BVP team from J&K participates in North Zone meet Excelsior Correspondent JAMMU, May 14: A three member team of Bharat Vikas Parishad (BVP) from J&K headed by Prof S C Anand its president participated in the North Zone conference held at Chandigarh recently. As per a release, the conference was presided over by Mr R N Goyal, all India additional secretary general of the Parishad. Mr Rajinder Gupta, organising secretary North Zone discussed with representatives of all the state various programmes to be launched by the Bharat Vikas Parishad during the current year in respective states. Prof Anand from J&K apprised about the activities and performance of previous year and Mr Satya Nand Sharma gave details of the project to be launched in J&K during 2001-2002. The different yojnas launched during the year include Village and Basti Vikas Yojna, Environment Yojna, Eye Care Yojna and National Song Competition Yojna. Excelsior Correspondent RAJOURI, May 14: To create awareness among the people about the IGNOU programmes, Dr S Srinivas , representative of IGNOU Regional Centre Jammu along with Dr M A Lone and Dr P K Sharma is visiting remote area of the district on May 16 and 17. The team will also make the on spot admissions for the various courses started by IGNOU. The admission process for various certificate programmes of six months duration like CIC, BPP, CHR, CPFM extra has started and 70 students have already been enrolled. According to a handout the last date for the admissions will be on May 31. It said the IGNOU Rajouri Centre has successfully completed counseling of BPP, BDB, DRD and CIC programmes. |

will apprise visiting UGC team of JUs Excelsior Correspondent JAMMU, May 14: A delegation of J&K Students Socialist Federation will meet the team of University Grant Commission (UGC) which is visiting the Jammu shortly and apprise it of the problems of the student community and wrong policies of the Jammu University. This was stated by Mr Rajinder Singh Jogi, president of the Federation while addressing the media-persons today. Mr Jogi said that Federation will not allow the UGC team to have discussion only with the Jammu University authorities and urge the team to have discussion with the students to become aware of the clear picture of dismal performance of the University. Apprehending that University authorities will try to put black blanket on their dismal performance in many areas, Mr Jogi said that Federation will not allow the University authorities to show only one side of the coin and will bring out the clear picture of the varsity. "Huge amount is being spent on the whitewash and other decorations of the University on the eve of UGC teams visit but the basic facilities needed by the students are being ignored", the president of Students Socialist Federation alleged and said that in various hostels one room is being shared by the four students thus making it difficult for them to pursue their studies. Pointing towards the failure of the University authorities in providing hostel accommodation to the students hailing from far-off areas, the Federation president said that one Mohd Ashraf of Anantnag who got admission in Science College in 1999 could not pursue his studies as he was not in a position to afford private accommodation and hostel facility was not given to him. Thus due to the official apathy, he lost three years of his career building period. He came down heavily on the University authorities for not giving the open choice to the students and is conducting examinations despite being aware of the fact that students have not completed their syllabus. He informed that Federation with an aim to highlight the problems of the student community of the State is consulting different groups and Non-Governmental Organisations (NGOs) to mobilise their opinion and motivate them to work for student community from a common platform. Speaking on the occasion, Mr Ghour Hafiz Fani, founder of Students Federation Bhaderwah highlighted various problems being faced by the students of Doda district. He said that despite availability of hostel in Bhaderwah the students have been denied of its benefit as the same has been occupied by the security forces. He also demanded winter session system upto 11th class in Doda district on the pattern of Srinagar and linking of Universitys sub-office in different districts with Jammu University through internet so that students community could get all type of information timely. Mr Firdos Ahmed, president All J&K Gujjar Student Federation while listing the problems of Gujjar and Bakerwal students demanded enhancement of ST/Gujjar Bakerwal quota in Jammu University, introduction of Gojri language and opening of Gojri Department in Jammu University and basic facilities for Gujjar and Bakerwal students in far-off areas. |

