Bail plea rejected in kidnapping case

JAMMU, May 19: Municipal Judicial Magistrate R S Pura Mr Rajesh Kumar Abrol has rejected the bail application of Kamal Kumar and Sukhdev Lal, who were arrested by the R S Pura police in a kidnapping case.

In the rejection order the Munsiff Magistrate said that in this case since the minor girl has been kidnaped and her recovery is still pending and investigation going on, so at this stage the bail application of the accused is premature till recovery of the girl and as such is rejected.

According to police the father of the victim lodged a complaint in R S Pura Police Station that his minor daughter has been kidnapped by Baldev Singh, son of Kashmir Singh of Simbal Morh, at present Nainital, Sukhdev Lal alias Sheru son of Krishan Lal of Ward No 9 R S Pura and Kamal Kumar son of Prabdayal of Akhnoor. According to FIR the girl had gone to Dablehar for shopping purpose but did not return home. During the investigation it was found that the accused persons kidnapped the victim. The police arrested Sukhdev Lal and Kamal Kumar who filed this bail application through advocate Paranjeet Singh. Senior Prosecuting Officer Mr Chaman Lal strongly opposed the bail application on the ground that the victim is minor and she has not been recovered and the accused Baldev Singh is still absconding after committing the offence and his arrest is still awaited. He said if the accused persons were granted bail at this stage, they would destroy the prosecution evidence.

In another case of Arms Act, in which R S Pura police had recovered a Katta (revolver) from the possession of accused Ashok Kumar on July 19, 1995 and after completion of investigations presented challan in the court, the Judicial Magistrate R S Pura Mr Rajesh Kumar Abrol after hearing both the sides and the witnesses of the prosecution held guilty the accused under Section 3/25 Arms Act by keeping Desi Revolver in his possession illegally without any license and convicted him to undergo one year’s rigorous imprisonment and a fine of Rs 1000 and directed Senior Prosecuting Officer Mr Chaman Lal to arrest the accused and send him to the District Jail Jammu to serve out the sentence.

JKPCC chief surprised over ceasefire

SRINAGAR, May 18: President of the Jammu & Kashmir Pradesh Congress Committee (JKPCC) Mohammad Shafi Qureshi has expressed his surprise over the unilateral ceasefire by the Cetnral Government in Jammu and Kashmir.

According to a statement, Qureshi said that killing of innocent civilians and all other untoward incidents were unabated in the strife-torn State inspite of the security forces' unilateral ceasefire with militants. He said that the State as well as the Central Governments had totally failed in normalising the situation in Jammu and Kashmir. Qureshi said that human rights abuse was at its peak but the Government was a mute spectator to the entire scanario.

Qureshi said that corruption was rampant in the National Conference Government and there were no measures to arrest the rot.

Mohammad Shafi Qureshi, according to the statement, was speaking at a workers meeting of Block Congress Committee Chadoura and Kanipora. He also assailed the Government on its failure in power supplies and expressed his concern over the plight of the educated unemployed youth associated with Pashmina industry.

Sakina reviews development works at Mughal Gardens

SRINAGAR, May 19: The Minister of State for Tourism, Ms. Sakina Itoo visited the Mughal gardens in Sringar today and took stock of the arrangements being made for providing better facilities to the tourists visiting the Valley.

The Minister inspected ongoing development works at Nishat, Shalimar, Cheshmashahi and Harwan.

Reviewing the pace of development works the Minister directed the officers of Flouriculture Department to speed up the construction works of these gardens immediately. She said that the present Government has initiated various innovative measures for reactivation and promotion of tourism in the State. As a part of this programme the Tourism Department has started promoting traditional tourist spots which are relatively safe for the visitors. These efforts have started evoking good response and a large number of tourists are again regularly visiting these tourists spots.

The Minister interacted with the tourists and asked them to come to Kashmir valley and project a better picture of the State outside.

The Minister said that these gardens are being brought to its original glory after renovation by way of providing the devri paths, complete restoration of lighting system and repair of water channels.

