Govt providing tube wells to all religious places:Sagar

Srinagar, May 17- The Government is providing tube wells to all the religious places, educational institutions and hospitals in the State to ensure proper supply of safe drinking water.

This was announced by the Minister for Works, Mr Ali Mohammad Sagar here today. Addressing a public meeting at the inauguration of a tube well at the shrine of Makhdoom Sahib (RA), Mr Sagar said the Government have formulated a scheme under which the PHE Department has been asked to provide tube wells to all the places of public importance in the State. He said as a part of this programme tube wells have already been installed at Rainawari Gurdawara and Psychiatric hospital while another is being installed at the local school soon.

The Minister urged the religious preachers to educate people about the judicious use of water which is a precious commodity for human survival. "The Almighty Allah has bestowed our state with immense water resources and it is our duty to safeguard the same," Mr. Sagar said and added that the State was fast loosing its water bodies due to unmindful encroachment. He said it is the moral responsibility of the people to supplement the efforts being made by the government to restore the pristine glory of Kashmir’s precious water bodies.

The Minister said the government is vigorously pursuing the campaign launched by it for removal of encroachments from in and around the Dal lake to restore its beauty and maintain its water resources. He said similar measures are being initiated for conservation of other important water bodies including Nigeen, Anchar and Wullar.

Mr. Sagar said the government is alive to the problems of the people and despite all odds strenuous efforts are being made to extend basic amenities to every citizen of the State. He said the people are going through difficult times and in the prevailing circumstances they have more expectations with the government, " which we are trying to fulfill at our best."

Mr. Sagar blamed the Hurriyat Conference leaders for bringing miseries to Kashmiris. He accused them of exploiting poor Kashmiris in the name of religion only to grab power. "After facing defeat in the elections, which they fought under the constitution of India, these leaders then started exploiting people in the name of religion to grab power," he said and added that all their efforts have, however, failed to uproot the National Conference from the State, which has restored the dignity and honour of Kashmiris. He said Sher-e-Kashmir Sheikh Mohammad Abdullah not only freed people from the shackles of bonded labour, but he was instrumental in the upliftment of Kashmir’s religious institutions and shrines which have become a part of the State’s identity today. Mr. Sagar cautioned the people against the machinations of such leaders who, he said, were interested only in the continuation of the bloodshed in the State to safeguard their own interests.

Responding to the demand made by a delegation of people from Kawdara, the Minister asked the Chief Enginerr, R&B to formulate a project for upgradation of road and laying of drainage system in the area for which money would be given from his constituency development fund.

Mr. Sagar also announced that two deserving persons from Makhdoom Sahib (RA) colony would be appointed for looking after the newly installed tube well and the local park. He also said computers would be installed in all the government schools in the area and urged people to desist from sending their children to the private schools, which are charging heavily.

Srinagar, May 17- The Minister for Works, Mr Ali Mohammad Sagar today inaugurated a tube-well station at Makhdoom Sahib which would provide additional 2 lakh gallons of potable water per day to the area.

The tube-well has been completed within two months at a cost of Rs. 29 lakh. Besides, augmenting potable water supply to 14 mohallas around the shrine of Makhdoom Sahib, the tube well would also cater to the thousands of devotees visiting the shrine every day.

The localities which will be benefited from the tube well include Baba Mohalla, Ashraf Khan, Muna Khan, Hathi Khan, Bota Raj Mohalla, Androoni Kathi Darwaza, General Bagh Colony, Makhdoom Sahib, Haka Bazaar, Devi Aangan, Central Jail, Psychiatric Hospital, Shagali Mohalla and Yateem Trust.

The commissioning of the tube well has fulfilled the long pending demand of the people of the area who were getting potable water for only two hours a day. The residents would now get potable water for three hours every day.