lashes at Hurriyat for negative response to talks Excelsior Correspondent SRINAGAR, May 14: Minister for Agriculture and Cooperatives, Ch Mohammad Ramzan has criticized Hurriyat leaders for not responding positively to the Centres offer of talks for restoration of peace in the State. Addressing a public meeting at Marwal in Pulwama district today, Ch Ramzan said that Hurriyat is a divided lot having no representative character. He said while some leaders of the conference are interested in talks, the others are opposed to it. Those who cannot provide a collective leadership how can they rule the State, the Minister asked. The Minister said if Hurriyat is sincere in restoration of peace in Kashmir, it should avail the opportunity provided by the Centre for holding unconditional talks with all groups in the State. He said the Hurriyat leaders who are acting at the behest of their mentors from across the border are interested in continuation of blood shed in the State. "Much blood has been spilled during the last 11 years and the National Conference Government led by Dr Farooq Abdullah would not allow to more bloodshed," he said and added that Government has vowed to eliminate militancy from the State and would not hesitate to offer any sacrifice for restoration of complete peace and normalcy. Ch Ramzan asked the Centre to provide liberal financial assistance to the State for rebuilding the damaged infrastructure and reviving developmental activities which received a great set back due to turmoil and inadequate funding from the Centre. The Minister listed the progress registered by the State in various fields during the last four years and said the commitment for holding Panchayat elections has been fulfilled. The elections to the cooperative bodies are being held during the current month. He asked the people to elect honest and dedicated people to the cooperative institutions. The Minister announced that the work on 4th stage of Marwal Command Area Development Project involving cost of Rs 1.50 crore would start from next month. The project envisages reclaiming 638 hectares of additional agricultural land in command area. Similarly, the work on the ambitious drainage scheme, which would provide irrigation facilities to 7100 hectares of land in command area is also being taken from next month. The project costing Rs 1.50 crore would be completed in three years. He said Marwal Stage Third completed at a cost of Rs 7.29 crore has helped to reclaim 6480 hectares of un-irrigated land in command area thereby increasing the productivity in the command areas. Referring to the Noval Scheme of providing Kisan Credit Cards to the agriculturists, the Minister said that 200 such cards have been issued to the farmers in all the six blocks of Pulwama districts each during the current year. Under the programme, he said the agriculturists can draw loans from Rs. 5000 to 50,000 from various banks for purchase of agriculture inputs, seeds, fertilizers and other agriculture implements. He said the entire farming community in the State would be provided these cards within next three years. Addressing the meeting, the Works Minister, Mr Ali Mohammad Sagar accused the Hurriyat Conference leaders of exploiting the poor Kashmiris in the name of religion. He said the Kashmiri youth are getting killed everyday at the behest of the Hurriyat leaders while their own sons are enjoying luxurious lives in and outside the country. Mr Sagar said that the youth were misled by their mentors leading to huge loss of human lives. He said 70,000 Kashmiris have been killed during the 11 years of turmoil and the time has now come when the people should differentiate between their friends and foes to bring the State out of the ongoing turmoil. Mr Sagar said militants wreck havoc with the States infrastructure and hundreds of bridges and school buildings were raised to rubble during the militancy. He said the National Conference Government had a great challenge ahead when it came to power in 1996. "We accepted the challenge and started the re-construction of the damaged infrastructure with determination", he said, adding that 850 school buildings and around 500 bridges were reconstructed during the last four years. "Amid blasts, grenades and firing, the Government agencies kept the developmental works going to provide better infrastructural facilities to the people", the Minister added. He said hundreds of schools in the far-flung areas of the State were made operational with the appointment of teachers under Rehbar-I-Taleem scheme. Referring to district Pulwama, Mr Sagar that it was worst affected with militancy and besides killing several NC leaders, militants destroyed the maximum public property in the area. The Minister said under its efforts to rebuild the damaged infrastructure, the Government has restored 15 major and 23 minor bridges in the district at a cost of Rs 10.5 crore. Responding to the demands of the residents of Marwal and adjoining areas, the Minister said that a filtration plant would be installed in the area within one month to provide safe potable water to the people. He said Rs 25 crore are being spent on modernization of Marwal Lift Irrigation Scheme, which will provide irrigation facilities to 218 acres of land in the area. The MLA, Pampore, Mr Mushtaq Ahmad Kuchay also addressed the gathering. |