The Minister urged the officers of the Flouriculture Department to complete ongoing development works in these tourist resorts within scheduled time ensuring the quality of works was fully maintained.

She appreciated the officers of the Flouriculture Department in maintaining these gardens during the decade of turmoil.

The Director Flouriculture and other senior officers of the Flouriculture Department accompanied the Minister.

Peerzada flags off Roller Skating rally

SRINAGAR, May 19: The Minister for Forests and Environment, Peerzada Ghulam Ahmad today said that the academic excellence combined with physical fitness depicts the real quality and strength of students community of a civilized nation. The race was organized by the Department of Youth Services and Sports.

While flagging off the Roller Skating race of students from the Srinagar district, the Minister stressed on greater extra-curricular activities among the youth of the State. He said, this would help them keep physically fit. Sports and games apart from keeping the youth physically fit also help in development of mental faculties thereby promoting quick decision making persons, he added.

Peerzada said the Youth Services and Sports Department must promote such activities and make vigorous efforts to revive and expand the activities of sports and games for the students community throughout the State as these activities provide spiritual and mental relaxation.

The Roller Skating race was held under two categories namely under 14 years and under 19 years age groups.

Later the Minister gave away the prizes to the winners at Nishat.

Aksa of Government Girls High School Nishat, Gurjeet Kour of Girls High School Karannagar and Samita bagged first, second and third under 14 to 19 age group while Nisar Ahmad Wani Muttoo SchoolAdil Nizir Buranhall and Zahid Ahmad Mir of Burnhal clincked first, second and third prize in under 14 years category respectively. Besides Faheed Tanki of Burn Hall, Asim Khan Jawaharnagar High School and Azam Hafiz under 19 years group bagged first , second and third prizes.

Present on the occasion were Director, Youth Services and Sports, besides, senior officers of youth services department.

Over-loading in buses, whose fault

JAMMU, May 19: Many a precious lives get lost in road accidents without any fault of theirs and their families are left in pall of gloom after every such mis-happening. The question arises as to who is at fault.

A general survey conducted in this regard has brought to fore many a glaring irregularities on the part of many a Government agencies responsible for smooth and safe plying of passenger vehicles on different routes throughout the Jammu province and else where in the State.

The city dwellers may have a choice to board a vehicle in which seating arrangement in available but what about those in rural areas where the passenger service plies after one hour or so and the commuters are left with no choice than to board the already jam-packed buses and mini-buses and even they are compelled to traverse the distances on the roof top of the vehicles.

The people of the concerned areas often meet the concerned authorities in the shape of deputation and request for plying of more vehicles on their respective routes, but their pleas vanish in thin air as the authorities concerned often feel themselves helpless as due powers are not vested with them in this regard.

But the genuine claim of the people also cannot and should not be ignored as when they pay due taxes to the Government, the Government in turn owes a responsibility to provide better services to them from the Government.

However in Jammu the things at the helm of affairs are quite contrary to that. As the traffic police is often found busy in charging the so-called "entry" from each passenger as well as other commercial vehicles, least caring about checking the over-loading and other matters. Because as per a rough estimate over Rs 3 crore are being charged by the Traffic Police personnel from the operators of mini-buses in a year as Hafta or so, but none of them would stand as a true man to acknowledge the same.

The Regional Transport Authority, the commuters feel, should have been vested with the powers to issue fresh route permits to cater to the needs of people, especially in rural areas, so that the much talked about and seen over-loading, particularly during peak hours, could be eliminated alongwith the fear of any mishap.

Drinking water supply being augmented by
another 25 lakh gallons daily

JAMMU, May 19: With the digging of 10 more tube-wells in greater Jammu, drinking water supply is being augmented by another 25 lakh gallons daily. Of these, four tube-wells will become operational by the end of this month.

This was revealed at an officers meeting here today which was presided over by the Minister for Labour and Employment, S Harbans Singh. The Minister of State for Rural Development, Mr Ajay Sadhotra was also present in the meeting.

