Central, State Govts losing peoples support: NCP Excelsior Correspondent JAMMU, May 18: Mr Daleep Panko, secretary-cum-observer from Maharashtra National Congress Party unit district Jammu today held a meeting of senior party leaders and workers which was presided over by Thakur Randhir Singh. Addressing the meeting, Mr Daleep Panko criticised both the NDA Government and State Government and said that these Governments have lost the mass support and goodwill of the people due to anti-people, anti-farmers and anti-labour policies. He said that the militancy has got boost due to lack of clear cut policy on the part of both the Governments and attacks on security forces and common people have been increasing day-by-day. He further said that the Nationalist Congress Party both at State and Central level under the presidentship of Mr Sharad Pawar and Thakur Randhir Singh is keeping a strict vigil and monitoring the situation. Thakur Randhir Singh, speaking on the occasion, shared the views expressed by Daleep Panko and assured that corruption, unemployment, lawlessness and favoritism will not be allowed to raise its ugly head in future particularly in the State. He also demanded independent probe against the ministers and legislatures in the State who have accumulated unproportionate wealth by unfair means. He also welcomed the announcement of the Prime Minister where he demanded the property statement from the ministers. He said that there is a doubt wheather Vajpayee will be able to eradicate the political corruption in future. He further said that NCP will field the persons of good dignity and reputation to contest the elections whenever held in the State. JKPCC chief surprised over ceasefire Excelsior Correspondent SRINAGAR, May 18: President of the Jammu & Kashmir Pradesh Congress Committee (JKPCC) Mohammad Shafi Qureshi has expressed his surprise over the unilateral ceasefire by the Cetnral Government in Jammu and Kashmir. According to a statement, Qureshi said that killing of innocent civilians and all other untoward incidents were unabated in the strife-torn State inspite of the security forces' unilateral ceasefire with militants. He said that the State as well as the Central Governments had totally failed in normalising the situation in Jammu and Kashmir. Qureshi said that human rights abuse was at its peak but the Government was a mute spectator to the entire scanario. Qureshi said that corruption was rampant in the National Conference Government and there were no measures to arrest the rot. Mohammad Shafi Qureshi, according to the statement, was speaking at a workers meeting of Block Congress Committee Chadoura and Kanipora. He also assailed the Government on its failure in power supplies and expressed his concern over the plight of the educated unemployed youth associated with Pashmina industry. |
Peace and talks now or never, says PDP Excelsior Correspondent SRINAGAR, May 18: Jammu and Kashmir Peoples Democratic Party (PDP) has urged all concerned with the Kashmir problem to take constructive measures in evolving a lasting solution, in the backdrop of the Centre's current initiative of peace. According to a statement, party general secretary Tariq Hameed Qara, while speaking at a workers convention in Kangan zone, urged all parties to address the political aspirations of the people of Jammu & Kashmir. He said that peace and talks were a now-or-never phenomenon and desired that no party should miss the opportunity of finding a lasting solution to the vexed Kashmir problem. Mr Qara urged to view the decade-long bloodshed. He described the national Conference Government as corrupt and insensitive to the basic problems of the people. Party's Srinagar Zone president, Qazi Mohammad Afzal, presided over the convention and concentrated on different problems afflicting Kangan area. |
Arrangements for Mela Khir Bhawani discussed Excelsior Correspondent Srinagar, May 18: Arrangements for Mela Khir Bhawani at Tullamulla were discussed at a meeting here the other day. The Minister for Revenue, Relief and Rehabilitation, Mr. Abdul Qayoom presided. It was stated that a large number of pilgrims are expected to participate in the mela on Jeisth Ashtami on May 30 from Srinagar, Jammu and outside the State. Mr. Qayoom called upon PDD, PHE, Medical Health, Food & Supplies, PWD (R&B) and other Departments to make adequate arrangements for ensuring drinking water, power supply, transport, availability of food grains and kerosene on reasonable rates for the pilgrims. He asked for making transport from TRC, Karan Nagar and Jewahar Nagar and for employees lodged in various security zones. The President of Shri Khir Bhawani Civil Secretariat Hindu Devotee Sanastha pleaded for improving various facilities particularly sanitation and other services in the shrine complex for devotees. It was further brought to notice of the Minister that Sanastha has also got renovated old Dharmshalla out of its own funds for