Rinpoche releases Rs 84 lakh for Ladakh tourist resorts Excelsior Correspondent SRINAGAR, May 14: Community halls/meeting halls with all in-built latest facilities would be constructed at all important tourist locations in Ladakh district at a cost of Rs 84 lakh. This was stated by Minister for Ladakh Affairs, Koshak Togdan Rinpoche on the occasion of Ladakh festival yesterday. The money will be given by Rinpoche from his Constituency Development Fund. The Minister also visited various remote areas of Leh district to take stock of developmental activities in the region. The Minister also inspected Sonam Narboo Memorial Hospital at Leh and sanctioned Rs 3 lakh for better infrastructural facilities. He also interacted with the patients at the hospital and enquired from them of the services being provided to them by the authorities.The authorities informed the Minister that many posts of Doctors were lying vacant in various hospitals at Ladakh and demanded filling up of the same so that better services are provided to people particularly those belonging to far-flung and remote areas. Rinpoche also visited the border areas of Ladakh region and inspected various high schools particularly of Chuchul and Fiang. He sanctioned Rs 2 lakh for the construction of boundary walls at Fiang high school. The people of the area demanded augmentation of Air services in wake of heavy rush of tourists in Ladakh region. A delegation of employees from Trans Singla region demanded CA on the pattern of Chang Thang and Narboo areas of Leh district The Minister gave patient hearing to the grievances of the people of remote areas of Leh district. He assured them the same will be taken up with the concerned authorities for early redressal. |
Vakil stress the need for
close coordination between Excelsior Correspondent SRINAGAR, May 14: The Speaker Jammu and Kashmir Legislative Assembly, Mr Abdul Ahad Vakil has stressed the need for maintaining close coordination between the executive and legislative to make the administration more effective and result oriented. Addressing a meeting of Chairmen and members of various House Committees and senior officers of the Government here today, Mr Vakil said there was urgent need to evolve new concepts to make the House Committees more effective to monitor financial and physical activities of various Government departments and shortcomings, if any brought into the notice of Government to improve the functioning of grassroot level institutions for accelerating the pace of development in the State. He said soon after the Assembly Elections in 1996 these House Committees have been revived and their functioning was made more efficient by holding their meetings frequently to discharge their constitutional duties and monitor the working of various Government departments and PSUs a significant improvement has been registered in the functioning of these committees as well as to monitor the financial and physical health of various Government organisations. He said a new complex is proposed to be constructed within the existing Assembly premises for housing the library and offices of various House Committees. Mr Vakil said that legislation needs to be updated and a proper criteria maintained for selection of IAS & KAS caders irrespective of religion, caste and creed. Mr Vakil stressed the need for highlighting the activities of the legislature and its various committees in right perspective so that the people of the State are made fully aware about the functioning of this highest democratic institution of the State which represents the all sections of the society. | Tangmarg to be developed as Model
Constituency: Kamal Excelsior Correspondent SRINAGAR, May 14: The Industries and Commerce Minister, Dr Sheikh Mustafa Kamal today formally launched "Apna Beti Apna Dhan" Scheme in his constituency by distributing Rs 25,000 among 50 beneficiaries at a simple function held at Tangmarg, 30 Km from here. The function was organised by the Social Welfare Department. "Apna Beti Apna Dhan" is a 100 per cent Centrally Sponsored Scheme with the main objective to raise the status of girl children in the society by changing negative attitude of family members and community towards the girls. The scheme covers two girl children of a mother born on or after 15th August 1997. Besides, a post-birth grant of Rs. 500, the beneficiary female child is also entitled to annual scholarships when she attains the schooling age. The scholarship arranges from Rs 300 to Rs 1000 per year starting from 1st primary upto 10th class. Speaking on the occasion, Dr Mustafa Kamal said that Centre has provided over Rs 1.66 crores to J&K under this scheme in the first instance. He said State Government with the cooperation of centre has launched several welfare schemes which includes Integrated Child Development Programme (ICDS) also. The scheme has the main objective to improve the nutritional and health status of expectant mothers and children in the age group of 0-6 years with a view to lay a foundation for a psychologically, physically and socially developed