At present 5.05 crore gallons of drinking water is available against the total requirement of 6.30 crore gallons for a population of 14 lakhs of Greater Jammu. The meeting was told that at present 116 tube-wells are functional while 1.44 crore gallons of drinking water is supplied by the Sitli Filtration Plant. It was also revealed that for meeting the drinking water requirements of Jammu division, a Rs 32 crore proposal detailing short term and long term measures was presented to the Central team of officers that recently visited the State. Of this, Rs 15 crore will be required for purchase of six hand pump rigs and six tube-well rigs. At present, 80 tankers are being utilized for supplying drinking water to water scarcity areas.

The meeting was told that in view of the damage to the Rabi crops due to dry spell, a contingency plan has been drawn for meeting the requirements of farmers for kharief sowing. Under the plan, 2522 quintals of paddy seeds, 2681 quintals of maize seeds, 70 quintals of pulses and 16 quintals of oil seeds are being distributed among the farmers. Besides, about 62,000 metric tonnes of fertilizers will be made available.

The meeting was informed that at present there was five and half hours power curtailment in Jammu in three groups of ABC. The Ministers asked the PDD engineers to ensure that the curtailment schedule already announced is strictly adhered to so that people do not face any further inconvenience. They also appealed to the people to cooperate with the Government in maintaining the curtailment schedule by making judicious use of the electricity.

The Health department is constructing one sub-district hospital, each at Bishnah (Jammu district), Basohli (Kathua district) and Chenani (Udhampur district) and one PHC at Chhatroo (Doda district) with the NABARD assistance, the meeting was informed.

Addressing the meeting, the Labour Minister asked the Jammu Municipality that it should ensure sanitation and cleanliness of the Municipal areas. The Municipality was also directed to launch a campaign against the unauthorised constructions in Jammu. He directed the Irrigation and Flood Control Department to undertake distillation of Ravi Tawi canal and Ranbir canal so that un-interrupted water supply is available to the farmers for irrigation purposes. Similarly, he said, modernization of Ranbir canal and new Partap canal should be undertaken and lift irrigation stations constructed at various rivers for supplementing the irrigation facilities for the farmers. He also asked the Health department that it should ensure that medicines especially life saving drugs are available at the Health institutions in the rural areas.

Mr Ajay Sadhotra asked the field staff of various departments that they should ensure their avilability on their headquarters and should become mobile whenever required.

The meeting was attended by the senior engineers of various engineering disciplines and senior officers of other departments.

Sadhotra addresses Sarpanches

UDHAMPUR, May 19: The Minister of State for Rural Development, Mr Ajay Sadhotra has said that with the devolution of powers to the people at the grass-root level, a new era of development will begin in the State.

Addressing a one day training-cum-orientation programme organised by the Rural Development Department for Sarpanchs and Panchs of block Ramban of district Doda at Patnitop yesterday, the Minister said that with the successful completion of panchayat elections in the State, the dream of late Sheikh Mohammad Abdullah for community participation in the process of development has been fulfilled. He said that these elections were held after 23 years. These elections also fulfilled the commitment of the present Government headed by the Chief Minister, Dr Farooq Abdullah made to the people at the time of last assembly elections.

Mr Sadhotra called upon the Sarpanchs and Panchs to work with zeal and dedication for bringing about all round development in their respective areas. He greeted the people of district Doda for participating in the Panchayat elections in a big way and said that greater responsibilities have now fallen on Panchs and Sarpanchs and they have to come upto the expectations of the people. He said that after completion of entire Panchayat election process, the panchayats will be empowered to prepare and execute development plan in their respective areas, besides they will also keep watch on the functioning of various government departments in their areas. He said that the Panchs and Sarpanchs will also get representation in Panchayat Adalats and District Development Board for their active participation in the formulation of development plan.

The Minister said that a number of Panchayatghars have been constructed during past few years and more will be constructed for covering all panchayat halqas. He said that Rs 25,000 will be kept at the disposal of each Panchayat for the upkeep of panchayatghar.

