Several youth missing in Doda Excelsior Correspondent JAMMU, May 26: National Panthers Party supremo Prof Bhim Singh has said that announcing ceasefire by the Indian Government without any firm policy and direction was a mistake but abruptly ending the ceasefire was a big blunder. Addressing a press conference here today the Panthers Party chief said that both the decisions were taken by the Union Government without the application of mind. One sided ceasefire had no meaning moreover, it should have been withdrawn very early. Expressing serious concern over the increasing militancy in district Doda and other areas of J&K, the Panthers Party leader said that the situation was very explosive and has taken a serious after the announcement of ceasefire. A large number of militants have managed to cross over to this side while those operating here have launched their massive activities. Referring to the killings of seven members of minority nomad families at Sajjar near Atholi in Paddar, Prof Singh said that SHO Atholi Mohd Shafi (SI) had withdrawn twenty SPOs/ VDC men from the area alongwith their weapons hardly three days before this incident. They were sent back to their respective area only the next day of massacre alongwith their weapons. Prof Singh who visited the village alongwith some members of his Party alleged that SHO when contacted and inquired about the reason behind withdrawal of security from area, claimed that he acted according to SSP Doda, Mr Ashkoor Wani. Prof Singh said Doda police claims that all the militants involved in the massacre of seven nomads have been killed in encounter while the locals say that all the eleven ultras and two locals responsible the act were still operating and were seen several times. It is strange that even Intelligence agencies operating in the area failed to establish information about the activities of the police and the militants as well. He demanded inquiry into the whole episode and maintained the DGP should take strong note of it. He further alleged that Administration was totally involved in the militancy and NC Government should be dismissed immediately as it will never like peace in the state. Prof Singh alongwith his party menB B Kotwal, state general secretary, Faqir Chand, Mohd Iqbal who returned after five-day Nyaya Yatra in district Doda said that Administration should inquire about the missing of a large number of youth from Bhalessa, Paddar and other remote areas of Doda. Awareness programme will also be launched during Sudhmahadev Mela. He also expressed profound grief over killing of securitymen in the area and maintained that militants were striking where ever they wished but the security remained very weak. |

PDP can provide alternative of NC Excelsior Correspondent MANJAKOTE, May 26: Terming decision of the Prime Minister, Mr Atal Behari Vajpyee to invite Pakistani military ruler General Parvez Musharraf for dialogue on Kashmir as positive development, Jammu and Kashmir Peoples Democratic Party (PDP) chief Mufti Mohammed Sayed hoped that this step would surely help in resolving vexed Kashmir problem peacefully and permanently. Addressing series of public meetings , Mufti lavished all praise on Prime Minister for inviting Pakistani military ruler for talks. "Prime Minister has again taken a bold initiative to resolve the issue and the development has vindicated PDPs stand that Kashmir problem can only be solved through talks among the concerned parties", former Union Home Minister said while addressing meetings at Manjakote, Mogal and Pouni (Reasi). The PDP chief reiterated that the Kashmir issue was political one which can only be solved politically and through dialogue among the parties concerned to the issue. "There is no military solution to the trouble and sooner or latter, even gun wielding militants will have to come to the negotiation table", he stressed. Mufti hoped that Parvez Musharraf would respond positively to the Indian Prime Ministers invitation and cooperate for restoration of peace in the troubled torn Jammu and Kashmir. "Both India and Pakistan can not ignore the fact that people of both countries including J&K want peace not war", he added. Accusing the Chief Minister, Dr Farooq Abdullah of trying to sabotage the ongoing peace process, PDP chief alleged that the former did not want the restoration of peace in the State. He also cautioned the Central Government against nefarious designs of Farooq Abdullah and appealed to the Prime Minister to go head with his peace initiative. "Militancy suit National Conference that is why State Government has been creating hurdles in peace process", he said and adding, "Farooq Abdullah donot want that peace should be prevailed in the State as end of the on-going blood shed would harm the vested interests of the ruling NC leaders who have looting the State". Coming down heavily on ruling National Conference for rampant corruption in the State, Mufti said that only achievement of this Government was that corruption