children. He said the scheme offers as package of services including nutrition, immunization, health check, referral services, health education and non-formal and pre-school education needs of the children. He said ICDS programme have been extended in all the 120 NES blocks of the State Dr Kamal announced that the number of Anganwari Centres in the Tangmarg would be increased from existing 80 to 120 centre in the coming days to ensure 100 per cent coverage of the children under ICDS. He also announced that he will provide the amount needed for furniture and furnishing for all of all the existing 80 Anganwari Centres in Tangmarg out of his constituency development fund. He said Tangmarg constituency is being developed as a modal constituency and exhorted upon the concerned field agencies, public representatives and prominent citizens to join their hands for achieving this goal as early as possible. Dr Kamal said that upliftment of downtrodden and relief to the suppressed people has been the Prime objective of National Conference since 1931 and reiterated governments firm resolve to eradicate violence and restore peace and tranquility in the strife torn State. He said some defeated politicians, who have themselves been legislators in the past are using militancy to meet their political ends, notwithstanding the fact that violence brings only disaster and devastation. These elements are exploiting spilling of human blood to raise their political castles, the Minister added. He said it has now been acknowledged world over that gun was solution to no problems and there was no room for violence and hatred in a civilized society. The Minister expressed optimism that India and Pakistan would come closer soon and disgruntled youth shun the path of violence so as to pave way for dawn of peace in the militancy ravaged State. A large number of Anganwari workers, helpers and concerned officers of the social welfare department and district administration were present on the occasion. The Anganwari workers presented a variety cultural programme. |
Jammu lawyers urged to call off strike Excelsior Correspondent HIRANAGAR, May 14: The Muffasil Bar has appreciated decision of the Chief Justice of the State to open Fast Track Courts at tehsil headquarters. According to a press release, Muffasil Bar stated that decision to open 1700 new courts in the country in order to provide cheap, fast and justice at door step is a daring step. Appreciating Chief Justice of the State to taking steps to opening courts at tehsil headquarters, Muffasil Bar said that Chief Justice has been saving lacs of rupees of State exchequer and this step has been appreciated by the public in large and the higher administration in particular. It was stated that rural masses were very happy by opening of courts at tehsil headquarters and it a long pending demands of the public. It was observed that this will help to dispose off the old pending cases and provide justice to the litigant people at door step and cheap and fast justice. Muffasil Bar termed on going agitation of the Jammu and Kathua lawyers as illegal and stated that it was against the interest of general public. The Muffasil Bar appreciated the noble act of the Chief Justice and declared that it was right step in right direction. Bar appealed that some benches of High Court should be opened at far flung areas of Jammu and Srinagar region. The Muffasil Bar requested lawyers of Jammu and Kathua to call off their strike in the interest of public and join hands with High Court for functioning of court at tehsil level otherwise their vested interest and selfish design will be exposed in the public. Front for Resolve of J&K problem holds convention Excelsior Correspondent JAMMU, May 14: The Front for Trilateral Resolution of Jammu Kashmir Problem organised one-day convention in village Gurha Brahmana of Akhnoor tehsil under the chairmanship of Haji Ch Shabir Ahmed Salaria, ex-MP and vice president of the Front. As per a release a large number of delegates of the Front as well as intellectuals and prominent citizens participated who included Messrs Ram Piara Saraf, ex-MLA and spokesman, Haji Abdul Majid Advocate, general secretary, I D Khajuria, Shiv Ram Manawar, ex-MLA, Hari Chand Journalist and Ch Shabir Ahmed Salaria. The speakers highlighted the necessity of urgently resolving 53 years old JK problem which, it was urged, was eating into the vitals of India and Pakistan and hindering the progress and prosperity of both the countries in general and the people in particular. It was emphasised that the future of the Indo-Pak sub-continent lies in shared development of the region and not in wars and confrontations and that a new world of interdependence, mutual cooperation and soft borders is emerging as the destiny of the nations. The convention expressed grave concern on blind arms race, rampant corruption and ambiguous policies. With reference to election results from five states the Front declared that the NDA has lost confidence of the people and should therefore seek fresh mandate. The Front unanimously