Speaking on the occasion, the Minister announced that another tube well with 2 lakh gallons per day capacity would be installed in the area soon. He said the water scarcity in the down town localities of the city would be overcome to a large extent with the tapping of potable water from Bhagwanpora for the Pokhribal water supply scheme. With the recommissioning of the scheme, the city would get additional 40 lakh gallons of water per day.

Mr Sagar said that 67 lakh gallons of potable water have were added to the city supply with the commissioning of Doodganga and Nishat Reservoirs during the last year. He said the government is now laying thrust on exploration of ground water to meet the growing demand for potable water and under this programme several tube wells have already been installed across the State.

Srinagar, May 17 - The State Government proposes to acquire over 100 kanals of land in Srinagar and Jammu for allotment to the sitting members of the legislature for construction of residential houses.

This was stated at a high level meeting of officers of Housing and Urban Development, Revenue and forest departments in the Assembly lobby here today. The Speaker, J&K Legislative Assembly, Mr. Abdul Ahad Vakil presided over the meeting. The Minister for Housing and Urban Development, Mr. Ghulam Mohi-ud-Din Shah, the Minister for Revenue, Mr. Abdul Qayoom and the Minister for Forests Peerzada Ghulam Ahmad were also present.

The meeting was informed that the land for the purpose has been identified at Gogo near new Airport in Srinagar and at Bahu Fort in Jammu. The Deputy Commissioner, Budgam and the Managing Director State Forest Corporation have been asked to complete the land acquisition formalities at both these places within a period of one month.

The meeting discussed the problems being faced by the legislators in respect of drinking water, medicare etc at MLA hostels in Jammu and Srinagar and decided to project these before the concerned departments for immediate action.

Among others the meeting was attended by Mr. Mubarak Gul, Chief Whip, National Conference, Malik Ghulam Hyder, Deputy Speaker, Legislative Assembly, Mtr. Zubida Salaria, Ch. Piara Singh and Mr. Abdul Gani Naseem.

Srinagar, May 17: The Jammu and Kashmir Government has adopted two- pronged strategy to convert 6.50 lakh breedable cattle population into cross-breed through artificial insemination by introducing frozen technology and natural service in Kashmir Valley. The Valley has a total breedable cattle population of 7.75 lakh heads.

To achieve this objective, the Animal Husbandry Department, Kashmir has established a Frozen Semen Processing Laboratory (FSPL) at Ranbirbagh Ganderbal. The breeding programme is being conducted by 678 veterinary institutions, of these, frozen semen technique is carried out by 556 centres.

The FSPL and its associated liquid nitrogen plants meet the annual requirement of frozen semen straws besides the liquid nitrogen of the frozen semen of the field centres.

With the implementation of various cattle development programmes, over 50 per cent of the cattle population has been upgraded in the Valley so far. Out of 37.78 lakh live stock population in Kashmir Valley, the cattle population accounts for 15.52 lakh, of which 8.64 lakh is cross breed.

The department contemplates to install one liquid nitrogen plant of 10 litres per hour capacity at Pulwama under the Integrated Watershed Development Project (IWDP). In addition., one more plant under Integrated Dairy Development Project (IDDP) is being established at Handwara in next couple of months. These plants are being imported from Netherlands and would boost the efficiency in upgradation of the local cattle in Kupwara and Pulwama districts where the cross breeding has not received a desired level of upgradation because of their geographical terrain. Three liquid nitrogen plant set up at Anantnag, Baramulla and Budgam are fully operational. One mini-liquid nitrogen plant with the production capacity of 6 litre per hour has been established in Kargil last year which for the first time has augmented in the extension of frozen semen technology in Ladakh region.

With a view to reduce morbidity and mortality of the livestock, efforts are being made to provide better health care to the livestock population through a network of veterinary hospitals. For providing quality veterinary facilities, 984 veterinary hospitals, dispensaries and mobile centres have been set up in the length and breadth of the Valley.