has been legitimised during the regime of Farooq Abdullah. Mufti contested Governments claim providing jobs to one lakh youth. "They have not provided but sold the Government jobs in open market", he alleged and added that NC leaders have brazenly auctioned Government jobs through their touts. Highlighting miseries of the inhabitants of hilly backward areas, Mufti said that it was regrettable that after 53 years of independence people are still living in virtually hellish condition. "It was all due to the policies of the successive State Government which meted out step-motherly treatment with backward and hilly areas of the State", he said exhorted the people to remain united to highlight their miseries. "Instead of solving woes of the people National Conference has been exploiting sentiments of the people by raising some emotional issues", he said. The PDP chief called upon the people to teach a lesson to the National Conference in the forthcoming Assembly elections by election honest and dedicated candidates. He, however, claimed that only PDP could provide a better alternative to the National Conference. "We are not for power but to providing healing touch to the inhabitants of this violence plagued State", he said and assured the people that PDP would make comprehensive programmes for the upliftment and betterment of the backward and far-flung areas. He also asked his party activists to remain prepare for the Assembly elections so that a better alternative of ruling NC could be brought before the public. The largely attended meetings were also addressed by Mr Master Tassadiq Hussian, Trilok Singh Bajwa, Ashok Sharma, senior vice-president of the youth wing of the party, Shafi Dar, district president, Vinod Mahajan, Anam Choudhary, Ch. Akarm Khan, Ch Inam Hafiz, Mr Fallail Singh and others. Public meeting at Majakote and Mogal were organised by Mr Anam Choudhary and Pouri by Mr Bansi Lal. The law abiding and peace-loving citizens of Jammu region are the worst hit by Kashmiri rulers for the last 53 years due to discriminatory attitude in all spheres of life and now the situation was fast developing to the extent which calls upon the people to be united and force the powers that be at the helm of affairs to concede the popular demand of reorganizing the State to provide a separate State to Jammu region. Mr Ramesh Sabharwal mentioned various details of discriminations meted out to the people of Jammu region and criticised the successive central Governments for not addressing the problems and grievances of the people of the region. He warned the present day central leadership to act at this crucial juncture and make way for statehood to Jammu and Union territory status to Ladakh, otherwise it will be too late and they (leadership) will be cursed for their follies. Ex-servicemen hold meet at Chanderkot Excelsior Correspondent JAMMU, May 26: An ex-servicemen meet, organised by the Army, was held at Chanderkot here today. The meet provided an opportunity to have interaction between the Army and the ex-servicemen belonging to Ramban and Banihal tehsils. As per release, nearly 200 ex-servicemen participated. The Secretary, ex-servicemen league, Ramban, Mr Jagan Singh Kotch; president, ex-servicemen League, Ramban, ex-Captain Prem Singh Balwal and also ex-Captain Purab Singh Balwal were prominent among those present at the function. Speaking on the occasion, a senior Army officer called for wholehearted support from the ex-servicemen to enhance vigilance and thwart the evil designs of the terrorists. He exhorted them to lend their active co-operation to the security forces. He also appealed to them to furnish vital information about the movements and activities of ultras in their respective areas and hoped that they would create a spirit among the local population to rise against the diabolic motives of terrorists. The Army officer said that wholehearted and joint effort by the ex-servicemen, security forces, public and civil administration would pave the way towards maintaining peace and tranquillity in the region. He assured them of all possible assistance to solve their problems through civil administration and threw open the CSD and MI room of the Army deployed in the area. Excelsior Correspondent SRINAGAR, May 26: The Vice Chancellor of Kashmir University, Prof Abdul Wahid today released a book titled "Jhelum-The River through my Backyard by Mr Khalid Bashir Ahmad a well known writer and journalist of a repute. Speaking on the occasion, Prof Wahid lauded the efforts of Mr Khalid Bashir for touching a sensitive topic of river Jhelum which is a symbol of four motherland and has direct bearing on our history culture and socio economic activities. He said the historical developments which took place in the Valley since the centuries, are associated with this river. The river serves as a life line for the people as it has remained the main source of transportation, agriculture production, hydro-power generation besides serving as important