providing shelter to the pilgrims during rains. They requested for installation of some tents by the Tourism Department during this years mela for lodging the pilgrims. The Minister was informed that the Chief Minister Dr. Farooq Abdullah had provided some funds out of his constituency development funds during last year which were utilized on various improvement works. Stress was laid on cleanliness of the small river flowing in the close vicinity of temple complex in which the devotees take dip before entering into the Bhawan. For this purpose, it was impressed to stop the flow of refuse from public conveniences into the river. The President pleaded for providing more funds during the current year for execution of development works in the temple area which will be identified by the Sanastha for execution under the supervision of District Development Commissioner, Srinagar. He also informed the meeting that free langer will be provided to devotees on May 29 and Prashad on May 30, after Puran Ahwati of Annual Maha Yagya. Mr. Qayoom assured that the genuine demands will be looked into and necessary orders issued to the concerned authorities for execution of immediate repairs and renovations besides providing better civic facilities to the pilgrims. The Minister said that he will personally visit Mata Khir Bhawani before commencement of mela and will take stock of the arrangements made for the pilgrims. The meeting was attended by the Advisor to Chief Minister on Minorities Affairs, Dr. Satish Raina, Dy. Excelsior Correspondent Srinagar, May 18: The Minister for Health and Medical Education, Mian Altaf Ahmad has called for dissemination of information about the medicines and diagnostic equipments available in the health institutions enabling the people particularly living in rural areas to avail benefits of these facilities. The Minister was reviewing the functioning of the health institutions of the Kashmir Valley at the meeting of Chief Medical Officers held here last evening. He said coordinated efforts are needed to improve the medicare facilities in the State run health institutions. Financial constraints would not be allowed to come under way, he assured and said that the working of the health institutions would closely be monitored with the help of local MLAs and the newly elected Panchayat members. Dereliction of duty on the part of the facilities of the health department would be viewed seriously and before the action against the erring officials is initiated the concerned CMO will be made responsible for such lapses. Mian Altaf enjoined upon the officers present in the meeting to undertake frequent visits of their concerned districts and ensure every health care institution functions properly with required medical and para-medical staff. He asked the Director Health Services, Srinagar to keep himself posted with the latest position about facilities at health institutions by visiting different districts and at the same time stressed upon the CMOs to increase their mobility in district for improving the medicare facilities with prior information to Director Health Services. He said the working of the officers/officials would be judged by their individual performance, which will form a base for their posting and other benefits. Slackness would be viewed seriously while as the good performance would not be allowed to go waste but encouraged at every level. The Health Minister assured the officers present in the meeting that every effort would be made to post the adequate doctors and other para-medical staff wherever required by considering local talent for para-medical training and adhoc appointments of doctors. He said to avoid public criticism Rehbr-e-Taleem Committees constituted by the education ministry should be involved in recommending the locals of the border districts for para-medical training. He said in no way the public should suffer for want of medicare facilities. He stressed to ensure availability of doctors in centres during night hours to meet any eventuality. Regretting over the poor performance on the centrally sponsored schemes like AIDS and RCH programmes, the Minister stressed for massive awareness to be created among the general masses for controlling spread of AIDS and to reduce the morbidity rate. The meeting was informed that during the last year as many as 4,072 cataract operations were conducted in the Kashmir Valley by organizing 37 medical eye-camps. Surveys are being conducted to detect the leprosy cases in every nook and corner of the State. In Baramulla district 532 cataract cases were done successfully during the last year by organizing a number of eye-camps. While as 105 such cases were detected and cured during the month of April alone this year at a camp organized at Uri. Similarly, in Budgam district 124 cataract operations have been conducted during last year. 267 cataract cases have been cured by the District Hospital, Anantnag during the last year, while