According to Director, Animal Husbandry, Kashmir, Mr N. K. Kuda, the department, in collaboration with the Project Directorate of Animal Disease Monitoring and Surveillance, Hebbel, Bangalore, has initiated a programme for conducting detailed incidence and prevalence studies on the Brucellisis in randomnly selected village supported by Sero Epidemological studies. These studies would help to control Brucellisis which has got Zoonote importance. The Biological Products Division at Zakoora, Srinagar is engaged in manufacturing and supply of vaccines for use in the field for combating scheduled diseases in various pockets in Kashmir division. The department has also set up districts diagnostic laboratories at all district headquarters.

The department has taken up fodder development programme on a large scale under Integrated Dairy Development Project (IDDP), a centrally sponsored scheme. During the ensuing Kharief, 1496 demonstration plants are being established in Kashmir Valley. For strengthening communication between the farmer and the experts of the department, the extension activities have been taken up in remote areas of the Valley including Leh, Kargil, Batalik, Garkoon, Sankoo, Panakher, Nobra and Nayoma.

JAMMU, May 17: Accusing Central Government of adopting soft policies to nail militants and other anti-national activities, senior leader of the Jammu and Kashmir Pradesh Congress, Mr Mangat Ram Sharma today said that BJP Government has inflicted humiliation to nation by its weak attitude.

He said that it was all due to the wrong policies of the Centre that killings and massacres have been going unabated.

"We favour dialogue with any group including Pakistan but with dignity and self-respect", former senior Congress leader said while addressing a press conference. "Congress has never opposed dialogue to solve vexed Kashmir problem", he said, adding, "what is the fun of talks if there is no response from other side".

Coming down heavily on BJP Government for, what he alleged, propagating weak policies, Mr Sharma said that Centre’s policies have posed a great threat to the national integration and unity of the country. "Instead of taking effective steps to contain militant activities, Centre is virtually succumb to the pressure of anti-national forces", he said while pointing some incidents and reactions of the BJP top leaders.

Launching a scathing attack on Union Home Minister, Mr L K Advani for his failure to protect live and property of the common people, Mr Sharma ridiculously said, "this is much touted zero tolerance and pro-active policy of Mr Advani". He said that anti-national forces have gained ground in the regime of NDA Government.

Charging State Government with discrimination with displaced people of Poonch and Rajouri, former Congress MP regretted that instead of giving any relief to these migrants’ authorities have been using oppressive measures to stifle their voice. "During Farooq Abdullah’s regime menace of militancy has engulfed already peaceful Poonch and Rajouri districts", he said and lamented that State Government has failed to protect life and properties of innocent people. "Killings of innocent people have been going unabated", he said and added that inplace of taking effective steps to contain militants’ activities State Government has been withdrawing security from some vital areas. "Inhabitants of these militancy plagued areas have been deserting their homes and hearths to save their lives but authorities has adopting oppressive means to force these people to return back to their native places", he said.

Reacting to the allegations of the authorities that some fake migrants have been camping at Beli Charana, senior Congress leader demanded that all genuine displaced persons should be identified and they should be given relief at par with Kashmiri migrants.

Lambasting State Government for not taking elected Panchayat members seriously, Mr Sharma said that it was nothing but mockery of the system that elected Sarpanches and Panches have not given any powers till date. "Instead of trickling down democracy at grass root level which is the main aim of Panchayati Raj System, State Government has been befooling these elected members", he said.

Replying to question, Mr Sharma claimed that there was no bickering in the Pradesh Congress but he demanded that election of the PCC chief should be held.

Congress MLA from Kalakote, Mr Ashok Sharma while speaking in the press conference expressed grave concern over prevailing drought situation in Rajouri. He disclosed that due to acute shortage of water about 160 families have been so far migrated from some drought affected areas. He further said that there was virtual starvation in some areas of Rajouri district.

Former MLA Mr Shiv Dev, Mr M L Koul and Mr Handoo were also present in the press conference.