source for commercial activities. Appreciating the role of the author for collecting the relevant material to reflect the socio-economic life of the Valley. The Vice Chancellor said that such kind of research work has made the book a very important historical document for the posterity and the research scholars. This has added to the value of the book and needed to be appreciated by one and all. The book is a portrait of the main stream of the Valley of Kashmir in which Mr Khalid Bashir has etched the history, culture and social ethos of the land with a poetic sensitivity in a simple prose from which makes it worth reading. The book is the first of its kind on the subject whose source material have been derived from ancient texts, chronicles, travelogues, scientific and literary studies and interviews. An account of the happenings since centuries along the banks of the river presents a beautiful backdrop to the flow of the subject matter. The book gives the detailed account about the birth of the river both in mythological as well as scientific terms and looks from a new angle at its local name Vyath. The book gives present status of the Jhelum and laments the unsensitivity of the people towards the life line of Kashmir. Prof Mohammad Ashraf, HOD, History, Kashmir University, while commenting on the book, said that this book has a historical significance and will serve as most authentic document for historians and research scholars. He said the book of Mr Khalid Bashir is a compilation of most important documents covering all cultural and socio-economic aspects of life of the peolpe of the Valley since the birth of river Jhelum. He said though Mr Khalid Bashir is not a historian but this praise-worthy work will be of great contribution in the field of history of the state and will serve as a source of inspiration for younger generation. Prof G R Malik, HOD English, Kashmir University who was presiding over the function, in his, address said that with the publication of book an River Jhelum by Mr Khalid Bashir, the State has discovered a hidden young and well talented writer. He said his contribution has touched all aspects associated with this famous river of Kashmir which has a historical and cultural importance and form the very essential part of our long history. Describing the book a unique, Mr Malik said it makes a fascinating reading and leaves one illuminated, educated and enhanced. The intence research work made by the writer is a great contribution and worth appreciating and serve as a becon light for young generation. Prog finalized to observed martyrdom of Amar Nath Excelsior Correspondent JAMMU, May 26: A programme has been finalized to commemorate the 30th Balidan Divas of Shaheed Amar Nath Bhagat. As per a release a meeting was held today at Nabha community Hall under the chairmanship of Mr Mr Som Nath, (Retd Chief Horticulture Officer) who has been nominated as member of All Scheduled Caste Segments Committee constituted at State level to celebrate the martyrdom of Late Amar Nath Bhagat, who laid down his life for securing reservation in services and recruitments for the members of Scheduled Castes in J&K. The meeting was presided over by Mr Ram Dhan Bhagat. In the meeting final touches were given to celebrate the occasion at Jammu on June 3 at 8 am. Mr Som Nath told the meeting that Late Amar nath Bhagat was born in a small village Kachchappa of Ramban tehsil of Doda district and soon after completing his studies, he joined the Congress leaders of that time namely Babu Parmanand, Punjab Singh,Chandu Lal, Babu Milkhi Ram, Bhagat Chajju Ram and others in securing rightful place for weaker sections of the society was particularly very sad over non-provision of recruitment for SCs in services. All these leaders worked hard for this but the Government did not relent. Shaheed Amar Nath even approached Babu Jagjivan Ram, the then Union Minister and president of Depressed Classes League, but nothing happened. Consequent upon this Shaheed Amar Nath decided to face any eventuality to secure reservation for scheduled castes in J&K and he sat on hunger strike in May 1970 and laid down his life for the cause of down trodden people. His death triggered wide spread protests in Jammu and adjoining areas and this forced the Government to think over the matter. And barely after one week of his death 8 percent reservation for Scs of J&K in services was accorded. Others who attended the meeting included Messrs Baldev Raj Bhagat, Dr Shiv Kumar, Om Parkash, B D Lalwal, Punjab Chand, Master Ram Krishan, Dr Bharat Bhushan and Darshan Kumar. |

