue is a process not an event."

Even during brief interactions with reporters, Shah termed Kashmir as a dispute while Pant said Kashmir was an integral part of the country.

Shah sarcastically said "integral parts can never be referred to as a nuclear flash point."

On External Affairs Minister Jaswant Singh’s statement that Jammu and Kashmir was an integral part of India, Shah said "I am very sad. It is not good."

Asked to comment on the timing of Singh’s statement, Pant said "I have no problems and Singh has reflected only our stand."

"You have seen Pakistan High Commission’s recent statements. Timings have to be observed by everyone," Pant said. (PTI)

Musharraf prepared to talk about converting LoC into IB

NEW DELHI, May 29 : Pakistan Chief Executive Gen Pervez Musharraf tonight said he was prepared to discuss the issues of converting the Line of Control (LoC) in Jammu and Kashmir into International Border and the question of independence for Kashmiris.

"Well frankly, I would like to deal with these issues when we confront them. We will cross the bridges when we arrive at them," he said in an interview to the BBC.

Gen Musharraf, who has accepted an invitation from Prime Minister Atal Behari Vajpayee to visit India for talks, said "we are going with a very open and flexible mind and once the dialogue process starts and we start moving towards the solution, then we will address these issues."

He was replying to a question on whether he was prepared to make the LoC permanent or give Kashmiris independence if there were a plebiscite.

He hoped that the low point between the two countries following kargil had come to an end, saying it was all history and the two countries needed to move ahead.

"I am looking ahead with cautious optimism, I would say," he said.

The General appreciated Mr Vajpayee’s "statesmanship, vision, courage and boldness" in extending the invitation.

"I go with an open mind to make it historic but certainly the ultimate outcome depends on the initiation of the dialogue. The outcome of the dialogue will prove whether we are moving towards the historic direction or not." Asked whether he would discuss topics other than Kashmir, Gen musharraf said "well certainly i am flexible. I have been saying that the core issue is Kashmir and let there be no doubt in that. But there are other issues also and i have no reservations in discussing those."

He said if India wanted a dialogue on reducing or eliminating nuclear weapons altogether, Pakistan was ready.

"We could talk about de-nuclearising South Asia. So if the Prime Minister (Vajpayee) is interested, we could go ahead with him. But let us not sideline the main issue. It is the Kashmir issue which is the primary focus."

About the speculation in Pakistan that he could be the next President, Gen Musharraf said no such decision had been taken yet.

On whether he would hand over power to former Prime Ministers Nawaz Sharief or Ms Benazir Bhutto if their Pakistan Muslim League (PML) and Pakistan Peoples’ Party (PPP) came to power the General said "certainly I have no differences with these parties as such. They are national parties, the PML and the people’s party, and therefore I have no problem with either of them winning the elections, that is no problem at all."

He, however, in a veiled warning, said they would have to answer the nation for whatever they had done. "So whoever wants to come back, they have to answer, to confront the nation and be accountable and answerable to the nation. So to that extent we are very clear on their role - their role can only be after they are held accountable for whatever misdeeds they did."(UNI)

Woman among 6 killed in Hiranagar shoot-out

Excelsior Correspondent

JAMMU, May 29: The Border Security Force (BSF) gunned down six Bangladeshi infiltrators including a woman in forward post of Paharpur in Hiranagar sector in the wee hours of this morning while Pakistan continued unprovoked firing on the International Border overnight.

Official sources in the BSF described the persons killed in the shoot-out as infiltrators. However, reliable sources confirmed that deceased were Bangladeshi nationals and also included a woman. They were intruding into Indian territory for working as labourers.

Official sources said the BSF jawans, manning the forward Paharpur post, became alert after noticing movement along the border at about 0530 hours today. As infiltrators didn’t stop despite repeated warnings, the security personnel opened firing killing all of them on spot.

BSF jawans carried out searches around Paharpur post this morning and recovered dead bodies of six persons. They included five male and one woman. They were not carrying any consignment alongwith them. Some personal belongings only were recovered from their possession.

Sources said the BSF jawans were maintaining a high alert all along the border in Jammu sector in view of stepped-up infiltration by Pakistani saboteurs. "Security personnel couldn’t recognise the intruders in view of extreme darkness when they were sneaking into this side", they added.

Moreover, according to sources, the Bangladeshi nationals didn’t stop when they were asked to halt and surrender. This forced the jawans to open firing resulting into the death of infiltrators.