JAMMU, May 17: State Agriculture Minister, Choudhary Mohd Ramzan, today expressed hope that Technology Development Board will enlighten the entrepreneurs and industrialists and their projects would be identified for technology development and funding.

The Agriculture Minister was speaking in a programme organised by Confederation of Indian Industry (Northern Region) in partnership with Technology Development Board of India on "Funding for Technology Development". He said, "I perceive and feel that we have not even ploughed the basic seed money in this vital area to the extent it has been done in the developed countries that is why we continue to be clubbed with developing countries".

He said today’s programme, me was really a step forward as it envisaged to bring awareness among the local industry regarding activities of Technology Development Board and to encourage the small and medium enterprises to invest in technology related projects.

"We depend on borrowed technologies which in most of the cases do not fit in our conditions as a consequence, we do not achieve the desired results. We have yet to develop technologies which would enable our farmers to achieve maximum per unit production". He said unless agriculture grows at a high rate, the overall growth rate of 8 percent as envisaged by the Prime Minister cannot be achieved. He said high growth rate was not possible only by increasing basic agricultural production but through value addition also.

Similarly he said we have not provided technology to fruit grower, which he would employ at post harvest, transportation, storage and at marketing levels. We have not provided him so far attractive and effective low cost packaging material for his fruit. About 75 percent of our orchard area is rainfed and the quality and quantity of fruit is suffering very badly due to receding ground water table and low rain and snowfall. It is high time we provide new technologies to the farmers for conserving what ever moisture is available and to economize the use of water.

The Agriculture Minister said Food and fruit preservation through processing is another area where need based and improved technologies have not been provided. The growing urban population and the new avenues of export which have become available due to liberalization of trade in agricultural products offer exciting opportunities in the field of agriculture processing, be it processing of cereals, vegetables, fruit or milk, the challenges and the opportunities are indeed exciting. The value addition in in the agriculture processing can address three core issues simultaneously viz agriculture processing can expand employment opportunities in rural and semi-urban areas, processing of food products would be able to meet changing food habits of urban population and that the products could compete with imported food products and to exploit export opportunities.

Ch Ramzan said in the industrial sector we have simply copied technologies available elsewhere as a result more than 80 percent of our industrial units are either sick or defunct. We ought to have developed technologies that would add value to our locally available raw material.

The Minister cited an example that our cross bred Marino sheep yields us short staple wool but the technology and machinery imported by us can handle only long staple wool and the result is that more than 5 lakh kg local wool is rotting and collecting dust for the last many years in godowns of a Private Sector Undertaking. Had we developed a need based technology for handling our type of wool the scenario would have been altogether different. We could have provided much needed woolen cloth to the consumers at cheaper rates and offered remunerative [prices to sheep rearers. Our age old handicrafts, wood work, handloom are also pregnant with the scope of absorbing much needed new technologies.

Earlier Prof V S Ramamurthy, Secretary, Department of Science and Technology, Ministry of Science and Technology, Government of India, in his address offered full cooperation from his Ministry for development of technology. He stressed the need for converting Laboratory knowledge into marketable production so as to meet the present challenges posed by tough competition due to globalization.

Mr S B Krishnan, Principal Advisor, Technology Development Board, stressed on the need for interaction with industry so as to bring out an innovation in production and produce and send quality products in the market. He said while TDP would provide all help in upgradation of technology, it would also lay emphasis that there should be no compromise on quality of production.

Maj Gen G S Jamwal, who also spoke for a brief period read out the World Trade Organisation slogan of "Do well and Do Better". He said the Confederation must identify areas where we can excel at a faster pace. He said production of herbal drugs has tremendous scope in various Jammu areas. he also laid emphasis on growing vegetable and fruit.

In the technical session Dr G N Qazi, Director Regional Research Laboratory spoke about various achievements made in the RRL Jammu.

