Rehbar-e-Taleem-A conspiracy

Government of Jammu and Kashmir State had and has been in the process of recruiting teachers in education department under Rehbar-e-Taleem Scheme in so called far flung areas of the state. One has the right to ask the Government about the qualification of these teachers. They are mere 12th class pass and in many cases just secondary school (10th) pass.

When the Service Selection Recruitment Board of J&K got the criteria for the selection of teacher published in many dailies, especially in Daily Excelsior, the Ministers, majority of MLAs and MLCs, especially those of ruling party got perturbed, stunned and over annoyed because their kith and kin and their voters did not fall in the published criteria. So they became active. Ultimately they influenced the Chief Minister Dr Farooq Abdullah and told him that most of the schools in the far flung areas were non-functional due to non-availability of teachers. They further informed him that teachers do not attend their duties in these areas. Dr Farooq Abdullah fell in their web because these vested interests succeeded in making Dr Abdullah understand that there was a dire need of recruiting teachers under some scheme, so they introduced this scheme.

Every citizen has a right to ask these contractors of nation and society and MLAs and MLCs that how many times did they tour the far flung areas of thier constituencies since 1996 when they were elected? Why were they accusing teachers of non-discharging of duties? How long have the wives and kith and kin of ministers MLAs, MLCs, officers, VIPs and VVIPs discharged their duties in these remote areas before or after the commencement of militancy in the trouble torn state? Is it the duty of only few teachers of poor and down trodden families to discharge their duties in far flung areas? Instead these representatives of people should have pressurised the Chief Education Officers (CEOs) of all districts to enforce transfer policy strictly and make it transparent and justified. The teachers are doing every tough job under the prevailing circumstances.

It is a very deep rooted conspiracy being hatched by the party representatives for their short term interests and benefits. They are bent to absorb their kith and kin in the Government jobs because they will get regularised after a period of five years on the recommendations of the so-called Education level Committees. But they are so selfish that they could not see its long term ill-effects and its impact on the coming generations or they do not want to think over it.

While in all states of India, B.Ed. is a compulsory qualification for the recruitment of teachers, the J&K Government is recruiting 10+2 in this line and making the department defunct and lame. The most painful and terrifying aspect is that this all is being done by ignoring and over-looking trained graduates, post graduates and quite a large number of Ph.D. This will notn only malfunction the department but will also spoil the future and career of thousands of qualified persons who are aspiring for the same. It is an irony that trained graduates like me are crossing the upper age limits , while 10+2 are getting jobs through Rehbar-e-Taleem Scheme. Undeservings are being povided jobs but those who deserves are being ignored and looked down upon. Unemployment and rigging in Recruitment for Government jobs has been one of the major factors of militancy and terrorism in our state. Not only Muslims but also Hindus have been found indulged in this curse. It is the time when government should take and treat the matter seriously. State Government should awake from its long and deep slumber and should at once abandon Rehbar-e-Taleem 'Flop-Show'- the sooner the better. It will save the society and nation from more government to make B.Ed as the basic qualification for the Recruitment of teachers. Dr Farooq Abdullah is a high class politician and a nice fellow, hope he too will take personal interest in this matter and do the needful to abolish this scheme immediately.

SSRB Criteria

Sir,

This letter of mine will give you some idea that how J&K Government is making fool of the teacher aspirants. It is like a joke to the candidates by SSRB as its criteria is too high that most of the aspirants do not fall in it. There are some faults in the criteria like-

Expecting that a student who is getting 85 percent in 12th will get 2nd division in graduation or a student who passes BA with 3rd division could secure 90 percent in 12th exams.

Expecting the same percentage from a CBSE student, where 85 to 90 percent is secured by the candidate who tops the CBSE exams.

No consideration of the degrees attained after 15.4.99 rather a student who takes admission in some course before the said advertisement, will surely be getting degree after two to four years.

Neglecting the decision of High court that only B.Ed students will be considered for the post of teachers.

Suggestions to SSRB

Lower down the criteria or separate one for CBSE students; consider only B.Ed students for the said post, grace marks for sports students as well as handicaps etc. Consider those students first who won't be able to get this chance next time due to their age. Teacher by choice should be given preference than to teacher by circumstances. Dynamic personalities in all the fields should be given preference.

Fixation of different criteria for rural people as is fixed up by SSRB for Udhampur candidates; and avoid back door appointments and the selection should be free and fair.