Excelsior Correspondent JAMMU, May 26: Adequate transport arrangements have been made for the Kashmiri migrants intending to visit Kshir Bhawani, Tulamulla, Kashmir on Jeshta Ashtami falling on 30th May. This was revealed at a meeting of officers held here today to finalise arrangments for the pilgrims visiting Mela Kshir Bhawani. The Divisional Commissioner, Jammu, Mr Anil Goswami was in the chair. It was decided in the meeting that the registration of pilgrims, who intend to undertake the pilgrimage shall be done by the Relief Commissioner, Jammu at his office situated at Canal Road, Jammu from 26th May to 28th May upto 4 p.m. The buses will leave from Purkhu, Muthi, Janipur Pamposh Colony, Ambphalla and Nagrota on 29th of May 2001 at 4.00 in the morning. Adequate security and medical arrangements shall be made by the respective departments to accompany the vehicles carrying the pilgrims. The Divisional Commissioner, Kashmir has also been requested to make lodging and boarding arrangements as per past practice for the pilgrims during their stay at Tulamulla on 29th, 30th and 31st of May, 2001. The IGP Jammu, Relief Commissioner, Jammu, Additional Deputy Commissioner, Jammu, Regional Transport Officer, Jammu, General Manager, SRTC and Deputy Chief Medical Officer, Jammu participated in the meeting. |

He also dwelt on the status of public sector undertakings in the State and assured the Conference that the points raised in the memoranda would be examined at appropriate level for earnest action. He said that he will take up the issues pertaining to the Centre with the Union Defence Minister and other ministries. The Minister for Labour, Employment and Sports Mr Harbans Singh was also present on the occasion. 3-day IMA working committee meeting commences Excelsior Correspondent SRINAGAR, May 26: The 3-day working committee meeting of the Indian Medical Association commenced here today. A large number of delegates from all parts of the country are participating in the meeting being held in the State for the first time. The Chief Minister, Dr Farooq Abdullah hosted lunch to the delegates and interacted with them. The Union Minister of State for Commerce and Industry, Mr Omar Abdullah , several cabinet colleagues of the Chief Minister, a number of senior officers and a galaxy of doctors were present on the occasion. The President, Indian Medical Association, Dr Ketan Desai was also present. The Chief Minister said that these interactions provide an opportunity to the doctors from various parts of the country to exchange their expertise and help in better disease management. He impressed upon young medicos of the State to benefit from such conferences, seminars and deliberations and learn more and more about latest techniques of preventive and curative aspects of serious ailments and help the suffering humanity. Dr Abdullah said that efforts should be made to hold more such national level meetings in the State where the required infrastructural facilities are available to organise these events. Seven Khokhas burnt in devastating fire at Gumat Excelsior Correspondent JAMMU, May 26: Atleast 7 Khokhas and pharies were burnt into ashes in a devastating fire which broke out at Gumat Bazaar early this morning. According to police fire broke out at Gumat Bazaar at about 7 am. Before the fire tenders reaches the spot and starting fire controlling operations fire engulfed large part of the Gumat Pourian Bazar and within no time six Khokhas burnt into ashes. A traffic cop who was deployed at JP Chowk immediately informed the fire brigade about the fire incident. Fire tenders reached the spot just after 15 minutes and started fire extinguished operations and controlled the fire. Six Khokhas burnt into ashes in the devastating fire which lasted for more than 30 minutes. Local residents also rushed to the spot and assisted the fire tenders to extinguish fire. Pharies Khokhas belong to Tarseem Kumar, shoes-shop, Raj Kumar watches shop, Jagdish Kumar, watches shop, Raj Kumar, Readymade garments, Vijay Kumar, shoes shop, Mansa Ram, Readymade garments were completely burnt in the fire while one another Khokha belong to Shali Ram also damaged in the fire. Giving reason of the fire, a police spokesman said that fire broke out in the nearby bushes where people usually go for urinal. Police is of the opinion that some one may have thrown some cigarette or biddy in the bushes which resulted into fire. Meanwhile BJP MLA from Jammu East constituency demanded adequate compensation for the fire victims. Mr Ashok Khajuria visited the spot to look into the resque operations. |

Addl Sessions Judges petition Excelsior Correspondent JAMMU, May 26: Justice T S Doabia of the State High Court has allowed a writ petition filed by then Additional District and Sessions Judge Reasi, Jhankar Singh Cheema, challenging the order of the High Court of March 2, 1996 under the signaures of the Registrar. In that order, Mr Cheema was asked to proceed on superannuation with effect from March 31, 1996 at the age of 58. The Judge directed the Registry to request the Governor of the State to pass formal order of compulsory retirement of the petitioner. Mr Cheema was held entitled to salary, allowances and all other benefits in the manner allowed by the Supreme Court in Sisir Kanta Satapathys case. In the present case, the date would be ascertained and payment be made to the petitioner