JAMMU, May 17: " Internet: Challenges, Opportunities & Prospects " was the topic of seminar organised by the Institution of Electronics & Telecommunication Engineers’ (IETE) Jammu Chapter, on the 33rd World Telecommunication Day here today.

Various seminarians highlighted the fast growing Information Technology and its impact on every sphere leading to vast changes in living style across the globe. The internet has shrunken the world and made communication efficient, cheap and effective opening new vistas of progress.

Telecommunication Day is celebrated every year May 17 by the International Telecommunication Union and this year’s theme is promises and challenges of the internet.

Mr P C Chhabra, Chief General Manager, Bharat Sanchar Nigam, who was the chief guest, underscored the importance of IT sector and said that India has attained a place of pride in this sector across the world. The vast opportunities opened up by internet must be properly utilised.

Mr Chhabra gave details of the scheme to encourage unemployed youth to open cyber cafes by providing certain incentives especially in the rural areas in Jammu and Kashmir.

The CGM also said that telecommunication infrastructure is being upgraded to provide for internet connectivity in all the 14 districts of Jammu and Kashmir within a period of one year. The internet users in Jammu will be also getting better service after some time when connectivity is provided by BSNL in Leh, Udhampur, Rajouri and few other places. In his welcome address, Prof B L Kaul, chairman of IETE Jammu chapter who presided over the function, spoke about the importance of the Telecommunication Day and called for keeping abreast of the new technological advances for optimal results for the country.

The message of Secretary-General, International Telecommunication Union, Mr Yoshio Utsumi said: " The promise of the internet is to broaden and enhance access to information through a service that can be reached anywhere in the world that has connectivity. The Internet is a way of lessening the traditional disadvantages of the developing world." He also stressed for making available access at affordable prices and pleaded that Digital Divide should be turned into Digital Dividend. Participating in the seminar, Mr A K Aggarwal, Director, National Informatics Centre (NIC) gave detailed account of Government’s plan of " IT for the Masses" so that the benefits of this technology reach maximum people.

Mr Aggarwal stated that the State Government has launched an ambitious scheme for computerisation of work in different offices. The idea is to introduce e-governance in the administration for efficiency and transparency. Already some departments have done it, he said and added it is proposed to computerise the Revenue records in two or three years.

He underlined need for IPS to meet internet traffic in Jammu and Kashmir so that IT can be effectively utilised in far-flung areas.

The Deputy Chief Manager (Admn),BSNL, Mr V K Chopra, in his presentation with the slides gave detailed overview of the telecommunication sector and internet connectivity. He explained the technical features of internet and the vast opportunities offered by it.

The infrastructure has to be upgraded to meet the fast growing demands on the telecommunication sector especially for the internet connectivity. The BSNL, he said will take up the work of improving services in Jammu and Kashmir.

Mr S K Puri, secretary, IETE Jammu centre, threw light on the World Telecommunication Day and stressed for spreading Information Technology among the masses.

Prof R K Abrol, former chairman, IETE Jammu centre, functionaries of Bharat Sanchar Nigan, students from local Engineering College and Govt National Polytechnic were present.

Sadhotra for giving thrust to development works

Jammu, May 17: The Minister of State for Rural Development, Mr. Ajay Sadhotra has said that peace process initiated by the Prime Minister, Mr. Atal Behari Vajpayee needs to be supplemented by giving thrust to developmental activities in the State.

Addressing the one-day training-cum-orientation camps of Sarpanchs and Panchs of 11 Panchayat halqas of Pouni block of Udhampur district and Sarpanchs and Panchs of 26 Panchayat halqas of Khour block of Jammu district at Pouni and Khour respectively yesterday, Mr. Sadhotra said that by holding the panchayat elections, the Government has fulfilled its promise of decentralizing the democratic process at the grass root level. He said all the development schemes will now be formulated at the block level in consultation with Panchayat members of the respective areas. He said successful conduct of panchayat election after a gap of 23 years was one of the major achievement of the present Government.