felt that Pakistan being a necessary party, the K C Pant Commission ought to have been authorised to hold talks with them and the people of the State across the Line of Actual Control., otherwise it would be an exercise in futility. The Front reiterated that the cease-fire should be extended beyond May 27. The convention lamented that by refusing the delegates of the Hurriyet Conference the permission to interact with Pakistan and the people of the State on the other side of LAC, the Central Government has committed a historical blunder. The convention unanimously deprecated the senseless killings of the innocent and helpless people by the militants to create communal divide and also the increasing excesses by the forces and called upon them to observe restraint while dealing with the civil population. The Front debated in depth the problems faced by the people of Akhnoor and strongly criticized the Government for imposing a 15 hour daily cut in power supply as also imposition of 36 percent sales tax on sale of fodder in Akhnoor, when whole of the Kandi belt is reeling under unprecedented drought and called on the Government to withdraw the same at an earliest. |
Bail plea in dowry death case rejected Excelsior Correspondent JAMMU, May 14: Special Municipal Magistrate Jammu, Puneet Gupta has rejected the bail application of Nanak Chand, father-in-law of the deceased Babli Devi, who died on April 18, 2001 due to the burn injuries. While rejecting the bail, the Judge observed that the accused cannot be set free at this stage in view of the fact that the action of the accused prompted Babli Devi to end her life, who was married just a year ago with Mukesh Kumar, one of the accused in this case. The allegations against Nanak Chand were that he was in the habit of demanding articles from the deceased which made her life miserable, as she was not in a position to meet all his demands. The Court observed that it cannot be overlooked that the burn injuries received by Babli were extensive that she could not even survive for a day and was not in a position to make any statement before her death. Secondly, the incident occurred within a short span of one year after the marriage and the lady must have taken a very extreme step only after the harassment meted out to her was to the extent that she was not in a position to bear the same. The case against the accused was lodged on a complaint lodged by Bablis brother Raj Pal . Upon the complaint, Gandhinagar Police Station registered a case and arrested Mukesh Kumar and his father Nanak Chand. Another accused Pinki Devi has not been arrested so far. The investigations in the case were going on. |
Sharma demands setting up of VDCs in Akhnoor areas Excelsior Correspondent JAMMU, May 14: Mr Dharam Pal Sharma, senior Congress leader and former MP, who visited village Samah, the site of encounter in Akhnoor tehsil, where besides killing of two militants may other precious lives were lost. As per a release Mr Sharma, who was given first hand information by the inhabitants of the village about the incident, later demanded formation of Voluntary Defence Committee in the area as there were about a dozen ex-servicemen, who were ready to protect their area with added zeal and help the State in keeping a vigil over the nefarious designs of Pakistani saboteurs, who venture out to this side of border to foment trouble. Mr Sharma also demanded provision of telephone facility in vulnerable villages of Akhnoor tehsil, so that timely communication could be sent to law enforcing agencies to take timely and prompt action against the militants. Former MP also expressed concern over dilapidated condition of roads in Akhnoor tehsil which make the mobility more difficult and called for immediate repairs of the same. Regarding local problems, Mr Sharma urged the authorities concerned about adequate arrangement of providing drinking water to the inhabitants of the tehsil, which is reeling under severe drought now-a-days. Referring to the village Samah Mr Sharma demanded that the efforts of Mr Dil Mohammed Gujjar, who informed the police through his son popularly known as Chiri and Mr Dharam Chand, who got injured in the encounter, should be commended and they be paid suitable compensation and ex-gratia relief as while two house of Dil Mohammed alongwith a large number of buffaloes got killed, the Pucca House of Ex-Havildar Dharam Chand was totally damaged in the encounter. |