as 19 cases alone have been cured during the month of April this year. While reviewing the medicine supply to the health institutions, the Minister was informed that adequate supplies as per fixed criteria for different health institutions have been made upto the ending March He also stressed to utilize the services of electronic/print media in educating people about the medicines and other equipment facilities available within the health institutions which will go a long way in controlling AIDS and curing leprosy cases. It was decided in the meeting that heretofore, the equipment would be issued to the respective Directors of Health Services instead of the concerned health institutions who are alleged to have misused the equipment like Refrigerators supplied to them under centrally sponsored scheme AIDS. The meeting was among other attended by the Additional Secretary Health and the Director Health Services, Kashmir. |

Earlier, these forms used to be issued from the office of the Authority at Srinagar and Jammu. These forms would be available against Rs. 500 and bank charges of Rs. 20. In Srinagar district the forms would be available at J&K Bank branches of Soura, Islamia College, Lal Chowk, Jawahar Nagar and Medical College. While as in Budgam district the forms are available at J&K Bank Budgam, Hyderpora, Magam, Burzalla and Channapora branches. In Pulwama district J&K Bank Pulwama, Pampore and Shopian branches. In Anantnag district J&K Bank Bus Adda, Anantnag, Bijbehara and Ashijipora. In Baramulla district the forms would be available at J&K Bank Baramulla, New Colony Sopore and Pattan branches. While as in Kupwara at J&K Bank Kupwara Branch. In Jammu district forms would be available at J&K Bank branches of University Camps, Medical College, Gandhi Nagar and Rehari. Nagputtan Sar to augment
Anantnag irrigation Excelsior Correspondent Srinagar, May 18: The Government is initiating measures for exploitation of the water of Nagputtan Sar for augmentation of irrigation facilities in Kuthar area of Shangus constituency in district Anantnag. This was stated by the Minister for Works, Mr. Ali Mohammad Sagar at a meeting held here recently to discuss Nagputtan Irrigation Investigation Scheme. Chief Engineer Irrigation and Flood Control Kashmir, Superintending Engineer Hydraulic Anantnag and Superintending Engineer, Irrigation Division Anantnag, besides MLA Shangus, Mr. Abdul Majeed were present at the meeting. Responding to the representation made by the MLA regarding utilization of Nagputtan Sar for irrigation purposes, the Minister asked the Chief Engineer Irrigation and Flood Control to formulate a project report of the scheme after thorough survey of the area. The meeting was informed that with the diversion of water of Nagputan Sar into Aripath Nallah, 47 cusecs of additional water would be available for hundreds of kanals of unirrigated hilly land in the area. The Nagputtan Sar is located at a distance of 16 kms from Chaklipora and the whole area is mountainous. The Minister said the Irrigation and Flood Control Department has already conducted the preliminary survey of the project. He said construction of communication links and execution trial cuts have also been conducted. The Minister has also ordered installation of pump stations at Baliharan and Mandipora in Pattan area. The demand was raised by the MLA Pattan, Moulvi Iftikhar Hussain Ansari. Responding to another demand of Mr. Ansari, the Minister asked the Chief Engineer, R&B Department to submit a project report for widening of approaches of the Trakolbal bridge in the Pattan constituency which has been completed at a cost of Rs. 1.25 crore. |
CB cautions people against marketing companies Excelsior Correspondent Srinagar, May 18: The Crime Branch has cautioned people against depositing money with the dubious marketing and finance companies operating in the State. A Spokesman of the Crime Branch has said that several cases have been registered against these marketing companies and investigations are in progress. The Spokesman said that these companies are issuing advertisements in local newspapers in contravention to the law and rules, as running of lottery offices is an offence under law. He said collection of advances against coupons is also an offence. The Crime Branch has urged the people not pay any heed to such advertisements and do not deposit any money with these companies. |
High level meeting discusses