Felicitating newly elected Panchs and Sarpanchs of these blocks, the Minister said that the aim and objective for holding these training programme is to educate them about the functioning of these basic institutions of democracy. He said the Chief Minister, Dr. Farooq Abdullah was eager to devolve more powers to the Panchayats. He said if needed the J&K Panchayati Raj Act would be amended to make these institutions more effective.

Highlighting the role of panchayat members, the Minister said that they have to play a significant role in the development process at the grass root level. He called upon the Sarpanchs and Panchs to come upto the expectations of the people as well as the Government for which the Panchayat elections have been conducted. The Minister said that Panchayat with excellent programme would be given the Chief Minister award of Rs. 2 lakh.

The Minister said that a large number of Panchayatghars have been constructed during the past few years while Panchayat ghars for remaining Panchayats will be constructed for the conduct of their business. He also announced that Rs. 25,000 will be kept at the disposal of each Panchayat for providing more facilities in the Panchayat ghars. He said that during his recent visit to Delhi, he pleaded with the Union Government for releasing more funds for rural development.

Referring to drought situation caused by the dry spell in the State, Mr. Sadhotra said that the Government has submitted a proposal for Rs. 1850 crores to the Centre for providing relief to the farmers of drought hit areas in the State. He expressed the hope that the Central Government will sanction special relief package for farmers of drought hit areas immediately after the Central team submits its report that recently visited the affected areas to assess the damage caused to Rabi crop and horticulture sector. He also said that to improve educational infrastructure, the Government will construct/ renovate the school buildings in the State with the assistance of Rs. 100 crore by the NABARD.

Cautioning the people against the nefarious designs of anti-national elements, Mr. Sadhotra said that Pakistan was sponsoring and supporting terrorism in the State in the name of religion. He reiterated the resolve of the present government headed by Dr. Farooq Abdullah to crush the militancy with iron hands and restore complete normalcy in the State to ensure all round development of all the three regions of the State. Describing the initiative taken by Prime Minister of starting peace process in the State as bold, Mr. Sadhotra asked Pakistan to reciprocate the gesture of friendship of Mr. Vajpayee.

Referring to the demands of people of these areas, the Minister said that Government is fully abreast with the problems of the people living in border areas of the State and every endeavour is being made for their early solution. Scarcity of water in the area, the Minister said was due to dry spell. However, to meet the drinking water requirements of the people of the areas, he said more water tanker services will be pressed into service. He suggested that existing ponds and bowlies which was main sources of water in the villages should be renovated.

The Minister was accompanied by the Director Rural Development, Mr. Mohd Aslam Qureshi during these orientation camps. The District Development Commissioner, Udhampur, Mr. Mohd Sayeed Khan was present at the orientation camp at Pouni.

JAMMU, May 17: New Science Block with ultra modern facilities and Laboratory was added to Little Flower School Greater Kailash Jammu today as the institution is introducing the 11th and 12 classes from this year.

Principal Secretary Education Department, Mr Vijay Bakaya inaugurated the new block. A cultural programme was also organised by the students on the occasion. The Kashmiri dance and Gujarat dance enthralled the audience.

Mr Bakaya in his address appreciated the cultural items and expressed that the enthusiasm and the vigor of the students clearly indicated that the School is concentrating on overall personality development of the students.

He acknowledged it as a modern educational institution and was emphatic that the institution was providing students with zeal to face the challenges of life. He also wished that the institution should blossom into a degree college. He expressed his gratitude for the donation given by the management.

The welcome address was read by Mr Rajesh . He said since the day of its formation in 1977 the Little Flower School never looked back and it blossomed into a fragrant flower from a bud.

He said due to the sheer dedication and dint of hardwork Miss Meera Soni, Principal of the Institution could gradually nurture this small nursery into branches running effectively. He said this year we are also proud to announce the introduction of 11th and 12th classes with Commerce, Medical, non medical and arts streams.

