Irregularities in Rehbar-e-Taleem's appointments

Sir,

We the aggrieved Rehbar-e-Taleems submit that the Rehbar-e-Taleem Scheme launched by the Minister of Education Mr Mohd Shafi Uri to make defunct schools functional effectively but we feel that the Rehbar-e-Taleem scheme stands fruitful only to the concerned ZEO's and CEO's and it has no meaning for gross root level educational management because the concerned officers with their higher ups at district level make appointments on their own without the consulting village level committees.

At the time of constitution of village level committees, the concerned officers identify only the innocents or some dishonest persons who fully help them to collect huge amounts for the appointments of Rehbar-e-Taleems by setting aside all the norms and rules of Rehbar-e-Taleem Scheme.

A live example of a such kind has been set during second phase appointments in village Chalakh falling under Educational Zone Sallan where the concerned officer collected the application and drew up the panel of the candidates without taking the village level committee's members into confidence because he did not want to aware the members about the scheme and most of the members were innocent and too literate to read the panel drawn up in English script. They were simply asked to put their signatures on the panel as a formality only.

No any criteria for merit or category was considered by the selection committee.

Moreover, most of the VLC members did not know the names of the candidates approved in the panel and the locations of the schools where the appointments were to be made. The concerned department did not make public the notification for inviting applications and no any last date for the submission was fixed. The informations were sent verbally and in such a way that only selected persons were aware about that as a result the candidates who had already applied during first phase appointments, could not submit their additional qualification certificates for the second phase appointments, could not submit their additional qualification certificates for the second phase appointments which were made recently in March 2000.

We request the J&K Govt through your esteemed daily news paper to kindly look into the whole episode sympathetically so that the irregularities done during selection are brought into light and the justice is done as soon as possible.

Re-structing Banihal

Sir,

This is in reference to the notice for the attention of general public dated 16th of April 2001 published in your esteemed paper. We are unable to understand as to why the Government is not paying compensation to the owners of the land covered under NHIA and in my view Government in whole is responsible for the difficulties which the public will face after the removal of construction.

In November 1997, when a fire broke out in Banihal which destroyed more than half of the main Bazar and remaining was destroyed in fire of March 31, 1998 which included mosque. People constructed new houses and shops, the new mosque is also under construction and about Rs 80 lakhs have been spent. In this case first the Government had not given any relief fund or any other type of help as the fire started from Government office (SBI) and now the administration is going to increase the problems of the public.

The authorities can force the public to construct their houses and shops away from the area required for NHIA at the time of construction. But this only shows the carelessness and corruption of our system.

Some families especially minorities are not in a position to construct their houses and shops again after this coming disaster.

So, the authorities must take adequate steps for the benefits of state subjects. As the officers are in office to serve the public and not to be served by the public. In case any officer/official does not realise his duties and avoids public work, he should be punished immediately by the Government. The carelessness in the public work should not be tolerated.

Commendations

Sir,

I recently visited Mata Vaishno Devi Shrine with my family and was very pleased to get the great Darshan of her. Last year 5 million yatris visited the Shrine and it was amazing to see the cleanliness and the arrangements made from Katra town to Bhawan to make the yatra simple and comfortable.

Few people need to be commended for the above:-

Safai Karamcharies need to be commended for the cleanliness of the Yatra path and the Toilets, we found them extraordinarily cleaned.

Pithoos & Ponies need to be commended as without them many disabled, elders and children would not be able to visit the Shrine. Just imagine how pithoos carry very heavy persons on the Palkis.

Shri Mata Vaishno Devi Shrine Board needs to be commended for overall administration and making the yatra safe and comfortable. The new road recently opened from Adh Kuwari to Bhawan is very wide, clean and pleasureable. Also we did not see any beggars and the shrine looked much more greener with lot of new trees planted on the way.

Lastly 2 persons need to be commended, these are Mr Jagmohan (former Governor of J&K) for all these changes and Mr Gulshan Kumar who made Mata Vaishno Devi Shrine popular all over the India and world by his ‘Shradha’. One can see Vaishno Devi Shrine in his films, cassettes etc. Also one can see how many yatris eat at the langer he had started. We yatris salute all these people to make our yatra safe, simple, and comfortable.

Before concluding I would like to suggest every Yatri that it is also our duty to do some thing to make this Shrine more and more clean and neat and comfortable so that the Yatris do not face any difficulty while coming to have Darshan of Shri Mata Vaishno Devi.

Pensioners' plea

Sir,

A section of State pensioners who retired during 1.1.96 to 31.10.96 are now satisfied with the action of the State Government which have revised pension by removing the anomaly by issuing SRO 122 dated 28.3.2001 which implies the restoration of the benefits to the pensioners with effect from 1.1.96 in the revision of grades/pension. Such section of pensioners/retirees was put in a huge financial loss with no fault of theirs.

Now the ball is in the court of Accountant General's office who has to issue Revised pensioner PPOs in favour of the said section of retirees.

It is urged upon the concerned authorities to issue PPOs as early as possible so that the section of the pensioners could get the revised benefits of their pension.