construction of Excelsior Correspondent Srinagar, May 18: A high level meeting was convened here today to decide the location for construction of Khankhah complex at Chrar-i-Sharief Shrine. The meeting was held under the chairmanship of Minister for Housing and Urban Development, Mr.Ghulam Mohi-ud-Shah. The meeting was attended by the Finance Minister, Mr A . R. Rather, Revenue Minister, Mr Abdul Qayoom, Vice-Chairman, Muslim Auqaf Trust, Mr Ghulam Nabi Kochack, Trustee, Muslim Auqaf Trust, Sheikh Abdul Salam, Commissioner/Secretary, Housing and Urban Development and Chief Town Planner. The meeting took stock of various matters pertaining to the location of Khankah, facilities with regard to the provision of drinking water, electricity and laying of underground cable in the area. The meeting decided that the location of the Khankhah complex shall be finalized after considering the views of the prominent people, religious leaders and Auqaf Members of the area. It was decided that a meeting of these persons will be convened to get a feedback for the purpose. Addressing the meeting, the Minister for Housing and Urban Development said that the Khankhah at Chrar-i-Sharief will be constructed, keeping in view its historical location and religious sanctity attached to that very place. He said the sanctum sanatorium of the Khankhah should be a piece of modern architect. The Minister said the pace of work on the construction and beautification of Khankhah area be accelerated by putting in coordinated efforts of the agencies involved . Speaking at the meeting, the Finance Minister, A. R. Rather asserted that funds should not be any constraint in the process of construction of the Khanakhah complex. The Revenue Minister, Abdul Qayoom highlighted the areas where attention has to be focused for making the Khankhah complex beautiful and eye catching. Exhorting upon the officers involved in the construction of Khankhah complex, Mr Shah said that the officers should work with missionary zeal to complete the stupendous task of constructing the Khankhah. Paying tributes to the great saint Sheikh Noor-ud-Din Wali (RA), he said, the task for completing the project must be taken in the spirit of devotion towards the Sufi saint who reigned the hearts of thousands of people, irrespective of caste, creed and religion. The meeting was informed that the new satellite town of Chrar-i-Sharief is being constructed, keeping in view the aesthetic aspects worthy to the holy place of such great importance. The town is being provided water supply through Zaloso water supply scheme completed at a cost of Rs. 11.53 lakhs, the meeting was told. During the year 2000-2001 Rs. 75 lakhs were spent on the development of gutted town, including the construction of roads and landscaping of the front view of the shrine. While as Rs. 30 lakh have been utilized to procure machinery for installing additional water pumps in the area. The Minister asked for early completion of laying underground electric cable to ensure uninterrupted power supply to the shrine. He also stressed for providing all civic facilities to the people in the newly established satellite town, keeping in view its future expansion as well. |
Rules Committee reports to be made public: Vakil Excelsior Correspondent Srinagar, May 18: The Speaker, J&K Legislative Assembly, Mr. Abdul Ahad Vakil has impressed upon the members that the Rules Committee of the House should assume a role to make the functioning of the House and Executive more effective, transparent, result oriented and disciplined. Mr. Vakil was addressing a meeting of Rules Committee of Legislative Assembly in the Assembly Lobby here today which was presided over by him. It was unanimously agreed upon in the meeting that all public undertakings functioning in the State with which the Government is directly or indirectly associated, their functioning is subject to the scrutiny of the House. The meeting decided that the action taken reports should be made public to make people aware of the actions taken in the interest of good governance, accountability and transparency and to make them profitable as to what steps are being followed or intended to be followed in this direction. The Committee discussed in detail and adopted an amendment to Rule 2, Rule 38 and Rule 65 of Rules of procedure and conduct of business. Fast track courts to operate from next week Excelsior Correspondent Srinagar, May 18: To provide speedy and cheaper justice to people in various parts of the State, Fast Track/Circuit Courts would start functioning at Samba, R.S. Pura, Bishnah and Akhnoor from next week. Mr. S. K. Jamwal, District Judge (Leave Reserve) Jammu has been transferred as District Judge Circuit Court with headquarter at Samba. He will work as Circuit Judge for all other three places. Similarly, a Sub-Judge will be deputed to preside over Circuit Court of Sub-Judge at Bishnah and Akhnoor with headquarter at R. S. Pura. This arrangement will meet the persisting demand of Mufasil Bars of Jammu district for early establishment of Circuit Courts in these areas. It will also meet the demand of the Jammu Bar Association that no Judicial Officer having headquarter at Jammu should be mobile to conduct circuit courts. Guidelines issued by the High Court in this behalf already provide that sessions cases, anti-corruption cases, MACT cases, Municipal Act and Acquisition cases and cases where special jurisdiction is required under any of the provisions of