Mr Sadhotra said it was not possible to provide Government services to every youth. He advised them to avail the benefits of the self employment schemes. He called upon the people to constitute self help groups in their area for generation of economic activities.

Referring to the problems of the people like shortage of drinking water, electricity and shortage of staff in schools etc, he assured that all efforts are being made to solve the genuine problems. He said that the State Government has urged the Central government to ensure approval of State plan in time so that the pace of development does not suffer.

Besides MLA Ramban, Mr Bali Bhagat, Director Rural Development, Mr Mohd Aslam Qureshi and District Development Commissioner, Doda, Mr Shalindra Kumar were present on the occasion.

JAMMU, May 19: North India Prachar Pramukh, Rashtriya Swayam Sevak Sangh (RSS), Mr Indresh Kumar today said the best tribute to great martyr and freedom fighter "Vir Vinayak Damodar Savarkar" will be that we teach a lesson to Pakistan for its misadventures once for all and saddle, Chief Minister, Dr Farooq Abdullah.

Addressing a function organised by the Trikuta Lalkar, mouth piece of RSS in connection with celebration of the anniversary of this great freedom fighter, Indresh Ji made a scathing attack on Pakistan and other fundamentalist nations for sending armed desperadoes to Kashmir.

The RSS leader asked the Kashmiri people especially the Muslims of the Valley to see trough the Pak game plan , its vicious designs and take a bold front against the militancy as Kashmiris have suffered a lot due to the 12 year long gun culture.

He said during a recent meet at Srinagar he told the intellectuals and the representatives of various organisations to have an introspection who is responsible for this devastation in the Valley and who has suffered most through the hands of Pakistan.

Indresh Ji while quoting the official figures said I told them that out of 30,000 people who lost their lives during the 12 year long turmoil 28, 000 would be from Valley. He said this is a time of introspection for Kashmiris and they should see what interest the Sudanese, Afghanis and Pakistanis have in Kashmir.

He said the Kashmiris should also realise that if it is a struggle for them why the offices of militant organisations are in Pakistan, Sudan and Afghanistan.

He said Pakistan has not been sincere to Balochis, Sindhis and people in PoK who are fed up of the atrocities perpetuated on them by its rulers and how can it be sincere to Kashmiris.

He while paying rich tributes to Savarkar exhorted upon the people to work for building the India of his dreams. He said this great freedom fighter of India besides a nationalist was also a humanist.

He said Savarkar was of a firm convocation who once gave a slogan "Hindus the national politics and militralise the nation." Have we acted upon it, the situation in the country would have been altogether better.

Indresh Ji said this freedom fighter worked tirelessly for emancipation of his country from the foreign rule. This brave son of India faced two life sentences in his life time for raising a banner of revolt against the Britishers, he added.

He said we should make this brave soldier of the nation as our model and show that we are enough powerful to protect the boundaries of our nation.

He said India is facing a grave threat from growing fundamentalism in the neighboring countries and the recent killing of 16 Bangladeshis has revealed that they can never be humans.

He said Savarkar was a self respected person whose Principles are a guiding force to us. His belief was that Hinduvta is the only religion philosophy which is based on Manavta (Humanity) and it (Hinduvta) is a guarantee for each and every group and each and every religion.

Mr Indresh Kumar while expressing concern over the deteriorating situation in the state lashed out at Government for escape of Divisional Commander of a dreaded militant outfit from Jammu few days back. He said the escape of this dreaded terrorist is a big conspiracy and the involvement of the people from administration can not be ruled out, he added.

He while blaming the political parties for the present mess said there is no problem with the people living in the country but these are politicians who mislead them for their vested interests. He said the spirit of nationalism shown by people of country during the Kargil war is a testimony to it.

Justice (rtd) Mr G D Sharma while paying rich tributes to Savarkar said the words fell short to remember him. He said this great son of India will be always remembered for imbibing the spirit of nationalism in the countrymen.