accordingly. The Court further directed that the operation of this judgment shall remain stayed for period of two months. The petitioner challenged the pre-mature retirement on his attaining the age of 58 years and sought quashment of the compulsory retirement. He prayed to treat him in service till he attains the age of 60 years and pay him salary and arrears with all other benefits on the basis by his reinstatement in the service. In the petition filed through Advocate R S Thakur, it was submitted that the refusal of benefits of the enhanced age of superannuation can be made only by the Governor, who is the appointing authority of District and Sessions Judges and the appointing authority alone can prematurely retire an employee. Since it has not been made and issued by the Governor, as such, the compulsory retirement of the petitioner was invalid, it was submitted. In the petition, it was alleged that Mr Justice B A Khan, on "site seeing visit" of Poonch was not obliged by Mr Cheema who was District and Sessions Judge Poonch that time. Upon this, Justice Khan had allegedly made adverse remarks in a criminal revision petition arising from the order of bail passed by the petitioner and had ordered that the copy of this order shall be placed before the concerned Justice for his consideration of taking into account while recording APRs of the Sessions Judge, Mr Cheema. On the basis of these remarks, the petitioner pointed out that whether Justice Khan, who had made adverse remarks, could write if he has written the APRs of the petitioner and secondly, whether such APRs, if written by him, can be objected assessment of and a fair judgment on the petitioner. Both these questions, according to the petitioner must be answered in negative. |
Asst Labour Commissioner acquitted of graft charges Excelsior Correspondent JAMMU, May 26: Special Judge Anti-Corruption Jammu, Vikas Kant Gupta today acquitted Abdul Qayoom, the then Assistant Labour Commissioner Doda who was caught red-handed by Vigilance Organisation while accepting illegal gratification of rupees 3,000 from a contractor, on the ground that entire prosecution case was highly doubtful and improbable. "The Investigating Officer even doesnt know the names of different chemicals used for dusting the currency notes and washing of the hands. Moreover, the complainant, during the statement recorded in the court, has nowhere stated that the accused Abdul Qayoom made demand for illegal gratification and there are different versions of the payment of the money to the accused", the Judge observed, before passing the acquittal order. Advocate Sakul Bhushan appeared for the accused whiles Public Prosecutor K S Charak appeared for Vigilance Organisation. It was alleged by the Vigilance Organisation that Qayoom had demanded rupees 3000 from one Bansi Lal in a labour claim case, pending against the latter filed by Sakhi Mohammed and Mohd Haneef to show favour of Bansi Lal. Lal had lodged a complaint with the Vigilance Organisation and on the same a case was registered. A raiding party was constituted to lay trap on May 29, 1998 and the accused was caught red handed alongwith the bribe money. After completion of the investigation and obtaining sanction, the challan was presented, which was, however, dismissed by the court. |
Govind Ram tours Akhnoor villages Excelsior Correspondent JAMMU, May 26: Mr Govind Ram Sharma , former Minister and MLA Akhnoor has undertaken a week long tour of his Constituency to take stock of the problems being faced by the public and check the developmental works going on at different places. As per a release, the MLA visited Ghai, Khudwani, Kadkoi, Bandral Khurd, Sumah, Nai Basti, Dasgal, Gosan, Badgal, Kalan, Mawa Brahmana, Chak Kirppalpur, Bhour, Chak Biasa and Nazla Chak villages. The inhabitants of these localities highlighted various problems and demands before the MLA which include relief package for the farmers whose crops have been damaged in the severe drought, shortage of drinking water, seeds, fertilizers, fodder for animals and over all development of their areas including tackling of unemployment problem. The residents of these villages said they have a lot of resentment because the Government has not paid attention to solve their basic and genuine problems which they are demanding repeatedly. They further alleged that drinking water supply has been badly affected due to faulty water supply schemes as the PHE Department does not even undertake the minor repairs. In village Mawa Barahamana the people alleged that no Science and Math teachers were available in Village High School which has affected the studies of the students. They demanded immediate posting of these teachers. The MLA apprised the people that he has already met the Chief Minister and other senior functionaries in the Government including the Chief Secretary and discussed the burning issues with them. He said the Chief Minister has personally assured him to solve these problems at the earliest. |