Singh on his birth anniversary Excelsior Correspondent JAMMU, May 14: Rich tributes were paid by various speakers to Mahatma Budhi Singh at a function held on his 117th birth anniversary here this evening. S Budhi Singh born on May 14, 1884, incidently passed away on May 14 at age of 91. Various speakers called him as a revolutionary who was at the fore-front of the freedom struggle and stood for communal harmony and brotherhood. He remained as Minister in the first Sheikh Mohammad Abdullah ministry of Jammu and Kashmir. He was one of the Sikhs, selected to lay foundation stone of Panja Sahib, he was only non-Muslim and non-Kashmir to be twice president of National Conference and three time chief of Dogra Sabha. This speaks volume about the prestige he enjoyed among all sections of people in Jammu and Kashmir. The function was organised by State Forum for Justice and Human Rights at Abhinav Theatre and Dr Kulwant Singh threw light on the life and contribution of this great son who fought for poor and depressed persons. He was model of simplicity and high values of life, Dr Kulwant Singh said. The Minister for Youth Services and Sports, S Harbans Singh, while paying tributes to Mahatma Budhi Singh, said that some educational institution should be set up and named after him to spread his gospel of moral values, vision and secular outlook. Referring to a demand that strip of road from Ranbireshwar temple to MLAs Hostel should be named after Budhi Singh, the Minister assured that it would be done shortly. He impressed upon the need to follow the footsteps of great nationalist leaders like him. Dr Daleep Singh, patron of the Forum, who was a close associate of this leader, praised his qualities of head and heart as also concern for the poor and deprived. He lamented that the Chief Minister, Dr Farooq Abdullah despite his promise to distribute literature on life and views has not been fulfilled so far. Dr Daleep Singh was honoured with presentation of a memento for selfless service to the society. Mr Ram Piara Saraf in his candid speech said Budhi Singhs vision and social perspective is of relevance even now not only for the State but the entire country and even the world. The value-based politics has to give way to power-oriented politics, he stressed. Mr Sant Singh Tegh, in his emotionally charged speech, mentioned his association with the Mahatma and cited personal experiences about the man and his outlook on life and politics. Mr Balraj Puri said he has been always pleading for according due recognition to the personalities like Budhi Singh who have made rich contribution to politics. He said suitable memorials should be raised to commemorate the memory of Mahatma Budhi Singh. Harbans Singh Azad, who had worked with the late leader also recalled his experiences and memories of the past. Mr Mangat Ram Sharma, former Minister said it Budhi Singh who brought Sheikh Mohammed Abullah to secular politics from Muslim conference to National Conference. Col D S Trehan, grandson of Budhi Singh, conducted the proceedings of the function and demanded suitable memorials and distribution of literature highlighting role of this great son of the State who rose from a camp clerk to a tehsildar in 1905 to Wazir Wazarat and after leaving job joined politics and became Minister in Sheikh Abdullahs first ministry after independence. Earlier, students of Harkishen High School presented bhajan, and student of Unique Dancing Institute also gave performance. A documentary on the life and contribution of Budhi Singh was screened which was highly appreciated by the audience. |

Excelsior Correspondent UDHAMPUR, May 14: SSP Udhampur Mr Deepak Kumar has called upon the police personnel to work with dedication and devotion and help in eradication of militancy, crime and other social evils. Addressing cops in a meeting held at District Police Lines (DPL), the IPS officer said police will reward constables and SPOs who perform their duties well and help in the arrest of militants and criminals. Excelsior Correspondent JAMMU, May 14: While justifying the ongoing strike, Bar Association Jammu has asserted that a deliberate campaign has been launched by "certain vested interests" against the Association . In a statement here, secretary Bar Association Jammu, Ajit Badyal said that under a plan, Jammu lawyers are being divided on the issue of Fast Track Courts. He said that for the last 25 years, lawyers of Jammu have been safeguarding the interest of Jammu and the same has always disturbed the political establishment including Chief Minister. "Jammu lawyers feel that State Chief Justice , by issuing weird scheme is only playing in the hands of the Chief Minister Dr Farooq Abdullah", the statement alleged, while referring to the recent statement of Chief Minister in presence of the Chief Justice at a private law college, where Dr Abdullah had termed the strike as "unjustified"." This only certifies the apprehensions of Jammu lawyers, the statement asserted. It termed the idea of Fast Track Courts as ill-conceived, by saying that the scheme is " very strange" and shall be inconvenient not only to the public, but to the lawyers as well. " Will Jammu based lawyers also have to become mobile and follow the mobile judges?. How shall the witnesses be examined and will the Public Prosecutor follow the judges where-ever they go", the statement posed such like questions while turning down the idea of Fast Track Courts. The statement said that a false and incorrect impression has been created that the scheme has been contemplated by the Centre. " It may be clarified that the scheme of the Chief Justice is not same as contemplated by the Central Government", the statement further said. |