law will not be assigned to the Circuit Courts until further orders. Modalities for transfer of such cases are being worked out and decision in this behalf will be taken at appropriate time keeping in view the nature of cases, all practical aspects and the provisions of law in this behalf. This arrangement has been made to provide speedy and cheaper justice to the public in the rural parts of the State. Care has also been taken to avoid any inconvenience which may be caused to the general public or the lawyers as the purpose of Fast Track Courts is to provide justice at the door-steps and not to create any kind of hardship to any person. Arrangements are also being made to make Circuit Courts functional at Hiranagar, Basohli and Billawar where such courts have already been inaugurated. Fast Track Courts in these areas will become functional very soon. Similarly, on the request of Kashmir Bar Association and District Bar Associations of Pulwama and Budgam, Fast Track/Circuit Courts will be established soon. The whole process of establishment of Fast Track/Circuit Courts has been started to implement the revolutionary concept of speedy justice to the poorest in the remotest part of the State at his door steps. The scheme, which is unique in its nature will set an example for rest of the country. The Circuit Courts have started after elaborate deliberations and in a systematic way. It will be implemented in a methodical manner. Necessary modifications in the scheme will be made, if necessary, on the basis of experiences gained and suggestions of the Bar Associations if any, during the implementation of the scheme. |

Excelsior Correspondent JAMMU, May 18: Two Memoranda of Understanding (MoUs) were signed today between the Indian Institute of Foreign Trade (IIFT), New Delhi and the University of Jammu and University of Kashmir. The MoUs were signed by Prof R R Sharma, Vice-Chancellor of Jammu University, Prof Abdul Wahid, Vice-Chancellor of Kashmir University and Prof K Dharamrajan, Director General IIFT in the presence of Chief Minister, Dr Farooq Abdullah, Union Minister of State for Commerce and Industry, Omar Abdullah, Minister of Industries and Commerce, Dr Mustafa Kamal besides other dignitaries from the State and Central Government and Chamber of Commerce and Industries. The objective of the MoU is to make available specialised courses on foreign trade to the people of Jammu and Kashmir, especially the entrepreneurs and the professionals looking for the career in foreign trade. The State of J&K has a long history in exports especially in handcarts. But is has enormous potential which needs to be harnessed. This MoU is one step towards this direction. To being with the Universities will be conducting a four months certificate courses in export marketing at Jammu and Srinagar in association with IIFT. While the development of WTO and reduction of trade barriers have created an open new trade environment on the one side, advances in telecommunications and expansion of global information in the internet have offered unlimited and perhaps enforceable opportunities, on the other. However, professional management skills are required to exploit these global bussiness opportunities. |
Bring new places on
tourist map of country: Khajuria Excelsior Correspondent JAMMU, May 18: All Jammu Hotels and Lodges Association today demanded that necessary infrastructure be created to exploit various spots for promotion of tourism to by bringing them on the tourist map of the country through a publicity campaign. The demand was made by the president of the Association, Mr Inderjeet Khajuria while talking to media persons here today along with Messrs Rajesh Gupta senior vice president of the Association and Pawan Gupta its general secretary. The Association leaders alleged that though the tourism has been declared an industry in 1995 but the decision has not been implemented till date as there are glaring anomalies in the SRO. The Association leaders demanded amendments in the order to remove anomalies and renewal of the order in this regard by including lodges in it. They said in order to bring Jammu on the tourist map of India the fairs should be held in various parts of the country. The Government should prevail upon the Indian Air Lines and Jet Airways to announce special packages to Jammu and Srinagar, said Mr Khajuria who also urged the Government take up a programme in hand for beautification of Jammu City in phased manner . Under this programme an artificial lake should be created below Mahamaya Hill Top and Bahu Fort, setting up of a rope way from across River Tawi to Bahu Fort and Mahamaya hill top for attracting the pilgrims of Mata Vaishno Devi. Mr Khajuria while demanding inclusion of the representatives connected with tourism in Mata Vaishno Devi Shrine Board and Amarnath Shrine Board said this will result in better management of pilgrims. While welcoming the Government decision that Base Camp for