They pointed out that besides infiltration of Pakistan-backed saboteurs, the large scale influx of Bangladeshi nationals has also become a major headache for security forces. "If we allow the intruders to sneak in, taking them as poor Bangladeshi labour, but then they turn out to be Pakistani militants we could be in trouble", they asserted, saying ‘security forces have very limited options on the border and have to maintain an offensive at all costs’.

Meanwhile, bodies of deceased Bangladeshis have been handed over to local police by BSF jawans for burial. Their identity couldn’t be established as they weren’t carrying any identity card with them.

On the other side, Pakistan army continued with heavy small arms firing on the International Border. Indian side replied firing at all places.

However, no loss of life or damage was reported in Pakistan firing on Indian side. Casualty, if any, on the other side couldn’t be ascertained immediately.

Firing was aimed at interrupting fencing work on the border, the sources said.

Musharraf proposes 4 set of dates

ISLAMABAD, May 29: Pakistan’s Chief Executive General Pervez Musharraf has proposed four set of dates for the planned summit in India with Prime Minister Atal Behari Vajpayee.

Islamabad has suggested any date after June 20, 25, end of June or early next month, Musharraf said in an interview to the BBC last night.

"I am available as soon as we arrive at mutually convenient date. We have to arrive at coordinating a date," he added. Asked whether he has sent a reply to Vajpayee’s invitation, Musharraf replied in the negative but said he would do so very soon. "I do intend sending it (reply) very soon today or tomorrow," he said in last night’s interview.

External Affairs Minister Jaswant Singh had yesterday said India was still awaiting a formal response from Pakistan to Vajpayee’s invitation before finalising the dates. He, however, said it would be "a balance of mutual convenience of calendars of both heads of Governments". (PTI)

Musharraf praises Vajpayee

ISLAMABAD, May 29: Praising Prime Minister Atal Behari Vajpayee for his "statesmanship, vision, courage and boldness" towards "accepting the reality", Pakistan Chief Executive General Pervez Musharraf has said he is going to India with an "open and flexible mind".

"Certainly I am very flexible. I have been saying the core issue is Kashmir. No doubt there are other issues and we have no problem discussing other issues," he told the BBC in an interview emphasising that the core issue should not be sidelined when discussing other issues.

Stating that he was "cautiously hopeful" about the outcome of the talks, Musharraf, however, said he hoped that it would be a historic visit. But only the outcome would prove whether the relations move in a historic direction, he said.

Asked if he would tell Pakistan-based militants to scale back their activities in Jammu and Kashmir in the light of the invitation, Musharraf said "indeed one would like do that whatever influence one can exert, it depends on dialogue."

However, he said the Indo-Pak dialogue has not even started and noted that the two countries were trying to climb first rung. "Let us start dialogue and let it start proceeding and all issues can be addressed," he added.

Asked whether he would raise the issue of reduction of nuclear weapons in the region during the Delhi summit, Musharraf said Pakistan would go ahead with the process of "totally de-nuclearising" South Asia if Vajpayee was interested in pursuing this.

He, however, said that the nuclear issue was "secondary" and that the primary focus of his visit would be the "main issue" of Kashmir.

To a question, Musharraf hoped that the "low point of relations" between the two countries has ended and stressed that they need to move ahead and look ahead with optimism.

Queried on whether he would stay on as the next President, Gen Musharraf said no such decision has been taken but noted there were certain national interests that have to be kept in mind to ensure the continuity of reforms being undertaken in Pakistan.

The General said the two former premiers Benazir Bhutto and Nawaz Sharif were answerable to the nation "for whatever misdeeds they have done in this decade of disaster."

Asked whether Pakistan’s influence over the Taliban was waning, Musharraf said it was "wrong" to suggest that Islamabad exercised total command and control over the student militia.

"We have relations, can engage in all issues but it does not mean we can make them do what we want to," he said. (PTI)

Musharraf likes to visit old house

ISLAMABAD, May 29: Pakistan Chief Executive General Pervez Musharraf says he would like to visit his old home in Delhi if he gets an opportunity to do so.

"I would like to if afforded opportunity. It is not a primary issue but if I get an opportunity I would like to go and see it," Musharraf said when asked in a BBC interview whether he would like to look up his old home in Delhi.

Musharraf said he does not have many memories of his stay in Delhi, where he was born, since he was too small. (PTI)