He said the India is not only a piece of land of different races but it has a cultural history of thousands years. He said secularism is the off shoot of our culturalism. He said unfortunately the detractors of the country are spreading their tentacles for last 50 years and to check the same we all have to follow the path shown by this brave son of India.

He said Savarkar was a great but a simple human being. While quoting verses from Bhagwat Gita Justice Sharma said this great man was born at that time when Indians were under the oppression and suppression of British rule.

He however, regretted that we could not give justice to this great son of the India who sacrificed every thing for the nation.

On the occasion Mr Rajeev Bhardwaj, Editor Trikuta Lalkar, Miss Jyotsna of Rajouri, Messrs Opiner Ji and Chander Mohan, all writers for the paper were felicitated by Mr Indresh Kumar.

JAMMU, May 19: Raghunath Bazar Business Association led by its president Baldev Khullar, presented a cheque of rupees 26,000 to Member Parliament Vaid Vishnu Dutt for the Prime Minister’s Relief Fund for Gujarat victims.

Secretary Red Cross D P Gupta and Deputy Commissioner Jammu, R K Goel were also present at this function.

Another cheque of rupees 5,000 given to the Association for Gujarat relief by Raj Kumar Gupta, Engineer of the Power Development Department, was also handed over to Me Dutt.

Five bundles of clothes collected by the Association were also handed over for the use of the victims of this killer earthquake.

Expressing sympathy with the victims of Gujarat, Khullar on the occasion, assured Mr Dutt of further assistance in whatsoever means it was possible.

On the occasion, Khullar also raised certain problems of the area and urged Dutt to release funds out of his Constituency Development Fund.

Peer Panchal organises debate on preservation
of environment

JAMMU, May 19: Peer Panchal a social , cultural, environmental and sports organisation today organised a debate on the topic Social Awareness towards Environmental Protection at Luthra College of Education Talab Tillo.

The debate was inaugurated by Mr Indresh Kumar, North India Prachar Pramukh of the RSS who in his address hailed the social organisation for taking the initiative to create awareness among the children about the environmental preservation.

The seminar was presided over by Mr B K Luthra chairman of the Luthra Academy.

Speaking on the occasion he regretted that we are fighting for our rights without knowing about the duties. He said that our first duty is to have awareness about the environmental preservance. But forgetting our duties we go for dharnas and strikes.

Mr Luthra said the education is incomplete till the students do not participate in the debate. He said cleanliness is next to Godiness and we should remember it always.

He said we should make it a principle in our life to clean the lanes and drains besides our house and this will be a great service in saving the environment from pollution.

Asking the students to do a good deed every day he declared the student who will do 365 good deeds in a year will be honoured by him with a cash award of Rs 500.

Speaking on the occasion Mr Ramesh Hangloo president Peer Panchal urged the students to come forward in launching a crusade in making this universe free from pollution. He said the environmental degradation is posing a grave threat to the world and if we are not serious in our mission the world will perish some day.

Mr Hangloo also thanked the staff, Principal and chairman of Luthra Academy for their cooperation in organising the debate.

Mr K K Raina, general secretary of the Peer Panchal highlighted the achievements of the organisation in various fields. He said the environment is facing a great threat and the students can do a lot in preserving it from impending dangers.

Among the other speakers include Messrs Manoj Jad and Vijay Koul, secretaries of Peer Panchal and Ms Reena Pushap, Principal of Luthra Academy.

Mr C M Seth Registrar of Mata Vaishno Devi University was the guest of honour on the occasion.

Sushant Makhrotra a student of St. Peters High School bagged the first position in the debate while the second position was bagged by Tarni Sharma of Army School Damana. The Third position was bagged by Deepali Vaishnavi a student of St. Peter’s High School. They were given away the prizes by Mr Luthra.

The other participants were also given the certificates by Mr Raina. eleven students from fie schools of jammu participated in the debate.

Lt Gen Oberoi visits Jammu