Miss Meera Soni on the occasion personally donated Rs 21,000 to the Gujarat fund and Mr Ashok Soni chairman of the Little Flower School donated Rs 30,000 on behalf of the School for the victims of the devastating earthquake. The school has already donated Rs 21,000 for the same cause.

Baba Amarnath Yatri Nayas flays State Govt

JAMMU, May 17: Mr Tilak Raj Sharma, founder trustee of Baba Amar Nath Yatri Niyas has warned the State Government that against creating hurdle in the smooth conduct of Shri Amar Nath Yatra vis-a-vis Jammu province.

In a statement issued here today, Mr Sharma criticised the government policy of discouraging yatries and thus affecting the adversely the economy of Jammu province. He enunicated that shifting of camp from Jammu city to Nagrota, disbanding with open (current) registration of yatries, harassing philanthropist associations organising free langers enroute the cave by forcing them to seek permission from authorities stationed at Srinagar, instead of facilitating their noble action were some obnoxious moves of the government.

Apprehending the mischievous intention of the government while constituting the proposed Sri Amar Nath Shri Board to make the board as body of ex-officio government functionaries and persons with no inkling of faith on the shrine so that the board could become a source of lucrative income to the government. Mr Sharma asserted that the government should not act in such a manner to give a reason and cause to the devotees and organisations like Baba Amar Nath Nyas to adopt measures to counter act of government’s draconian moves. He further asserted that the government should appoint a nodal officer, of a senior status, preferably of the rank of additional chief secretary to regulate and control yatra by creating infrastructure for current registration, permission issued to langers operating associations from Jammu.

He further asked the Government to constitute the Amar Nath Yatra Board with persons having faith in Lord Shiva and the NGOs which have been engaged in long time for the smooth conduct of Yatra.

Vigilance Organisation frames charges against ex-Director Health Services

JAMMU, May 17: The State Vigilance Organisation has presented challan in three more FIR cases in the court of special judge, anti-corruption Srinagar Jammu whileas the special judge anti-corruption Jammu has framed charges against Director of Health Services Dr M P Gupta in a graft case.

The Vigilance Organisation had registered case FIR No 170/98 in Police Station Vigilance Organisation Kashmir on receipt of reports that the officers of Irrigation and Flood Control Division Kakapora district Pulwama had in pursuance of a criminal conspiracy misappropriated public money in connection with the execution of a work relating to strengthening of left bank of river Jehlum.

The investigation had disclosed that the accused officers had falsely and fraudulently prepared the documents showing execution of the work which after spot inspection by a team of the Vigilance Organisations turned to be non existent while the payment had been drawn.

The investigation had prema facie established the involvement of Sheikh Mohammed Aslam, executive engineer, G M Sofi, AEE, Mohammed Ayub Naikoo, AEE Irrigation and Flood Control Division, Kakpora in the commission of the offense which had resulted in huge loss to the state exchequer. The Government had accorded prosecution sanction against all the accused persons on the receipt of which the challan has been presented in the court of law for judicial determination.

Case FIR No 64/86 P/S Vigilance Kashmir which has also been challaned against Mohammed Naseem Kawa Ghulam Rasool Malik, Industrial Promotion Officers of the District Industries Centre pertains to conferring of undue benefit upon some brick kiln owners by allowing route permits to be renewed in respect of the vehicles by misrepresentation of facts in pursuance of a criminal conspiracy.

Meanwhile the Court of Special Judge Anti-Corruption, Jammu has charge sheeted Dr M P Gupta, the then Director Health Services Jammu in case FIR No 39/98 P/S Vigilance Jammu for commission of offenses under section 5(2) Prevention of Corruption Act 2006.

The Challan in the case had been presented in the court of law by the Vigilance Organisation in August last. The court convinced with the report of the investigating agency has charge sheeted the accused for making illegal appointments against norms against Class III and Class IV posts which the accused officer had offered on the day of his proceeding on superannuation.