Amarnath yatris will continue to be Jammu, Khajuria strongly advocated that buses should not be allowed to ply to Srinagar or Katra after 7pm. This way he said the Yatris can spend some tome in Jammu which will boost the trade here. He also urged the Government that attractions for the pilgrims to stay at Jammu be created by providing the facilities for Yatris at Bagh-e-Bahu Fort, Mahamaya, Amar Mahal Museum and other tourist attraction places in the region like Sudh Mahadev, Patni Top , Buda Amarnath, Surinsar and Mansar etc. He said besides light and sound programmes should be held at Bagh-e-Bahu , Mubarak Mandi and Exhibition Ground, two computerised information centres for tourists and Yatris at Railway Station and TRC Jammu be set up. All the incentives available to industry be also provided to traders connected with tourism and negative list under which Jammu City, Katra Town and Patni Top comes should be deleted, demanded Mr Rajesh Gupta. To promote hotel industry and other traders connected with tourism, Sales Tax holiday and Income Tax concessions be announced for them, he said, adding for the improvement and renovation of hotels etc, easy term ad interest free loans be advanced to them while Property Tax on hotels and lodges be abolished. He said Jammu Railway Station is the only exception where the Bus Stand has been set up inside the Railway Station and the same should be shifted as this has affected the tourist trade adversely. The Tourism Advisory Committee be reinstated and any package announced in future for the promotion of tourism trade in state should not be implemented beyond the Ramban but from Lakhanpur, said Mr Pawan Gupta, general secretary of the Association. |

declared absconders Excelsior Correspondent JAMMU, May 18: District and Sessions Judge, Presiding Officer TADA Court Jammu, Sain Dass today issued non-bailable warrants against separatist leader Yasin Malik, who is facing trial in the kidnaping of Dr Rubiyya Syeed, daughter of former Union Home Minister Mufti Mohd Sayeed, besides killing of Air Force personnel. The court sent these non-bailable warrants to Director CBI, New Delhi since both the cases were investigated by Central Bureau of Investigation and challan presented by his investigating agency in TADA court. The Court also issued non-bailable warrants against Malik, also facing trial in a case registered by Maisuma Police. This warrant was sent to Inspector General of police Crime and Railways, J&K. Amanullah Khan, Chairman of banned Jammu and Kashmir Liberation Front (JKLF) was declared absconder by the court and general warrants of arrest under section 512 CrPC were issued against him . The TADA court also declared Adil Fareedi, S/o Abdul Gani Mast Fareedi of Doda, presently putting up at Shaheedi Chowk here, as absconder and general warrants issued against him. Adil Fareedi, as per Police challan, was involved in terrorist activities and had tried to create terror on the eve of Independence Day in 1990. He alongwith others had escaped when they prepared bomb for planting it on Independence Day that year. the bomb had miscued and went off while it was in the hands of one Bashir Ahmad Wani, who had sustained grievous injuries. Police after investigating the case, had presented a challan in the court of TADA against the accused. Fareedi has not been till date produced by the Police in the court of law. |
Dutt discusses Kashmir issue with KC Pant Excelsior Correspondent JAMMU, May 18: On the invitation of Centres interlocutor on Kashmir, K C Pant, Bharatiya Janata Party Member Parliament, Vaid Vishnu Dutt had a meeting with the former in New Delhi the other day to discuss in detail this vital issue. A BJP release issued here said that Dutt told Pant that J&K State has three distinct regions in the shape of Kashmir, Ladakh and Jammu. Ladakh and Jammu are for total integration of the State with the rest of the country and have been demanding the abrogation of Article 370 that gives special status to the State. Ladakh has been crying for Union Territory status whiles Jammu pressing for separate statehood, Pant was told. In comparison, in Kashmir valley, which constitutes one eighth of the total land, the voices raised there were "autonomy, Azadi and merger with Pak", Dutt told Pant, adding that there has been one more voice of the people from the region who have been hounded out of valley and presently living as refugees. This lot including Hindus, Muslims and Sikhs wants to go back to their homes and live with peace and dignity. Similarly, other section of the people including Gujjars, Bakerwals, Shias, Dardis and Shin have been complaining of neglect as their voices have been curbed, the BJP MP told Centres interlocutor on Kashmir. It was made clear to Pant that in any dispensation, Jammu, Ladakh and people who have been hounded out of valley, besides Shias, Dards, Gujjars, Bakerwals and Shin should be part and their rights be guarded and guaranteed. |