C DOT electronic exchange inaugurated at Chadwal

KATHUA, May 17: On the occasion of World Telecommunication Day, Telecom District Jammu commissioned 1000 lines state of art C DOT electronic telephone exchange at Chadwal.

According to a press note, the inaugural call was made by Mr R K Upadhyay, general manager Telecom District BSNL Jammu to Mr P C Chabbra, chief general manager, J&K Telecom Circle Jammu.

With the replacement of existing small capacity Chadwal exchange by 1000 lines exchange, numbering scheme will remain same. However, STD/ISD subscribers have to reset their dynamic looks afresh for which procedure remains same. Cable laying of 1000 lines Chadwal exchange covering the Chadwal exchange area is under execution and is likely to be completed by August 2001 and all the 450 waiting applicants will be provided with new telephone connections progressively.

On this occasion, STD/ISD facility has been extended to the subscribers of telephone exchanges of Marheen and Dinga Amb falling in rural and far flung areas of district Kathua on optical fibre cable media by project organissation of BSNL Jammu. With this, all the existing exchanges of Kathua revenue district have been provided with STD/ISD facility on stable and reliable media.

5 BSNL employees conferred with meritorious services awards

JAMMU, May 17: On the occasion of World Telecommunication Day, five employees of Bharat Sanchar Nigam Limited (BSNL) have been awarded with Ati Vishist Sanchar Sewa Padak, Vishist Sanchar Seva Padak and Bharat Sanchar Shree Awards.

The awards were given by Mr P C Chhabra (ITS), Chief General Managar BSNL, J&K Circle to the five employees of BSNL in recognition of their meritorious services.

This year Ati Vishist Sanchar Sewa Padak has been given to Mr Tyashi, Junior Telecom Officer (JTO) Kargil for dedicated and excellent performance in Kargil especially during the Kargil war. This award carries an amount of Rs 1 lakh alongwith silver medal of 100 grams weight and a citation.

Vishist Sanchar Seva Padak has been given to Mr Randhir Singh, SDE Installation and Bharat Sanchar Shree Awards to three employees in different categories namely Mr Sat Pal, TTA and TDM Udhampur, Roshan Lal Koul, PA to DGM (P), CGMT Jammu.

The third Bharat Sanchar Shree Award was given to Satish Kumar, Phone Mechanic, GMT, Jammu. He despite being physically handicapped has done excellent and meritorious services. He always remained moral booster for other employees as his handicap never came in his work and he always reached wherever his duties were required on scheduled time.

These awards carry Rs 21,000, silver medal of 50 gms of weight and citation.

Chief Guest Mr P C Chhabra in his address lauded the services rendered by the recipients of awards particularly Mr Satish Kumar who despite being handicapped rendered unblemished services. He also exhorted all the employees to put more hardwork in order to meet the expectations of consumers and excel the name of BSNL.

Earlier, Mr V K Chopra, Deputy General Manager said that this year’s theme is "Internet—Challenges, opportunities and prospects" and highlighted the fast growing Information Technology and its impact on every sphere leading to vast changes in living style across the globe. He informed that internet started in 1967 by a private company of United Nations, in 1993 world wide web (www) appeared and in the year 1994 Internet become commercialise.

"Today there are 25 million hosts and 56 million users of Internet in the world", he informed the gathering and said Internet traffic is growing at the rate of 300 percent per year while web servers are growing at 2400 percent per year.

The Deputy General Manager, CGM, BSNL Jammu further informed that it takes 75 years for telephone to achieve 50 million users, 38 years to radio, 16 years to computer, 13 years to television and only 4 years to Internet which shows how rapidly the internet is attracting the people all over the world.

The vote of thanks was presented by Mr Rajendra Singh, GM (O&D), CGMT Jammu which was followed by a cultural programme.
